Is the European Union Collapsing?

Lately, the European Union (EU) stumbles from crisis to crisis. After a long hot spring dominated by the financial crisis in Greece, we now see the collapse of the system based on the Schengen Treaty, which secures the free movement of people within most countries of the EU. The upheaval is the result of the huge numbers of refugees entering the EU, mostly from Syria, Eritrea and Sudan. It is expected that Germany alone will offer asylum to approximately 1 million people this year. With no end of the refugee wave in sight more and more countries are either closing their borders, building fences, or reintroducing border patrols. The situation in Hungary seems worst, especially in the temporary refugee camps. This weekend we saw footage of guards throwing food into the hungry crowds, just like zoo keepers do when feeding the wild beasts. An absurd lack of civilization.

Both crises have at least two factors in common, namely issues of sovereignty and property rights. Sovereignty is claimed back by European politicians, who previously made arrangements at the European level, yet are now confronted by their electorates who want to end the infringements of their property rights. In the case of Greece it was about (mostly) Northern European leaders who were pressed by public opinion to stop paying for the support of what was seen as an almost bankrupt country. Certainly in Germany and The Netherlands it was seen that Greece made a mess of things which itself needed to sort out (this was the dominant perception, I underline that I do not say this is also the right presentation of all relevant facts). In the current refugee crisis public opinion also welcomes large numbers of people who –again as it is widely perceived- are seen a poor sods fleeing from a terrible war. Yet at the same time the people understand that the refugees, no matter how well educated some of them are, also need to receive all kinds of welfare arrangements and will go through an often hard process of integration into society. This against the background of more than a decade of heated debate about immigration and integration in most (Western) EU countries.

In both questions the politicians eventually tend to back out, by reclaiming national sovereignty. Not directly, as this would be embarrassing. So Greece got its third support package, and in the refugees crisis it is underlined that ‘temporary border patrols’ and even ‘border closings’ are still within the letter of the Schengen Treaty. There is also talk of centralizing the intake of refugees at the European level, instead of the current principle of ‘first country of entry is the country where asylum should be requested. This may well be a good idea given the fact that refugees will  arrive (as the US experience also makes clear). Yet it is hard to predict how the negotiations will end, because there are large objections against the European Commission spreading refugees among the EU member states at its own peril.

The bigger picture however could well reveal that both events mark the end of the movement towards ‘ever closing union’, the old purpose mentioned in the Treaty Of Rome (1957), the most important founding treaty of European integration. That is significant, because if I am right in my assessment it means we are experiencing a real turning point. There are a number of contributing factors, most of which have been identified before, but that does not make them less significant, such as a lack of European identity among the European people, and the desire to accept only a minimum amount of European policy, due to the much stronger desire to make national decisions, which are easier to correct by the electorates. This, by the way, is fully in line with classical liberal thinkers such as Hayek, Hume or Smith.

Does this mean the EU is about to collapse? Hardly likely. The economic basis is still strong and while large the current problems can be paid for and sorted out eventually. Yet if integration stops here it will also mean that the EU will never get a serious common foreign policy or a common defense policy either, both of which have been tried –and failed- over the past decades. So the EU will then only be a ‘super free trade zone’, with a common trade policy, and strong legal apparatus also spreading out over many non-economic issues.  This raises many more issues, but that goes beyond the purpose of this contribution. For one thing: these are once again exciting times in Europe!

The Poverty Of Democracy

I have been a strong proponent of democracy until the Spring of 2012 when I picked up Hans-Hermann Hoppe’s Democracy: The God That Failed. Since then, I have never looked at democracy with the same warm feelings again. Now, in this post, I would like to explore why democratic political representation is an impossibility and why it deals poorly with value pluralism – the fact that society holds various fundamental values that are in conflict with each other. In addition, I would like to urge that we should look for other political possibilities and stop maintaining that democracy is the end of all forms of social organization.

What most people find attractive about democracy is its underlying idea that the electorate is an embodiment of the general will of the public as if the public has reached some kind of general agreement on public policies and legislation. It is believed that with regular elections, the rulers are in power for a limited time and they “will be compelled by the threat of dismissal to do what public opinion wants them to do” (Popper, 1963, p. 345). Gerard Casey writes in Libertarian Anarchy (2012) that “[T]he central characteristic of representation by agency is that the agent is responsible to his principal and is bound to act in the principal’s interest” (Casey, 2012, p. 125). It is however questionable to what extent the electorate can truly represent the constituency and to what extent the public voice can be considered univocal. We must also beware of attributing “to the voice of the people a kind of final authority and unlimited wisdom” (Popper, 1963, p. 347). When society holds a vox populi vox dei attitude, it can easily slip into a tyranny of the majority. A society ruled by public opinion by no means guarantees social justice.

It is important to realize that the notion of representation is highly questionable. According to public choice theory, political agents cannot possibly truly represent their constituencies when members of a society have different comprehensive doctrines, hold different values, and have different interests. Public choice theory applies economic methods in the field of political theory and provides some interesting insights that are relevant for political philosophy. It maintains that politics is ruled by clashing opinions among policy makers and clashing opinions among members of the constituency. One may for example desire to build new roads with public funds, another may want to use public funds for the modernization of the military and defense, a third may desire to spend more on social welfare, a fourth on education etc.

Given that we live in a world of value pluralism, it is difficult for policy makers to pursue and represent the ‘public interest’. Furthermore, special minority interest groups may have incentives to organize themselves in order to influence public policies through lobbying. When the expected gain of lobbying of such minority interest groups is greater than the cost of lobbying efforts, they have greater incentive to influence legislators. Large interest groups, such as taxpayers in general, have fewer incentives to campaign for particular legislations, because the benefits of their actions, if they are successful, are spread much more widely among each individual taxpayer.

When the principal believes that the cost of being politically active – keeping oneself up-to-date with political actualities and being involved with political campaigns – is not worth the benefits, the principal may become ‘rationally ignorant’ of politics. This gives representatives more incentives not to pay attention to the public interests. Rationally ignorant principals do not know who their representatives are or what they do. This consequently discourages the politicians’ feeling of accountability for their actions and it encourages the politicians to sell themselves to donors and to pursue personal agendas. Different interests, incentives, and ideologies among principals and political agents therefore result in unequal representation.

I believe that Casey is right when he asserts that there is

“no interest common to the constituency as a whole, or, if there is, it is so rare as to be practically non-existent. That being the case, there is nothing that can be represented” (Casey, 2012, p. 125).

Imagine that there is a piece of legislation that our representatives can either pass or not with 35 per cent of the public in favour of the legislation and 65 per cent who oppose it. If our representatives pass the legislation, they will represent the 35 per cent and ignore the interests of the 65 per cent. If they do not pass the legislation, they will represent the 65 per cent and cease to represent the interests of the 35 per cent.

“In this very normal political scenario, it is not that it is difficult to represent a constituency – it is rather that it is impossible” (Casey, 2012, p. 125).

A representative democracy is therefore actually quite inadequate in dealing with a pluralistic society as it cannot fulfill its promise: representing the will of the peoples. Democracy is moreover a system that is inherently violent, because it divides people along the lines of their comprehensive doctrines. People with similar political thoughts organize themselves into groups to campaign against people who hold conflicting ideas. In a democracy, these people then vote for their preferred ruler to rule over people who may have contrasting views or who may be indifferent to political issues at all. It has never happened that the turnout at elections is 100 per cent. According to Eurostat.com, the average turnout rate in Europe is around 43 per cent. Nonetheless, the 43 per cent are choosing political agents who are expected to represent the 57 per cent of the non-voting constituency. The violent nature of democracy is that with every vote the voter attempts to enforce their preferred rulers or legislation unto others. This basically makes it a system in which people lose their political autonomy to other voters.

I believe that in order to deal more adequately with value pluralism we have to look for political possibilities that lie beyond a representative democracy. Instead of considering democracy as the end of all forms of social organization, we should ask ourselves how we could discover better forms of social organization.

Myths of Sovereignty and British Isolation, 20. Concluding Remarks

This series (1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16i, 16.ii17, 18, 19) has explored a number of ways in which those who support a very sovereign United Kingdom completely separate from the European Union, and even other European institutions like the European Court for Human Rights, which is attached to the Council of Europe rather than the European Union, are attached to unsupportable ideas about the separateness and superiority of England, Britain or the UK.

What Britain’s past was does not prove anything about where it should be now with regard to European institutions, but it is at least possible to say that claims according to which Britain has always stood apart from Europe are false, and so is any connected claim that Britain is somehow fated by history, geography and national character to stand aside from arrangements made by European nations to share sovereignty.

Britain was connected to the rest of Europe through Celtic culture and language, then through the Roman Empire, then through the Saxon conquest, then partial Viking conquest, then Norman-French conquest, then ties with the Netherlands, then a union in the person of the joint monarch with the Netherlands, then a union in the person of a series of kings with Hanover in Germany, then through constant British intervention in European affairs, land holdings which go back to the Channel Islands (originally French), the remains of which still exist in Gibraltar and sovereign military bases in Cyprus, then through postwar European institutions like the Council of Europe (which loosely groups all democracies, broadly defined) and then the European Union.

The peoples of the United Kingdom of Great Britain are rather less firmly committed to maintaining the existing state than the peoples of France and Germany are, the two European nations usually taken by British Eurosceptics as the negative opposite of Britain in all its glory. There is a distinct possibility that Scotland will leave, with strong separatist tendencies in Northern Ireland and to a lesser but real extent in Wales. So Britain is not uniquely well formed and self-confident as a nation.

As with all other nations, Britain was built through war, state appropriation and the enforcement of a national state system. It is not a country of unique liberty, neither does the Anglosphere of UK, USA, Canada, Australia and New Zealand exist as a uniquely coherent transnational grouping based on medieval and early modern English institutions. The Anglosphere countries are diverse, with different historical experiences, with Britain as the odd one out in the sense that all the other Anglosphere countries are still dealing with the status of indigenous peoples who lived there before the relatively recent history of the Anglosphere states.

Other European states have links with ex-colonies, where the language of the colonial power is still widely spoken. More French people live in Britain than those from the Anglosphere (300 000 versus 191 000). Links with the Anglosphere are certainly quite real and exist quite happily alongside EU membership, so the whole idea of making the Anglosphere something that excludes a European path is misleading in any case.

The historical interpretations referred to in this and previous posts are not contentious. No educated and fastidious sovereigntist-Eurosceptic is going to deny them, the trouble is that a lot of less fastidious sovereigntist-Eurosceptic assumptions about history are not in happy accord with these historical realities, and even the more fastidious are trying to emphasise an unrealistic counter-narrative of British distinctness that goes beyond the normal level of distinctness between major nations. Britain has certainly made its contribution to the history of liberty, civil and commercial society, but is not obviously more blessed in these respects than the other most advanced European nations.

The case against the United Kingdom’s participation in the European Union can only be the case against the existence of a transnational political union for any large grouping of European nations. There are problems with the EU and I can agree with many sovereigntist-Eurosceptics on many of these problems, but if we reject the more myth making kinds of nationalism these are problems I suggest that can be addressed with better, more decentralised and flexible institutional arrangements. India, which has a greater population than the EU, and at least as much diversity of language and other aspects of human life survives.

It is of course difficult to know what Europe would look like without the EU and what good things in Europe are due to the EU, but I suggest that it is not a complete coincidence that the period of the EU has been a time of growing democracy and peace, with many countries taking EU membership as part of the path from dictatorship to democracy. The Euro crisis and the more recent Mediterranean refugee crisis are bringing strain to the EU, but that is what happens to political communities, they encounter problems and survive them if they have robust institutions. The economic problems of southern Europe precede the EU and tensions round migration exist in other parts of the world. Britain has anyway remained aside from the Euro, as have Sweden and Denmark, suggesting that the EU can accommodate flexibility and allow member states with doubts about the most ambitious schemes to stand aside from them. This is certainly the path to go down if the EU is to be a robust political community.

The basic point in this series has been that nothing makes British history separate from European history, so that questions about membership of a European political community which pools sovereignty are not answered by looking to a supposed distinct and superior history. Britain is part of Europe and always has been and has frequently shared sovereignty in some way with some mainland European state. Past history does not exclude Britain from Europe and trans-national European institutions, which may or may not be appropriate for Britain and other countries, for reasons in the here and now. As far as history determines Britain’s place, the appropriate place is Europe.

Tricks of Unequal Poverty: A Repost (In Honor of Bernie Sanders)

In the previous installment:

I explained how the general standard of living in America, denoted by real income, grew a great deal between 1975 and a recent date, specifically, 2007. This, in spite of a widespread rumor to the contrary. The first installment touched only a little on the following problem: It’s possible for overall growth to be accompanied by some immobility and even by some regress. Here is a made-up example:

Between the first and the second semester, grades in my class have, on the average, moved up from C to B. Yet, little Mary Steady’s grade did not change at all. It remained stuck at C. And Johnny Bad’s grade slipped from C to D.

Flummoxed by the sturdiness, the blinding obviousness of the evidence regarding general progress in the standard of living, liberal advocates like to take refuge in more or less mysterious statements about how general progress does not cover everybody. Or not everybody equally, which is a completely different statement. They are right either way and it’s trivial that they are right. Let’s look at this issue of unequally distributed economic progress in a skeptical but fair manner.

It’s awfully hard to prevent the poor, women and minorities from benefiting

I begin by repeating myself. As I noted in Part One, it’s too easy to take the issue of distribution of income growth too seriously. Some forms of improvements in living standard simply cannot practically be withheld from a any subgroup, couldn’t be if you tried. Here is another example: Since 1950, mortality from myocardial infarctus fell from 30-40% to 5-8%. (from a book review by A. Verghese in Wall Street Journal 10/26 and 10/27 2013). When you begin looking at these sort of things, unexpected facts immediately jump at you.

Fishing expeditions

The US population of 260 millions to over 300 million during the period of interest 1975-2007 can be divided in an infinity of segment, like this: Mr 1 plus Mr 2; Mr 2 plus Mrs 3; Mr 2 and Mrs3 plus Mr 332; Mr 226 plus Mrs 1,000,0001; and so forth.

Similarly, the period of interest 1975 to 2007 can be divided in an infinity of subperiods, like this: Year 1 plus year 2; year 1 plus year 3; years 1, 2, 3 plus year 27; and so forth. You get the idea.

So, to the question: Is there a subset of the US population which did not share in the general progress in the American standard of living during some subperiod between 1975 and 2007?

The prudent response is “No.” It’s even difficult to imagine a version of reality where you would be right to affirm:

“There is no subset of the US population that was left behind by general economic progress at any time during the period 1975- 2007.”

Let me say the same thing in a different way: Given time and good access to info, what’s the chance that I will not find some Americans whose lot failed to improve during the period 1975 to 2007? The answer is zero or close to it.

This is one fishing expedition you can join and never come back empty-handed, if you have a little time.

Thus, liberal dyspeptics, people who hate improvement, are always on solid ground when they affirm, “Yes, but some people are not better off than they were in 1975 (or in ______ -Fill in the blank.)” The possibilities for cherry-picking are endless (literally).

Everyone therefore has to decide for himself what exception to the general fact of improvement is meaningful, which trivial. This simple task is made more difficult by the liberals’ tendency to play games with numbers and sometimes even to confuse themselves in this matter. I will develop both issues below.

To illustrate the idea that you have to decide for yourself, here is a fictitious but realistic example of a category of Americans who were absolutely poorer in 2007 that they were in 1975. You have to decide whether this is something worth worrying about. You might wonder why liberals never, but never lament my subjects’ fate.

Consider any number of stock exchange crises since 1975. There were people who, that year, possessed inherited wealth of $200 million each, generating a modest income of $600,000 annually. Among those people there were a number of stubborn, risk-seeking and plain bad investors who lost half of their wealth during the period of observation. By 2007, they were only receiving an annual income of $300,000. (Forget the fact that this income was in inflation shrunk dollars.) Any way you look at it, this is a category of the population that became poorer in spite of the general (average) rise in in American incomes. Right?

Or, I could refer to the thousands of women who were making a living in 1975 by typing. (My doctoral dissertation was handwritten, believe it or not. Finding money to pay to get it typed was the hardest part of the whole doctoral project.) One of the many improvements brought about by computers is that they induced ordinary people to learn to do their own typing. Nevertheless, there was one older lady who insisted all along on making her living typing and she even brought her daughter into the trade. Both ladies starved to death in 2005. OK, I made them up and no one starved to death but you get my point: The imaginary typists fell behind, did not share in the general (average) improvement and their story is trivial.

So, I repeat, given a some time resources, I could always come up with a category of the US population whose economic progress was below average. I could even find some segment of the population that is poorer, in an absolute sense, than it was at the beginning of the period of observation. Note that those are two different finds. Within both categories, I could even locate segments that would make the liberal heart twitch. I would be a little tougher to find people who both were poorer than before the period observation and that would be deserving of liberal sympathy. It would be a little tough but I am confident it could be done.

So, the implication here is that when it comes to the unequal distribution or real economic growth you have to do two things:

A You have to slow down and make sure you understand what’s being said; it’s not always easy. Examples below.

B You have to decide whether the inequality being described is a moral problem for you or, otherwise a political issue. (I, for one, would not lose sleep over the increased poverty of the stock exchange players in my fictitious example above. As for the lady typists, I am sorry but I can’t be held responsible for people who live under a rock on purpose.)

Naively blatant misrepresentations

A hostile liberal commenter on this blog once said the following:

“Extreme poverty in the United States, meaning households living on less than $2 per day before government benefits, doubled from 1996 to 1.5 million households in 2011, including 2.8 million children.”

That was a rebuttal of my assertion that there had been general (average) income growth.

Two problems: first, I doubt there are any American “households” of more than one person that lives on less than $2 /day. If there were then, they must all be dead now, from starvation. I think someone stretched the truth a little by choosing a misleading word. Of maybe here is an explanation. The commenter alleged fact will provide it, I hope.

Second, and more importantly, as far as real income is concerned, government benefits (“welfare”) matter a great deal. Including food stamps, they can easily triple the pitiful amount of $2 a day mentioned. That would mean that a person (not a multiple person- household ) would live on $1080 a month. I doubt free medical care, available through Medicaid, is included in the $2/day. I wonder what else is included in “government benefits.”

The author of the statement above is trying to mislead us in a crude way. I would be eager to discuss the drawbacks of income received as benefits in- instead of income earned. As a conservative, I also prefer the second to the first. Yet, income is income whatever its source, including government benefits.

The $2/day mention is intended for our guts, not for our brains. Again, this is crude deception.

Pay attention to what the other guy asserts sincerely about economic growth.

Often, it implies pretty much the reverse of what he intends. In an October 2013 discussion on this blog about alleged increasing poverty in the US, asked the following rhetorical question:

“Or have Americans’ standard of living only improved as the gap [between other countries and the US] closed?“

I meant to smite the other guy because the American standard of living has only increased, in general, as we have seen (in Part One of this essay posted). A habitual liberal commenter on my blog had flung this in my face:

“….Since 1975, practically all the gains in household income have gone to the top 20% of households…” (posted 10/23/13)

(He means in the US. And that’s from a source I am not sure the commenter identified but I believe it exists.)

Now, suppose the statement is totally true. (It’s not; it ignores several things described in Part One.) The statement says that something like roughly 60 million Americans are richer than they, or their high income equivalents were in 1975. It also says that other households may have had almost stationary incomes (“practically”). The statement does not say in any way that anyone has a lower income in 1975. At best, the statement taken literally, should cause me to restate my position as follows:

“American standards of living have remained stationary or they have improved….”

You may not like the description of income gains in my translation of the liberal real statement above. It’s your choice. But the statement fails to invalidate my overall assertion: Americans’ standard of living improved between 1975 and 2007.

What the liberal commenter did is typical. Liberals always do it. They change the subject from economic improvement to something else they don’t name. I, for one, think they should be outed and forced to speak clearly about what they want to talk about.

Big fallacies in plain sight

Pay attention to seemingly straightforward, common liberal, statist assertions. They often conceal big fallacies, sometimes several fallacies at once.

Here is such an assertion that is double-wrong.

“In the past fifteen years the 20% of the population who receive the lowest income have seen their share of national income decrease by ten percentage points.” (Posted as a comment on my blog on 10/21/13)

Again, two – not merely one – strongly misleading things about this assertion. (The liberal commenter who sent it will assure us that he had no intention to mislead; that it’s the readers’ fault because, if…. Freaking reader!)

A The lowest 20% of the population of today are not the same as those of fifteen years ago, nor should you assume that they are their children. They may be but there is a great deal of vertical mobility in this country, up and own. (Just look at me!)The statement does not logically imply that any single, one recognizable group of social category became poorer in the interval. The statement in no way says that there are people in America who are poor and that those same people became poorer either relatively or in an absolute sense. Here is a example to think about: The month that I was finishing my doctoral program, I was easily among the 20% poorest in America. Hell, I probably qualified for the 5% poorest! Two months later, I had decisively left both groups behind; I probably immediately qualified for the top half of income earners. Yet, my progress would not have falsified the above statement. It’s misleading if you don’t think about it slowly, the way I just did.

I once tried to make the left-liberal vice-president of a Jesuit university understand this simple logical matter and I failed. He had a doctorate from a good university in other than theology. Bad mental habits are sticky.

B Percentages are routinely abused

There is yet another mislead in the single sentence above. Bear with me and ignore the first fallacy described above. The statement is intended to imply that the poorer became poorer. In reality, it implies nothing of the sort. Suppose that there are only two people: JD and my neighbor. I earn $40, neighbor earns $60. In total, we earn. $100 Thus my share of our joint income is 40%, neighbor’s is 60%. Then neighbor goes into business for himself and his income shoots up to $140. Meanwhile, I get a raise and my income is now $60.

In the new situation, my share of our joint income has gone down to 30% (60/60+140), from 40%. (Is this correct? Yes, or No; decide now.) Yet, I have enjoyed a fifty percent raise in income. That’s a raise most unions would kill for. I am not poorer, I am much richer than I was before. Yet the statement we started with stands; it’s true. And it’s misleading unless you pay attention to percentages. Many people don’t. I think that perhaps few people do.

My liberal critic was perhaps under the impression that his statement could convince readers that some Americans had become poorer in spite of a general (average rise) in real American income. I just showed you that his statement logically implies no such thing at all. If he want to demonstrate that Americans, some Americans, have become poorer, he has to try something else. The question unavoidably arises: Why didn’t he do it?

Was he using his inadequate statement to change the subject without letting you know? If you find yourself fixating on the fact that my neighbor has become even richer than I did because he more than doubled his income, the critic succeeded in changing the subject. It means you are not concerned with income growth anymore but with something else, a separate issue. That other issue is income distribution. Keep in mind when you think of this new issue that, in my illustration of percentages above, I did become considerably richer.

Liberals love the topic of unequal progress for the following reason:

They fail to show that, contrary to their best wish, Americans have become poorer. They fail almost completely to show that some people have become absolutely poorer. They are left with their last-best. It’s not very risky because, as I have already stated, it’s almost always true: Some people have become not as richer as some other people who became richer!

Policy implications of mis-direction about income growth

The topic matters because, in the hands of modern liberals any level of income inequality can be used to call for government interventions in the economy that decrease individual liberty.

Here are a very few practical, policy consequences:

A Income re-distribution nearly always involves government action, that is, force. (That’s what government does: It forces one to do what one wouldn’t do out of own inclination.) That’s true for democratic constitutional governments as well as it is for pure tyrannies. In most countries, to enact a program to distribute the fruits of economic growth more equally it to organize intimidation and, in the end, violence against a part of the population. (For a few exceptions, see my old but still current journal article: “The Distributive State in the World System.“ Google it.) This is a mild description pertaining to a world familiar to Americans. In the 1920s, in Russia, many people (“kulaks”) were murdered because they had two cows instead of one.

Conservatives tend to take seriously even moderate-seeming violations of individual liberty, including slow-moving ones.

B Conservatives generally believe that redistribution of income undermines future economic growth. With this belief, you have to decide between more equality or more income for all, or nearly all (see above) tomorrow?

It’s possible to favor one thing at the cost of bearing the travails the other brings. It’s possible to favor the first over the second. This choice is actually at the heart of the liberal/conservative split. It deserves to be discussed in its own right; “Do your prefer more prosperity or more equality?” The topic should not be swept under the rug or be made to masquerade as something else.

If you are going to die for a hill, make sure it’s the right hill.

PS: There is no “income gap.”

Ian Bremmer, a political scientist at NYU (and numerous think tanks), has teamed up with Time to put together this quiz on what you think the proper role for the US (“America”) is in the world today. According to Bremmer, a neoconservative, there are three basic points of view with regard to the US’s role in the world: Independent, Indispensable, and Moneyball (you can read his explanation for these three types, as well as his analysis of how major presidential candidates fit into these categories, here).

Growing Poverty in the US: A Repost (In Honor of Bernie Sanders)

This is an old post, reproduced today in honor of American Senator and presidential candidate Bernie Sanders

It’s vital to the liberal narrative that pretty much everything has to go generally downhill (except global warming, of course, which is always going up even when it’s not, like right now). Life has to deteriorate, they think. That things are getting worse is an article of faith among liberals; it’s even a tenet of their faith. (If things are swimming along fine, what excuse is there for government intrusion?) You might even say that most liberals hate most good news. Prominent among the liberals’ permanent myths is the belief that Americans have become poorer except for a tiny minority of the very rich __________% (Fill in the blank.) In its most common version the idea is that Americans’ real standard of living has done nothing but decline since sometimes in the seventies. This, whatever the numbers say.

I, for one, know it’s not true. I was there, after all, from the beginning, even from before the beginning! I remember well how bad the good old days were in many respects. I am distressed that some people with apparently conservative or libertarian ideas have now also espoused this false belief. In this essay in two parts, I try to help readers find their way in the midst of often misleading or downright false statements that seem to support this erroneous belief. As usual, I do not address myself to specialists but rather to the intelligent but ignorant. Specialists are welcome to comment if they agree to do it in English or in some other official language.

Two forewords

1 I don’t contend that I understand what happened to American real incomes during the current crisis, say, between 2009 and 2013. I will say nothing about this recent period. (If I told you what I suspect happened, you might be astounded, though.) I refer in this essay only to the period 1975-2007.

2 I believe poverty and prosperity have to be measured in terms of real income, income as experienced by real human beings: It’s not how many dollar bills you have in your wallet, it’s what your paycheck actually buys that matters. This brings up several tough technical problems we will get into presently or in the next episode. If you think of poverty in different terms, I am not sure I have anything useful to say to you.

The superficial facts

General federal statistics, all OECD figures, all World Bank numbers show that on the average Americans have become considerably richer since 1975. Nevertheless, these statistics, contrary to a now common belief – significantly understate the economic progress of Americans. We, in general, have become vastly richer than were were then.

I will deal later explicitly with the issue of possible differences between what the average shows and the economic progress of sub-categories of the US population. In the meantime, I must point out that some common forms of enrichment cannot be confined to a particular group. Cleaner drinking water, for example, is usually cleaner for everyone. It would be impractical to reserve wells of dirty, polluted water for the poor or for racial minorities. (However, if you search a little you might actually find liberal allegations of such segregation or, at least, the intimations of such. National Public Radio is a good bet.)

Here is what I don’t intended to do, don’t do: I do not accuse government statistics of lying. I help others read them and complement them where they need to be complemented. There is not government conspiracy designed to mislead us about the living standards of Americans, I think.

Major (unintended) sources of bias.

There are three major sources of bias in expressing standard of living that understate, underestimate, understate economic betterment. I explain them below.

Ballooning health expenditures

Since the seventies, most employed Americans have taken most of their pay raises in the form of health benefits. This results from a historically accidental peculiarity of the American wage and benefit system going back to WWII. (It may be getting removed by the implementation of Obamacare as I write in 2013). The large increase in health expenditures provided by employers do not appear in wage statistics. Yet, they constitute consumption in a way similar to straight wages. In fact, wherever people are given a choice between more steak and more health care, they seem to chose more steak and more health care. Health care possesses an interesting characteristic all of its own: While there is a limit to how much steak an individual can ingest, there is no limit at all to how much health care -broadly defined – the same individual can absorb. It’s close to infinite. Why, I am considering right now some surgery to correct a nose I have not really liked for more than sixty years!

Whether it is a wise societal choice to spend apparently limitless resources on health care, much of it for the old and economically unproductive is an interesting issue in its own right. However, it’s not my issue here. Health services have been produced in vast quantities since 1975. They were eagerly consumed by Americans. Health expenditures constitute a part of the standard of living. If you don’t believe this, just ask yourself if the withdrawal of all health care would not be a lowering of the standard of living.

Better quality of common goods

Common objects on which comparisons of living standard across time are based have improved tremendously in quality. This is difficult, sometimes impossible to measure. Indices of comparison across time (1975 to 2007) don’t do a good job of it.

Nominal wages, the numbers printed on your paychecks, have to be corrected for inflation. We all know that a dollar does not buy as much as it did in 1975. (Around that time, my salary of $20,000/year was quite comfortable.) Federal international and private organizations in charge of these things do their very best to correct raw numbers in meaningful ways. However, they meet with several limitations because things of 1975 are often radically different from what bears the same name in 2007.

(Note: The agencies in charge do their best and mostly intelligently. Again, I am not faulting their efforts. Also, I think there is little intellectual fraud involved in this work because their results are among the most and best scrutinized in the history of the world.)

Here is an example: I suspect that the average television set of 1975 was like mine was then: It was small, offered only black and white images, often had scratchy sound, and gave access to little more than three national networks. Watching television then was like eating in a mediocre restaurant that offered only three dishes (and there was maybe a hot dog stand outside).

When economists correct for inflation, they have little choice but to compare that television set with a modern ultra-flat etc… Hence, when they report that the cost of a television set has increased in face dollars by, say, 100%, they are not able to take into account that the actual service (the enjoyment) attached to a contemporary set with precise colors, faithful sound that is a gateway to 300 sources is ten times, or one hundred times, greater than what I derived from my 1975 B&W set.

This example can pretty much be turned into a general rule: Everything is better, works better, tastes better, gives more service than its equivalent back then. When you find a seeming exception, you soon discover that it’s not real. Two examples of exceptions that don’t resist examination:

A     Cars are more expensive now than then by several measures. This means that it takes more days of mean (average) American wages to buy the cheapest car in American than it did then. But the cheapest car on American roads today are vastly better in every way than their supposed equivalent back then. They break down less often; they are safer (weight for weight); they require much less maintenance. (Older people will remember the days when every car required an oil change every 5,000 miles and when prudent car owners changed oil every 3,500 miles.)

In addition, much of the rise in real car prices is due to mandated safety and environmental buffers now built into them that did note exist in 1975. (It’s startling to see in not-so-old movies parents getting into the family car with their children and driving off with no one buckling safety belts because there aren’t any.) No matter how one feels about the current health and environmental restrictions pushing upward car prices, they are undeniably form of consumption. It’s useless to cry,” I don’t want it” when you imposed it on yourself through the political process you deem legitimate in every way.

B     Many older people, and I am often tempted to join them, believe that any number of produce just tasted better back then, produce such as tomatoes and strawberries, for example. This is pure delusion. Here is how I know: Several times, I have steeled my resolve, put cash in my pocket and directed my steps to the local farmers’ market. There, against all my instincts, I purchase a pound of organic tomatoes or a tiny basket of grossly priced strawberries. Now organic produce is not better for you (See “organic food” on this blog.) but it’s often fresher, and often handpicked. Each time, I recovered in my mouth the taste of produce of my youth. Each time, I did the calculations only to rediscover anew that the outrageous cost of the farmer’s market produce was actually less, as a percentage of any income, or in inflation-corrected dollars, than the equivalents did when I was young.

We have become used to paying little for mediocre produce, the better produce of yesteryear are still available. They are not even especially expensive. They appear expensive because we are spoiled by general low food prices.

An then, of course, there is the coffee. It was so vile then, coast-to-coast, in 1975 that if anyone but a drunks’ bar served it today he would probably be indicted. And then, there is bread that would have qualified as light construction material. The list is endless: In the good old days, most things were mediocre to very bad and they were, in fact expensive. Current measures are seldom able to take improvement in quality into account. For this reason, they understate average economic progress in America between 1975 and 2007.

I repeat that this average economic progress is also mostly widespread, available to all parts of the population. There are, in fact, few corner bakeries operating especially in the ghetto and specializing in nutritionally unsound, bad-tasting bread for African-Americans.

There may be an exception to the general rule that things have become cheaper in thirty years with constant quality I am not able to deal with here. It may be a major exception: Housing in all its forms may be more expensive in real terms now than it was in 1975. Much housing is the same now as it was then, so prices matters a great deal. Thus, better quality would not explain superior cost. I am eager to see sources on this issue and to publish them here.

New goods, new services

When comparing the prices of things and services then and now, economists are not able, of course, to take into account objects and services that simply did not exist then. This inescapable fact also understates the real progress in living standards. I repeat: Some good things are not counted at all in comparisons of the standard of living then and now because they did not exist at all then. This fact in itself constitutes an overstatement of the standard of living of then. The Internet and its many manifestations, its many subordinate services, such as Google, are a case in point.

I hasten to add that this judgment does not depend on how much you, personally value the Internet and its multiple offerings. To demonstrate that it’s a form of consumption, it’s enough to observe that few of those who can have access to the Internet actually turn it down. I, for example, like most residents of developed societies probably know more than one thousand people. Of the people I know, only three refuse to gain Internet access (and they periodically cheat by catching a ride on a relative’s network tool!)

I can hear some older readers grumble ( as one did recently on this blog) that newfangled technical innovations, such as the Internet and hugely better television, actually made life worse. I smile sarcastically inside for the following reason: Very few Americans seem to be following the primitivist dream implicit in such judgment and make for the wilderness. This, although it would be easy because there is probably more and more undeveloped, empty space in America as the population become more concentrated in a few mega cities. This is too has improved since 1975: There is more and wilder wilderness.

Summary

Large health expenditures, better products, more products have increased the general standard of living of Americans considerably beyond what wage and income statistics show. This statement is implicitly based on averages. The demonstration above does not exclude the logical possibility that some sectors of American society were worse off in 2007 than they, or their equivalents were in 1975. This issue is dear to liberal sensitivity. I deal with it in Part 2, soon forthcoming.

The blatant fascism of Bernie Sanders

Ezra Klein, a Bruin and also a journalist, recently interviewed Bernie Sanders, an American Senator currently challenging Hillary Clinton for the Democrat Party’s 2016 presidential nomination. Sanders is an old, extremely rich white man who describes himself as a “democratic socialist.” Check this out:

I think if you take global poverty that seriously, it leads you to conclusions that in the US are considered out of political bounds. Things like sharply raising the level of immigration we permit, even up to a level of open borders. About sharply increasing …

Bernie Sanders: It would make everybody in America poorer —you’re doing away with the concept of a nation state, and I don’t think there’s any country in the world that believes in that. If you believe in a nation state or in a country called the United States or UK or Denmark or any other country, you have an obligation in my view to do everything we can to help poor people. What right-wing people in this country would love is an open-border policy. Bring in all kinds of people, work for $2 or $3 an hour, that would be great for them. I don’t believe in that. I think we have to raise wages in this country, I think we have to do everything we can to create millions of jobs.

You know what youth unemployment is in the United States of America today? If you’re a white high school graduate, it’s 33 percent, Hispanic 36 percent, African American 51 percent. You think we should open the borders and bring in a lot of low-wage workers, or do you think maybe we should try to get jobs for those kids?

I think from a moral responsibility we’ve got to work with the rest of the industrialized world to address the problems of international poverty, but you don’t do that by making people in this country even poorer.

There is much, much more stupidity here. The choice between Hillary Clinton or Bernie Sanders – who is supposedly the representative of a new Left – illustrates well why the American Right is currently the faction of Ideas. This is so stupid that I’m flabbergasted. I am literally flabbergasted.

There is no way this guy represents the future of the American Left. No. Way.

Myths of Sovereignty and British Isolation XVI, Britain’s Significant Others: France and Germany (2)

The French, or at least the dominant part of its elites, together with a more ambiguous but largely assenting public opinion, sees the chance to maintain a large European role and an accompanying global role through the EU, using the EU to maintain the importance of French as an administrative language and the influence of France on European affairs without war, and ideally without aggressive winner-takes-all attitudes to diplomacy. It is a matter of reasonable debate whether this has worked well, it is not reasonable to think that France has given up on being France.

There is a strong steak of grandiose French ambition and memories of the more universal moments of the French state, under Bourbon monarchs who tried to dominate Europe, the French Revolution, and the Bonapartist Empire. Despite what some sovereigntist-Euroseptics claim, France is not obviously less global than Britain in its history or current attitudes. France had the second biggest overseas empire after Britain, there are many French speakers outside France, even though some parts of what was the empire have lost the Francophone legacy. France is just as much of a country of immigration as Britain.

The residual overseas territories from the empire are more integrated into the French state then the British equivalents are integrated into the British state. Of course Britain had the bigger empire, English is the more global language, and a global financial role lacking for France, but none of this makes France less of a country to some degree tied to its non-European legacies, or that France is less integrated and less nationally-oriented than Britain. In fact France looks a lot less likely to break up between component parts than Britain. The devolution of power to Scotland, Wales, and Northern Ireland is not matched in even the most distinct French regions and there seems little chance of any part of France matching Scotland in the success of a separatist party and near success of a separatist referendum.

The same applies to Germany. Germany has a briefer history as an important country of self-image construction for Britain than France, but the sense that Britain is more liberal than the Prussian-German state tradition and more patriotic than current federal Germany is a major factor in Britain. The sense that Germany has a less strong sense of national identity combines for British Eurosceptics, or alternates, with the sense that it is trying to dominate Europe.

There is no doubt that Germany has a more traumatic relation with its recent history than Britain, and that it is the leading country in the EU. Nevertheless, there is no sign at all of bits of Germany seceding, while there is every sign that German state rebirth through democracy and European identity has been a great success. The relations of Germany with the rest of the EU is a rather large question, but it is worth remarking here that most of the supposed German dominance and domineering attitudes in the EU is a mask for the hopes of other EU countries, on the French model, to improve themselves through:

  • institutional influence on Germany;
  • importing German fiscal discipline and associated economic successes through a common currency;
  • a willingness to put the burden of blame on Germany for tough policies resulting from the imbalances that emerged as a result of excessively low interest rates in the less robust Eurozone economies;
  • a preference for related ‘externally imposed’ German influenced reforms over exit from the EU and a reassertion of strong national sovereignty.

At the heart of these choices is the belief that Germany is too big to ignore and that where states have had difficulty in economic reform, institutional constraints designed in the hope of importing German economic success, within a system of pooled sovereignty, offer more hope of economic success than supposedly pure national sovereignty. This may or may not work for the best in the long term, but it is not an example of German aggression; and given that no one state has genuinely pure and absolute sovereignty, no one state can exist unrestrained by the attitudes of other nations and the international consequences of its own policies, so pooling of sovereignty with Germany should not be seen as unpatriotic countries surrendering an unvalued national existence.

Anyway, the sovereigntist-Eurosceptics who put forward, or rely on, the dangerous German domination claim, are themselves generally oriented towards an Anglosphere conception of an alliance between the UK, the USA, Canada, New Zealand, and Australia. This can draw on the enhanced levels of intelligence and security co-operation between these countries, along with the ‘Special Relationship’ between the UK and the USA that developed during the Second World War. The obvious issue here from a sovereigntist point of view is that the USA is very dominant in this relationship, whether that of the Anglosphere or of the ‘special relationship’. The language of the ‘special relationship’ has declined anyway in the UK, particularly since the invasion and occupation of Iraq. The reality has always been in any case that the USA has pursued close relationships with countries outside the Anglosphere with little if any common decision making in the ‘Anglosphere’. The Anglsophere idea also refers to ideas about law, which will be discussed in the next post.

Myths of Sovereignty and British Isolation XV, From Dutch Model to German Kings

Continuing from the last post, the story of the temporary Anglo-Dutch fusion and then moving onto the German kings of Britain.The invasion of late October was not strongly resisted, James fled London and then England, giving Parliament the pretext to declare that James had abdicated. His son was ignored with the falsehood pretext that he was not the son of James and his wife, but a baby smuggled into the royal chambers. All this evasion and pretence should not be allowed, in Burkean fashion, to conceal the reality that Parliament had asserted itself as the sovereign power in the country, and accordingly that the monarch reigned at its pleasure, which could be withdrawn. This was not a restoration but a very radical innovation.

On the conservative side, it was designed to maintain a religious settlement in which only members of the state church were full citizens, removing rights James had given to Catholics and also Protestant Dissenters. The immediate impact then was a major loss of religious freedom, though partly based on fear that ‘tolerance’ was a tactic only for James on the road to state enforcement of Catholicism. We will never know the truth of that.

William’s Dutch invasion did not inspire much of a war as James II’ authority collapsed quickly, but further violence was to come in Ireland until 1691 featuring sieges and major battles, with the French helping the Catholic Irish against the Dutch prince turned English monarch. There was war in Scotland until 1692, featuring one of the infamous events of Scottish history, the Glencoe Massacres of Scottish Jacobites (supporters of James). The massacre was partly the result of clan rivalry, but was certainly also the consequence of state policies.

The Dutch connection disappeared with William’s death, as he had no children and the throne passed to Mary’s sister Anne, ignoring of course the claims of ‘James III’, the exiled son of James II. However, the impact of the Dutch connection was not just in the person of William. His reign as William III (1688 to 1702) coincides with the foundation of the Bank of England in 1694, which took place in the context of Dutch investments in London and a strong Dutch influence as a model of Protestantism, science, crafts, public finances, naval and merchant fleets, trade and colonialism which preceded 1688, including the exile of the liberal political philosopher John Locke in the Netherlands from 1683 to 1688, and was intensified by the Dutch invasion/Glorious Revolution.

The Dutch Republic had shown how to fight wars through a reliable, credible form of public debt which Britain was able to use in eighteenth century wars. Generally, the temporary relationship between the two states, which was somewhere between mere alliance and full fusion, was important in enabling Britain to become the leading eighteenth century power in Europe for all the things associated with the Dutch Republic in the seventeenth century.

The temporary semi-fusion of course had a drastic impact on British foreign and defence policy, which was now heavily oriented towards Dutch aims in northwestern Europe, and even the whole of Europe. Britain was heavily engaged in European politics, including wars, particularly the War of Spanish Succession (1701 to 1714), which led to Britain’s still current acquisition of Gibraltar on the southern tip of Spain and included one of the most famous victories of British military history, Blenheim, under on the most famous British generals, John Churchill (ancestor of Winston Churchill), Duke of Marlborough on German territory. The main aim of British participation was to prevent French domination of Europe, which was threatened by a French claim to the Spanish throne, and the possibility of over generous compensation to France if it gave up Spain, with regard to Spanish colonies and the parts of Italy dominated by Spain.

Moving back briefly to the period before James II, his brother Charles II, had a secret treaty with Louis XIV of France which meant that state policy was covertly guided by the French who were subsiding Charles. So the temporary semi-fusion with the Dutch Republic was itself nothing new in terms of British state policy coming under the influence of a European power, it was simply a more open form of it. Looking forward, William was succeed by Mary’s sister Anne.

Parliament then legislated for a Protestant only succession, which went to the Elector Prince of Brunswick-Lüneburg, generally known as the Elector of Hanover. This family supplied British monarchs from 1714 to 1837. The legislation of Queen Anne’s time precluded military commitments to Hanover, but inevitably in practice the defence of Hanover and the protection of Hanover’s interests in Germany were a major consideration of state during that period. The first two Hanoverian monarchs were more German than English, though the third of the Hanoverian Georges, George III established himself as a largely popular archetype of supposed British character.

Liberty or “Security”: An Old Debate, A Familiar Straw Man

Ho hum. Jacques wants his government to do three things in the name of fighting Muslim terrorism (not to be confused with other, more numerous kinds of terrorism): 1) allow for an armed, perpetually-on-alert military to be active on US soil, 2) allow for a surveillance state that can do as it pleases in regards to Muslims only, and 3) initiate ideological quotas for Muslim immigrants.

The entire ‘comments’ thread is well worth reading, too. Dr Amburgey, who came from the same doctoral program as Jacques, brings the quantitative fire; Dr Khawaja, the qualitative. Jacques has responded to each of them.

The absurdity of Delacroix’ argument speaks for itself. I will come back to it shortly, but first I want to address a couple of his points that are simply made in bad faith. Observe:

(Yes, Mohammed did behead every man of a vanquished enemy tribe on the battlefield. Incidentally, they were Jews. The Prophet then “married ” their wives, he raped them, in others words. Bad example? Talk about this genuine part of Muslim tradition?)

Murdering and raping Jews is a “Muslim tradition”? I am sure this is news to Uighurs in China and the Javanese of Indonesia. I think there is a good case to be made for a present-day Arab cultural chauvinism that rests in part on what could be called “Muslim tradition,” but this is not a nuance that Jacques – the retired college professor – cares to address. I wonder why. If we’re going to go back to the 7th century to find cultural defects, can anybody think of something nasty that was going on in what is now France at the time? In what is now the US? What an odd historical anecdote to include in an argument.

Here, too, is another whopper:

One article of faith among literalist Muslims is that government must come from God. That’s why the Supreme Leader of the Shiite Islamic Republic is explicitly a cleric, couldn’t be an elected civilian or a general. This belief also explains the search for a Caliphate among Sunni jihadists, a polity where administrative and religious powers are one and the same.

What is a “literalist Muslim”? Nevermind. The government of Iran, its structure, is based on Plato’s Republic, not the Qur’an. The “Supreme Leader” Jacques identifies is based on the notion of a philosopher-king, not a Shiite cleric. This was done to protect the new dictatorship from its many enemies, including those loyal to the old dictatorship (the one supported by the United States; the one that Washington installed after helping to remove a democratically-elected Leftist government during the Cold War). The rhetoric of the Iranian dictatorship is explicitly religious, but in reality it’s just plain, old-fashioned despotism.

In a similar vein, “Sunni jihadists” (to use Jacques’ term) do not search for a Caliphate because of a belief that government should come from God, but instead look to a mythical Caliphate that they believe existed from the 7th to early 20th centuries as inspiration for creating a society that cannot be pushed around by murderous Western governments. Pretending that Arab Sunnis want to create a Caliphate in order to strengthen the link between government and God can only be described as “dishonest” when it comes from the mouth of a sociologist with a doctorate from Stanford.

At best, it could be argued that Jacques is simply making these types of points because they are pervasive throughout American society, and thus we – as libertarians of all stripes – have our work cut out for us. Now that I think about it, Jacques’ argument is so silly that it has to be an exercise in critical thinking. Nobody of his stature could say something so stupid, right?

Those are just two examples of, uh, the misrepresentation of reality by Jacques. There are many more, and I don’t think he got those myths from an academic journal. He got them from Fox News. That’s not good. That means libertarians are not taking advantage of their right to free speech, like conservatives and Leftists do. Why aren’t you blogging more often?

I’d like to turn back to his policy proposals. Here they are again:

  1. an armed, perpetually-on-alert military on US soil,
  2. a surveillance state that can do as it pleases in regards to Muslims only, and
  3. ideological quotas for Muslim immigrants.

The first two proposals look like they were copied directly from the playbook of the Third Reich (I hope you’ll reprimand me in the ‘comments’ section if you think I am being overly dramatic, or strawmanning Jacques’ argument). Just replace “US” with “Germany” and “Muslims” with “Jews” and voila, you have an answer for your Muslim (“Jewish”) problem. (RE Policy #3: National socialists, of course, don’t like anybody immigrating to their territories, whereas Jacques, in his infinite kindness and wisdom, seeks only to allow those who think like him into his territory.)

Again, Jacques’ argument is silly. It is both vulgar and unintelligent. It is misinformed. And yet I have to ask: Who is winning the PR battle here, conservatives on the one side or left-liberals and libertarians on the other?

Everyone carries a part of society on his shoulders; no one is relieved of his share of responsibility by others. And no one can find a safe way out for himself if society is sweeping toward destruction. Therefore, everyone, in his own interests, must thrust himself vigorously into the intellectual battle. None can stand aside with unconcern; the interest of everyone hangs on the result. Whether he chooses or not, every man is drawn into the great historical struggle, the decisive battle into which our epoch has plunged us.

That’s from Ludwig von Mises, the libertarian Austrian (and Jewish) economist who had to flee his homeland as the Third Reich took power. Speak your mind!

America’s Muslim Problem: What To Do.

There are many people in the US who possess normal common sense and who also have a liberal disposition, “liberal” in the old meaning of the word. I mean before the word came to designate a propensity to force others to do what they don’t want to do, accompanied by intellectual hypocrisy. The word used to mean something like: “well disposed toward others;” it used to refer to habits of tolerance, adding up to giving the other guy the benefit of doubt. I think I am one of those. I am lucid; I see what I see and I don’t pretend I don’t see it; I have no trouble finding something to like in others who are unlike myself. Nevertheless, I draw the line at institutionalized brutality (such as the genital mutilation of little girls) and at intentional cannibalism. The latter means that if you eat your dead to survive (as a Uruguayan rugby team plane-wrecked in the high Andes famously did about thirty years ago); it’s acceptable but if you go a-hunting humans explicitly for the table, I think it’s not cool.

Well, people like me have been struggling to hold their tongues since 9/11 in order to avoid stating the obvious about terrorism , and in order to not be forced to draw the policy consequences of what their eyes behold. We are caught between the rock and the proverbial hard place, largely, I speculate because we wish to avoid bad intellectual company. On the one side, we have paralyzing and contagious political correctness, on the other hand, there is the embarrassing torrent of abuse issuing from political allies who are both uninformed and ill-disposed, so ill-disposed that they are unable to see the obvious contributions of Islamic culture. I mean by this that you don’t have to be a Christian, or to love the Inquisition, or to believe that Christ resurrected to recognize that if Christianity had contributed nothing but Gothic cathedrals, that would still be a lot. Similarly, you don’t have to like Islam the religion to appreciate Arabic calligraphy and the Blue Mosque of Istanbul. Anyway, the pseudo-secret we have been unwilling to admit openly is this: We have a Muslim problem in this country.

We have terrorists of all inspirations in America, I know. The white murderer of black church people in Charleston was a terrorist, pure and simple. He was home bred and home grown. However, we have many, many more terrorists of foreign extraction, almost all with ties to Islam.

The man who murdered four Marines in cold blood in Chattanooga and wounded several several others was an immigrant. Somali refugees and their children have often been implicated in attempted terrorist acts in this country. The convicted and jailed underwear bomber is a Nigerian. We may not be able to do much about US-born terrorists such as Major Hassan (in prison) and preacher Al-Awlaki (pulverized by a drone in Yemen), but we can stem the flow of those with the greatest probability of slaughtering us at home. I said “probability.” It’s the concept we use, consciously or not, to approximate rational decisions in our daily lives: Select this birth clinic, rely on this baby food, travel by car, get vaccinated or not, go for this class rather than another. etc.

There is a young Muslim woman I know well and whom I love like a favorite niece. “Uncle,” she says,” Islamist terrorists are not more my problem than yours.” I disagree because I don’t believe that venomous seeds grow into poisonous plants on their own. They need water and they need good soil. No water, no plant; bad soil, no plant. The water for Islamist terrorism is provided by hundreds or thousands of preachers who preach irresponsibly, good Muslims all who don’t believe they have to be bothered about the effect of their equivocal words once they have left their mouth. (Yes, Mohammed did behead every man of a vanquished enemy tribe on the battlefield. Incidentally, they were Jews. The Prophet then “married ” their wives, he raped them, in others words. Bad example? Talk about this genuine part of Muslim tradition?)

The soil of Islamist terrorism is the passivity of otherwise blameless Muslim communities who cannot help but see fanatics grow before their eyes and decide to keep mum and to do nothing. Here is a simple example of what I mean. The killer of four Marines wore a beard, not any kind of beard, not a Hollywood-inspired beard, not a chic beard, not an old man’s beard like mine. His untrimmed, wide beard is worn only by imitators of the Prophet Mohammed. Few Muslims even wear such a beard. Muslims of all stripes know and recognize this. It take a few weeks to grow such a beard. If your son or your neighbor shows up with one, it should give you pause, if you are a Muslim. You should make a mental note that that young man bears watching. Why would anyone want to imitate the seventh century prophet in the 21st century. Who is wearing robes like Jesus? I am guessing (Guessing) that members of the particular terrorist’s community may have whispered some but just let the matter drop.

Some nation-wide reforms are obviously necessary toward domestic Islamist terrorism. Here are three.

Donald Trump is mostly a rich buffoon but once in a while, he forcefully states the obvious. As he proclaimed, it’s wrong that the people charged with our defense are not themselves allowed to be armed for their own defense. This silly policy should be reversed and all qualified military personnel (and I don’t see why a single one would be unqualified) should be allowed and encouraged to carry a personal weapon. If rural sheriffs’ deputies with three weeks training can carry a weapon, I expect members of our military to be qualified to do the same, strictly for self-defense and as a deterrent, of course. This change from current policy could be tried for a given period and its effects studied. If it were found out that members of the military fall into the habit of gunning one another, or civilians down then, the policy of a defenseless military could always be re-instated. Our society is taking worse risks every day. That was my first point.

Second, romantic libertarians (including many of my friends) have to come to terms with the need for widespread domestic electronic surveillance aimed at preventing domestic terrorism. As is usually the case, the assassin of the Marines in Chattanooga had given signals. He had spent months in Jordan and then made ominous noises on the social media. Of course, most of those who talk big on Twitter never take the next step to real mass killing. The minority who do should be discovered by monitoring the lot in a cheap, economical way because there are so many. To oppose this kind of step is like declaring that the protection of our civil liberties is worth a few massacres each year – which could easily turn into many massacres. Yes, there is a slippery slope there. And yes, such surveillance creates a precedent that might lead to the intimidation of legitimate dissent. Two responses. First, a climate of widespread insecurity also undermines our personal liberties. Witness the creation – with hardly a murmur against – of that very intrusive and yet grossly ineffective Homeland Security apparatus in the aftermath of 9/11. Second, attacks on civil liberties take many forms and are not dependent on the particular bugaboo of electronic surveillance. Witness the still unpunished persecution of conservative political organizations by the Internal Revenue Service.

Civil libertarians, including libertarians would do better and they would be more effective in the long run if they insisted on two things: real effective, strict judicial oversight of surveillance; more restrictive aiming than has prevailed in that area. This would require frank profiling. (More on profiling below.)

The third measure needed is to slow down the growth of Muslim immigration into this country. Islamist terrorists come exclusively or almost exclusively from Muslim communities. The larger the Muslim communities, roughly, the greater the number of potential Islamist terrorists on American soil. This is true both directly and demographically. Some Muslim immigrants become terrorists, others raise American children who become terrorists. Muslim communities everywhere turn a blind eye to the the transformation among some of their members in a radical direction that is the prelude to embracing terrorism. Now, we want to do this in a way that avoids stigmatizing a billion people worldwide, many of whom have a view of Islam that makes no room for social aggression, many of whom are lukewarm faithful, an unknown number of whom are frankly indifferent, no more Muslim that I am. I repeat, in passing, that Muslims globally supply most of the victims of Islamist terrorism but this is not my topic here, I am writing about improving Americans’ safety.

Yes, I know, nearly everyone knows by now that not all Muslims are terrorists (exceedingly few are) and not all terrorists are Muslims. Let’s put this behind us for good. My point is that for practical purposes almost all domestic terrorists are Muslims.

We have to develop a selective tool for keeping out of the country the narrower category of Muslims most likely to become terrorists. I am speaking here of profiling before the fact. Although “profiling” has a bad name, rational action requires it. Here is an example. Looking for car thieves in a particular area, the local police will ignore older church-going black ladies while focusing on white males in their twenties who dress in dirty t-shirts. Profiling! It turn out that one way to interpret Islam insists on its literal relevance in today’s society. The highest Muslim theological authorities including the Grand Mufti of Cairo and religious authorities from Al Azar University periodically remind the faithful that Muslim tradition must be interpreted in the context of our times. This modernizing perspective is equally rejected by ISIS, which practices slavery because it’s explicitly allowed in the Koran itself, and by the Islamic Republic of Iran, which pointedly keeps the stoning of adulterous women on its books for the same reason. (In addition, many Muslims are like their Christian counterparts: They don’t know much about their own religion and what they know is disorganized and often incoherent, what I call “religious bric-à-brac” in an article in Liberty Unbound with a title that includes this word. “Religious bric-a-brac and the Tolerance of Violent Jihad,”).

It turns out that Islamists are also all literalists, strict constructionists, when they are not simply hoodlums. If you prevent literalist Muslims from entering the country , you have gone a long way toward reducing the number of potential terrorists in the US. One article of faith among literalist Muslims is that government must come from God. That’s why the Supreme Leader of the Shiite Islamic Republic is explicitly a cleric, couldn’t be an elected civilian or a general. This belief also explains the search for a Caliphate among Sunni jihadists, a polity where administrative and religious powers are one and the same. But, of course, separation between Church and State, between religion and government is central to our constitutional arrangements. And, there is no compelling reason to accept immigrants, or even visitors, who think of a central tenet of our constitution as anathema. We have every moral right to sift them out. This can be done at low cost and with a fair degree of effectiveness.

Few countries accept everyone without condition; the US does not, never has. It would be a simple matter to make all immigrants, all refugees seeking asylum and, I think all visitors sign a document asserting that they support all features of the US Constitution, including specifically everything that has to do with the relationship between religion and government. These comprise the non-establishment of religion (including Christianity they may be reminded) and an absolute right to blasphemy. As I said, all entrants would be asked to sign a statement to this effect, and they would be told that the list of signatories could be published at any time, anywhere and in any language. Latin Americans would sign because their constitutions are copied largely from ours; Europeans would sign because thy are almost all religiously indifferent or lukewarm; the largest immigrant group, the Chinese wouldn’t care. The only group from which you would expect a significant reluctance to sign would be Muslims, not all Muslims, but Muslims with literalist, fundamentalist tendencies that is, precisely the category most worth excluding. Some would simply cheat, of course, and pretend to agree to what is to them anathema but the possibility of seeing their name publicized would act as a partial deterrent. In addition, such perjury would provide easy ground to prosecute those signing under false pretenses.

Some would protest that such exclusion would be “unfair.” I think that the issue of unfairness dos not arise. This immigrant believes that no one has a right to enter the US.

Arm our defenders; ferret out the wild beasts before they can bite; don’t allow the alligator swamp to become larger. It’s all obvious; it’s all doable. It’s much more than we are doing now.

Percentages that Fairly Scream and, “Catastrophe” is a Greek Word

The WSJ of 7/9/15 shows a comparative table for some European Union countries of spending on pensions as a share of GDP. This comparison denotes roughly the drag effect that payments to retirees has on the whole national economy. To no one’s surprise, Greece tops the list with 14.4%. Germany is at 9.1%. This may seem like a small difference but when it’s turned into actual, absolute figures, the difference becomes downright striking. They scream!

The 5.3 percentage points difference can be applied to both countries’ GDPs (or GDPs per capita, same thing in this case). The International Monetary Fund gives Germany’s GDP per capita for 2014 at about $46,000 and Greece’s at about $26,000*. Pensions cost Germany $4,150 annually for each man, woman and child. Pensions cost Greece $3,400 annually for each Greek. It does not look like the Greeks should be able to afford this kind of disproportionate burden.

Suppose Greece’s pensions took the same bite out of its GDP as Germany ‘s does out of its GDP, 9.1% . In this scenario, today, the Greek economy would have about $1,400 each year unspoken for for each man, woman and child. This money would still be available for spending, as it is through pensions. It would also, however, be available for both public and private investment.  That’s $1,400 each year; that’s a lot by any standard. That’s money needed to rejuvenate the Greek aging economic plant.

How realistic would such a change be, involving raising the legal age of retirement, I mean? The Germans’ and the Greeks’ life expectancies are virtually identical ( 80.44 vs 80.30, in CIA Handbook). There seems to be a little wiggle room to move there. Note that raising the age at which people can claim a pension is doubly beneficial: It reduces the number of pensioners while raising the number of workers who support the pensioners. Some will argue that raising the age of retirement is a pipe-dream in a country such as Greece where there is chronically high unemployment. I think this reasoning is wrong. Many Greeks don’t find a job because investment in Greece is insufficient. People need tools to work. What is certain is that the current dishonest Greek government policies, soundly supported by the exercise of a majority of Greeks’ votes cast, are not going to draw foreign investment. The money to improve both Greeks’ chances of employment and their productivity will have to come from within. One significant source is described above: Close the pension option for one or more years to healthy Greeks. It will provide both ready investment money and confidence abroad.

Note that raising the legal age of retirement is a purely political decision. The Greeks can do it any time they want. They can do it overnight. Perhaps, there will soon arise a political party in Greece that will proclaim the truth: It’s not the mean lenders, it’s us!

This is a fairly simplistic reasoning, I know. The general age of the population places constraints on the practicality of raising the age of legal retirement (but an older population also makes it more desirable; think it through). I have heard leftist demagogues on National Public Radio argue that the big bite that pensions take out of the Greek economy is not the Greeks’ fault, that it results more or less directly from the fact that Greece has an old population. Sounds good but the fact is that the Germans are, on the average, quite a bit older than the Greeks (Median age of 46.5 vs 43.5 according to Wikipedia.) Don’t believe experts on NPR, not even on simple facts!

Alternatively, the Greeks could begin collecting their moderate taxes like the Germans instead of like the Italians. They might also remember that “catastrophe” is a Greek word.

* The figures are “PPP” meaning that they take differences in buying power in the two countries into account.

Global Warming, Soot Pollution, Mayor Bloomberg, the Paris Conference (forthcoming): So Confusing, So Confused!

So many inane things have been said about climate change by silly unqualified sources and so many others by dishonest qualified sources that it’s hard to keep separating the wheat from the shaft (Ah, ah!)

On the Monday June 29th of the Wall Street Journal, former Mayor Bloomberg of New York City delivered himself of advice about the forthcoming 2015 fall United Nations conference on climate change. It will take place in Paris. Right there, you know they are not serious. At any one time, half the delegates will be seeing the sights, or tasting the flavors.

Below is the excerpt that flummoxed me. I am retired, I have the time to be flummoxed. Other readers may not have had the time or the peace of mind to notice. This is for them.

“…The Paris conference has already proven successful in one respect: It has pushed heads of state to prioritize climate action” (Bolding mine.)

And further down:

“Whether they live in a capitalist or communist society [sic], people want to breathe clean air. They know that air fouled with carbon pollution causes death and disease,….” (Bolding mine, again.)

Wait a minute, I have been told a thousand times if I have been told once that CO2 is the primary cause of “climate change”! I flunked high school physics (not bragging, just admitting the facts) but I am sure that CO2 does not cause disease. And, I remember from a diving class long ago that it does not even cause death except insofar as it physically replaces oxygen. That’s hard to do in your lungs, by the way. It takes practice. Accordingly, suicide by CO2 is extremely rare!

So, is Mr Bloomberg referring to another kind of carbon pollution? Is there a faction of the Warmist Movement that’s on the edge of admitting that mere CO2 is just plant food, as we believed before the Apocalypse began? I ask because if the real enemy is either carbon monoxide or any of the visible sooty components that result from burning coal, I am not sure which side I am on anymore. Speak of agonizing re-appraisal!

I don’t know which side to take because I am squarely against both carbon monoxide and particulate (soot) pollution. The only people who are in favor of carbon monoxide are people who failed physics even worse than I did and confuse this deadly gas with the innocuous plant food CO2. As for particle pollution, the only ones who would say a single good thing about it, don’t. They are power industry spokesmen and other users of coal. They are not even arguing that they are good; they asked for more time to clean up their dirty act. The US Supreme Court declared last week that they were actually entitled to more time.

I remember well breathing the heavy smog in Paris in the fifties; I remember seeing pictures of the even worse smog in London. I remember the largely automobile-based smog in LA in the sixties. All these cities cleaned up their act. They did it to a large extent under demanding legislation. That legislation was not very controversial because it did not rest on mysterious, esoteric, contorted, and ever-changing science largely propagated by the incompetent, the irrepressibly stupid, and those who leave political judgment to experts. Besides, the application of the legislation walked in lockstep with perceptible progress. The air in Paris cleaned up in a few years during my childhood even while the population grew. The air in LA improved quickly after unleaded gasoline was introduced, etc. I hope someone will correct me if I am wrong but I don’t think the research involved or its presentation comprised crude fraud as in the “hockey stick” scandal about global warming.

If they were concerned with CO1 (mono) or with particle pollution, there would be no struggle, or little resistance. They invoke CO2 threat because cleaning up carbon is not going to give them the de-industrialization and the government control they crave. Think it through.

Incidentally, we wouldn’t even have this discussion if the US had continued building nuclear power plants twenty years ago. I mean, like France, where absolutely nothing dangerous happened. Like Japan where the worst happened in Fukushima and nothing happened. Nuclear energy releases no carbon particles, no carbon monoxide, and negligible amounts of CO2. Want to save the planet or not?

So, is mayor Bloomberg calling for UN conference in Paris re-dedicated to better breathing rather than to the never-ending struggle against “climate change’? Is he honestly confused? (Wouldn’t be the first time.*) Is he a dupe or a fiendish accomplice? Is he aiming for a typical “liberal Republican” middle course between truth and falsehood? Or, he is pushing forward a genuine Trojan Horse to finally reduce the already tottering, rickety citadel of misrepresentations, exaggerations, conflicting truths, bad measurements, worse logic, unscientific reasoning, an outright lies of Warmism?

* I am not casting the first stone, in this case. I demonstrated that the UN “Summary” for officials and political decision-makers was incomprehensible.

Myths of Sovereignty and British Isolation, VIII. Germany’s post WWII contribution to market liberalism

World War Two was largely won by the United States and the British Empire in alliance with the USSR. The idea of Britain’s place in the world being defined by its relationship with the US, a relationship in which the US is inevitably the leading partner, and is a very popular – even defining – idea for the predominant brand of sovereigntist-Eurosceptism in the UK. There is surely some paradox in holding onto a sovereigntist view, in which national sovereignty is understood in an absolute manner and national life is understood to be highly distinct, and even unique, while giving the dominant role to another country in matters of international relations, diplomacy, foreign policy, defence, intelligence and the unlimited number of areas which these are likely to spill over into, including trade and commerce.

The sovereigntist-Eurosceptic position in Britain tends to portray not only the EU as threatening sovereignty, but Germany as a threat to sovereignty as the strongest country in the EU. However it is clear enough that Germany is less strong than the United States, so what is the problem? The problem might be defined by the Eurosceptics as that the UK has transferred some sovereignty to the EU reducing the role of the British parliament, but if defence and diplomacy policy is dominated by the United States, along with other areas, there is an inevitable loss of effective parliamentary sovereignty. That the loss of sovereignty is not legally defined should not be the issue, and leaves open the possibility of greater loss of sovereignty because it is not defined by laws or treaties.

Returning to the issue of Germany, the standard sovereigntist position in Britain is dominated by those claiming to be small state free market advocates, and claim that an EU which includes Germany is allegedly a mere instrument of German interests, thus posing a threat to the possibility of a less statist Britain in economics and other matters. As the sovereigntist-Eurosceptics are normally for limiting immigration, their claim to superior purity in matters of individual rights and state power is itself lacking in credibility.

Moving back to more strictly economic issues (though of course free market economics requires a free labour market which means open immigration), Germany has not always been seen as more statist than Britain. There was a period in which Britain administered part of Germany, that is during the occupation of Germany by the Allies after World War Two, shared between the UK, USA, France, and the USSR. The occupation zones evolved into the Federal Republic of Germany (FRG) in the west and the socialist-communist Soviet satellite state, the German Democratic Republic in the east.

The FRG famously experienced an economic miracle in the post-war period. The main architect was Ludwig Erhard, who was strongly influenced by the Freiburg School of free market economists, itself heavily influenced by the Austrian School of Friedrich Hayek and Ludwig von Mises. Erhard had a particularly strong connection with the economist Wilhelm Röpke, who was not a member of faculty at Freiburg University, but was close to that school and was linked with it through the journal Ordo.

The economic liberalism of that period is sometimes known as Ordo liberalism, which is one of great moments in the history of market liberalism. It was a moment which came out of struggle with the British and American occupation authorities who enforced price controls, and other statist measures, and were not supportive of Erhard’s moves to liberalise the price mechanism and other aspects of the market. Erdhard had to defy the occupation authorities in announcing the end of price controls in the period in which German self-government was emerging in the period before the FRG was formed.

Erhard and Röpke developed a program in which federal Germany had a ‘social market economy’, meaning a free market economy, accompanied by a social welfare program to establish minimum living standards and the establishment of those institutions and polices thought most likely to promote a functional market economy and social consensus behind the market economy, as an antidote to the economics and politics of totalitarian statism in what had been Nazi Germany and the existing soviet model Germany in the east.

So successful and influential was this, it was a model, at least rhetorically, for the Margaret Thatcher led government elected in Britain in 1979. Thatcher’s major intellectual influence in British politics was Keith Joseph, who promoted the idea of freeing Britain from statism and collectivism by following the German social market economy. This is not something the surviving Thatcherites, and their successors who are prominent in sovereigntist-Eurosceptic circles, like to emphasise at all. This maybe goes back to the time that German unification became a possibility in the late 1980s as the Soviet Union ended its dominance of large parts of central and eastern Europe.

Thatcher as an imperial nostalgia British nationalist was instinctively opposed to a stronger Germany. Ever since Germany has been damned as a malign influence the sovereigntist Europsceptics, eager to bury memories of the long post-war period in which Germany was more of a market liberal country than Britain. They like to portray Germany as such a statist monster in economic decline that many would be surprised to check the tables of national GDP per capita (including tables adjusted for dollar based purchasing power parity) and see that Germany is ahead of Britain by a significant margin. The comparison should also take into account the issue that despite Margaret Thatcher’s nationalist reservations, the German people exercised their right to unify peacefully and democratically, so that the current Federal Republic of Germany carries the weight of eastern regions, which used to be socialist-communist and have yet to overcome the negative consequences for prosperity and enterprise culture. There are certainly some measures by which Germany has a more statist economy now than Britain, including the levels of public spending and the role of banks linked to regional governments, which suggests an inherently robust market economy, stronger than Britain’s in some ways, able to survive the less market liberal aspects of German political economy.

The period in which Margaret Thatcher did introduce more market based economics and public policy in Britain, an admirable achievement despite her less admirable inclinations towards national, social, and cultural conservatism, began with a centre-left government in the FRG, which had been far more market oriented than the centre-left government which preceded Thatcher in Britain. The FRG under Helmut Schmidt, at least towards the end of his term made cuts to public spending and the public deficit, which mean that it made a contribution, if a very moderate one, to the general shift of industrial democracies towards market liberalisation associated with the 1970s in its beginnings and with the 1980s in its strongest phase.

Myths of Sovereignty and British Isolation, VII.

This post continues from the last post‘s assessment of early twentieth century British military and foreign policy in Europe, in a series of criticisms of sovereigntist-Eurosceptic assumptions of Britain’s separateness and superiority in relation to mainland continental Europe, and is rather long because bad decisions of the 1930s had consequences in World War Two, making it difficult to split the periods into separate posts. After the Treaty of Lausanne of 1926, the most notable aspect of British foreign policy was appeasement of Nazi Germany from Hitler’s accession to power in 1933 to the German occupation of Czechoslovakia beyond the Sudetenland which Czechoslovakia had been forced to give Germany in autumn of 1938. Spring 1939 represents the point at which Britain (and France) abandoned the policy of Appeasement, which had left Germany rearmed, stronger, and larger, and mobilised for war.

There had been an associated appeasement of Fascist Italy, particularly with regard to its invasion of Ethiopia, the one African state which was fully recognised and fully independent at that time. Britain also acted to prevent aid to the Spanish Republic during the Civil War of 1936 to 1939 against the alliance of traditionalist conservatives and fascist Falangists led by Francisco Franco, though Franco received a high level of aid and military assistance from Germany and Italy. It would add too much to this long series of posts to get into the issues round the Spanish Civil War, but being as brief as possible it has to be said that the Civil War came about through extreme polarisation, sometimes violent, between left and right, and was not a simple case of a bunch of fascists overthrowing a model democracy. Nevertheless, the left was in power in 1936 due to elections, and was not in the process of abolishing democracy in Spain, which was abolished by Franco, including the destruction of autonomy of the most distinct regions of Spain, and associated cultural repression. This followed not only the use of military force, but many massacres of prisoners of wars and civilians. This is hardly a glorious moment for British influence in Europe, unless support for far-right dictatorship in preference for a highly stressed but real democracy is glorious, and does not really support any picture of a uniquely moral and beneficial Britain.

The policy in any case backfired in World War Two. Hitler was not willing to offer enough to Franco to tempt him to enter the war on Germany’s side, but in the earlier part of the war, Spain’s embassies and intelligence networks were used to subvert and undermine the British war effort, in addition to which, Franco sent a division of volunteers to fight under German command on the Soviet front. There were more than 150 divisions in the German invasion of the USSR, so this was a small contribution, but nevertheless a contribution to fighting a country then allied with Britain. There was just nothing glorious or admirable about British policy in Spain in the late thirties.

The less than admirable British (in partnership with France) policy towards Germany continued after the declaration of war on Germany, after the latter’s invasion of Poland in September 1939. No help was given to Poland and the only attack on Germany was a brief French assault on the Saarland which was not executed with any real energy, certainly not enough to detract from German aggression in Poland, and troops were withdrawn soon after the Fall of Poland. This was a shared failure of British and French policy, since it came under the Anglo-French Supreme War Council.

Germany was essentially unimpeded in invading Poland, with the USSR joining in after a few weeks. This was followed by the Phoney War, in which Britain and France failed to attack Germany at all though a state of war existed and Poland had been occupied. There was a passive policy of waiting for a German attack on France and other west European countries. The handing over to Germany of all initiative in the war of course had disastrous consequences. I will just mention one significant detail of the Fall of France, illustrating the failure of previous British (and French) policy: many of the better German tanks were in fact Czechoslovak tanks produced in what had become Germany after Britain (and France) abandoned Czechoslovakia in September 1938.

Winston Churchill’s refusal to negotiate with Hitler after the Fall of France was highly admirable and correct, but should not distract us from the reality of joint British and French failure and no sense of superiority over France is appropriate given that the German forces were faced by the natural barrier of the English Channel, and no one doubts that if the German forces could have got directly into southern England then the result would have been a military collapse at least as quick as that of France.

The British government’s refusal to negotiate did lead to the danger of invasion, which was averted by success in the Battle of Britain between the German and British airforces, on the basis of great bravery and determination from the aircrews and moral courage at the political level. The overwhelming majority of British people of all political inclinations take pride in that history and there is not criticism offered here of that attitude.

However, it is possible to take that attitude too far and inevitably the sovereigntist Eurosceptics do. Some individuals on that side might be a bit more careful and cautious about this, but certainly as a whole that attitude draws on the idea that British resistance to Hitler marks it as uniquely heroic and as somehow morally superior to those countries which were so morally weak as to become occupied, and which then collaborated with the Nazis in the sense that one way or another governments acceptable to the Nazis and willing to work with them appeared, and of course no other government could have survived in occupied territory.

The successful resistance of the British owes rather a lot to the seas separating Britain from the European mainland, the North Sea, English Channel, and the Atlantic Ocean. 1940 was probably too soon for Germany to organise a sea born invasion anyway, except though a total destruction of British naval and air forces which was not very likely. There was actually some demobilisation of German forces after the fall of France, and Britain was outproducing Germany in fighter planes, so Hitler was never really focused and committed with regard to an invasion of Britain. Had Hitler continued to concentrate on Britain after aborting a planned invasion in the autumn of 1941, when Herman Göring failed to deliver the promised quick and complete destruction of the Royal Air Force by the Luftwaffe, the situation could have been very different. The decision to invade the Soviet Union in summer 1941 meant that the vast overwhelming majority of armed forces were transferred to the east saved Britain.

Against the chauvinism of the sovereigntist-Eurosceptic approach, it should be noted that a part of Britain, or at least territory closely associated with Britain did fall to the Nazis without fighting and collaborated with German occupation until the general German surrender of May 1945. That is the Channel Islands, which are closer to Normandy in northwestern France than Britain and are not part of the UK, but which nevertheless are under the sovereign power of Britain and have no independence in defence and foreign relations. German forces landed in these islands and occupied them in 1940, because the British government decided they could not be defended and the King took on the duty of telling the islanders to offer no resistance. Local administration collaborated with the Nazis who used slave labour from eastern Europe in the islands. There was no provision land in the islands when the western Allies landed in Normandy in the summer of 1944 and the local collaboration with Nazi occupation went on until the final surrender of Germany.

We should not make light of the difficulties Britain had in defending or liberating small thinly populated islands of little strategic importance outside its coastal waters, but it has to be said that this little story does take some of the plausibility away from chauvinistic sovereigntist-Eurosceptic tendencies to turn World War Two into a story of British superiority over cowardly collaborationist Continentals. The very real suffering of Britain was small compared with the suffering of occupied countries, particularly in eastern Europe, and the courage of those who joined partisan and resistance movements in occupied Europe must command the highest respect, and surely even higher respect than that justly given to British leaders, ordinary people, and soldiers determined to carry on fighting the Nazis after the Fall of France.
