On Robert Allen’s defense of the High-Wage Economy hypothesis

The high-wage economy thesis is a topic I have blogged about many times before as I think it is an important debate among economists and economic historians (see notably here and here, see also this contribution of mine to the Journal of Interdisciplinary History). For those unfamiliar with this thesis, here is a simple summary of the idea advanced by Robert Allen: high wages relative to capital units was a key force in the industrialization of Britain and thus it explains why the Industrial Revolution was British before if was anything else.

As I have explained in the aforementioned blog posts, I am unsure of where I stand regarding this idea. I tend to be skeptical, but I have stated the evidence needed to convince me of the opposite. In the past year or so, there has been an avalanche of articles on the topic including this article by Humphries and Weisdorf, a follow-up working paper by the same authors, another paper by Judy Stephenson and a working paper by Stephenson (bis). Today, Robert Allen replies to his critics in this working paper.

I find that some of the points are convincing, however I must take issue with a particular point that falls into my ballpark as Allen mentions my work on wages in France (the aforementioned article in Journal of Interdisciplinary History). In my research, I pointed out that Allen’s computations underestimated wages outside Paris. With the correct computations, the rest of France does not appear as poor relative to England as Allen suggests. Allen concedes this point but then goes to state the following:

Geloso (2018) has pointed out that the Strasbourg unskilled wage series for 1702-64 is low in comparison to that of comparable towns, and workers may have received food, which has not been taken into account.  This is a perceptive point, but its implications are limited. The most important use I make of the Strasbourg evidence is in calculating the ratio of the wage to the user cost of capital. If the Strasbourg wage in this calculation is raised to that of neighbouring towns, the wage-capital cost ratio does rise but only by a small degree. The reason for this somewhat surprising result is that the wage is also an argument in the formula for the user cost of capital–building workers have to build the machines and the mills that house them–so the denominator of the ratio increases as well as the numerator, although to a lesser extend.

This is a incorrect characterization of my argument. First, I did not state that wages in Strasbourg did not account for in-kind payment. I stated that in-kind payment was evidence that the wages did not pertain to Strasbourg! The wages from the primary sources were for a city some 70 km away from Strasbourg, they did not concern unskilled workers and they included large in-kind compensation. To correct for this problem, I compared agricultural wages in England with those around Strasbourg that had been collected by Auguste Hanauer. What I found was the the lowest wages in farming were equal to 74% of farm wages in Southern England (as opposed to 64% with Allen’s stated wages). While I did not report this in the article because I had doubts, it is worth pointing out that the high bound of farm wages in Strasbourg is above the level reported for Southern England (which acts a proxy for England – see table 2 in my paper). As Strasbourg is a proxy for living standards outside Paris, my finding suggests a much smaller gap in living standards. It also entails a much more important change in the cost of capital to labor (wages are in the range of 50% above those suggested by Allen and sometimes they are higher by more than 100% which would mean a halving of the relative cost of capital! These are not peanuts to be thrown on the sidewalk!

Second, I ought to point out the nature of my argument. I was not trying to prove/disprove the high-wage hypothesis. My point was much more modest. The mirror of the question as to why the industrial revolution was British is why it was not French. France had a large population offering large returns to scale (in both economic and political organizations) and an array of navigable rivers that facilitated internal trade. It also key pockets of Lancashire-like industrialization such as Normandy (for textile) and Mulhouse (the French Manchester). As such, it is an entirely reasonable endeavor to try to situate living standards in France relative to Britain. If France was massively poorer than England, then Allen has a greater likelihood of being correct. If it was closer to an equal footing (I do not believe that anyone places France above England in circa 1750), then Allen’s critics have a greater likelihood of being correct.* However, regardless of the answer, the data does not infirm/confirm the high-wage hypothesis. It merely situates relative likelihood. As I point out that wages were quite above those postulated by Allen, I am merely stating the extent of the reasonableness of being skeptical of the high-wage hypothesis.

Finally, it is worth pointing out that the work of Leonardo Ridolfi is absent from Allen’s reply. The latter’s work is very important as it echoes (in a much richer manner) my point that wages outside Paris were not as low as cited by Allen.**

*As I assume a greater equality of capital returns across both countries, the smaller the wage gap, the smaller the relative differences in capital/labor costs ratios.
** Ridolfi shows France had incomes equal to 64% of English incomes circa 1700. However, I am skeptical of this figure. This is because, while I trust the index produced by Ridolfi, I am unconvinced about the benchmark year to convert the index into international dollars.

Battling Time and Ignorance: Mario Rizzo at 70

Last week my friend and colleague Mario Rizzo, a scholar central to the revival of  contemporary Austrian economics, turned 70. This occasion prompted a spontaneous outpouring of praise for his work, as well as messages of gratitude for his support of students and fellow academics over his decades as an intrepid professor with his home firmly at NYU. They are collected over at ThinkMarkets. Jeffrey Tucker has written an excellent summary of Mario’s intellectual contributions at the American Institute for Economic Research. Below is a segment of my birthday message:

In my home, the United Kingdom, classical liberal thought has until recently been virtually unheard within much of academia. As a student and think-tank researcher ravenous for liberal approaches to public policy, I gorged on Mario’s blog posts from ThinkMarkets. Together with Marginal Revolution and Cafe Hayek, ThinkMarkets was a critical lifeline for me facing an intellectual world dominated by various visions of authoritarianism and only slightly more benign variants of paternalism.

Thanks to Mario’s selfless contributions to the revival of Austrian economics, that intellectual world is changing, even in the UK. His co-founding of the Society for the Development of Austrian Economics and hosting the Program on the Foundations of the Market Economy at NYU has provided support and inspiration for countless young scholars.

I am very fortunate to be among that multitude.

Brexit Breakdown

Ir has been obvious for at least a month now that soft Brexit has won out in the UK, though the Prime Minister Theresa May would never admit such a thing directly. Government discussion of access to the EU internal market at its existing level, or very close, and keeping the border open between the Republic of Ireland and Northern Ireland (a fundamental of the peace settlement in the north) would at the very least require continuing regulatory alignment in goods (that is, following the rules made by the European Union).

It seems very likely that negotiations of the terms of exit with the EU itself would make even this partial alignment with the internal market inadequate in order to get the desired level of access. At the very least EU negotiators would demand some inclusion of services (financial services are the big issue here) and something at least resembling free movement of labour.

That inclusion would be full UK access to the internal market after exiting and would require at least a Swiss style relationship with the EU, in which there is full market access in exchange for accepting EU rules and something close to free movement of labour. Such a relationship would mean accepting judgments of the European Court of Justice even if they are not incorporated into UK law. The UK might not follow Switzerland into EFTA (European Free Trade Association, see paragraph below).

It has even been suggested that the UK might find it necessary to adopt a ‘Norway’ solution, in which the UK is directly a member of the European Economic Area. Norway has free movement but opts out of common agricultural and fisheries agreements. It is not part of the EU customs agreement. Like Iceland, Lichtenstein, and Switzerland, it is a member of the European Free Trade Area, which essentially harmonises regulations between these countries and the EU; that is, EU regulations are enforced by EFTA institutions.

It is clear that most Conservative MPs and businesses (though more large business than small business) regard something like the arrangements above, soft Brexit, as preferable to hard Brexit (trade agreement with the EU as a completely external country, possibility of no deal). These MPs and business people, along with most Treasury economists and economists in general, believe that keeping complete access to EU markets is more valuable than vague claims of a trade boom through deals with non-EU states across the world.

Hard Brexiteers believe that economic growth of other parts of the world requires breaking free of EU shackles on global free trade. The soft Brexit, as well as Remain, argument is that membership of the EU does not prevent trade with the rest of the world and that some EU countries are already doing that very well compared with the UK. On this argument, geographical proximity will always make EU trade disproportionately important so that limiting access to EU markets in the hope that non-EU countries will want free trade agreements is unnecessary and probably very damaging.

May’s drift towards soft Brexit after presenting herself as the guardian of hard Brexit has the support of most of the Cabinet, and Conservative MPs, but has been disappointing hard Brexiteers for some time. An agreement of the full cabinet at the Prime Minister’s country residence for soft Brexit has led to the resignation of the two most hard Brexit-oriented ministers.

It seems unlikely this this will deter May from a soft Brexit policy, which everyone agrees can only become more soft in negotiations with the EU to achieve an agreed exit. It also seems unlikely that most Conservative MPs will resist this policy. The biggest problem for May could be that the opposition parties want to vote against the government in call circumstances, so could vote with hard Brexit Conservative MPs to bring down any Brexit agreement.

At this point Brexit might completely break down, with the UK becoming a full member of EFTA, so in practice a member of the EU which exchanges some opt-outs for absence from the decision making processes and institutions. It might even lead to a suspension of Brexit, or a second referendum in which the electorate chooses between the exit package and staying in the EU.

At present, the most likely options in descending order are: 1. soft Brexit, outside formal association with the EU, but like that in practice, 2. formal association with the EU, maybe meaning membership of EFTA, 3. the complete breakdown of Brexit. This could change and so far change has been to move further and further away from hard Brexit.

Personally I support continuing membership of the EU. It is inevitable that large parts of the UK economy will ‘align’ with EU regulations, so it is best to be part of the institutions and processes which decide on these regulations. That is the most pragmatic version of my argument.

I am also a strong European integrationist, even a federalist romantic. The qualification of this idealism is that integration should not go further than public opinion or institutional capacity can accept at any one moment and that economic realities should guide the relationship with Europe for and against the kind of integration I favour at heart.

My own ideal is a kind of revival of the medieval dreams of ‘universal’ (i.e. European) Empire. The poet Dante was a great exponent of such a vision in his classic of political thought On Monarchy, which does not exclude city republics, even favours them under a high European sovereign. We can join it with Marsiglio of Padua’s slightly later call for an empire with elections to have something like democratic federation for Europe.

Leaving my European romanticism aside for the moment, the current realities are that the UK’s exit from the EU has become more and more complicated by the disadvantages of disentangling complex and far reaching institutional and economic links, particularly when most people involved want to keep an open border with the Republic of Ireland and keep 100% of the current level of access to the internal market.

Adam Smith on the character of the American rebels

They are very weak who flatter themselves that, in the state to which things have come, our colonies will be easily conquered by force alone. The persons who now govern the resolutions of what they call their continental congress, feel in themselves at this moment a degree of importance which, perhaps, the greatest subjects in Europe scarce feel. From shopkeepers, tradesmen, and attornies, they are become statesmen and legislators, and are employed in contriving a new form of government for an extensive empire, which, they flatter themselves, will become, and which, indeed, seems very likely to become, one of the greatest and most formidable that ever was in the world. Five hundred different people, perhaps, who in different ways act immediately under the continental congress; and five hundred thousand, perhaps, who act under those five hundred, all feel in the same manner a proportionable rise in their own importance. Almost every individual of the governing party in America fills, at present in his own fancy, a station superior, not only to what he had ever filled before, but to what he had ever expected to fill; and unless some new object of ambition is presented either to him or to his leaders, if he has the ordinary spirit of a man, he will die in defence of that station.

Found here. Today, many people, especially libertarians in the US, celebrate an act of secession from an overbearing empire, but this isn’t really the case of what happened. The colonies wanted more representation in parliament, not independence. London wouldn’t listen. Adam Smith wrote on this, too, in the same book.

Smith and, frankly, the Americans rebels were all federalists as opposed to nationalists. The American rebels wanted to remain part of the United Kingdom because they were British subjects and they were culturally British. Even the non-British subjects of the American colonies felt a loyalty towards London that they did not have for their former homelands in Europe. Smith, for his part, argued that losing the colonies would be expensive but also, I am guessing, because his Scottish background showed him that being an equal part of a larger whole was beneficial for everyone involved. But London wouldn’t listen. As a result, war happened, and London lost a huge, valuable chunk of its realm to hardheadedness.

I am currently reading a book on post-war France. It’s by an American historian at New York University. It’s very good. Paris had a large overseas empire in Africa, Asia, Oceania, and the Caribbean. France’s imperial subjects wanted to remain part of the empire, but they wanted equal representation in parliament. They wanted to send senators, representatives, and judges to Europe, and they wanted senators, representatives, and judges from Europe to govern in their territories. They wanted political equality – isonomia – to be the ideological underpinning of a new French republic. Alas, what the world got instead was “decolonization”: a nightmare of nationalism, ethnic cleansing, coups, autocracy, and poverty through protectionism. I’m still in the process of reading the book. It’s goal is to explain why this happened. I’ll keep you updated.

Small states, secession, and decentralization – three qualifications that layman libertarians (who are still much smarter than conservatives and “liberals”) argue are essential for peace and prosperity – are worthless without some major qualifications. Interconnectedness matters. Political representation matters. What’s more, interconnectedness and political representation in a larger body politic are often better for individual liberty than smallness, secession, and so-called decentralization. Equality matters, but not in the ways that we typically assume.

Could the DUP push UK Conservatives towards a ‘Norway Option’?

Last year, Britain voted to leave the European Union under a banner of anti-immigration and protectionism. Since then, both social democrats and classical liberals have been waiting to catch a break. Ever the optimist, I hope they may have just got one, from an unlikely source, the Democratic Unionist Party. They are a Northern Ireland-based Protestant party that is usually at the margins of national British politics. Thanks to the outcome of the latest general election, they may be in a position to force the British Conservatives towards a more trade and immigration friendly Brexit.

In April, Prime Minister (for now) Theresa May called a snap election. She didn’t need to face the electorate until 2020, but decided to gamble, thinking that she would increase her working majority of Conservative MPs. Instead, as we discovered yesterday after the polls closed, she did the opposite, reducing the slim majority that David Cameron won in 2015 to a mere plurality. This was against one of the most radically left-wing opponents in decades, Jeremy Corbyn.

This was a dismal failure for the Conservatives but the result is a relatively good sign for liberals. I feared that Theresa May’s conservative-tinged anti-market, anti-human rights, authoritarian corporatism was exactly what centrist voters would prefer. It turns that Cameron’s more liberal conservativism actually won more seats. Not only is an outward-looking liberalism correct, de-emphasizing it turns out not be a popular move after all.

Without a majority, the Conservatives need to form a coalition or come to an informal agreement with another party. This seems likely impossible with Labour, the Scottish Nationalists or the Liberal Democrats who have all campaigned heavily against the Conservatives and disagree on key issues, such as whether Britain should leave the European Union at all. This leaves the DUP.

In terms of ideology, the DUP is far to the right of most British Conservatives. Their opposition to gay marriage, abortion, and occasional support for teaching creationism, means that they have more in common with some Republican Christian groups in the United States than the secular mainstream in the rest of the United Kingdom. Historically, at least, they have links with pro-unionist paramilitaries that have terrorized Irish Catholic separatists.

There is, however, one way in which the DUP are comparatively moderate. While content with the UK leaving the European Union, they want to keep the land border between Northern Ireland and the Republic of Ireland (an EU member) open. Closing it would reduce critical cross-border trade with an economically dynamic neighbor and re-ignite violent tensions between the Protestant and Catholic communities in Northern Ireland.

How could this be achieved? Leaving the EU while keeping a relatively open trading and immigration relationship is similar to the so-called Norway Option. Norway is within the single market but can exempt itself from many parts of EU law. In return, it has no direct representation in EU institutions. If the EU could accept such an arrangement, then the DUP may be able to make Conservatives commit to it.

Of course, the DUP will extract other perks from their major partners as part of any deal. But their social policy preferences are so far to the right of people in England, Wales and Scotland that this will hopefully have to take the form of fiscal subsidies to their home region (economically damaging but could at least avoid infringing civil liberties).

It might seem paradoxical that an extreme party may have a moderating influence on overall policy. However, social choice theory suggests that democratic processes do not aggregate voter, or legislator, preferences in a straightforward way. Because preferences exist along multiple dimensions, they are neither additive nor linear. This can produce perverse and chaotic outcomes, but it can also generate valuable bargains between otherwise opposed parties. In this case, one right-wing party produces an authoritarian Brexit. But two right-wing parties could equal a more liberal outcome.

That’s the theory. Has something like this ever happened in practice? Arguably, Canada is an outstanding example of how a minority party with many internally illiberal policy preferences produces liberal outcomes (see the fascinating Vaubel, 2009, p.25 for the argument). There, the need to placate the separatist movement in Quebec involved leaving more powers to the provinces in general, thus keeping Canada as a whole much more decentralized than Anglo-Canadian preferences alone could have assured. Will the DUP do the same for Britain? We can but hope.

From the Comments: Naval Power and Trade

This is an extremely interesting point, the worth of fighting pirates and guerre de course seems difficult but is completely worth the effort. Strangely, just before reading this post, I finished the book To Rule The Waves by Arthur Herman, which asserts that the rise of large-scale trade went hand in hand with the growth of British naval strength, and points very specifically to the 18th and 19th centuries. On page 402, he asserts that it was only naval protection that enabled British trade to grow considerably during the Napoleonic wars (over 11,000 British merchants were captured by the French from 1793-1815 and far more would have been but for the British blockades and convoy protection). How much can one measure the cost-to-yield of maintaining peaceful trade against such depredation?

Herman also argues that Naval research and technology drove the development of far better seagoing technologies without which large-scale merchant ventures would have had far lower yield (perhaps the most famous example is the Longitude Prize) and the demand for iron and ship production was a major driver of the early Industrial Revolution. While I think that both of these arguments are very vulnerable to crowding out arguments, it seems to me that there were nuanced interconnections between technology, trade, and naval power that each had positive feedback into the others. It seems to me that by examining the very large investment made by the British East India Company in their merchant marine in this very period gives a parallel in which private interests made similar investments in protection of sea trade routes, showing its probable positive return on investment.

I am glad to see that you have recognized that naval production was almost always based on relative strengths of navies. The huge decomissioning trends of the mid-19th century in Britain was exceeded by that of their enemies/rivals (the Dutch had been weak since the late 1600s, the French were exhausted completely, and the Spanish and Portuguese were on a long decline worsened by French occupation). However, there is one major aspect to consider in examining naval strength longitudinally: complete revolution in ship technology. Steam, iron plating, and amazing advances in artillery picked up hugely after 1815, and the British navy in the Crimean War would have been unrecognizable to Nelson. I am not sure how this would affect your analysis, because navies became simultaneously more expensive and more effective, and GDP was exploding fast enough to support such high-tech advances without bankrupting the Brits. I am sure this is not an original problem, but I am interested in seeing how historical economists can control for such changes.

Good luck on this paper, it seems like an extremely useful examination with a lot of interesting complications and a fundamentally important commentary on the balance between maintaining law and allowing market determination of resource distribution.

Ricardo and Ringo for a free-trade Brexit

My colleague, Shruti Rajagopalan, points out that today is the 200th Anniversary of the publication of David Ricardo’s  On the Principles of Political Economy and Taxation. It was here that the notion of comparative advantage began confounding protectionists and nativists. Shruti offers this famous example of it in practice:

Apparently, when asked if Ringo Starr is the best drummer in the world, John Lennon quipped, “Ringo isn’t the best drummer in the world. He isn’t even the best drummer in the Beatles.” And while Lennon may have fancied himself a better singer, guitarist, songwriter, and drummer, than Ringo, the Beatles are still better off with Ringo at the drums.

The essence of comparative advantage is that you don’t need to possess a great talent to benefit from trade within a group, whether we are talking about individual people or nations. So long as there exists some variation in relative talents, people will be able to benefit from specialization and trade.

This message is as relevant as ever. The British Parliament has just voted to hold fresh elections. This is supposedly to strengthen the Prime Minister’s hand when negotiating new terms of trade when Britain leaves the European Union. Politicians act as if trade is dangerous, always a threat to the national interest unless carefully constrained. They negotiate complex deals and regulation on market access, essentially holding their own consumers hostage, preventing them from buying foreign goods unless other countries agree to open their own markets. They fear that their domestic producers will be out-competed by superior, or cut-priced, businesses from abroad.

What comparative advantage shows is that even if that happened to be true for every single industry, domestic businesses could still specialize so as to be competitive on the world market, and improve domestic living standards at the same time. Britain could open its ports and wallets to foreign goods and services with no tariffs, even without any reciprocal deal from the EU, and yet still benefit from trade.

Why? Because it doesn’t matter if you have to be the drummer, just so long as you are in the band.

How school choice can benefit teachers

Betsy DeVos was narrowly confirmed as US Education Secretary this week. Of all Trump’s nominees, she seems to have attracted the most rancor, which is a shame considering Trump’s pick for Attorney General, Jeff Sessions, is an outspoken supporter of the US’s brutally racist drug war. Concerns with DeVos’s background and experience are very well-founded. Concerns with her support for school choice, however, are not.

Others, including Nick Gillespie, have already covered the important student-centric case for school choice, pointing out in particular how greater choice benefits minority students and students from disadvantaged backgrounds. I will focus instead on the benefits to teachers as I see them based on my research in school choice systems in the United Kingdom and Sweden.

A great deal of opposition to school choice is based on the perception that it is necessarily an attack on the teaching profession (it is certainly the way teaching unions portray it). Indeed, it is too easy for generically anti-state advocates of school choice to fall into the assumption that there is a pitched conflict between the supposed special interests of publicly-funded teachers and the interests of students. On this narrow account, the purpose of school choice is to compel teachers to work harder, for longer, in order to produce better results for their students.

The reality is that teachers and students share a lot of common interests, namely having a safe, productive and enjoyable working environment. The broader case for school choice is that a competitive framework allows for these environments to emerge more readily than with a monopoly public provider. This does not necessarily mean importing a ‘competitive ethos’ inside the school gates. If anything, it is school administrators, or proprietors in the case of private schools, that need to be exposed to competition, not the teachers themselves.

How do teachers benefit from school choice in practice? First, schools exposed to competition are encouraged to devote more money to teachers’ salaries (for teachers both in public and private schools). Arguably, this is because retention of quality teachers is more important than more visible expenditure that are often more attractive to policymakers. These include new buildings and electronic classroom aids that officials think can give the public the impression of long-term ‘investment’ in a way that simply paying teachers more does not, even if that is, in fact, what works best.

Second, such schools can allocate training resources more effectively to teachers. I found in Sweden, which has an extensive school choice system, that one private network of schools had developed and provided their own continuing professional development curriculum rather than outsourcing it to consultants.

Third, multiple competing providers combined with the possibility of establishing new schools give more career options for teachers. Conversely, a public monopoly can easily succumb to group-think. This ends up excluding good teachers who happen to disagree with the prevailing orthodoxy. The career trajectory of British teacher, Katharine Birbalsingh, is a useful illustration. She was a successful state-school teacher who made the mistake of appearing at a Conservative Party conference in order to advocate for a more traditional pedagogy and to discuss problems of discipline in the school system. She was suspended from teaching as a result and essentially forced to resign her position.

Under a purely public school system, an outspoken teacher who disagrees with the way the majority of schools are run might be frozen out from further employment indefinitely. They would have to move to the fee-paying private sector instead in order to continue teaching at all. In the United Kingdom, however, we now have array of state-funded but independent schools called free schools. This allowed Birbalsingh to open a new school, the Michaela Community School, which so far appears to be enjoying some success. It is also an attractive employer for other teachers seeking an environment that supports greater discipline in the classroom. Thus she was able to continue contributing to public education. In this sense, a diverse range of schools, based on different pedagogical principles, does not only benefit students who can find a school that better matches their needs. It also gives teachers a wider range of environments in which to work.

England circa 1700: low-wage or high-wage

A few months ago, I discussed the work of my friend (and fellow LSE graduate) Judy Stephenson on the “high-wage economy” of England during the 18th century. The high-wage argument basically states that high wages relative to capital incite management to find new techniques of production and that, as a result, the industrial revolution could be initiated. Its a crude summary (I am not doing it justice here), but its roughly accurate.

In her work, Judy basically indicated that the “high-wage economy” observed in the data was a statistical artifact. The wage rates historians have been using are not wage rates, they’re contract rates that include an overhead for contractors who hired the works. The wage rates were below the contract rates in an amplitude sufficient to damage the high-wage narrative.

A few days ago, Jane Humphries (who has been a great inspiration for Judy and whose work I have been discretely following for years) and Jacob Weisdorf came out with a new working paper on the issue that have reinforced my skepticism of the wages regarding England. A crude summary of Humphries and Weisdorf’s paper goes as such: preindustrial labor markets had search costs, workers were willing to sacrifice on the daily wage rate (lower w) in order to obtain steady employment (greater L) and thus the proper variable of interest is the wage paid on annual contracts.

While their results do not affect England’s relative position (it only affects the trend of living standards in England), it shows that there are flaws in the data. These flaws should give us pause before proposing a strong theory like the “high-wage economy” argument. Taken together, the work of Stephenson (whom I am told is officially forthcoming), Humphries and Weisdorf show the importance of doing data work as the new data may overturn some key pieces of research (maybe, I am not sure, there is some stuff worth testing).

Pornography, virtual reality and censorship [I]: presidents and feminism

Oculus Rift, recently purchased by Facebook and partnered with Samsung, and HTC Vive, manufactured by HTC with Valve technology, have lead the 2010 wave in developing virtual reality headsets. These technologies, innovative by today’s standards but primitive by science fiction’s, mark the beginning of a differently structured society. They also mark a starting point for a new debate about privacy, the social affects of videogames, and especially censorship in media.

Virtual reality (in its not-too-distant actuality) offers an opportunity to behave outside of social norms in an environment that is phenomenologically the real world. The only comparable experience for humankind thus far is lucid dreaming, for which the rewards are less intense and the journey less traversible than the quick promises of virtual reality machines. One inevitable development for these machines is violent, sexually explicit experiences, available for cheap and accessible 24/7. To see how VR might be received, the closest industries to analyze are the videogame and pornography industries.

Interestingly, pornography has a very liberal history, in comparison to other “societal ills,” like drugs. Erotica dates back to ancient cultures — notably, the Kama Sutra, hardcore by today’s standards, is still a staple of contemporary sexual experimentation — and today’s perversions were common themes: bestiality, pedophilia, etc., although pornography with an emphasis on violence might be a more modern trend. This isn’t to ignore, however, the roles typically played by women in ancient Western folklore and mythology, which are degrading by today’s feminist standards.

The case could be made that today’s censorial views on pornography come from a far more malevolent or oppressive stance toward women than two millennia ago. The free expression that pornographic media once enjoyed was severely deflated over the 20th century. Only two years ago, a plethora of activities were banned from pornography in the United Kingdom. Reacting to the legislation, commentators were quick to criticize what was seen as policy that was specifically anti-female pleasure. Female ejaculation, fisting, face-sitting, and many forms of spanking or role-play were among the restrictions. There are puritanical, “moral outrage” elements to the restriction, but many noticed the absurdity of banning face-sitting: said one producer, “Why ban face-sitting? What’s so dangerous about it? … Its power is symbolic: woman on top, unattainable.” (There has been well-intended censorship as well. Los Angeles county passed Measure B in 2012 to require condom use during any pornographic scene with anal or vaginal contact, to combat the spread of venereal disease.)

Nowadays, there are plenty of porn directors that have learned to focus on both male and female pleasure, and reintroduced artistic merit to their directions. With the equalizing force gaining momentum in porn, it’s curious what the vehement, persistent condemnation springs from, when not focused exclusively on abusive sex scenes. In addition, the negative effects of pornography’s presence in society are still being debated. Just the other day, a study which led to headlines like “Porn doubles the risk of divorce” and “porn signifies a death knell for marriage” was criticized by Reason magazine for failing to address important underlying factors that more plausibly contribute to both pornography consumption and an unhappy marriage leading to divorce. There seems to be an obsession on behalf of the great majority of the public in assigning pornography to some sort of social harm.

Research on photographic pornography’s effect on society began early and aggressively. The Meese Report (1986), commissioned by Reagan and still frequently cited by anti-pornography advocates, determined pornography to be detrimental to society and family relations, and especially for women and children. Arguments built on similar reports attempt to connect sexually explicit material with rapes and domestic violence, alleging that the desensitization to rough sex carries over from the depictional world into the real one. Henry E. Hudson, the Chairman of the Meese Commission, alleged that pornography “appears to impact adversely on the family concept and its value to society.” The Meese Report, however, has been challenged extensively for bias, and is not taken seriously as a body of research any longer. One criticism by writer Pat Califia, concluding a traditionalist narrative embedded in the research, states that the report “holds out the hope that by using draconian measures against pornography we can turn America into a rerun of Leave It to Beaver.

The United States’ Commission on Obscenity and Pornography, preceding the Meese Report and commissioned by Lyndon B. Johnson and Nixon, was unable to find evidence of any direct harm caused by pornography. (Although Nixon, despite the evidence under his administration, believed porn corrupted civilization.) It is curious that a new federal study was requested only sixteen years after the first extensive one, but maybe not too unusual given the growth of porn with technology (from adult stores and newsstands to unlimited free online access; the internet just celebrated its quarter-centennial birthday); also not too unusual given the absurd and expensive studies already undertaken by the federal government. It is also worth pointing out that pornography, though often connected to feminism, is a divisive issue within 20th century and contemporary feminism: some thinkers, like Andrea Dworkin, condemned it as intrinsically anti-women; others feminists like Ellen Willis argued for pornography as liberating and its suppression as moral authoritarianism. The debate along lines of sexuality, online or otherwise, culminated in the feminist “sex wars,” with groups like Feminists Against Censorship and Women Against Pornography popping up. Thus, the debate is open across every ideological camp, and support of pornography is neither necessarily liberal nor necessarily feminist.

McCloskey, Western equality, and Europe’s Jews

Warren shot me the following email a few days ago:

Brandon, do you know the name Deirdre McCloskey?

She is a first-rate economist with extensive expertise in history, literature and anthropology.  She recently finished a trilogy, the third volume of which is “Bourgeois Equality.” It’s a fat book but you would be well rewarded for time invested.  You don’t have to read the first two volumes to benefit from the third.

The purpose of the trilogy is to explain why we’re 30 times richer than our forebears of 250 years ago, as best that can be estimated.  Conventional answers like the industrial revolution and rule of law don’t go far enough.  The answer lies in attitudes toward commerce.

I haven’t read McCloskey’s book yet, but it’s been on my amazon wishlist for awhile and thanks to Warren’s prodding it’ll be my next purchase. (Here is all of NOL‘s stuff on McCloskey so far, by the way.)

My first instinct on this topic is to think about Europe’s Jews. Bear with me as I lay out my thoughts.

McCloskey’s book, which as far as I can tell takes readers to the Netherlands and the United Kingdom from the 17th to 19th centuries, is about how Europeans began to reconceptualize equality in a way that was very different from notions of equality in the past.

A very basic summary is that notions of equality in Europe prior to the modern era largely aligned with notions of equality elsewhere in the world. Basically, an established hierarchy based on either inherited land ownership or clerical ranking was justified in all cultures by a religious appeal: “we’re all Christians or Buddhists or Muslims or fill-in-the-blank, so don’t even worry about what we have and you don’t have.” This way of thinking was irrevocably altered in 17th century northwestern Europe. Once I actually read McCloskey’s book, I can give you more details (or, of course, you can just read it yourself).

This argument, that northwestern Europe became free and prosperous because of a change in ideas about equality, is of course very broad and qualitative, but I buy it. The big “however” in this line of reasoning is Europe’s treatment of its Jews.

I forget where I heard the argument before, but somebody or some school of thought has argued that because Europe’s Jews were forced by legislation to go into “dirty trades” like commerce, they became more broadly open-minded than other ethnic groups in Europe and therefore more prosperous. Dutch and British bourgeois culture no doubt had a Jewish influence, and because bourgeois culture is internationalist in scope this Jewish influence must have penetrated other European societies, but anti-Semitism in these other bourgeois centers was more rampant than than it was in the UK and the Netherlands. Why was this?

My main guesses would be “Protestantism” (because Protestants at the time were more open-minded due to being at odds with the Catholic Church), or “the seafaring character of British and Dutch societies.” These are just guesses though. Help me out!

Why Brexit is bad for Liberty

I have been debating classical liberalism and the European Union with Edwin van de Haar. For the moment at least, I think the debate should end or we will risk repetition of previously made points. I would like to thank Edwin for a constructive debate and to invited readers to read through it themselves. Now is the time to move onto a more concrete discussions of the UK referendum vote to leave the European Union.

The UK referendum vote to leave the European Union is not producing the consequences its most eloquent supporters and ideologues had predicted. It is of course very early to have a complete view of the consequences of Brexit, but a large part of Brexit journalistic, campaigning and intellectual elite have argued for leaving the EU on the grounds it would enable a mıore free market UK, one less burdened by regulations ‘imposed’ from Brussels.

A disproportionate part of this elite claims to be libertarian or conservative libertarian, operating in party politics via the Conservative Party and the UK Independence Party and operating in libertarian to conservative campaigning groups. Employees of the most important classical liberal and libertarian policy institutions, the Institute of Economic Affairs and the Adam Smith Institute were divided on this issue. However, some part of the Brexit elites were High Tory, that is traditionalist conservative.

The insistence on sovereignty and national institutions outweighs a commitment to free markets and individual rights. Immigration in particular comes off badly here. The High Tory narrative dominates the Brexit narrative in practice. Some Brexit enthusiasts welcome the supposed opportunity to boost defence spending (though this has nothing do with the European Union which places no limits whatsoever on national defence spending) and believe Brexit will allow restoring the UK’s Great Power status. This is already very high by general European standards and given the inherent limits of the UK’s resources compared with the USA, Russia and China, it’s hard to see how great power status could be attained and why the UK should try. It is clearly not compatible with retrenchment of the state.

David Cameron announced his resignation as Conservative Party leader and Prime Minister straight after the referendum result. His replacement Theresa May began her term of office with a speech suggesting greater state involvement in the economy and society. As Home Secretary she has a particularly illiberal record in civil liberties, immigration and drugs. She has announced support for changes in company law to force firms to accept employee representatives onto boards and restriction on takeover laws.

These measures have led the ‘Red Tory’, Philip Blond, to announce compatibility with his views and enthusiasm for her leadership. Blond runs the policy institute, ResPublica (http://www.respublica.org.uk). He was a colleague of mine in graduate programs at the University of Warwick in the late eighties, though I have not been in touch with him since. He moved from a period of research and university teaching in theology (he was studying European philosophy since the early nineteenth century when I knew him) into the policy world.

The contemporary theologian who influenced him most is John Milbank, an adherent of a version of the Christian tradition which tends to advocate community above individual, or at least would seem to do so if its social philosophy is turned into state enforced actions. There is a strong element of Medieval nostalgia for an organic society in Blond’s social and political thought. He is arguing for less not more free markets and individualism. Now there is no reason to think that Blond’s ideas will have a major influence on May, but if he feels so comfortable with her then that is reason to think there will be strong streak of communalist conservatism in the post-referendum government and even a hint of Christian socialism.

May’s approach has also been compared to that of Joseph Chamberlain, a nineteenth century advocate of interventionist local government and then of a protectionist, state-welfare orientated British Empire; he was as well considered by some to be the strongest advocate of Empire ideology in his time.

Even the Brexit supporters who have the strongest free market small government history have come out in favour of interventionist and corporatist polices. Allister Heath, a senior member of the Daily Telegraph staff, who has a reputation as a free market advocate published advice to Theresa May which is anything but free market, full of corporatism and buying off people who might be relative losers in the post-Brexit UK.

Previous free market advocates, who found it easy to be advocates when the EU served as a scapegoat for any and every overextension of state activity in the UK (whether or not in reality it originated with the EU), have become less clear in their commitment given that some EU support for open markets, such as bans on subsidies to keep bankrupt companies afloat, are no longer available. With some institutional supports for free markets removed, the Brexit liberty advocates find themselves in a world of paying off voters who voted for ‘leave’ because they don’t like ‘neoliberalism’ and blame any difficult consequences of technological invention and market innovation on Brussels Bureaucrats along with immigration from EU countries.

One key theme of the more ostensibly libertarian parts of the ‘leave’ campaign was to argue that they did not want to reduce immigration, but globalise it by replacing automatic rights of EU citizens to live in the UK with an Australian points system, which allows people to enter from anywhere in the world who has sufficient points with regard to educational level, scarce skills, money to invest and so on. However, it is clear that many ‘leave’ voters just want a reduction in immigration and May has distanced herself from a ‘points’ system in favour of absolute reduction.

The ‘leave’ vote won based on the anti-immigration, anti-globalist and anti-‘neoliberal’ instincts of a significant section of the ‘leave’ vote. It is not the whole of the ‘leave’ vote, but  ‘leave’ could not have won without it. The evidence so far is that whatever the intentions of the libertarian to conservative element of ‘leave’ thinking that the government is now driven by the wish to follow that aspect of public opinion. The UK is headed towards communalist corporatism, or even protectionist/mercantilist, security-state Great Power nationalist versions of conservatism. Clearly there is much work for liberty advocates to do in the UK counteracting this disaster.

From the Comments: Pushback in favor of Brexit

Dr Stocker‘s recent post arguing against Brexit elicited the following response from Chhay Lin in the ‘comments’ threads, and I think it’s worth highlighting in a post of its own:

Very well explained, Barry Stocker. Although it can be good for Britain to leave the EU, it entirely depends on how they go on from there. I am worried that Britain will move unto the path of less free trade which would be an erosion of the 4 freedoms – free movement of goods, capital, services, and people. On the other hand, it seems to me that the EU was steadily moving toward greater centralization and harmonization of regulations that would decrease the competition between its member states and thereby becoming quite harmful. I think that the EU should have never had greater ambitions than the 4 freedoms with a European Court of Justice that would protect these freedoms. Now they can impose EU-wide tariffs and quotas against products from countries outside of the EU or they can impose EU-wide sanctions. Some harmful examples of the EU: the quotas on cheap Chinese solar panels and EU-wide sanctions against Russia. A wise independent Britain would have free trade agreements with countries within and outside the EU, but I’m afraid that too large a portion of the Leave supporters are hostile to immigration and open markets.

Brexit, free trade, and the EU

I posted this on Facebook twenty hours before the results were known:

The United Kingdom will not leave the EU. If it does, there will be concrete talks of a trade agreement between the UK and the Union within a week. Free trade is the best part of the EU anyway. It may be the only worthwhile part. At least, it undeniably works. The EU has a free trade agreement with Norway and with Switzerland already. I don’t see it denying the UK, not even out of collective pique.

My guess (guess) is that the UK will have done the EU a favor by pointing out that much of the European Union’s bureaucratic, abstract, nebulous project is simply overambitious. The UK taught the world democracy and soccer (football). It can teach its European neighbors pragmatism.

Obviously, I called the referendum wrong. The mistake I made was to guess that people who were going to vote for staying were more likely to lie to pollsters than partisans of Leave. That would have given an underestimate for the “stays.” I should not have called it. I am not inside British culture enough to make this kind of guess. I shouldn’t have. I won’t again.

I am perplexed by some of the comments I heard all day in the US media. Perhaps as a result of a bit of psychological projection, American commentators state that anti-immigration sentiment played the main part in the victory of the “leave.” This may be the case; I don’t know enough to pronounce but I need to make a technical point that the pundits don’t seem to be completely aware of. Leaving the European Union can only lessen the flow of European immigrants into the UK: Polish (plumbers), Romanian carpenters, and tens of thousands of French citizens, at least. Since about one million Brits leave abroad and almost all in the EU, I see an exchange agreement in the making. Don’t you?

Leaving the EU will do nothing or nearly nothing to reduce the intake of immigrants of color and of Muslims. Those landed in the UK and continue to land there as a consequence of past colonial relationships. I say this because I suspect (I suspect; I don’t know) that Brits are more exercised about large numbers of dark-skinned Muslims than they are about fewer dishwater-white Catholic Poles. Call me a cynic!

Second technical point. Many of the American commentators I heard today, including those predicting Armageddon as a result of the British referendum, seem to have vague ideas about what the European Union actually is. It’s actually fairly complicated but I don’t excuse them. If they want to comment, they should do their homework. Anyway, the EU is first and foremost a free trade area and and free investment area. In this capacity, it works very well. I mean by this that any step backward would impoverish all Europeans to some extent.

I don’t see how British industry and British commerce can really face the possibility of meeting with tariff walls and other discriminatory treatments in a market of 27 countries until now wide open to them.

The Brits have two years to finalize their exit. I think (but I have been wrong before; see above) that they will say to the EU: We are leaving except that… we want to be included in your free trade and free investment area, like Iceland and like Norway. As I mentioned above, I also think they will want some mutual arrangement about citizens of the EU living in the UK and citizens of the UK living in the EU. I think there are going to be many rounds of negotiations around the theme: “We are leaving but…” It’s also possible that the most fervent Leave-ers will ultimately be satisfied with having made a rude gesture toward Brussels, the capital of the European Union. I am repeating (in fear this time) my prediction that the British referendum will cause the EU to reform itself. In fact, think it already has.
