Bernard Lewis, Edward Said, Facts, Ideology, and the Middle East

I recently came across an excellent interview conducted by Evan Goldstein, who is the editor of Arts & Letters Daily and the Chronicle of Higher Education, with Bernard Lewis, who is an eminent historian of the Middle East from Princeton. There were three things that stood out to me in the interview: 1) the potential for ideological rigidity in academia, 2) the importance of history for analysis of recent events, and 3) the astonishing, obstinate ignorance of foreign policy ideologues when it comes to understanding enemies. Three excerpts from Goldstein’s interview with Lewis can best illustrate my points.

On the potential for ideological rigidity, Lewis – who I first came across from reading Edward Said’s infamous postmodern polemic Orientalism – has much to tell us:

Age has not mellowed Lewis, especially on the topic of the late Edward Said, whose 1978 polemic, Orientalism, upended Middle East studies and placed Lewis in the position of having to defend his scholarship against charges of racism and imperialism. Lewis vividly remembers reading Orientalism for the first time. “Apart from Said’s ill will,” he says, “I was appalled by his ignorance.” […] Lewis and Said met only once, in 1986, for a debate at the annual conference of the Middle East Studies Association. Dubbed the “shoot-out at the MESA corral,” the event drew 3,000 spectators. Whether or not Lewis thinks he won that day’s battle, however, he seems to be under no illusion that he lost the war.

“Middle Eastern studies in this country is dominated by the Saidians,” he says, his voice rising in indignation. “The situation is very bad. Saidianism has become an orthodoxy that is enforced with a rigor unknown in the Western world since the Middle Ages.” This groupthink, he says, taints everything: jobs, promotions, book reviews. “If you buck the Saidian orthodoxy, you’re making life very difficult for yourself.”

In 2007, Lewis and some like-minded scholars, including Fouad Ajami, of the Johns Hopkins University, founded the Association for the Study of the Middle East and Africa. The idea, Lewis says, was to create space for opinions that deviate from the MESA mainstream, “to maintain an independent academic integrity in Middle Eastern studies.”

This is an important argument. I minored in MENAS at UCLA, which has one of the most prestigious MENAS programs in the world, and was never required to read the work of Bernard Lewis. How can this be, especially given Lewis’ towering influence on MENAS in the scholarly world? The answer is, of course, orthodoxy. Dogma. What is most disturbing about orthodoxies that gain a monopoly in a field of study is that truth becomes a political agenda rather than an aim for scholarly research. Those who, as Lewis notes, dedicate their lives to answering questions as best they can are necessarily at odds with the dogmas of the field. Postmodern Saidians have imposed the worst sort of orthodoxy, too: If you are not from the Middle East, or if you are not Muslim, then you are by default an agent – willing or otherwise – of imperial aggression and Western chauvinism. Those who question, or dismiss, Saidian insights into the Middle East and North Africa are “being political” while those who do not question Saidian insights are performing scholarly research. Can anybody else see the fallacy here?

This orthodoxy dominates MENAS scholarship. While interacting with my professors at UCLA I was given plenty of opportunities to subtly acknowledge my adherence to Saidism. I did not. I did not question Saidianism, either. I only expressed an innocent desire to gain insights into the work of the guy called out so often in Orientalism, Bernard Lewis. I was told, on numerous occasions, that Lewis had not been read, though of course it never hurts to gain the other side’s perspective. Could the orthodoxy Lewis identifies and assails be any clearer? Aside from vehemently disagreeing with the patron saint of MENAS, Lewis has also gained notoriety for his connection to the second Bush administration’s illegal invasion and subsequent occupation of Iraq. I don’t want to get into the details of his participation here (Goldstein does a good job of that in the interview itself, and I actually lost a little bit of respect for Lewis because of his evasive answers to Goldstein’s questions about his relationship with the Bush administration), but his insights into how the Middle East actually works should be of particular interest to libertarians and especially libertarians who sometimes read me for my quirky (even by libertarian standards) take on American foreign policy. Careful readers can hopefully recognize my overall argument in Lewis’ intricate understanding of the Middle East:

His disagreement with the Bush administration, he explains with a sigh, was not over the goal (regime change), but the tactic (full-scale invasion). Lewis says he argued for recognizing the leadership in northern Iraq as the country’s legitimate government and arming those forces if necessary. In the decade since the first Persian Gulf war, he says, Kurds and Arabs had managed to build a nascent democracy under the protection of the no-fly zone.

“That was the way to do it,” he says. “Simply to invade was the wrong way to do it, and I thought so and said so at the time.” Why didn’t he speak out before the invasion? “I didn’t feel at that crucial moment that it was right to take a public stance against the war.”

Aside from his inability to own up to his mistaken support for the Bush administration (or making his opposition to its policies public), Lewis is spot on. Look at what he is saying, and remember that his analysis is sharpened by a lifetime of prestigious scholarship on the Middle East: the West should have recognized that the illegitimate borders of Iraq had produced differing modes of governance in different regions, and that it would be morally acceptable to recognize the claims of sovereignty then being shouted out by the peoples of northern Iraq.

I am not even in the same ballpark as Lewis when it comes to understanding the Middle East. He is a retired-but-prestigious historian from Princeton; I am a potential graduate student with a B.A. from UCLA; yet he and I have come to the same conclusion, and it’s not hard to see why (it is also worth asking yourself the following question: Is Lewis right?):

  1. The Middle East is a region of the world with lots of different cultures (this is a truth that many foreign policy experts flatly ignore).
  2. The borders drawn up by the victors of World War I do not line up with these cultures anywhere in the Middle East, save perhaps Saudi Arabia.
  3. These artificial borders, and the international governing institutions that sanctify them, make necessary the presence of a strong man to keep these borders from collapsing.
  4. Since strong men are bad, and bottom-up institutions are good, it makes perfect sense – from a realist perspective and from an idealist perspective – for the West to recognize and incorporate the claims of sovereignty made by these bottom-up, nascent states.
  5. Invading and occupying a country, with the goal of molding it into a democracy, is a stupid idea because…
  6. …democracy cannot do for artificial states what strong men can: namely, keep borders in place without affecting the regional balance of power.

Yet the power balancers, and the realists who think that strong men serve Western interests better than democracies do, cannot adequately explain why these same strong men are so hard to control, and indeed often end up as enemies of the West (Saddam Hussein, anyone?). Lewis’ scholarship explains this well. The ideologues – the Western chauvinists and the postmodern Saidians – cannot explain this or, more likely, are unable to explain this because it flatly debunks their dogmas.

Speaking of dogmas, I have given too much attention to the orthodoxy currently strangling MENAS programs around the world, and not enough to those harbored by Western chauvinists. Goldstein reports:

Lewis pulls a Russian book off the shelf and slowly reads his name, in Cyrillic, on the cover. He smiles. His books have been translated into 29 languages. The Middle East and the West, published in 1964, was even translated into Arabic by the Muslim Brotherhood. Lewis is particularly fond of that edition’s preface: “I don’t know who this person is,” the translator wrote, “but one thing is clear. He is, from our point of view, either a candid friend or an honest enemy, and in any case one who disdains to distort the truth.” Lewis chuckles at that.

There is a common trope in many conservative Western circles that Islamists are so beholden to ideology and hatred of all things Western that they are incapable of understanding other modes of thought. Yet it is very clear from this excerpt that Islamists are interested in understanding other ideologies. Islamists, like socialists in the West, are more interested in molding better human beings than in making us freer. Instead of acknowledging this, many experts in foreign policy circles simply pretend that their opponents are savages and incapable of thinking like a true civilized individual. This mindset, too, contributes to the ongoing violence in the Middle East.

The West has a role to play in the Middle East. If it wants to reduce violence and raise standards of living, then policymakers in Washington and Brussels need to accept the fact that their conceptions of the Middle East have largely been shaped by dogma. Muslims are capable of doing bad things. So are Westerners. The West needs to support bottom-up decentralization in the Middle East until it is no longer possible to distinguish a West from a Middle East or, at least, until the West and the Middle East are as similar as Texas and California (or Germany and France). Until policymakers realize that the Middle East’s autocrats are a direct result of central planning efforts made elsewhere, and until MENAS scholars own up to the fact that their dogmas do more harm than good, peace and prosperity will elude the region.

From the Comments: Types of Federalisms, Good and Bad

Adrián‘s response to responses by me and Michelangelo on his initial response to a comment by Michelangelo that I highlighted in a post of mine (whew!) deserves a closer look:

Guys, thanks for your comments, and apologies for the delay in responding!

1. I share your love for idle speculation. I’d say my fundamental difference with you lies elsewhere: you grew up/are very familiar with a country where federalism has worked pretty well (with notable exceptions, such as slavery and the Jim Crow laws), while I came from another where federal institutions are full of perverse incentives. So, whenever somebody proposes a federal arrangement, I immediately perceive the costs, while you’re more open to the potential benefits.

2. That said, I think an useful way for thinking about federal structures is to analyze the incentives faced by subnational governments. (a) Some subnational governments are accountable to domestic audiences, and thus they seek a federal structure where subnational governments retain considerable autonomy, including autonomy over taxation. This is the kind of federation that fosters tax competition and experimentation, with the US and the EU as good examples. (b) In other contexts, subnational governments are not fully accountable to domestic audiences (even with elections) and thus they devise federal institutions as mechanisms for extracting and distributing rents among themselves, and they use these rents to perpetuate themselves in power. Rather than keeping authority over taxation, they purposefully delegate their tax authority in the federal government to collect taxes for themselves. In other words, the federal government acts as a enforcer of a cartel: it establishes the same tax rate everywhere, collects the money, and distributes it between the states according to some highly politicized formula. This is the kind of federalism that predominates in Latin America: Argentina, Mexico, and to a lesser extent Brazil.

In sum, my point is that creating a federation among governments that are not responsive to voters will lead to the second type of federation. I don’t see the Middle East creating a fully functional federal system unless governments in the region become fully responsive to voters, which will require much more than competitive elections.

3. Michelangelo: I agree with 95% of what you say about Turkey and Israel, especially the EU part, and I obviously believe that it is a good thing these countries trade more and develop better relationship with each other. That said, the main reason why I don’t see these countries forming a federation is a more fundamental one: (a) that neither Turkish nor Israeli politicians have anything to win by creating a federal arrangement, and (b) given Turkey’s enormous size with respect to Israel, this problem is especially important from the Israeli point of view.

Myths about Islam’s founder (Mohammed, Muhammad, tomato, tomato)

I’ve been slowly reading through Albert Hourani’s A History of the Arab Peoples and one of the things that has stood out to me is the fact that Muhammad was not a “war chief.” The War Chief Thesis is nothing more than a vulgar urban myth perpetuated by the ignorant or the nefarious.

Muhammad was a merchant and used his influence as a con man – oops! I mean religious leader – to become a trusted arbitrator. The military expansion of Arab factions happened decades after Muhammad’s death.

Most American conservatives aren’t exactly known for their grasp of history, but some should know better than to deliberately spread false rumors about the origins of the Islamic caliphate. What sounds easier to produce, though, if your end goal is the permanent presence of a militarized police force in the Middle East?:

  • A false narrative claiming that Islam is inherently violent and expansionist
  • An honest narrative explaining that the Islamic caliphate of the Middle East (which ended up being dominated by Turks, not Arabs) was a complex unfolding that involved lots of factors, most of which were non-religious and some of which are still misunderstood or overlooked today

If you think I am strawmanning the argument in favor of a Western police force in the Middle East, think again.

Given that the case for an overseas police force is so shoddy, why do its opponents (including myself) have no clout whatsoever in terms of influencing outcomes? I think part of this answer is that many opponents of an overseas police force are just as bad at producing false narratives as the proponents of empire, but there has to be more to it than this.

Buddhist Lobbyists Push for Legislation Targeting Muslims in Myanmar (UPDATED)

I’ll be straight with you: I hate arguments that try to pinpoint Islam and Muslims as more prone to violence or bigotry than other faiths. Aside from lacking any evidence whatsoever to support such a claim, they contribute to hostility and bad faith when this conversation – about religion and society – could easily be used to contribute to tolerance and a better understanding of why government sucks.

All religions are exactly the same when it comes down to it.

Politically and organizationally, lobbying efforts on behalf of religions are necessarily going to aim for shoving its particular beliefs down the throats of everybody else. This is why separation of church and state is so important (church and state, not church and society; I could care less how people organize themselves in the non-political arena).

So, for example, the censorship we have here in the United States, on television, is the direct result of Christian groups that were able to successfully lobby the government to stifle free speech (see this excellent essay in the Freeman by BK Marcus on how the television markets are now changing thanks to deregulation). Can’t buy beer in your county on Sunday or after 7:00 pm on weekdays? Thank your local Christian lobby (or, if you’re in parts of India, your local Hindu or Sikh lobby, or…).

The extremity of the lobbying groups depends not on religion per se, but on the institutions that a state has in place. Anybody who argues that the Middle East is a more violent place than sub-Saharan Africa – the other region of the world that largely adopted Leninist socialism after independence – is a charlatan or a fool. It is, unfortunately, not a well-known fact that heavily Muslim, predominately Arab states are anti-capitalist, and staunchly so. This anti-capitalistic mentality has led to poverty, of course, and isolation (“cultural stagnation”), but it has also had an adverse effect on these states’ political institutions. Instead of becoming more open, and more inclusive of various factions (“lobbying groups”), political institutions in the Muslim world have been built around the executive branch – the Strong Man –  and as a result the more populist a lobby’s message is, the more it is likely to receive support from the Strong Man (the oil states in the Gulf are considered wealthy, but they are still anti-capitalistic).

In a world that is dominated by a secular hegemon that often supports bad people in the name of savvy geopolitics, the popularity of Muslim populism is not hard to fathom.

Meanwhile, in Myanmar, the Muslims being targeted by legislation are mostly illegal immigrants fleeing Bangladesh. The most prominent lobby pushing for the bill, the Association for the Protection of Race and Religion, is headed by a Buddhist monk (of the Theravada sect if I’m not mistaken).

In other news I still come across Americans, my own age, that support the Castro regime in Cuba (“because free health care and equality”). What kind of sick world do we live in?

UPDATE (11/2/2014): Wait a second Brandon, did you just write that the Buddhist zealots are lobbying the state of Myanmar for legislation aimed at Muslims? How can this be? Myanmar is a known authoritarian state. Doesn’t the junta do what it wants, when it wants?

The short answer is “No, it can’t.” Authoritarian regimes are constrained by choices and popular opinion as well. One of the main differences between authoritarian and democratic states is the number of factions involved in the lobbying process. In democratic states, any faction can lobby the government for any reason it wishes to. Everybody has equal access (if not equal influence). This equal access (which, again, does not translate to equal influence) is, in part, what classical liberals and libertarians mean by political and legal equality. In authoritarian states the number of lobbying groups tends to be a lot smaller than in democratic states. I’ll let you figure out why this is.

It’s worth noting that calls to limit lobbying efforts by repealing Citizens United is, in its barest form, an authoritarian urge. For what is this repeal movement, if not an attempt to shut some factions up using the power of the state? The excuses always vary (in this case it’s “money”), but the pattern of authoritarianism through limiting choices remains the same.

The difference in understanding of equality between libertarians and conservatives/liberals strikes at the heart of American politics (I can’t speak for other places). Yet it also illustrates why libertarianism’s conception of equality is superior to that of the conservative/liberal. If there is a successful attempt at leveling out influence so that it’s equal in some measure (though conservatives/liberals are ambiguous on what they mean by ‘influence’, not to mention ‘equality’), then equal access has to be denied or else some factions would tip the balance of influence. Attempting to guarantee equality of influence would also lead to cronyism. Instead of lobbying the government for favors, factions would end up lobbying the committee that picks lobbying groups it deems worthy of lobbying for government favors!

On the other hand, if equal access is protected then everybody has a shot and no influence is guaranteed.

UPDATE (11/03/2014): The more I think about it, the more the Muslims-are-more-prone-to-violence canard sounds an awful lot like the Jews-secretly-run-the-world canard. People point to outbreaks of collective or individual violence perpetrated by Muslims or a Muslim and say to themselves “Well, this isn’t surprising, as their 7th century founder was a war chief.”

Disgusting. And, I suppose, Jews really are running the world because Judas stabbed poor ole Jesus in the back for 30 pieces of silver in the first century. The logic is exactly the same.

The Jews-secretly-run-the-world canard hides a nasty prejudice against Jews by creating a half-baked, pseudo-scientific rationale that can be used in public (this canard does not hide such a prejudice very well, at least to others; it may hide well from himself the intolerance and ignorance a person has in the form of rationalizing his prejudice). The Muslims-are-more-prone-to-violence canard is most often used by proponents of overseas military intervention in Muslim regions of the world.* Like the anti-Jewish voices, the anti-Muslim voices are not interested in Truth but in forcing their own deeply hostile beliefs down the throats of others. Hence the libertarian’s task of delicately balancing religious skepticism with the protection of religious believers from vulgar conspiracy theorists.

* There is a small cadre of religious skeptics and secularists who also use the “violence” thesis, though this faction, which includes myself, is more easily swayed by evidence.

Restore the Turkish Empire!

The Turkish Empire, also called the Ottoman Empire, was founded in 1299 and lasted until 1922. At the start of World War I, the Turkish Empire still included much of the Levant, including what are now Syria, Iraq, Lebanon, Jordan, Israel and Palestine, and part of Saudi Arabia. The Sultan, as the emperor, was also the head of the Caliphate, the realm of Islam.

Libertarians are generally opposed to empires. However, a great historical error was made by the victors of World War I. The chiefs of France, the United Kingdom, and the United States, broke up the Austro-Hungarian empire and the Turkish Empire. Whereas the Arabs helped the British defeat the Turks in the expectation that they would achieve independence, the British and French betrayed these hopes by making the Arab lands colonies. The British obtained Palestine, Jordan, and Iraq, while the French took Lebanon and Syria.

Under the Turkish Empire, the diverse religions of the Middle East were able to co-exist. The Empire had a policy of local self-governance under the “millet” system whereby people could use their own religious laws. The term derives from the Arabic word millah, for meaning “nation.” Because they were all under one empire, the ethnic groups such as Kurds and the religious minorities did not fight over land.

Today’s problems in the Middle East, including the Palestinian-Israeli conflict, the Syrian civil wars, the dictatorship and war in Iraq, the violence in Lebanon, and the rise of supremacists, all stem from the breakup of the Turkish Empire. That realm had its problems, including violence against Armenians and others, but most of the residents of the former Turkish areas would probably wish they had stayed in the Empire.

With the discovery and development of oil Iraq became of strategic interest. If the Turkish Empire had not been broken up then the oil would have served the Empire; and the dictatorships and tyrannies of Syria and Iraq would have been prevented. Most likely, the Turkish Empire would have been a constitutional monarchy. The retention of the Caliphate would have avoided the nostalgic yearning of Muslims for its restoration by violence.

But now, is it too late? We cannot restore broken Humpty Dumpty, can we? Maybe not, but what is the alternative? Nobody is talking about restoring the Turkish Empire, but there does not seem to be any better solution.

The restoration of the Turkish empire does seem crazy, ridiculous, and absurd. But it would unify the region. There was no Sunni-Shia war under the Turks. Christians were able to follow their faith. Jews who had lived in the region since the BC times did not have to flee.

The new Turkish Empire would include Turkey, Syria, Lebanon, Israel and Palestine, Jordan, and Iraq. Kuwait was separate from the Empire, and could join or not as it wished. The government of Turkey would start the process by sending in troops to take control of Syria and sections of Iraq. The other states would be invited to join in.

The new empire would not be called “Turkish,” although Turkey would be the major power holding it together. It could be called the Confederation of the Levant. The states of the confederation would retain their own institutions. Israelis and Palestinians would benefit by joining the new Turkish empire. Just as Muslim cities once had Jewish quarters, the Empire would regard Israel as the Jewish quarter of a Muslim empire, while Palestinian Arabs would no longer be under Israeli occupation; they would constitute a state within a Muslim Caliphate, and the Israeli settlers would recognize the Palestinian jurisdiction by paying rent.

The US is now reluctant to send in troops to pacify the Levant, and Turkey is in the best position to do so. Having become more Islamic, now is the time for it to take the next step and restore an Islamic empire with a Caliphate, but a peaceful, democratic, and tolerant one.

Just as breaking up the Austro-Hungarian Empire was a big mistake, which allowed Nazi Germany to swallow up Austria and then Czechoslovakia, so was the dismantling of the Ottoman Empire. The European Union has replaced the old European realms as it becomes a new empire of democratic states. Nothing like that is happening in the Middle East.

It’s time to talk Turkey!

The New Caliphate in the Middle East: When Islamists experiment with libertarianism (and why the West should do the same)

Richard Epstein, the legal scholar and libertarian Republican known for his erudite wisdom in the fields of law and economics and tort law, has recently joined in the chorus of Right-wing critics attacking Senator Rand Paul (and President Obama) for arguing that the US government does not have enough information to carry out an attack or launch a military campaign against the Islamic State of Iraq and Syria (ISIS), and that further action on the part of Washington will only make things in the region worse rather than better.

Unfortunately, Epstein’s argument represents the best of what is essentially a quick-tempered fallacy that’s short on details and long on moral posturing. Epstein, for example, provides absolutely no outline for what action the US government should take against ISIS. Should the US bomb targets from afar as it has been doing in Pakistan? Should the US government put combat troops back on the ground in Iraq? Should the US invade Syria and strike ISIS from there? If you read carefully the arguments put forth by proponents of attacking ISIS, you’ll notice that none of them have an outline for what the US government should do about it (even the usually sharp Professor Epstein refrains from providing a coherent outline). Instead, readers are treated to ad hominem attacks that liken Senator Paul to the worst-possible person imaginable: the Big Government-loving Commander-in-Chief of the US Armed Forces, Barack Obama. Oh, the horror!

Epstein’s argument lays a great foundation for any starting point that discusses what a libertarian foreign policy should be. He writes:

Libertarian theory has always permitted the use and threat of force, including deadly force if need be, to defend one’s self, one’s property, and one’s friends. To be sure, no one is obligated to engage in humanitarian rescue of third persons, so that the decision to intervene is one that is necessarily governed by a mixture of moral and prudential principles. In addition, the justified use of force also raises hard questions of timing. In principle, even deadly force can be used in anticipation of an attack by others, lest any delayed response prove fatal. In all cases, it is necessary to balance the risks of moving too early or too late.

Of course, none of this provides any helpful hints for what the US government can or should do going forward to deal with ISIS. Libertarians, like everybody else in the West save for a few disgruntled young Muslims, think that ISIS is morally bad. It does not follow, though, that the use of military force is the best (or even fifth-best) option going forward.

Unfortunately, many libertarians (though not Senator Paul) erroneously fall back on the fallacy that because the US government is unable to coherently attack ISIS (much less define it), Washington should simply adhere to a policy of non-intervention. So what follows is a modest proposal to implement a more libertarian foreign policy toward ISIS.

The interwar Austro-Jewish economist and one of libertarianism’s patron saints, Ludwig von Mises, wrote in his 1927 book Liberalism that:

The right of self-determination in regard to the question of membership in a state thus means: whenever the inhabitants of a particular territory, whether it be a single village, a whole district, or a series of adjacent districts, make it known, by a freely conducted plebiscite, that they no longer wish to remain united to the state to which they belong at the time, but wish either to form an independent state or to attach themselves to some other state, their wishes are to be respected and complied with. This is the only feasible and effective way of preventing revolutions and civil and international wars (109).

This observation – a basic tenet of libertarian political theory – ties in quite well with one stated goal of Islamist political theory, which seeks to partition the Sykes-Picot states of Syria, Jordan, Iraq, and Lebanon into smaller states in order to destroy the influence of Western “imperialists” in the Middle East. Lest detractors start accusing Islamists of being closet libertarians, it is worth noting that Islamists also seek to break all economic ties with the non-Muslim world in favor of an inter-regional protectionist union (to say nothing of Islamism’s views about religion and society).

The words of Mises summarize nicely not only where libertarians and Islamists can agree intellectually, but also points – if ever so subtly – to a new leadership position for a benevolent liberal hegemon like the United States to take up in an increasingly Balkanized world.

Instead of blindly attacking ISIS with no real plan in place, the West should temper the prudence of President Obama and Senator Paul with the libertarian notion of self-determination by recognizing the existence of the Islamic State and swiftly incorporating it into the existing IGOs – such as the United Nations, the World Bank, and the IMF – that the West has built up and maintained since the end of World War 2.

This policy would do much more than strike directly at the legitimacy and power of the authoritarian Assad and Maliki regimes by carving up their territories without their permission; it would also place the burden of governance directly upon the Islamists who have proclaimed an Islamic State.

ISIS has obtained power only because of the vacuum left behind by the Bush administration’s fatally flawed decision to remove regional strongman (and secularist) Saddam Hussein from power. ISIS has therefore had no responsibilities to date – despite its claim to govern territory – save to plunder and murder in the name of religion. Placing the burden of governance directly on the shoulders of ISIS would necessarily alter its foundation of power, and when it becomes apparent that Islamism’s political and economic theories leads directly to despotism and poverty, the benevolent liberal hegemon will be waiting to recognize the independence of regions within the Islamic State that aspire to independence or union with another state.

This policy would also shift the ability to make and enforce international rules and norms back to Washington and would bring a semblance of order to the Middle East by placing a benevolent liberal hegemon into a position of leadership that is capable of recognizing and engaging with the Arab public’s desire for liberty. A liberal hegemon could achieve much of this peacefully and legally.

It is unfortunate that many libertarians – especially in the United States – have adopted the reactionary stance of non-intervention in foreign affairs. Aside from being impossible, non-intervention is also inimical to libertarianism’s social individualism. In the same vein, the calls for military action and the personal attacks against politicians unwilling to act blindly in the realm of foreign affairs does more harm than good as it distracts citizens from focusing on the issue at hand: namely, what is to be done about ISIS. Senator Paul and President Obama have so far made the right decision, but unless Islamism is tackled directly – intellectually – the woes and fears of the West will only continue to mount.

It is time for the West to adopt a more libertarian foreign policy.

Undercover Occupants

[Editor’s note: the following is a short essay by Payam Ghorbanian. Payam was born in Tehran, Iran. He got his bachelor of science in Engineering from Zanjan University in Zanjan, Iran. He has been participating in liberal political activities and he was involved with some think tanks in Iran. He is doing research in the field of international relations and Iran’s foreign policy as an independent activist. He is now living in San Jose, California.

I am excited to post his thoughts because of their potential as a conduit for intercultural dialogue and exchange. I have left his essay largely intact, but did break up some of his longer paragraphs for clarity’s sake. Thanks to Payam for taking the time to write this.]

One of the worst Persian attitudes, which really makes me upset, is that we really like make everyone feel pleased and at the same time we are trying to make our friends, our families member, and finally ourselves feel proud. This seems to be just wasting of time and even sometime more than wasting. It really holds us back from being flexible and being more focused just on our life.

The fatal mistake in terms of power games is taking one step back because of pacifying your enemies. I remember these fatal mistakes occurred during Mr. Khatami presidency (1997 – 2005) and it seems that it is going to happen again. During that time reformists tried to please everyone. Liberals, communists, and extremists could fit in themselves in what they portrayed for future of Iran. The goal of “let’s get together” is just useful for the specific action and in a limited time not for unstable country like Iran. We are not taking the issues for the country like Switzerland. In fact, you cannot just chant when your enemies are ready to die for their sinister goals.

Mr. Rohani and his consultants during last month just tried to convince the middle class people that they are so preoccupied about what he has promised during his presidency campaign.  Rohani also said: “… I have never forgotten what I had said to my people but you should understand; there would be a prolonged way with unforeseen obstacles that we have to pass it through together…”. However, this is not the way that people of Iran are thinking and believing at this time. The fact is that the imprisonment of leaders of green movement has been lasting up until now and there are still so many political prisoners in prison. In fact the pace of executions is still through the roof and opposition can be called easily sedition.

All of these issues just mean that the new government and the new goals of basis changes have not been acknowledged by the powerful organizations that live in the parallel world of responsibility. These groups of extremists can take any action whenever they want without taking any obligation and no one has the authority to prosecute them. They are not supposed to be questioned and on the other hand, no one knows who they really are. I call them “Undercover Occupants” which means obviously they are connected to somewhere but where exactly this department of power is remains the question that no one has the answer of. There are always lots of rumors which they are the members of Basij militia or some religious departments but it is still in denial.

Four years age, in 2008, during the rebellious days of Tehran, these undercover occupants attacked The University of Tehran. So many students were injured and finally the supreme leader commanded the “Supreme National Security Council” to get involved and back them off. They also tried to condemn in public during the chairman of Islamic parliament (Ali Larijani) speech. In fact Ali Larijani is so close to the supreme leader! These undercover occupants were also involved in occupation of the embassy of the Great Britain in Tehran, which caused the big collapse of foreign policy for Iran. I can count thousands of these nonsense and non-logical movements which sometimes caused the supreme leader’s reactions. Occupants recently confronted president Rohani and actually went up against him after he got back home from New York. They criticized him that he was not authorized to talk to president Obama and that he put country down.

They are just like the people who think the mission of possessing of sacred goal is on their shoulders, no matter what would be the responsibility. When they think there is a threat they just interfere. I heard some of them are the presidents of the industries who occupied the manufacturing companies of Iran after the revolution and also the business men who could take advantage of governmental economic rent during these 35 years; therefore, they should be concerned about their positions when the wind of change flows.The undercover occupant groups really remind me of the Nomenklatura category inside the Soviet Union

Obviously President Rohani has decided to discard his goals about his domestic policy for a while until the nuclear issue and sanctions are still on the table. He really thinks being triumphant in talks between Iran and 5+1 can help him precede his domestic policy inside the country. However and on the flip side, the extremist members of the Islamic Parliaments and some members of the Revolutionary Guard put their total vigor to not let him proceed. The upcoming parliament’s election and economical situations will be so important for the players of this poker table. The supreme leader has not taken a side yet which is so meaningful in Islamic Republic of Iran. As I have heard, during this year the economic situations in Iran are getting better. The hope of better future has still long way to be cultivated but people are still hopeful to upcoming talks. These are all proofs that show us having better relations with powerful countries will help you to have better chances. We are not living in the separate worlds and our planet is so combined that being isolated just deprives you not anyone else.

Last month, foreign ministers of European countries and especially Mrs. Ashton had several meetings with foreign minister Zarif. Mrs. Ashton recently went to Iran and talked in person with Mr. Rohani. She had also a meeting with some political prisoners and their family members, which dragged the undercover occupants to the front of the Austria Embassy where that meeting had occurred. They were claiming who let her to talk to the “Fitna” followers, the name which they have been using for naming oppositions in Iran during election in 2008. After while the extremists in parliaments called up Mr. Zarif and the Minister of Intelligence and Security. They asked the same question that undercover occupants had asked before.

One of the recent issues which might partially help the extremists inside Iran for improving their positions is the issue of Ukraine. The commander of IAF (Iranian Armed Forces), Hassan Firuzabadi, clearly shows respect to what Russia has done inside the Ukraine and Crimea. He also said the vandals just pulled off the coup and it was not the process of legitimate transactional and transformational leadership. Now they believe the most newest powerful country just pops up and subsequently the consolidation of 5+1 is fragile right now so there is no need for retreating at this time which I think it could be somehow the fact that the United States and the NATO don’t want to respond literally to the Russia and president Putin in order to force them back. Finally the internal battle inside Iran would go on and this battle would demonstrate the balance of political groups, the supreme leader and the Revolutionary guard. It could be one of the effective occurrence for Iranians.

Ukraine, Russia, the West and a Coasean Bargain?

Economist Tyler Cowen worries about the events in Ukraine:

For Russia, matters in Ukraine are close to an existential crisis, as Ukraine is intimately tied up with Russia’s sense of itself as presiding over a mini-empire of sorts.  Nor could an autocratic Russia tolerate a free and prosperous Ukraine, developing along the lines of Poland.  America cares about Ukraine less, and cares more about Syria and Iran, or at least cares about saving face in those latter venues.  Therefore there is a Coasean deal to be had between America and Russia, where Russia gets to partition part of Ukraine, create a buffer against Europeanization and democratization, keep the larger Ukraine unit weak, and also keep its Black Sea fleet.  In turn Russia would do something less than totally sabotage all American plans for Syria and Iran.  (Of course that is Coasean for the leaders, and not necessarily for the citizenries.)

The thing is…China.  What kind of signal would such a Coasean deal of partition send to China?

That is what I worry about.

I argee that there is a Coasean bargain to be had between the US and Russia in this case, but it’s not the one Dr Cowen sees. Let’s assume that the US does have more interest in the Middle East than it does in Russia’s backyard, but even with this assumption I don’t think it follows that the West will give up Ukraine for Syria and Iran.

The West has been down in the doldrums lately, it’s true, but there is still plenty of fight left in it and plenty of resources with which to do the fighting.

Really quickly: I know I’ve mentioned this before, but making two states out of one (“partitioning Ukraine”) will be a good deal for almost everybody involved (the minorities in Russian Ukraine will not fare so well). As it stands today, Ukraine is simply too big to be governed effectively. This is a problem with many, if not most, post-colonial states in Asia, Africa and Europe.

International recognition is something that would be observed by almost all sides (minorities in Russian Ukraine will not like it), which is one of the requirements I’ve pointed out that needs to be completed before secession (or partition) is undertaken in postcolonial states.

The other major requirement is that the new states are part of regional or international trading unions of some sort. The more the better, but any is a start. Russian Ukraine will be good to go, as it would be in Russia’s orbit, and the West could easily ensure that the Ukrainian Ukraine gets more attention than it now currently has. This is where the West should dig in its heels and fight: After partition. Ukrainian Ukraine will need to be drawn into the West’s economic orbit rather than offered up as a sacrificial lamb, and this definitely doable. This is the Coasean bargain, not Ukraine for Iran and Syria.

The China angle Dr Cowen brings up is also an interesting one. Beijing is authoritarian not stupid. Here is what conservative military leaders in Beijing probably see:

Ukraine might get no love from the EU or the US, but it is much weaker than Japan or South Korea or even Taiwan. So China could not take any of these states militarily without high costs, while Russia could conceivably take all of Ukraine without significant military losses (the political damage would be too much for Moscow, so it won’t happen; but it is a possible scenario).

Imperialisms, Old and New: Sykes-Picot and the United Nations

Foreign policy expert (and Reason contributor) Michael Young had an op-ed out last week on nationalism and imperialism in the Middle East. Writing in The National, Young argues that Western imperialism should not be blamed for the problems of the Middle East today. Young argues that the power vacuum left by the collapse of the Ottoman Empire guaranteed that violence would play a prominent role in the region, regardless of where the lines of borders had been drawn, or who had drawn them.

Violence would play an important role, Young argues, because aspirant hegemons and various types of nationalisms (Arab, Iraqi, Lebanese, etc.) would be eager to expand their influence and power throughout the Middle East. This is an interesting hypothesis, but it strikes me as disingenuous largely because there is no way to prove such an assertion wrong. The fact that violence could have happened in the absence of European imperialism does not excuse the cartographic crimes of European states. The carving up of the post-Ottoman Arab world happened (interesting counterfactuals notwithstanding).

Young’s argument fails on another account as well. He writes, for example, that:

None of the protagonists in Syria’s conflict has cast doubt on its borders, or has called for a Sunni or Alawite state. Their rhetoric has almost entirely been couched in nationalistic terms, with their aim being the control over all of Syria. Even Mr Al Assad has never expressed interest in falling back on an Alawite mini-state, and if he does so that would only be because he can no longer hold Damascus.

There are two arguments worth scrutinizing here. One, there have been calls for a Sunni state. Two, the nationalist rhetoric is itself a product of Western imperialism. For example, these power struggles for the center occur because secessionist or federalist options are not available to factions in the region. The lack of options stems from the inherent inability of these post-imperial states to govern without a strong man. Strong men are required in the post-imperial Middle East because the states that were drawn up by European diplomats were arbitrary and ahistorical, and therefore lack legitimacy in the eyes of the people.

Post-imperial states are not considered legitimate by their citizens because they never had a say in how to go about structuring such a state (not even through the traditional channel of war). They had no say in where the borders should be, or who they could trade with, or how to best accommodate foreigners. Because post-colonial states are not legitimate, violent centripetal forces are constant. This pattern continues unabated because those who eventually end up controlling the center receive legitimacy from the international legal order, as exemplified by the United Nations and financial lending institutions such as the IMF.

By recognizing the legitimacy of Sykes-Picot’s arbitrary states and the sanctity of its borders, the UN and other Western institutions contribute directly to the bloodshed and impoverishment of the region. Because these states have been legitimized by the UN, violent factions can simply seize control of the center and they will automatically gain legitimacy from the very international order that has sustained this chaos. Why bother trying to gain the legitimacy of an impoverished populace when you can simply capture the rent associated with running a post-imperial state?

The West would do well to start working on a foreign policy that looks at recognizing devolutionist tendencies in the post-imperial world as a legitimate option. Recognizing the mistakes of Western imperialism would be a good start. Western recognition would also give these breakaway movements a sense of legitimacy when it comes to working with international organizations such as the IMF or WTO. Official recognition could open up diplomatic options that are currently unavailable to stateless societies in the post-imperial world.

By continuing to not view devolution as a legitimate option for Middle Eastern (and other) societies, the West is doubling down on its moral failure of a hundred years ago. Recognizing centrifugal forces as a legitimate political process would also bring the post-imperial world and the West to a more level standing with each other, as the West would welcome new states into their international orders rather than picking winners and losers through cartographic exercises. In an era where inequalities are shaping up to play prominent roles in policy debates, this last tweak in diplomacy could very well contribute (politically at least) to a more equitable world.

From the Comments: Secession and Nationalism in the Middle East

My dear, brave friend Siamak took the time to craft a very insightful rebuttal to my argument on supporting decentralization in the Middle East. He writes:

First of all thanks a lot for your attention to my comment…

You know that I have problems in English and maybe that’s the cause of some mis-understandings…

Look my friend. I did understand what you mean but the problem is sth else… As a libertarian I’m not completely against decentralization in the method you mentioned (I mean dealing with new nations)… USSR was a great example for this… My problem is that you can’t compare today’s med-east with USSR. Soviet Union was a country formed by some “nations”. Nation has a unique meaning. I think the best meaning for that is a set of people with close culture and common history which “want” to stay together as a nation. A country like Iran is formed of many ethnics including: Fars, Azeri (I’m Azeri), Kurd, Mazani, Gilani, Turkemen, Balooch, Sistani, Arab, etc. If you come and visit the whole part of this country you can see that all of them believe that they are Iranian. I don’t know that much about Arabian countries but I think that’s the same. Even all of them are Arabs and speak the same language but there are big cultural differences between for example Egypt and Saudi Arabia!

My reaction to your post has got a reason. 8 years of Ahmadinejad presidency, not only killed the economy, culture and any kind of freedom, But made us a weak country in mid-east. What I see today is that some little groups created and supported by Azerbaijan, Turkey, Qatar and Emirates are working so hard to make Arabian and Azeri groups to separate from Iran. They even do terrors for their aims. What I see is decentralization in mid-east not only doesn’t solve any problem but makes new problems! Makes new never-ending ethical wars.

You mentioned about US Imperialism. (I hate this word, Because when the leader speaks from three words he speaks two is “Enemy” and one is “Imperialism”! :D ) One of the biggest problems in mid-east is Al-Qaida, which everybody knows that without the support of the united states they couldn’t be this big. You in your post didn’t say that you think US should start the decentralization of mid-east, But you believe decentralization and Schism is good for the peace of mid-east. My objection is to this belief. Arabs are very nationalist. Iranians and Afghans are nationalists too. Changing the current map of mid-east will bring new problems. A big problem of mid-eastern countries is their governments. But Governments are not the only problem… The problem is not “just democracy”, It’s not even “Just modernism”! In some parts the problem is “Savagery”! The people are a big problem. If anybody wants peace for mid-east they should economic relationships more and more… We libertarians know the power of free business. Don’t be afraid of central powerful governments. Even sometimes their power is useful. We are in a Transient status between “Savagery & Civilization”, “Tradition & Modernism” and “Dictatorship (Even Totalitarianism) & Democracy”.

If the western countries want to help Democracy, Modernism, Civilization and peace they should make economical relations. Sanctions just gives the right to Islamic Radical groups and makes them stronger… As you mentioned Imperialism just gives them credit. Any decentralization makes new problems. The Communist Soviet Union was a block of different nations that their only common point was Communism. New Nations that are formed on the basis of ethnics just makes new dictator governments and new enemies. Mid-east is different from Soviet Union. I hope that this time I have less grammar mistakes! :)

Siamak, by the way, is a citizen of Iran and ethnically an Azeri. I always prize the views and arguments of foreigners in matters of philosophy, culture and policy. All individuals bring diversity to my world, but when the voice speaks with an accent and carries experience that I know nothing about, it – well – it makes my world and my life that much richer.

With that being said, I don’t buy Siamak’s argument. largely because I don’t see much of a difference between the Soviet Union and Iran ethnically-speaking. That is to say, I think Siamak’s argument falls flat because both the Soviet Union and Iran have numerous nations within their borders, so the distinction between the two states doesn’t quite add up.

I think the rest of Siamak’s argument stands up pretty well.

American Foreign Policy: Predictions, Assumptions and Falsehoods

On November 1st 2011 I got into an argument with Dr Delacroix about US foreign policy. During that time, if you’ll recall, a debate on the merits and demerits of bombing Libya was raging across the blogosphere and in the halls of power. Here is what I wrote in the heat of the moment two years ago today:

Time will tell, of course, which one of our predictions comes true. In two years time, Tunisia, which did not get any help from the West, will be a functioning democracy with a ruling coalition of moderate Islamists in power.

The Egyptian military will be promising the public that elections are just around the corner, and Libya will be in worse shape than it is today. Two years from today, Dr. J, you will be issuing an apology to me and making a donation to the charity of my choice.

Since you are very good at avoiding the facts on the ground in the name of democratic progress, I think we should establish a measurement rubric by which to measure the progress of Libya. How about GDP (PPP) per capita as measured by the IMF?

Not too shabby, eh? In case you haven’t been staying up to date on current events in the Middle East, Tunisia is a functioning democracy with a ruling coalition of moderate Islamists in power. It is not Switzerland or Iceland, but it is doing much better than the two states who were on the receiving end of US “help” during the Arab Spring.

Egypt, for example, is currently being run by the (US-funded) military, and the military is promising Egyptians that elections are just around the corner.

In Libya, GDP (PPP) per capita for 2013 started off the year at $11,936 (in international dollars). In 2011, prior to the uprisings and subsequent US bombing campaign, Libya’s GDP (PPP) per capita clocked in at $14,913 (you’d have to look at 2010 to see where Libya started off). That’s a nearly $3,000 drop in purchasing power parity. Here is the relevant IMF data (it starts off in 2010 and you can go from there).

Perfectly predicting the current mess in the Middle East has less to do with my genius than it does with applying a general libertarian framework to the situation. For example, I know that government is very bad at doing nearly everything. Government is a name we have given to an organization that has a monopoly on force. This monopoly on force is usually consented to because it is expected that it will provide an honest court system and a way to interact with other polities (“diplomacy”). When this monopoly on force is applied to anything other than these two functions, peace and prosperity give way to war and impoverishment. The trajectory that war and impoverishment take in a society depends on any number of variables, but the general libertarian framework I just outlined never fails to impress.

Now, my perfect prediction was made in the heat of the moment during an argument. If my argument was right, what did the other side of the debate have to say? Is it at all possible that Dr Delacroix had an argument that somewhat conformed to reality as well? Decide for yourself, and remember, this was written near the end of 2011:

There are several benefits to the Libyan/NATO victory for this country […] First, rogues and political murderers everywhere are given a chance to suppose that if you kill Americans, we will get you afterwards, even if it takes twenty years […] Two, Arabs and oppressed people everywhere are figuring that we mean it when we say we like democracy for everyone […] Three, this Obama international victory will cost him dearly in the next election. A fraction – I don’t know how large – of the people who voted for him the first time around oppose all American military interventions.

I don’t know about you, but it looks as if Dr Delacroix got Libya, the rest of the Arab world and American domestic politics horribly wrong, and on every level possible. If I am being disingenuous or unfair to Dr Delacroix’s argument, please point out to me where I go wrong in the ‘comments’ section.

Let’s take a second to reflect on something here. I was factually correct in my assessment of what would happen in the Middle East if the US intervened militarily. Dr Delacroix was factually incorrect. I think the drastic difference in outcomes occurred because our assumptions about how the Middle East works are informed by different history books. This is odd because we agree on nearly everything else.

Were I proved to be wrong, and shown how devastating the effects of my assumptions on societies could be,  I know I would do some deep questioning about my prior assumptions of how the world works.

There are four assumptions Dr Delacroix makes, in recent blog posts, that I believe are unfounded. When these unfounded assumptions have gained traction policy-wise, the consequences have been devastating. When these unfounded assumptions have been defeated in open debate, the consequences have been minute. By pointing out these assumptions, and ruthlessly criticizing them, I hope to provide a framework for those who read this blog to use when thinking about foreign affairs.

  • False Assumption #1: “Bullies will try to pull off worse and worse brutalities until they become intimidated. The unopposed brutalities of one bully encourage others to go further. Some who had the potential but never acted on it will be encouraged by the impunity of others to become bullies themselves.”

Comparing leaders of authoritarian states to schoolyard bullies is a bad way to go about understanding international relations. I think this is done on purpose, of course, in order to obfuscate the reality of a given situation. Dictators in authoritarian states often enjoy broad coalitions of support from the populaces over which they rule. In Iraq, for example, Saddam Hussein enjoyed support from Sunni Muslims, Christians, secularists, socialists, trade unions, domestic corporations, women’s rights groups and the poor. Dictators often enjoy broad support from their populaces because of the fact that they bully, to use Dr Delacroix’s term, the bullies (see False Assumption #2 for more on this).

Here is another example: Bashar al-Assad has broad support in Syria because he protects religious and ethnic minorities from the passions of the vulgar mob. Dictators rarely care about the actions of dictators in other countries, unless it serves their own domestic purposes, and slaughtering people randomly is something I have never heard of a dictatorship doing. A dictator’s attacks are calculated, quite coldly I admit, so as to bolster support from the factions they are allied with. Dr Delacroix would like nothing more than to have the Middle East actually be a place where dictators take comfort in the actions of other dictators. Were this to be true, his argument would be right. His predictions would come to pass. Alas.

  • False Assumption #2: “By the way, as little as four years ago and even less, Western liberals and misguided libertarians were still blaming the American military for Iraqi on Iraqi violence. The US military is gone; the violence is rather worse.”

Attempting to sweep the violence and high death count associated with the US invasion of Iraq under the rug does nothing to inspire confidence in Dr Delacroix’s framework. The Iraqi-on-Iraqi violence occurred after the US military illegally removed the bully’s bully from his position of power. Prior to the US military’s illegal invasion, the Iraqi-on-Iraqi violence Dr Delacroix points to was kept in check by Saddam Hussein’s heavy-handed tactics. When Hussein gassed Kurds, for example, he did not do so simply because the Kurds “revolted” against his rule. He did so because the Kurds had been murdering Arabs and engaging in terrorist activities that targeted Iraqi infrastructure. The intrastate warfare in Iraq was quite negligible until the United States decided to break its own laws and illegally invade and occupy Iraq.

Of course, you can always choose to believe Dr Delacroix’s theory of events, but I think the results of our predictive power speak for themselves (on the inevitability of intrastate warfare in post-colonial states, see the discussions about “post-colonialism,” “secession” and “decentralization” here at NOL).

  • False Assumption #3: “In World War Two, we could have stopped the genocide of the Jews or slowed it to a crawl. We did not because there was a strong but vague reluctance to ‘get involved.’”

In 1939 France and the United Kingdom had worldwide empires. The Soviet Union was 25 years old. So were the small, independent states of Turkey, Hungary and Austria. Germany, despite its defeat in World War 1, was an industrial power. The was no such thing as cruise missiles. There was no such thing as jet airplanes. There was no such thing as satellites. Or the internet. The Jews that were slaughtered in Europe lived in places that could not be reached by the American military of 1939. Indeed, they lived in places in Europe that could not be reached by the American military of 1945. The Eastern Front in World War 2 was many things, but certainly I think you can see why it wasn’t a “reluctance to get involved” on the part of the American people that is partly responsible for the Holocaust. To assume that the American military could have marched into Eastern Europe during World War 2 and stopped, or even slowed, the Holocaust is delusional.

  • False Assumption #4: “Today, I am ashamed to be an American because of our passivity with respect to the slaughter of Syrian seekers for freedom.”

Since the end of World War 2, when the US assumed its place as the world’s most prominent polity, Washington has continually opted to support the socialists (Ba’athists, Nasserists, Ghaddafi, etc.) over the Islamists in the Arab world (liberal Arabs simply, and unfortunately, emigrate to the West). The most obvious reason for this support is that the socialists do not send their agents to fly planes filled with people into commercial buildings filled with people. Pretending that the US is putting its head in the sand is disingenuous. Washington is well-aware of the consequences of letting Assad fight it out with the Islamists. We have made our decision after weighing the costs and benefits of every option available. We did this through open debate. Socialists make better enemies (and allies) than Islamists.

Now, these are just some small examples of jingoism and delusions of grandeur I have picked out. There are many more examples, especially in the national press, but Dr Delacroix’s are much, much better reasoned than any of those. If you are reading the op-eds in the national press rather than Dr Delacroix you are going to be woefully misinformed about the nature of the world. Your brain will be slightly more malnourished than it otherwise would be (this is one of the reasons why I like blogging with him). His arguments are informed by a lifetime of prestigious scholarship; they are informed by somebody who has the benefit of understanding two distinct cultures in an intimate way.

And look how incredibly wrong he has been proven to be. Assumptions matter. So, too, does truth and falsehood.

What the Hell is a “RINO” Anyway???

I have serious problems understanding the definition of the term ‘RINO’. The term is supposed to mean a Moderate Republican, i.e. a Republican that shares views with a Democrat. However, the term is used by so many contradictory parties that it lacks real meaning. Many people hold up President Reagan as the hard definition of a true conservative, with his quote of “the soul of conservatism is libertarianism”.

In the 2012 election, the four Republican candidates each represented a key demographic of the current Republican base. There was Mitt Romney, a Mormon westerner who had become merged with the moderate eastern Money Trust Rockefeller establishment. There was Rick Santorum, a right-wing Catholic obsessed with social issues and ready to wage a Christian jihad. There was Newt Gingrich, a Baptist-turned-Catholic career politicians who’d passed centrist legislation throughout the Clinton administration. And of course, Ron Paul, a libertarian carrying the youth vote, ironically carrying views of a politician born in the 1890s, who would have been a member of the bipartisan anti-Roosevelt Old Right coalition.

The idea of a RINO came into existence around the campaign of Barry Goldwater, an Arizona Senator, who won the 1964 nomination instead of Nelson A. Rockefeller, the grandchild shared by John D. Rockefeller of Standard Oil and Senator Nelson Aldrich, who pitched the original idea for the Federal Reserve. Even though he won the nomination, Goldwater was written off as an “extremist” by many, and Rockefeller was considered a “moderate”. But what does this really mean?

As America was still very homogenous in 1964, most regions had a strong local culture. At the time, the Republican base was comprised of Midwestern Lutherans, Western Mormons, wealthy New England Episcopalians, and transient career military families. At the time, most Southern Baptists and Catholics were still largely Democrats. Goldwater winning Southern states in 1964 did not permanently secure the Solid South as red states, despite the widely toted myth. (Third party Wallace of 1968 and Democrat Carter of 1976 prove this.) As a general phenomenon, the lower-middle-class flyover demographics were known as the extremists, while the upper-middle-class city and suburban folk were known as the moderates.

Despite being categorized as a “right-wing extremist” in 1964, Goldwater still had little in common with the heartland evangelicals of today. Goldwater had no connection to fundamentalist Christianity like Governors Perry or Palin. One side of his family was Jewish, and the other side was Yankee Episcopalians, and Goldwater was an Episcopalian his whole life. Goldwater supported no legislation in regards to gay marriage, drugs, or abortion. Goldwater is directly quoted as saying, “Mark my words, if and when these preachers get control of the Republican party, and sure they’re trying to do so, there’s going to be a terrible damn problem. Frankly these people frighten me”.

Everything Barry Goldwater predicted about the Christian fundamentalist hijack eventually came true. Now the term RINO has a whole new meaning than when two socially liberal Episcopalians were vying for the nomination in 1964. Many Republicans referred to John McCain (a career military man with no regional ties) and Mitt Romney (a flip-flopper from the far left state of Massachusetts) as RINOs or moderates. But when Obama ran against them in 2008 and 2012, his campaign spent countless efforts painting the two candidates as right-wing extremists

Since 2008, the mainstream liberal media outlets have generally painted all Republican candidates in the same stereotype: old, uncool, racist, sexist, cranky, corny, money-hoarding, miserly Mr. Scrooges, obstructing Obama’s hip-and-groovy “CHANGE”. It mattered little how moderate McCain’s and Romney’s records were, the media rhetoric implied that anyone running against Obama had a closeted agenda with the same motivations as the Thurmond, Wallace, or Duke campaigns. Vice President Biden shouted out to an audience during a debate with Paul Ryan, “Romney is gonna put you all back in chains”. The MSM saw no problem with this.

So what are the concrete issues that make or break the difference between the RINOs and a non RINO? Is it the military, war, and foreign policy? Is it economics? Is it Christian social issues? (a dead horse, as far as I’m concerned) Are the rants espoused by Limbaugh, Hannity, and other Fox News anchors the policies that anyone who runs as a Republican are “supposed” to have? Fox anchor Ann Coulter referred to libertarians as “pussies”, and implied that supporting drug legalization was RINO/moderate, by mashing  different ideologies from left and right. Everyone has different definitions of RINO.

So this brings up the question: Was Ron Paul a “RINO”? Fox News certainly said so in the 2012 election. Were Ronald Reagan and Barry Goldwater “RINOs”? Many Democrats who hate the Tea Party would say so today. Although one must acknowledge Ron Paul’s ultraconservative personal views, one should realize he would give power back to the fifty state governments, with the intention that each American demographic can carve out a haven. There is no point pretending that Ron Paul is a hip guy with young libertarian social ideas: his views have changed little since he was a medical student in the 1950s.

Despite this, Ron Paul had the potential to represent a purge of many issues that the left hates about the Republicans; policies relating to drugs, gays, abortion, corporate bailouts, but most importantly, the wars in the Middle East. This was only exacerbated by Rick Santorum’s extremist Christian authoritarian rants, and his comment that he wanted to “fight against libertarian influence in the Republican party”. Despite the Obama administration’s continued drone warfare allover the Middle East, the Obama 2012 campaign repeated the same 2008 rhetoric that this was Bush’s personal, Republican, corporate, Islamophobic war. Simultaneously, the other three Republicans called Ron Paul an isolationist coward for his foreign policy. Ron Paul could have been the perfect moderate with ideas compromising from both sides, and yet they trashed and defamed him every possible chance.

Unfortunately, it is the Tea Party, and not moderate Republicans or Democrats, who have been blamed for the government shutdown. Personally, I think the Republicans handling the shutdown is a poorly planned reactionary idea. This kind of political activism only works if the libertarian-leaning Republicans were to shut down the government about the wars in the Middle-East, or the incarcerations of non-violent drug offenders. Otherwise, the MSM will just paint them as quintessential obstructionist right-wing cranks, as they have done so far.

McCain’s machine of moderate Republicans have marched in lockstep behind Obamacare, in an attempt to make Ted Cruz and other libertarian-leaning Republicans look like the “extremists”, Obama-haters, and Confederate secessionists. Despite the fact that libertarians are supposed to share a good bit ground with progressives, Democrats and moderates are together pointing to libertarianism “the far right fringe”. Moderate Republicans need to keep in mind that when is all over, the liberal media outlets will put all Republicans, moderate and conservative, in the same category as tongue-speaking, back-alley-abortion-causing, end-of-times, Limbaugh-hypnotized, warmongering, theocratic neo-confederates no matter what.

If liberal Democrats prefer moderate ‘Rockefeller Republicans’, or big government Republicans, let them have each other. If they think the enemy is small town, small business people, let them feel that way. Democrats can have Republicans like the Bushes, an old New England Money Trust family, long term ally of the Rockefellers, with CIA connections and investments in the baby Standard Oil corporations. After all, when corporate exploitation, global imperialism, and war profiteering makes millions, they can cash in and use the money to look humanitarian later in life. Just don’t dress him up like a Texas good ol’ boy, and then blame flyover folk for him.

Not Reagan, Goldwater, Taft, Coolidge, Eisenhower, or possibly even Bush, Sr. would ever have done what George W. Bush did in Iraq and Afghanistan, or what Nixon did in Vietnam. (both cited for the claim: “Republicans are warmongers”) Meanwhile, Democrats Wilson, Truman, and Johnson started long wars based on the idealistic grounds of “spreading democracy”. It is the imperialist Republican war machine and CIA added to the liberal Democrat dream of international government that make a poisonous combination together.

Maybe a RINO is what we want. If RINO means secular Republican; with no evangelical Christian dogma influencing government policy, then RINO is good. If RINO means Republican who embraces science and new technology, then RINO is good. If RINO means anti-war Republican, who wants to cut military spending, then RINO is good. If RINO means socially liberal Republican, then RINO is good. If RINO does not recite unoriginal reactionary propaganda from Fox News, then RINO is good. If RINO is opposed to neo-conservative foreign policy, then RINO is good. Maybe RINO is what we need after all.

My dear, brave friend from Iran, Siamak, takes issue with my recent musings on the state of affairs in the Middle East:

I’m completely against this. Any changes in mid-east borders could start a Religious-Ethnic Oil war that brings years of savagery and massacre. The problem of middle-east can be solved with tolerance through diplomatic acts. I can’t believe that some libertarian agoras are supporting breakaways in mid-east. As a libertarian person living in mid-east, I’m telling that this political view is so dangerous and can demolish little advances for peace in mid-east completely. Instead of trying to make a new geopolitical order in mid-east (as neo-cons) tried to do, Isn’t it better to try to recognize the mid-eastern countries and try to deal with them? You think new states will bring new nations?! No! Nowadays discussions about creating new countries in mid-east are states predicated on Ethnic differences. Some Kurds want their states! Some Azeris, Some Ashouris, Some Arabs, Some Jews, etc… I’m pretty sure that any changes in the geopolitical order of mid-east will start a big and long long war.

I thought I’d pick this apart for a couple of reasons, but the main reason would be because so many people read the words ‘decentralization’ or ‘secession’ and simply go into autopilot. Rick Searle shares his eloquent thoughts here. Moussa Cidibe shares his pertinent critiques here. Wbwise shares his criticisms here (some of Dr Delacroix’s well-informed thoughts are here, and in the same thread). Dr George Ayittey dedicated quite a bit of energy to tackling my argument (that’s two academics in a row, in case you lost count). Neenergyobserver is skeptical as well.

Each of the objections listed above look very similar to the objections raised by Siamak. I figure now is as good a time as any to go through my argument again, and I’m going to break down Siamak’s pertinent protestations to do it. First up is a concern about changing borders in the Middle East:

This may have some merit to it, especially if one looks at the Balkans in Europe or the wars in the Horn of Africa. Yet one can also point to the velvet divorce in Czechoslovakia (and under the umbrage of the EU) or the dissolution of the Soviet Union as peaceful separatist movements. One thing that we can all agree on, I would hope, is that today the world is already witnessing years of savagery and massacre in the Middle East. Additionally, this savagery and massacre have only been dampened by American imperialism in the region, thus bringing my taxes into the picture.

If this last statement seems rather bold, think about the various balancing acts that occur in the Middle East (Iran v Iraq; Saudi Arabia v Iran; Israel v Egypt; etc., etc.) and how much more brutal these conflicts would be if the US were not pulling the strings behind them.

This observation should not be taken to imply that I support US imperialism. I do not. In fact I oppose it vigorously. Yet it goes without saying that the US arrived in the Middle East when the current borders were intact as they are, and that these current borders (created by Europeans) were recognized by some but by no means all. This struggle for legitimacy, in turn, is the major cause of political, economic and social strife in the region.

To reiterate: the Middle East is already a mess, and looking at alternatives is neither a crime nor a dangerous precedent (especially on a blog as humble as our own). I think some of these reactions to my argument for more decentralization can stem from a misreading of what has actually been written. For example, when Siamak writes:

He is not grasping my argument. At all. Most of the criticisms of my argument have fallen into this camp, so Siamak the individual is not to be faulted. I think it goes back to those keywords identified earlier in this piece (decentralization and secession). Here is what I actually wrote:

the West should emphatically not go around breaking up the states of the Middle East into smaller ones, but it should recognize breakaway regions as soon as they, uh, break away. This’ll give these states a little bit of breathing room on the international scene and deter older states from trying to reclaim their old territory.

Can everybody see how this argument is very different from the one Siamak (and others) have attributed towards me? The article that I originally riffed off of argues no such thing, either. This is not to say that Siamak’s fears are unfounded. In fact, the original article argues that the Middle East needs to embrace decentralization as a way to protect itself from the West’s own plans to break up the states in the region in order to better play them off on each other. Both imperialists in the West and the anti-imperialist factions are now at a point where they recognize the states as they are in the Middle East need to be smaller to be effective.

I understand that when states break up there can be turmoil. This is why I believe it is best that states break up within free trade zones (like the Czech Republic and Slovakia in the EU, or – potentially – Scotland, Catalonia or even California doing the same). However, even without free trade zones in place, recognizing the independence of breakaway regions (away from Russia’s and China’s peripheries, of course) saves lives. Think of the amount of violence that Sudan and South Sudan have contributed to since the latter’s independence, and then think of the violence that occurred before South Sudan’s independence.

Siamak is right when he states that “the problems of Middle East can be solved with tolerance through diplomatic acts,” but is it not also true that secession and the creation of many smaller states out of a few large ones can be achieved through these very acts as well?

Libertarian Foreign Policy: A Dialogue on Imperialism

This is starting to feel a lot like shooting fish in a barrel Dr Delacroix. Since we both know exactly how Leftists argue, I think it would be pertinent to over your rebuttals point-by-point.

I am glad we agree on the US intervention in Afghanistan based on the fact that the Taliban hosted and refused to deliver the terrorist Al Qaida.

And it would have been nice if we had focused our resources and our energy on staying there and hunting down al-Qaeda. There is also something amiss here: Osama bin Laden was shot dead in a shootout involving our special forces underneath the nose of Pakistan’s version of West Point. As we both know very well, the Taliban and Islamabad have never been on friendly terms, yet both sides gave refuge to bin Laden.

My suspicion is that both factions harbored bin Laden because of his immense wealth, not because of ideological solidarity. Also, I am not sure that the Taliban would have even been able to retrieve bin Laden if they wanted to. Rule by the Taliban was no doubt cruel, but for the most part they relied heavily on regional strongmen and political alliances to maintain control of the state.

With all this being said, I don’t think we ever declared war on Afghanistan. I may be wrong, but I think we focused our efforts on toppling the Taliban regime and hunting bin laden rather than fighting the Afghan state. This is actually a logical outcome, if you think about it, because al-Qaeda was not sponsored by Kabul, and it most certainly was not sponsored by the impoverished warlords of the Afghan regions, either. I’m willing to bet that the Taliban were simply in the wrong place at the wrong time.

Remember, al-Qaeda, or whatever is left of it after President Obama gets finished with them, is not the same thing as the Taliban. I would even say, with some confidence, that the Taliban knew nothing of the attacks being planned against the United States.

Either way, both factions are finished, and it’s time to bring our troops home after a job well done (thanks to President Obama’s strategy).

The “some press reports” statement regarding the Taliban blinding of little girls with acid shows what might be deliberate ignorance. The assertion was made by several responsible neutral sources, including National Geographic, not exactly a hawkish extremist publication. I suspect the Libertarian pacifist stance cannot be maintained without a broad practice of tactical ignorance such as you just demonstrated: Iran’s nuclear weapons? No problem.

My point wasn’t to discredit the press reports, it was to suggest that going to war with a state because a regime sometimes sponsors the throwing of acid into little schoolgirls’ eyes is a little bit silly. And where did the statement on Iran’s nuclear weapons come from?

Pulling stuff out of thin air to legitimate a point that was used to purposefully misconstrue the argument of your opponent is something only Leftists do, usually.  When are you going to come out of the closet, Dr Delacroix?  We’re all dying to know!

Your disquisition on the French Revolution simply ignores my question: Is the American revolution any the less valid because ti was helped by the intervention of a foreign power, France? When you seem to relate the Terror to this intervention, you are going out on a very thin limb. There is a conventional belief that the French intervention hastened the revolution in France by aggravating the public debt.

Ah. Here I think there is a miscommunication between us. If a revolution happens, it is valid regardless of who is involved and who it affects. Pretending otherwise is a waste of time. I brought in the French angle because today the United States IS France playing the role of interventionist in the Middle East.

How is relating the social, political, and economic upheaval of the Terror – which was aggravated by French intervention in the Anglo-American war – going out on a very thin limb? I did not suggest that we are on a crash course for violent revolution. I only drew some (quite pertinent) parallels between the two situations: supporting revolutions that have nothing to do with national security has never bode well for the states that do the intervening.

If you negative feelings, your apprehensions about the Arab Spring were all well-founded (were) should we then, as a country, continue to favor tyranny in those countries as we did for thirty years?

Ah. I have never said that I do not support the revolutions going on in the Middle East. Ever. What I have done is raise a flag of caution in the face of bellicose calls for more bombing, more involvement, and more intrigue on the part of Washington in the revolutions going on in the Middle East. Given that we have been supporting brutal regimes in that part of the world for the last half century, I don’t think our involvement will be looked upon with graciousness by the peoples we are inevitably trying to help.

Of course I support the revolutions going on in the Middle East, I just don’t support our government getting involved with them. When the dust clears, I think we should be the first state to stick out our hand and offer our friendship to the new governments.  I think the people of the Middle East would be inclined to agree with me.
