Does size matter?

No matter how one sees the ideal liberal world, there will always be differences in size between the sovereign entities on the globe. Even in an anarcho-capitalist world there will be different sizes of the communities that people voluntarily form, although they will of course lack sovereignty in any external legal meaning we now associate with the term. So the question is: does size matter in international relations?

There are many answers to this, and I will be unable to provide them all here (or elsewhere, for that matter). There are instances where size, measured in number of inhabitants of a particular state, does not matter at all. Trade is probably the most important one. After all, it is not countries that trade but people, and if the trade is free, the nationality or location of the traders is of no importance whatsoever. This more or less still applies to the completely distorted trade situation we now regard as normal, with states continually interfering through all kinds of tariffs and non-tariff trade barriers. The real exceptions are cases where political action forbids trade, such as with the several economic boycotts between Russia and the West at present.

Size does not matter in other important segments of international relations either. In cultural exchange, there is no general correlation between size of country and quality of cultural expressions. Of course in the mainstream Western arts (sculpture, paintings, opera, symphony orchestras, etc.), it helps if a country has reached a certain level of wealth, but this is independent of size. Also, talented artists will normally be recruited from all over the world, or be able to sell their (indigenous) works globally. The same applies to sports. If one corrects for population size, many medals at the Olympics, or other championships, are won by athletes from small or middle-size countries.

The size of an economy does matter. Richer countries (in terms of gross domestic product per head) are able to direct more resources to influence international relations. Not only through military expenditures, but also through resources deployed for diplomacy, international negotiations, ‘soft power’, or otherwise. Yet a rich country does not need to be big country, neither in land mass, or in number of inhabitants. And poor countries can still influence international affairs, take for example North Korea.

Still, there are greater and lesser powers in international politics. There is not one distinguishing feature, but most of them combine a large number of inhabitants, a fairly large land mass, either a developed economy which allows for significant military expenditure or the assignment of extraordinary share of GDP to the military. Even then there are real great powers (US, China, Russia at present), middle sized powers (UK, France, Brazil, Indonesia, South Africa) and countries punching under their international political weight (India, Germany, Japan, Egypt, the Philippines, perhaps Turkey). This division is never stable, as the past decades have shown, where only the US has been a consistent top dog. Even small countries can exert significant international political influence, as Singapore shows, although the sheer lack of size will always ensure they can rank higher than the middle category .

So the answer is clear: size hardly matters at all. All countries can become more, or less important, regardless of geography, inhabitants, or economic circumstances. Different policies may cause countries to rise or fall on the “international relations influence league.” Of course, liberals will aim at dynamics caused by liberty increasing policies. That is the perpetual opportunity for liberals across the globe.

Gun Rights, the Black Panthers, and ‘the South’ in the United States

From a report by Aaron Lake Smith in Vice:

The Dallas New Black Panthers have been carrying guns for years. In an effort to ratchet up their organizing efforts, they formed the Huey P. Newton Gun Club, uniting five local black and brown paramilitary organizations under a single banner. “We accept all oppressed people of color with weapons,” Darren X, who is 48, tells me in a deep, authoritative baritone. “The complete agenda involves going into our communities and educating our people on federal, state, and local gun laws. We want to stop fratricide, genocide—all the ‘cides.”

Interesting, and brings up the question: will the NRA support their right to bear arms, or will they revert to their early 20th century stance and begin supporting gun control again? Also in the article is a bit of history:

The seeds of what was to become the Black Panther Party lie in the 1940s, when black veterans returned to the South after fighting in World War II and found themselves dehumanized by segregation.

I’ve often wondered about this. The desegregation of the South and the achievements of the Civil Rights movement were perhaps the greatest human accomplishments to come out of World War 2 and the Cold War, and this has startling implications for libertarians who advocate for a hardline non-interventionist foreign policy. Libertarians in the US point out that worldwide empire is bad, even a liberal empire, but without it I don’t see a Civil Rights movement happening (which in turn means nobody in the developing world has a model to look up to).

After Germany and Japan surrendered Washington was forced to cede political rights to blacks because of the hypocrisy that pro-rights marches highlighted to the world. The US was engaged in a propaganda war with the USSR, and the segregation of blacks and whites in the US was very bad press. Without the Cold War, blacks would probably have remained official second-class in the US (and the world). Libertarians should be proud of the Civil Rights movement, even if the legislation passed didn’t conform perfectly with individual rights (i.e. affirmative action instead of reparations, or nothing but individual rights!) and even if blacks got their individual rights through legislation rather than law.

Smith’s reporting in other places is less than convincing, though:

Shootings of civilians by police officers reached a 20-year peak in 2013, even as the incidence of violent crime in America went down overall.

I believe that the shooting of “civilians” by police officers is a violent crime, but unless I am missing something Vice simply treats the data as if shootings by police officers are different from shootings by people who are not police officers. Nothing will change as long as this kind of mindset is prevalent in the US. I understand that police officers have a job to do, and that their job makes them different from people who do other jobs (say, a doctor or a lawyer), but it does not place them above the law.

Also, a more disturbing implication of this would be that a more violent police force decreases crime. This is not discussed by libertarians or left-liberals. I don’t like it, but it cannot be ruled out as a possibility just yet. I hope somebody will debunk my notion in the ‘comments’.

One last fascinating tidbit from the article is the difference between the old leaders of the Black Panthers (one who claimed that the Koch Brothers are behind everything, thus showing – to me, anyway – that hippies and Black Panthers have more Baby Boomer similarities with each other than they’d like to admit) and the new leaders (“all power to all people,” including gun rights). Racism is so interesting to me in the American context because of the demographic perceptions amongst other reasons). My parents and grandparents have very different types of racist assumptions than I do, but I’m getting way too far ahead of myself. More on American racism later, or just take me to task in the ‘comments’ section!

What’s up with Oil and the Saudis?

In case you haven’t noticed, the price of oil has dropped dramatically and has not rebounded as yet. As I write, the price of the most common form of crude oil is under $54 per barrel, about half of what it was in mid-2014. What’s going on?

Several factors contributed to the fall. One was increased U.S. production, much of it shale oil. Also, U.S. consumption has not been rising apace with GDP in part because of higher fuel efficiency. Demand in Europe and Japan is muted due to low growth or recession.

Those things did not happen suddenly, however, so the drop would appear to be overdone. Large producers, who have a lot of pricing power, would normally cut production in this circumstance. (Pricing power means a change in their production has a noticeable effect on the world price.) The Saudis have considerable pricing power and their production decisions are controlled by their government. Why have they not cut production? I believe they are engaging in predatory pricing.

Predatory pricing is illegal in the U.S. and elsewhere, under anti-trust law. Predatory pricing occurs when a supplier cuts his prices for the purpose of bankrupting a competitor, or at least driving the competitor out of the market. The predator is willing to suffer losses or reduced profits temporarily, while holding the prices low. Once the competitor is gone, the predator’s pricing power will have increased enough that he can raise prices a lot and make up for losses suffered during the period of predation. Predatory pricing is definitely possible in free markets but is very risky for several reasons: (1) the predator can’t be sure how long it will take to ruin his competitor, (2) he can’t be sure how long he can maintain low prices without sustaining ruinous losses or perhaps face a shareholder rebellion, (3) it’s possible the competitor, or someone who has bought his assets in bankruptcy, will come back to life and start competing as before. For these reasons (and others, such as the difficulty facing regulators who are supposed to distinguish predatory motives from “innocent” business strategy), I believe there is no reason to outlaw predatory pricing.

The situation is a little different in the international oil market because the Saudis and many other major players are government controlled. They are not constrained (much) by the market forces outlined above. They are not accountable to shareholders and are only vaguely responsible to the population of Saudi Arabia. They have substantial latitude to pursue political motives even if their profits suffer.  And anti-trust law does not operate across national borders.

What might the Saudis want to accomplish politically? They hate Russia and Iran, both of which rely heavily on oil exports. They don’t hate the U.S., at least not openly, but they surely wouldn’t mind sticking it to U.S. and Canadian shale oil producers. Those producers are largely market-driven and thus have limited ability to withstand predatory pricing. The Saudis could indeed drive smaller firms out of the market, and also less profitable operations of larger firms.

That might not be such a bad thing. There has been a huge land rush into shale oil and fracking. In any such boom, whether in energy, mining, or computers, many small firms fall by the wayside. If the Saudis ruin some marginal firms or projects, that’s not such a bad thing.

We little guys are sitting pretty. We’re paying a lot less for gasoline. If we hold shares of the major oil firms we’re probably OK, as their share prices have held up and their dividends look solid. The same is true of the pipeline operators. Only if we hold shares of marginal energy firms or oilfield service companies are we in any trouble.

So – go for it, Saudis! Stick it to the evil governments of Russia and Iran and help us clean out some of our marginal energy operations.

2014 in Review

2014 was a good year for NOL. I hope it was just as good for you and yours.

I particularly enjoyed Dr Stocker’s ‘Liberty Canon’ series and cannot wait to see what he comes up with for 2015. I could not decide if I liked “…Tacitus on Barbarian Liberty” or “…Icelandic Sagas of the Middle Ages” more, so they are tied for first place. DONE! I also enjoyed his posts on Michel Foucault and Francesco Guicciardini.

Also enjoyable was Dr Delacroix’s book I Used to Be French: an Immature Autobiography. I hope to have a review out shortly.

My most enjoyable moments here at NOL were simply reading what others wrote, both as posts and in the ‘comments’ threads. We’ve got a unique composition here at NOL and it provides for some thought-provoking, entertaining reads (if I do say so myself!). Call me a loser if you like, but I get very excited when my phone tells me I have an email and I check my email and there is a post at NOL just waiting for me to read. I only hope that everybody will have enough time to blog waaaaay more often in 2015.

Speaking of ‘comments’ threads and blogging, I am also glad I came across the Policy of Truth group blog, run by philosopher Irfan Khawaja. I actually came across the PoT consortium because I was looking for someone to add a little oomph to NOL and I thought Khawaja had what it took (my method for hunting down potential bloggers and pestering them into becoming Notewriters will remain a family secret, but there is both a science and an art to it). Alas, when I began my search I found PoT and found it to be alive and well (you can tell the health of a blog by its ‘comments’ threads). True story bro.

The Most Embarrassing Factions of the US-Cuba detente

I can only list, in order of magnitude, three: 1) Republican hawks, 2) condescending Leftists, and 3) anti-Americans abroad.

In some ways none of this is surprising. All three of these factions hate each other, mostly because they are the least libertarian factions in the world (familiarity breeds contempt, it is often said).

Republican hawks are first on my list because they are the most dangerous. This is a deeply reactionary faction that does not care one iota about the national interest. It is a vulgar mob that has no need for nuance or depth. One of the state of Florida’s Senators, Marco Rubio, exemplifies this isolationist faction. This is demagoguery at its finest. It also goes a long way toward explaining why I will never, ever be a Republican, despite the honest efforts of courageous statesmen like Ron and Rand Paul.

Condescending Leftists are second because of their reactions to the beginnings of the end of a vicious, self-defeating embargo: Decrying the fact that Starbucks and McDonald’s will soon be forcing poor, naive Cubans into becoming customers with actual choices in an actual marketplace. According to the worldview of these Leftists: the lives of Cubans have been better than those of Westerners because of its simplicity (this simplicity was brought about, of course, by the heavy-handed tactics of the Castro dictatorship, but somehow this always fails to make the final cut of the condescending Leftist’s narrative). Capitalism will put an end to the simple lives of the Cuban people, and this is a bad thing for both the world and the Cubans themselves.

Embarrassing and disgusting.

The last faction on my list, anti-Americans abroad, have taken the Obama administration’s decision to reach out to Cuba as an excuse to lie to domestic factions everywhere. They have seized upon the fact that the US sometimes pursues bad policies, and have turned it into a soapbox preaching session for all of the gullible schoolboys and girls in the world who instinctively hate the world’s liberal hegemon. What is lost (or, more likely, ignored) in these preachers’ message is the fact that the US is changing its bad policy. The same cannot be said for the tired tropes wielded by aging anti-Americans in the name of some variant of socialist (whether national or international) revolution.

Some notes in the margins:

  • Cuba will not become free or (or) democratic overnight.
  • It will not become wealthy overnight, either. In fact, there is bound to be a whole lot of cronyism in the near future, as Castro’s butchers and henchmen gobble up much of the wealth that will inevitably flood Cuba’s markets. Remittances will likely increase as well, which means that the cronysim of Castro’s henchmen will be offset by the influx of cash from the US. This, in turn, means that the Castro dictatorship is likely to be around for a lot longer than anticipated.

Peggy Noonan’s piece in the Wall Street Journal is well-worth reading. Observe:

A closing note: I always thought, life often being unfair, that Fidel Castro would die the death of a happy monster, old, in bed, a cigar jutting out from the pillows, a brandy on the bedside table. My dream the past few years was that this tranquil end would be disturbed by this scene: American tourists jumping up and down outside his window, snapping pictures on their smartphones. American tourists flooding the island, befriending his people, doing business with them, showing in their attitude and through a million conversations which system is, actually, preferable. Castro sees them through the window. He grits his teeth so hard the cigar snaps off. Money and sentiment defeat his life’s work. He leaves the world knowing that in history’s great game, he lost.

Open the doors, let America flood the zone and snap those pictures. “Fidel! Look this way!” Snap. Flash. Gone.

Six Months A Slave (The Drugs Don’t Work, They Just Make You Worse)

Check out Irfan’s story over at Policy of Truth about six months of addiction to some kind of sleeping pill (I’m a mushrooms and weed man myself, so I know little about pills):

I lay there awhile, let the vertigo wash over me a bit, then popped another 12.5 mg CR Ambien, settling soon enough into another four refreshing hours of non-REM sleep. By 2 am, I was wide awake, reading Jorge Luis Borges (on insomnia), and waiting for the sun to come back up so that I could start yet another vertiginous and sleep deprived day teaching ethics, critical thinking, and aesthetics to students who seemed not to notice that anything was amiss. (Conveniently, I had managed to collapse after class had ended. None of my students saw the collapse happen; I lay on the ground an hour before I was discovered by the instructor who needed to use the classroom after me.)

Hayek on Human Rights Day

It turns out it’s Human Rights Day today! I came across a call on Twitter: “Don’t fight for your rights. Fight for equal rights.” This reminded me of an argument from Hayek: “If we knew how freedom would be used, the case for it would largely disappear…. the importance of our being free to do a particular thing has nothing to do with the question of whether we or the majority are ever likely to make use of that particular possibility… The freedom that will be used by only one man in a million may be more important to society and more beneficial to the majority than any freedom that we all use.

This thought entered my brain when I was in a Constitution of Liberty reading group back in San Jose and has been percolating ever since. It has profound implications for how we think of freedom as a concept, and especially for how we should think about the sorts of liberties we want to support. I think the second part is obvious: even if I don’t need the freedom to own a business (for example), I’m far better off in a world where immigrants are allowed to start businesses like eBay. The same is true for more controversial liberties… we simply don’t know who ought to have the rights necessary to transform the world, and we don’t know what those rights are. So we should be prepared to err on the side of giving “too many” people “too many” liberties.

The first part (the implications for how we think of freedom as a concept) is a bit trickier. Hayek is arguing that the rights we all have aren’t terribly important. That is, it’s the marginal rights that matter. We all have the right to life. It’s important, but it’s not going anywhere anyways. If we want to improve the future, we need to keep an eye to things within our control; we could revoke the right to life (you know what I mean… that other thing is a whole different can of worms and you should write your own blog post about it…), but that’s not even on the table. What we need to be concerned with is those rights that we could conceivably lose because they don’t seem that important.

For example: women should be allowed to sign contracts, own property, and start businesses. We all know that to be the case based on our sense of fairness. But Hayek bolsters that argument: we should want that set of rights to be held by as many people as possible regardless of sex and possibly even regardless of species (District 9 and Planet of the Apes are two movies that would be very different if we attached rights to sentience rather than humanity). We don’t want rights to only go to people we care about, we want them to go to people who can use those rights to make the world better.

Staten Island and Cleveland: Different from Ferguson

Having argued in a recent piece that the problem with Ferguson was collectivism, as manifest in the notion of collective guilt, I feel obliged to speak out on recent incidents in Cleveland and Staten Island. None of us (presumably) were there so we need to be cautious, but what we see from those unfortunate places strongly suggests police misconduct.

I am a native of Cleveland and it comes as no surprise to me that the police force there is a troubled one. For many years there has been a divide between the central city and suburbs and despite a few encouraging exceptions, things have gone steadily downhill in the central city. The problems are similar to Detroit’s but on a smaller scale. The best Cleveland Police officers would surely aspire to leave the Cleveland PD for one of the suburban forces at the first opportunity. It doesn’t surprise me that the Justice Department claims there has been systematic excessive use of force by the Cleveland police.

I have only been to Staten Island once and cannot add anything to what is generally known. That the unfortunate victim was selling untaxed cigarettes, of all things only adds to the outrage.

The non-violent demonstrators in both cities are right this time.

Libertarian as Ethnicity

The past few months have been busy, to say the least. The Obama administration announced a series of executive actions regarding immigration and that has taken up most of my time. Meanwhile in my day job as a graduate student I’ve been overwhelmed with midterms and finals; I am sure my fellows in NoL can sympathize with this. The few moments of peace I have enjoyed have gone towards pondering one question: Who is an American? 

The question is not isolated. By asking who an American is, I’m really asking what ethnicity, and other social groups, really are. The best answer to my question was an old Cato blog post appropriately titled, What is an American? In it Edward Hudgins discusses what makes an American. It is not, as some believe, a common language, creed, or ancestry. What makes an American is his love for liberty. It is in his closing remarks that Hudgins hits on something amazing, there is no meaningful thing as ‘American’.

Unfortunately, the American spirit has eroded. Our forebears would look with sadness at the servile and envious character of many of our citizens and policymakers. But the good news is that there are millions of Americans around the world, living in every country. Many of them will never make it here to the United States. But they are Americans, just as my grandpop was an American before he ever left Italy.

There exists those individuals who can prefix themselves as Americans, but at best this only tells us that they are somehow affiliated with the American continent. There exists a group of people who yearn for liberty and are willing to fight for it, but many of them were neither born or live in the United States. Likewise there are those who were born and live in the United States who are no friends of liberty. And so my initial question has lead me to a new one. Why not promote being a libertarian as an ethnicity? Why not introduce ourselves as ‘Libertarios’ instead of Americans, Germans, or Turks?

At first my proposal may sound strange to some. Would it not be silly to define an ethnicity by political views? I don’t think so. Few ethnic groups have a concrete basis in reality and are based more on fiction than anything else. I was born in Mexico, raised in the United States, and am directly descended from Germans, Jews, and Cubans. I feel little fraternity to these latter groups though. Why should I? I didn’t elect to have Jewish or Mexican ancestry, but I did elect to be a libertarian. Anyone who proclaims to be a libertarian automatically has my sympathy and support, even if I know nothing else about them. As this is the case I would prefer to be identified as a Libertario than any other ethnic group.

I am sure that there are those who would prefer not to be identified by any collective label at all. For those of you who fall into this category I would offer a pragmatic case for identify as Libertario.

I hope it can be taken for granted that, as libertarians, we wish there to be more libertarians. In the best scenario more libertarians in the world might lead to better public policy. In the worst scenario we at least have more potential friends. By promoting our existence as an ethnic group we would encourage more people to remain as libertarians. I have often found people who have libertarian political views, but who withdraw from participation if they become discouraged about the hope for change in their lifetimes. If we were an ethnic group though these individuals would continue to promote liberty, if only to signal their membership in the group. An ethnic group therefore not only encourages members to remain active, but produces positive externalities to promote the group’s message.

For comparison consider the Mormon people. Many Mormons spend time advocating on behalf on their religion, with several even going abroad on missionary work. From anecdotal experience I’ve noticed that many of them are ill treated when they perform their advocacy. Why do they bother to do so then? Because, as I’ve noted above, it signals their membership in the Mormon community. The average Mormon may not particularly enjoy being harassed for their beliefs, but they do it anyway to tell other Mormons a simple message, “I’m one of you.”

It goes without saying that there must be a benefit to belonging to a given group for this to work.

Additionally the existence of an ethnic libertario community would make raising children to be libertarians much easier. I side with Bryan Caplan in the belief that a relatively easy way to grow the movement is by simply having more children than the general population. It doesn’t matter if you believe children’s political beliefs, and by extension their ethics and other characteristics, are shaped by genetics or their nurturing, a libertario community would help with producing children. If you believe in the genetic argument, then an ethnic community reduces the cost of finding a spouse who shares your political beliefs. If you believe in the nurture argument, then surely a child raised among libertarians is more likely to end up being one himself.

Ferguson: the Problem is Collectivism

We Austrians emphasize the fact that only individuals act.  This may sound like a dry academic pronouncement, but sometimes events bring its meaning dramatically to the fore.  The Ferguson story is one such event.

While lunching in Palo Alto recently, I looked outside to see the street briefly blocked by demonstrators chanting and carrying signs with slogans like “black lives matter.”  I wished I could confront one of them with a few facts, but then again, facts matter little to such folk, even in trendy Palo Alto.

The racially mixed grand jury took seventy hours of testimony.  That’s a lot.  They know what happened better than you or I or anyone besides the officer involved.  The shooting was justifiable.  Another fact that seems to have gotten buried: Michael Brown was a criminal, just having completed a robbery when he was shot.  It’s too bad that he died, but hey, criminal activity is risky.

In light of these simple facts, how can people propound such irrationality as the demonstrators exhibited?  The answer lies in the fallacy of collective guilt, a sub-species of collective action.  Because white police officers sometimes shoot innocent black citizens, the fallacy implies that any white police officer who shoots a black civilian is necessarily guilty.

Now I want to extend this piece to the idea of reparations for slavery, a grotesque bit of nonsense that pops up from time to time, most recently, sad to say, in a piece by our own Brandon Christensen, albeit in passing.

Let me get this out of the way: slavery was a vicious, horrible institution.  The idea of reparations or restitution has some rationality on the face of it.  In general, people should be compensated, where possible, for violations of their rights, and what could be a more vicious form of rights violation than slavery?

From an individualist point of view, the idea of reparations is preposterous.  I for one know pretty well who my ancestors were, and I’m quite sure none of them held slaves.  But suppose I did have such an ancestor.  The next question is how much benefit I might have received from his slaveholding.  To answer that, we have to examine the counterfactual situation in which my ancestor did not hold slaves.  How much bigger was the bequest that he passed on (if any) versus what it would have been without slaves?  How much of that bequest filtered down to me, among possibly dozens of his descendents.  Clearly this is a preposterous undertaking, especially at this late date.

Well then, why not force all white people to pay something to all black people?  This of course is the idea of collective guilt, an idea nearly as repulsive as slavery itself.  But let’s carry on with it anyway.  Now we have to decide who is a white person and who is black.  Does Barack Obama count, being half white and half black?  Is one quarter black enough?  One eighth?

Carrying on, where will the loot come from?  White people will have to reduce their consumption and/or savings.This will exacerbate unemployment, at least temporarily, and reduce future productivity.  What would black people do with the money?  Some would judiciously save and invest it but most would not.  I say this because studies have shown that the majority of the winners of large lottery prizes blow the money, unaccustomed as most of them are to saving and investing.  Most blacks, I contend, would blow their reparations windfall on short-term consumption and possibly, like many lottery winners, end up in debt to boot.

Let’s keep things in perspective.  Racism is a minor problem in our society compared to the crushing burden of the welfare-warfare state that we all bear.

My brief thoughts on Ferguson

  • When I first heard the ruling, a few hours after it had been announced, I checked the webpages of the international press. Only two outlets – Germany’s Der Spiegel and Al-Jazeera‘s Arabic language webpage (its English and Turkish language websites were different stories) – had front page headlines not highlighting the riots in the US. The Turkish and British media had the most extensive coverage of events when I checked them out (again, this was a couple of hours after the ruling was announced).
  • The United States has a racist past, and a racist present, that has yet to be fully addressed. Tocqueville saw this coming in 1825. Reparations for stolen labor is the only way I can see this issue being resolved. I don’t see anything that needs to be fixed about black culture. Black culture is an important component of the United States and its image abroad. Every kid in every Ghanaian village knows who 2Pac, Nas, and Jay-Z are, and as a result they implicitly respect the people of the United States. Every teenager in every Chinese city knows who 2Pac, Nas, and Jay-Z are, and as a result they implicitly respect the people of the United States.
  • Ending the War on Drugs will also go a long way to addressing the issue of state-sponsored oppression.
  • Affirmative Action is what you get when you try to address state-sponsored oppression through the legislative process rather than through the judicial process. Few, if any, blacks benefit from AA, and the few who do are highly educated and do not reflect the general population of blacks in the US.
  • Nationalizing policing duties, or giving Washington a more prominent role in policing matters, is a horrible idea that needs to die a thousand, painful deaths.
  • The people who loot and damage private property should be pursued and prosecuted to the fullest extent of the law.
  • There are few things that make me smile more than seeing a police car burning. I hope the bill comes out of the pensions – themselves extracted from the taxpayer by public sector unions – of policemen, though I know this will not happen.
  • I have seen a lot of white, Asian, and Hispanic faces at the protests. There are some blacks who have made a living in academia and in the activist world by claiming that non-blacks are more racist than blacks (“micro-aggression”). I hope these protests will convince the neutral black observer that racism is a structural issue in this country, not a cultural one. I think, through my own anecdotal experience, that most blacks are both neutral and implicitly understand that this is a structural issue.

Cold meetings at G-20

Hey gang, what’s up? World leaders meeting came to it’s logical end, so we can discuss that event. Seems that everything was as planned. Ukraine, sanctions, near East, China and koalas… And political rudeness. I know that Russian president isn’t in the stream of world love now, but rudeness is awkward – anyway. But we can’t decline that G-20 meeting was under his shadow. Just check your newspapers: Putin, Putin, rudeness, Putin and Obama, Putin and Merkel, Putin left G-20 before the end of the meeting, bla-bla-bla.

I have a couple of questions to all of you:

  1. What do you think about G-20 meeting? What can change in world after that?
  2. Do you think that political rudeness caused by lack of political will against strong Putin’s charisma and his ability to do as he want?

Nations, States, and Foreign Policy Fantasies

Below is my attempt to make sense of the world, especially that of the Middle East. It’s best viewed in tandem with two earlier posts on the subject, and deals with military intervention (as opposed to outright war).

This post concerns the issue of scholars, journalists, intelligent laymen, and activists continually evoking the nation-state as their point of reference for discussing and analyzing foreign affairs. Here are two general examples:

I don’t think all nation-states are morally equal.

And,

The list of nation-states involved in the Syrian fiasco are few in number.

This is logical as far as it goes, and there is something to be said for using the nation-state as a tool for better understanding the world around us, but in the post-colonial, developing world there are no nations attached to the states there.

Let me see if I can explain. The nation-state is a rare and parochial political unit found only in Europe and in parts of East Asia. Notice the hyphenation of the words “nation” and “state.” These are two very different concepts, and yet they are applied – together – nonchalantly in nearly every study or report to be found on international relations.

The interwar economist and patron saint of the present-day libertarian movement, Ludwig von Mises, studied nations after World War I out of a desire to better understand why large-scale violence occurs and how it can be prevented. I appeal to the authority of Mises on this matter because of the attempt by some libertarians today to simply disparage understandings of collectivist concepts such as “nation” with a brusque “the world is composed of individuals and nothing else, so your argument is invalid as well as incoherent.” It is true that individuals should be at the forefront of any question asked about society, but attempting to do so with tabula rasas won’t get you anywhere.

Here is Mises on nations, in the first chapter of his excellent 1919 book Nation, State, and Economy (pdf; and one of only two books I’ve read by Mises), making my point for me much better than I could ever hope to do:

If we wish to gain insight into the essence of nationality, we must proceed not from the nation but from the individual. We must ask ourselves what the national aspect of the individual person is and what determines his belonging to a particular nation. (34)

When a libertarian points out that the world is composed of individuals he is correct, but when he brushes aside any and all attempts to understand collectivist ideas such as nationalism he puts himself at an intellectual disadvantage. Perhaps this is because many libertarians, especially the post-Ron Paul 2008 ones, don’t want to think things through anymore. Perhaps it’s power they crave, rather than liberty and truth.

At any rate, Mises continues his thoughts on nationality with this sentence: “We then recognize immediately that this national aspect can be neither where he lives nor his attachment to a state. (34)” Nationalism isn’t even a phenomenon that can be tied to a specific geographical location, much less a specific state. (It’s worth noting that this is still the rough understanding of “nation” that sociologists and anthropologists have today. Many other theories about the “nation” have been swept away into the dustbin of history. I point this out because classical liberals tend to produce works that stand the test of time, and this is because of their commitment to the individual.) How can a conception of “nationhood” not be directly tied to territorial or political attachment?

I don’t claim to know, but here is how I break this recognition down. The tie-in to US foreign policy is coming, I promise.

The New World (Canada, the US and Latin America) is home to a small number of large republics that broke away from an imperial center at some point in the past. This is a very different arrangement from the large number of small nation-states in Europe and Japan/Korea mentioned earlier. There is no Brazilian nation to speak of. No American nation or Colombian nation to brag about. Only Brazilian, or American, or Colombian citizens are found in the republics of the New World.

While there are arguments to be made about the seriousness of nationalism in the New World republics, I don’t pay them much heed because the distinction between ‘citizen’ and ‘nation’ explains well Europe’s and Japan’s inability to assimilate immigrants as successfully as the republics of the New World.

The chronic bouts of fascism afflicting Latin America (and FDR’s United States) are largely the result of attempts to create a nation out of citizens.

In the Old World not consisting of Europe and Japan/Korea (i.e. the developing, post-colonial world), there is a small number of Western-educated elites who have been attempting, like the caudillos of Latin America, to create nations where there are none. These nation-builders are, consistent with their conformist Western education, national socialists. They borrow from liberalism its secularism but not its other laissez-faire underpinnings.

The advocates of Western military intervention, including Dr van de Haar and Dr Delacroix here at NOL, firmly believe that replacing the “bad” national socialists, such as Saddam Hussein, Hosni Mubarak, and Bashar al-Assad, with “good” national socialists will bring about viable, meaningful change in the region. Just sprinkle some fairy dust and – poof! – the new batch of national socialists will behave differently.

When pressed on this inevitable scenario, libertarian-ish military interventionists will renege on removing a dictatorship and replacing it with an alternative (which, again, will itself inevitably become a dictatorship). They recognize the futility of such an enterprise. Instead, they change tact and argue that a protracted bombing campaign would be a better option. This option, of course, has the effect of prolonging a conflict, which is blatantly at odds with the supposed humanitarianism of a military intervention in the first place.

The military interventionist simply assumes that a nation actually exists in these post-colonial, developing states, but nationhood is a concept that is limited to a small elite. An elite, I might add, that is just as illiberal as its Islamist (and other conservative) enemies.

Historians have long attributed the rise of the nation-state in Europe to wars and the absence of a hegemonic power. The decentralized nature of Eurasia’s backwater western region created the nations and states of Europe. Wars forced states to harness the potential of their citizens through political, economic and social nation-building. The lack of a hegemon forced these same states to compromise in otherwise uncompromisable situations.

Prolonging the war in Syria through a protracted bombing and arming campaign against ISIS, as military interventionists advocate, will not only keep the blood flowing, it will prevent a clear winner from emerging. “Humanitarian” intervention will prevent dialogue about what it means to be a nation. Indeed, it will prevent dialogue period.

If military interventionists truly want freedom and a lasting peace for the Middle East (and it is not clear that this is what they want) they would do well to stop relying upon the logical inconsistencies that they have fed to themselves over the past century. No amount of fairy dust or unicorn shit will be able to compensate for their fatal conceit.

What is missing from the Middle East is a vibrant sense of nationhood. It is no accident that the peoples in the Middle East with a strong sense of nationhood – the Turks, the Palestinians, the Kurds, and the Israelis – have had to fight for survival over the last 100 years or so to create, to retain, and to promote the cause of their nations.

Preventing dialogue, preventing compromise, and preventing victory in Syria by inadvertently playing different sides off on each other is not a humanitarian option. It’s not even a good “smart power” option. The military power of the West has been overrated for about a hundred years now. Its true power rests in the international institutions – international governmental organizations (IGOs) – it has been creating piecemeal over the past five hundred years. Also, open borders is an option that is never entertained by the international relations community (which is probably because it can only be implemented with some sort of political integration).
