The Framework Agreement on Iranian Nuclear Everything: Questions

Today, the day after President Obama announced in the Rose Garden a “framework agreement” intended to limit the Islamic Republic of Iran’s pursuit of nuclear weapons, I read the Wall Street Journal account carefully but it did not help. I don’t understand it. It may just be too early for a good analysis. In the meantime several questions loom large in my mind.

  1. If I don’t understand the details, do I believe in an agreement with a hostile country described by a man who promised that “you could keep your doctor”?
  2. Do I believe that this agreement is to the advantage of the United States? The question arises because it was negotiated principally by two men with a track record. The first, Pres. Obama, succeeded in exchanging five terrorist generals for a single American soldiers who is a deserter according to those who were on the battlefield with him. The second, the current Secretary of State, demonstrated that you could leave the Palestinian/Israeli relationship in an even worse state than you found it.
  3. The President and the Secretary of State did not manage, as a part of this supposedly momentous agreement, to get three Americans held by Iran released. One of them is a former Marine. It should have been a tiny footnote to the main text. Ah, well, there is no text, just an oral argument! Frankly, in the bigger picture the freeing of three people is a small, symbolic thing. Symbols matter a lot though when you don’t have access to the hard facts. I don’t, you don’t.
  4. Is the mullahs’ government – that always cheated in the past – going to abstain from lying, this time? If it does not, is this agreement going to be the cause of the death of thousands of innocent Iranians (as collateral damage)? I ask because, the next administration may not have the current administration’s difficult-to-believe indulgence. It may just decide to take care once for all of a sore festering for twenty years. If an American administration does no such thing, what is the likelihood that a future (future) government of Israel will take the chance to see millions of Jews murdered? This is not gratuitous fear mongering. Two days before the announcement, an Iranian general was on TV affirming that Israel has no right to exists.
  5. Do I believe that our European partners will stand firm and renew their sanctions if Iran is caught cheating? The question arises because they were salivating on all their national TV at the prospect of selling, selling anything in Iran once the sanction were lifted.

On the bright side, the lifting of some sanctions will unleash a torrent of Iranian oil on the world market. This will further depress of global oil prices. One more thorn in the foot of the gangster Putin.

From the Comments: The Suprastate and the Substate

My post on American Senator Rand Paul’s recent remarks on Kurdistan elicited the following response from fellow Notewriter Michelangelo:

If a neo-Ottoman federation arises I suspect it will begin as a political alliance between Turkey and Israel. Perhaps such a federation will arise from the Mediterranean Union, who can know really. The two countries are already relatively close in interests and are, alongside a few of the Gulf States, the closest things the region has to secular liberal powers. The Turks at this time would not favor an independent Kurdistan though and I fear they might withdraw support for a federation if that was part of the package.

I think it would be easier to first form an Ottoman federation and afterward grant Kurds their independence within the federation.

It is hard for me to imagine the Arabs joining said federation either way. The Egyptian-Syrian Arab republic went nowhere. Part of me (an infinitely small part!) kind of hopes ISIS manages to defeat the Iraqi and Syrian forces and creates the core of a Pan-Arab nation.

I’ll let him have the last word here (be sure to scroll though the entire dialogue), but I just want to take this opportunity to stress the importance of thinking about the world in terms we might not be used to. The standard unit of measurement – for lack of a better term – for thinking about international affairs is the nation-state, but this way of thinking about the world has, like all devices humans use to make sense of their world, weaknesses as well as strengths. To my mind, as the world becomes increasingly interconnected thanks to liberalization, the nation-state becomes less and less useful as a tool for understanding human action.

What Michelangelo is doing here is thinking ahead of the curve; he is applying the notions of suprastate and substate to international affairs. A suprastate is an organization or union that is composed of various nation-states, such as the ones Michelangelo uses in his argument (i.e. “Mediterranean Union”). A substate is a region within a nation-state, such as Kurdistan or Scotland or Somaliland.

Often, especially in debates here at NOL, the notions of suprastate and substate are used in conjunction with the developing, or post-colonial, regions of the world. This doesn’t mean these notions can’t be applied to places like the United States or Argentina. Indeed, the US itself was created as a supranational union in order to combat the strategies of the British, French, Spanish, and various Native nations. If you can entertain the notions of suprastate and substate when you think about human action, you will be that much closer to advocating clearly for the free and open society (see this piece on the informal economy by Dr Gibson, for example).

“Part of the problem is the Kurds aren’t getting enough arms,” Paul said. “The Kurds are the best fighters. The arms are going through Baghdad to get to the Kurds and they’re being siphoned off and they’re not getting what they need. I think any arms coming from us or coming from any European countries ought to go directly to the Kurds. They seem to be the most effective and most determined fighters.”

In addition, Paul called for giving the Kurds their own country for them to defend against radical Islamists.

“But I would go one step further: I would draw new lines for Kurdistan and I would promise them a country,” Paul said.

Cue the notes here at NOL on adhering to a more internationalist foreign policy: decentralization, secession, devolution, and federation. Notice that Paul is not calling for the US to draw up boundaries between imperial powers. He’s simply calling for the international community that the US largely built to recognize the sovereignty claims of peoples in the post-colonial world, peoples who were ignored when the imperial powers did their carving up over a century ago.

Which option sounds better to you: 1) ignoring the whole situation in the Middle East, 2) pretending that states in the Middle East are legitimate and continuing with the status quo (random bombing campaigns, giving money to dictators to squelch Islamists and socialists), or 3) recognizing that the US could contribute to a more internationalist world by welcoming aspirant regions into statehood, and destroying the legacies of colonialism and Third World nationalism?

From the Comments: Russia Resurgent and a Libertarian Strategy

I am working on a speculative piece about the recent assassination of liberal (i.e. libertarian, a.k.a. internationalist) politician Boris Nemtsov in front of the Kremlin. In the mean time, here is an old comment of mine on Russia’s new grand strategy:

I still think this is all a part of Russia’s symbolic strategy against the West. As you mention, the referendum is not legally binding and nobody aside from Moscow has recognized it.

What I think the best option available to the West would be to go ahead and recognize the independence of regions within Russia’s “official” borders (the territories you mentioned, for example).

To back this up, simply make a mockery of the whole process going on in Crimea. Have a couple of silly press conferences. Then, to add teeth to the recognitions, publicly announce some weapons deals with Georgia and Ukraine. Publicly announce that all Western arms-related bans in the Caucasus are to be repealed.

Then point out, in a rueful manner, that Canada and Mexico are under threat from domestic fascists and must be invaded in order to protect the American citizens and lovers of American citizens in those two countries.

Mocking Russia’s current moves in Crimea will have a much greater impact on policy decisions and public opinion than economic sanctions (which will only make things much, much worse).

Sanctions are a prelude to war.

There is also the issue of secession and political oppression to think about. As it stands, the Crimeans should be able to vote their way out of a political union with Kiev. So, too, should Dagestanis, Chechens, Karelians, etc., be able to vote their way out of a political union with Moscow. The fact that only guns have so far been able to secure a vote in favor of public opinion (Crimean secession from Ukraine) suggests that liberalism has yet to reach enough minds and institutions to have the positive impact that I think it could have on the world.

I also don’t buy the argument, made by some, about the fact that at least one of these oppressed post-socialist, post-Soviet regions was able to secede from a political center it deemed oppressive and should therefore be viewed in a positive light, even if it was Moscow’s guns which brought about the change. To me this line of reasoning is akin to arguing that the US invasion of Iraq was a cautious positive for the world, even though half a million people died due to the invasion, because there is now one less dictator in the world.

Secession needs to be viewed as a legitimate political option for peoples and this recognition needs to be incorporated into the legal systems of liberal societies if we want to avoid more conflicts like the one between Russia and Ukraine. The world is devolving politically, which means secessionist tendencies will increase, and if there is no political or legal mechanism (much less intellectual recognition) for dealing with these aspirations then be prepared for more problems in the post-colonial world (see this and this), but not so much in the West (see this and this). Liberals, of course, have been at the forefront of the secession debate since John Locke first brought it up in his 1689 classic Second Treatise of Government.

So you think war can be eliminated?

You might be one of those libertarians, or you belong to some other creed, who think war can be eliminated. For example through international trade, the better use of our ratio, or more influence for regular people on foreign policy decisions. In my own work I have tried to make clear all of these claims are false, and many related ones as well. This is all in the writings of Hume, Smith, Hayek or Rand. The base line is that in human nature reason cannot overcome the emotions, at least, not with all people, at all times. This means that conflict is one of the perpetual characteristics of human action, both in domestic and international settings.

In the unlikely case you do not want to take my word for it, read this book. Coker is a professor of International Relations at the London School of Economics and Political Science, specializing in the study of war. In this short but powerful book, he clearly sets out the different reasons why war will not be eliminated, providing evolutionary, cultural, technological, geopolitical and a number of other reasons. Buy it, and your world view and view of human nature will be even more aligned to the great classical liberals.

Does size matter?

No matter how one sees the ideal liberal world, there will always be differences in size between the sovereign entities on the globe. Even in an anarcho-capitalist world there will be different sizes of the communities that people voluntarily form, although they will of course lack sovereignty in any external legal meaning we now associate with the term. So the question is: does size matter in international relations?

There are many answers to this, and I will be unable to provide them all here (or elsewhere, for that matter). There are instances where size, measured in number of inhabitants of a particular state, does not matter at all. Trade is probably the most important one. After all, it is not countries that trade but people, and if the trade is free, the nationality or location of the traders is of no importance whatsoever. This more or less still applies to the completely distorted trade situation we now regard as normal, with states continually interfering through all kinds of tariffs and non-tariff trade barriers. The real exceptions are cases where political action forbids trade, such as with the several economic boycotts between Russia and the West at present.

Size does not matter in other important segments of international relations either. In cultural exchange, there is no general correlation between size of country and quality of cultural expressions. Of course in the mainstream Western arts (sculpture, paintings, opera, symphony orchestras, etc.), it helps if a country has reached a certain level of wealth, but this is independent of size. Also, talented artists will normally be recruited from all over the world, or be able to sell their (indigenous) works globally. The same applies to sports. If one corrects for population size, many medals at the Olympics, or other championships, are won by athletes from small or middle-size countries.

The size of an economy does matter. Richer countries (in terms of gross domestic product per head) are able to direct more resources to influence international relations. Not only through military expenditures, but also through resources deployed for diplomacy, international negotiations, ‘soft power’, or otherwise. Yet a rich country does not need to be big country, neither in land mass, or in number of inhabitants. And poor countries can still influence international affairs, take for example North Korea.

Still, there are greater and lesser powers in international politics. There is not one distinguishing feature, but most of them combine a large number of inhabitants, a fairly large land mass, either a developed economy which allows for significant military expenditure or the assignment of extraordinary share of GDP to the military. Even then there are real great powers (US, China, Russia at present), middle sized powers (UK, France, Brazil, Indonesia, South Africa) and countries punching under their international political weight (India, Germany, Japan, Egypt, the Philippines, perhaps Turkey). This division is never stable, as the past decades have shown, where only the US has been a consistent top dog. Even small countries can exert significant international political influence, as Singapore shows, although the sheer lack of size will always ensure they can rank higher than the middle category .

So the answer is clear: size hardly matters at all. All countries can become more, or less important, regardless of geography, inhabitants, or economic circumstances. Different policies may cause countries to rise or fall on the “international relations influence league.” Of course, liberals will aim at dynamics caused by liberty increasing policies. That is the perpetual opportunity for liberals across the globe.

Complex interdependence turned around

An interesting analysis in one of the Dutch quality papers today. The analysis was about Russia’s power politics, and especially how it used all kinds of formal and informal tactics in different areas, for example traditional diplomatic canals, covert military action, media, energy politics, espionage, et cetera. Special attention was drawn to the economic aspect. Not so much the economic sanctions, which are mainly making life more expensive for the Russian population, are a nuisance to the people in power, yet lack any pacifying effect.

More interesting was the point that the entanglement between the Russian en European economies actually allows the Russian leaders to be more belligerent, and to make use of the Ukraine crisis to prolong the life of their rule. This is due to the fear of Western governments to lose Russian investments, gas supplies and capital. President Putin and his followers know this too well, and are therefore prepared to take more risks in the Ukraine crisis. Sure there are other factors important as well, yet this economic factor is significant in their power game.

For liberal theory in international relations this is complex interdependence turned around. In 1978 Robert Keohane and Joseph Nye published their influential book Power and Interdependence, which focused on the importance of the multiple ways societies and countries are interconnected. Although a lot can, and has been, said about their analysis, as well as the broader discussion following the book, many liberals read the book as a confirmation of their belief in the pacifying effects of economic interdependence. However, this was not the actual position of Keohane and Nye, who emphasized that interdependence would not necessarily lead to international cooperation, nor did they assume any other automatic benign effects (see page 249 of the second edition, 1989).

If anything, the current situation in the crisis between Russia, Ukraine and the West shows the truth of these careful theoretical remarks. The political effect of economic ties is not automatically benign or peace enhancing.

Restore the Turkish Empire!

The Turkish Empire, also called the Ottoman Empire, was founded in 1299 and lasted until 1922. At the start of World War I, the Turkish Empire still included much of the Levant, including what are now Syria, Iraq, Lebanon, Jordan, Israel and Palestine, and part of Saudi Arabia. The Sultan, as the emperor, was also the head of the Caliphate, the realm of Islam.

Libertarians are generally opposed to empires. However, a great historical error was made by the victors of World War I. The chiefs of France, the United Kingdom, and the United States, broke up the Austro-Hungarian empire and the Turkish Empire. Whereas the Arabs helped the British defeat the Turks in the expectation that they would achieve independence, the British and French betrayed these hopes by making the Arab lands colonies. The British obtained Palestine, Jordan, and Iraq, while the French took Lebanon and Syria.

Under the Turkish Empire, the diverse religions of the Middle East were able to co-exist. The Empire had a policy of local self-governance under the “millet” system whereby people could use their own religious laws. The term derives from the Arabic word millah, for meaning “nation.” Because they were all under one empire, the ethnic groups such as Kurds and the religious minorities did not fight over land.

Today’s problems in the Middle East, including the Palestinian-Israeli conflict, the Syrian civil wars, the dictatorship and war in Iraq, the violence in Lebanon, and the rise of supremacists, all stem from the breakup of the Turkish Empire. That realm had its problems, including violence against Armenians and others, but most of the residents of the former Turkish areas would probably wish they had stayed in the Empire.

With the discovery and development of oil Iraq became of strategic interest. If the Turkish Empire had not been broken up then the oil would have served the Empire; and the dictatorships and tyrannies of Syria and Iraq would have been prevented. Most likely, the Turkish Empire would have been a constitutional monarchy. The retention of the Caliphate would have avoided the nostalgic yearning of Muslims for its restoration by violence.

But now, is it too late? We cannot restore broken Humpty Dumpty, can we? Maybe not, but what is the alternative? Nobody is talking about restoring the Turkish Empire, but there does not seem to be any better solution.

The restoration of the Turkish empire does seem crazy, ridiculous, and absurd. But it would unify the region. There was no Sunni-Shia war under the Turks. Christians were able to follow their faith. Jews who had lived in the region since the BC times did not have to flee.

The new Turkish Empire would include Turkey, Syria, Lebanon, Israel and Palestine, Jordan, and Iraq. Kuwait was separate from the Empire, and could join or not as it wished. The government of Turkey would start the process by sending in troops to take control of Syria and sections of Iraq. The other states would be invited to join in.

The new empire would not be called “Turkish,” although Turkey would be the major power holding it together. It could be called the Confederation of the Levant. The states of the confederation would retain their own institutions. Israelis and Palestinians would benefit by joining the new Turkish empire. Just as Muslim cities once had Jewish quarters, the Empire would regard Israel as the Jewish quarter of a Muslim empire, while Palestinian Arabs would no longer be under Israeli occupation; they would constitute a state within a Muslim Caliphate, and the Israeli settlers would recognize the Palestinian jurisdiction by paying rent.

The US is now reluctant to send in troops to pacify the Levant, and Turkey is in the best position to do so. Having become more Islamic, now is the time for it to take the next step and restore an Islamic empire with a Caliphate, but a peaceful, democratic, and tolerant one.

Just as breaking up the Austro-Hungarian Empire was a big mistake, which allowed Nazi Germany to swallow up Austria and then Czechoslovakia, so was the dismantling of the Ottoman Empire. The European Union has replaced the old European realms as it becomes a new empire of democratic states. Nothing like that is happening in the Middle East.

A few remarks on interventions in Syria and Iraq

After a few busy days at the office I finally have the time to take up Brandon’s challenge and write a few lines about interventions in Syria and Iraq. Indeed, as Brandon writes in some of the comments the basic classical liberal and liberal position is that interventions are a bad idea. They are a breach of the sovereignty of other states, and rarely achieve their goals. Military interventions upset the international order and the international and regional balances of power, and open the door to all kinds of counter-interventions. They are especially prone to failure when their goals are extensive, such as a desire to construct democracy in countries without democratic traditions. This is an act of rationalist constructivism, long associated with communism and socialism rather than liberalism.

Whether all interventions also weaken and possibly destabilize the intervening power, as some libertarians (and Brandon) claim is another matter. This surely depends on so many other variables that it is hard to take as a general rule. Indeed, to welcome a Chinese intervention to fight ISIS/ISIL in the expectation this would seriously weaken authoritarian China (again see Brandon’s thought provoking blog a few days ago) seems a few bridges too far.

Still, it is too simple to rule out all interventions, in all circumstances. While a duty to intervene cannot easily be defended, the right to intervention is a different matter altogether. For example, while generally opposed to military interventions for humanitarian purposes, David Hume and Adam Smith did allow prudent political leaders to intervene. Hardly ever for humanitarian reasons, but for reasons of state. Important principles they embraced, for example found in the work of Hugo Grotius, were the rights to punishment, retaliation, preventive action, the protection of property rights and the protection of subjects against other countries.

Applying the wisdom of the Scots to our current world does open the door for some military action by the West against ISIL in Syria and Iraq. For the US and Britain, the beheadings of their subjects are clear reasons for action. Also, ISIL clearly upsets the fragile regional balance of power, where the West has a clear stake given the recent intervention in Iraq (regardless what one thinks of that intervention, but that is all water under the bridge). Also, ISIL’s state formation is not a case of regular secession which libertarians may sympathize with. While it has its supporters, this is mainly a  case of state formation at gun point, against the will of most people inhabiting the land controlled by ISIL.

Of course, this does not mean President Obama’s plan is going to succeed. While military action may kill many of the ISIL leaders and perhaps ultimately minimize its military capacity, it seems highly unlikely that foreign intervention is able to eradicate ISIL. After all, interventions do not change the mindsets of people. Surely, this ideology will remain with us, in one form or the other. That is no reason to abstain from intervention, yet it is a reason to set clear and limited goals, and to be honest and modest about its inevitably limited long term effects.

From the Comments: Western Military Intervention and the Reductio ad Hitlerum

Dr Khawaja makes an excellent point in the threads of my post the libertarianism of ISIS:

As for the Hitler comparison, I think that issue really needs to be opened and discussed from scratch. One relatively superficial problem with the Hitler/ISIS analogy is that ISIS is not plausibly regarded as the threat to us that Nazi Germany was, or could have been. But at a deeper level: instead of regarding war with Nazi Germany as beyond question, we ought to be able to ask the question why it was necessary to go to war with them. Once we grasp that nettle, I think the Hitler comparisons really lead in one of three directions: either they show us how different the Nazi regime was from ISIS, or they cast doubt on the “need” to fight the Nazis in the first place, or they prove that we “had” to fight the Nazis only because we put ourselves on a path that made fighting inevitable. But we shouldn’t walk around with the axiom that if x resembles the Nazis, well, then we better fight x…or else we’re dishonoring our forbears. Which is about the level of neo-conservative discussion on this topic.

The reason why we went to war with Nazi Germany is that the Nazis (credibly) declared war on us after we declared war on Japan–after Japan attacked us at Pearl Harbor (after we challenged Japanese imperialism in East Asia…etc.). Granted, there was naval warfare in the Atlantic before December 1941, but we might have avoided that by not supporting Britain (and the USSR) against the Nazis in the first place. War with the Nazis became an inevitability because of our prior involvement in a European quarrel, not because of the unique turpitude of the Nazis (much less because of the Holocaust). I don’t mean to deny that the Nazis were uniquely evil. I mean: that’s not why we fought. The reasons we fought were highly contingent, and might, given different contingencies, have led to not fighting at all.

The preceding suggestion seems off-limits to some, but I don’t think it is. Suppose we had not supported Britain in 1940-41, not had a Lend-Lease program (“An Act to Further Promote the Defense of the United States”), and the Nazis had not declared war on us after Pearl Harbor. Was war with them necessary or obligatory? I don’t see why. If we could go decades without hot war with the USSR or China, why not adopt a similar policy vis-a-vis Germany? (Yes, Korea involved some hot war with China, but my point is: we could have avoided that, too.) And if there is no good case for war with the Nazis under a consistently isolationist policy, the Hitler comparisons in the ISIS case are worse than useless.

What we have in the ISIS case is just an exaggerated version of the “inevitabilities” that got us into war with Germany. By overthrowing Saddam Hussein, we ourselves created the path dependency that gives the illusion of requiring war against ISIS as a further “correction.” In that sense, the Hitler comparison is quite apt, but entails the opposite of what the hawks believe. We’re being led to war to correct the disasters created by the last war, themselves intended to correct the problems of the war before. Isn’t it time to stop digging? Perhaps we shouldn’t have gotten onto any of these paths. The best way to avoid traveling down the highway to hell is to take an exit ramp and get the hell off while you still can. Not that you’re disagreeing, I realize.

Indeed. Be sure to check out Dr Khawaja’s blog, too (I tacked it on to our blogroll as well). My only thoughts are additions, specifically to Irfan’s point about taking an exit ramp. I don’t think there are enough libertarians talking about exit ramps. There are plenty of reactions from libertarians to proposals put forth by interventionists, but there are precious few alternatives being forth by libertarians. Dr van de Haar’s (very good) point about alliances is one such alternative. (I wish he would blog more about this topic!) Another option is to initiate deeper political and economic ties with each other (through agreements like political federations or trading confederations). Libertarians rarely write or talk about realistic alternatives to military intervention, especially American ones.

Human Nature, War and Armed Conflict

The list of ongoing armed conflicts in the worlds is long (see, for example, here) and has been long for centuries. There are many websites and research institutes that keep track of their number, the parties involved, the main issues, et cetera. There are many different definitions of war and armed conflict. Here, wars are simply defined as armed conflicts with participation of one or more states whose sovereignty is internationally recognized, whereas armed conflicts do not require state involvement. Armed conflicts have always been around in great numbers, often state-sponsored, for example the numerous and seemingly never ending conflicts in the Middle East, or recently in Northern Africa following the so-called Arab Spring. The recent collapse of Libya into civil war may serve as evidence.

The number of interstate wars dramatically decreased after the end of the Cold war, giving stimulus to loads of academic papers about democratic or liberal peace. Yet this era might well be over, given the situation in the Ukraine, but also many explosive situations in North-East Asia and South-East Asia.

Academic research resulted in a long and varied list of possible causes for wars and armed conflicts.  Think for example of geopolitical factors (land, borders), natural resources (oil, gas, mines), population related issues (minorities of other countries living in a particular area, people demanding  their own country), religious conflicts, the protection of one’s own people abroad, global political reasons (participation is war as a consequence of an alliance, or to preserve the balance of power), humanitarian reasons (genocide), et cetera. In contrast to popular belief, wars and conflicts are often multicausal, so there is not just a single but a number of reasons for their initiation and continuation.

War and conflict are the result of human action. Despite all the peace talks and agreements, treaties, other forms of international law, arbitration, the work of international organizations, and the pre-emptive actions by great powers in world politics, war and armed conflicts have never been eradicated. So it seems fair to assume this has something to do with human nature as well. Here the literature is much smaller, perhaps as a consequence of the dominant belief (at least in the Western world) in rational human beings capable to overcome war and armed conflict. As a matter of fact international relations as an academic discipline owes much of its origin to this idea. After the First World War many academic positions and departments were established, with the explicit aim to search for ways to prevent such disasters from happening again. Unsurprisingly, without much result.

The ‘human are guided by rationality thesis’ has been defended by many liberals in the American tradition (also known as social liberals or high liberals) and some libertarians as well. In fact most liberal IR theories are based on this idea. However, the idea that that human beings and conflict cannot be separated has been prominent in the writings of classical liberals such as Hume, Smith, Hayek and Mises, but also by Ayn Rand.  Interestingly, for this latter position there is now increasing evidence from other academic disciplines, such as psychology and neurosciences. For example the famous book Thinking Fast and Slow by Daniel Kahneman, or more specifically War and Human Nature by Stephen Peter Rosen, Thayer’s Darwin and International Relations, or Donelan’s Honor in Foreign Policy.

While much more work needs to be done in this field, it is safe to conclude that liberals should not think about how to abolish war. Instead, the relevant question is how to deal and limit the inevitable occurrence and continuance of war and armed conflicts.

Israel-Palestine: Is a reasonable debate possible?

The question in the title is to be taken very seriously and not just as a prelude to a comforting ‘of course there is’ answer and a few helpful hints to how to engage in respectful debate. This is a debate which stretches at the  limits of debate, at all attempts at civility and respect for other points of view in debate. I am trying to find a way to discuss the issues in a way that is equally considerate of the rights and interests of all parties to the debate, while also finding that debates about Arab Palestinian and Jewish Israeli positions may at some point just not be open to rational debate, and can only be settled by pragmatic compromise at best, and violent imposition  in the less happy scenarios.

This started with a social media post on my part condemning George Galloway, a very left-socialist British politician for making remarks in response to Israeli Defence Force operations in Gaza that to my mind cross a line between criticism of the government of Israel or acts of the Israeli state into anti-Semitism, in demanding that Israeli tourists be excluded from the English city, Bradford, he represents in Parliament. I paired it with a social media message condemning the University of Illinois for withdrawing a tenure track job offer to Steven Salaita (just before the start of semester and after he had resigned from another job), evidently as a result of social media messages criticising Israel and Jewish settlers in land outside Israel’s 1967 boundaries in a quite extreme way. Both Salaita and Galloway have the right of free speech, as recognised in the United States in the 1st Amendment to the Constitution. Less protection exists for free speech in the UK, I am sorry to say, if the speech is deemed racist or to be ‘hate speech’, and I have to say I am very unhappy that the police in Britain are investigating Galloway’s comments, and I will certainly condemn any attempt to prosecute him. Unfortunately if a public university in the US withdraws a job offer over a free speech issue, then the situation there is also open to improvement. I am against Salaita’s speech in the same way as I am against what Galloway said, both stepped over a line.

I won’t dwell any further on Galloway and Salaita, but will now move into some discussion of what distinguishes criticism of Israel as a state from anti-Semitism, posing as just standing up for Palestinians suffering from the actions of Israel’s armed forces, and will then move onto more general comments about the Israeli-Palestinian conflict.

First of all though I accept that not not all those who define themselves as anti-Zionist are anti-Semites, condemning all Zionism is anti-Semitic. Yes there are Jews who are proud of their identity who define themselves as anti-Zionists, but they are complicit with views discriminatory against Jews if they condemn all Zionism.

There is a stream of bi-national Zionism, that is a state shared between Jews and Arabs, which has always had some appeal to liberal and left leaning Jewish intellectuals, and which was certainly prominent amongst some of the early European migrants to Ottoman and then British Palestine, before the state of Israel was established. They were arguing for non-discrimination against the Arab population and peaceful forms of settlement. Dismissing this as just an expression of the European colonialism and racism of the time is completely wrong. The wish to create peacefully a national homeland without discrimination against the existing Arab population and to create a state for both peoples cannot reasonably be defined in this way, and the more aggressive forms of Zionism should not lead anyone to deny the existence of a form of Zionism that was not based on aggressive nationalism.

Even before the Zionist movement got going in the late nineteenth century, there was a Jewish population in Ottoman Palestine that could trace its history back to ancient Biblical times. Inevitably estimates of what per cent age of the population was Jewish before the modern Zionist movement are contentious, but I have not seen any figure less than 5 per cent. Was it inherently racist and aggressive for those people to have some corner of Palestine for a Jewish state? That is war implied in saying that all Zionism is to be condemned and adopting an anti-Zionist political posture. Was it inherently racist and aggressive to hope that Jews persecuted in Europe and elsewhere might seek a homeland with that historic population in some part of Ottoman Palestine, presuming there was no intention of pressure on the Arab population to give up land or deprive that population of full rights?

I will return to the historical issues soon and what I say will not all lean towards the Israeli side at all. Picking up on current ways of discussing Israel and Palestine, all attempts to burden all Jews everywhere with some responsibility for the most unpleasant acts of the Israeli state, and target them with demands for condemnation, or worse, are anti-Semitic. Moving to a more contentious discussion, while I accept that many who target Israeli citizens or non-state institutions for sanctions are not deliberately anti-Semitic and may again be Jews who are proud of their identity, that is a discourse which is at the very least unintentionally complicit with anti-Semitism.

Demands for boycotts of Israeli universities, unless they condemn the actions of the government are highly discriminatory unless part of a more general and global scheme for boycotts of academic institutions in countries where the government is doing very bad things. I would not welcome such a global scheme, which is applied strictly and consistently could have disastrous affects on international academic life, for no proven benefit, but it would have the merit of consistency. Demands to boycott Israeli universities are not part of such a plan. Since they are linked to demands for academics and university boards to take positions contrary to Israeli government polices, they look very much like attempts to control to speech of Israeli academics and tell them what opinions they are allowed to have. While public universities are by definition supported by the state, they should be treated as educational institutions not arms of state propaganda, or as on a level with armed parts of the state inflicting violence on civilians, and indeed Israeli universities are quite successful in promoting free thinking education, which it should not be forgotten benefits Israeli Arabs as well as Jews.

Demands to restrict, or end, contacts with the Israeli government or military are a different matter, but punishing the educational sector or indeed discriminating against ordinary Israeli Jews travelling outside Israel is not something to be welcomed by advocates of liberty, or by anyone concerned with equal rights for everyone. Where is the evidence that boycotts will bring any benefit to Palestinian Arabs?

The short term material effects of reducing Israeli economic activity and employment opportunities would be very negative for Palestinian Arabs, and the long term political return no more than speculative. Supporters of the Boycott, Divestment and Sanctions movement are presumably going to respond that their movement is popular with Palestinians suffering from Israeli military, administrative, and economic pressure, but it is a movement committed to ‘return of refugees’, which for reasons I explain below is simply not going to happen except at some very small level in a period of much happier relations than exist now between Israelis and Palestinians. A movement committed to full return, even if it does include some Jewish supporter, is committed to unrealistic maximalism. Since it exists, I can only hope it has some effect in moderating the actions of Israeli governments, but I fear it is more likely to foster polarised reactions and with no real change to the benefit of Palestinians. Israel looks more not less nationalistic at a time when its international reputation has declined, and moments like BDS have grown. The sort of economic pressure from the major western economies, particularly America that could force change is not on offer now, or in any foreseeable future. The biggest impact would come from Israel’s neighbours becoming economically dynamic democracies with much improved individual right, eager to trade with Israel and benefit from its technological achievements. The activism of a far left minority in the west, supporting some of the most implausible and damaging maximalist Palestinian demands has rather less potential to influence Israel in the right way.  A campaign that condemned the anti-Semitism and terrorism of Hamas, as well as the not entirely pure record of Fatah on these issues, as much as the brutality of the Israeli state, might just have more influence on Israel than BDS in its present form.

Getting onto the broader issues, I have to say that whatever impression the above gives, I do not find that there was any strong original justification for an Israeli state dominating all of, or most of, the land between the eastern Mediterranean and the Jordan River. However, it is also the case that I do not find there was any strong original justification for a Palestinian state dominating the same land area.

The problem with the Zionist claims, leaving aside bi-national Zionism or a Zionist project in one corner of what was Ottoman Palestine, and concentrating on what Zionism has largely been in practice, is that the Jewish population of Ottoman Palestine, was a small per cent age of the population. The historical and religious affinities of Jews elsewhere to the land of the Biblical Jews, and the persecution they endured, might justify some concessions of land to create a state in what was Ottoman Palestine beyond the population per cent age of the time, but some large part of the Zionist movement (roughly speaking Revisionist or right-wing Zionism) was always ready to take all of Ottoman Palestine regardless of the wishes and rights of the Arab population, and some other large part (roughly speaking Theodor Herzl Zionism, which defined the mainstream of the original large scale Zionist movement) simply evaded the issue of how the majority of Ottoman Palestine could be settled without conflict emerging between Jews and Arabs, and without violating any hopes Arabs in the area might have or, might come to develop, for sovereign national existence. Given that Zionism emerged as an imitation of 19th century European nationalist movements, and the growing tendency of European peoples with some kind of collective historic identity to express that identity in state sovereignty, it is not too much to ask that the original Zionists should have been aware of the likely development of Arab nationalism, on a general scale, and in distinct pre-national parts of the Arab world (i.e. nearly all of it) under Ottoman or European colonial control.

Arab nationalism grew rather later than Zionism, and the Palestinian aspect of it was definitely later. If there had been no Zionist movement, it seems likely that Palestine would have been part of a post-Ottoman Syrian or possibly Jordanian state, with no more than regional consciousness within than entity. Can we justify the emergence of an Israeli state of its current extent on the grounds that European Jews develop a Zionist movement more speedily than Arab national and in independence movements developed? That is not just a question inviting the reply ‘no’ though it might appear so. The reality is that throughout history states emerged where one people was more strongly organised than another and could imposed its will on another people, or at least a state elite could impose a statehood more suited to one group than others. The same applies to modern nationalist movements which drew on various democratic, republican, and populist ideas of self-government, or at least monarchy with popular legitimacy, for self-contained peoples, with anything that contaminated a pure self-contained identity pushed out of public recognition (or violently eliminated). If Israel’s existence in its current form in its current borders is simply based on winning out in struggles about who get to define the people who ‘own’ that land, then it is not obviously weaker in its foundations than many other states. Enthusiasts for the Israeli state often like to find some justification of pure right in the Balfour Declaration, that is the letter Arthur Balfour, British Foreign Secretary directed at the Zionist Federation of Great Britain and Ireland, via Lord Rothschild:

I have much pleasure in conveying to you, on behalf of His Majesty’s Government, the following declaration of sympathy with Jewish Zionist aspirations which has been submitted to, and approved by, the Cabinet.

“His Majesty’s Government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavours to facilitate the achievement of the object, it being clearly understood that nothing shall be done which may prejudice the civil and religious’ rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country”.

I should be grateful if you would bring this declaration to the knowledge of the Zionist Federation.

The declaration was written into the League of Nations Mandate that legitimated British occupation and administration on Palestine until 1948. However, the same people eager to take the letter and the League of Nations recognition of it, as the basis for Israel’s domination of most of what was British Palestine (and the more radical kind of Zionist thinks that what is now Jordan was promised to them, because it was included within the first borders of mandate Palestine, before a division was effected) are not so eager to mention United Nations resolutions after the 1947 resolution that envisaged an Israel state. What was envisaged, in any case, was a partition of almost 50-50 proportions between an Israeli state and a Palestinian state, with Jerusalem as a bi-national enclave under UN administration, so well short of the boundaries Israel established. Of course the selective approach to League of Nations or United Nations resolutions is also practised on the Arab side. In any case, the Balfour Declaration was not the result of consultation with the Arab population of Palestine, who were placed under British administration with no regard for their opinion in the matter, and seems a poor example of a purely just foundation for a state

Of course if Israel’s existence is justified by struggle rather than pure right, then Palestinian domination would be no more or no less just if the Palestinian people had been better organised or just more lucky early on in the Zionist movement, or even before the Zionist movement. However, there was no Palestinian national movement before the Zionist movement, it was a reaction against that movement. The word Palestine was used, sometimes, during Ottoman times to refer to the parts of what was then the Province of Syria round Jerusalem, Haifa and so on, with no idea of a separate identity or people there. There was no idea of a Palestinian people until the British Mandate, which inadvertently became the hot house for two mutually hostile national movements.

The 1948 attack of several Arab states on Israel, as it existed within the boundaries defined by the 1947 UN Resolution, was not an attempt to institute a Palestinian state. The Arab Legion (that army of the Jordanian monarchy) grabbed the West Bank and the East Jerusalem, and Egypt seized Gaza. Syria certainly hoped to turn Palestine into a southern part of its own territory. Palestinians fled their homes in all Israeli controlled territory, because of a mixture of Zionist violence and incitement by Arab states who promised to arrange a rapid return. The balance between these two causes is of course hopelessly contentious, but I will at least say that no one who denies that both were a reality is engaged in reasonable discussion. The emergent Israeli army succeeded in establishing the 1967 boundaries, which are still the recognised boundaries of Israel, though in practice Israel now exists as the completely sovereign power in East Jerusalem  and a number of settlements in the West Bank.

The 1947 UN Resolution was preceded by a British plan to award 17% of Mandate Palestine to a Jewish state. Palestinian nationalists succeeded in negotiating quasi-statehood in Gaza and some parts of the West Bank in the 1990s, but the idea of a Palestinian state in all of the West Bank as well as Gaza is now essentially dead, though various people find it necessary to claim in public that a two state solution on that basis is coming. One obvious point here is that if the Palestinians had negotiated pragmatically on the basis of existing realities instead of trying to go back to some earlier situation, at various times, they would have much  more territory in a viable state. Maybe 83% per cent of the land between the Mediterranean and the Jordan. Of course it is also the case that many Zionists would not have settled happily for 17% during the Mandate or even 50% in 1948, except as a short term expedient before establishing a state in all of, or at least the great majority of, Mandate Palestine, but at least the Palestinians would have gained some credit with the international community, and how would they now be worse off, it they had accepted those deals and tried to make them work?

The Arab states did not bring the Palestinian refugees of 1948 back to their homes and did not give them equal citizenship in the independent Arab nations either. Leaving them as symbols of Arab unity in refugee camps was a ‘solution’ which simply adds to the intractability of the Israeli-Palestinian conflict. Most people in refugee camps were born after 1948 and increasingly so. Their numbers have grown and cannot be absorbed into their ‘home’ towns or villages, without a complete transformation of Israel’s demography. This is simply not going to happen, except though a massive military defeat of Israel, which is most unlikely anyway because Israel would use its nuclear arsenal in such a situation, and the US would probably intervene massively before that point. It is not a reasonable demand for anyone who genuinely wants a settlement. Arab states should integrate refugees and their decedents with full citizenship rights in the places where they have been based for decades. In such circumstances, some very limited ‘return’ of refugees and descendants might be negotiated, though by that time whenever it might be, I doubt any original refugees will still be alive.

The current situation is that the Palestinians have not succeeded in creating well functioning institutions in the West Bank or Gaza. No doubt some blame belongs to Israel. If any Israeli government ever genuinely hoped for a viable Palestinian state as a neighbour, the idea is certainly dead now. Palestine for the foreseeable future will only exist as a fragmented entity, increasingly hemmed in by West bank settlements and security measures, which are turning that area into an aggregate of not very well connected Palestinian zones side by side with element of Israeli sovereignty. This is not a viable long term basis for peace and stability.

The only long term solutions now are: the forcible expulsion of Arabs from the West Bank and Gaza, which is not likely, but might just happen if war breaks out between Israel and neighbouring Arab states; the removal of West Bank settlements, because Israel decides that full Palestinian sovereignty is a welcome prospect, but I presume there are too many settlements too deeply embedded for that to happen now; a complete defeat of Israel by a military alliance of Arab states, but that would lead to the use of Israel’s nuclear arsenal, if not massive US intervention before that stage; gradual movement towards a binational state of Israel-Palestine. I believe that last option is the most likely long term result, but I mean long term, and I expect much polarisation, violence and suffering in the meantime. Gradual pragmatic adjustment will I believe lead both sides to see that total victory or total separation between two national entities is just not viable.

Personally I’m deeply disturbed by the Israeli treatment of Palestinian civilians now and in the past. However, dramatic gestures, boycott calls, and anti-Zionist discourse will not resolve the issue. Realistically errors and crimes on the Arab side have brought us here as much as the bad things done by Zionists, and the Zionist movement did not destroy an existing national entity. The early pacific binational Zionists were often in practice irrelevant and naive, as well as paternalistic and patronising towards Arabs, but their ideas are the only basis now for an enduring settlement. That will require some Arab equivalent, some new ways of thinking about Palestinian nationality and sovereignty, which can find precedents such as the sympathy of the Saudi monarchy at the end of World War One, for a Jewish presence in Palestine (not that the House of Saud is without great faults). Such a movement will progress at a micro-level only for decades and maybe generations, involving Israeli Arabs as well as Israeli Jews and the Palestinian of the West Bank and Gaza. At some point a critical mass on both sides will realise that exclusivist nationalism cannot win a complete victory, certainly not if the wish is to live in a democracy with individual rights and flourishing civil society.
