Over at Policy of Truth, Dr Khawaja has an interesting post up on cultural literacy:

The journal Democracy is running an article revisiting E.D. Hirsch’s idea of cultural literacy, and looking for readers to help generate an updated list like the one at the end of Hirsch’s 1987 book, Cultural Literacy: What Every American Needs to Know

Here’s the list I came up with, completely off the top of my head (i.e., involving less than a minute of thought, since that’s all the time for thought I currently have).

Lists are fun. They are an easy way to start a conversation and they are time friendly. Add your own and don’t forget to justify your positions! Here is how I justify #1: it’s a storied, intellectually-robust tradition that has suffered greatly in the public sphere due to vulgar demagogic practices associated with the black Left. #2: C’mon, why shouldn’t every American know that their government overthrew an elected government in Iran and paved the way for the current anti-American regime?#3: see what’s between the parenthesis. #4: knowing that Latin Americans are by and large Western (save for the Natives still living in the Andean highlands) would do wonders for better relations between North and South. #5: Dutch (and Swiss) history can teach us far more about our own institutions than anything the UK has to offer. #6: see parenthesis.

Lots of foreign policy implications on my list, as well as stuff that can help to better understand why the US works the way it works. (This is a charitable assumption on my part, of course.)

European Union: Creative Destruction Wave?

Some thoughts in reply to Edwin’s recent very interesting piece on the European Union.

The Greek crisis, the refugees crisis and the recently announced German suspension of the Schengen agreement on free movement are all very testing for the European Union. I certainly agree with Edwin that ideas of a highly integrated European Union superstate are in a bad state, but that has been the case for some time now, it is just that some European Commission people and ‘federalist’ enthusiasts have been very slow to realise this. I put ‘federalist’ in the scare quotes because ‘federalist’ can mean so many things as a form of relation between existing states and should not be only identified with highly integrated forms of federation in which the central state is dominant. Any such idea was effectively killed off  years ago by a mixture of British opt outs from the Maastricht Treaty and the Danish referendum rejection of that treaty.

Of course these were thought by some to be secondary events which could be given temporary ad hoc solutions while the integrated superstate juggernaut rolled on. It is worth remembering that the phrase ‘ever closer union’ was in the Maastricht Treaty as a substitute for ‘federalism’ at the insistence of John Major (the then British Prime Minister) as a way of signalling the end of federalist ambitions. Since ‘ever closer union’ is open to not just integrated federalist meanings, but even unitary state interpretation, this is perhaps a bit strange, but the fact is the phrase signalled an end to integrationist federalist dreams in which John Major was probably quietly supported by some other states (including the Netherlands I believe) which did not want to stand out as anti-superstate. All this created the illusion of a process that only the UK and Denmark were standing aside from and they could be expected to join in later.

However, the integrated superstate model of federalism was already a paper tiger, a rhetoric only used as a way of legitimising a Franco-German dominated Europe, in which EU unity was heavily dominated by the wish to keep the French-German partnership going and offer everyone else the hope of a voice in an essentially Franco-German dominated process in which the two key states sought trade offs between individual national goals. Events since then have unravelled the superstate ideology as the French-German partnership has been reduced in importance by German unification, with some help from French failures at internal reform. The emergence of a reality concealed by the older sort of ‘federalist’ language can be seen in the referendum ‘no’ to the Lisbon Constitution in a few countries and the move to a Treaty. The Lisbon process was one of shifting power to the Council, to the place where intergovernmental decisions are made. The Eurozone upheavals have made it clear that Germany has a role in the EU unmatched by France.

On the current refugee crisis, the suspension of Schengen free movement is very disappointing, but an unavoidable response to such a massive tide of refugees. To my mind it may well be possible to integrate them, but clearly it is a challenge and clearly it is a challenge that public opinion does not seek, or not beyond some defined number of the most ‘real’ refugees. Anyway, this is not a completely new problem for the EU, France for example, has previously imposed border controls to deal with migrant influxes and deported unemployed migrants from eastern EU member states. This is a crisis situation which would exist with or without the EU and would lead to exceptional measures with regard to external border controls and internal security measures, including checks on identity papers. So I suggest it is not in itself an end to free movement within the EU, but more an indication that free movement will be subject to qualification in any foreseeable future. That still leaves the very real achievement of the EU in making movement between states easier, with all the attendant benefits for individual liberty and prosperity.

The Greek crisis has emphasised a form of economic integration in the Eurozone dominated by Germany, which is not what anyone would have put on paper as a federalist dream, but the reality is that the Eurozone was always about turning the Deutschmark into a European currency in which all members would benefit from the German reputation for sound finances and a strong currency, and therefore a de facto agreement to be subject to German economic discipline. No one used those words in public and everyone hoped that the crisis situation in which someone would have to impose order would never arise, but it has and we can see what was really been agreed to in the first place. That arrangement has worked at least moderately well so far. Ireland has actually done very well out of going along with German economic discipline. Italy, Spain and Portugal at the very least seem to have got past the worst. Greece is the most dubious case, but wild left populism has now receded in that country and that must be a success for the German led Eurozone. We are waiting to see whether the deal works in the long term in Greece. This does not have to be a complete German hegemony. In defence and foreign affairs, for example France and the UK are still strong compared with Germany.

The current regional tensions make it unlikely to my mind, as Edwin suggests, that the EU will not develop in the foreign and defence spheres. It would be more accurate, I believe, to say that the EU will develop an opt in personality in these areas in which not all states participate, but the core makes the EU more important in that field. Putin’s direct and indirect provocations, the nightmare in Syria and Iraq, and the threat of Islamist fundamentalism in west Africa, have all pushed EU states and previously neutral European states to become more engaged with security and defence issues. Now of course NATO is important here, but US willingness to look after Europe’s security for it is in decline and rightly so.

A response to the dangers I’ve just mentioned requires increased defence spending and and co-operation for European states and we can see this happening. Some of it cuts across the EU, as in co-operation between Nordic countries including Norway, which is outside the EU, but does not separate defence from the EU sphere. The membership of previously neutralist Sweden and Finland in the EU is clearly helping them co-operate with NATO countries. EU states are increasingly working with regard to a total European defence presence in which smaller states will limit the military spheres which the operate so that there is a co-ordinated division of labour. The UK is engaged in co-operation with the EU states on the border and hinterland problems in eastern Europe and the Middle East and this is likely to be a way over time in which the UK becomes more European oriented. This is a gradual process in which we will not see a Euro-army and a treaty in which the EU becomes sovereign in security matters, but we will see the EU mattering more in the defence and security sphere. One of the factors contributing to this is the refugee crisis.

Edwin raises some issue of (classical) liberal thinking in these areas and that is the final topic I will address, hopefully providing a framework for addressing the public policy and institutional issues above. Edwin is correct to say that voters want to see some important issues addressed on the national level and feel remote from the EU level, but let us be clear about what this means in reality. No individual voter has more influence over national policy that EU policy. Even in Luxembourg any one voter has no real voice, does not make a difference, in a community of three hundred thousand. There is no real difference between Luxembourg and the 500 million of the EU on this issue.

What people like when they think of the national level is that decisions are made by people like them, people with whom they can identify. Immigration and other forms of social change which undermine notions of self-contained homogeneity, such as the Internet, increased travel, decreasing identity with national religion, and regionalist movements, do not put am end to national identity, but they do qualify it. The recent EU crises have increased the visibility of European leaders across the continent, Angela Merkel must be more familiar to most Europeans than all but a handful of their own national politicians. The national level will  not disappear and we will probably seem more shifts towards national and inter-governmental decision making, but let us not ignore the qualifications and opposite tendencies.

The point of the above paragraph is that we are not returning to the time of absolutely sovereign national governments in Europe (and of course the sovereignty was always limited in practice, particularly for the smaller and poorer countries) and I dispute what I take to be Edwin’s assumption that this is what is happening and should be welcomed. Apologies for any misunderstanding, but it looks very much to me as if he is saying that classical liberalism has preferred and should continue to prefer interaction between sovereign states over federalisation of any kind. He mentions David Hume, Adam Smith and Friedrich Hayek in this context.

However consider this quotation from Adam Smith: ‘Were all nations to follow the liberal system if free exportation and free importation, the different states into which a great continent was divided would so far resemble the different provinces of a great empire.’ (An Inquiry into the Nature and Causes of the Wealth of Nations. IV.v.b). Surely this contradicts Edwin’s claim. Hayek was the author of ‘The Economic Conditions of Inter-State Federalism’, which advocates federation between democracies to entrench free trade and basic rights. Similar comments can be found in The Road to SerfdomNow maybe Hayek did not mean to advocate something like the EU as it is now, and even less what the most pure advocates for integrationist federalism wish for, but he did offer support to federation and constraints on national sovereignty.

Going back to the Enlightenment, Immanuel Kant, a liberal advocate of market economies, limited government and freedom under law, wrote essays favouring ‘federation’ or ‘confederation’ to enforce world peace. We can take it that Kant meant a kind of European federation as like most of the time he did not really regard non-Europeans as equals, even if he should have according to his own philosophical principles. Anyway, he had liberal arguments for constraints on national sovereignty, even if very limited in scope.

Edwin may perhaps feel that what Smith, Kant and Hayek said fits with what appears to be his desire for a European Union limited to free trade issue. However, it is important to establish that classical liberalism is open to federation or ’empire’ (which for Smith can be a confederation) and furthermore that a federation for very limited purposes is likely to spill over into other spheres. How do you guarantee peace, security and free trade without a lot of other connected  government functions. It could be argued that classical liberal federation is limited to pure minarchist functions of national defence, and enforcement of laws, but why should we expect transnational  federal states to stay limited within such a sphere when national states never do.

Liberal economics leads us to regard upheaval, change and destruction as healthy, within the limits of law and contract, as this is how there can be innovation and prosperity. We can think of politics in the same way. Current crisis conditions will change the EU but are at least as likely to do so in ways which reconstruct its various activities, and the ways in which they are conducted, to the benefit of its health, as to lead to an EU restricted to free trade or in a state of complete collapse.

Is the European Union Collapsing?

Lately, the European Union (EU) stumbles from crisis to crisis. After a long hot spring dominated by the financial crisis in Greece, we now see the collapse of the system based on the Schengen Treaty, which secures the free movement of people within most countries of the EU. The upheaval is the result of the huge numbers of refugees entering the EU, mostly from Syria, Eritrea and Sudan. It is expected that Germany alone will offer asylum to approximately 1 million people this year. With no end of the refugee wave in sight more and more countries are either closing their borders, building fences, or reintroducing border patrols. The situation in Hungary seems worst, especially in the temporary refugee camps. This weekend we saw footage of guards throwing food into the hungry crowds, just like zoo keepers do when feeding the wild beasts. An absurd lack of civilization.

Both crises have at least two factors in common, namely issues of sovereignty and property rights. Sovereignty is claimed back by European politicians, who previously made arrangements at the European level, yet are now confronted by their electorates who want to end the infringements of their property rights. In the case of Greece it was about (mostly) Northern European leaders who were pressed by public opinion to stop paying for the support of what was seen as an almost bankrupt country. Certainly in Germany and The Netherlands it was seen that Greece made a mess of things which itself needed to sort out (this was the dominant perception, I underline that I do not say this is also the right presentation of all relevant facts). In the current refugee crisis public opinion also welcomes large numbers of people who –again as it is widely perceived- are seen a poor sods fleeing from a terrible war. Yet at the same time the people understand that the refugees, no matter how well educated some of them are, also need to receive all kinds of welfare arrangements and will go through an often hard process of integration into society. This against the background of more than a decade of heated debate about immigration and integration in most (Western) EU countries.

In both questions the politicians eventually tend to back out, by reclaiming national sovereignty. Not directly, as this would be embarrassing. So Greece got its third support package, and in the refugees crisis it is underlined that ‘temporary border patrols’ and even ‘border closings’ are still within the letter of the Schengen Treaty. There is also talk of centralizing the intake of refugees at the European level, instead of the current principle of ‘first country of entry is the country where asylum should be requested. This may well be a good idea given the fact that refugees will  arrive (as the US experience also makes clear). Yet it is hard to predict how the negotiations will end, because there are large objections against the European Commission spreading refugees among the EU member states at its own peril.

The bigger picture however could well reveal that both events mark the end of the movement towards ‘ever closing union’, the old purpose mentioned in the Treaty Of Rome (1957), the most important founding treaty of European integration. That is significant, because if I am right in my assessment it means we are experiencing a real turning point. There are a number of contributing factors, most of which have been identified before, but that does not make them less significant, such as a lack of European identity among the European people, and the desire to accept only a minimum amount of European policy, due to the much stronger desire to make national decisions, which are easier to correct by the electorates. This, by the way, is fully in line with classical liberal thinkers such as Hayek, Hume or Smith.

Does this mean the EU is about to collapse? Hardly likely. The economic basis is still strong and while large the current problems can be paid for and sorted out eventually. Yet if integration stops here it will also mean that the EU will never get a serious common foreign policy or a common defense policy either, both of which have been tried –and failed- over the past decades. So the EU will then only be a ‘super free trade zone’, with a common trade policy, and strong legal apparatus also spreading out over many non-economic issues.  This raises many more issues, but that goes beyond the purpose of this contribution. For one thing: these are once again exciting times in Europe!

From the Comments: The Contribution of American Allies to Pax Americana

Dr Stocker answers my concerns about free-riding and rent seeking with this gem:

Good points Brandon. On the rent seeking, I think you are broadly correct, but I would offer two qualifications. European nations/the EU often foot a lot of the bill/take on associated civilian tasks where America has taken military action, so that the US is not subsidising the defence and security needs of Europe quite as much as it might seem. So for example, in the Yugoslav breakup led to US military operations and a comparatively passive role for Europe, but a lot of the afterwork was taken on by Europe and there is no point in military intervention without work on building civil society to create long term security and stability. Going back a bit further to the first Gulf War/expulsion of Saddam from Kuwait, Germany and Japan did pay a lot towards the cost in return for not participating. Despite [this] they got a lot of abuse in the US Congress from politicians who don’t appear to understand that their non-intervention in the Gulf owed a lot to constitutions and attitudes which the US encouraged/imposed during post-World War II occupation. Recently, though European govts have been cautious in what they say in public about the Ukraine crisis and containing Putin, there is a growth in military spending and co-operation done in fairly quiet ways largely with the aim of deterring Putin from adventurism in the Baltic states. Just one example, Germany has recently taken 100 Leopard II tanks out of retirement and work is underway for the Leopard III. Moving to the Pacific, Japan is enhancing its military and weakening constitutional restrictions on the deployment of the military (imposed by the US in the post-war Constitution) in reaction to Chinese assertiveness.

While I think it is broadly correct that the US has been paying for a military burden which should be born by Europe and Japan, the situation is not as extreme as it often assumed in the US and as far as I can see is moving in a more balanced direction. In general while it is true that the US has a very impressive military machine with some impressive technology and officers, I think some Americans are a bit over confident about this. A lot of Americans, at least amongst those who take an interest in military kit, appear very convinced that the Abrams 2 is the best tank anywhere, I would suggest that in military capacity, for cost, the Leopard II is probably better (it certainly does much better in export markets) and even in absolute terms ignoring cost, the French Leclerc (which is extremely expensive) has a good claim to be the best tank around, and the Korean K2 is another strong but very expensive candidate. The Abrams is expensive, heavy, difficult to transport and difficult to keep in sufficient fuel, though it can certainly do a very good job. A lot of Americans appear to be incapable of thinking of France as anything other than a surrender monkey joke in military terms, which is really very far from the reality, as can be seen by the very strong role that France is now taking in northwest Africa against violent Islamist fundamentalists. The US military may well be able to have the same military capacity for lower cost if it moves away from the Abrams II model of a tank that is expensive to run and transport as well as build.

So broadly a correct point Brandon, but I think the situation is a bit better than is often understood in America and is moving in the right direction as Japan and Europe are getting used to the idea of taking responsibility for dealing with new threats from China, Putinist Russia and the hydra of Islamist fundamentalists.

A very good point, and an even better angle with which to view the world.

My only quibble is that the right direction American allies are moving can easily be changed without a more fundamental shift in institutional arrangements between us. Some sort of federal or confederal arrangement would go a long way toward addressing this issue, and would further deepen the economic and cultural ties between constitutional democracies.

Or am I just looking for problems where there are none, in order for my arguments to gain ground?

Myths of Sovereignty and British Isolation XVI, Britain’s Significant Others: France and Germany (2)

Continuing from here.

The French, or at least the dominant part of its elites, together with a more ambiguous but largely assenting public opinion, sees the chance to maintain a large European role and an accompanying global role through the EU, using the EU to maintain the importance of French as an administrative language and the influence of France on European affairs without war, and ideally without aggressive winner-takes-all attitudes to diplomacy. It is a matter of reasonable debate whether this has worked well, it is not reasonable to think that France has given up on being France.

There is a strong steak of grandiose French ambition and memories of the more universal moments of the French state, under Bourbon monarchs who tried to dominate Europe, the French Revolution, and the Bonapartist Empire. Despite what some sovereigntist-Euroseptics claim, France is not obviously less global than Britain in its history or current attitudes. France had the second biggest overseas empire after Britain, there are many French speakers outside France, even though some parts of what was the empire have lost the Francophone legacy. France is just as much of a country of immigration as Britain.

The residual overseas territories from the empire are more integrated into the French state then the British equivalents are integrated into the British state. Of course Britain had the bigger empire, English is the more global language, and a global financial role lacking for France, but none of this makes France less of a country to some degree tied to its non-European legacies, or that France is less integrated and less nationally-oriented than Britain. In fact France looks a lot less likely to break up between component parts than Britain. The devolution of power to Scotland, Wales, and Northern Ireland is not matched in even the most distinct French regions and there seems little chance of any part of France matching Scotland in the success of a separatist party and near success of a separatist referendum.

The same applies to Germany. Germany has a briefer history as an important country of self-image construction for Britain than France, but the sense that Britain is more liberal than the Prussian-German state tradition and more patriotic than current federal Germany is a major factor in Britain. The sense that Germany has a less strong sense of national identity combines for British Eurosceptics, or alternates, with the sense that it is trying to dominate Europe.

There is no doubt that Germany has a more traumatic relation with its recent history than Britain, and that it is the leading country in the EU. Nevertheless, there is no sign at all of bits of Germany seceding, while there is every sign that German state rebirth through democracy and European identity has been a great success. The relations of Germany with the rest of the EU is a rather large question, but it is worth remarking here that most of the supposed German dominance and domineering attitudes in the EU is a mask for the hopes of other EU countries, on the French model, to improve themselves through:

  • institutional influence on Germany;
  • importing German fiscal discipline and associated economic successes through a common currency;
  • a willingness to put the burden of blame on Germany for tough policies resulting from the imbalances that emerged as a result of excessively low interest rates in the less robust Eurozone economies;
  • a preference for related ‘externally imposed’ German influenced reforms over exit from the EU and a reassertion of strong national sovereignty.

At the heart of these choices is the belief that Germany is too big to ignore and that where states have had difficulty in economic reform, institutional constraints designed in the hope of importing German economic success, within a system of pooled sovereignty, offer more hope of economic success than supposedly pure national sovereignty. This may or may not work for the best in the long term, but it is not an example of German aggression; and given that no one state has genuinely pure and absolute sovereignty, no one state can exist unrestrained by the attitudes of other nations and the international consequences of its own policies, so pooling of sovereignty with Germany should not be seen as unpatriotic countries surrendering an unvalued national existence.

Anyway, the sovereigntist-Eurosceptics who put forward, or rely on, the dangerous German domination claim, are themselves generally oriented towards an Anglosphere conception of an alliance between the UK, the USA, Canada, New Zealand, and Australia. This can draw on the enhanced levels of intelligence and security co-operation between these countries, along with the ‘Special Relationship’ between the UK and the USA that developed during the Second World War. The obvious issue here from a sovereigntist point of view is that the USA is very dominant in this relationship, whether that of the Anglosphere or of the ‘special relationship’. The language of the ‘special relationship’ has declined anyway in the UK, particularly since the invasion and occupation of Iraq. The reality has always been in any case that the USA has pursued close relationships with countries outside the Anglosphere with little if any common decision making in the ‘Anglosphere’. The Anglsophere idea also refers to ideas about law, which will be discussed in the next post.

Myths of Sovereignty and British Isolation XV, From Dutch Model to German Kings

Continuing from the last post, the story of the temporary Anglo-Dutch fusion and then moving onto the German kings of Britain.The invasion of late October was not strongly resisted, James fled London and then England, giving Parliament the pretext to declare that James had abdicated. His son was ignored with the falsehood pretext that he was not the son of James and his wife, but a baby smuggled into the royal chambers. All this evasion and pretence should not be allowed, in Burkean fashion, to conceal the reality that Parliament had asserted itself as the sovereign power in the country, and accordingly that the monarch reigned at its pleasure, which could be withdrawn. This was not a restoration but a very radical innovation.

On the conservative side, it was designed to maintain a religious settlement in which only members of the state church were full citizens, removing rights James had given to Catholics and also Protestant Dissenters. The immediate impact then was a major loss of religious freedom, though partly based on fear that ‘tolerance’ was a tactic only for James on the road to state enforcement of Catholicism. We will never know the truth of that.

William’s Dutch invasion did not inspire much of a war as James II’ authority collapsed quickly, but further violence was to come in Ireland until 1691 featuring sieges and major battles, with the French helping the Catholic Irish against the Dutch prince turned English monarch. There was war in Scotland until 1692, featuring one of the infamous events of Scottish history, the Glencoe Massacres of Scottish Jacobites (supporters of James). The massacre was partly the result of clan rivalry, but was certainly also the consequence of state policies.

The Dutch connection disappeared with William’s death, as he had no children and the throne passed to Mary’s sister Anne, ignoring of course the claims of ‘James III’, the exiled son of James II. However, the impact of the Dutch connection was not just in the person of William. His reign as William III (1688 to 1702) coincides with the foundation of the Bank of England in 1694, which took place in the context of Dutch investments in London and a strong Dutch influence as a model of Protestantism, science, crafts, public finances, naval and merchant fleets, trade and colonialism which preceded 1688, including the exile of the liberal political philosopher John Locke in the Netherlands from 1683 to 1688, and was intensified by the Dutch invasion/Glorious Revolution.

The Dutch Republic had shown how to fight wars through a reliable, credible form of public debt which Britain was able to use in eighteenth century wars. Generally, the temporary relationship between the two states, which was somewhere between mere alliance and full fusion, was important in enabling Britain to become the leading eighteenth century power in Europe for all the things associated with the Dutch Republic in the seventeenth century.

The temporary semi-fusion of course had a drastic impact on British foreign and defence policy, which was now heavily oriented towards Dutch aims in northwestern Europe, and even the whole of Europe. Britain was heavily engaged in European politics, including wars, particularly the War of Spanish Succession (1701 to 1714), which led to Britain’s still current acquisition of Gibraltar on the southern tip of Spain and included one of the most famous victories of British military history, Blenheim, under on the most famous British generals, John Churchill (ancestor of Winston Churchill), Duke of Marlborough on German territory. The main aim of British participation was to prevent French domination of Europe, which was threatened by a French claim to the Spanish throne, and the possibility of over generous compensation to France if it gave up Spain, with regard to Spanish colonies and the parts of Italy dominated by Spain.

Moving back briefly to the period before James II, his brother Charles II, had a secret treaty with Louis XIV of France which meant that state policy was covertly guided by the French who were subsiding Charles. So the temporary semi-fusion with the Dutch Republic was itself nothing new in terms of British state policy coming under the influence of a European power, it was simply a more open form of it. Looking forward, William was succeed by Mary’s sister Anne.

Parliament then legislated for a Protestant only succession, which went to the Elector Prince of Brunswick-Lüneburg, generally known as the Elector of Hanover. This family supplied British monarchs from 1714 to 1837. The legislation of Queen Anne’s time precluded military commitments to Hanover, but inevitably in practice the defence of Hanover and the protection of Hanover’s interests in Germany were a major consideration of state during that period. The first two Hanoverian monarchs were more German than English, though the third of the Hanoverian Georges, George III established himself as a largely popular archetype of supposed British character.

I just returned yesterday from a week in Athens for an academic conference. There seemed to be a big socio-economic divide in voting intentions. The unemployed and menial workers were definite No votes. The Yes votes were physicians and a few academics. Personally I think they should bag the euro and go back to the drachma.

Brandon: how long do you think it will be before Putin is making deals in Athens? Might be nice to have a friend in the EU when sanctions come up again. Port privileges for the Russian navy would be very conveniently located as well.

Jacques has a good, thoughtful response (“Leaving the Euro zone does not require leaving the European Union”) that I wholeheartedly agree with (and that I’ve blogged about here and here), and it appears Dr Amburgey is in agreement with us (though does he think Greece should stay in the EU?). Contra Dr Foldvary, I do not think there is any need for Greece to leave the EU. If anything, the EU should be adding more states, though not expanding its geographic space.

Regarding Russia, I simply don’t know. Russia – along with Turkey, Iran, and China – is a society that is very hard to understand let alone predict (I would add India/Pakistan to this list, but the states of the Indian subcontinent are traditional post-colonial states and are therefore much easier to predict; the other four were never conquered or carved up by imperial cartographers). The whole Crimea debacle still has me smarting. Nevertheless I’ll add my thoughts to the conversation.

I don’t think Athens will grow closer to Moscow. There are two major reasons:

  1. Greece fears Russia, which is why Athens has remained in NATO for so long.
  2. Most Greeks – even the ‘No’ voters in this recent referendum – don’t want to leave the EU; Greeks overwhelmingly want to be a part of ‘Europe’.

There are couple of minor reasons, too, though I don’t know how minor they are. 1) Greece is not Ukraine. 2) Russia’s economy is in shambles. Greeks have a higher standard of living than do Russians.

On the flip side, the Greeks are always thinking about the Turks. If an opportunity presents itself (though I cannot think of any arising), Athens may start to edge closer to Russia (a traditional enemy of Turkey) if it thinks Ankara is getting antsy about its former province. This is pretty extreme, though. Also, Russia’s economy may be in shambles, but it seems like Moscow always has plenty of money for military expenditures, and rent stemming from a Russian port in the Mediterranean Sea might be too tasty to resist for a country saddled with so much debt.

At this point I don’t think Greece has much clout in European politics, so I don’t see Moscow viewing Athens as a reliable friend in Brussels.

Kling and Henderson on intervention and blowback

David Henderson, an economist at the Naval Postgraduate School’s GSBPP and also the Hoover Institution, alerted me to a remark made by another economist, Arnold Kling, about libertarian foreign policy. Both posts are worth reading, of course, but in the ‘comments’ thread of Henderson’s post, Dr Kling elicited a terse response from Dr Henderson for arguing the following:

David, the U.S. has intervened in Asia, Europe, Latin America, and the Middle East. We have not experienced terrorism except from the Middle East, and there the role of blowback is not clear–there are plenty of other causes, and Middle Eastern terrorists seem perfectly happy to operate in countries that have not invaded Iraq.

I think you have proved my point. Your preferred policy is non-intervention, and so blowback is your desired cause for terrorism. But you only look for evidence that confirms this. Go through the thought experiment of believing that terrorism is not caused by blowback, and then look for evidence from that perspective. That is what I ask for when someone has a “desired cause.”

You can read Dr Henderson’s response here, but I thought I’d go in a different direction with this. First, though, I’d like to thank Dr Kling for broaching this subject. Few libertarians do so (our own Drs Delacroix and van de Haar being two stubborn exceptions).

What I’d like to do is take Dr Kling’s second paragraph to heart and try to pin down some relevant facts I think are missing from his first paragraph, which I’ll break down, for the sake of dialogue, piece-by-piece.

Kling left off Africa from his list of places the US government has intervened in. This is a huge omission because there has been plenty of terrorist attacks (successful or otherwise) aimed at US targets on the African continent, from Nigeria in the west to Kenya all the way in the east (a span, via each state’s respective most populous city, of 5,328 km; Los Angeles to New York City is about 4,500 km).

We have not experienced terrorism except from the Middle East, and there the role of blowback is not clear

Again, the US has been the target of terrorism in places other than the Middle East. Aside from Africa (the 1998 embassy bombings being perhaps the prominent examples, though there are more), the US has been the target of terrorism in Asia, Latin America, and Europe. I think much of Dr Kling’s confusion regarding blowback in due to his poor geographic knowledge. The Middle East (or Near East), for example, is also a part of Asia. Pakistan and Afghanistan, where many terrorist attacks against US targets have been undertaken, are not considered to be a part of the Middle East by specialists. Below is a partial list of terrorist attacks against US targets in the past:

  • In 1927, the US embassy (along with other foreign embassies) in Nanking, China came under sustained gunfire from both state and non-state actors, and at least one American died (“the Nanking Incident”);
  • In the 1920s and 1930s, many American institutions – public and private (or ostensibly private) – were bombed by left-anarchists upset over the unjust executions of two prominent Italian anarchists in Boston (“Sacco and Vanzetti”);
  • In 1964 the US embassy in Gabon was bombed twice in the same month;
  • In 1965 a car bomb exploded outside of the US embassy in Saigon, South Vietnam, and Leftist factions claimed responsibility;
  • In 1984 a car bomb exploded outside of the US embassy in Bogota, Colombia, but no faction came forward to claim responsibility (it is largely attributed to one of the drug cartels in operation there);
  • In 1985 a Left-wing terrorist organization attacked the Soviet, Chinese, and American embassies in Peru;
  • In the mid-1980s a Leftist terrorist organization attacked US embassies in Indonesia and Italy.

Again, this is just a partial list. In the spirit of Kling’s argument, what I suggest we do here is divide up terrorist bombings into two segments: 1) the period of 1945-1991 (the Cold War), and 2) everything else. I think this is a fair move because during the Cold War the line between state and non-state actors became especially blurred.

Even if we decide to ignore my suggestion of dividing terrorist attacks into two segments, one picture that becomes much clearer is that all of the attacks are political, and terrorism against US targets does not come solely from the Middle East (or even states with large Muslim populations). I hope these two issues are conclusions that we can all agree upon. If this does not nudge the evidence in favor of the intervention-causes-blowback thesis, I don’t know what does. I think Kling’s next line of reasoning will help us elaborate on this a bit more:

I think this statement actually breaks the back of the hawks’ argument. First, though, when did we move from a discussion about intervention causing terrorism to a discussion about invading and occupying Iraq causing terrorism? Is Kling guilty of the bait-and-switch fallacy here? I am forced to conclude that he is, although in fairness his point was raised in a ‘comments’ thread rather than in a post of its own.

His bait-and-switch aside, Kling’s point about “plenty of other causes” of terrorism is one worth thinking through a bit more. There are four lines of thought that I’d like to explore here: 1) Now would be a good time to draw up a distinction between intervention and occupation. Up until now, we have been discussing foreign policy colloquially and ostensibly in terms of intervention, but the difference between the two concepts I just highlighted is huge and needs a bit of clarification. Some of the fuzziness surrounding the two concepts has to do with Kling’s charge of normative libertarian foreign policy. Dr Henderson, for example, cites the scholarly work of Robert Pape and Ivan Eland (as well as the observations of Paul Wolfowitz) to bolster his claim that intervention leads to blowback, but those guys are referring to the explicit occupation of territory, not intervention. This does not mean Dr Henderson or libertarians more broadly are wrong, of course, but only that dialogue on this topic suffers from a lack of detail. The Cold War-era bombings I listed above can be attributed to intervention. The terrorist attacks pre- and post-Cold War can be attributed to intervention as well, but also to occupation. Does this make sense?

2) While Kling is lazy in his assertion about “Middle Eastern terrorists” being “perfectly happy” with attacking states that did not invade Iraq, he has a really good point, albeit one made unintentionally: terrorism is an international phenomenon, and not something that can be attributed to a specific region (or religion). If we take a step back and look at terrorism more broadly (i.e. not just in a US context, which I think highlights well the consequences of intervention and occupation), what do we see? I don’t know about you, but I see terrorism in Russia, China, India, Pakistan, the US, Europe, all of Africa, Latin America, and, just for good measure, the rest of Asia, too. This leads me to train of thought Number 3: terrorism is political, as even death cults like Aum Shinrikyo in Japan or lone wolves like the Unabomber or the white nationalist shooter in Charleston are overtly political. I know I’ve harped on this already, but Dr Kling’s point helps make this much easier to understand.

Much of the terrorism, if not all of it (I hope readers will provide counter-examples), not directed at the US and its allies (which do intervene and do occupy) is done in the name of separatist movements within a state. While states claim sovereignty over their territories, and use IGOs such as the United Nations to bolster these claims, the separatist movements believe themselves to be occupied by a foreign power. Pape makes this crystal clear in his work on the (nominally Buddhist but militantly Left-wing) Tamil Tigers of Sri Lanka.

If terrorism is political, but it is not aimed at foreign intervention or occupation/separatism, what would terrorists hope to accomplish by murdering people? Given the calculated political nature of terrorism highlighted above, I fail to see how terrorism could be carried out randomly, except in works of fiction like Batman comics or old James Bond movies. The fictional nature of random acts of terrorism leads me in to my fourth and last train of thought, namely that I think Kling is introducing a red herring when he states that “there are plenty of other causes” of terrorism. This is simply not true. Since Dr Kling didn’t provide any examples, and since I don’t want to attempt to read his mind, I can only hope he reads this post and provides me with some examples that I can proceed to debunk.

While I think Dr Kling raises an excellent topic that needs to be discussed way more often, he, like Dr Delacroix, simply does not have his facts straight when it comes to foreign affairs. Ideology and dialogue are important components of the free and open society, but without a good grasp of the relevant facts of a matter those tools for improving our livelihoods become worthless, at best.

Myths of Sovereignty and British Isolation, I: Waterloo

The United Kingdom of Great Britain and Northern Ireland is now in the run up to a referendum on ‘renegotiated’ membership of the European Union which will supposedly return some sovereignty to UK political institutions. The date of the referendum and the details of the ‘renegotiation’, which in all likelihood will consist of changes of a secondary kind particularly since changes to the relevant treaties would trigger referendums in other EU member states with unpredictable consequence. The Conservative government is also making gestures towards repealing the Human Rights Act, which incorporates the European Convention on Human Rights into British law, and replacing it with a ‘British Bill of Rights’, and at the extreme may withdraw from the European Convention, leaving the UK as the only European nation apart from Belarus in that situation.

It looks like the Prime Minister David Cameron is happy to stay in the EU after minor changes and to keep the Human Rights Act and that he is not at all aiming to withdraw from the ECHR. I say this because he is an extreme pragmatist who does not aim for big shifts in Britain’s constitutional arrangements and relations with Europe, though as an extreme pragmatist he appears to send different signals to different people, so there may be some with a different impression.

I introduce these issues in current British politics in order to discuss the ideas of national sovereignty, laws, and institutions at stake along with the understanding of Britain’s historical relation with Europe. These are not necessarily at the centre of all political debate on the matters introduced above, but they are part of the debate and the ‘Eurosceptics’ – who both want to reduce Britain’s connection with European institutions and promote an idea of absolute national sovereignty – are already on the offensive with their vision of history. Two historical anniversaries have been used for this agenda: the two hundred year anniversary of the Battle of Waterloo and the nine eight hundred year anniversary of Magna Carta. More on Magna Carta when I get onto issues of law and institutions in this series of posts. First a few post posts about the general history.

What is partly as stake here is a debate between two wings of the liberty movement. The Eurosceptics in Britain have a strong element of conservative-libertarian fusionism while the Europhiles have an element of more cosmopolitan culturally pluralist libertarianism. The most obvious issue after European institutions dividing these two groups is immigration, with cosmo-Europhile libertarians much more inclined to open immigration than the sovereigntist-Eurosceptic libertarians. There are of course grey areas, overlaps and exceptions, but the overall pattern is very clear. Strictly speaking Eurosceptic and Europhile here refer to attitudes towards cross-European institutions, not other Europeans, but it cannot be denied that behind the more tolerant sounding version of Euroscepticism there are a lot of resentful people who don’t like foreigners, Europeans and people who are not like us, and think of democracy as preserving majority cultures and communities as dominant and unchanging. The sovereigntist-Eurosceptics tend to be very influenced by conservative-libertarian circles in the USA and to promote an ‘Anglosphere’ idea in which Britain is essentially part of a community with the USA, Canada, Australia, and New Zealand (i.e. white majority countries which used to be part of the British Empire), and is essentially not European.

What I present in today’s post is a critical response to the sovereigntist-Eurosceptic version of British history. The Waterloo anniversary for Eurosceptics is commemorated for being a moment when Britain played a decisive role in undermining the claims of autocratic rulers to dominate Europe. In the late sixteenth century it was Philip II of Spain, in the early eighteenth century it was Louis XIV of France, in the early twentieth century it was William II, Emperor of Germany, King of Prussia, and in the mid-twentieth century it was Adolf Hitler, Führer of National Socialist Germany. There is some truth in this. Britain’s place as a powerful offshore part of Europe has suited it to hold out against a continental hegemon and provide a focus for turning back the hegemon’s power; nevertheless the sovereigntist-Eurosceptic version of this is bombastic and evasive.

Focusing on Waterloo, since that is the key anniversary of the moment, it was not a single-handed victory by Arthur Wellesley, Duke of Wellington (who was born and brought up in what is now the Republic of Ireland) and a British army. The battle was only won because of the arrival of a Prussian-German army led by Marshall Blücher, who has a claim to be a commander of greater vision and imagination than Wellesley (though it should be said that he was superlative in all other aspects of command). The majority of Wellesley’s army was Dutch, Belgian or German (even excluding soldiers from Hanover which at that time shared its royal family with Britain) and many of the ‘British’ were, like Wellesley, from what is now the Republic of Ireland. While Wellesley and the British soldiers at Waterloo undoubtedly showed the greatest courage and determination in the battle, the image of Britain defeating the returning European hegemon, Napoleon Bonaparte, is false, if a falsity that became a major part of the more mythical aspects of British history.

But how on earth is it possible that there is no substantial mentioning, let alone analysis, of the political philosophy of liberalism and international relations? At least a weird omission by the editor, Professor Steven Wall, I must say….

Bernard Lewis, Edward Said, Facts, Ideology, and the Middle East

I recently came across an excellent interview conducted by Evan Goldstein, who is the editor of Arts & Letters Daily and the Chronicle of Higher Education, with Bernard Lewis, who is an eminent historian of the Middle East from Princeton. There were three things that stood out to me in the interview: 1) the potential for ideological rigidity in academia, 2) the importance of history for analysis of recent events, and 3) the astonishing, obstinate ignorance of foreign policy ideologues when it comes to understanding enemies. Three excerpts from Goldstein’s interview with Lewis can best illustrate my points.

On the potential for ideological rigidity, Lewis – who I first came across from reading Edward Said’s infamous postmodern polemic Orientalism – has much to tell us:

Age has not mellowed Lewis, especially on the topic of the late Edward Said, whose 1978 polemic, Orientalism, upended Middle East studies and placed Lewis in the position of having to defend his scholarship against charges of racism and imperialism. Lewis vividly remembers reading Orientalism for the first time. “Apart from Said’s ill will,” he says, “I was appalled by his ignorance.” […] Lewis and Said met only once, in 1986, for a debate at the annual conference of the Middle East Studies Association. Dubbed the “shoot-out at the MESA corral,” the event drew 3,000 spectators. Whether or not Lewis thinks he won that day’s battle, however, he seems to be under no illusion that he lost the war.

“Middle Eastern studies in this country is dominated by the Saidians,” he says, his voice rising in indignation. “The situation is very bad. Saidianism has become an orthodoxy that is enforced with a rigor unknown in the Western world since the Middle Ages.” This groupthink, he says, taints everything: jobs, promotions, book reviews. “If you buck the Saidian orthodoxy, you’re making life very difficult for yourself.”

In 2007, Lewis and some like-minded scholars, including Fouad Ajami, of the Johns Hopkins University, founded the Association for the Study of the Middle East and Africa. The idea, Lewis says, was to create space for opinions that deviate from the MESA mainstream, “to maintain an independent academic integrity in Middle Eastern studies.”

This is an important argument. I minored in MENAS at UCLA, which has one of the most prestigious MENAS programs in the world, and was never required to read the work of Bernard Lewis. How can this be, especially given Lewis’ towering influence on MENAS in the scholarly world? The answer is, of course, orthodoxy. Dogma. What is most disturbing about orthodoxies that gain a monopoly in a field of study is that truth becomes a political agenda rather than an aim for scholarly research. Those who, as Lewis notes, dedicate their lives to answering questions as best they can are necessarily at odds with the dogmas of the field. Postmodern Saidians have imposed the worst sort of orthodoxy, too: If you are not from the Middle East, or if you are not Muslim, then you are by default an agent – willing or otherwise – of imperial aggression and Western chauvinism. Those who question, or dismiss, Saidian insights into the Middle East and North Africa are “being political” while those who do not question Saidian insights are performing scholarly research. Can anybody else see the fallacy here?

This orthodoxy dominates MENAS scholarship. While interacting with my professors at UCLA I was given plenty of opportunities to subtly acknowledge my adherence to Saidism. I did not. I did not question Saidianism, either. I only expressed an innocent desire to gain insights into the work of the guy called out so often in Orientalism, Bernard Lewis. I was told, on numerous occasions, that Lewis had not been read, though of course it never hurts to gain the other side’s perspective. Could the orthodoxy Lewis identifies and assails be any clearer? (Here is the website to Lewis’ Association for the Study of the Middle East and Africa, by the way.)

Aside from vehemently disagreeing with the patron saint of MENAS, Lewis has also gained notoriety for his connection to the second Bush administration’s illegal invasion and subsequent occupation of Iraq. I don’t want to get into the details of his participation here (Goldstein does a good job of that in the interview itself, and I actually lost a little bit of respect for Lewis because of his evasive answers to Goldstein’s questions about his relationship with the Bush administration), but his insights into how the Middle East actually works should be of particular interest to libertarians and especially libertarians who sometimes read me for my quirky (even by libertarian standards) take on American foreign policy. Careful readers can hopefully recognize my overall argument in Lewis’ intricate understanding of the Middle East:

His disagreement with the Bush administration, he explains with a sigh, was not over the goal (regime change), but the tactic (full-scale invasion). Lewis says he argued for recognizing the leadership in northern Iraq as the country’s legitimate government and arming those forces if necessary. In the decade since the first Persian Gulf war, he says, Kurds and Arabs had managed to build a nascent democracy under the protection of the no-fly zone.

“That was the way to do it,” he says. “Simply to invade was the wrong way to do it, and I thought so and said so at the time.” Why didn’t he speak out before the invasion? “I didn’t feel at that crucial moment that it was right to take a public stance against the war.”

Aside from his inability to own up to his mistaken support for the Bush administration (or making his opposition to its policies public), Lewis is spot on. Look at what he is saying, and remember that his analysis is sharpened by a lifetime of prestigious scholarship on the Middle East: the West should have recognized that the illegitimate borders of Iraq had produced differing modes of governance in different regions, and that it would be morally acceptable to recognize the claims of sovereignty then being shouted out by the peoples of northern Iraq.

I am not even in the same ballpark as Lewis when it comes to understanding the Middle East. He is a retired-but-prestigious historian from Princeton; I am a potential graduate student with a B.A. from UCLA; yet he and I have come to the same conclusion, and it’s not hard to see why (it is also worth asking yourself the following question: Is Lewis right?):

  1. The Middle East is a region of the world with lots of different cultures (this is a truth that many foreign policy experts flatly ignore).
  2. The borders drawn up by the victors of World War I do not line up with these cultures anywhere in the Middle East, save perhaps Saudi Arabia.
  3. These artificial borders, and the international governing institutions that sanctify them, make necessary the presence of a strong man to keep these borders from collapsing.
  4. Since strong men are bad, and bottom-up institutions are good, it makes perfect sense – from a realist perspective and from an idealist perspective – for the West to recognize and incorporate the claims of sovereignty made by these bottom-up, nascent states.
  5. Invading and occupying a country, with the goal of molding it into a democracy, is a stupid idea because…
  6. …democracy cannot do for artificial states what strong men can: namely, keep borders in place without affecting the regional balance of power.

Yet the power balancers, and the realists who think that strong men serve Western interests better than democracies do, cannot adequately explain why these same strong men are so hard to control, and indeed often end up as enemies of the West (Saddam Hussein, anyone?). Lewis’ scholarship explains this well. The ideologues – the Western chauvinists and the postmodern Saidians – cannot explain this or, more likely, are unable to explain this because it flatly debunks their dogmas.

Speaking of dogmas, I have given too much attention to the orthodoxy currently strangling MENAS programs around the world, and not enough to those harbored by Western chauvinists. Goldstein reports:

Lewis pulls a Russian book off the shelf and slowly reads his name, in Cyrillic, on the cover. He smiles. His books have been translated into 29 languages. The Middle East and the West, published in 1964, was even translated into Arabic by the Muslim Brotherhood. Lewis is particularly fond of that edition’s preface: “I don’t know who this person is,” the translator wrote, “but one thing is clear. He is, from our point of view, either a candid friend or an honest enemy, and in any case one who disdains to distort the truth.” Lewis chuckles at that.

There is a common trope in many conservative Western circles that Islamists are so beholden to ideology and hatred of all things Western that they are incapable of understanding other modes of thought. Yet it is very clear from this excerpt that Islamists are interested in understanding other ideologies. Islamists, like socialists in the West, are more interested in molding better human beings than in making us freer. Instead of acknowledging this, many experts in foreign policy circles simply pretend that their opponents are savages and incapable of thinking like a true civilized individual. This mindset, too, contributes to the ongoing violence in the Middle East.

The West has a role to play in the Middle East. If it wants to reduce violence and raise standards of living, then policymakers in Washington and Brussels need to accept the fact that their conceptions of the Middle East have largely been shaped by dogma. Muslims are capable of doing bad things. So are Westerners. The West needs to support bottom-up decentralization in the Middle East until it is no longer possible to distinguish a West from a Middle East or, at least, until the West and the Middle East are as similar as Texas and California (or Germany and France). Until policymakers realize that the Middle East’s autocrats are a direct result of central planning efforts made elsewhere, and until MENAS scholars own up to the fact that their dogmas do more harm than good, peace and prosperity will elude the region.

Slowly debunking the trade leads to peace fallacy

In 2010 I wrote that economic issues are just another factor in decisions on war or peace. There is nothing to suggest that free trade leads to peace per se (The Liberal Divide over Trade, Peace, and War, International Relations, vol 24, number 2, June 2010).

This is not a particular popular viewpoint, certainly not among classical liberals and libertarians, for reasons written about before at this blog.

So it is nice to read in Dale C. Copeland’s new book Economic Interdependence and War (Princeton University Press 2015), that indeed it all depends upon the situation. Economic factors can just as easily be cause for war, as a cause for refraining from violence. Copeland does not write from the liberal tradition, but if he had, he could have used Adam Smith, David Hume or Friedrich Hayek in support for his argument.

Anyway, the good thing is that the free-trade -leads-to-peace thesis is slowly but surely being debunked. It makes for a better and more mature discussion about international relations, inside and outside liberalism.
