Why Republican Libertarianism? I

(This text was written for the European Students for Liberty Regional Conference in Istanbul at Boğaziçi University. I did not deliver the paper, but used it to gather thoughts which I then presented in an improvised speech. As it was quite a long text, I am breaking it up for the purposes of blog presentation)

Republicanism has been on the rise as a term in political theory debates since the late 1990s, where it has joined egalitarian liberalism (that is a version of liberalism in which the state decides on income and wealth distribution, markedly more flat than the distribution achieved by the market, at least in intention), communitarianism, and libertarianism in the main recognised streams of political theory along with radical democracy, deliberative democracy, and Marxism.

The egalitarian liberal position emphasis rights, justice, and rational political procedures claiming that constituently employed they lead to a morally based economic pattern of distribution distinct from the relatively spontaneous activities of the market and civil society. Libertarianism (covering anything that might be regarded as classical liberal or libertarian) tends to have the same basis and argue that correct understanding leads to a more market based individualistic view of how economic goods should be distributed.

Communitarianism is most economically egalitarian but includes social conservatives as well as social liberals. It argues that views about justice have proper foundation in the rules according to which humans live in, form, and maintain communities, rather than individual rights. It tends to be anti-libertarian but a communitarianism based on voluntary communities below the level of the state, or independent of the state, can converge with form of libertarianism emphasising the freedom to create voluntary communities of those with shared visions of the good life, socialist, capitalist or anything else.

Marxism is, I presume, well known enough to need no introduction and radical democracy is the attempt to make Marxism, or something like it, compatible with liberalism in democracy and rights, and maybe even compatible with libertarianism in some social and moral issues. Deliberative democracy is the view that political institutions and laws should rest on a constant process of public discussion and negotiation, presumed to engage most of the population.

Simply explained, republicanism is the view that political institutions and laws rest on the tendency for human communities to have a political aspect, and liberty to have some aspect of rights of political participation, where there is some life is devoted to discussion of the best institutions, laws, and policies for maintaining liberty. If all this sounds rather libertarian, it has to be said that republican political theory in its current manifestation, which goes back to the late 90s, has used there same arguments as egalitarianism, but taking the understanding of liberty in a different direction.

In the egalitarian liberal understanding, liberty is just as much to do with state designed economic equality, or limitations on inequality, as individual rights to life, property, and freely chosen version of the individual good life. From the egalitarian liberal perspective, which theorises the views of new liberals, constructive liberals, social liberals, and progressives since the late nineteenth century, ‘liberty’ must include the idea of some equality in the distribution of economic goods as part of the fairness or equality of respect, which is part of those aspects of liberty concerned with individual rights under law.

The idea of republicanism as now discussed in academic circles, at least those largely concerned with a ‘normative theory’ approach to political theory emphasising conceptual analysis  was developed by the Irish philosopher Philip Pettit (long based between the US and Australia). Pettit rests his arguments on a mixture of a historical republican tradition going back to antiquity, and arguments about the meaning of liberty and what kinds of liberty there are. The arguments in Pettit, like many other discussions of liberty, refer back to a famous paper by the philosopher and historian of ideas Isaiah Berlin in ‘Two Concepts of Liberty’ (1958), which rest on a view of the history of political ideas, so again we come back to a historical argument.

Republicanism in recent political thought has another inspiration, (at least for those concerned with the more cultural, literary, historical, and interpretative aspects of political theory) from an a mid twentieth century writer on politics and philosophy, Hannah Arendt. Arendt is hard to situate politically, and has been taken up both by radical democrats and conservatives. She was rather evasive on the subject of socialism versus capitalism, however the basis in her thought for this was that political issues should be distinguished from social welfare issues, which certainly seems to exclude the possibility of socialist or even egalitarian liberal ideas entering into her basic political assumptions.

Arendt looked back to ancient Athens, in contrast with Pettit who takes Rome as his starting point, and to a culture of competition to prove excellence, which was aristocratic in origin. Athens at the the time it was home to Aristotle, as well as many other notable cultural and philosophical figures, was a democracy based on citizens meeting in the centre of the city to make laws and make the major decisions about state actions.

For Arendt, the political culture of the democracy took up the aristocratic tradition of competitiveness to produce a political life that itself cultivated excellence through contests, and a concern with the public good, at the same time as it was producing great culture, as part of the same pattern. She points to the largely political decision making of the assembly, which was not engaged in attempts to change shares of economic goods.

Nationality, Ethnicity, Race, Culture, and the Importance of Citizenship for the Individual

Judging by some of the fruitful dialogues that have gone on here in the distant past and just the other day, I’d say that there is still a lot of work to do regarding a few concepts that seem to have meaning to them but are not really well-defined or well-understood.

I am writing about nationality, ethnicity, race, and culture, of course.

Dr Stocker and myself have taken aim at nationality before, and Michelangelo has taken aim at ethnicity while Jacques has taken a few cracks at race and ethnicity. Mike has some notes on ethnic identity as well. Culture has been discussed here at NOL before, but an effort to systematically define it has not been undertaken. (Update 12/8/14: Matthew has also taken a crack at ethnicity.)

The problem of these concepts can best be illustrated with a hypothetical (with apologies to Matthew!): There is a tribe in the state of Kenya known as the Maasai. In Kenya the Maasai are more than a tribe, though. The Maasai are considered by both the Maasai themselves and their neighbors to be an ethnic group. The Maasai and their neighbors within Kenya also consider themselves to be Kenyans. The Maasai have a distinct culture that sets them apart in some way from other ethnic groups in Kenya. Most Kenyans, including the Maasai, consider themselves to be racially black.

Now suppose that a single Maasai man from Kenya goes to Syria, or Belgium, or Canada, or China for a vacation. The Maasai man is suddenly no longer Maasai, for all intents and purposes. He still has a nationality, and an ethnic, a cultural, and a racial component to him, though. The Maasai man’s ethnicity suddenly becomes Kenyan rather than Maasai abroad. So, too, does his culture become Kenyan or simply African. He is still black racially. Notice, though, that these concepts mean different things in different contexts.

Suppose further that our Maasai man goes to Ghana for a vacation. Ghana is in west Africa, whereas Kenya is on the east coast. Africa is huge, and the gulfs between societies on the west coast and east coast of sub-Saharan Africa are cavernous. Nevertheless, our Maasai man is likely to be able to identify ethnically as a Maasai in Ghana. He is likely to be able to identify as part of the Kenyan nation. Culturally, though, our Maasai man is also going to be identified as Kenyan rather than Maasai.

Confused? Yeah, me too.

Here is another way to confuse you. The Ashanti people of Ghana are considered by others in the region to be a nation, but not an ethnic group. The Ashanti belong, instead, to a pan-regional group of people known as the Akan, and the Akan are considered to be the ethnic group while the smaller Ashanti group is considered to be a nation. This, of course, comes into conflict with what it means to be a Ghanaian. In Europe or Asia or the New World, a member of the Ashanti nation would be considered instead as a member of the Ghanaian nation.

In sub-Saharan Africa everybody who is not black is white. So Persians, Arabs, Eskimos, Armenians, Koreans, Japanese, French, English, Dutch, and Brahmins are all racially white to Africans. Africans base their distinctions between whites on their different behavioral patterns. So a Sudanese man may be working with two groups of white people but he only distinguishes them (suppose one is Chinese and one is English) by how they behave toward each other, toward him and his associates, and in relation to the rules of the game established in Sudan. Race is the most prominent feature of foreigners in Africa, but curiosity about differences between whites abounds.

The combinations for confusion are endless. I have not even broached the topic of what is means to be ‘American’, for example.

This is where the importance of viewing the world as made up of individuals comes into play. This is where the abstract legal notion of individual rights becomes an important component of good governance and internationalism.

I think we could all agree that is does no good to ignore these confusing identities and attempting instead to cram them into a specific framework (“Western individualism”). This is where economists go wrong, but paradoxically it’s also where they are most right.

As I noted a couple of days ago, economics as a discipline tends to be more hierarchical but also more successful than the other social science disciplines. I didn’t have enough space to note there that this hierarchy is limited to a very small segment of society. Is it at all possible to establish a hierarchy of sorts, a unified code of laws that protects the individual but prevent this hierarchy of last resort from becoming the norm in other ways? A hierarchy that leaves plenty of space for independent networks and fragmented communities of choice?

I don’t even know how these question tie in to my title. I simply know that they do. Somehow.

Staten Island and Cleveland: Different from Ferguson

Having argued in a recent piece that the problem with Ferguson was collectivism, as manifest in the notion of collective guilt, I feel obliged to speak out on recent incidents in Cleveland and Staten Island. None of us (presumably) were there so we need to be cautious, but what we see from those unfortunate places strongly suggests police misconduct.

I am a native of Cleveland and it comes as no surprise to me that the police force there is a troubled one. For many years there has been a divide between the central city and suburbs and despite a few encouraging exceptions, things have gone steadily downhill in the central city. The problems are similar to Detroit’s but on a smaller scale. The best Cleveland Police officers would surely aspire to leave the Cleveland PD for one of the suburban forces at the first opportunity. It doesn’t surprise me that the Justice Department claims there has been systematic excessive use of force by the Cleveland police.

I have only been to Staten Island once and cannot add anything to what is generally known. That the unfortunate victim was selling untaxed cigarettes, of all things only adds to the outrage.

The non-violent demonstrators in both cities are right this time.

Economists are special, but what about Palestinians and American blacks?

I’ve got the post-Thanksgiving flu. I know which toddlers are guilty of infecting me, and which aunts and uncles are responsible for this egregious assault on my happiness. Revenge will be sweet.

I’d like to get to Warren’s smackdown of my reparations proposal and also to Matthew’s thoughts on justified violence against the state (which were indirectly related to my own post on Ferguson), but first I’ve got to get to two interesting topics that have piqued my interest.

The first is Irfan Khawaja’s recent critique over at Policy of Truth of Jason Brennan’s new book on voting. As usual, Khawaja brings up a number of great points (too many, actually, for a lowly ethnographic enthusiast like me), and they deserve to be read by all (be sure to check out the ‘comments’ thread, too).

Here is an excerpt (Khawaja has flipped the tired script of many American academics by bringing in a fresh perspective):

I can’t work through all the details here, but take a look at Brennan’s argument in light of the preceding. Either my East Jerusalem case is a counter-example to his thesis, or it’s a defeater for it. In the first case, it refutes the thesis as stated. In the second case, it suggests that the thesis is highly misleading as stated. Given that, my argument requires that Brennan qualify his claims about the ethics of voting in ways that take more explicit stock of cases like the East Jerusalem one–something that would substantially change the “flavor” of his theory.

Brennan’s work has, of course, gotten a lot of excellent treatment in libertarian circles because of both his blogging activities (hint, hint, slackers) and because libertarians have a long, storied distrust of democratic politics (though this is largely an anarchistic distrust rather than the conservative-aristocratic one we North Americans think we are familiar with).

Switching gears, I also need to comment on an interesting paper (pdf) about the “Superiority of Economists” I came across over at MR. It was written by two sociologists and an economist, and it has a number of excellent insights (MR‘s link to the paper was broken, but MR also provided a link to comments by economist Paul Krugman, and his link to the paper was unbroken).

Most of the paper is a rehash of arguments about economics relative to the other social sciences (and the humanities) that libertarians have been having for a long time. (In my anecdotal experience, libertarian economists are quickest to defend the profession of economics from detractors, but they are also the quickest to defend the other social sciences from detractors (and, more importantly, incorporate non-economics research into their own). Leftist and conservative economists, by contrast, condescendingly acquiesce to attacks from other disciplines, but are also very, very disdainful of The Others’ contributions to research.) Libertarian economists generally share the same suspicions as The Other disciplines about the ability of economics to imitate the physical sciences using mathematical models (or that these models are even indicative of how humans “work”). See Warren’s piece (pdf) in Econ Journal Watch for more on these suspicions.

The last section before the conclusion (“A life of their own”) is really good and totally worth the click. It’s about economists and their relationship to everybody else in their society (this paper is made better by the fact that it is written by French academics with an intimate understanding of life in both the US and France, just like some other scholar that we all know and loathe love).

On page 18 the paper cites a few studies and lab experiments which have purportedly shown that people who study economics are, on the whole, less likely to cooperate than everybody else. There are a number of implications that the paper goes over (“does economics attract a certain type of personality?”, for example), but I wanted to focus on what is not discussed in the paper: The fact that economists probably have a different (actually, a more coherent and precise) understanding of the meaning of cooperation. Many criticisms of economics are clearly made of straw. One of the things that initially attracted me to libertarianism was the intelligent, well-informed critiques of economics as I then understood it (“homo economicus“) that were given by libertarians.

I also learned, on page 19 and contra Dr Amburgey’s repeated assertions, that economists are politically (and decisively) to the Left of the average American voter.

Another fascinating page 19 insight is that there is more income inequality ($57k gap between the top 10% and the median) in economics relative to other disciplines, but on this point the authors lose a golden opportunity to do some real sociological analysis (the authors focus instead, and predictably, on the economics profession’s recent prosperity as a whole relative to other academic disciplines; that is to say, on the income inequality between economics and The Others within academia). Earlier in the paper (7-14) an organizational comparison between economics and The Others highlighted the fact that the economics community tends to be more hierarchical, more incestuous, and possesses a “unitary disciplinary core,” which means that virtually all graduate schools teach the same concepts. The Others, in contrast, are “more decentralized, less cohesive, and [possess] less stable prestige rankings.” (9)

The most basic insight that stood out to me when I read the data on incomes was that the disparities and organizational structures of the social sciences and humanities represent a microcosm of society as a whole (pick any ole society you’d like): When rigid hierarchies are enforced, conformity and parochialism (incestuous is too strong a word here) arise, income inequality is more prevalent, and the pecking orders are more entrenched.

In contrast, societies that are “more decentralized and less cohesive” have more variety, much less deference to an established authority (such as a pecking order), and less income inequality ($42k gap between the top 10% of sociologists and the median). There are less women in economics relative to the other disciplines, and the median economist almost has the same income as a top 10% sociologist ($103k to $118k, a difference of only $15k).

Well, this post has already gone on for far too long (I hope to use it as a springboard for future musings) but I will end by noting that on page 23 the paper points out that economics is a very moral discipline, which is something non-libertarian economists vehemently deny. Libertarian economists, on the other hand, have been pointing this out for centuries.

Libertarian as Ethnicity

The past few months have been busy, to say the least. The Obama administration announced a series of executive actions regarding immigration and that has taken up most of my time. Meanwhile in my day job as a graduate student I’ve been overwhelmed with midterms and finals; I am sure my fellows in NoL can sympathize with this. The few moments of peace I have enjoyed have gone towards pondering one question: Who is an American? 

The question is not isolated. By asking who an American is, I’m really asking what ethnicity, and other social groups, really are. The best answer to my question was an old Cato blog post appropriately titled, What is an American? In it Edward Hudgins discusses what makes an American. It is not, as some believe, a common language, creed, or ancestry. What makes an American is his love for liberty. It is in his closing remarks that Hudgins hits on something amazing, there is no meaningful thing as ‘American’.

Unfortunately, the American spirit has eroded. Our forebears would look with sadness at the servile and envious character of many of our citizens and policymakers. But the good news is that there are millions of Americans around the world, living in every country. Many of them will never make it here to the United States. But they are Americans, just as my grandpop was an American before he ever left Italy.

There exists those individuals who can prefix themselves as Americans, but at best this only tells us that they are somehow affiliated with the American continent. There exists a group of people who yearn for liberty and are willing to fight for it, but many of them were neither born or live in the United States. Likewise there are those who were born and live in the United States who are no friends of liberty. And so my initial question has lead me to a new one. Why not promote being a libertarian as an ethnicity? Why not introduce ourselves as ‘Libertarios’ instead of Americans, Germans, or Turks?

At first my proposal may sound strange to some. Would it not be silly to define an ethnicity by political views? I don’t think so. Few ethnic groups have a concrete basis in reality and are based more on fiction than anything else. I was born in Mexico, raised in the United States, and am directly descended from Germans, Jews, and Cubans. I feel little fraternity to these latter groups though. Why should I? I didn’t elect to have Jewish or Mexican ancestry, but I did elect to be a libertarian. Anyone who proclaims to be a libertarian automatically has my sympathy and support, even if I know nothing else about them. As this is the case I would prefer to be identified as a Libertario than any other ethnic group.

I am sure that there are those who would prefer not to be identified by any collective label at all. For those of you who fall into this category I would offer a pragmatic case for identify as Libertario.

I hope it can be taken for granted that, as libertarians, we wish there to be more libertarians. In the best scenario more libertarians in the world might lead to better public policy. In the worst scenario we at least have more potential friends. By promoting our existence as an ethnic group we would encourage more people to remain as libertarians. I have often found people who have libertarian political views, but who withdraw from participation if they become discouraged about the hope for change in their lifetimes. If we were an ethnic group though these individuals would continue to promote liberty, if only to signal their membership in the group. An ethnic group therefore not only encourages members to remain active, but produces positive externalities to promote the group’s message.

For comparison consider the Mormon people. Many Mormons spend time advocating on behalf on their religion, with several even going abroad on missionary work. From anecdotal experience I’ve noticed that many of them are ill treated when they perform their advocacy. Why do they bother to do so then? Because, as I’ve noted above, it signals their membership in the Mormon community. The average Mormon may not particularly enjoy being harassed for their beliefs, but they do it anyway to tell other Mormons a simple message, “I’m one of you.”

It goes without saying that there must be a benefit to belonging to a given group for this to work.

Additionally the existence of an ethnic libertario community would make raising children to be libertarians much easier. I side with Bryan Caplan in the belief that a relatively easy way to grow the movement is by simply having more children than the general population. It doesn’t matter if you believe children’s political beliefs, and by extension their ethics and other characteristics, are shaped by genetics or their nurturing, a libertario community would help with producing children. If you believe in the genetic argument, then an ethnic community reduces the cost of finding a spouse who shares your political beliefs. If you believe in the nurture argument, then surely a child raised among libertarians is more likely to end up being one himself.

Friends of Liberty and Friends of Montaigne II: Marie de Gournay (Expanding the Liberty Canon series)

Marie Le Jars de Gournay (1565-1646) was a minor aristocrat from Sancerre in central France who became a leading scholar and writer of her time, and an important advocate of women’s liberty through her scholarly career against the dismissive attitude of powerful men of the time, and through her writing in favour of equality between men and women. She was a friend of Michel de Montaigne, one of the great historical advocates of liberty if in a rather enigmatic manner, and he even treated her as an adoptive daughter. After the death of Montaigne, she lived on the Montaigne estate as a guest of the family, while preparing the third edition of Montaigne’s Essays, a contribution to the history of thought and thinking about liberty in itself.

Gournay’s work in the transmission of Montaigne’s thought is though just one episode in a life of writing covering translations of the classics, literary compositions, and essays. Two essays in particular mark important moments in the case for liberty to apply equally between the two sexes: The Ladies’ Complaint and Equality of Men and Women. In these brief, but rich texts, Gournay argues that there can be no liberty, where goods are denied, so since women have been deprived of the goods of equal esteem, there is no liberty.

She points to the frequency and intensity of denial of equal esteem to women and contests it through the examples in which women have been esteemed, or we can see that women have performed great deeds on a level with great men. The argument is very much that of a Renaissance Humanist, that is someone educated in the languages, history, and literature of antiquity, as great expressions of human spirit and with the assumption that these are the greatest expressions of human spirit. Greatness of literary, intellectual, and statecraft in modern languages, modern thought, and modern states, is possible where  continuing from the classical tradition. Since the emphasis is on pagan classical antiquity, the Humanists to some degree placed humanity above Christian theological tradition, though some Christians were also Humanists and secular Humanist achievements to some degree interacted with scholarship of the Hebrew and Greek languages of the Bible, along with the Greek and Latin used by church thinkers.

Gourany’s concerns are largely secular but she does deal with the place of women in the Bible. For the Hebrew Bible (Old Testament) She points out that if the Queen of Sheba (often thought to refer to an ancient queen of Yemen, or possibly Sudan) visited King Solomon, because she knew of his great wisdom then she too must have had an interest in wisdom, and had some high level of scholarship, learning, and intellectual work herself.

With regard to the New Testament, she comments on St Paul’s injunction in his Epistles that women be silent in church and not take the role of priest. Gournay argues that Paul was not writing out of contempt for women, but fear that men would be distracted and tempted by women speaking out in church serves whereto as part of the congregation or as priests. The limitation on the role of women is not therefore based on beliefs about the supposed inferiority of women, but control of male desire.

On the role of women in the Bible, Gournay argues that in general we should not argue that it supports an inferior role for women, given that God created both men and women in the beginning, and given that men are commanded to leave their parents in order to find a wife. The connection between man and woman, and the idea that a man’s life is completed by association with a woman, is the main message of Christian scripture for Gournay.

Looking at the more secular aspects of Greek and Roman antiquity, Gournay deals with philosophical and with historical concerns. On the philosophical side she notes the importance that Plato gives to the priestess Diotima (unknown outside Plato’s writings) in his dialogue The Symposium, which appears to recount conversations about love in a dinner and drinking party in Athens attended by some of the leading people of the time.

Plato shows Socrates presenting the views of Diotima as the correct ones on love, and Socrates, the teacher of Plato, always appears in Plato’s dialogues as a representative of truth. So Gournay points out, it must be conceded that Plato claims that his ideas, and those of Socrates, are in some degree dependent on the thought of women of their time. In that case, Aristotle made himself absurd when  he claimed that women were defective and inferior, since he was the student of Plato and therefore was in some way formed by ideas that Plato said came from Diotima.

Plato’s student Aristotle may have claimed women were inferior by nature to men, but Antisthenes, a follower of Socrates regarded women and men as equal in virtue. Gournay also refers to the tradition according to which Aspasia, female companion of the Athenian democratic leader Pericles (admired by Plato and Aristotle though they did not share his democratic principles) was a scholar and thinker of the time. There is a lack of contemporary sources confirming this view, but this applies to much about the antique world, so Gournay’s suggestions about Aspasia are just as strongly founded as many claims about antiquity, and the investigation of tradition is itself an important part of any kind of intellectual history.

Moving onto Roman historiography, Gournay points out the role take by women in the tribes of Germany and Gaul, according to Tacitus. Women serve as judges of dispute and as battlefield participants inciting male warriors to fight fiercely. So she can point to a revered classic source, which suggests that women had roles in ancient France and Germany denied to them in those countries in early modern times. In general, as she points out, the antiques often referred to a tribe of female warriors, known  as Amazons, which may have some historical origin in Scythian tribes from north of the Black Sea.

Gournay uses her formidable Humanist learning to demonstrate the ways in which equality between men and women had been recognised in the ancient past, on some occasions in some places at least. Showing that women have been recognised as equal to men in some contexts is evidence that the lower status of women in many societies is a result of socially embedded prejudices rather than any difference in abilities. As Gournay notes, rectifying denial of rights to women is part of the basis for real enduring liberty.

Privilege in the Classroom

I just finished teaching my intro anthropology course on Thursday afternoon. At the end, the students heartily applauded me.

Every year, between 30% and 100% of my students are indigenous women (I’m never totally sure, because I don’t take a survey, and random chromosomal sorting and centuries-long interbreeding mean that you can be half Ojibwa and look like Cameron Diaz): Cree, Ojibwa, Dakota, Metis — you name it.

My indigenous students are extremely diverse intellectually and culturally. Some of them grew up telling their friends they were Italian in the hopes of avoiding getting called a dirty Indian. Some of them grew up declaring, loud and proud, who they are. Some of them grew up thinking they were of pure French stock, and only later found out the dirty family secret that they were Metis.

Some of them are energetically engaged in shamanic rituals. Some of them are fiercely Christian. Some are quiet atheists.

What my students were applauding was that I’d kept a strict classroom environment (so the douchey cellphone-wielding students don’t interrupt us), provided a welcoming discussion environment (so the dedicated students can engage verbally in the class), provided clear evaluation criteria that incentivize learning, entertained them with jokes and anecdotes, and helped them understand interesting phenomena in human nature and their lives.

What I find is that my indigenous students (and everyone else) are fascinated and empowered by my course if I drop hints along the way explaining how their own experience and their family’s history of anarchic indigenous traditions, recent domination by the state, discrimination by everyday racists (and very often, internal cultural breakdown and internalized, self-hating racism) connects to broader phenomena of human nature and cultural diversity.

Throughout the course, I make sure to cover a few cultures that have similar experiences of anarchic tradition and colonial oppression. There are some striking similarities with the once-nomadic Ju/’hoan of southern Africa, for instance.

And when my students eventually start raising their hands to say “Hey, that’s just like on the Indian reserve I grew up on!” Or “Is that like what happened in Canada to the Aboriginal people?” I encourage them enthusiastically: “Yes, that’s exactly right!” By the end of the class, when we actually do talk a bit about North American indigenous cultures, these students are confident and curious enough to engage fully and bring their personal knowledge to bear.

I developed this technique based on the good things I learned from the privilege-oriented leftists I went to grad school with. Actual aggression (especially by states and state-backed corporations) against the indigenous people is one layer of the problem. Hostile racism and other douchey attitudes (especially by state officials and rightists) are another layer. But there’s a subtle, third layer, which is patronizing racism (especially by academics and leftists: “Oh your people are so in tune with nature! So egalitarian!”) and the assumption that only experts have the ability to explain “exotic” cultures. Layers 2 and 3 can be stupefying and degrading even when they aren’t violent.

So if the professor goes into the classroom and (as some of my colleagues do) starts talking right away about how evil Western cultures are and how dignified and beautiful indigenous cultures are, the students can fall prey to that third layer. They never develop their own voice and vision.

If you go in and lay down a bunch of conclusions and facts to memorize for the test, the students never get the incentive do their own intellectual work of asking how their own individual lives connect to the broader themes of academic study. Maybe they adopt the prevalent academic interpretation (capitalism BAD!). Maybe they just shut up and don’t share their vision with the class because they know it’s not “what the teacher wants to hear.” Or maybe they simply decide that they must not really know what their own life means.

So instead, I like to drop some breadcrumbs and let the students do the detective work.

Yes, yes, yes, “privilege” is all around us. And yes, yes, yes, I’m a white dude privileged to teach in this environment. But what makes my classes work, for me and my students, is not some guilt-ridden confession session about privilege, nor some moralizing lessons from me, lecturing them on how valid their life experience is, and lecturing the white students on how privileged they are. Instead, what works is to set up the incentives for my students to study hard and talk lots, and then to set up the clues so they can do the work of connecting the dots on their own.

Furthermore, “privilege” guilt sessions and “antiracist” moralizing have a very high rate of turning off the white folk in class, because they feel (somewhat rightly) that they’re being attacked. So, 9 times out of 10, they lash out or dumb down their own voices and visions. But when I drop the breadcrumbs, the white students can connect the dots too. And because I use fun, discussion-based classes, they can discuss the evidence and discover the truth step by step along with their indigenous peers. Fun is a better motivator of learning than guilt.

I do hope that my teaching leads in the long run to some liberation in the NAP sense. But I am certain it leads to some liberation in the psychological sense of shaking off the subtle, sneaky, racist, collectivist assumptions that tend to sneak into classrooms.

Oil Again: Keep an eye on OPEC members

OPEC’s decision earlier this week is being interpreted as something that will lead to an “oversupply” of oil. Prices of the commodity seem to be going down already. There are several political implications, and perhaps the most interesting countries to watch are the OPEC members themselves.

Many oil-rich countries end up affected by the so-called “resource curse”. Due to cronyism and other types of interventionism, they distort the economy and focus too much on that one special resource they have.

As a result, whenever the artificial bubble of that sector is hit, the effects are disastrous. Many of these countries need to develop – and that’s across the board, not just the resource sector. This is bad enough, but there’s more. If you consider the corruption of cronyism, it’s not necessarily the case that the country will be well when things go well in that sector.

OPEC reminds us that the state is not a unitary actor in world politics. Their collective decision to supranationally plan the supply and price of most of the world’s oil has deep consequences, some of which are negative for their own people.

In order to understand this, you have to look inside that “black box” of the state and look at the winners and losers of this foreign policy decision. The ruling elites and the cronies want to remain in charge and extract as much as they possibly can from each decision.

However, this may undermine their own position in the long run. This is because those on the losing side, the have-nots, often get very annoyed and do something about this, especially when the state apparatus is weak and lacks legitimacy. In fact, many of the conflicts related to the “resource curse” today include something of this component as part of their root causes.

If OPEC has been used as a tool of crony capitalism, the effectiveness of this move for those running the show is partial, and even questionable in the long term – it might turn out to be a shot in the foot. And it certainly doesn’t help the poor, the local population, the ones who would benefit from a very different approach.

Ferguson: the Problem is Collectivism

We Austrians emphasize the fact that only individuals act.  This may sound like a dry academic pronouncement, but sometimes events bring its meaning dramatically to the fore.  The Ferguson story is one such event.

While lunching in Palo Alto recently, I looked outside to see the street briefly blocked by demonstrators chanting and carrying signs with slogans like “black lives matter.”  I wished I could confront one of them with a few facts, but then again, facts matter little to such folk, even in trendy Palo Alto.

The racially mixed grand jury took seventy hours of testimony.  That’s a lot.  They know what happened better than you or I or anyone besides the officer involved.  The shooting was justifiable.  Another fact that seems to have gotten buried: Michael Brown was a criminal, just having completed a robbery when he was shot.  It’s too bad that he died, but hey, criminal activity is risky.

In light of these simple facts, how can people propound such irrationality as the demonstrators exhibited?  The answer lies in the fallacy of collective guilt, a sub-species of collective action.  Because white police officers sometimes shoot innocent black citizens, the fallacy implies that any white police officer who shoots a black civilian is necessarily guilty.

Now I want to extend this piece to the idea of reparations for slavery, a grotesque bit of nonsense that pops up from time to time, most recently, sad to say, in a piece by our own Brandon Christensen, albeit in passing.

Let me get this out of the way: slavery was a vicious, horrible institution.  The idea of reparations or restitution has some rationality on the face of it.  In general, people should be compensated, where possible, for violations of their rights, and what could be a more vicious form of rights violation than slavery?

From an individualist point of view, the idea of reparations is preposterous.  I for one know pretty well who my ancestors were, and I’m quite sure none of them held slaves.  But suppose I did have such an ancestor.  The next question is how much benefit I might have received from his slaveholding.  To answer that, we have to examine the counterfactual situation in which my ancestor did not hold slaves.  How much bigger was the bequest that he passed on (if any) versus what it would have been without slaves?  How much of that bequest filtered down to me, among possibly dozens of his descendents.  Clearly this is a preposterous undertaking, especially at this late date.

Well then, why not force all white people to pay something to all black people?  This of course is the idea of collective guilt, an idea nearly as repulsive as slavery itself.  But let’s carry on with it anyway.  Now we have to decide who is a white person and who is black.  Does Barack Obama count, being half white and half black?  Is one quarter black enough?  One eighth?

Carrying on, where will the loot come from?  White people will have to reduce their consumption and/or savings.This will exacerbate unemployment, at least temporarily, and reduce future productivity.  What would black people do with the money?  Some would judiciously save and invest it but most would not.  I say this because studies have shown that the majority of the winners of large lottery prizes blow the money, unaccustomed as most of them are to saving and investing.  Most blacks, I contend, would blow their reparations windfall on short-term consumption and possibly, like many lottery winners, end up in debt to boot.

Let’s keep things in perspective.  Racism is a minor problem in our society compared to the crushing burden of the welfare-warfare state that we all bear.

My brief thoughts on Ferguson

  • When I first heard the ruling, a few hours after it had been announced, I checked the webpages of the international press. Only two outlets – Germany’s Der Spiegel and Al-Jazeera‘s Arabic language webpage (its English and Turkish language websites were different stories) – had front page headlines not highlighting the riots in the US. The Turkish and British media had the most extensive coverage of events when I checked them out (again, this was a couple of hours after the ruling was announced).
  • The United States has a racist past, and a racist present, that has yet to be fully addressed. Tocqueville saw this coming in 1825. Reparations for stolen labor is the only way I can see this issue being resolved. I don’t see anything that needs to be fixed about black culture. Black culture is an important component of the United States and its image abroad. Every kid in every Ghanaian village knows who 2Pac, Nas, and Jay-Z are, and as a result they implicitly respect the people of the United States. Every teenager in every Chinese city knows who 2Pac, Nas, and Jay-Z are, and as a result they implicitly respect the people of the United States.
  • Ending the War on Drugs will also go a long way to addressing the issue of state-sponsored oppression.
  • Affirmative Action is what you get when you try to address state-sponsored oppression through the legislative process rather than through the judicial process. Few, if any, blacks benefit from AA, and the few who do are highly educated and do not reflect the general population of blacks in the US.
  • Nationalizing policing duties, or giving Washington a more prominent role in policing matters, is a horrible idea that needs to die a thousand, painful deaths.
  • The people who loot and damage private property should be pursued and prosecuted to the fullest extent of the law.
  • There are few things that make me smile more than seeing a police car burning. I hope the bill comes out of the pensions – themselves extracted from the taxpayer by public sector unions – of policemen, though I know this will not happen.
  • I have seen a lot of white, Asian, and Hispanic faces at the protests. There are some blacks who have made a living in academia and in the activist world by claiming that non-blacks are more racist than blacks (“micro-aggression”). I hope these protests will convince the neutral black observer that racism is a structural issue in this country, not a cultural one. I think, through my own anecdotal experience, that most blacks are both neutral and implicitly understand that this is a structural issue.

Friends of Liberty and Friends of Montaigne I: de La Boetie (Expanding the Liberty Canon series)

Etienne de La Boétie (1530-1563) was from Sarlat in the southwest of France. He developed strong interests in poetry, classics, and politics as a youth and was rather precocious. It has even been suggested that he wrote his great political essay ‘Discourse on Voluntary Servitude’ (also known as ‘One against All’) at the age of sixteen, though there is no universally accepted date for its composition. He started a career as a judge in Bourdeaux at an unusual age, followed up by diplomatic work. He was also a translator of Greek classics and a poet who associated with a distinguished group that included the greatest French Renaissance poet Pierre Ronsard.

De La Boétie died at a sadly young age, but before that he wrote the great political essay under discussion here, and made friends with the Bordeaux judge and author of the Essays, one of the great works of French and European literature, philosophy, and self-examination. I have considered Montaigne as a thinker about liberty and though he did not directly express enthusiasm for liberty-oriented radicalism, he certainly had friends who did, including de La Boétie and an early feminist to be considered in the next post.

It has been claimed that Montaigne wrote ‘Discourse on Voluntary Servitude’ himself, which combined with the claim that de La Boétie wrote it at the age of sixteen suggests considerable uncertainty about the status of the text. I will just go with the more average assumptions, which are that de La Boétie was the author and wrote it later than the age of sixteen (or eighteen, as also been suggested).

Anyway, the friendship of Montaigne and de La Boétie was itself a major event in French and European culture, since de La Boétie’s death appears to have played a late part in Montaigne retiring from the judiciary and a melancholia, which led him to begin composing the Essays. One of the most famous essays, ‘On Friendship’, is in part a meditation on the friendship with de La Boétie and the sadness that Montaigne feels that his life is no longer shared with him.

The topic of friendship itself connects with ancient ideas of political liberty, so that the essay itself can be taken as part of the evidence that Montaigne sympathised with ancient republican liberty and wished for its revival. Montaigne’s essay is, as one would expect given Montaigne’s constant shifts in point of view and exploration of difficulties in ideas of some appeal, more open to difficult moments in the idea of friendship, such as the willingness of a friend to cooperate with the other friend’s lawless projects.

De La Boétie’s stye is to develop a thesis with great passion and rhetoric; skill, rather than obviously exploring all sides of a question, though he is certainly best understood with a critical approach to what he might mean and openness to different approaches. Attempts to fit de La Boétie too narrowly into any recent conception of liberty are unlikely to do him justice, as can be seen in the wide range of people who have sought inspiration from more individualistic and more collectivist understandings of both anarchism and republicanism.

‘The Discourse on Voluntary Servitude’ may be taken as anarchistic in that de La Boétie argues for resisting the authority of any individual or group over a nation, or group of people however defined. It may taken as republican in that de La Boétie uses the language and references of ancient republican tradition in Aristotle, Polybius, and Cicero, which gives all citizens some role on law-making and government actions through public assemblies. The theoretical work itself reflects on the experience of Ancient Greek city-states and Rome before the Emperor system.

What de La Boétie opposed to the unjust rule of one or a group is law and an idea of liberty, which he defines as natural, and in opposition to the unnatural tendency to those who rule without regard to law. His way of thinking looks connected to that of the tradition going back to Aristotle of ‘natural law’ as those laws shared by all communities and therefore to be seen as belonging to human communities by the nature of humans, or their communities, rather than those laws arising from specific localised customs and necessities. De La Boétie resists an exact account, suggesting he is concerned with the defence of liberty as natural against tyranny, defined as monstrous.

De La Boétie starts the Discourse with reference to Homer, making clear his classical points of reference. The idea comes from Odysseus (de La Boétie uses the`Latinate version of the name, Ulysses) in The Iliad that it is better to have one master than many. De La Boétie takes his starting point then the necessity of condemning one person rule, which must be tyranny whether that individual came to  power through inheritance, election, or usurpation (coup). In that respect, de La Boétie might be taken as an anarchist resisting all authority, as well as a pacifist, since he points to the power of one resisting on the obedience of many who could easily shake of the power of one, without force, if they ignored the claims if the one to sovereign power.

On the whole though, de La Boétie appears to be thinking of the antique republican tradition of sharing power between individuals and councils (and the human value of such participation), so that no one individual or council can have unchecked power. Both the Athenian and Spartan republics are mentioned favourably from this point of view, as is their armed resistance to the invasion of Greece by Persia, itself under the power of one. The ancient Greeks are associated with republican virtues in which liberty is more important than wealth or comfort. It is not so much anarchy, as sharing of political power that de La Boétie recommends, and war is accepted where necessary to resist domestic or foreign tyranny.

There is a justified anarchistic reading of de La Boétie, if we are willing to distinguish that from de La Boétie’s own view. He was an admirer of the sharing of power between citizens in ancient city-states, where there was close to no bureaucracy and administrative functions by modern standards, and what there was could be realistically managed by committees of citizens. This can come close to an anarchistic view of purely voluntary institutions substituting for the state, particularly if we accept a natural law view in which everyone is likely to favour the same basic laws as ‘natural’ or we have some other reason for thinking the same laws will be discerned and accepted as right by the whole body of citizens. I do not recommend such a view, but it is at least worth exploring.

The issue of friendship, which connects de La Boétie with Montaigne, comes into the republicanism of de La Boétie in that friendship is what a tyrant cannot have, while friendship between citizens is what unites them in struggle against tyranny. The tyrant can only have sycophants and enemies, no friends since they must be equals. A society based on friendship between citizens is not based on coercion and the privilege of one, or a few, who control the state. Friendship itself contains the idea of a good that benefits at least two people, so undermining the idea that we can only have a form of power seeking individualism unconcerned with the common good, and that it is possible to live as a human while ignoring common goods and rights.

President Condemns Price Gougers, Dealers Raided

On one sunny August 16, at a time of high price inflation, government operatives announced the seizure of millions of eggs and 200,000 pounds of sugar. Raids on the larders of other suspected profiteers continued for weeks thereafter … The government was prepared to return these items to their owners once the chastened profiteers agreed to sell them at a “reasonable” price and under the watchful eye of a government officer.

The official in charge of the raids explained thusly: “I am one of those who believe that a large part of the high cost of living is due to the fact that a number of unconscionable men in the ranks of the dealers have taken advantage … If we can make a few conspicuous examples of gougers and give the widest sort of publicity to the fact that such gougers have been and will be punished, in the future there will be little inclination to profiteer in this country.”

Earlier, the President of the Republic had laid the blame for a lesser bout of price inflation squarely at the feet of gouging businessmen: “The high cost of living is arranged by private understanding” is how he put it.

By now you may have guessed that I am talking about present-day Venezuela, its Presidente, and his henchmen. You would have guessed wrong. The year was 1919, Woodrow Wilson was president, and his henchman, quoted above, was Attorney General A. Mitchell Palmer. The high cost of living was a result of Mr. Wilson’s war, which was financed partly by money printing, as well as the absorption of vast quantities of real goods and services by the government for use in fighting the war. The obvious effect of more money chasing a reduced supply of goods and services was price inflation, and that same phenomenon happened in all the warring countries, most notably France.

This episode provides one of many reasons, too numerous to elaborate here, why Woodrow Wilson is properly called a proto-fascist and why he is a serious contender for the dubious honor of worst-ever U.S. president. The first three paragraphs above are paraphrased from p. 24 of James Grant’s new book, “The Forgotten Depression.” Though I have not finished the book, I couldn’t resist sharing this tidbit. The gist of Grant’s thesis can be seen in its subtitle, “1921: the Crash that Cured Itself.” Highly recommended, so far.

Rick answers my question:

Let’s go a step further than institutions: Instincts.*

Our ancestors survived a dangerous natural environment by taking on genetic strategies that allow us to use our big-old-dolphin-brains in clever ways, but that falls short of perfect Spock-ness. We are easily excited by certain things and will often answer easier questions than the ones posed to us without realizing it.

So besides the fact that it’s genuinely rational to be ignorant, our psychological makeup creates a situation that exacerbates the problem. Voters ask the question “will I be better off in four years with that asshole in charge or this one?” but answer the question “which of these schmucks would drive me to suicide slowest if I were trapped on a desert island with one of them?”

Let’s get back to the institutional question… Rational ignorance is a thing because we are facing a collective action problem. Through repeated play the problem of rational ignorance has created an electoral institution that rewards showmanship (playing on the psychology of voters). There are two questions: 1) Why did things unfold so that this is the case? 2) How might we change them for the better?

I suspect the answer to 1) is that people genuinely thought voting was going to be about information. Perhaps it even was at some point. And if it was successful it’s only natural that its scope would be expanded. But as its scope expands the informational issues become larger and it becomes more rational to be ignorant. (That’s one possible story but not the only one.)

The status quo isn’t going to change without a major shift in the way people think. One way to get that shift would be to fix high school civics classes (Okay, where do I sign up for sea-steading?!). I think one of the higher marginal benefit things is satire (tangent: my introduction to satire was This Hour has 22 Minutes which I watched before I was a full-blown libertarian). One reason I like Jon Stewart so much is that he fights back against the non-role of information in the political-media nexus. If “the people” acknowledge that politics isn’t about making “the right choice” in some objective sense they will be admitting the problem.

*Now, if I remember my last anthropology class correctly instincts aren’t as real as we think they are… but what from what I’ve gleaned about evolutionary psychology and neurology there is hard-wiring, or something like it, that kinda-sorta stands between instinct and culture. So I’ll (perhaps incorrectly) use the word instinct as short-hand for psychological features of humans that arose from our evolution as a social animal.
