Is the Political Left Today’s Conservative Faction?

I tend to think so. I come across more and more anecdotal evidence to support my thesis with each passing day. For example, in my current research on Dutch colonial responses to Javanese political strategies, I came across the following passage by Dutch historian Eduard JM Schmutzer in his 1977 monograph Dutch Colonial Policy and the Search for Identity in Indonesia 1920-1931:

The abuses in government exploitation under the so-called “Cultuurstelsel” (Cultivation System) and the subsequent criticism by humanitarians […] made the liberals aware that new methods for the exploitation of the East Indies and for the development of its inhabitants were to be found. In contrast to the conservatives who maintained that the central role of government in economic life was necessary to protect the natives against the overpowering influence of private capital, the liberals argued that the doctrine of free enterprise and its beneficial laws of unrestrained capital and labor market, promised in Indonesia an increase in the sagging production and an improvement in the welfare of the natives. Both conditions [free capital and labor markets – bc], the liberals maintained, would be to the advantage of the population at home and abroad.

However, the channeling of capital into the structure of government monopolies by private investors did not result in the expected increase per capita productivity [Ya don’t say? – bc]. (1)

The emphasis is mine. Can anybody name any factions in today’s world that advocate restraining private capital in the name of (condescendingly) protecting those who are too stupid to know what to do with their own money?

Anybody at all?

Needless to say, the liberals lost those important colonial policy battles of the late nineteenth century (probably because they were outnumbered by both the theocrats and socialists who believed private capital was bad for the natives and that therefore authoritarian paternalism was in order).

I can’t help but wonder: Does the anti-globalization Left realize just how conservative its position is?

Kyle Dix (personal homepage) was born in Miami and raised in the mountains of North Georgia.  He graduated from the University of Georgia in 2010 with dual degrees in Spanish and Management.  Kyle currently resides in Philadelphia, PA where he works and attends class at University of Pennsylvania, studying history with an eye on entering academia.  Between UGA and Penn he worked in a welfare-to-work NPO in North Philly, teaching job skills, career planning, and basic English.

The historical questions Kyle asks are largely rooted in his experiences: What is the nature of the discourse between individuals and government?  How do ideologies guide institutions as they grow and change?  How do globalization and modernization act as drivers for this discourse?  Kyle seeks to offer answers to these questions from the historical context of US-Latin American relations and via over-eager observations of current events.

Ideology and the Alliance for Progress: Charting the Boundaries of the Welfare State

This Fall I took a course on the history of the Welfare State at Penn. I also used to work “in the system,” teaching English and job skills to Spanish-speaking TANF recipients at an NPO in North Philadelphia, so it was a nice complement to that experience. Overall the course was great given the volatility of the subject and the difficulty of understanding an abstraction like “welfare.”  I thought the course fell short in contextualizing the welfare state within the broader scope of government, so I wrote a paper about how the welfare state and foreign aid interacted in Kennedy’s policy and rhetoric.

The perils of globalization and modernization have largely been attributed to “neoliberalism” and neoliberal American global hegemony, which I think has some merit. The American welfare state has historically been such a strange beast that it’s really difficult to point fingers–few nations have seen a clash between principles of general welfare/security and personal liberty on the scale of the USA. Yet today it seems that “foreign development” (generally taking place under neoconservative, globalist institutions) and “domestic” or “community development” (generally taking place from the American “left”) are at odds with one another. The consensus on foreign aid at best rests on our duty to help the global have-nots and at worst is a less-risky way to build global security in the post-911 world. But both of these reflect a Bismarckian idea of State building to me… So is there a historical link?

My paper looks for answers in JFK and his Alliance for Progress. This project was a foreign analogue of the New Frontier that got Kennedy elected and seemed to be the future of the American Welfare State until his untimely assassination. Due to resistance at home, the Alliance for Progress was much further along than any New Frontier domestic reforms, despite complementary rhetoric and Kennedy’s constant comparison of the two. The Alliance provided millions in aid to Latin America in the name of developing economy and–as many historians neglect to mention–society. It died out by the mid-70s (largely due to neoliberal push-back and underfunding, or so the story goes) but what was the ideological basis of the reform? What did Kennedy want out of the millions he was lobbying to send abroad?

Overall, the Alliance was multifaceted: It sought to strengthen perceptions of America, grow international political ties, and generally create a buffer against the Cold War Communist threat. But these aspects were presented as international extensions of domestic policy by both outward rhetoric and by internal Congressional and diplomatic correspondence. Agrarian reform (ie, away from communal landholding, especially in Mexico), income redistribution, and a more just hemispherical society were also included as benchmarks.

The program eventually aimed to directly map Tennessee Valley Authority river basin development on top of Colombian valleys, hoping to make a Tupelo or Knoxville out of Cali or Buenaventura. The founder of the TVA, David Lilienthal, won a contract to develop Colombia under the Alliance for Progress after abortive plans to similarly shape the Mekong Delta and the Nile. And while big business was the engine running the machine, rubber met road with promises of social reform, workforce development, and increased social equality for the poor, uncivilized masses susceptible to Communist dogma.

While globalization’s detractors cry capitalist overreach, authoritarian power grab, or something in between, proponents of foreign aid still need to explain why hunger, malaria, and TB are so prevalent given global wealth–and be honest about the beginnings of these international institutions. I can’t make prescriptive calls to action, but I can say that the foundation of the current international aid regime was laid by the example of domestic welfare state-building, by ideals of a strong state guiding a “free” market to achieve affirmative social outcomes

Keynesianism, the Global Economy, and Responsibility

Economist Joseph Stiglitz has an op-ed out in Project Syndicate lamenting bad policies for the current economic stagnation of the West. This response comes from economist Peter Boettke, and I think it is an important and woefully neglected one:

Since 2008, and before, [Stiglitz] has been constantly complaining about neo-liberal policy and how its lack of attention to the appropriate regulatory framework and disregard for fundamental policy priorities has produced the mess we are in.  In fact, he made the argument very simply even while he was in positions of tremendous political power in the Clinton administration and at the World Bank — if only the world would listen to me, and engage in the appropriate interventions then the mess would be avoided.  But who were the so-called neo-liberals that weren’t listening to him?  What neo-liberal thinker had the same powerful positions that he held?  Did F. A. Hayek or Milton Friedman actually come back from the grave to serve as head of the CEA or as Chief Economist at the World Bank?  Or did all this disruptive inequality and global imbalance happen on the watch of other thinkers.

I think Boettke is right, but I also think both economists are wrong in a sense, too. First of all, global poverty over the past twenty years or so has been halved thanks to the very neoliberal policies that both economists are disagreeing about, and that both economists have more or less endorsed. With this important, praiseworthy accomplishment in mind, why would these guys want to spend so much time pointing fingers at each other?

I know why they are pointing fingers (because of the terrible shape that Western economies are in), but I am a little baffled at the audacity of Stiglitz and other Keynesians who have held the levers of power for sixty years to point the finger at something other than themselves.

Really quickly: Some of might ask why Boettke and Stiglitz agree on neoliberalism abroad and disagree on policy at home. My short answer would be because the West already has the institutions (property rights, other individual rights, etc.) that economists have identified as necessary for a market order, so their debates about policy occur within the same theoretical framework. Post-colonial states (“developing states”) have virtually none of the institutions that the West, and so it easy for economists with different theoretical paradigms to agree on generalities concerning these developing countries (“they need to open up to world trade and focus on property rights before they do much else”). Does this make sense?

Siamak helps to clarify some things about contemporary Iranian culture that have been mischaracterized or misunderstood in the West:

Great article. About Iran part I wanted to leave a comment about two things. Fernanda Lima’s facebook page issue was so insulting and shameful. But it’s not like that Iranians are really blaming her for not having hijab. It was a sarcasm of state-run media. It was like now that we don’t have any hope for state TV to stop censorship you why didn’t you wear a better clothes. State-run TV does show foreign eomen with no hijab in movies, news, etc. But those beautiful breasts…! :-)

You should recognize the Iranian culture to know what I mean. Although it was insulting and shameful but they’re not really blaming her. It was a sarcasm of Iranian media.

The second part goes to the Iranian Nationalism. You’re right. After the Islamic Revolution, Islamic republic was completely against nationalists. That time most of the political groups were Islamic groups or Radical communists and socialists. The only liberwl group were called Nezhat Azadi (Liberty Movement) which were Moderate Liberal Muslim Nationalists. After the revolution Ayatollah Khomeini and the Islamic groups were completrly against nationalism. They were thinking that Islam should be the common thing between all Iranians. After 1998 that president khatami came this was going to change and Nationalism was again advertised by the government. Extreme nationalism in Iran is sourced from these two events: showing disagreement with the Islamic Radicals and the great history of Iran which has made Iranians extremely illusory about themselves.

Me myself think I’m a nationalist. But there’s a bit difference. Nationalism is not a goal for me. It’ just a medium or instrument for me. I completely believe in globalization and Peter Singer’s globalization is one of my favourite books. But I think nationalism is a medium to get closer to modernism. That’s it.

I suspect Siamak’s nationalism is a lot like the American libertarian’s patriotism.

I think there are too many people in the world who don’t think hard enough about the benefits of globalization (i.e. world trade). As populism continues to gain traction here in the US (and elsewhere I presume), I fear that the everyday beauty a more globalized world gives to us will be thrown under the bus in the name of The People.

Free Trade in Asia

When you get the chance, check out this working paper on market integration and Asia during the 19th and early 20th centuries by David Chilosi and Giovanni Federico. The abstract:

This paper contributes to the debate on globalization and the great divergence with a comprehensive analysis of trends, causes and effects of the integration of Asia in the world market from 1800 to the eve of World War Two, based on a newly compiled data-set. The analysis finds that: most price convergence occurred before 1870, with only little disintegration in the inter-war years; market integration was determined to a large extent by the fall of Western trading monopolies; it implied significant static welfare gains and emerges as a major cause of substantial improvements in the terms of trade.

Again. the whole paper is worth reading. I think I might be more interested in it because of my own work on Dutch colonialism in southeast Asia and the collapse of the Dutch East Indies Company (a state-sponsored monopoly). With that being said, the paper is one of those “big picture” reads that folks of all disciplines ought to be interested in.

One of the most interesting aspects I found in the paper had to do with foreign trade. It has become popular nowadays to focus on institutions within a society for explanations on why some nations are rich and others are poor. This paper suggests that while institutions may be important, it is just not institutions that are careful to include domestic factions that are important for prosperity. The institutions that are created to deal with foreign affairs (mostly trade and diplomacy) also play an important role in the health and wealth of societies. The affinity of totalitarianism and economic isolation was obvious in the case of the Soviet Union and communist Eastern Europe; it is still plain today in the case of North Korea, say. But democracies are capable of oppression too. It would therefore be wrong to conclude that integration is undesirable merely because it limits the power of government, even if the government concerned is democratic. One needs to recognise that some constraints on democracy are desirable, and then to ask whether the constraints imposed by markets are too tight.

These issues are rarely, if ever, addressed by the critics of globalisation: it is simpler to deplore the notion of “profits before people”. The sceptics either insist, or regard it as too obvious even to mention, that the will of the people, democratically expressed, must always prevail. This is amazingly naive. Even the most elementary account of democracy recognises the need for checks and balances, including curbs on the majoritarian “will of the people”. Failing those, democracies are capable of tyranny over minorities.

The sceptics are terribly keen on “the people”. Yet the idea that citizens are not individuals with different goals and preferences, but an undifferentiated body with agreed common interests, defined in opposition to other monolithic interests such as “business” or “foreigners”, is not just shallow populism, it is proto-fascism. It is self-contradictory, as well. The sceptics would not hesitate to call for “the people” to be overruled if, for instance, they voted for policies that violated human rights, or speeded the extermination of endangered species, or offended against other values the sceptics regard as more fundamental than honouring the will of the majority.

Read the whole thing. I don’t agree with everything in it, but in my opinion it is a damning indictment of the anti-globalist movement. A return to the good old days of yesteryear would have catastrophic consequences for the world. See, especially, Dr Delacroix’s writings on the virtuous benefits of globalization and the self-defeating measures of protectionism.

Borderless Economics: Chinese Sea Turtles, Indian Fridges and the New Fruits of Global Capitalism

Robert Guest, the business editor for The Economist, has organized insights gleaned from 20 years of reporting on and analyzing events around the world into a breezy yet profound account of the flow of people and ideas across borders.

Raw immigration statistics miss the “networks of innovation,” as Guest calls them. Immigrants may find it difficult to adapt to a new land with strange customs and a new language. But in just about any American city they find a community of people like themselves who can ease the transition and help them get established. This process is good for everyone involved.

For example, Indian immigrants to America—most notably Silicon Valley engineers—are tightly networked among themselves and have contacts in India and around the world. Having made their fortunes, some then return to India to pursue business or philanthropic activities. To illustrate, Guest describes the Universal Identity program. Hundreds of millions in India have no public identity beyond their immediate communities. A team of Indian expatriates returned to India and launched a program to create a computer-based system that would allow Indians to submit to fingerprinting and retina scans and to receive a national ID number that would serve as their entrée into the modern Indian economy. Libertarians look askance at government identification numbers, but in rich countries we take for granted our ability to prove our identities. Continue reading

Sardines at Midnight

Sardines at midnight? If the mood should strike me, I can zip down to the local Safeway store here in Belmont, California, which is open 24/7, and be back with a can in 20 minutes. My biggest problem would be choosing from among Thai, Canadian, Polish, or Norwegian sardines packed in water, olive oil, tomato-basil, or soybean oil.

So what? It’s darn near a miracle, that’s what, and would seem so to most inhabitants of today’s world and everyone in yesterday’s world. Leonard Read’s phrase “The Miracle of the Market” was only a slight exaggeration. I won’t attempt to describe how markets miraculously motivate and coordinate the actions of the thousands of people who cooperate in providing me with sardines. Nobody can do that better than Leonard Read did in his classic “I, Pencil.” If for some reason you haven’t read it, stop now and do so.

The increased quantity and quality of the conveniences available to us are really amazing. We should stop to think about them from time to time, paying special attention to the incentives that brought them about.

I have vague memories of the Fisher Brothers grocery store where my mother took me around 1950. The place was tiny and the selection limited. Looking back, I wonder about its cleanliness: The owners kept sawdust on the floor to soak up spills. Later they built a supermarket that was much larger but still only a pale precursor of today’s Safeway. A mix of union coercion, government regulation, and perhaps just plain custom kept all supermarkets closed after six p.m. Monday through Saturday and all day Sunday. A working woman had to scramble to get her shopping done before closing time or join the mob on Saturday. Continue reading
