The Meaning of Social Science: Ideology, Private Life, and the Internet

Social-science expertise has been missing from current discussions of government-led spying on private citizens and the proper role of government in general. Ideologies, which is to say gut reactions, have corrupted the public debate; but there is nevertheless a role for sociological analysis of these phenomena.

Social science in its modern form started as a mostly European effort to explain the origins of the horrible totalitarianism that engulfed Europe, and to deduce the structure of institutions that would prevent it from arising again. The Nazi, Soviet, and Fascist systems were all characterized by total State-control of all aspects of life, including the most private aspects of life. Whether the ostensible purpose was re-casting human nature into the ‘new Soviet man’ or an embodiment of the German ‘volk’, they quickly evolved into an apparatus for murdering large numbers of their citizenry. Of course the prospective victims had to be identified before they could be murdered. For this purpose a State apparatus of domestic spying and information-gathering was devised. Primitive by today’s standards, the forced wearing of Jewish stars and the forced confessions by purported enemies of the State were crudely effective in generating large numbers of victims. Social scientists asked ‘How did this happen? What can be done to prevent its recurrence?’

The essential answer to the first question, distilled from reams of scholarship, is: De-legitimization of private life. All the social space traditionally separating individuals from the State was systematically removed. Private enterprise was abolished. All universities and schools in Nazi Germany and the Soviet Union were taken over by government, run by political appointees, and staffed exclusively by those who would do their bidding. The same for the media, the churches (co-opted in Germany, eliminated in the Soviet Union), youth groups (Hitler Youth, Young Pioneers), and welfare organizations. All intermediary organizations that had previously functioned autonomously were either taken over by government, co-opted, intimidated into conformity, or forced out of existence. The sequence from privacy-deflation to total State control to mass murder progressed in roughly 15 years in the Soviet Union. In Nazi Germany, with more intensive propaganda and ‘education’, this sequence took only five years.

From this historical record, social scientists deduced that properly functioning democracies require lively intermediary organizations — churches, labor unions, 4-H clubs, PTAs, bowling clubs, whatever. Re-reading Tocqueville and Madison, social scientists re-discovered with these sages a high regard for such humble institutions (not that there were bowling clubs in Madison’s day, but you get the idea). The Austrian School (Hayek et al) added private enterprise to this list of freedom-enhancing entities. And from Vienna also came Lazarsfeld who posited ‘cross-pressures’ — conflicting loyalties — as the essential building-blocks of democracy. His big idea was that a healthy democracy needed unpredictability, where a person’s ethnicity, race, religion, education, or social class did not necessarily determine his voting preferences or consumer choices.

Since the 1970s, American and Western European societies have tolerated and even encouraged a progressive tribalization of their societies. Race, ethnicity, and sexual-identity have become increasingly salient in the distribution of government largesse, and consequently in the determination of political and consumer choices. Both public and private universities rely increasingly on government funding, and thus take their orders from the State, in research priorities, curricula, staffing, and extra-curricular activities. With some exceptions and counter-trends, the period since the 1970s has witnessed a progressive weakening of the autonomous mediating organizations that sociologists identified as essential to the working of democracy.

Separately, the growth of the Internet has deflated the private sphere, at first due in large part to the apparently voluntary choices of Internet users themselves. Only a few years ago the fad of the moment was 24/7 live webcams turned on oneself for the world to see. Now security cameras that do the same thing outdoors are all-pervasive. The collective mantra, highly promoted by the giant Internet companies, is ‘If you have nothing to hide, why be concerned?’ This is the tradeoff for ‘serving you better’. Mobile phones with geo-tracking are surely a great improvement in the quality of life, as is the proliferation of answers to life’s unanswered questions, and the blessings of instant communication. In return for all that, what does the loss of privacy matter?

I always doubted the business model of Internet-tracking. It never seemed plausible to me that a teen-ager with zits who happens to be in a drugstore is any more likely to buy zit-off after getting zapped with an ad on his geo-tracked mobile at that moment than if he weren’t zapped. The whole business of click-tracking, Web-tracking, and the like never made commercial sense to me. It was always hype — good for securing VC funding and not much else. But investors in these large-scale personal-data-gathering companies were not stupid. Behind our backs, these companies were getting paid by governments to sell users’ data. Their business model was not based on the supposed commercial utility of precise ad-targeting, but on secret NSA demands for indiscriminate personal data. Governments, under the banner of fighting terror, and shielded from Congressional or public scrutiny, have unlimited taxpayer funds to finance these transactions.

With the Snowden revelations, we now have a better understanding of the extent of Internet and telecom surveillance. Of course, this cannot have been a complete surprise. Nevertheless the near-universal scale of the surveillance, plus the technological capacity to sort and search the data, make for a real game-changer. As one security expert said in a recent interview:

The most shocking aspects of Edward Snowden’s courageous revelations is the scale of surveillance. Every one of us involved in this field, I think it’s fair to say, has not been surprised by what is possible but had assumed perhaps out of hope or fear that they were limited in what they did and were proportionate, and that although we didn’t believe they would just stick to terrorism they would not try to reach for everything.

But every single document, speech and slideshow shows that a bunch of juvenile lunatics have taken over the asylum and are drunk and exuberant on their capabilities to spy on everything all the time and that is what they want to do. They have lost every sort of moral compass and respect for civic values.

The problem is that many European countries, notably Britain but not exclusively Britain, have been complicit in these activities as a result of favours, trade or encouragement. Basically the NSA has, over years with Britain’s assistance, essentially tried to subvert companies and governments into a surveillance empire which is almost a supranational enterprise of their own.

The question is, to what end? As we know in sociology, not everything is what it seems. Just as the indiscriminate sweeping-up of personal data lacked a plausible commercial basis, though it still made business sense if the data were sold to government spy agencies, it is likewise implausible that all that data has much utility in fighting terror. What then is it good for?

I think that question has yet to be answered; that the answer will depend on what use the new owners of that data make of it. The meaning of the massive loss of privacy that has occurred is immanent, it will emerge as further events unfold. As far as I am aware, the central-conspiracy model does not fit the case. What we have is a set of disparate elements that as yet have not coalesced into any coherent order. Among these elements are the increasing tribalization of society, de-legitimizing of autonomous intermediary organizations, and deflation of the private sphere. These are exactly the conditions that gave rise to the totalitarian horrors of the mid-20th century. It does not appear that any current Western leader has it in him to become another Hitler or Stalin. But the elements are there, awaiting a moment — perhaps another terrorist attack or financial crisis — that will call forth a charismatic savior.

Yet one must be especially careful with historical analogies to avoid the ‘generals-fighting-the-last-war’ syndrome. Things are very different now, compared with analogous conditions 80 years ago. The greatly expanded human freedom, communication, and educational prospects empowered by the Internet may overwhelm the efforts of governments to use it as an instrument of State control. This will be a titanic struggle, with the outcome still unclear. And that’s where I’ll leave it for now, pending further sociological inquiry into what-all this may portend.

From the Comments: Populism, Big Banks and the Tyranny of Ambiguity

Andrew takes time to elaborate upon his support for Senator Elizabeth Warren, a Native American law professor from Harvard who often pines for the “little guy” in public forums. I loathe populism/fascism precisely because it is short on specifics and very, very long on generalities and emotional appeal. This ambiguity is precisely why fascist/populist movements lead societies down the road to cultural, economic and political stagnation. Andrew begins his defense of populism/fascism with this:

For example, I still have more trust in Warren than in almost anyone else in Congress to hold banks accountable to the rule of law.

Banks have been following the rule of law. This is the problem libertarians have been trying to point out for hundreds of years. See Dr Gibson on bank regulations and Dr Gibson again, along with Dr Foldvaryon alternatives. This is why you see so few bankers in jail. Libertarians point to institutional barriers that are put in place by legislators at the behest of a myriad of lobbying groups. Populists/fascists decry the results of the legislation and seek a faction to blame.

If you wanted to be thought of as an open-minded, fairly intelligent individual, which framework would you present to those who you wished to impress: the institutional one that libertarians identify as the culprit for the 2008 financial crisis or the ambiguous one that the populists wield?

And populism=fascism=nationalism is a daft oversimplification. I’ll grant that there’s often overlap between the three, but it’s far from total or inevitable overlap. Populists target their own countries’ elites all the time.

Sometimes oversimplification is a good thing, especially if it helps to clarify something (see, for example, Dr Delacroix’s work on free trade and the Law of Comparative Advantage). One of the hallmarks of fascism is its anti-elitism. Fascists tend to target elites in their own countries because they are a) easy and highly visible targets, b) usually employed in professions that require a great amount of technical know-how or traditional education and c) very open to foreign cultures and as such are often perceived as being connected to elites of foreign societies.

The anti-elitism of fascists/populists is something that libertarians don’t think about enough. Anti-elitism is by its very nature anti-individualistic, anti-education and anti-cooperative. You can tell it is all of these “antis” not because of the historical results that populism/fascism has bred, but because of its ambiguous arguments. Ambiguity, of course, is a populist’s greatest weapon. There is never any substance to be found in the arguments of the populist. No details. No clarity. Only easily identifiable problems (at best) or ad hominem attacks (at worst). Senator Warren is telling in this regard. She is known for her very public attacks on banks and the rich, but when pressed for details she never elaborates. And why should she? To do so would expose her public attacks to argument. It would create a spectacle out of the sacred. For example, Andrew writes:

Still, I’d rather have people like Warren establish a fuzzy and imperfect starting point for reform than let courtiers to the wealthy and affluent dictate policy because there’s no remotely viable counterpoint to their stances […] These doctrinaire free-market orthodoxies are where the libertarian movement loses me. There are just too many untrustworthy characters attached to that ship for me to jump on board.

Ambiguity is a better alternative than plainly stated and publicly published goals simply because there are “untrustworthy characters” associated with the latter? Why not seek plainly stated and publicly published alternatives rather than “fuzzy and imperfect starting points for reform”?

Andrew quotes a man in the street that happens to be made entirely of straw:

“Social Security has gone into the red, but instead of increasing the contribution ceiling and thoughtfully trimming benefits, let’s privatize the whole thing and encourage people to invest in my company’s private retirement accounts.”

Does the libertarian really argue that phasing out a government program implemented in the 1930s is good because it would force people to invest in his company’s private retirement accounts? I’ve never heard of such an example, but I may just be reading all the wrong stuff. Andrew could prove me wrong with a lead or two. There is more:

This ilk of concern trolls (think Megan McArdle: somewhat different emphasis, same general worldview) is one that I find thoroughly disgusting and untrustworthy and that I want absolutely no part in engaging in civil debate. Their positions are just too corrupt and outlandish to dignify with direct responses; I consider it better to marginalize them and instead engage adversaries who aren’t pushing the Overton Window to extremes that I consider bizarre and self-serving. They’re often operating from premises that a supermajority of Americans would find absurd or unconscionable, so I see no point to inviting shills and nutters into a debate […].

Megan McArdle is so “disgusting and untrustworthy” that her arguments are not even worth discussing? Her name is worth bringing up, of course, but her arguments are not? Ambiguity is the weapon of the majority’s tyranny, and our readers deserve better. They are not idiots (our readership is still too small!), and I think they deserve an explanation for why McArdle is not worthy of their time (aside from being a shill for the rich, of course).

I think populism/fascism is often attractive to dissatisfied and otherwise intelligent individuals largely because its ambiguous nature seems to provide people with answers to tough questions that they cannot (or will not) answer themselves. Elizabeth Warren’s own tough questions, on the Senate Banking Committee, revolve around pestering banks for supposedly (supposedly) laundering money to drug lords and terrorists:

“What does it take, how many billions of dollars do you have to launder from drug lords and how many economic sanctions do you have to violate before someone will consider shutting down a financial institution?” Warren asked at a Banking Committee hearing on money laundering.

Notice how the populist/fascist simply takes the laws in place for granted (so long as they serve her desires)? The libertarian would ask not if the banks were doing something illegally, but why there are laws in place that prohibit individuals and organizations from making monetary transactions in the first place.

Senator Warren’s assumptions highlight well the difference between the ideologies of populism/fascism and libertarianism: One ideology thinks bludgeoning unpopular factions is perfectly acceptable. The other would defend an unpopular faction as if it were its own; indeed, as if its own freedom were tied up to the freedom of the faction under attack.

What was the world’s reaction to Kristallnacht?

Der Spiegel has a fascinating article on the reaction of European diplomats to Kristallnacht. Among the gems:

The diplomats almost unanimously condemned the murders and acts of violence and destructions […] Many diplomatic missions were already in contact with victims because men from the SS and the SA, Nazi Party officials and members of the Hitler Youth were also harassing foreign Jews who lived in Germany […] Although there was some looting, many diplomats, like Finnish representative Aarne Wuorimaa, reported on “withering criticism” from members of the public. According to Wuorimaa, “As a German, I am ashamed” was a “remark that was heard very frequently.” However, the reports generally do not delve into whether the critics fundamentally rejected the disenfranchisement of the Jews in general or just the Nazis’ brutal methods.

Again, read the whole article. It’s absolutely fascinating. One thing the article just barely touches on, but highlights well (if you know what to look for) is what foreign governments didn’t do. Der Spiegel, a center-Left publication, highlights the lack of sanctions and other diplomatic posturing, but this is, in true center-Left fashion, complete garbage. If you read the article closely you can see what the world should have done. Indeed, you can see what the world should have been doing all along. It is a testament to not only libertarianism’s moral clarity but also the creed’s humility. Observe:

Most of all, however, the borders of almost all countries remained largely closed for the roughly 400,000 Jewish Germans.

This is an important fact. Der Spiegel implicitly recognizes it, too, but the article fails to elaborate any further upon it, as if the benefits of open borders and their ability to ward off tyranny speaks for itself. The lack of open borders, of course, coincides nicely with the policies of Franklin D Roosevelt and his fellow fascists. Closing off the borders to immigration and arbitrary numbers of goods and services is a cookie cutter example of authoritarianism.

This brings me to my Tuesday morning rant: I can’t stand the fact that libertarians are proud of their ignorance in regards to what they read. I can’t count the number of times a libertarian has disparaged a center-Left outfit (to name one example) because he doesn’t agree with it. Libertarians should be reading everything and looking for the libertarianism inherent in it. When the libertarianism is found, point it out. If it cannot be found, point out the inherent authoritarianism in it (Dr Gibson always provides excellent examples in this regard). But do not avoid reading it simply because you do not agree with it. Ignorance, after all, is no strength.

The Federal Shutdown, the Debt Ceiling and an Extremist’s Morning After

The fake government “shutdown” is already over. I hardly had time to enjoy it. I was just beginning to make a list of federal services that are “non-essential” according to the federal government itself. I was kind of hoping that the EPA, for example, would bite the dust. I does not seem fair.

The debt ceiling problem is also dealt with for the time being. It’s another expression of the same underlying problem that led to the “shutdown.” (See below.)

OK, after the crisis that just ended temporarily, it feels to conservatives like Great Britain in August 1944. The Luftwaffe rules the skies. Our few remaining pilots keep getting shot down. Our central city is bombed nightly. Everyone else who is civilized has already folded. Nightly, they are opening the Champagne in Berlin. We stand alone. It does not mean that we are wrong to stand.

Still, it also feels like the morning after. Time to look into it.

The so-called crisis is suspended for about four months. Nothing is solved. The Republicans collectively took a public opinion drubbing, it’s true. Speaking for myself, I will repeat what I said earlier: I am not attached to the Republican Party. I care only about limited government conservatism. Until now, the Republican Party was a not-so-bad vehicle for that view of the world. If it does not have the backbone to carry it further, so be it. Yes, I think that even if there is no other likely large vehicle in sight. I want to avoid pointless imaginings about my meaning by saying it clearly: What I fear most is not just another electoral defeat but a meaningless and useless electoral defeat such as the Republican Party suffered in the last presidentials. What hurts the most is the large number of nominal Republicans who just stayed home. Gov. Romney’s program was not the hill you want to die for. Gov. Romney was not the kind of commander who could induce you to die for that hill.

Here is the central conservative issue in a capsule. The phony government shutdown and the reappearing debt ceiling issue are parts of the same dark cloud:

A federal government that is deeply and routinely corrupt as well as shockingly incompetent keeps borrowing mindlessly to sustain the ordinary business of government.

It’s despotic; its’ a waste of resources; most of all, it’s immoral.

The mindless, nearly automatic borrowing is the worst part.

Myself, I think that I, my children and the federal government should only borrow under two circumstances:

  1. When the loan is to be applied directly to the acquisition of a tool that will contribute to greater earnings in the proximate future. I use the word “tool” liberally. Better freeways, for example, could easily qualify.
  2. When there is a strong presumption that we will earn more tomorrow . That’s with or without the condition in 1 above. This is separate. In the case of a country, for example demographic growth may by itself create such a presumption.

The present federal government’s borrowing fulfills neither condition. It’s borrowing to meet everyday expense. It’s as if I borrowed to buy bread for my lunch sandwich. There is also no reason so far to believe that the United States economy will grow a great deal tomorrow. (This could change the day after tomorrow if we had, for example, sudden access to new cheap energy. The Obama administration is doing its best to prevent precisely this from happening – Makes you think along dark lines, doesn ‘t it?)

Routine even legal, systemic federal government corruption: The widow of (wealthy) Senator Lautenberg received $174,000 from Congress because her husband took the trouble to die while in office. (WSJ 10/18/13, p. A12)

Federal Government incompetence: See the health insurance exchanges, in preparation for four years! Enough said! Note: I am not sure whether I am more afraid that its implementation will succeed or that it will continue to fail in exemplary fashion.

Mindless federal borrowing: It has become an integral part of the culture that the government must borrow to live. I said “integral part of the culture.” Below, an illustration I could not invent if I wanted to.

Larry Fink is the CEO of BlackRock, by some defensible measure, the largest investment firm in the world. Mr Fink said 10/16/13 or 10/17/13 (WSJ):

I have been in this business for 37 years. For 34 years I did not know there was such a thing as a debt ceiling.

Our point exactly! One of the highest placed business executives in the land takes government borrowing so much for granted that he does not know it’s subject to Congress-imposed limitations. He even sounds incensed when he learns the truth.

That’s what makes us conservatives, “extremists.”

Why do I care? I care because, unless there is another wave of fast economic growth lasting for several years, we are guaranteeing that our children and grand children will live in poverty. It’s wrong; it’s immoral.

And then, there is the growing phoniness of the public discourse including discourse by the mainstream privately owned press.

During the two days following the cessation of the pretend-government “shutdown,” the main media are eager to pretend that the multitudes feel great relief. They talk as if the average folks out there had experienced tremendous suffering because federal non-essentials were furloughed. I, for one, feel no relief at all. I don’t know anyone who does. (Agree, it’s an unsystematic sample but it’s a sample.) This is all the media’s deliberate exaggeration or a misplaced identification with federal public servants. It’s becoming more and more obvious that such public servants are overpaid and that they enjoy too many unearned privileges. (State public servants also, in some states, such as mine, California.) I don’t identify. It pisses me off. The more I know, the more pissed off I am.

They, the mainstream media, echo dumbly the noises coming from the administration about the alleged “costs” of the “shutdown” to the national economy. No one takes the trouble to do a net calculus, even to raise the issue of a net calculus. Isn’t it true that for each day certain federal bureaucracies are unable to do their job, some of the main producers in the nation are better able to produce? Again, the EPA comes to mind. And the IRS, of course. And a number of federal agencies whose names I don’t even know.

Besides, it’s an empty formula, a truism that (theoretical) wealth that fails to be produced usually is not regained, as the administration says gravely.

N. S. ! That’s what happens with Columbus Day and with Presidents’ Day, for example. (When only public servants and bank employees don’t work. When nearly the whole private sector keeps on producing wealth.) Why not cancel both holidays if non-production is a cause for worry? Why not make federal public servants come to work on both days if the president is worried? He only need issue an executive order. Bet you, he won’t even mention the possibility. And why do I have to state the obvious? Why aren’t the media doing their job? Have they been hypnotized? And, I almost forgot: if the president loses sleep over the missed production of federal employees, he could imitate the French in reverse and institute the federal forty-four hours work week. Would anyone notice?

Something else does not add up in the media’s discourse. For days, during the so-called “shutdown,” both administration officials and supposedly independent pundits threatened us with a world economic abyss because of number of non-essential federal employees were prevented from going to work. (I am not making this up; I am not exaggerating that we were told this ad nauseum; go back to those recent days, you will be amazed.) Yet, the day he current agreement is announced, the day we jumped form the edge of the supposed abyss, the markets reacted limply. The Dow Jones Industrial gained a lackluster 175 points that day. Now, that’s nice; it’s a gain for sure. However it’s no more of a gain than happens, for example, when the international price of the oil barrel comes down by ten dollars. The next day, the Dow Jones was flat. Trouble over; no big deal after all. Forget what we said yesterday. Forget the alarm. We were just kidding!

The Republican cave-in saves us from falling into the Grand Canyon and the market gives us a small hot dogs party by way of celebration! Does it make sense?

President Obama’s deftness never ceases to amaze me. No mistake seems to stick to him. On the day of the agreement, he declared that the new debt ceiling is not really debt. No one in the mainstream press questioned this absurd statement. Let me repeat, by the way, that I don’t think he is lying. He really does not know better. Academia is overflowing with his type of intelligent ignorance.

Perhaps, I am not grasping what’s going on, culturally. Perhaps, the reservoir of white American guilt concerning the long atrocity that was slavery, concerning racial segregation and discrimination also, is far from exhausted. Perhaps, the president can write checks on this for a long time to come. Or maybe, as Rush Limbaugh suggested, he struck a giant chord with the millions by giving them a chance to see themselves as victims. If you are a victim, almost any grotesque behavior is permissible. Soon only my wife, our grown children and I will be the only non-victims left in America. It will be a lonely existence. And, I wonder how long we will be able to support the victims because two of us are long retired (thus mirroring American demographics to come).

At one point one of Mr Obama’s servants referred gravely to the global reputational damage the shutdown has caused to the United States. (I don’t remember exactly who or when but I heard it with my own ears.) The “red line” in Syria about using chemical weapons does not in any way affect the credibility of the US, I suppose. The hundreds of civilians who died from chemical weapons died and all is forgiven. In the words of Pres. Obama’s former Secretary of State, “What difference does it make now?”

The day after the agreement the president gave another speech in which he advised those who don’t like something to just win elections in order to be able to change the something. I don’t think it was mistake. It was Freudian slip. President Obama does not believe that tea party Senators and Representatives who oppose him so tenaciously were just as elected as he was. It sounds familiar to me because I know history rather well and French history very well. The weakling tyrant, Louis-Napoleon, the Emperor Napoleon the Third (there was no Second) was initially elected. His supporters really thought that if you were elected by a sizable majority, you were morally allowed to do anything. They thought that was democracy. Thus do we drift fast toward a one-party state. I warned about this a long time ago, before Mr Obama was even elected. (See also on this blog: “Fascism Explained“)

The unspeakable Senate Democratic leader Harry Reid said after the agreement was reached: “This is a time for reconciliation.” I don’t think so. I hope not.

Несколько слов про Сирию

Не знаю как у вас там, а у нас, у большинства населения, вполне четая позиция по этому вопросу. Лично я считаю, что не надо вообще туда к ним лезть, в их закрытый мусульманский мир. Пусть живут по своим законам и сами решают свои проблемы.

Далеко за примерами ходить не надо. Достаточно вспомнить военные вмешательства во Вьетнам, в Ирак, в Чечню, в Афганистан. Попытки железной рукой пресечь конфликт вылились в многолетнюю затяжную войну с бандформированиями, в партизанское движение, в террористические акты по всему миру. Возникает вопрос: надо ли оно нам дальше? Я конечно понимаю Обаму, для которого Сирия – это как болячка на демократическом теле, которую постоянно расковыривают, и которая не дает покоя. И, казалось бы, если влезть туда “всем миром”, можно террористическую заразу подавить. Ха-ха-ха. На словах все получается гораздо радужнее, чем в реальности.

“Война это плохо. Поэтому мы вторгнемся в Сирию, как великие демократы и покажем им всем огнем и мечом, что убивать друг друга – это грех”. Окей. Если такая позиция кого-то устраивает – пусть так оно и будет. Только после того как очередные террористы взорвут очередные торговые центры – не надо плакать. Сами виноваты.

В России, повторюсь, позиция по Сирийскому конфликту весьма четкая, так как мы до сих пор пытаемся решить собственные конфликты с Чечней. И каждый год мы теряем солдат, которые подрываются на очередных минах, расстреливаются в засадах, погибают где-то в горных лесах, преследуя очередной бородатый отряд партизан-горцев.

У нас в России весьма двойственное отношение к нашему президенту. Его вроде как и любят и не любят одновременно. Однако его письмо в New York Times с разъяснением позиции России по поводу Сирии вызвало у нас в стране волну одобрения. Применять силу нужно лишь для самообороны, для отстаивания независимости СВОЕГО государства, и для охраны его границ. А вторгаться в другие страны и насаждать там свои порядки – это неправильно. Каждый живет как умеет.

Предвижу некоторое количество комментариев на тему того, как русские вторглись в Осетию в августе 2008 года и принудили Грузию к миру в коротком вооруженном конфликте. Так вот, там была слегка другая ситуация. Прочитайте статьи на Википедии об этом конфликте, прежде чем набрасываться меня с обвинениями в двойных стандартах.

Oh hell yes, Philadelphians being racist, corrupt and belligerent again

Of course this happened in Philadelphia. It’s a derpfest: an immigrant from Uganda running a dive bar and getting behind on his taxes, yuppies moving into the neighborhood and then expressing shock, shock! that there’s a dive bar in their part of West Philadelphia, probably some selective law and code enforcement, and accusations of racism.

No party to this mess is holy. Just look at who they are: Noel “I want to pay my taxes if I have the money” Karasanyi; a bunch of whiny SWPL agitators who colonized Karasanyi’s neighborhood on the bizarre expectation that, being in West Philadelphia, it would be clean and orderly; the Philadelphia Police, Streets, Licenses and Inspections, and Revenue Departments; the Pennsylvania Liquor Control Board and its investigative arm in the State Police. The Karasanyi bar empire is a tar baby; all who touch it will be licking sticky off their fingers for years to come, and it will be just as pretty a sight as the New 3rd World Lounge. This is high quality, multilevel sleaze in one of America’s most delightfully vulgar cities.

My guess is that racism is only one of two major components to this donnybrook. The race of Karasanyi’s clientele must put the white neighbors on edge, but they’d be awfully sore about the local Irish bruisers if they had instead colonized White Kensington and found themselves trying to abate their dive bars. I know some raunchy Irish girls from the Northeast, and believe me, they are NOT bashful about pissing in the streets. It’s just one of those things that seems reasonable and expedient at the time, kind of like decking one’s boyfriend because he was being a lying cheating douchebag again. These things are a lot more reliable than access to toilets in Philadelphia’s rundown neighborhoods, but let’s not dwell on structural contributors to the filth. It’s obviously less gross when bougies do that kind of thing in Old City and Manayunk. For they, and as a consequence their favorite clubs, have lots of money, a solvent much more universal than urine.

This Karasanyi/Spruce Hill Association spat isn’t just about racial fears and animosities. It’s also about abatement of the poors. The Spruce Hill activists bought into a very depressed and dilapidated housing market in a very poor neighborhood, knowing full well that their new property was in the midst of a miles-wide swath of decay and dysfunction stretching into the suburbs (Karasanyi’s current hometown, Yeadon, is pretty crappy itself), and now they’re sore that Karasanyi’s dive bars are getting in the way of their efforts to inflate their real estate prices. If anyone in that part of the roaring forties had adverse possession of the neighborhood, it was Karasanyi and his clients. They were there first. The Johnny-come-lately SWPL aren’t happy about this, but colonists never are happy when there are natives squatting on their land.

Here’s why I say that this spat isn’t just about race. Some family friends who lived in East Falls at the time were involved in a prolonged effort to abate their own local nuisance bar, the Four Horsemen. As far as I know, every party to the fight over the Four Horsemen was white, except for Michael Nutter. Nutter was drawn in because he was then the city councilor representing East Falls. Ed Rendell and Arlen Specter were drawn in as powerful politicians who happened to live just up the hill, in a much nicer part of East Falls. All three of them came down on the Four Horsemen and demanded that its owner clean house so that its customers weren’t spilling out at 2:30 am, yelling obscenities at the top of their lungs, leaving trash all over the neighborhood, kicking in the windows of strangers’ cars because they were mad at their girlfriends, that kind of thing. Nutter, Rendell, Specter and the PLCB couldn’t do anything about Lunchbox, the dimwitted neighbor kid who stumbled into cars all the time when he played football in the streets, but they were able to scare some sense into the Four Horsemen, and into its protectors in the Philadelphia Police Department’s 39th District.

Kind of. Your activist friends never had as much fun with “intersectionality” as the 39th District did when its notoriously crooked cops were hired to moonlight at a bar named after four of their former colleagues who had been drummed out of the department for official corruption and brutality. The real Four Horsemen were some of the PPD’s worst. These guys were so bad that they went to prison for police misconduct, and were subsequently honored with their very own dive bar.

One of the police commanders who was assigned to the 39th District in the midst of this mess, a Captain Glenn, tried to nip the snitching against the Four Horsemen in the bud by using a Neighborhood Watch volunteer contact information sheet to call one of our family friends at home and harass him for bringing state authorities into the fray. It seems that Captain Glenn wasn’t so much in the pocket of the Four Horsemen as he was annoyed by the barrage of correspondence from and meetings with people more powerful than he over a nuisance bar. So he got this friend of ours on the phone and menacingly told him, “I’m getting heat from above, and I do not like getting heat from above.”

Our friend put the Captain in his place: “You listen to me: I’m a lieutenant in the United States Army, and you DO NOT talk to a lieutenant in the United States Army that way!” The commanding officer of one of the city’s dirtiest police districts was reduced to gibberish by a guy he was trying to intimidate over the phone. Philadelphia is a city of piss and vinegar.

Vinegar in its citizens’ blood.

Path Dependency and the Republican Party

Let’s apply path dependency to the plight of the national Republican Party and see where it takes us:

Writing in Fortune in the run-up to the 1962 congressional elections, Max Ways asked, “Is Republicanism a Losing Cause?” Arguing at the height of JFK’s popularity that there was nothing wrong with the party’s two main convictions, namely that individual liberty is best served by a strong, yet limited, federal government, and that “market capitalism is a beneficent force in the world,” Ways insisted that Republicans would never “reinvigorate their party so long as they let the Democrats set the terms of battle.”

After a drubbing in the 1964 election, the party was able to set the terms of battle as America’s cities burned and the war in Vietnam headlined the evening news. In Ronald Reagan, the party’s reinvigoration was complete. His ability to communicate the party’s convictions and win elections suggested that Republican dominance of the White House might be sustained. It wasn’t. But even in the aftermath of defeat, in 1992, the party could take solace in Bill Clinton’s declaration that the era of Big Government was over. Perhaps the party had truly won the battle of ideas.

But now the Republican Party has come full circle, and is again in crisis, having suffered defeat in the popular vote in five of the past six presidential elections. As was the case in 1962, there is no end to prescriptions for saving the GOP. To the accumulating heap of advice, I add this to the pile: Consider path dependency before formulating policy, conducting politics, and making appeals to voters.

California’s Republican Governor Arnold Schwarzenegger famously promised to “blow up” the boxes of a bloated government in Sacramento—and then not much happened. At the national level, Republicans have been promising to repeal, dissolve, and defund laws, agencies, and programs since the 1930s, with little overall success, notwithstanding the odd victory here and there. The yearning to begin anew may be alluring, but there ain’t no going back.

In rhetoric, Republican Party leaders still call for ratcheting back Leviathan, at least on the economic front. Yet, just as Governor Schwarzenegger did, they falter when it comes to actually blowing up the boxes of government. Republicans make poor revolutionaries. At the same time, they seem to have eschewed democratic politics as a means to their ends. Perhaps, in their view, playing politics would constitute an exercise in making “socialism” more efficient, in which they allegedly hold no interest. But by failing to reconcile ideas and ideals with path dependent history, the party is becoming ever more out of touch.

Gaining an appreciation for path dependency may help the party connect with voters: a prerequisite to articulating effectively a vision of a political economy based on individual liberty, limited government, and market capitalism. After all, if no one is listening, it doesn’t really matter what you might be saying.

Another problem: It’s rather difficult to figure out what the Republican Party stands for these days. Since the 1980s, its calls for racheting back Big Government have been long on promising a return to some ideal state and short on mapping a pragmatic path toward reining in the actually existing state. Interestingly, the rhetoric heats up when the party is out of power, casting doubt on the sincerity of those spouting it. When they have occupied the Oval Office, Republicans have had no less a penchant increasing the size and scope of government than the Democrats they accuse of being enthusiasts for socialism. The Bush administration used the crisis of 9/11 to increase government surveillance of private citizens and expand Washington’s interventions overseas. The crisis of the Great Recession served as occasion to bail out Wall Street. Indeed, in economic terms, Republicanism has come full circle, not from the free soil, free labor, and free men days of Lincoln, but from the Gilded Age. Where the rubber hits the road, that is, in terms of implementation, there is little evidence that the Republican Party holds individual liberty, limited government, and market capitalism as core convictions. But let’s stipulate, for the sake of this post, that Republicanism at its core remains grounded in the two main convictions identified by Mr. Ways.

So how might a consideration of path dependency help to right the listing Republican ship?

In a previous post, I applauded Daron Acemoglu and James A. Robinson for their effective deployment of path dependency in Why Nations Fail: The Origins of Power, Prosperity, and PovertyThey showed that “critical junctures” that disrupt the existing political and economic balance in society launch nations down their respective dependent paths. And once embarked on a dependent path, the weight of history makes it extremely difficult for a nation to change course.

In America, as Robert Higgs has shown, two world wars, with a great depression sandwiched in between, constituted the critical junctures—or critical episodes, as he calls them—that resulted in an immense expansion in the scale and scope of the U.S. government. With the passage of time, the American people have accepted most aspects of Leviathan—especially when it comes to social insurance—as the norm. In Higg’s view, there is no going back because the federal government’s responses to successive crises engendered a sea shift in ideology among the people. Writing in 1987, Higgs doubted that the Reagan Revolution would live up to its billing. And he was spot on.

For an intraparty conversation on the appropriate scale and scope of government to be productive and persuasive, it ought to begin with coming to terms with the state as it “really is” and reflecting on how it came to be (including the many contributions of all postwar Republican administrations to expanding said state).

Take Social Security. Opposed on the Right, it was passed in a form that didn’t please the Left. But over the years, Social Security expanded in scope and size under Democratic and Republican administrations alike. It’s now been around for more than 75 years. Talk of entitlement reform as Baby Boomers age, at least in terms of assessing, funding, and perhaps adjusting future liabilities? Absolutely. But apocalyptic talk of Social Security’s impending bankruptcy as prelude to overhauling this mainstay of middle-class entitlements surely has lost more votes than it has gained. And to what end? Leaving aside the question of individual liberty, replacing mandated contributions to a government plan with mandated contributions to private ones introduces risk for which future retirees seemingly have no appetite. Path dependency does not mean that all doors to reform are shut for all time. But Republicans have little hope of blowing up this box.

So, what to do? First, acquire a deep appreciation for the path dependencies embedded in America’s laws, regulations, policies, and political institutions. Use the exercise to identify potentially winning issues that align with core convictions, as stipulated. Then embrace the democratic process as a platform from which to win hearts and minds and accomplish realistic goals.

Quentin Skinner on Liberty and Security

I think it very important that the mere fact of there being surveillance takes away liberty. The response of those who are worried about surveillance has so far been too much couched, it seems to me, in terms of the violation of the right to privacy. Of course it’s true that my privacy has been violated if someone is reading my emails without my knowledge. But my point is that my liberty is also being violated, and not merely by the fact that someone is reading my emails but also by the fact that someone has the power to do so should they choose. We have to insist that this in itself takes away liberty because it leaves us at the mercy of arbitrary power. It’s no use those who have possession of this power promising that they won’t necessarily use it, or will use it only for the common good. What is offensive to liberty is the very existence of such arbitrary power.

Read the whole interview. Dr Skinner is an eminent scholar in the history of Western thought, particularly liberal thought (though I seem to remember reading a book by him on Marx…). Although I don’t think he is an outright libertarian, he is definitely a civil libertarian and in the interview he seems to hold the same view of corporations that most libertarians have.

I guess it’s worth noting here that liberalism and libertarianism are basically the same thing (liber is a Latin word that means ‘free not slave’). In the US, conservatives are actually conserving one branch of liberal thought, and liberals are holding down another branch of liberal thought. This is true in Canada and Australia/New Zealand as well, but in much of the rest of the world, conservatives are monarchists and Leftists are fascists of one stripe or another.

Le treize Juillet 2013, Zimmerman etait acquitte. Je brosse ci-dessous ls principaux faits de la suite de cette affaire. Je mele a cette description mes commentaires et mes opinions, en caracteres gras.

La victime

Ce n’etait pas le jeune garçon joufflu que TV5 – la chaine francophone internationale – a eu l’outrecuidance (ou la betise) de montrer mais un adolescent de dix-sept ans, plutot grand, bine bati. Il aurait pu facilement faire du mal a l’inculpe. (Je ne sais pas s’il l’a fait, bien sur mais il en etait capable, physiquement), un homme un peu courtaud. La main-courante de son ecole indique que Martin etait un petit deliquant, un voleur pour etre precis. Il n’etait pas particulierement pauvre. Lors de sa rencontre fatidique avec l’inculpe il rendait visite a son pere divorce dans un quartier residentiel economiquement un peu superieur a la moyenne.

Lors d’une breve conversation telephonique avec une de ses amies le soir de sa mort, la victime a brievement employe un terme raciste anti-Blanc (“Cracka”).

No Capitalism Means No Peace: Egypt Edition

I just briefly touched on this in an earlier post, but I thought I’d bring in another perspective to shore up my argument. Fraser Nelson, writing in the UK’s Telegraph, explains some of the important differences between freedom and democracy:

While the West was celebrating Egypt joining the comity of democratic nations, Egyptians themselves were sliding into an economic abyss, with terrifying shortages of fuel, food and security. Sectarian violence has been thrown into the mix, with persecution of the Coptic Christians followed by Sunni v Shia strife. The murder rate trebled. Things were falling apart, which is why the generals were welcomed back.

But the Arab Spring was a demand for freedom, not necessarily democracy – and the distinction between the two is crucial. Take, for example, the case of Mohammed Bouazizi, who started this chain of events by burning himself alive on a Tunisian street market two years ago. As his family attest, he had no interest in politics. The freedom he wanted was the right to buy and sell, and to build his business without having to pay bribes to the police or fear having his goods confiscated at random. If he was a martyr to anything, it was to capitalism […]

The narrative of a 1989-style revolution in hope of regime change seemed so compelling to foreigners that there was little appetite for further explanation. But […] this was a protest for the basic freedom to own and acquire ras el mel, or capital.

Read the rest. I think it is pertinent to note that liberalism (the institutional face of capitalism) was murdered by British imperialism in its infancy (“Egyptian freedom means no more British imperialism, therefore…”).

The people of the Middle East will not get out of the rut they are in until there is a revolution of ideas in their societies. The demand for liberal ideas is certainly there, but Western imperialism provides a convenient scapegoat for authoritarians in the region. Western imperialism is different from Russian, or Persian, or Turkish, imperialism because the Arab public holds the West to a higher standard than other states. It’s time we started doing the same: remove all troops and military equipment owned and operated by the United States from the region.

This will lead to the rapid disappearance of the Islamist monarchies our government protects, and will open up the region to important dialogue. As long as the US military remains in the region, though, the Middle East will not taste freedom. Imperialism is antithetical to freedom, as both the society funding imperial projects and the society being forced to receive imperial projects are coerced in the name of central planning.

Buddhist Leaders Call on Myanmar to Expel Muslims

From the New York Times:

After a ritual prayer atoning for past sins, Ashin Wirathu, a Buddhist monk with a rock-star following in Myanmar, sat before an overflowing crowd of thousands of devotees and launched into a rant against what he called “the enemy” — the country’s Muslim minority.

“You can be full of kindness and love, but you cannot sleep next to a mad dog,” Ashin Wirathu said, referring to Muslims.

There is much more in the piece, including this:

[…] images of rampaging Burmese Buddhists carrying swords and the vituperative sermons of monks like Ashin Wirathu have underlined the rise of extreme Buddhism in Myanmar — and revealed a darker side of the country’s greater freedoms after decades of military rule. Buddhist lynch mobs have killed more than 200 Muslims and forced more than 150,000 people, mostly Muslims, from their homes.

Ashin Wirathu denies any role in the riots. But his critics say that at the very least his anti-Muslim preaching is helping to inspire the violence.

What began last year on the fringes of Burmese society has grown into a nationwide movement whose agenda now includes boycotts of Muslim-made goods. Its message is spreading through regular sermons across the country that draw thousands of people and through widely distributed DVDs of those talks. Buddhist monasteries associated with the movement are also opening community centers and a Sunday school program for 60,000 Buddhist children nationwide.

This bad news is, of course, contradictory to everything Dr Delacroix and other imperialists have written on the subject of religious extremism. Imperialists in this century like to pretend that Islam has suddenly appeared to take the place of communism as the preeminent threat to peace and prosperity in the world. They point to violence, poverty and state-sponsored oppression as examples of Islam’s inherent incompatibility with the liberal world order.

This is all anecdotal evidence. There is nothing inherently violent about Islam. All religions are equally authoritarian at their core.

I pull two things from this piece: 1) it reaffirms my commitment to secular government and 2) it reconfirms my skepticism of democracy. These two things go hand-in-hand, of course.

A government that decides to adhere to one religion is necessarily going to oppress those it does not sponsor. This is easy enough for our Western readers to understand, but it is an argument that does not have nearly enough clout in the non-Western world (you could perhaps exclude China from this list, and India has essentially been Westernized; New Delhi even has its own condescending policy towards its indigenous minorities).

The democratic aspect, too, should be familiar to Western readers. Democracy needs restraints, and lots of them. The reasons for this are practically infinite, but suffice it to say here going to war in the name of democracy is a foolish, morally horrendous thing to do. The fact that imperialists today often shroud their lust for power in terms of democracy speaks volumes about the immoral nature of their worldview. (h/t Eugene Volokh)

What I’ve Been Reading

Hello all. Apologies in advance for not posting more often since graduation. I’ve been reading a lot of books lately, rather than stuff on the internet, so I haven’t had much to link to lately.

Here is a list of a few books I have been working on:

  • 1493: Uncovering the New World Columbus Created by the science journalist Charles C Mann. I know I’ve blogged about this book before, but I’ve finally got a little bit of free time to hunker down and read the whole thing. I’m about halfway through and it’s really good.
  • Mastering Space: Hegemony, Territory and International Political Economy by the Marxist political geographers John Agnew and Stuart Corbridge. This is a pretty crummy book, but it was recommended because of some good critiques of the IMF and the World Bank that it supposedly has. I’ll keep ploughing through and hope for the best.
  • The Embarrassment of Riches: An Interpretation of Dutch Culture in the Golden Age by the historian Simon Schama. This is a very well-written book about Dutch culture (not Culture) in the seventeenth century and so far I have not been disappointed. Schama eschews the political and economic aspects of the Dutch republic in favor of examining the everyday lives of its citizens.
  • Democracy in Botswana which is edited by John D Holm and Patrick Molutsi. I picked this up for a research project I was doing last quarter and have not been able to let it go yet. It brings together a compendium of talks given at a conference held in Gaborone in 1989 to assess Botswana’s current status in the world, in sub-Saharan Africa and according to the citizens of Botswana.

Of the four books, I’d recommend 1493 to the intelligent layman, but the other three are definitely tough slogging.

Istanbul: The Protests

A moderately Islamist government has been in power in Turkey for about 10 years now. Over the weekend it faced its first stern test. One brave Turkish blogger has decided to reach out to the rest of the world:

No newspaper, no television channel was there to report the protest. It was a complete media black out.

But the police arrived with water cannon vehicles and pepper spray.  They chased the crowds out of the park.

In the evening of May 31st the number of protesters multiplied. So did the number of police forces around the park. Meanwhile local government of Istanbul shut down all the ways leading up to Taksim square where the Gezi Park is located. The metro was shut down, ferries were cancelled, roads were blocked.

Yet more and more people made their way up to the center of the city by walking.

They came from all around Istanbul. They came from all different backgrounds, different ideologies, different religions. They all gathered to prevent the demolition of something bigger than the park:

The right to live as honorable citizens of this country.

Read the rest. Hurriyet, one of Turkey’s best media outlets, has been doing an excellent job covering events after the fact. Their English-language site is here, and I recommend reading the site on a daily basis (even after the violence is over).

Here is my two cents: the Erdogan government (the Islamist one) put one too many straws upon the camel’s back. Ankara simply took too many liberties when it came to regulating the cultural and material life of the Turkish people. Too many blasphemy laws and too many clothing restrictions, coupled with too poor an economic performance made these protests inevitable. The harsh crackdown on an otherwise free people ensured violence and larger protests.

By the way, Turkey’s first post-Ottoman government, headed by the ardent secularist and Europhile, Mustafa Kemal Ataturk, also insisted on regulating the cultural and material lives of Turkish citizens, so Islam has nothing to do with this (check out our many discussions we’ve had here on the blog on this).

Rather, the “authoritarianism lite” of the Turkish state has more to do with its status as a post-colonial imperial state and a Cold War pawn than it does with any inherent cultural traits of the Turkish people or of the Islamic faith.

Genocidio(s) y modernidades múltiples

La tipificación del delito de genocidio por el derecho internacional -occidental y dominante- en Guatemala es un delito que comprende los actos de

“quien con el propósito de destruir total o parcialmente un grupo nacional, étnico o religioso efectuare cualquiera de los siguientes hechos: 1.- Muerte de miembros del grupo. 2.- Lesión que afecte gravemente a la integridad física o mental de miembros del grupo. 3.- Sometimiento del grupo o de miembros del mismo a condiciones de existencia que pueda producir su destrucción física, total o parcial. 4.- Desplazamiento compulsivo de niños o adultos del grupo. 5.- Medidas destinadas a esterilizar a miembros del grupo o de cualquiera otra manera de impedir su reproducción.”

Este delito sin embargo ha sido sujeto a interpretaciones por distintos grupos que buscan adaptarlo al contexto histórico, social, político y económico de los distintos pueblos y naciones, y de las distintas posturas -emic o etic- de estudio del mismo.  Así, algunos autores explican que el genocidio no es una definición legal hegemónica, occidentalizada y dominante no sujeta a distintas lecturas sino que es un término construido por un pueblo -el dominante occidental- para historicizar eventos del pasado y que, el mismo, puede y debe ser denunciado -del inglés contested- por las víctimas y pueblos no hegemónicos.   Resultando así, en que esta definición pueda y deba estar sujeta a distintas evaluaciones del delito por las víctimas, por sus ejecutores, por sus historiadores -emic y etic- y por sus juzgadores -emic y etic-.  Así, dependiendo del sujeto que lo evalúa y/o de las víctimas cualquier acto podría ser o no juzgado como un delito de genocidio en contra de pueblos y naciones minoritarias y no hegemónicas.  En cierta manera, esta fue la postura tomada por los compiladores del informe de la Memoria del Silencio de la Comisión para el Esclarecimiento Histórico (CEH) y finalmente, constatada  el viernes pasado, 10 de mayor de 2013, con la histórica sentencia que emitió el Tribunal Primero A de Mayor Riesgo contra Ríos Montt, de 86 años, responsabilizandolo por la matanza de 1 mil 771 indígenas durante su régimen de facto entre 1982 y 1983.

Así, unos argumentan, las estrategias de guerra empleadas en la lucha armada contra un grupo de insurgentes por el ejército de Guatemala fueron percibidos por sus víctimas colaterales (poblaciones indígenas de la región Mesoamericana) como actos de destrucción parcial de la sociedad y del tejido sociocultural de la identidad de esos pueblos indígenas y que, por lo tanto, los líderes de esta lucha contrainsurgente podrían ser -y fueron- acusados del delito de genocidio.

Es mi opinión como historiador que la sentencia del tribunal sería pertinente y válida si este delito se refiriese a los actos de “(…) destruir total o parcialmente un grupo nacional, étnico o religioso efectuare cualquiera de los siguientes hechos: 1.- Muerte de miembros del grupo. 2.- Lesión que afecte gravemente a la integridad física o mental de miembros del grupo. 3.- Sometimiento del grupo o de miembros del mismo a condiciones de existencia que pueda producir su destrucción física, total o parcial. 4.- Desplazamiento compulsivo de niños o adultos del grupo. 5.- Medidas destinadas a esterilizar a miembros del grupo o de cualquiera otra manera de impedir su reproducción.

Sin embargo, el delito de genocidio se refiere a la intención del acusado de actuar con la idea preconcebida de “(…) destruir total o parcialmente un grupo nacional, étnico o religioso (…)”.  A pesar de que existen evidencias de violaciones y crímenes de lesa humanidad, las mismas no presentan evidencias concretas de que existiera un acto intencionado de cometer genocidio y el delito aún no ha sido demostrado dejando a un lado de la discusión (hasta el momento más polémica que honesta discusión)  los crímenes de lesa humanidad -masacres, violaciones y torturas, entre otros- que sí se cometieron y que podrían quedar invalidados si la sentencia del tribunal fuera impugnada.

La historia viene en distintas formas y tamaños; no debemos de confundir la vasija -la historia- con su contenido -las historias-, aún cuando la vasija misma sea la que le da la forma al contenido.  El Contenido que se forma debido a los distintos procesos de transmisión y comunicación -social- que predeterminan lo que se puede conocer -los hechos históricos- y/o sobre cómo el contenido es seleccionado -historizado- para su estudio y entendimiento por los actores pueden y deben ser sujetas a ser denunciadas.  Esto no implica que, a la vez, todo sea relativo al contexto y sujeto estudiados y, por lo tanto, no tengamos definiciones concretas para términos en situaciones como esta.

Sin duda, este no es un tema sencillo y queda aún muchísimo por discutir y aprender.
