Nations, States, and Foreign Policy Fantasies

Below is my attempt to make sense of the world, especially that of the Middle East. It’s best viewed in tandem with two earlier posts on the subject, and deals with military intervention (as opposed to outright war).

This post concerns the issue of scholars, journalists, intelligent laymen, and activists continually evoking the nation-state as their point of reference for discussing and analyzing foreign affairs. Here are two general examples:

I don’t think all nation-states are morally equal.

And,

The list of nation-states involved in the Syrian fiasco are few in number.

This is logical as far as it goes, and there is something to be said for using the nation-state as a tool for better understanding the world around us, but in the post-colonial, developing world there are no nations attached to the states there.

Let me see if I can explain. The nation-state is a rare and parochial political unit found only in Europe and in parts of East Asia. Notice the hyphenation of the words “nation” and “state.” These are two very different concepts, and yet they are applied – together – nonchalantly in nearly every study or report to be found on international relations.

The interwar economist and patron saint of the present-day libertarian movement, Ludwig von Mises, studied nations after World War I out of a desire to better understand why large-scale violence occurs and how it can be prevented. I appeal to the authority of Mises on this matter because of the attempt by some libertarians today to simply disparage understandings of collectivist concepts such as “nation” with a brusque “the world is composed of individuals and nothing else, so your argument is invalid as well as incoherent.” It is true that individuals should be at the forefront of any question asked about society, but attempting to do so with tabula rasas won’t get you anywhere.

Here is Mises on nations, in the first chapter of his excellent 1919 book Nation, State, and Economy (pdf; and one of only two books I’ve read by Mises), making my point for me much better than I could ever hope to do:

If we wish to gain insight into the essence of nationality, we must proceed not from the nation but from the individual. We must ask ourselves what the national aspect of the individual person is and what determines his belonging to a particular nation. (34)

When a libertarian points out that the world is composed of individuals he is correct, but when he brushes aside any and all attempts to understand collectivist ideas such as nationalism he puts himself at an intellectual disadvantage. Perhaps this is because many libertarians, especially the post-Ron Paul 2008 ones, don’t want to think things through anymore. Perhaps it’s power they crave, rather than liberty and truth.

At any rate, Mises continues his thoughts on nationality with this sentence: “We then recognize immediately that this national aspect can be neither where he lives nor his attachment to a state. (34)” Nationalism isn’t even a phenomenon that can be tied to a specific geographical location, much less a specific state. (It’s worth noting that this is still the rough understanding of “nation” that sociologists and anthropologists have today. Many other theories about the “nation” have been swept away into the dustbin of history. I point this out because classical liberals tend to produce works that stand the test of time, and this is because of their commitment to the individual.) How can a conception of “nationhood” not be directly tied to territorial or political attachment?

I don’t claim to know, but here is how I break this recognition down. The tie-in to US foreign policy is coming, I promise.

The New World (Canada, the US and Latin America) is home to a small number of large republics that broke away from an imperial center at some point in the past. This is a very different arrangement from the large number of small nation-states in Europe and Japan/Korea mentioned earlier. There is no Brazilian nation to speak of. No American nation or Colombian nation to brag about. Only Brazilian, or American, or Colombian citizens are found in the republics of the New World.

While there are arguments to be made about the seriousness of nationalism in the New World republics, I don’t pay them much heed because the distinction between ‘citizen’ and ‘nation’ explains well Europe’s and Japan’s inability to assimilate immigrants as successfully as the republics of the New World.

The chronic bouts of fascism afflicting Latin America (and FDR’s United States) are largely the result of attempts to create a nation out of citizens.

In the Old World not consisting of Europe and Japan/Korea (i.e. the developing, post-colonial world), there is a small number of Western-educated elites who have been attempting, like the caudillos of Latin America, to create nations where there are none. These nation-builders are, consistent with their conformist Western education, national socialists. They borrow from liberalism its secularism but not its other laissez-faire underpinnings.

The advocates of Western military intervention, including Dr van de Haar and Dr Delacroix here at NOL, firmly believe that replacing the “bad” national socialists, such as Saddam Hussein, Hosni Mubarak, and Bashar al-Assad, with “good” national socialists will bring about viable, meaningful change in the region. Just sprinkle some fairy dust and – poof! – the new batch of national socialists will behave differently.

When pressed on this inevitable scenario, libertarian-ish military interventionists will renege on removing a dictatorship and replacing it with an alternative (which, again, will itself inevitably become a dictatorship). They recognize the futility of such an enterprise. Instead, they change tact and argue that a protracted bombing campaign would be a better option. This option, of course, has the effect of prolonging a conflict, which is blatantly at odds with the supposed humanitarianism of a military intervention in the first place.

The military interventionist simply assumes that a nation actually exists in these post-colonial, developing states, but nationhood is a concept that is limited to a small elite. An elite, I might add, that is just as illiberal as its Islamist (and other conservative) enemies.

Historians have long attributed the rise of the nation-state in Europe to wars and the absence of a hegemonic power. The decentralized nature of Eurasia’s backwater western region created the nations and states of Europe. Wars forced states to harness the potential of their citizens through political, economic and social nation-building. The lack of a hegemon forced these same states to compromise in otherwise uncompromisable situations.

Prolonging the war in Syria through a protracted bombing and arming campaign against ISIS, as military interventionists advocate, will not only keep the blood flowing, it will prevent a clear winner from emerging. “Humanitarian” intervention will prevent dialogue about what it means to be a nation. Indeed, it will prevent dialogue period.

If military interventionists truly want freedom and a lasting peace for the Middle East (and it is not clear that this is what they want) they would do well to stop relying upon the logical inconsistencies that they have fed to themselves over the past century. No amount of fairy dust or unicorn shit will be able to compensate for their fatal conceit.

What is missing from the Middle East is a vibrant sense of nationhood. It is no accident that the peoples in the Middle East with a strong sense of nationhood – the Turks, the Palestinians, the Kurds, and the Israelis – have had to fight for survival over the last 100 years or so to create, to retain, and to promote the cause of their nations.

Preventing dialogue, preventing compromise, and preventing victory in Syria by inadvertently playing different sides off on each other is not a humanitarian option. It’s not even a good “smart power” option. The military power of the West has been overrated for about a hundred years now. Its true power rests in the international institutions – international governmental organizations (IGOs) – it has been creating piecemeal over the past five hundred years. I blogged about wielding this influence most recently here and here. (and here is an older one). Also, open borders is an option that is never entertained by the international relations community (which is probably because it can only be implemented with some sort of political integration).

We Can’t Bomb Our Way to Sanity

With Canada still reeling from last week’s unprecedented terror attacks, can we make ourselves safe from the threat of “radicalized” Muslims?

It is now pretty clear that both of Canada’s two terrorist attackers last week were mentally disturbed men. Their acts of violence were not caused by a religion the police can censor or a terrorist organization the military can bomb.

These two men weren’t “radicalized.” They were losing their minds.

Wednesday’s Parliament Hill attacker, Michael Zehaf-Bibeau, was a drug addict who once robbed a McDonald’s in the hope that he could “get to jail to atone for his sins and get clean from a crack addiction.”

In other words, this man suffered mental torment. He decided that by attacking others, he could force them into a response that would cleanse his guilt and silence his troubled mind. When getting locked in a cage didn’t do the trick, Zehaf-Bibeau decided to up the ante and get himself killed.

Monday’s hit-and-run attacker, Martin Couture-Rouleau, apparently underwent a radical personality change two years ago. He lost his car wash business and became alienated from his friends, his father, and his wife. Only later did he convert to Islam, start talking to his horrified friends and family about the redemptive power of suicide terrorism, and then run over two soldiers with his car.

At the time of his car attack, his wife was seeking sole custody of their child because of the changes in her husband’s behavior.

This was not a functional Muslim man who decided to take up arms because he saw some beheading video on YouTube. He was a superficial convert dealing with, at the very least, some serious emotional changes and relationship problems.

The kind of personality transformation Couture-Rouleau apparently underwent seems to be consistent with the onset of schizophrenia, which usually happens in a man’s early 20s. Couture-Rouleau would have been 23 when the changes started.

These men were not good Muslims on the accepted path of proper conduct in their faith communities. Couture-Rouleau’s imam had been meeting with him in an attempt to talk him out of his interest in acts of violence. Zehaf-Bibeau had recently been kicked out of a mosque in British Columbia for his erratic, drug-induced behavior.

These were unstable men living with intense mental and emotional turmoil.

From the point of view of the mentally disturbed person seeking to end his psychological suffering, authentic religious devotion has a downside: you have to keep at it day after day. You pray, you work, and you still have to face your inner demons every morning and every night.

Suicidal violence has the advantage that you only have to do it once.

That these recent attacks have more to do with insanity than with Islam or ISIS may not be convenient for Western governments. It does not provide a shadowy supervillain against whom to defend ourselves. It provides no outlet for the Western public’s fear and anger, and it provides no justification for war. We cannot bomb our way to sanity.

This fact is also not advantageous for ISIS propagandists, who would prefer to congratulate Zehaf-Bibeau and Couture-Rouleau as holy warriors rather than express sympathy for them as mentally ill.

But there’s a plus side for those who prefer peace. The mental instability of last week’s two Canadian terrorists is a reminder of why suicide terrorists are really not that dangerous. The desperate people who usually carry out these attacks are likely not capable of the kind of delicate, slow-moving, secret operation required to set off a dirty bomb or a biological weapon in a Western city.

They have what Ludwig von Mises would call a high “time preference.” They want to end their own suffering and they want to end it now.

These terrorists (if we want to use that word for such tormented souls as Zehaf-Bibeau and Couture-Rouleau) were not actually trying to achieve mass casualties. They were trying to end their own pain and shame.

Suicidal violence with a hastily adopted patina of Islam was just the rope they chose to hang themselves with.

Libertarians and World Government, Part 3

I have briefly blogged about the problem libertarians face when confronted with world government and the inherent internationalism of their creed before (here and here), but none of those musings were as deep as I’d have liked them to be. I think I have a better understanding of this puzzle now, and therefore you’re gonna get a longer than usual post.

First up is the task of confronting the skepticism of all government that comes from most American libertarians. This is a skepticism that becomes all the more hostile as the level of government rises. So, for example, many libertarians are contemptuous of local government but don’t mind it all that much. This contemptuousness rises a little when the next level of government is involved: that of the administrative unit (in the US this is known as a “state” for reasons I hope to explain a little further below; elsewhere the administrative unit is usually known as a “province”). When the federal government is involved, in US politics, the libertarian becomes deeply suspicious and hostile to its intents and actions. Much of this is warranted, of course, and the American libertarian usually allows the federal level of government room to maneuver in matters of foreign policy and the courts (the two legitimate functions of the state).

When a level of governance rises up any further than that, though, to the regional level (NAFTA, CAFTA, etc.) or the supranational level (the UN, World Bank, EU, etc.), the animosity displayed towards government is vicious and reactionary rather than thoughtful and penetrating. Again, much of this is warranted, as these levels of governance usually act beyond the scope of democracy and seem only to serve the interests of those who belong to the regional and supranational organizations (unelected – i.e. politically appointed – bureaucrats). The nature of these “higher levels” of government is the main reason the patron saints of modern-day libertarians – the interwar economist Ludwig von Mises and the legal philosopher FA Hayek chief among them – were highly critical of the creation of these organizations (as well as the short-lived League of Nations).

It does not follow, however, that the inter- and post-war libertarians disavowed the earlier writings of classical liberals on world government. Indeed, Ludwig von Mises himself, in his 1927 book Liberalism (pdf), observed:

Just as, in the eyes of the liberal, the state is not the highest ideal, so it is also not the best apparatus of compulsion. The metaphysical theory of the state declares—approaching, in this respect, the vanity and presumption of the absolute monarchs—that each individual state is sovereign, i.e., that it represents the last and highest court of appeals. But, for the liberal, the world does not end at the borders of the state. In his eyes, whatever significance national boundaries have is only incidental and subordinate. His political thinking encompasses the whole of mankind. The starting-point of his entire political philosophy is the conviction that the division of labor is international and not merely national. He realizes from the very first that it is not sufficient to establish peace within each country, that it is much more important that all nations live at peace with one another. The liberal therefore demands that the political organization of society be extended until it reaches its culmination in a world state that unites all nations on an equal basis. For this reason he sees the law of each nation as subordinate to international law, and that is why he demands supranational tribunals and administrative authorities to assure peace among nations in the same way that the judicial and executive organs of each country are charged with the maintenance of peace within its own territory.

For a long time the demand for the establishment of such a supranational world organization was confined to a few thinkers who were considered utopians and went unheeded. To be sure, after the end of the Napoleonic Wars, the world repeatedly witnessed the spectacle of the statesmen of the leading powers gathered around the conference table to arrive at a common accord, and after the middle of the nineteenth century, an increasing number of supranational institutions were established, the most widely noted of which are the Red Cross and the International Postal Union. Yet all of this was still a very far cry from the creation of a genuine supranational organization. Even the Hague Peace Conference signified hardly any progress in this respect. It was only the horrors of the World War that first made it possible to win widespread support for the idea of an organization of all nations that would be in a position to prevent future conflicts. (147-148)

What Mises and other interwar liberals missed in regards to establishing a supranational state is the very nature of the US constitution. Interwar liberals were more interested in pointing out the blatant inconsistencies of the multilateral institutions being erected after the war than they were with elaborating upon the idea of a world state. My guess is that they viewed the world state as too far out of reach for their goals at the time, and thus fell back on the ‘balance of power’ option (pdf) that was still popular among liberals at the time. The US constitution is, at its core, a pact between sovereign states to join together politically for the mutual self-interests of foreign affairs and legal standardization (a standardization that is very minimal, as it allows for plenty of flexibility and competition).

This pact, aside from explaining why US administrative units are known as ‘states’ rather than ‘provinces,’ is the key to slowly building a world state that is both representative and liberal (in that it exists to protect the rights of individuals first and foremost).

One of the biggest weaknesses of the US constitution to date is its inability to expand upon the notion that it is a legal charter outlining the duties of a supranational organization. Creating a mechanism that allows for the recognition of foreign provinces  as US member states by incorporating them into the federal apparatus would be a step in the right direction. This mechanism would obviously have to be slowed down in some way. It would have to be approved, for example, by two-thirds of all state legislatures (Utah and California say ‘Yes’ while Georgia says ‘No’) as well as two-thirds of both legislative bodies in the federal government (67% ‘Yes’ vote from both the House and the Senate).

There would also have to be a mechanism allowing for states in the federal union to exit if they so pleased (again in a way that is slow and deliberate so that as many factions as possible could have their voices heard). Contra to some musings by paleolibertarians here in the US, the constitution and the Bill of Rights actually has a sophisticated method of dealing with intrastate conflict within its sphere of jurisdiction; secession is allowed between states, as is the merging of two or more states, although secession from the federal government is so far prohibited (this failing would also have to be addressed before a world state could be contemplated).

It seems to me that the US has practiced unpolished versions of my argument in the past. Texas, for example, seceded from Mexico before becoming a US “state” through annexation.

Does any of this make sense, or do I just sound like a mad man?

The New Caliphate in the Middle East: When Islamists experiment with libertarianism (and why the West should do the same)

Richard Epstein, the legal scholar and libertarian Republican known for his erudite wisdom in the fields of law and economics and tort law, has recently joined in the chorus of Right-wing critics attacking Senator Rand Paul (and President Obama) for arguing that the US government does not have enough information to carry out an attack or launch a military campaign against the Islamic State of Iraq and Syria (ISIS), and that further action on the part of Washington will only make things in the region worse rather than better.

Unfortunately, Epstein’s argument represents the best of what is essentially a quick-tempered fallacy that’s short on details and long on moral posturing. Epstein, for example, provides absolutely no outline for what action the US government should take against ISIS. Should the US bomb targets from afar as it has been doing in Pakistan? Should the US government put combat troops back on the ground in Iraq? Should the US invade Syria and strike ISIS from there? If you read carefully the arguments put forth by proponents of attacking ISIS, you’ll notice that none of them have an outline for what the US government should do about it (even the usually sharp Professor Epstein refrains from providing a coherent outline). Instead, readers are treated to ad hominem attacks that liken Senator Paul to the worst-possible person imaginable: the Big Government-loving Commander-in-Chief of the US Armed Forces, Barack Obama. Oh, the horror!

Epstein’s argument lays a great foundation for any starting point that discusses what a libertarian foreign policy should be. He writes:

Libertarian theory has always permitted the use and threat of force, including deadly force if need be, to defend one’s self, one’s property, and one’s friends. To be sure, no one is obligated to engage in humanitarian rescue of third persons, so that the decision to intervene is one that is necessarily governed by a mixture of moral and prudential principles. In addition, the justified use of force also raises hard questions of timing. In principle, even deadly force can be used in anticipation of an attack by others, lest any delayed response prove fatal. In all cases, it is necessary to balance the risks of moving too early or too late.

Of course, none of this provides any helpful hints for what the US government can or should do going forward to deal with ISIS. Libertarians, like everybody else in the West save for a few disgruntled young Muslims, think that ISIS is morally bad. It does not follow, though, that the use of military force is the best (or even fifth-best) option going forward.

Unfortunately, many libertarians (though not Senator Paul) erroneously fall back on the fallacy that because the US government is unable to coherently attack ISIS (much less define it), Washington should simply adhere to a policy of non-intervention. So what follows is a modest proposal to implement a more libertarian foreign policy toward ISIS.

The interwar Austro-Jewish economist and one of libertarianism’s patron saints, Ludwig von Mises, wrote in his 1927 book Liberalism that:

The right of self-determination in regard to the question of membership in a state thus means: whenever the inhabitants of a particular territory, whether it be a single village, a whole district, or a series of adjacent districts, make it known, by a freely conducted plebiscite, that they no longer wish to remain united to the state to which they belong at the time, but wish either to form an independent state or to attach themselves to some other state, their wishes are to be respected and complied with. This is the only feasible and effective way of preventing revolutions and civil and international wars (109).

This observation – a basic tenet of libertarian political theory – ties in quite well with one stated goal of Islamist political theory, which seeks to partition the Sykes-Picot states of Syria, Jordan, Iraq, and Lebanon into smaller states in order to destroy the influence of Western “imperialists” in the Middle East. Lest detractors start accusing Islamists of being closet libertarians, it is worth noting that Islamists also seek to break all economic ties with the non-Muslim world in favor of an inter-regional protectionist union (to say nothing of Islamism’s views about religion and society).

The words of Mises summarize nicely not only where libertarians and Islamists can agree intellectually, but also points – if ever so subtly – to a new leadership position for a benevolent liberal hegemon like the United States to take up in an increasingly Balkanized world.

Instead of blindly attacking ISIS with no real plan in place, the West should temper the prudence of President Obama and Senator Paul with the libertarian notion of self-determination by recognizing the existence of the Islamic State and swiftly incorporating it into the existing IGOs – such as the United Nations, the World Bank, and the IMF – that the West has built up and maintained since the end of World War 2.

This policy would do much more than strike directly at the legitimacy and power of the authoritarian Assad and Maliki regimes by carving up their territories without their permission; it would also place the burden of governance directly upon the Islamists who have proclaimed an Islamic State.

ISIS has obtained power only because of the vacuum left behind by the Bush administration’s fatally flawed decision to remove regional strongman (and secularist) Saddam Hussein from power. ISIS has therefore had no responsibilities to date – despite its claim to govern territory – save to plunder and murder in the name of religion. Placing the burden of governance directly on the shoulders of ISIS would necessarily alter its foundation of power, and when it becomes apparent that Islamism’s political and economic theories leads directly to despotism and poverty, the benevolent liberal hegemon will be waiting to recognize the independence of regions within the Islamic State that aspire to independence or union with another state.

This policy would also shift the ability to make and enforce international rules and norms back to Washington and would bring a semblance of order to the Middle East by placing a benevolent liberal hegemon into a position of leadership that is capable of recognizing and engaging with the Arab public’s desire for liberty. A liberal hegemon could achieve much of this peacefully and legally.

It is unfortunate that many libertarians – especially in the United States – have adopted the reactionary stance of non-intervention in foreign affairs. Aside from being impossible, non-intervention is also inimical to libertarianism’s social individualism. In the same vein, the calls for military action and the personal attacks against politicians unwilling to act blindly in the realm of foreign affairs does more harm than good as it distracts citizens from focusing on the issue at hand: namely, what is to be done about ISIS. Senator Paul and President Obama have so far made the right decision, but unless Islamism is tackled directly – intellectually – the woes and fears of the West will only continue to mount.

It is time for the West to adopt a more libertarian foreign policy.

Chapter Summary: We meet our industrialist protagonist, he makes some metal, is weirdly sentimental, and doesn’t understand basic human interaction.

This chapter is very important for a number of reasons. Several (presumably) important characters are introduced, the MacGuffin is introduced, and several elements of Rand’s writing style and her personality are revealed. Because of this final revelation I, for the first time, am going to start one of these reviews off with the negative.

Ayn Rand’s descriptions of characters and those characters’ reactions to others in the story are both highly questionable. The protagonists, so far, all have crippling social issues that are not only glossed over but indeed are celebrated; while the antagonists are universally whiny, sycophantic, card-carrying bad guys who talk with each other like Bond villains; but more about them in the next chapter.

Let me provide some examples of our pseudo-autistic heroes from previous chapters.

Eddie:

“But he still thought it self-evident that one had to do what was right; he had never learned how

people could want to do otherwise; he had learned only that they did. It still seemed simple and incomprehensible to him: simple that things should be right, and incomprehensible that they weren’t.”

While I can relate to his feeling, I think it is imperative that libertarians understand completely why people want to do the things we consider “wrong” and to do that we need to have a solid foundation of what is right or wrong. The latter belief is why I hold so strongly to natural-rights libertarianism rather than any subjective based ethical system such as rule-utilitarianism.

Once we have a strong ethical foundation to build our beliefs on we begin to understand why most people operate outside those beliefs in practice despite the fact that most people would agree to them in theory. How many people would openly advocate violence against person or property when stated in such clear terms? Very few would, which is why society functions. It is only when we hide violence in plain sight through the control of language and education that most people begin to agree with their necessity. Extortion becomes taxation. Kidnapping becomes imprisonment. Murder becomes war and fraud becomes inflation.

Dagny:

“[b]ecause she thought that such a feeling was not within the humanly possible”

“She had always avoided personal reactions, but she was forced to break her rule when she saw the expression on Taggart’s face.”

Another clear lack of empathy in regards to dissimilar belief systems as well as some more personal social awkwardness. I wish I knew why Dagny “avoided personal reactions”. Did Rand think that emotion was a weakness? I cannot wait to spend more time with Dagny because she seems like such an unnecessary enigma.

And finally we have our new character, Hank Rearden whose complete lack of empathy boggles my mind. Hank begins the chapter at his foundry as the first batch of Rearden metal is poured. He waxes sentimentally over his past, especially his status as a self-made man; however the real story begins to be told when he leaves his work and returns to his home where his family is having a dinner party; or rather, the end of a dinner party. This scene provides us with two important sets of information.

First, Rearden’s family resents him for his aloofness and his lack of understanding of their problems and second he resent his family for not empathizing with him.

Let’s start with the relationship with his brother.

Phillip Rearden is a man who “had not been able to decide on any specific ambition.” A fact that Hank is generally disgusted by, he believes that “[T]here was something wrong…with a man who did not seek gainful employment.” When we meet Phillip he is a representative of a charitable foundation called “The Friends of Global Progress”. This organization is in dire need of ten-thousand dollars in its quest for “free lectures on psychology, folk music, and co-operative farming”.

Phillip is distraught that he cannot convince enough people to donate to the cause and Hank, in an attempt to improve his brother’s morale, simply donates the needed sum of ten-thousand dollars. Hank is then surprised when Phillip rebuffs his generosity. Hank misses the entire point though; Phillip isn’t upset that that he doesn’t have the money. Phillip is upset that more people don’t believe in his cause, something libertarians should have some measure of empathy for. We have to ignore the fact that Rand chose a completely ridiculous organization for Phillip, the scope of that organization is irrelevant. It is the relationship between the brothers that is vital.

Hank’s reaction, on the other hand, is far more vitriolic. He resents the fact that Phillip is acting selflessly to the point of wanting to hit him. “He wanted to slap Phillip’s face. But an almost unendurable contempt made him close his eyes instead.” Who seems more reasonable in this situation? Our “hero” or the villain?

Here is where Rand either rejects or misunderstands praxeological reasoning. Phillip, though acting selflessly, is also acting selfishly. Mises said that every action is taken in order to remove a “certain uneasiness”; this uneasiness is what drives human action. Even the most selfless act is done for the benefit of the person acting. How often has someone who risks their life for another uttered the phrase “I just couldn’t live with myself if I hadn’t done such-and-such.” It all comes down to a question of subjective valuations. No two people’s values are identical and there is no way to compare or rate those values against one another. Despite Hank’s objection that he “would not impose his standards on Phillip…” that is exactly what he does at every turn.

Next we have Hank’s wife Lillian. Our first reference to Lillian is as follows:

“He touched the bracelet in his pocket. He had had it made from that first poured metal. It was for his wife. As he touched it he realized suddenly that he had thought of an abstraction called ‘his wife’ – not of the woman to whom he was married.”

I think it is very telling that the first we hear of Hank’s wife he isn’t even considering her as a person, barely even as an object. “An abstraction” that throughout the rest of the chapter is the only one who even remotely stands up for Hank, even though she seems to do it only out of duty and not love. Another case where I can relate more to the character portrayed as the villain than the hero.

Lillian ends the chapter by holding up the aforementioned bracelet Hank had given her and calls it “the chain he uses to hold us all in bondage.” This rings true on several levels. Hank supports his family out of duty to them and then gets upset when they cannot stand on their own. Hank is proud of having earned everything he has on his own but then doesn’t expect the same from his family. He wants them to support him in his endeavors but only pays lip service to theirs. They pursue senseless causes but he supports them financially at every turn.

At this point in the story Hank is a contradiction. He is attempting to live in two worlds and because of that is failing at both. His family is biting at his heels and he cannot see the political danger right in front of him which will be revealed in the next chapter.

P.S. I forgot about his mother. She is essentially a high-class snob. I don’t really have any sort of insight on her other than she is insufferable.

Human Nature, War and Armed Conflict

The list of ongoing armed conflicts in the worlds is long (see, for example, here) and has been long for centuries. There are many websites and research institutes that keep track of their number, the parties involved, the main issues, et cetera. There are many different definitions of war and armed conflict. Here, wars are simply defined as armed conflicts with participation of one or more states whose sovereignty is internationally recognized, whereas armed conflicts do not require state involvement. Armed conflicts have always been around in great numbers, often state-sponsored, for example the numerous and seemingly never ending conflicts in the Middle East, or recently in Northern Africa following the so-called Arab Spring. The recent collapse of Libya into civil war may serve as evidence.

The number of interstate wars dramatically decreased after the end of the Cold war, giving stimulus to loads of academic papers about democratic or liberal peace. Yet this era might well be over, given the situation in the Ukraine, but also many explosive situations in North-East Asia and South-East Asia.

Academic research resulted in a long and varied list of possible causes for wars and armed conflicts.  Think for example of geopolitical factors (land, borders), natural resources (oil, gas, mines), population related issues (minorities of other countries living in a particular area, people demanding  their own country), religious conflicts, the protection of one’s own people abroad, global political reasons (participation is war as a consequence of an alliance, or to preserve the balance of power), humanitarian reasons (genocide), et cetera. In contrast to popular belief, wars and conflicts are often multicausal, so there is not just a single but a number of reasons for their initiation and continuation.

War and conflict are the result of human action. Despite all the peace talks and agreements, treaties, other forms of international law, arbitration, the work of international organizations, and the pre-emptive actions by great powers in world politics, war and armed conflicts have never been eradicated. So it seems fair to assume this has something to do with human nature as well. Here the literature is much smaller, perhaps as a consequence of the dominant belief (at least in the Western world) in rational human beings capable to overcome war and armed conflict. As a matter of fact international relations as an academic discipline owes much of its origin to this idea. After the First World War many academic positions and departments were established, with the explicit aim to search for ways to prevent such disasters from happening again. Unsurprisingly, without much result.

The ‘human are guided by rationality thesis’ has been defended by many liberals in the American tradition (also known as social liberals or high liberals) and some libertarians as well. In fact most liberal IR theories are based on this idea. However, the idea that that human beings and conflict cannot be separated has been prominent in the writings of classical liberals such as Hume, Smith, Hayek and Mises, but also by Ayn Rand.  Interestingly, for this latter position there is now increasing evidence from other academic disciplines, such as psychology and neurosciences. For example the famous book Thinking Fast and Slow by Daniel Kahneman, or more specifically War and Human Nature by Stephen Peter Rosen, Thayer’s Darwin and International Relations, or Donelan’s Honor in Foreign Policy.

While much more work needs to be done in this field, it is safe to conclude that liberals should not think about how to abolish war. Instead, the relevant question is how to deal and limit the inevitable occurrence and continuance of war and armed conflicts.

Secession and international alliances go together

It is important to scrutinize the intellectual strength of libertarian ideas about international relations. Here are a few – admittedly only partly systematic- thoughts about the relation between secession and international relations. Or more precise: some libertarians are positive about secession, yet at the same time negative about international alliances. How does that relate?

Pleas for secession can be found in the works of Von Mises, Rothbard, Hoppe and other luminaries of libertarian thought, broadly defined. In an informative chapter on the issue, Mises-biographer Jörg Guido Hüllsman (at mises.org) defined secession as the ‘one-sided disruption of (hegemonic) bonds with a larger organized whole to which the secessionists have been tied’. Recent examples are the bloody secessions of South Sudan or Eritrea. Yet the issue also remains topical in Western Europe, for example in Scotland. It is not my purpose to emphasize the practical failures and wars associated with secession. From a libertarian perspective the principal benefit of secession is that a group of sovereign individuals decide for themselves how and by whom they are governed, and in which type of regime this shall happen. So far, no problem.

Let’s assume a world where secessions take place freely, peacefully and more frequent than in the past twenty-five years, where the number of sovereign states just went up by approximately twenty recognized independent countries. The logical result will be the fragmentation of the world in numerous smaller states, or state-like entities, of different sizes, composed of different groups of people. Perhaps some of these states will comply to an anarcho-capitalist libertarian ideal, so with a strict respect for property rights and the use of military defense only for clear-cut violations of these rights by others. However, it is unlikely that all states will be characterized in this way. Consequently, there remain a lot of causes for international conflict and war. For example, as there are more borders, there are also potentially more border disputes, about natural resources, water, stretches of land, et cetera. Of course humans are not angels, and no libertarian ever claims they will be. It simply means none of the other causes of war are perpetually eradicated in a world of free secession either.

So how to defend oneself in such situation, particularly when your state is much smaller than one or more other states in the vicinity? In such a situation you are unable to defend yourself against the most viable threats. Even if you declare yourself a neutral state it is unlikely this will always be respected. After all, it takes at least two to tango in international politics. Of the many possibilities to defend your property rights and sovereignty, the negotiation of agreements with other countries, or joining an international alliance seems logical and potentially beneficial (of course depending on the precise terms). It would amount to a system of multiple balances of power around the globe, very much like for example former Cato Institute scholar Ted Galen Carpenter favored for the current world. Surely, this would not be ideal, and would not be able to eradicate war either. Yet it will prevent many wars and safeguard the liberties and property rights of the participants.

This differs significantly from the pleas by people who simultaneously favor secession while calling for a non-interventionist foreign policy without alliances, such as Rothbard, Ron Paul (see for example in a column), or many contributors on www.lewrockwell.com.

Admittedly, most of these anti-alliance commentaries are directed against particular parts of current US foreign policy. However, it is still fair to demand theoretical consistency. Either these writers overlook there might be an problem, or they choose to ignore it. Still it is important to acknowledge there is an issue here. It is too simple to reject international alliances while embracing secession at the same time.

How to value international law as a classical liberal

I live in the ‘City of International Peace and Justice’ according to the city marketing of the municipality of The Hague. There is some truth in it, as the International Court of Justice, the International Criminal Court and temporary courts such as the International Criminal Tribunal for the former Yugoslavia are all located within the city limits. Yet the supposed relation between peace and justice is of course non-sensical. These international legal institutions may sometimes foster individual and sometimes even county-level justice, yet they have nothing to do with peace. History shows that punishing one war criminal does not prevent others to commit crimes against humanity, and settling a border dispute between two countries does not external effects elsewhere.

This is no surprise to classical liberals, as it confirms to their view on human nature, where emotions ultimately master rationality. This ensures international conflict and war are and will always be a feature in world politics. The most relevant question in international relations is not ‘how can we get rid of international violence and create a peaceful world’, but ‘how can we deal with the inevitable conflict that will be present?’. Perpetual peace is not attainable, perpetual war the norm, although luckily not of all people against all, all of the time. The value of international law is that it is one of the instruments that may channel or once in a while even prevent international conflict.

From a classical liberal perspective, international law is an expression of the common norms in the society of states, although without ultimate arbiter. Like law in domestic politics, international law must be restricted to the protection of the individual natural rights. And as in domestic politics, this has not been the case. International law has also exploded, while in many instances international law takes precedence in domestic legal order, which makes it even more important to limit its expansion.

For example, already Mises and Hayek objected to the explosion of positive international law, including the related establishment of international governmental organizations that occurred from the late nineteenth century onward. For classical liberals most international organizations, often created by governments of non-liberal persuasion, are attempts at constructivism at the international level. Mises and Hayek were also among the first to warn against the extended number of tasks of the League of Nations and both rejected the way the United Nations was set up. Hayek in particular warned against the inclusion of social and economic rights in the Universal Declaration on Human Rights and was very critical of the International Labor Organization.

Consequently, classical liberals should favor the abolition of international governmental organizations with tasks that extend beyond the principles of the limited state, spontaneous order, and the protection of individual natural rights. This is not a call for isolationism as there is also common sense in some international state cooperation and sometimes even a need for an international bureaucracy. I propose as a rule of thumb: if there is no need for state interference domestically, there is no need for international state action either. The exceptions are some tasks that follow specifically from international circumstances. Without going into details, this principle may, for example, lead to classical liberal support for aforementioned International Criminal Court and the special UN war tribunals, as the best way to punish people who infringed natural rights. But it may also call for the abolition of organizations that interfere with free markets and capitalism, such as the World Bank, the ILO, and the International Monetary Fund.

In short: some international law is beneficial, but most constitutes unwanted international constructivism.

China Halts Bank Cash Transfers

“The People’s Bank of China, the central bank, has just ordered commercial banks to halt cash transfers.”

Could we be seeing the start of total economic collapse? The answer, ceteris paribus, is yes and the Austrian Business Cycle Theory (ABCT) explains why.

To quote Ludwig Von Mises’ explanation of the final act of the ABCT:

Ludwig von Mises stated that the “crisis” (or “credit crunch“) arrives when the consumers come to reestablish their desired allocation of saving and consumption at prevailing interest rates.[12][

This means that when consumers finally realize that the money they have invested has actually been malinvested in the economy they then seek to acquire as much of their money as possibly from said investments. Most of which take the form of bank deposits.

The linked article reminds us that this is the numerous such time that China has adopted this policy saying:

“So what’s really going on?  This crunch follows similar incidents in June and December of last year.  In June, for instance, the central bank used the excuseof a “system upgrade” to allow banks to shut down their ATMs and online banking platforms.  As a result, they conserved cash and thereby avoided a nationwide meltdown.”

Other instances, such as this one in England where “[s]ome HSBC customers have been prevented from withdrawing large amounts of cash because they could not provide evidence of why they wanted it,” show that this problem may not be contained to China and may be spreading to the international market.

What does Murray Rothbard say will happen when this “credit crunch” inevitably occurs?

Wasteful projects, as we have said, must either be abandoned or used as best they can be. Inefficient firms, buoyed up by the artificial boom, must be liquidated or have their debts scaled down or be turned over to their creditors. Prices of producers’ goods must fall, particularly in the higher orders of production—this includes capital goods, lands, and wage rates […]

this means a fall in the prices of the higher-order goods relative to prices in the consumer goods industries. Not only prices of particular machines must fall, but also the prices of whole aggregates of capital, e.g., stock market and real estate values. In fact, these values must fall more than the earnings from the assets, through reflecting the general rise in the rate of interest return […]

“Since factors must shift from the higher to the lower orders of production, there is inevitable “frictional” unemployment in a depression, but it need not be greater than unemployment attending any other large shift in production. In practice, unemployment will be aggravated by the numerous bankruptcies, and the large errors revealed, but it still need only be temporary […]

Another common secondary feature of depressions is an increase in the demand for money. This “scramble for liquidity” is the result of several factors: (1) people expect falling prices, due to the depression and deflation, and will therefore hold more money and spend less on goods, awaiting the price fall; (2) borrowers will try to pay off their debts, now being called by banks and by business creditors, by liquidating other assets in exchange for money; (3) the rash of business losses and bankruptcies makes businessmen cautious about investing until the liquidation process is over.

With the supply of money falling, and the demand for money increasing, generally falling prices are a consequent feature of most depressions. A general price fall, however, is caused by the secondary, rather than by the inherent, features of depressions.

So is the massive failure of all economies imminent? Well not necessarily because the government can take some steps to prevent the immediate failure.

According to Mises:  

“Continually expanding bank credit can keep the borrowers one step ahead of consumer retribution (with the help of successively lower interest rates from the central bank). In the theory, this postpones the “day of reckoning” and defers the collapse of unsustainably inflated asset prices.[12][14] It can also be temporarily put off by price deflation or exogenous events such as the “cheap” or free acquisition of marketable resources by market participants and the banks funding the borrowing (such as the acquisition of land from local governments, or in extreme cases, the acquisition of foreign land through the waging of war).[15]

The “false” monetary boom ends when bank credit expansion finally stops – when no further investments can be found which provide adequate returns for speculative borrowers at prevailing interest rates”

These steps only “kick the can down the road” and delay the inevitable since “the longer the “false” monetary boom goes on, the bigger and more speculative the borrowing, the more wasteful the errors committed and the longer and more severe will be the necessary bankruptcies, foreclosures and depression readjustment.”

We may be seeing the beginning of the next great depression here but only time will tell.  One thing is certain though, a massive economic readjustment is coming and the central banks of the world have only been aggravating the problem.  When it will hit is anyone’s guess but in this author’s opinion we are either looking at a repeat of the early 30’s or a repeat of the early 40’s and I can only hope we can avoid going through both.

“Could we build a bridge between Austrian Economics and New Institutional Economics? – A Pre-History of Soft Budget Constraint”

This is the title of a paper by Claudio Shikida. Here’s the abstract:

The concept of soft budget constraint is recent in economic analysis. It has become increasingly important in economic theory, for its role as a system of incentives. However, soft budget constraint plays also an important role in the history of economic thought, where it can be traced back until Mises’s writings on economic calculation and property rights, both derived from the debate of the economic calculation in socialist regimes. In this sense, soft budget constraint can be viewed as a bridge between Austrian Economics and New Institutional Economics. Since Mises, like other Austrian economists, is virtually ignored in Brazilian courses of Economic Thought, this article intends to show his importance as a forerunner of the concept of soft budget constraint, and will try to link these two theoretical views of economic systems.

What Ails You, Economy?

The Keynesian is ever mistaking economic activity for economic growth, credit expansion for wealth creation, profligacy for progress. Growth, wealth, progress. He uses his own definitions of each to reinforce his definitions of the others. And they are all fallacious.

When the Austrian tells the Keynesian that the printing and spending of mere pieces of paper cannot lead to more wealth in society, the Keynesian retorts that it is undeniable that credit expansion and stimulus lead to more economic activity. In this he is technically correct. Printing more dollars and handing them out to those who would consume and invest them, does indeed lead to “activity,” even more perhaps than there otherwise would have been.

But our Keynesian assumes, or assumes that his audience will assume, that mere economic activity is growth, is wealth, is progress. Presumably this includes even that activity which our Austrian rightly considers overinvestment (more properly, malinvestment), overconsumption, and/or the proverbial breaking of windows, each of these a common side-effect of the Keynesian witchdoctor’s remedies (often intended to cure ailments caused by earlier interventions, some Keynesian, some not).

If the Keynesian’s definition of economic activity doesn’t (oh, but it does!) include these things then the burden of proof is on him to show that his prescriptions lead to more real growth than would their absence on an unhampered market. And that his incantations lead, on the whole, to economic health rather than disease. A free market is largely unencumbered by the ailments mentioned above so in order to do this it would need to be shown that the sicknesses that do affect it are somehow worse than those caused by intervention.

And to be sure, pure economic freedom isn’t perfect. It has its own share of maladies. But these are all coughs and sneezes by comparison. Cures, if they are needed at all, come from the market itself. The economic meddlers and potion peddlers only serve to make things worse.

We must admit that not even on the most unfettered of markets does all economic activity lead to growth. For human actors err, and the market punishes their errors. How much more is all this the case under a centrally-planned expansionary-monetary/stimulatory-fiscal regime? And how much more severe will be the punishment?

Imperialism or Federalism: The Occupation of South Korea

A recent op-ed in Foreign Policy highlights South Korea’s very successful rent-seeking campaign in regard to US military services:

When it comes to taking charge of coalition forces here on the Korean Peninsula, South Korea has been a little gun shy. South Korea and the United States this week are celebrating the 60-year anniversary of an alliance forged after the Korean War; there were two parades, a big dinner, video retrospectives, and a lot of talk of katchi kapshida (“we stand together”). But after decades of confidence-building joint exercises and billions of dollars in military assistance, it’s time for the South Koreans to step up and assume what’s called “operational control” of all forces stationed here if war should break out. The problem is, the South Koreans aren’t quite ready.

This brings out two interrelated but distinct trains of thought in my mind. First, it destroys the arguments, found on the hard Left, about a brutal US imperialism in the region. Seoul has made a US military presence on its soil a top priority for sixty years now. This has been the case during the autocratic period and it is now the case for the democratic one as well. A state cannot have a brutal presence in another state’s territory if the latter state continues to make the former’s presence a top priority.

Second, this is not to say that the US is not imperialistic. Here is how Merriam-Webster online defines imperialism: “the policy, practice, or advocacy of extending the power and dominion of a nation especially by direct territorial acquisitions or by gaining indirect control over the political or economic life of other areas.” With this useful definition in mind, South Korea’s rent-seeking necessarily brings up anti-imperial arguments from the center and the Right; namely, that South Korea is taking US taxpayers for a ride (the Cato Institute has done some especially good work on this topic).

So here are the relevant circumstances: the US military is currently on the Korean peninsula, and it is fairly entrenched, and the South Koreans overwhelmingly want it there, and US citizens don’t seem to mind all that much the presence of their military along the 38th parallel. So what exactly is the problem? Why is Foreign Policy, a traditionally interventionist publication, highlighting South Korea’s rent-seeking now? The answer, I think you all know, is government gridlock. Notice first how gridlock is not necessarily a bad thing. It forces Americans to reassess their priorities and to make tough compromises.

Libertarians have long called for Washington to withdraw its troops from South Korea (and correctly so). Among their grievances are the aforementioned rent-seeking tactics of the South Koreans, the unnecessary expenses that accompany such arrangements, and the fact that a US military presence causes unnecessary problems with China and North Korea.

Given the costs and the unnecessary dangers associated with occupation, I am in full agreement with libertarians. However, given the four circumstances mentioned above, I think there is a better way to go about pursuing a more just situation: federate with each other. By federate I do not mean that Seoul should send two senators and X number of representatives. That would be extraordinarily unfair. However, if the 17 provinces in South Korea each sent two senators and X number of representatives, justice would be achieved.

The objections to such an idea are numerous. They include political, cultural and economic angles, and none of them ever hold up to scrutiny. But what exactly is wrong with the status quo? What’s wrong with a complete military withdrawal? My answer to the first question is simply that the status quo is unfair. The South Koreans are ripping the Americans off. My answer to the second question is a bit more complicated.

A complete withdrawal implies that South Korea is not paying its fair share. Indeed, that it is not paying its share at all. A complete withdrawal also implies that foreign occupation creates unnecessary dangers, and it is indeed difficult to imagine a nuclear-armed North Korea without the presence of the US military along the 38th parallel (would Beijing or Tokyo stand for that? Would there be two Koreas? Korea today, without the war, would look like Vietnam).

A withdrawal also implies that the US no longer cares about the South Korean people. Only the hard, fringe Korean Left wants the US out. It’s not the threat of China or North Korea I’m concerned about (only demagogues are concerned about that), but rather the lost opportunity to enhance liberty and equality under the law in both the US and South Korea.

A federation would go a long way toward tackling these problems. South Korean provinces would suddenly find themselves paying their fair share. Two armies would become one (that means soldiers from the province of Jeollanam would be fighting in Afghanistan and not just patrolling the 38th parallel). The propaganda about American imperialism coming from the socialist paradise of North Korea would be rendered obsolete. A new peace – based on consent and equality – would begin to arise. My inspiration for these thoughts comes from a segment of Adam Smith’s Wealth of Nations (pgs 681-682; bottom of 779-794 in the Bantam paperback edition), musings from Hayek’s The Road to Serfdom (223-236 in the definitive, paperback edition) and Mises’s fascinating argument in Liberalism (105-154 of the paperback edition from FEE; here is a pdf of the book from mises.org). I’d even go so far as to claim that it is a more libertarian position than the calls to withdraw from the region. At any rate, it would certainly address the problem of rent-seeking that the US now finds itself facing (which in turn proves that the libertarians were correct all along).

Has Foreign Affairs Been Reading NOL?

Hello all, I signed up for a pretty challenging final quarter here at school, so my postings will probably be scarce for the next two or three months. It seems Foreign Affairs, one of the more sober foreign policy journals out there, is finally starting to read us here at the consortium. I’ll get to that in a minute but first: editorial duties call!

  1. Be sure to read Dr. Delacroix’s Bush-worshiping piece for an example of how obstinate ignorance works. The very man who mocks smart, well-educated people for their acceptance of scientific consensus on global warming as ‘cultists‘ seems to believe that “there were very good reasons for any reasonable person to be misled about the existence of  [WMDs] in Iraq.” You have to admit, the man has a lot of brass!
  2. I still have to get to co-blogger Andrew Roth’s recent comment chastising conservatives and libertarians for failing to recognize the many nuances associated with Bismark’s statecraft and Roosevelt’s New Deal.
  3. We’ve got a couple new writers who will be blogging here at the consortium. One is an economics major at UC Merced and the other is a Guatemalan national doing graduate studies in Denmark, so stay tuned!

Political scientists Roland Benedikter and Lucas Kaelin have a fascinating piece in Foreign Affairs focusing on the one bright spot in Europe these days: Switzerland. Libertarians who have read the political and legal works of Friedrich Hayek, Ludwig von Mises and James Buchanan will recognize the gist of the arguments right away. To summarize: small, democratic states are the best form of government available to man, given our vast shortcomings, and these small states are, in turn, much better off operating within vast free trade zones that do not hinder the small-scale democracy at work in these states. Government and Governance

Policy debates typically center around the role of markets versus the role of governments. But this is a misleading distinction. Human society always has governance. Private organizations such as corporations and clubs have management, rules, and financial administration similar in function to those of government. The difference is that private governance is voluntary, while state-based government is coercively imposed on the people within some jurisdiction. So a central question is not whether the market or the government can best accomplish some task, but whether the governance shall be voluntary or coercive.

The Market-Failure Doctrine

Most economists would agree that we don’t live in the best of all possible worlds. But the doctrine of market failure found in most economics textbooks fails to distinguish between consensual and coercive governance as correctives. The prevailing theory asserts that while markets might provide private goods efficiently in a competitive economy, markets fail to provide the collective goods that people want. There are two basic reasons offered as to why markets are not sufficient. Markets can easily determine the demand for private goods, but how can we tell how much each individual wants of a collective good? We could ask people how much they are willing to pay, but how do we get a truthful answer? Free riders also are a problem. Once the collective good is provided, folks can use it whether they pay or not, so why pay?

So, the market-failure story goes, markets fail to deliver collective goods. Entrepreneurs lack incentive because they can’t get their customers to pay for the service the way they can get people to pay for individually consumed private goods. Continue reading

Sardines at Midnight

Sardines at midnight? If the mood should strike me, I can zip down to the local Safeway store here in Belmont, California, which is open 24/7, and be back with a can in 20 minutes. My biggest problem would be choosing from among Thai, Canadian, Polish, or Norwegian sardines packed in water, olive oil, tomato-basil, or soybean oil.

So what? It’s darn near a miracle, that’s what, and would seem so to most inhabitants of today’s world and everyone in yesterday’s world. Leonard Read’s phrase “The Miracle of the Market” was only a slight exaggeration. I won’t attempt to describe how markets miraculously motivate and coordinate the actions of the thousands of people who cooperate in providing me with sardines. Nobody can do that better than Leonard Read did in his classic “I, Pencil.” If for some reason you haven’t read it, stop now and do so.

The increased quantity and quality of the conveniences available to us are really amazing. We should stop to think about them from time to time, paying special attention to the incentives that brought them about.

I have vague memories of the Fisher Brothers grocery store where my mother took me around 1950. The place was tiny and the selection limited. Looking back, I wonder about its cleanliness: The owners kept sawdust on the floor to soak up spills. Later they built a supermarket that was much larger but still only a pale precursor of today’s Safeway. A mix of union coercion, government regulation, and perhaps just plain custom kept all supermarkets closed after six p.m. Monday through Saturday and all day Sunday. A working woman had to scramble to get her shopping done before closing time or join the mob on Saturday. Continue reading
