My brief thoughts on Ferguson

  • When I first heard the ruling, a few hours after it had been announced, I checked the webpages of the international press. Only two outlets – Germany’s Der Spiegel and Al-Jazeera‘s Arabic language webpage (its English and Turkish language websites were different stories) – had front page headlines not highlighting the riots in the US. The Turkish and British media had the most extensive coverage of events when I checked them out (again, this was a couple of hours after the ruling was announced).
  • The United States has a racist past, and a racist present, that has yet to be fully addressed. Tocqueville saw this coming in 1825. Reparations for stolen labor is the only way I can see this issue being resolved. I don’t see anything that needs to be fixed about black culture. Black culture is an important component of the United States and its image abroad. Every kid in every Ghanaian village knows who 2Pac, Nas, and Jay-Z are, and as a result they implicitly respect the people of the United States. Every teenager in every Chinese city knows who 2Pac, Nas, and Jay-Z are, and as a result they implicitly respect the people of the United States.
  • Ending the War on Drugs will also go a long way to addressing the issue of state-sponsored oppression.
  • Affirmative Action is what you get when you try to address state-sponsored oppression through the legislative process rather than through the judicial process. Few, if any, blacks benefit from AA, and the few who do are highly educated and do not reflect the general population of blacks in the US.
  • Nationalizing policing duties, or giving Washington a more prominent role in policing matters, is a horrible idea that needs to die a thousand, painful deaths.
  • The people who loot and damage private property should be pursued and prosecuted to the fullest extent of the law.
  • There are few things that make me smile more than seeing a police car burning. I hope the bill comes out of the pensions – themselves extracted from the taxpayer by public sector unions – of policemen, though I know this will not happen.
  • I have seen a lot of white, Asian, and Hispanic faces at the protests. There are some blacks who have made a living in academia and in the activist world by claiming that non-blacks are more racist than blacks (“micro-aggression”). I hope these protests will convince the neutral black observer that racism is a structural issue in this country, not a cultural one. I think, through my own anecdotal experience, that most blacks are both neutral and implicitly understand that this is a structural issue.

“The Lack of Competition/Diversity”: One objection to world government that shouldn’t be made

I have recently come across an old blog post by Ilya Somin at Volokh Conspiracy arguing against world government. Somin’s argument echoed Michelangelo’s here at the consortium, and in particular one aspect of their argument stands out for being especially short-sighted: That of a lack of competition or “diversity in governance” would be the inevitable result of a world government.

Now, a libertarian world government would be federal in nature, so if Somin and Michelangelo are arguing against a different kind of world government they may have a point (I don’t know of many arguments in favor of world government that are not federal in nature, and it wouldn’t be worth my time to read up on any such ludicrous proposals), but when addressing arguments in favor of world government from a libertarian perspective opponents must realize that it is federation they are skeptical of.

Here is how I address the opposition to a world government because competition (and, thus, diversity) would become diminished:

Libertarians generally argue that federalism is the best option we, as humans, have because it allows for competition between administrative units. This competition is enhanced and respected by the people it affects because of the rules set in place and enforced by a federal authority. So, for example, everyone in the US federation generally has their individual rights protected (there are always exceptions, of course, including blacks, Natives, felons, immigrants, and religious minorities), including freedom of movement. Under this general framework different administrative units come up with different policies concerning taxes, education, transportation, etc. This competitive framework makes policies better overall, in all 50 states, without having to resort to a central, one-size-fits-all policy.

It is true that the US could be better, and it is true that federal democracy may be inferior to anarchy, but it is also true that we live in a world of second bests, and comparatively speaking, the US has one of the highest standards of living in the world so I don’t see why this should not be taken as a sort of rough estimate for where libertarians should be aiming.

Is everybody in agreement that federalism is the least worst workable option largely because of the competition it allows for?

Okay then. It somehow follows, for opponents of world federalism, that if the US federal system were to add every administrative unit in the world into its system that competition would suddenly cease.

Huh?

Okay, I am being a jerk about this line of reasoning. It actually goes something like this: Because the US and Russia have different systems of governance, they are competing with each other. Fair enough, but it does not follow that this competition is a good thing. If I recall correctly, there are good kinds of competition and there are bad kinds of competition. Walmart versus Target is good competition. Lobbying for political favors is good competition (consider the alternatives, i.e. Russia). Building up military capabilities is bad competition. Pitting human rights-abusing regimes against liberal democracies is bad competition, too, but this last scenario is precisely what opponents of world federalism argue is desirable about the status quo.

World government wouldn’t eliminate competition, it would enhance it by focusing governmental duties on policy issues and standardizing a regime of rights protection based on the notion of the free and sovereign individual.

Comparing the US to, say, Gabon or China is not competition. It is an injustice, and one that ignores the plight of billions of people living under despotic regimes. Competition is not what happens when 5 million people live in a liberal democracy and 5 million more live in a one party socialist state. Competition is what happens when all 10 million people are free to worship the Flying Spaghetti Monster whenever and wherever they please, but only half of them pay a sales tax (the other half have banned plastic bags through plebiscite, of course).

Even if my competition-is-enhanced-by-federalism argument does not convince the opponent of world government, the fact that his own argument for more competition, through state sovereignty, should.

Consider the following scenario in regards to competition and world federalism: The state of Durango, in the United States of Mexico, is fed up with Mexico City’s corruption and inefficiency. The leaders of Durango, and a significant population of Durango (say, 60-65%), all would be thrilled to leave the Mexican federation. However, Durango knows that independence would be much worse than federation, so it continues to stay within the Mexican federation and simmers with despair and loathing.

Under the status quo – competition through state sovereignty – Duranguense have no options whatsoever, except to keep electing reformers to political office at the federal level and hope for a reform bloc to coalesce. How is this competitive?

Now, consider the scenario outlined above again. The federation of 50 American states has adopted a statute that allows for disgruntled administrative units elsewhere in the world to apply for admission into the union. Duranguense suddenly have an option. Not only that, but Mexico City suddenly has competition, and little of it can be snuffed out through repressive domestic policies.

Does this make sense? Am I knocking down a straw man? If so, please don’t hesitate to take me to task in the ‘comments’ threads!

The New Caliphate in the Middle East: When Islamists experiment with libertarianism (and why the West should do the same)

Richard Epstein, the legal scholar and libertarian Republican known for his erudite wisdom in the fields of law and economics and tort law, has recently joined in the chorus of Right-wing critics attacking Senator Rand Paul (and President Obama) for arguing that the US government does not have enough information to carry out an attack or launch a military campaign against the Islamic State of Iraq and Syria (ISIS), and that further action on the part of Washington will only make things in the region worse rather than better.

Unfortunately, Epstein’s argument represents the best of what is essentially a quick-tempered fallacy that’s short on details and long on moral posturing. Epstein, for example, provides absolutely no outline for what action the US government should take against ISIS. Should the US bomb targets from afar as it has been doing in Pakistan? Should the US government put combat troops back on the ground in Iraq? Should the US invade Syria and strike ISIS from there? If you read carefully the arguments put forth by proponents of attacking ISIS, you’ll notice that none of them have an outline for what the US government should do about it (even the usually sharp Professor Epstein refrains from providing a coherent outline). Instead, readers are treated to ad hominem attacks that liken Senator Paul to the worst-possible person imaginable: the Big Government-loving Commander-in-Chief of the US Armed Forces, Barack Obama. Oh, the horror!

Epstein’s argument lays a great foundation for any starting point that discusses what a libertarian foreign policy should be. He writes:

Libertarian theory has always permitted the use and threat of force, including deadly force if need be, to defend one’s self, one’s property, and one’s friends. To be sure, no one is obligated to engage in humanitarian rescue of third persons, so that the decision to intervene is one that is necessarily governed by a mixture of moral and prudential principles. In addition, the justified use of force also raises hard questions of timing. In principle, even deadly force can be used in anticipation of an attack by others, lest any delayed response prove fatal. In all cases, it is necessary to balance the risks of moving too early or too late.

Of course, none of this provides any helpful hints for what the US government can or should do going forward to deal with ISIS. Libertarians, like everybody else in the West save for a few disgruntled young Muslims, think that ISIS is morally bad. It does not follow, though, that the use of military force is the best (or even fifth-best) option going forward.

Unfortunately, many libertarians (though not Senator Paul) erroneously fall back on the fallacy that because the US government is unable to coherently attack ISIS (much less define it), Washington should simply adhere to a policy of non-intervention. So what follows is a modest proposal to implement a more libertarian foreign policy toward ISIS.

The interwar Austro-Jewish economist and one of libertarianism’s patron saints, Ludwig von Mises, wrote in his 1927 book Liberalism that:

The right of self-determination in regard to the question of membership in a state thus means: whenever the inhabitants of a particular territory, whether it be a single village, a whole district, or a series of adjacent districts, make it known, by a freely conducted plebiscite, that they no longer wish to remain united to the state to which they belong at the time, but wish either to form an independent state or to attach themselves to some other state, their wishes are to be respected and complied with. This is the only feasible and effective way of preventing revolutions and civil and international wars (109).

This observation – a basic tenet of libertarian political theory – ties in quite well with one stated goal of Islamist political theory, which seeks to partition the Sykes-Picot states of Syria, Jordan, Iraq, and Lebanon into smaller states in order to destroy the influence of Western “imperialists” in the Middle East. Lest detractors start accusing Islamists of being closet libertarians, it is worth noting that Islamists also seek to break all economic ties with the non-Muslim world in favor of an inter-regional protectionist union (to say nothing of Islamism’s views about religion and society).

The words of Mises summarize nicely not only where libertarians and Islamists can agree intellectually, but also points – if ever so subtly – to a new leadership position for a benevolent liberal hegemon like the United States to take up in an increasingly Balkanized world.

Instead of blindly attacking ISIS with no real plan in place, the West should temper the prudence of President Obama and Senator Paul with the libertarian notion of self-determination by recognizing the existence of the Islamic State and swiftly incorporating it into the existing IGOs – such as the United Nations, the World Bank, and the IMF – that the West has built up and maintained since the end of World War 2.

This policy would do much more than strike directly at the legitimacy and power of the authoritarian Assad and Maliki regimes by carving up their territories without their permission; it would also place the burden of governance directly upon the Islamists who have proclaimed an Islamic State.

ISIS has obtained power only because of the vacuum left behind by the Bush administration’s fatally flawed decision to remove regional strongman (and secularist) Saddam Hussein from power. ISIS has therefore had no responsibilities to date – despite its claim to govern territory – save to plunder and murder in the name of religion. Placing the burden of governance directly on the shoulders of ISIS would necessarily alter its foundation of power, and when it becomes apparent that Islamism’s political and economic theories leads directly to despotism and poverty, the benevolent liberal hegemon will be waiting to recognize the independence of regions within the Islamic State that aspire to independence or union with another state.

This policy would also shift the ability to make and enforce international rules and norms back to Washington and would bring a semblance of order to the Middle East by placing a benevolent liberal hegemon into a position of leadership that is capable of recognizing and engaging with the Arab public’s desire for liberty. A liberal hegemon could achieve much of this peacefully and legally.

It is unfortunate that many libertarians – especially in the United States – have adopted the reactionary stance of non-intervention in foreign affairs. Aside from being impossible, non-intervention is also inimical to libertarianism’s social individualism. In the same vein, the calls for military action and the personal attacks against politicians unwilling to act blindly in the realm of foreign affairs does more harm than good as it distracts citizens from focusing on the issue at hand: namely, what is to be done about ISIS. Senator Paul and President Obama have so far made the right decision, but unless Islamism is tackled directly – intellectually – the woes and fears of the West will only continue to mount.

It is time for the West to adopt a more libertarian foreign policy.

What Would A Political Union of the EU, the NAFTA States and Japan-South Korea Look Like?

I’ve known about the relative poverty of Western Europe compared to the United States for quite some time now, but it’s always nice to see this little tidbit get some love in the national and international press. Fraser Nelson, a journalist at the Spectator (in the UK) gives us the run-down on the numbers. According to Nelson, the UK is poorer than any US state save for Mississippi. Over at Forbes, Tim Worstall points out that the UK is actually poorer than Mississippi, too. Poor Mississippi!

Both men are calculating wealth with GDP (PPP) per capita, which is what I use as well. GDP (PPP) per capita means Gross Domestic Product (Purchasing Power Parity) per capita. Worstall explains how and why social scientists like using GDP (PPP) per capita to gauge a society’s standard of living:

Just to explain PPP for you. Prices vary across places. In the US food is generally cheaper than it is in Europe, medical care generally more expensive. So what we try to do with PPP is work out what exchange rates would need to be in order to make prices of all of these different things the same in the different places. It’s not an exact science, more of an art. But if what you’re trying to measure is living standards then it’s somewhere between useful and essential as a part of your workings.

It isn’t just the UK that is poorer than the poorest US state, either. Economist Mark Perry did these same calculations using 2010 data back in 2011 and pointed out that only Luxembourg and Norway would be in the Top 30 states were Western Europe and the United States to meld into one federal republic. The rest of Western Europe is on par with the living standards of the American South (which is considered to be the poor, culturally backwards region of the US). Be sure to check out Perry’s 2010 data and compare it to Worstall’s and Nelson’s 2013 data, too.

Careful readers will notice extremely small differences in the calculated purchasing power parity of all three authors (the IMF’s is also a little different), but each data gives us a similar approximation for standards of living in each country and each US state. Suffice it to say here a political union between the United States and the wealthy countries of Western Europe would significantly diminish the GDP (PPP) per capita of the US overall. A political merger with Japan, South Korea, and Mexico would also diminish the overall purchasing power parity of the average US citizen. Canada might (might) make the Top 40 for US states (somewhere between Michigan and Ohio – states of the Rust Belt).

Now, if I had my way, the calculation standards for non-US countries would be the same as they are for US states. That is to say, I think a better way of measuring standards of living would be to break up the countries I’ve mentioned and measure the GDP (PPP) per capita of the administrative units that operate just below the national governments of these states. So, for example, instead of measuring the GDP (PPP) per capita of the Netherlands, I’d measure the GDP (PPP) per capita of the 12 provinces that make up the Netherlands.

Then, in my libertarian utopia, the 50 US states would join together politically with the various administrative units of Western Europe, Canada, Mexico, Japan, and South Korea. Instead of 50 administrative units (the US states) there would be hundreds, maybe even thousands, of them. Talk about decentralization!

Given that a political (and therefore economic and social) merger between Western Europe, the NAFTA states, and Japan-South Korea would diminish my PPP, why should I support such a proposal?

Update 8/30: Some commentators on Facebook have been clamoring for a map, and I found a great website that has devoted lots of time to creating maps based solely on administrative units. The name of the site is Kelso’s Corner and they have a great blog post on the “Natural Earth Vector,” which is the project that maps out administrative units.

It doesn’t have detailed maps of the Anglo-Saxon world or Mexico (presumably because these are so well known), but I found a couple of great maps of Western Europe and Southeast Asia.

Imagine if all of these units were to send representatives and senators to Washington (or a new geographic equivalent): Decentralized political power and integrated markets and cultures would be the new norm for much of the world in a political system based on Madison’s federal republic. I reckon that, in a libertarian utopia, the world would look like this map and be united under Madison’s minarchist federal government:

I understand that my utopia is not much of a utopia (people will still die and there will be plenty of conflict), but I think this is actually a strength rather than a weakness.

A few further remarks on foreign policy and libertarianism

Brandon’s and Fred’s blogs make me want to write a few further remarks on the relation between foreign policy and libertarianism.

1. One should be aware that ‘the libertarian argument’ does not equal ‘comments about US foreign policy’. Libertarianism should be a theory for all people everywhere. Much of the debate on foreign policy among libertarians is about American foreign policy. The US however is the exception, in terms of capacity, defense budget, possible reach of its military operations, the number of military alliances, et cetera. One cannot just say ‘smaller defence’ is better for all countries, as this would entail that many small countries would not be able to defend themselves, and indeed many are not. Even most (rich) West European countries are unable to defend themselves without NATO.

This is not to say one should not criticize US foreign policy decisions, or argue against particular military interventions abroad. It does call for further thinking among libertarians about the position of a great power in world politics. I think, particular in a globalized world, it is too simple to say such a power should retreat as much as possible from international affairs. A power vacuum will be filled, and there is no guarantee this will be beneficial to the US or the West. Indeed, I suspect it will not be.

2. Also, there is not one ‘libertarian idea about international relations’, here it is useful and needed to distinguish a separate classical liberal position, as I have argued in my book on classical liberalism and international relations theory (see the covers to the right) and will further elaborate in Degrees of Freedom, my next book that will be published next year with Transaction Publishers. There are many differences, but a main one in this context is that libertarians argue for defense as self-defense, while classical liberals accept that countries are part of international society of states, which demands a more active role in some areas. Not least a role in maintaining a regional or global balance of power. I think that is completely in line with Hayekian ideas about sponataneous order (pdf).

3. Libertarians lack meaningful thoughts about the dynamics of a world which would (partly) be characterized by libertarian ideas. Most will accept that a peaceful paradise is unlikely to unfold, yet do not think much about the alternative situations. This gap must be filled to make the basic argument more convincing (or not of course).

That’s right, not only do police have the legal authority (thanks positivists!) to search a vehicle with absolutely no cause whatsoever but you can be arrested and charged for the simple act of having “secret compartments” in your vehicle.  I will leave it up to you to decide if this power will be abused or not.

The Chinese Get Richer, I Become Poorer. Right? Dreaded Percentages!

Elections season is on us again. On the talk shows, I hear more and more callers, and often hosts, grossly misusing percentages in the service of fallacious claims. Politicians won’t be far behind. Here we go again, I am thinking; I have been here before. Got to explain again.

This time, I am taking names. And there will be a quiz, and it will count toward the final grade.

Pay attention; slow down.

It’s 2000, I, JD, earn $60 as a machinist. My wife K earns $40 keeping accounts for others with the help of some sophisticate software. I am earning what percentage of our joint income?

60/60+40 = 60%

It’s 2010, I, JD, now earn $90 as a machinist, My wife K’s business has taken flight. She uses more sophisticated software. She has more customers than she can handle. She earns $120.

My share of our new joint income is now:

90/90+120 = 42%

The percentage of our joint income that I produce has declined. It has declined a lot; it has declined by almost 1/3.

Has the value of my production declined? Slow down!

The answer is clearly “no.” The value of my production has increased by half (from 60 to 90). That’s not bad at all. At any rate, it ‘s obviously an increase.

Think it through. Do the arithmetic yourself. There is no trick. It’s the simple math you did not learn in third grade because you hated the teacher.

In the simple example above, my income represents the value of American manufacturing. My wife’s income represents the value of the mysterious and illogical category “services.”

The percentage of the value of manufacturing relative to the total GDP of this country has been going down steadily because the value of US services has gone up even faster.

The absolute value of American manufacturing has only gone up and up, and going up. America has not become “de-industrialized,” contrary to a common but false perception.

The misperception has two main sources:

  1. Many media commentators and perhaps even more politicians don’t understand simple percentages. See above.
  2. The number of manufacturing jobs has declined even as the value of that which they manufacture has gone up.

Here is a solution to the drying up of manufacturing jobs: Take away machine tools from one metal worker in three; give him a hammer instead. You want even more manufacturing jobs, lots of them? Remove the software from textile weaving plants. Program their machines by hand as they did in 1910.

You don’t like the idea? Time for a serious discussion.

Now let’s go back up a little.

The quite good rise in the value of manufactures and the even greater rise in the value of whatever services produce, these two things are related. Better and better, more and more efficient manufacturing provides the resources for more services. We can afford more waiters, more surgeons, more teachers, more acupuncturists, more therapists, more life coaches, more “color advisers” (I live in Santa Cruz, California) because, collectively, we produce more hard necessities much more cheaply than our close ancestors did. Hard necessities include cars, soap, oatmeal, shovels, bricks and nails. Why, nails used to be forged by hand! I own some hand-forged nails from making repairs on my 1906 house.

When you hear, for example, that manufacturing now contributes only 30% of US GDP, it does not mean that there is less manufacturing being done in this country. To figure out the reality, you have to get out of percentages completely. Period!

If my income used to be $60 and it’s now $50 then, yes, it has declined. If it’s now $65, my income has risen. Period! That’s true irrespective of percentage contribution to anything.

Tech note: Don’t get tripped by the separate issue of the changing value of money. There are inflation/deflation calculators on the Internet that do a good enough job of dealing with this issue. I recommend that you consider one train of thought at a time.

Nearly everyone is overestimating himself. That’s the problem.

Speaking of GDP (Gross Domestic Product), a National Public Radio chickie announced breathlessly a couple of weeks ago that China would soon pass the US in GDP. I could hear fearful emotion in her voice, as if some bastard had threatened to cut up her credit card.

Here is the truth: We may soon see the day when 1,400 million Chinese produce as much together as…..314 million Americans.

Personally, I can’t wait for the Chinese to do better, to make their percentage of global joint production much higher.

Question: When the Chinese GDP reaches 60% of world joint GDP, will I be poorer?

From the Comments: Open Borders and Substantial Increases in GDP

Dr Delacroix gives us a great review of the most recent literature on the relationship between open borders and substantial increases in GDP (50%-150%):

A Long Comment on The Big Thing (open borders)

Thank you, Rick, for causing me to read this very good paper (and thanks to Brandon for making it easily available). I did not find the 150% increase in GDP you promised . That’s OK because it helps me point to one weakness of this paper that should be relevant to any discussion of emigration/immigration focused on policies. The author seems to have been unable to extract from the others articles on which his is based any coherent time dimension. A temporal dimension seems to be lacking. When discussing public policy it ‘s always necessary to consider: “In the short run, in the long run.” An increase of world joint GDP of 150% in fifty years thanks to relaxed immigration seems plausible; the same rise by next year is out of the question, of course.

On several issues, the author comes close to confusing “absence of evidence” with “evidence of absence.” This may be fine for a scholarly article in the discipline of economics. Difficulty to measure or to act upon should not constrain blog discussion however. Five things.

1 “Begin with the country of origin. The departure of some people such as the skilled or talented from a poor country might reduce the productivity of others in that country.”

“might”?

Qualitative differences between those who emigrate and the population of origin may be very large: This is “cream of the crop” vs “bottom of the barrel” issue. This should be obvious with respect to easily measured age and health status for example. The young and stalwart go first. It may be as true with respect to difficult to measure but obviously existing qualities such as the propensity to take economic risks, for example. Thus, I would be surprised if current Mexican illegal immigrants to the US where not economically more desirable immigrants than their own siblings of the same sex who stayed put. I mean more desirable from my viewpoint, someone who is already inside a country of destination. The risks the illegals took to move act like a beneficial sift in this respect, it seems to me.

Periodically African immigrants drown off Lampedusa in the Mediterranean just for a chance to set foot in the EU where medial jobs expect them. They all have close relatives living in the same economic circumstance at home who did not join them.*

The author calls these considerations a kind of externalities and mentions that they are difficult to measure. Difficult to measure does not mean non-existent; it does not even mean small, as he implies. Passion is also difficult to measure, and so is the wrath of a woman scorned. Neither is small in any sense of the word. Stuff that you do not enter into the equation does not show up in the results except in an unclear, residual sort of way. Those who should be in charge of measuring them, the government bureaucracies of countries of origin, are often inept, corrupt, uninterested or discouraged from doing so by government that prefer slogans to facts. Yet, that’s no reason to write these thing off from our thinking.

2 Author asks sensibly:

“Is productivity mostly about who you are, or where you are?”

Productivity clearly has a lot to do with where you are. (Take a man’s shovel in Sonora, teach him how to drive a backhoe in Brooklyn….) I don’t know what the proportions are between it and the answer to the “who” question but I think it would be absurd to set the “who” at zero. Even national origin may matter on the average: If you absolutely must choose between an unknown Englishman and an unknown Frenchman for a cook, which would you chose?

3 Author is too quick to dismiss the argument of impoverishment caused by emigrants’ departure in their countries of origin. He even uses a logically flawed argument, I think:

“But if human capital externalities from health workers were a first order determinant of basic health conditions, African countries experiencing the largest outflows of doctors and nurses would have systematically worse health conditions than other parts of Africa. In fact, those countries have systematically better health conditions (Clemens, 2007).”

Or, is it more likely that: African countries possessing quality health personnel training programs enjoy superior health conditions as a result (I am thinking vaccinations) and some of the health personnel they train are employable in rich countries.

By the way, this raises the general problem of losing at – least temporarily – the benefits associated with the cost of rearing labor. When a Filipina arrives in the US at 19, ready to work in a hospital, the fact is that I contributed nothing to the cost of bringing her up to that point. Someone else has, in the Philippines, most likely. It’s possible that on the average, the home remittances of such immigrant workers more than covers the cost of rearing and training them. I don’t know if it’s true, or how often. I would like to find out.

Author’s savant discussion of externalities seems (seems) to conclude that even if there is a loss to the country of origin, not much can be done. Of course, something can be done: Let the country of destination pay fees to someone or something in the country of origin that supported the cost of training the immigrant worker; in other words, re-imburse at low cost the expense incurred in creating an unearned benefit in the country of destination.

4 Policy makers in Europe are much exercised over the “lifeboat effect.” Even if immigrants’ arrival results in superior economic growth, even if it solves long term problems, as in Social Security, a sudden influx of large numbers may quickly overwhelm destination societies. It may markedly lower their standards of living. (Think of elementary school classes suddenly crowded with children who don’t know the teachers’ language.) I did not find that this article deals with this matter except between the lines, in an implied manner.

[Wholly theoretical Figure 1 does not help me with this although I am attracted to its curves.]

5 Author does his job as an economist well. He writes about the economics of emigration/immigration and he reports on solid research within the constraints of the discipline of economics discourse. But here are also political consequences of immigration we are free to discuss on this blog. (That’s what blogs are for, I think.) This is especially true for a libertarian blog because it poses squarely the problem of national boundaries, of the respect they are owed or not, of their convenience or inconvenience vis-a-vis libertarian aspirations.

Political consequences of immigration loom large in the imaginations of many people in the countries of destination. The manifestations of their concern are not all vacuous or ignorant, or hysterical. The 8 million Swiss -including many immigrants – may have good reason to wonder how many people they can absorb who think that separation of church and state is not only a bad idea but a major sin. Many French people of old French origin are openly racist. Among those responsible French people who are not racist at all, it’s common to worry about the short-term consequences of the legitimate burden high fertility immigrants place on their already sinking welfare system. (The high fertility is documented; it’s not a rumor.) Many American conservatives are worried about Mexican immigrants’ high propensity to vote Democratic. In the end, it’s possible to imagine a scenario where, in combination with other factors,** Mexican immigration helps turn the United States become a one-party state for all intents and purposes. Incidentally, I like Mexicans and I think they make first-rate immigrants. See my co-author articled with Nikiforov on my – Facts Matter – blog.

Sometimes, author handles humor a little too lightly: “Mayda (2006) finds that it is the wealthier, better educated, and less nationalist individuals in rich destination countries who have more favorable attitudes toward immigration.” Sure thing, I am thinking! They want a steady supply of maids and gardeners.

* As some readers already know ad nauseam, I am an immigrant myself. I had four siblings brought up in pretty much the same micro and macro environments as I. They all shared my mediocre level of educational attainment (high school or less). Three of my siblings never tried to move to a richer country as I did; another tried and failed. The difficulties inherent in emigration must select in favor of the desperate, the brave, and of the sociopathic. (Ask me for a good recent book on the latter.)

From the Comments: Power and the Rhymes of History

Over the past couple of days, Notes On Liberty‘s house conservative, Dr Delacroix, has created quite a few waves with his fanciful thoughts about punishing Russia for its bad behavior of late. (Somebody remind me again about George W Bush’s invasion and occupation of Iraq, and then let me know if that could have possibly set a bad precedent.) Professor Amburgey’s thoughts on power are worth another look:

In general, comparing a nation state to a human being is not useful. However, comparing the leader of a nation state to a human being can be sensible. The utility depends on how much power the leader has. I think there are several nation states where leaders have acquired enough power to assume that, in general, they are the decision maker. Iran springs to mind, as does North Korea. I’m beginning to think that Russia falls into that category.

I can buy this. However, dictators cannot be dictators without also having the broad support of the populace. This is why libertarians argue that it’s better to declare war than to topple a dictator.

Elsewhere, Dr Amburgey observes:

True. However Russia is turning into a dangerous regional power with dangerous territorial ambitions. Pretending otherwise is silly.

Russia only turned dangerous after the United States spread itself too thin. Keeping our own house in order will do more for world peace and prosperity than bombing other countries indiscriminately (or having the world-renowned CIA engage in “secret” terrorism!).

NEO adds his own eloquent thoughts to the mix. In response to my observation that the Cold War is over, NEO writes:

Maybe, Brandon. But the surest way to make sure it does, or something similar in Asia, is to believe it can never happen again.

The comparison for that is the “War to end all wars” leading to the new 30 years war.

That the weakness in libertarianism, actually. The oceans aren’t nearly as effective a barrier as they were in the days of the Royal Navy controlling them for us, and unless we only want free trade in CONUS, we’d best take care of it ourselves.

Will it be the same? Nope. But it will happen. If not Putin, somebody else.

As Mark Twain observed, “History doesn’t repeat itself, but it rhymes.”

Again, I think NEO’s observations tie in well with Dr Amburgey’s about the potential for rising, autocratic powers to do bad things. However, we have only ourselves to blame for their rise.

For instance:

  • Was the illegal invasion and occupation of Iraq a good idea?
  • Was bombing, invading, and occupying the Balkans a good idea? (Why don’t you tell me what the Russians think…)
  • Is it smart to still be occupying Afghanistan long after Osama bin Laden’s death?
  • Is it really necessary to have tens of thousands of troops along the 38th Parallel?
  • Does bombing poor countries in the name of liberation (not liberty) solve the underlying structural problems that poor states face?
  • Does supporting dictatorships that actively oppress Islamic fundamentalists help or hurt individual liberty?

In my mind, Russia has not grown to be a mid-major power. The United States has simply been caught with its pants down. This is why you read about ideas like terrorizing Russian citizens in Kaliningrad as a way to counter Moscow’s deft calculations. I cannot think of a better signal to the world that the US is weak then a resort to state-sponsored terrorism. Can you?

“The site will rank with ROC’s largest facilities. Ilion, N.Y., is home to the largest facility at more than 1 million square feet, followed by other sites such as its ammunition plant in Lonoke, Ark., and its factory in Mayfield, Ky.

Sources say manufacturing operations in Ilion will not be affected by the expansion and there are no plans to move manufacturing from that site, where Remington has been building firearms for nearly 200 years.”

I have to wonder how much Governor Cuomo’s anti-gun policies contributed to this decision.  We will see if Remington holds true to their word but this author is predicting the Ilion factory to be gone in the next five years.

I would also like to suggest that any New Yorkers check out this page for information on anti-gun restriction protests happening this spring.  While they are not a libertarian organization there is some semblance of solidarity.

The Power of Propaganda and the Japanese Empire

Economist Kurt Schuler has a fascinating post on the various currencies that were used in mainland East Asia during World War II over at the Free Banking group blog.

Unfortunately, there are three paragraphs in the post that attempt to take libertarians to task for daring to challenge both the narrative of the state and the narrative of the nation regarding that horrific reminder of humanity’s shortcomings. He is writing of the certainty of the US’s moral clarity when it came to fighting Japan (the post was published around Pearl Harbor remembrance day):

The 1940 U.S embargo of certain materials frequently used for military purposes was intended to pressure Japan to stop its campaign of invasion and murder in China. The embargo was a peaceful response to violent actions. Japan could have stopped; it would have been the libertarian thing to do. For libertarians to claim that the embargo was a provocation is like saying that it is a provocation to refuse to sell bullets to a killer.

Then, in December 1941, came not just the Japanese bombing of Pearl Harbor, but an attack on the whole of Southeast Asia: Hong Kong, Singapore, what is now Malaysia (British colonies), Indonesia (a Dutch colony), the Philippines (scheduled under American law to become independent in 1945), Thailand (independent). In 1942 there followed the invasion of Burma, a bit of India, and a few of the Aleutian Islands, plus the bombing of Darwin, Australia.

With that history in mind, how can anybody think that the United States could have made a durable peace with Japan? It would have lasted as long as would have been to Japan’s military advantage, no longer. Japan was hell-bent on conquest. Nothing since its emergence as a major international power suggested a limit to its ambitions. It only ceded in the face of superior force. Even as Allied forces retook territory, Japanese fanaticism was such that the government did not surrender until after the U.S. military dropped two atomic bombs. To ignore the long pattern of Japanese aggression as quite a few libertarians are wont to do is not just historically ignorant but dangerous, because it closes its eyes to the hard truth that some enemies are so implacable that the only choice is between fighting them and being subjugated by them. It took a prolonged U.S. military occupation to turn Japan from the aggressor it was to the peaceful country it has become. (source)

This is an unfortunate mischaracterization of what went on in World War 2, but it also does a fairly good job of demolishing some of the arguments that libertarians have come up with in regards to this debate. You see, the issue of World War 2 is one that is usually foisted upon libertarians as an example of the benevolence of the State: Washington crushed two powerful, evil war machines in one fell swoop and then stood up to a third evil empire for forty years.

Libertarians often get confronted with this interpretation of history and they get bothered by it. This argument gets under their skin. They often make up excuses for Japan’s actions, or they avoid dealing with what actually happened in the time period. This response is also unfortunate because the general principles of libertarianism – individual freedom, strong property rights, internationalism – explain the events of World War 2 well, but only once the facts are looked at clearly and thoroughly. The power of propaganda is immense. The fact that so many people believe that the United States was the good guy in the war against Japan is astounding, and I think the heavy weight that is placed upon the shoulders of those who dare to defy the standard account of the US’s war with Japan flusters the seeker of truth.

Even though libertarians get hot-headed on this issue and stumble, thus making Schuler right in a sense, his argument is absolutely wrong. What follows is an attempt to calm things down, and to explain why Schuler is wrong and what libertarians need to get right.

Tokyo did not want to expand beyond a certain point, due to the ideological consensus of the governing party at the time. The narrative of the governing party was that great civilizations had natural territories over which they naturally lorded. For the Japanese, this natural territory (which was, of course, entirely arbitrary and ahistorical) was called, amongst other things, the East Asia Co-Prosperity Sphere. It included the Korean peninsula, Manchuria, Southeast Asia, Indonesia, the Philippines, coastal China, Mongolia, Malaysia (including Singapore and Brunei), and a separatist region in India known as Azad Hind. Any territory beyond these lands were inhabited by – again according to the ideology of the dominant political party at the time – peoples who did not conform to the standards set by the Japanese people (and those ranked directly beneath them; the ones I just mentioned). These foreign peoples were treated accordingly, especially in Melanesia.

What this suggests is that, contra Schuler, the Japanese were not “hell-bent on conquest.” Rather they simply wanted to carve out a territorial space that has obvious parallels with the German conception of Lebensraum. This is not a coincidence, by the way, for the ideologies of the dominant parties in Germany and Japan were cut from the same racist cloth.

Hawaii might have been a target for the Japanese military eventually, due to the large number of people living there with Japanese ancestry, but even this is stretching the limits of generosity. Hawaiians of Japanese ancestry considered themselves to be Hawaiians, or Americans, before Japanese (this probably due to the fact that the Japanese government sent some of its citizens over to Hawaii by force, but that is another story for another day; hopefully you can see why loyalty to Hawaii and the US was a given to people of Japanese ancestry on the islands). A Japanese invasion of the US mainland is simply an incredibly silly notion, which is why I think Dr Schuler relies upon the irrefutable fact of Japanese lust for conquest. Can you not see where propaganda is at work here?

Now, obviously the Japanese were warmongering at the time. There is no doubt about this. However, it hardly follows that the Japanese were a threat to the American republic.

For instance, look at what the Japanese military ended up attacking:

  • European and American colonies (which were burdens rather than boons for both the colonized and the colonizing)
  • Thailand, a kingdom with a long history of playing foreign powers off on each other
  • and parts of China (which could hardly lay claim to much of its territory anyway)

If I’m not mistaken, Europe and the United States are thousands of miles away from Japan, and yet they had militaries occupying foreign lands in East Asia. Again, Japan was certainly an aggressive state in the early 20th century, but it seems extremely unfair to ignore the military occupation – by Western states – of Asian lands and the Jim Crow-esque political regimes that they enacted and enforced. Notice, too, that the military incursions of the Japanese Empire do not stray too far from the official ideology of the governing political party. This is also true of Nazi Germany and Fascist Italy. It was also true of Soviet Russia, but for different reasons. The Soviets engaged in worldwide imperial ambitions (“spreading the revolution”) after solidifying their rule at home, and this imperialism was part and parcel of the dominant ideology of Leninism. I am digressing.

Japan did declare war on the US, so I think Washington’s war was just, but it hardly follows that Japan was “hell-bent on conquest,” or that its military would have invaded the United States, or that Tokyo’s decision not to curl up in the fetus position and simply accept US economic warfare was “unlibertarian.” Suppose Japan had conquered the US. What would its armies have uncovered?

Think of it this way: What incentive would Japan have to conquer the United States? Where were the plans to do so? Doesn’t it make more sense to look at Japan’s war on the US as part of its broader effort at creating and maintaining its hold over the territory it deemed to be the natural lord over? Why waste so many resources invading and occupying a territory dominated by people who were part of another race (as per the prevailing ideology of Tokyo at the time)? Oh, that’s right: Because Japan was “hell-bent on conquest.”

Propaganda is very powerful, but it’s also important not to label everything you disagree with as propaganda. That makes you sound like a crackpot. For instance, I don’t think anything Dr Schuler argues is driven by pure propaganda. Such an insinuation on my part would simply be garbage, and (rightly) treated as such in the public sphere. However, the notion that the US military stopped a war machine “hell-bent on conquest” is a product of propaganda. This notion is strengthened by personal and cultural narratives, and in time it takes on a life form of its own.

One last thing: Dr Schuler argues that the embargo Washington placed on Tokyo “was a peaceful response to violent actions,” but surely you can see how that policy was actually a violent response to violent actions. Whether that violence to counter other violence was a good thing or not is a question that cannot be answered in this already-too-long post.

(One more last thing: Here is an excellent essay on ideology in developing states that might be worth checking out; it doesn’t deal directly with the Japanese Empire but does deal with some of the concepts [especially nationalisms] that confront us when thinking about the rise of the Japanese Empire.)

Is free trade an expediency?

Jacques Delacroix makes an odd argument over at his blog Facts Matter:

Free trade is not a moral principle, it’s an expediency; violating the principle just costs money.

This argument comes after he admits that he would be very, very open to protectionism because of Mexico’s recent decision to denationalize its oil and natural gas industries.

Before I continue, who does Dr Delacroix think would benefit from a protectionist union with the United States?

Would he really advocate denationalizing the Mexican energy sector simply to force resources north of the border through a protectionist union? This seems to be the implication of his argument. If expediency is indeed Dr Delacroix’s excuse for free trade, then he automatically loses the argument to mercantilists (what, for example, sounds more expedient to you: A nationalized energy sector or free trade?).

It is precisely because of this automatic defeat that an 18th century moral philosopher (Adam Smith) decided to write a book on the moral superiority of free trade over protectionism (The Wealth of Nations). At its core, free trade is about the freedom of the individual to do what she pleases so long as no force nor fraud is involved. Once this underlying moral argument is understood, free trade can easily be seen as the natural outgrowth of such a philosophy.

Here is something to look out for as you read arguments put forth in the press: The moral argument. If an argument claims to have no moral underpinning it doesn’t mean there is no moral underpinning. It just means that the proponent of a said argument does not care for opposing or alternative arguments.

Ugh, this is getting convoluted so let me see if I can use an example. Suppose a politician or an academic is making an argument in favor of a policy (the policy itself is irrelevant). Suppose the proponent of this policy argues that the best reason to show support for his policy is because it will make everybody better off (it doesn’t matter how). Suppose further that this politician or academic claims that his policy is expedient rather moral, and that this in and of itself is one of the policy’s main features.

Would you support it?

Because throughout history most people have. This support is why we see a stagnation – of incomes, of years lived, and of innovation – for thousands of years in human history. The impact on mores that the expediency-over-morality outlook had on humanity can also be reflected in our utterly violent past.

I point out the difference between arguing from a moral standpoint and arguing from an expedient one because of the consequences that each of these approaches tend to produce. For example, Dr Delacroix also advocates military adventurism abroad in the name of expediency rather than morality. Can you guess why he still defends the actions of the Bush administration? But the Iraqis held elections, right guys? Right?

The moral thing to do – secure the lives and liberties of individuals first and foremost – is usually also the hardest thing to do, especially when people continually wave expedient choices in the faces of those who must choose. Yet I think that when and where this simple moral principle is able to gain a foothold in the minds of enough people, the rewards are ample.

Speaking of rewards, the ‘comments’ section at Dr Delacroix’s blog is currently inundated with speculation about whether or not Santa Claus was (was) really white-skinned. One reaps what one sows, after all!

The Iranian Nuclear Deal: An Agreement for All

He has been participating in liberal political activities and he was involved with some think tanks in Iran. On November 24, Iran and the P5+1 group have reached to a historical deal on Tehran’s nuclear program at talks in Geneva, Switzerland. We might have difficulty to understand this process, the process which turns out the agreement to be real, so we must particularly take a look around to the real position of this group of countries plus Iran. It’s one of the Iranian’s attitude and way of thinking to say what they wanted to get and what they really ended up to.

In Iran, Hassan Rouhani was elected as a president on Jun 15, 2013. He is also known as one of the three people who talked to McFarlane in the Iran-Contra affair in 1985 about buying weapons during war between Iran & Iraq. During campaign for presidency, he said an extremely hopeful statement about nuclear program. He said: “It is good for nuclear centrifuges to operate, but it is also important that the country operates as well and the wheels of industry are turning.”

After he got elected, he put his faith in the right person and chose Mr. Mohammad Javad Zarif to be the minister of foreign affairs with the complete authority in action. Mr. Zarif was the permanent representative of Iran to the United Nations from 2002 to 2007. He is really familiar with the international policy regulations and the United States’ policy. Therefore, he was chosen to precede Iran’s nuclear negotiations and it was decided that the entire process would be carried out solely within his team.

It was one of the toughest situations for Iranian policy even though the middle class, especially the people who are living in the large cities, are incredibly united and hopeful for solving this nuclear issue; however, the extremists criticized any approach to any kind of agreement. For several years people of Iran have been feeling how sanctions can really cripple their destiny, economy, and their society structure. As a result of these effects, the rates of unemployment, bankruptcy, addiction, divorce, and prostitution have increased without any official and governmental justification. Therefore, we can consider the November 24th, 2013 as a distinguished and remarkable day in Iran’s modern history.

With the above introduction, let’s go through the text of the agreement for some details. It has been said:

“ … from the existing uranium enriched to 20%, retain half as working stock of 20% oxide for fabrication of fuel for the TRR. Dilute the remaining 20% UF6 to no more than 5%. No reconversion line…Iran announces that it will not enrich uranium over 5% for the duration of the 6 months.”

Although Mr. Zarif announced that according to the agreement, enriching uranium under the 5% is now acceptable and claimed it as a big win for Iran, the majority of the people in Iran really do not care about this subject. They expect the removal of all sanctions and this was the reason that they were following the negotiations and they remained awake up until the agreement came out, which at that time was really late at local time in Iran.

After all these trials and tribulations, now you can find out how hope for the future can make our nation more united. The people clearly understand that it is not the end of the negotiations and it is just the start of long way and they are looking forward to the next 6 month. For the people, it is not just about nuclear program; it is more about their life and their children’s future. President Rouhani is now in the right place and with the supports of Iranians. We hope his social policy would be more flexible as well and we can see more freedom in the society.

We are not going to discuss here the Europe United’s policy during this long term negotiation with Iran. They always want to reserve the important positions for themselves; however, they usually get to every negotiation which others have already accepted. For the people of Iran, the Europeans are best known as those trying to prolong every issue.

On the other hand The Europeans always push the solution to the curb and then try to get back to the first step and ultimately get to the agreement and to take one step further. With flopping back and forth, the conclusion usually would never come out. People of Iran had been disappointed of this kind of policy. From Iranian’s point of view, France should be responsible for the last unsuccessful talks on November 9th. Unfortunately they are unreliable partner for this region.

After all these, it is now time to shift our focus to the president Obama’s foreign policy about Middle East during the last year. Not that far ago, Syria used chemical weapons and crossed the red line, which was mentioned by president Obama before. Moreover, United Nation confirmed that there was no doubt of such use of chemical weapon from Syrians regime. However, instead of taking military action, president Obama decided to follow Russians in this crisis and he still tries to solve this issue through the UN. As a fact, it is clear that in order to go through the UN path to solve this crisis, United States has to deal with Russians and Chinese, since they have the authority to block international actions through the Security Council.

It is a fact that the Syrian’s people have been killed during the last three years. However, it seems that this fact is going to be ignored and denied. On the other side, Obama’s policy in this case would let the conservative countries like Qatar or Saudi Arabia to take part in this eternal disaster.  They can easily get rid of their extremist religious groups by allowing them to attend in this catastrophic war in Syria. Also due to the fact of this important unsolved problem in Syria, the pressure of human rights activities and other internal problems in their countries would be neglected. With this aspect of Syria’s crisis and also the failing of Arab spring, having an agreement with Iran is essential for Obama’s policy to get through these consecutive unsuccessful affairs. However, Israel’s prime minister tries to call this agreement as a historical mistake.

Great Britain has recently announced that they are concerned about total failure in Iran because of sanctions. After Great Britain evacuated all embassy staff from Iran in November 2011, now it seems that they are going to open relations with Iran following the election of President Rouhani. Undoubtedly they know the Middle East region much better than anyone else. They know this failure can affect Afghanistan, Iraq and the entire Middle East region. As a result, Britain has consecutively tried to help Iran and U.S. to approach to the final steps of negotiations.

On the other side, China is known as fatal mistake in economic partnership for Iranians during the last 10 years. Chinese took advantage of unjust situation of Iran and also destroyed industries in Iran are caused by importing cheap Chinese products. They have initially accepted the UN sanctions and have blocked about 50 billion dollars of Iran’s money in their banks; however, they ultimately should be happy of this agreement which definitely will moderate oil price and open up the gate of Iran’s market for Chinese investments.

Clearly with their foreign policy being so close to Iran, it is just a pose for Chinese in order to help them to precede their policy in southeast Asia using Iran’s threat for pushing away Chinese threat. Couple weeks ago they extended “air defense identification zones” which it seems will be accepted by United States. There is a common trend for all nations which can be written in this way that you are not going to consider as a powerful country if you just want to please yourself.

Finally, Russia should be indeed considered as the biggest winner of this agreement as well as the Middle East situation. Moreover, with the intent of being leader of the entire world, they forced other countries to accept their decisions on Syria’s crisis and by having this virtual confidence, now they really have plans to ruin all aspects of the free world. On September 12th, President Putin decisively took an issue with president Obama. His article was about United States people and he mentioned: “It is extremely dangerous to encourage people to see themselves as exceptional.”

However, president Obama decided to ignore this article and show respect to the new Russia. I believe working with Russia about Syria’s crisis and choosing non-interventionism for Ukraine crises would be one of the Obama’s failures in the U.S. foreign policy. Now this agreement would help Russia and obviously president Putin to take the rein of power more and more. At the end if Russia and China find out that there are not any obstacles around, they will never ever conceal their ambitious points.

Lost Innocence.

One of the defining features of a “free society” is that the citizens in such a society are innocent of crimes unless proven otherwise by a body that can be trusted to be impartial in its deliberations. In other words, the right to a fair trial and the belief in innocence until guilt is proven. This natural right was guaranteed to United States citizens in the U.S. BIll of Rights under the 4th, 5th and 6th amendments of the Constitution.

Time and again in modern America that right is ignored by those whose job it is to protect it. Recently a particularly vile example took place near Houston, Texas. The article speaks for itself but to make a long story short police invaded the personal lives and property of two individuals under no legal pretense. The message is clear, we are not secure in our persons or our properties if the police decide we are of particular interest to them. These officers will likely go unpunished and even if disciplinary measures are taken they will not be the same measures as if, lets say, I removed two people from a car at gun point, bound them, and held them hostage for eleven hours. There are two sets of laws, one for the people and the other for the state.
