New thorns in the Special Relationship: Persian, Chinese, and populist

The past few days have been witness to some important statements made in the context of the Joint Comprehensive Program for Action (JCPOA) — also referred to as the Iran Nuclear deal. US allies, including the UK and some EU member states, do not seem to be in agreement with the US President’s Iran policy in general, and especially his inclination towards scrapping entirely the JCPOA.

Boris Johnson’s interviews and his comments on the JCPOA

In an interview to the BBC on January 14, 2020, British Prime Minister Boris Johnson stated that the JCPOA could be renegotiated, and seemed to be accommodative towards Trump. Said Johnson: ‘Let’s work together to replace the JCPOA and get the Trump deal instead.’ Johnson’s remarks came a day after the UK, Germany, and France had issued a joint statement announcing that all three countries were totally in favor of keeping the JCPOA alive. The UK, Germany, and France had also said that they were keen to ensure that the nuclear non-proliferation regime is kept intact, and that Iran is prevented from developing nuclear weapons.

Earlier, in a telephonic conversation last week with Johnson, US President Donald Trump told him that the deal was ‘foolish‘ and that the other signatories should also walk out of it.

During the course of his interview with the BBC, which happened to be Johnson’s first interview with the media after the victory of the Conservative Party in the UK’s recent general election. Johnson, while having a dig at Trump, said that the US President thought himself of as a good negotiator, as did many others. Johnson also made the point that the current deal had been negotiated by Trump’s predecessor, Barack Obama, and alluded that this was one of the key reasons why Trump wanted to renegotiate the JCPOA.

UK Foreign Secretary Dominic Raab, while criticizing Iran for failing to meet with the compliances related to the JCPOA, also stated that the UK is keen to keep the deal intact. Before Raab, another member of Johnson’s cabinet, British Defence Secretary Ben Wallace, had also indulged in some straight talk, lambasting the Trump administration for its increasingly isolationist approach towards global issues, and Trump’s tendency of taking Washington’s allies for granted. Wallace had also stated that US support for the UK’s coalition should not be taken for granted.

Responses of Trump and Rouhani to Johnson’s remarks

Trump’s response to Johnson’s suggestion regarding a fresh JCPOA was predictable: he welcomed it. Meanwhile, Iranian President Hassan Rouhani, in an aggressive address on January 15, 2020, lashed out at the EU and UK, saying that all Trump knew was violation of contracts, so there was no question of a new Iran deal.

UK-US relations

Interestingly, Johnson in his interview to the BBC, had also said that there was no real need for the UK to have been informed in advance by the US with regard to the killing of Iranian General Qasem Soleimani. It would be pertinent to point out that not just members of the Labor Party, but even a senior Tory MP, Tom Tugendhat, who is also a former chairman of the Commons Foreign Affairs Committee, criticized the US for not consulting the UK.

This brings us to another important point. While Johnson’s main challenge is perceived to be the withdrawal of the UK from the EU by January 31, 2020, there are likely to be important differences between Washington and London over dealing with Iran. A close advisor of Trump, Richard Goldberg, who until recently was a member of the White House national security council (NSC), has already stated, for example, that if Johnson wants a UK-US Free Trade deal, the UK should immediately pull out of the Iran deal.

US-UK FTA and Trump’s support for the same

Trump has been in favor of a Free Trade Agreement (FTA) with the UK (which happens to be the 5th largest trading partner of the US) for some time. In fact, in his congratulatory tweet to Johnson after his victory in December 2019, Trump had said that Britain and the U.S. will now be able to forge a significant new trade deal after Brexit. At the G7 Summit in 2019, Trump had spoken about how the US would sign a pathbreaking trade deal with the UK, post Brexit.

It has been argued that while the conservative lobby in both the US and UK has been in favor of bilateral FTA, there are lobbies in both countries which are fervently opposed to such an idea. It also remains to be seen whether the Trump Administration is serious about imposing conditionalities on the UK regarding the FTA — such as, supporting the US stance vis-à-vis Iran. Given the reactions by some members of Johnson’s cabinet (to Trump’s handling of the Iran issue), it is tough to really predict the UK’s reaction.

Not just Iran, US-UK also differ over Huawei

Another issue that could be an impediment to the further consolidation of economic and strategic relations between the US and the UK is the British use of Huawei’s hardware for the development of next-generation 5G wireless networks. Johnson’s predecessor, Theresa May, had stated that non-core technologies of 5G were acceptable while core parts would be banned. At a meeting of the National Security Council (NSC) in 2019, some of May’s colleagues, including Jeremy Hunt (then Foreign Secretary), Sajid Javid (then Home Secretary and now treasury secretary), Gavin Williamson (then Defence Secretary), and Penny Mordaunt (then international development secretary), had opposed May’s decision. Interestingly, Williamson had been sacked for allegedly leaking the proceedings of the meeting.

Johnson’s approach towards Huawei

In the interview to BBC, Johnson stated that he did not want to jeopardize cooperation with any of the other “5 Eyes Intelligence alliance partners” (Australia, Canada, New Zealand, and the US are the other members of this network). While hinting at the US stand on Huawei, Johnson said that those criticizing one technology also needed to provide an alternative.

Differences between US and other allies over other crucial economic and strategic issues

It is not just the UK but other allies, like India, who will be closely watching Trump’s approach on crucial geopolitical issues. For instance, the US had earlier stated that India would get a waiver from CAATSA (Countering America’s Adversaries Through Sanctions Act) even if it went ahead with the purchase of S400 missiles from Russia, but a State Department spokesperson recently commented on the waiver to India and stated that there was no blanket waiver. Of course later, the State Department spokesperson did clarify that the US views these issues on a case by case basis.

Conclusion

If one were to look at the scenario for bilateral relations between the UK and the US (defined as a ‘special relationship’ first by Winston Churchill in 1946), there are numerous challenges. There is a tendency to oversimplify bilateral relationships by looking to the personal chemistry of leaders or to leaders’ ideological inclinations, as in the case of Johnson and Trump. There are likely to be a number of obstacles which may come in the way of the bilateral relationship (discussed above).

In addition to this, there is a note of caution for other allies like EU member states (especially Germany and France), Canada, and Japan, which have already borne the brunt of Trump’s insular economic policies, and his myopic and transactional approach towards complex geopolitical issues.

Entangling alliances, Donald Trump, and a new libertarian alternative

Some say that Donald Trump’s transactionalism in the realm of geopolitics has gotten out of hand. Tridivesh has actually been saying this for awhile now. Jacques is not pleased with the president’s decision to withdraw American troops from Syria. Of the other Notewriters, only Andre has spoken up for Trump’s withdrawal from Syria.

There are libertarians and leftists who have applauded Trump’s move, but for the most part people are dissatisfied with the way the president of the United States conducts foreign policy. There’s no logic. There’s no strategy. And the incentives don’t quite line up, either: is Trump out for the republic or himself?

This is unfair. Trump’s transactionalism comes with more press, but Obama and the guy before him were transactionalist presidents, too. Just think about Syria to begin with. Getting involved in the butchery there had no logic to it and actually went against the strategy of Obama’s “Pivot to Asia.” Still, Obama mired the republic in another brutal regional scuffle. GWB did the same thing in Iraq, too. Osama bin Laden was hiding out in Afghanistan, so Bush invaded Iraq, a country that had nothing to do with 9/11. Makes sense, right?

Maybe we’re looking at this all wrong. Maybe we should be looking at the incentives and trade-offs available to the executive branch of the American government instead of single individuals.

My contribution to reassessing American foreign policy is to look at the role that formal alliances play in chaining down the executive branch in the American system. Libertarians loathe both alliances and the executive branch, but what if one is useful for off-setting the other? Which one would you rather have? (Trade-offs are more realistic than utopias, my fellow libertarians.)

There are two general types of alliances in the world: formal and informal. Alliances have been with us since the dawn of time, too. Think of the alliances our Stone Age ancestors made, one individual at a time. Elected politicians make alliances and call them political parties. Dictators make alliances and call them bargains. You get the picture. The United States has traditionally made use of informal alliances, so Trump’s abandonment of the Kurds in Syria is really a continuation of American foreign policy and not an aberration as some hawks claim.

In fact, prior to World War II, the United States had signed just one official alliance with another polity: the Treaty of Alliance with France that lasted from 1778-80. So from the start of the Revolutionary War (which was really a secession from the British Empire rather than an actual revolution) in 1776 to America’s entrance into World War II in late 1941, the United States had joined only one alliance, and it was a short-lived alliance that would make or break the existence of the republic. (During World War I, the United States was an “affiliated partner” rather than an official ally.)

This doesn’t mean that the United States was isolationist, or non-interventionist, during this time frame. In fact, it highlights well the fact that the United States has a long history of entering into alliances of convenience, and a short history of building and then leading stable coalitions of military partners around the world. Alliances have shaped the destiny of the republic since its founding. And, more importantly, these alliances of convenience have their intellectual roots in George Washington’s foreign policy. Washington’s foreign policy even has its own name: the Washington Doctrine of Unstable Alliances. According to Washington and other elites of the founding era, the United States should freely enter into, and exit, alliances as necessary (Jefferson was a big fan of this Doctrine, too). This stands in stark contrast to the idea that the United States only soiled its virginal unilateralism once, when it was in dire peril and needed a helping hand from France to fend off an evil empire.

Washingtonian alliances throughout American history

Aside from fighting alongside the Oneida and Tuscarora during its secession from the British Empire, the United States forged alliances with Sweden, in 1801 to fight the Barbary states, and with the Choctaw, Cherokee, and some of the Creek during the ill-fated War of 1812. In fact, one of the reasons the United States got pummeled in the War of 1812 was the lack of Native allies relative to the British, who had secured alliances with at least 10 Native American polities.

The American push westward saw a plethora of shifting alliances with Native peoples, all of which tilted in eventual favor of the United States (and to the detriment of their allies).

The American foray into imperialism in the late 19th century saw alliances with several factions in Cuba and the Philippines that were more interested in extirpating Spain than thinking through an alliance with an expansion-minded United States.

In 1832 the United States entered into a Washingtonian alliance with the Dutch in order to crush some Barbary-esque states along the Sumatran coast. The alliance led to the eventual, brutal conquest of Aceh by the Dutch and a long-lasting mutual friendship between the Americans and the Dutch.

From 1886-94 the United States and its ally in the South Pacific, the Mata’afa clan of Samoa, fought Germany and its Samoan allies for control over the Samoan islands. The Boxer Rebellion in China saw the United States ally with six European states (including Austria-Hungary) and Japan, and affiliate with three more European states and several Qing dynasty governors who refused to follow their emperor’s orders.

NATO’s continued importance

Clearly, the United States has followed its first president’s foreign policy doctrine for centuries. Washington warned that his doctrine was not to be an eternal guideline, though. Indeed, the most-cited case study of the Washington Doctrine of Unstable Alliances is not the American experience in the 19th century, but the Nazi-Soviet one of the 20th, when the Germans turned on the Soviets as soon as it became expedient to do so.

The establishment of NATO has forced the United States to become reciprocal in its alliances with other countries. The republic can no longer take, take, and take some more without giving something in return. This situation of mutually beneficial exchange has tempered not only the United States but everybody else in the world, too (especially in the industrialized part of the world; the part with the deadliest weapons). Free riding will most likely continue to be a problem within NATO. The United States will continue to pay more than its share to keep the alliance afloat. And that’s perfectly okay considering most of the alternatives: imperialism (far more expensive than free riding allies), ethnic cleansing, or oscillating blocs of states looking out for their own interests in a power vacuum, like the situation Europe found itself in during the bloody 20th century.

The forgotten alternative

Unstable alliances lead to an unstable world. The rise of NATO has been a boon to the world, despite its costs. If libertarians want to be taken seriously in the realm of foreign affairs, they would do well to shake off the Rothbardian shackles of isolationism/non-interventionism and embrace Madisonian federalism with a Christensenian twist. The 13 North American colonies that broke away from the British Empire were sovereign states when they banded together. The 29 members of NATO are sovereign states, too, and there’s no reason to believe that Madison’s federal blueprint can’t band them together as well.

If libertarians are comfortable embracing non-interventionism as a foreign policy doctrine, even though it has never been tried and even though it’s based on a shoddy interpretation of history, there’s no reason why they can’t instead embrace federation as their go-to alternative. Federation at least has history on its side, and it’s also got the obscure appeal that libertarians so love to ooze at public gatherings. Will 2020 be the year that libertarians shift from non-interventionism to federation?

The North Syria Debacle as Seen by One Trump Voter

As I write (10/22/19) the pause or cease-fire in Northern Syria is more or less holding. No one has a clear idea of what will follow it. We will know today or tomorrow, in all likelihood.

On October 12th 2019, Pres. Trump suddenly removed a handful of American forces in northern Syria that had served as a tripwire against invasion. The handful also had the capacity to call in air strikes, a reasonable form of dissuasion.

Within hours began an invasion of Kurdish areas of Syria by the second largest army in Europe, and the third in the Middle East. Ethnic cleansing was its main express purpose. Pres Erdogan of Turkey vowed to empty a strip of territory along its northern border to settle in what he described as Syrian (Arab) refugees. This means expelling under threat of force towns, villages, and houses that had been occupied by Kurds from living memory and longer. This means installing on that strip of territories unrelated people with no history there, no housing, no services, and no way to make a living. Erdogan’s plan is to secure his southern border by installing there a permanent giant refugee camp.

Mr Trump declared that he had taken this drastic measure in fulfillment of his (three-year old) campaign promise to remove troops from the region. To my knowledge, he did not explain why it was necessary to remove this tiny number of American military personnel at that very moment, or in such haste.

Myself, most Democrats, and a large number of Republican office holders object strongly to the decision. Most important for me is the simplistic idea that

Turkey, Syria, the Kurds, and the American Foreign Policy Establishment

Donald Trump pulled the US out of Syria, and Turkey brutally pounced on the Kurds. What a mess.

I have just two quick notes on the subject: 1) the American Foreign Policy Establishment has upset me for many years now, mostly because they are liars. The allegations of American betrayal in regards to our Kurdish allies are simply not true. If the Kurds were truly American allies, then the hawks would have gone out of their way to call for a Kurdish state in the region (something some Kurds have been trying to found for a long time). This has not happened in the 50 or 60 years that the United States has been deeply involved in the Levant. Have you heard hawkish politicians in the US call for an independent Kurdish state? Instead, Washington’s Foreign Policy Establishment has been content to use the Kurds as pawns against its Persian and Ba’athist enemies. Once the Kurds outlived their usefulness, they were abandoned by the American Foreign Policy Establishment, ironically in the name of state sovereignty.

2) The Kurds should have known better by now that their only friends are the mountains. I don’t know why they thought they could hold Syria. I don’t know why they thought they could trust Washington. My best guess is that geopolitics is hard to do when you’re as politically decentralized as the Kurds, and there was simply no overall game plan for going to war alongside the Americans, except to maybe slaughter some Arabs and Turks and build rapport with Washington for an eventual Kurdish state.

One last note: Not only is Turkey slaughtering Kurds, but Iran is calling for Turkey to stay out of Syria. The Russians are still there, too. The withdrawal of American troops from Syria means that Russia, Turkey, Iran, Syria, and several non-state actors will now fight for control of the Levant. Having Moscow bogged down in the Levant bodes well for peace in Europe for the time being. A Turkish-Persian small war would likewise give the West a breather, at least militarily. If anti-refugee parties in Europe thought the first wave of refugees was unbearable, they’re in a for a world of surprise now. The bloodshed that will result from the world’s hegemon leaving a power vacuum will likely make Europe’s populist parties even more popular.

Asking for 9/11

Pres. Trump discontinued the on-going talks with the Taliban without indication there will be a resumption.

What took him so long?

A couple of days before the announcement, the Taliban claimed an attack in Kabul that killed a dozen people including an American. (This is important.) Two weeks prior, the Taliban had massacred the guests at a wedding, also in Kabul . They routinely set off bombs in Shia mosques at prayer time. They are so keen to do it that they often rely on suicide bombers to perform this glorious and pious act.

Many forget, many younger people don’t know, that we did not go into Afghanistan to be mean or to engage in state building, or to reform Afghan society. This, although we may have become mired in such an enterprise after a while. It happened only because Americans don’t like to leave a mess behind. They feel a compulsion to clean up after themselves. Many people also don’t know that more than fifty countries participated alongside us.

After 9/11, reasons emerged to believe that Al-Qaeda was the culprit for those several coordinated terrorist attacks on US soil. The leader of that organization, Osama Bin Laden, obligingly confirmed this by video shortly afterwards.

The US officially asked the ruling Afghan government to turn over Bin Laden for trial. The Taliban government declined to do so. Yes, that simple.

A few weeks later the US and several allies invaded Afghanistan to capture Bin Laden and as many Al-Qaeda members as possible. The most important allies were Afghan opponents of the Taliban government gathered under the name “Northern League.” The Taliban had arranged to assassinate the Northern League’s leader on 9/10. Largely thanks to the Northern League, the coalition, mostly in the person of a few hundred CIA agents, achieved victory and routed the Taliban in a couple of short weeks.

The main purpose of this victorious expedition was dual. First, was the objective to stop the Taliban from doing it again, from again giving shelter to those who would murder American civilians. The second objective was to convince terrorists of all breeds, and beyond those, others with nefarious intentions against us, including China, that if you kill Americans, bad things will happen to you, that you will never sleep untroubled sleep.

A few more words about the Taliban: They are an overtly fanatic Muslim group. During their time in power, they banned music altogether. (Can you believe this?) They stopped girls from going to school at the same time as they made it illegal for male doctors to examine female patients. Please, put two and two together: No educated females, no male doctors treating females. If that is not a formula for feminicide, what is it? Another Taliban achievement was the exemplary shooting in the head of adulteresses. (Their definition of adultery was such that at least half the women in my town of Santa Cruz could be convicted, I remarked at the time.) They did it at halftime during a soccer game. I saw the video on television with my own eyes. It’s a blessing when your objective enemies make it easy for you to hate them.

One stupendous thing about the now broken negotiations is that they did not include the elected government of Afghanistan. The people who took the trouble to organize relatively clean elections, the people who managed to achieve a high rate of school attendance for girls, the people whose country it is in the end, were not invited. It looks to me like, one more time America was abandoning its allies. Besides being shabby and immoral, it’s not good for Americans in the short and long run alike. Others are taking notes: Help Americans; die!

Extricating the US from Afghanistan was part of the Trump platform. It looked like an easy call. Leftists hate America and want it to be defeated whenever possible. Many conservatives and all libertarians wanted a US troop withdrawal from that country because they believe (correctly, I think) that every military action extends the reach and the significance of government, especially of the federal government, over American society. Then Mr Trump started listening to the generals, then he learned what the US was doing in that God-forsaken country. Then, little by little the consequences of an American troop withdrawal dawned on him. Then, the Taliban murdered an American soldier as the talks were concluding. Bad form!

Then, for reasons not well understood at the this time, he fired John Bolton, the clear-headed adviser with a powerful moral compass. To my mind, that is easily the worst decision of Mr Trump’s administration. If I end up not voting for him, this will be playing a main part.

Critics say, “We have been there for eighteen years.” So? We have been in South Korea since 1953; it worked. The fat Rocket Boy has not tried much of anything there, neither did his father, or his grandfather. The American military was in Western Europe from about 1948 to 1995, not with 30,000 troops but with hundreds of thousands. That did the job: No attack to speak of; the Soviet side collapsed. The world was finally rid of the pretense of Communism although that was never the goal. Our firmness, our consistency did it. The American military in Europe for all those years was one of my best investments ever.

Practically, it’s difficult to argue that the US should keep a strong military presence in Afghanistan because doing so subjects you to a discreet kind of blackmail. About the endless expenditure there, they say? How about the dead Americans? I have thought about these moral issues at length. Below are my answers.

Have you bothered to calculate your rough share of the expenditure connected to the American military presence in Afghanistan? Is it $1,000 per year, $100? $10? If you don’t know the answer, you really have no right to complain. If you think that any expenditure there is too much, you are either in bad faith or a pacifist fool.

Of course, it’s almost impossible to state openly that we should accept that more American military personnel will die in Afghanistan. Yet, we do it tacitly for cops and firemen at home all the time. American fatal combat casualties in that country are a tiny fraction of those needlessly and uselessly dying on American roads at the hands of drunk drivers. And none of those dead were volunteers. All military personnel is. (I know I am repeating myself. No one has refuted me much on this point.) On the average, about 250 US military personnel and contractors have died of all causes in Afghanistan each year. This is a large and lamentable number, of course, but it makes for an American military death rate in Afghanistan that is frankly low as compared to the death rate of young black men in Chicago. How can one honestly deplore the former and ignore the latter?

The truth is that Afghanistan is going to remain a vipers’ nest for the foreseeable future. It will remain a good place for terrorists to train and regroup. We need a significant military presence there to limit the damage to ourselves and to strike back when necessary. We need to demonstrate to the world, including to the huge mafia state of China that killing Americans, even trying to do so, is costly and dangerous.

To act in any other way is to ask for another 9/11 or worse, possibly much much worse.

SI VIS PACEM, PARA BELLUM

How US foreign policy hurts Christians worldwide

Christians are the most persecuted religious group worldwide. The 20th century produced more Christian martyrs than any other period in history. During a great part of that century, Christians were mostly persecuted by totalitarian regimes in communist countries like the USSR and China. Today persecution still comes from communist governments, such as the ones in China, Cuba and North Korea, but mostly Christians are persecuted in countries where Muslims control the government. With that in mind, I would like to answer two questions: Why is that and can Christians in the West do something about it?

Typically, Christians (and other religious groups) are persecuted by totalitarian governments. The definition of a totalitarian regime is that it can comport no opposition or dissidence. A totalitarian regime is characterized by the attempt to control your whole life, including your religious life. Totalitarian regimes fear losing control over their population. Christians gathering for worship are mistaken for a seditious group. This is the reason why these governments persecute Christians.

Until World War I, US foreign policy was mostly characterized by what is typically defined as isolationism. US presidents since the Founding Fathers understood that Europe was a mess and that the US would do well to keep away from political entanglements with it. This changed with Woodrow Wilson. Wilson understood that it was the US’ mission to rebuild the World after its own image. With that in mind, he struggled, against the US population, to get the country into World War I.

US involvement in World War I proved to be essential for that war and for all US foreign policy since then. The tendency in Europe, since the 17th century, was for major wars to end with a new power equilibrium. This is not hard science, but pretty much every hundred years Europeans would fight a major war and then rest for another hundred. That was so with the 30 Years War, the War of Spanish Succession, and the Napoleonic Wars. All these conflicts had one thing in common: the emergence of a new great power in Europe moved other countries to balance that power. The tendency, in the end, was equilibrium. That was the case with World War I: the European system was balanced after the Napoleonic Wars. However, towards the end of the 19th century, Germany emerged as a new great power. Other countries allied against it. This scenario was delayed by Otto von Bismarck’s brilliant foreign policy but proved ultimately inevitable.

World War I should end like any other European War since the 17th century: that generation realizes that it is impossible for a single country to dominate the entire continent, diplomats accept the status quo and anyway, everybody becomes war-weary and more inclined to peace. But US intervention prevented that from happening. My hypothesis (that I have no idea how to test) is this: without US intervention, World War I would finish with peace without winners. It would be considered a draw. With US intervention, however, France managed to punish Germany for the War. Germany, on its part, became vengeful against France. England understood that it was better to stay on the other side of the channel. World War I became only the first half of a major conflict that continued some twenty years later with World War II. If in World War I US involvement was optional, in World War II it became inevitable. And after World War II came the Cold War, and the US hasn’t stop ever since.

US involvement in World War I had a number of consequences. German revanchism against France gave way to the rise of Nazism. In Russia, the Bolsheviks rose to power as well. Another effect of World War I was the end of the Turco-Ottoman Empire. Following Woodrow Wilson’s vision, that empire was to be divided into several countries, according to several ethnic groups identified by westerners. In actuality, England and France took the chance to divide the Middle East into several colonies. Christians were persecuted in Nazi-Germany and the USSR. The Middle East is a mess to this day. Before World War I, American missionaries were welcomed in the Turco-Ottoman Empire.

British ones were not, because that empire understood (I suppose correctly) that they would be hard to separate from the imperialist interests of Great Britain. The US mostly took England’s place in this regard. To make matters worse, oil was the fuel of the second industrial revolution that began at the end of the 19th century. Soon after, it was discovered that the Middle East had some of the greatest deposits on the planet. The US became the first world superpower, and to maintain that it needed oil. Lots of oil. It is a vicious cycle.

In sum, I am blaming Woodrow Wilson and his foreign policy for everything bad that happened ever since. The Founding Fathers had a very good foreign policy, that made the US and US citizens welcomed worldwide. Woodrow Wilson broke that pattern, much because he was a liberal Christian who thought that the US role was to make the world democratic by force.

I don’t think it’s too late to change. It might be unthinkable to just withdraw from every international commitment the US has today, but it is definitely time for a gradual change. A world without major US military intervention may be – counterintuitively – a world safer for Christians.

The American objective of isolating Iran continues to be a failure

Recent days have been witness to important events; The Middle East Conference at Warsaw, co-hosted by Poland and the US State Department on February 13 & 14, and the Munich Conference. Differences between the EU and the US over dealing with challenges in the Middle East, as well as Iran, were reiterated during both these events.

The Middle East Conference in Warsaw lacked legitimacy, as a number of important individuals were not present. Some of the notable absentees were the EU Foreign Policy Chief, Federica Mogherini, and the Foreign Ministers of Germany, France, and Italy. Significantly, on February 14, Iranian President Hassan Rouhani, Russian President Vladimir Putin, and Turkish President Recep Tayyip Erdogan met in Sochi, Russia to discuss the latest developments in Syria and how the three countries could work together.

Personalised aspect of Trump’s Diplomacy

In addition to the dissonance between EU and US over handling Iran, the dependence of Trump upon his coterie, as well as personalised diplomacy, was clearly evident. Trump’s son-in-law and Senior Aide, Jared Kushner, spoke about the Middle East peace plan at the Warsaw Conference, and which Trump will make public after elections are held in Israel in April 2019. The fact that Netanyahu may form a coalition with religious right wingers could of course be a major challenge to Trump’s peace plan. But given his style of functioning, and his excessive dependence upon a few members within his team who lack intellectual depth and political acumen, this was but expected.

EU and US differences over Iran

As mentioned earlier, the main highlight of both events was the differences over Iran between the EU and Israel, the US and the GCC (Gulf Cooperation Council) countries. While Israel, the US, and the Arabs seemed to have identified Iran as the main threat, the European Union (EU), while acknowledging the threat emanating from Iran, made it amply clear that it disagreed with the US method of dealing with Iran and was against any sort of sanctions. US Secretary of State Mike Pompeo went to the degree of stating that the goal of stability in the Middle East could only be attained if Iran was ‘confronted’.

The EU differed not just with the argument of Iran being the main threat in the Middle East, but also with regard to the methods to be used to deal with Iran. The EU, unlike the US, is opposed to the US decision to get out of the Joint Comprehensive Plan of Action (JCPOA) and is all for engaging with Iran.

At the Warsaw Conference Vice President Mike Pence criticised European Union member countries for trying to circumvent sanctions which were imposed by the US. Pence was referring to the SPV (Special Purpose Vehicle) launched by Germany, France, and Britain to circumvent US sanctions against Iran. The US Vice President went to the extent of stating that the SPV would not just embolden Iran, but could also have a detrimental impact on US-EU relations.

US National Security Adviser John Bolton has, on earlier occasions, also spoken against the European approach towards the sanctions imposed upon Iran.

Differences at Munich Conference

The differences between the US and the EU over Iran were then visible at the Munich Conference as well. While Angela Merkel disagreed with Washington’s approach to the Nuclear Deal, she agreed on the threat emanating from Iran but was unequivocal about her commitment to the JCPOA. While commenting on the importance of the Nuclear Agreement, the German Chancellor said:

do we help our common cause… of containing the damaging or difficult development of Iran, by withdrawing from the one remaining agreement? Or do we help it more by keeping the small anchor we have in order maybe to exert pressure in other areas?

At the Munich Conference too, the US Vice President clearly flagged Iran as the biggest security threat to the Middle East. Pence accused Iran of ‘fueling conflict’ in Syria and Yemen, and of backing Hezbollah and Hamas.

GCC Countries at the Warsaw Conference

It is not just the US and Israel, but even representatives of the GCC which took a firm stand against Iran. (A video leaked by Israeli Prime Minister Benjamin Netanyahu revealed this.)

Bahraini Foreign Minister Khaled bin Ahmed Khalifa went to the extent of stating that it is not the Israeli-Palestinian Conflict but the threat from Iran which poses the gravest threat in the Middle East. Like some of the other delegates present at the Warsaw Conference, the Bahraini Foreign Minister accused Iran of providing logistical and financial support to militant groups in the region.

Similarly, another clip showed the Saudi Minister of State for Foreign Affairs (Adel al-Jubeir) saying that Iran was assisting and abetting terrorist organisations by providing ballistic missiles.

Iran was quick to dismiss the Middle East Conference in Warsaw, and questioned not just its legitimacy but also the outcome. Iranian President Hassan Rouhani stated that the conference produced an ‘empty result’.

US allies and their close ties with Iran

First, the US cannot overlook the business interests of its partners not just in Europe, but also in Asia such as Japan, Korea, and India. India for instance is not just dependent upon Iran for oil, but has invested in the Chabahar Port, which shall be its gateway to Afghanistan and Central Asia. New Delhi in fact has taken over operations of the Chabahar Port as of December 2018. On December 24, 2018, a meeting – Chabahar Trilateral Agreement meeting — was held and representatives from Afghanistan, Iran, and India jointly inaugurated the office of India Ports Global Chabahar Free Zone (IPGCFZ) at Chabahar.

The recent terror attacks in Iran as well as India have paved the way for New Delhi and Tehran to find common ground against terror emanating from Pakistan. On February 14, 2019, 40 of India’s paramilitary personnel were killed in Kashmir (India) in a suicide bombing (the dastardly attack is one of the worst in recent years). Dreaded terror group Jaish-E-Muhammad claimed responsibility. On February 13, 2019, 27 members of Iran’s elite Revolutionary Guards were killed in a suicide attack in the Sistan-Baluchistan province which shares a border with Pakistan. Iran has stated that this attack was carried out by a Pakistani national with the support of the Pakistani deep state.

Indian Foreign Minister Sushma Swaraj met with Iranian Deputy Foreign Minister Seyed Abbas Aragchchi en route to Bulgaria. In a tweet, the Iranian Deputy Foreign Minister stated that both sides had decided to strengthen cooperation to counter terrorism, and also said that ‘enough is enough’. This partnership is likely to grow, in fact many strategic commentators are pitching for an India-Afghanistan-Iran security trilateral to deal with terrorism.

Conclusion

So far, Trump’s Middle Eastern Policy has been focused on Iran, and his approach suits both Saudi Arabia and Israel but it is being firmly opposed by a number of US allies. It is important that the sane voices are heard, and no extreme steps are taken. As a result of the recent terror attack in Pulwama, geopolitical developments within South Asia are extremely important. Thus, the US and GCC countries will also need to keep a close watch on developments in South Asia, and how India-Pakistan ties pan out over the next few weeks. New Delhi may have its task cut out, but will have no option but to enhance links with Tehran. Trump needs to be more pragmatic towards Iran and should think of an approach which is acceptable to all, especially allies. New Delhi-Tehran security ties are likely to grow, and with China and Russia firmly backing Iran, the latter’s isolation is highly unlikely.
