Around the Web: Notewriters Edition

Woah, it’s been a slow week here at NOL. I can’t speak for anybody else, but I’ve been busy. Michelangelo and Edwin have both recently had their work published by the Cato Institute, and that’s cool.

I wish, of course, that my fellow Notewriters would toot their own horns a little more often, especially on the blog, but rest assured loyal readers, we’re staying busy.

Let’s clear up the liberal mess

It appears there are as many liberalisms as there are liberals. To name just a few: libertarianism, classical liberalism, bleeding heart liberalism, economic liberalism, political liberalism, social liberalism, high liberalism, minarchism, objectivism, anarcho-capitalism, neoliberalism. And in international relations theory there is for example neoliberal institutionalism, liberal internationalism or embedded liberalism. Clearly this all amounts to a liberal mess. I attempt to sort it out in my forthcoming book Degrees of Freedom. Political Philosophy and Ideology (Transaction Publishers, April 2015).

Getting a decent grasp of liberal political thought does not have to be this complicated. You only need to keep in mind a perennial question in political philosophy: what is the just relation between the state and the individual? Roughly, there are three answers: the state should have (almost) no role in individual life, the state should have a limited role, or the state should have a fairly large role. The liberal variants that are associated with these answers are libertarianism, classical liberalism and social liberalism, respectively. To be sure, these three are not completely mutually exclusive, while the thinkers associated with these do not always neatly fit the categorization.

This is not the right place to discuss the methodological underpinnings in detail. Suffice it to note that the divide is based on the analysis and ranking of the main political concepts in classical liberalism, social liberalism and libertarianism. This method originates in the writings of British political theorist Michael Freeden. Put briefly, every political ideology should be seen as a framework made of a number political concepts, who vary in importance. Accordingly, all three liberal variants have core, adjacent and peripheral concepts. Sometimes the individual concepts overlap, but in total there is significant variation, leading to the three liberal variants.

Classical liberalism originates from the eighteenth century Scottish Enlightenment, not least in in the writings of David Hume and Adam Smith. It is also associated with thinkers such as Ludwig von Mises, Friedrich Hayek, Milton Friedman and James Buchanan. It has a realistic view of human nature, which means that man is seen a mix between rationality and emotion. Individual freedom is the main classical liberal goal, which is best preserved by protection of classical human rights (freedom from), the rule of law in public affairs and reliance on spontaneous ordering processes in society, such as the free market. The classical liberal state is limited, which means it does have to perform or arrange for a number of important public tasks. Besides defense, police and judiciary this mainly concerns a minimal amount of welfare arrangements, some environmental regulation, or other issues that cannot be dealt with through the markets.

Libertarianism and social liberalism both originate from the nineteenth century and they constitute the two contrasting poles of the liberal spectrum. Libertarians think the classical liberals allow the state to grow too big. They favor a stricter protection of individual rights to life, liberty and property which to them ensures a just and good functioning society, where free people will be able to use their talents and cooperate in strictly voluntary ways. Some, like Murray Rothbard or Hans-Hermann Hoppe, argue this society can totally rely on spontaneous order for the provision of all necessary services and therefore want to abolish the state completely. Others, such as Ayn Rand, think there is a need to publicly organize defense, police and judiciary.

The social liberals (liberals in the contemporary American sense), such as John Stuart Mill or John Rawls think the libertarian and classical liberal ideas lead to social injustice. They argue that individual flourishing demands a fuller, positive kind of liberty (rights to), which enables individuals to fully develop themselves. Individuals should be able, especially through education, to learn skills and get knowledge to use their natural talents, at the labor market and elsewhere. Otherwise the idea of liberty is just formal, lacking any practical meaning. Concern for social justice also entails the redistribution of income (through taxation), to ensure a welfare system (social security, public health) that takes care of the less fortunate. This leads to a much bigger role for the state than in the other two liberalisms.

Interestingly, these differences also show up in the liberal views on international relations. Libertarians favor the least active (state) interference in world politics, classical liberals recognize the implications of uneven power distributions and believe in the spontaneous ordering effects of the balance of power, while the social liberals are supporters of international organizations and international law.

Needless to say this is just a very short description of the three liberal variants. Much more can also be said about the reasons to discard the other forms of liberalism that figure in the public debate. Still, in my view, this division into three stands up to critical scrutiny, is methodologically sound and therefore by far the best way to sort the liberal mess.

Martin Luther King Jr Day and Civil Rights: A (True?) Libertarian’s Lazy Perspective

History professor and fellow Notewriter Jonathan Bean has an op-ed out in the Daily Caller titled “Civil Rights Are Too Important To Be Left To Special-Interest Advocates.” From the opening paragraph:

“War is too important to be left to the generals,” the saying goes. Similarly, civil rights are too important to be left to professional advocates who champion only their own particular racial, ethnic, or religious causes. Unfortunately, in the “official” civil rights community of today a spirit of inclusiveness may be the exception, not the rule.

Dr Bean’s post has reminded me of how to best tell the difference between a libertarian and a conservative (overseas readers: here is my reminder to you that, in US parlance, libertarian means liberal): libertarians have a deep, principled commitment to equality that is simply missing in conservative thought.

Libertarians will argue that all individuals are born equal, whereas conservatives will tell you individuals are not. Libertarian notions of equality are thus caught in the middle of two extremes: on the Right you have conservatives who believe that inequality equality is not possible on an individual, regional, national, or international scale and on the Left you have egalitarians who harbor all sorts of utopian pipedreams based on “equality.” These three paradigms are by no means obvious, and sometimes you have to think about the implications of a person’s argument.

The libertarian notion is utopian, as it has never been reached and probably never will be, but it is always within reach and is based upon civil and legal equality rather than some of the asinine notions of the Left. When I say “civil and legal equality” I mean that all human beings are deserving of the same fundamental individual rights. Conservatives don’t believe in this (think about their views on immigrants, for example, or ethnic/religious minorities).

So the libertarian, when faced with a hypothetical that looks at an immigrant who came to the US illegally, will say the immigrant is deserving of the same legal and civil rights as a native. A conservative will not. I know many self-described libertarians will give the second answer, and my response to them would be, “well, I guess you’re a conservative then, and not a libertarian.”

Ouch!

I understand that the complexities of politics in federal democracies make ideological arguments useless, so my only goal with this post is to help readers clarify their own political views. If you don’t support the civil and legal rights of illegal immigrants (for example), you are not a libertarian. I don’t mean to be in such a purge-y mood, but that’s a fairly basic tenet of the creed.

Also, Malcolm X did more for the civil rights of Americans than MLK did. The government chose MLK to represent the civil rights struggle, though, because he never toted a gun in public. Same thing happened in South Asia just before the UK left. Gandhi didn’t have nearly as much influence as the armed insurrections happening all over the subcontinent. Bring it!

Does size matter?

No matter how one sees the ideal liberal world, there will always be differences in size between the sovereign entities on the globe. Even in an anarcho-capitalist world there will be different sizes of the communities that people voluntarily form, although they will of course lack sovereignty in any external legal meaning we now associate with the term. So the question is: does size matter in international relations?

There are many answers to this, and I will be unable to provide them all here (or elsewhere, for that matter). There are instances where size, measured in number of inhabitants of a particular state, does not matter at all. Trade is probably the most important one. After all, it is not countries that trade but people, and if the trade is free, the nationality or location of the traders is of no importance whatsoever. This more or less still applies to the completely distorted trade situation we now regard as normal, with states continually interfering through all kinds of tariffs and non-tariff trade barriers. The real exceptions are cases where political action forbids trade, such as with the several economic boycotts between Russia and the West at present.

Size does not matter in other important segments of international relations either. In cultural exchange, there is no general correlation between size of country and quality of cultural expressions. Of course in the mainstream Western arts (sculpture, paintings, opera, symphony orchestras, etc.), it helps if a country has reached a certain level of wealth, but this is independent of size. Also, talented artists will normally be recruited from all over the world, or be able to sell their (indigenous) works globally. The same applies to sports. If one corrects for population size, many medals at the Olympics, or other championships, are won by athletes from small or middle-size countries.

The size of an economy does matter. Richer countries (in terms of gross domestic product per head) are able to direct more resources to influence international relations. Not only through military expenditures, but also through resources deployed for diplomacy, international negotiations, ‘soft power’, or otherwise. Yet a rich country does not need to be big country, neither in land mass, or in number of inhabitants. And poor countries can still influence international affairs, take for example North Korea.

Still, there are greater and lesser powers in international politics. There is not one distinguishing feature, but most of them combine a large number of inhabitants, a fairly large land mass, either a developed economy which allows for significant military expenditure or the assignment of extraordinary share of GDP to the military. Even then there are real great powers (US, China, Russia at present), middle sized powers (UK, France, Brazil, Indonesia, South Africa) and countries punching under their international political weight (India, Germany, Japan, Egypt, the Philippines, perhaps Turkey). This division is never stable, as the past decades have shown, where only the US has been a consistent top dog. Even small countries can exert significant international political influence, as Singapore shows, although the sheer lack of size will always ensure they can rank higher than the middle category .

So the answer is clear: size hardly matters at all. All countries can become more, or less important, regardless of geography, inhabitants, or economic circumstances. Different policies may cause countries to rise or fall on the “international relations influence league.” Of course, liberals will aim at dynamics caused by liberty increasing policies. That is the perpetual opportunity for liberals across the globe.

A Matter of Expectancies

We agree with the opinion that radical social discontent is strongly related to a disappointment of expectancies. The relation emerges from the observation that the most extremist activists are not the most disadvantageous people in society but persons who have a relative wealthy social background and a high level of education. People often believe that radical ideals must be addressed to the poor, because they have “nothing to loose but their chains”, and then get astonished when they find out that most revolutionaries come from the elites. The answer to this puzzle is that political conservatism and radicalism mostly depend on the degree of fulfillment of previous expectancies –or, better, the current expectancy of fulfillment of previous expectancies.

I consider that this contention allows us to translate the Egalitarian claims for a more fair society into the language of the Classical Liberalism. A Classical Liberal view may agree on that every individual deserves to be treated with equal consideration and respect, if this means that the most quantity of expectancies are to be fulfilled only when citizens are equal before the law and the restrictions on individual plans are the minimal necessary for them to coexist. This is all the Egalitarianism that Classical Liberalism can provide.

Notwithstanding, there is an enormous advantage of Classical Liberalism on Egalitarianism about this issue: Classical Liberalism judges every individual plan of life only at a very general and abstract degree (do not kill anyone but in self defense; do not coerce liberty of locomotion of anyone, and so on). On the other hand, Egalitarianism needs to qualify the legitimacy of every individual plan of life in accordance to a particular scale of merit on which there is no guaranteed consensus.

But let us suppose that, due to “the veil of ignorance” which we were behind, we might reasonably agree on a particular scale of merit in order to judge the legitimate limits between each personal plan. We reasonably accepted some particular restrictions in our property and liberty in order to proceed to the redistribution of wealth regulated by the system we agreed on when we were “behind the veil of ignorance”. The problem is that we had accepted an Egalitarian system behind the veil of ignorance, but we formed our personal plans and expectancies when later unveiled.

If this is so, we may expect of every Egalitarian system to be unstable. We are in serious trouble when this instability is attributed not to a lack of freedom, but to an absence of regulation –and that is how markets become both accused of being the oppressing iron cage of liberty and the chaos. The other way is to regard each plan of life as intrinsic valuable as far as it does not interfere with basic aspects of other’s. It is true that expectancies are made from perceptions and that sometimes the system works as the tale of the fox and the grapes. But, at least, every individual will be full responsible not of his chance but of what he does with it. That is a right to fight for: not equality, not even prosperity, but the right to be responsible for one’s own days.

Libertarians and World Government, Part 3

I have briefly blogged about the problem libertarians face when confronted with world government and the inherent internationalism of their creed before (here and here), but none of those musings were as deep as I’d have liked them to be. I think I have a better understanding of this puzzle now, and therefore you’re gonna get a longer than usual post.

First up is the task of confronting the skepticism of all government that comes from most American libertarians. This is a skepticism that becomes all the more hostile as the level of government rises. So, for example, many libertarians are contemptuous of local government but don’t mind it all that much. This contemptuousness rises a little when the next level of government is involved: that of the administrative unit (in the US this is known as a “state” for reasons I hope to explain a little further below; elsewhere the administrative unit is usually known as a “province”). When the federal government is involved, in US politics, the libertarian becomes deeply suspicious and hostile to its intents and actions. Much of this is warranted, of course, and the American libertarian usually allows the federal level of government room to maneuver in matters of foreign policy and the courts (the two legitimate functions of the state).

When a level of governance rises up any further than that, though, to the regional level (NAFTA, CAFTA, etc.) or the supranational level (the UN, World Bank, EU, etc.), the animosity displayed towards government is vicious and reactionary rather than thoughtful and penetrating. Again, much of this is warranted, as these levels of governance usually act beyond the scope of democracy and seem only to serve the interests of those who belong to the regional and supranational organizations (unelected – i.e. politically appointed – bureaucrats). The nature of these “higher levels” of government is the main reason the patron saints of modern-day libertarians – the interwar economist Ludwig von Mises and the legal philosopher FA Hayek chief among them – were highly critical of the creation of these organizations (as well as the short-lived League of Nations).

It does not follow, however, that the inter- and post-war libertarians disavowed the earlier writings of classical liberals on world government. Indeed, Ludwig von Mises himself, in his 1927 book Liberalism (pdf), observed:

Just as, in the eyes of the liberal, the state is not the highest ideal, so it is also not the best apparatus of compulsion. The metaphysical theory of the state declares—approaching, in this respect, the vanity and presumption of the absolute monarchs—that each individual state is sovereign, i.e., that it represents the last and highest court of appeals. But, for the liberal, the world does not end at the borders of the state. In his eyes, whatever significance national boundaries have is only incidental and subordinate. His political thinking encompasses the whole of mankind. The starting-point of his entire political philosophy is the conviction that the division of labor is international and not merely national. He realizes from the very first that it is not sufficient to establish peace within each country, that it is much more important that all nations live at peace with one another. The liberal therefore demands that the political organization of society be extended until it reaches its culmination in a world state that unites all nations on an equal basis. For this reason he sees the law of each nation as subordinate to international law, and that is why he demands supranational tribunals and administrative authorities to assure peace among nations in the same way that the judicial and executive organs of each country are charged with the maintenance of peace within its own territory.

For a long time the demand for the establishment of such a supranational world organization was confined to a few thinkers who were considered utopians and went unheeded. To be sure, after the end of the Napoleonic Wars, the world repeatedly witnessed the spectacle of the statesmen of the leading powers gathered around the conference table to arrive at a common accord, and after the middle of the nineteenth century, an increasing number of supranational institutions were established, the most widely noted of which are the Red Cross and the International Postal Union. Yet all of this was still a very far cry from the creation of a genuine supranational organization. Even the Hague Peace Conference signified hardly any progress in this respect. It was only the horrors of the World War that first made it possible to win widespread support for the idea of an organization of all nations that would be in a position to prevent future conflicts. (147-148)

What Mises and other interwar liberals missed in regards to establishing a supranational state is the very nature of the US constitution. Interwar liberals were more interested in pointing out the blatant inconsistencies of the multilateral institutions being erected after the war than they were with elaborating upon the idea of a world state. My guess is that they viewed the world state as too far out of reach for their goals at the time, and thus fell back on the ‘balance of power’ option (pdf) that was still popular among liberals at the time. The US constitution is, at its core, a pact between sovereign states to join together politically for the mutual self-interests of foreign affairs and legal standardization (a standardization that is very minimal, as it allows for plenty of flexibility and competition).

This pact, aside from explaining why US administrative units are known as ‘states’ rather than ‘provinces,’ is the key to slowly building a world state that is both representative and liberal (in that it exists to protect the rights of individuals first and foremost).

One of the biggest weaknesses of the US constitution to date is its inability to expand upon the notion that it is a legal charter outlining the duties of a supranational organization. Creating a mechanism that allows for the recognition of foreign provinces  as US member states by incorporating them into the federal apparatus would be a step in the right direction. This mechanism would obviously have to be slowed down in some way. It would have to be approved, for example, by two-thirds of all state legislatures (Utah and California say ‘Yes’ while Georgia says ‘No’) as well as two-thirds of both legislative bodies in the federal government (67% ‘Yes’ vote from both the House and the Senate).

There would also have to be a mechanism allowing for states in the federal union to exit if they so pleased (again in a way that is slow and deliberate so that as many factions as possible could have their voices heard). Contra to some musings by paleolibertarians here in the US, the constitution and the Bill of Rights actually has a sophisticated method of dealing with intrastate conflict within its sphere of jurisdiction; secession is allowed between states, as is the merging of two or more states, although secession from the federal government is so far prohibited (this failing would also have to be addressed before a world state could be contemplated).

It seems to me that the US has practiced unpolished versions of my argument in the past. Texas, for example, seceded from Mexico before becoming a US “state” through annexation.

Does any of this make sense, or do I just sound like a mad man?

Human Nature, War and Armed Conflict

The list of ongoing armed conflicts in the worlds is long (see, for example, here) and has been long for centuries. There are many websites and research institutes that keep track of their number, the parties involved, the main issues, et cetera. There are many different definitions of war and armed conflict. Here, wars are simply defined as armed conflicts with participation of one or more states whose sovereignty is internationally recognized, whereas armed conflicts do not require state involvement. Armed conflicts have always been around in great numbers, often state-sponsored, for example the numerous and seemingly never ending conflicts in the Middle East, or recently in Northern Africa following the so-called Arab Spring. The recent collapse of Libya into civil war may serve as evidence.

The number of interstate wars dramatically decreased after the end of the Cold war, giving stimulus to loads of academic papers about democratic or liberal peace. Yet this era might well be over, given the situation in the Ukraine, but also many explosive situations in North-East Asia and South-East Asia.

Academic research resulted in a long and varied list of possible causes for wars and armed conflicts.  Think for example of geopolitical factors (land, borders), natural resources (oil, gas, mines), population related issues (minorities of other countries living in a particular area, people demanding  their own country), religious conflicts, the protection of one’s own people abroad, global political reasons (participation is war as a consequence of an alliance, or to preserve the balance of power), humanitarian reasons (genocide), et cetera. In contrast to popular belief, wars and conflicts are often multicausal, so there is not just a single but a number of reasons for their initiation and continuation.

War and conflict are the result of human action. Despite all the peace talks and agreements, treaties, other forms of international law, arbitration, the work of international organizations, and the pre-emptive actions by great powers in world politics, war and armed conflicts have never been eradicated. So it seems fair to assume this has something to do with human nature as well. Here the literature is much smaller, perhaps as a consequence of the dominant belief (at least in the Western world) in rational human beings capable to overcome war and armed conflict. As a matter of fact international relations as an academic discipline owes much of its origin to this idea. After the First World War many academic positions and departments were established, with the explicit aim to search for ways to prevent such disasters from happening again. Unsurprisingly, without much result.

The ‘human are guided by rationality thesis’ has been defended by many liberals in the American tradition (also known as social liberals or high liberals) and some libertarians as well. In fact most liberal IR theories are based on this idea. However, the idea that that human beings and conflict cannot be separated has been prominent in the writings of classical liberals such as Hume, Smith, Hayek and Mises, but also by Ayn Rand.  Interestingly, for this latter position there is now increasing evidence from other academic disciplines, such as psychology and neurosciences. For example the famous book Thinking Fast and Slow by Daniel Kahneman, or more specifically War and Human Nature by Stephen Peter Rosen, Thayer’s Darwin and International Relations, or Donelan’s Honor in Foreign Policy.

While much more work needs to be done in this field, it is safe to conclude that liberals should not think about how to abolish war. Instead, the relevant question is how to deal and limit the inevitable occurrence and continuance of war and armed conflicts.

More on the inherent conservatism of the Left

I’ve blogged about the reactionary nature of the Left before, and in 2012 I went so far as to write, in response to a Marxist historian’s essay on capitalism and gay identity, that:

Capitalism has brought about the [gay rights] movement’s flourishing, and the government is holding it back. This fact is true not just in the realm of gay identity, but in the realm of all other social, political, and economic aspects of as well. Leftists would also do well to remember that their movement, as it stands now, as it stood three decades ago, is, for all intents and purposes, one of conservatism, obstinate ignorance, and embarrassing causality.

Many others have noticed the reactionary nature of the hard Left as well (and don’t forget to read Rick’s thoughtful musings on the Left-Right divide), but it is always nice to come across writings that bolster one’s own argument. James Peron has more on “The Lament of the Conservative Left” in the Huffington Post. Riffing off of an article by the prominent socialist David Selbourne, Peron writes:

Note the disdain for individual social freedom as being “without regard to the interests of the social order as a whole.” Doesn’t that sound just like a religious conservative?

[…]

Socialism was not a “revolutionary” alternative to liberalism. It was a conservative reaction against it. Ludwig Mises said: “It was Liberalism that undermined the power of the classes that had for centuries been closely bound up with the Church. It transformed the world more than Christianity had ever done. It restored humanity to the world and to life. It awakened forces which shook the foundations of the inert traditionalism on which Church and creed rested.”

[…]

Socialism […] grabbed the methods of conservatism, embracing state power as the means of planning permissable changes and preventing others. It embraced change to a limited degree, unlike conservatives, but wanted to direct it. Liberalism, to the socialist, meant unplanned change. It was this concept of an “invisible hand” that disturbed them. The socialist, in his heart, is a conservative, just one who wants some of what liberalism has to offer.

Indeed. Read the rest, and remember: “Liberalism” in much of the world means “classical liberalism” rather than the ideology of the Democrat Party in the United States.

Another Liberty Canon: Nietzsche

The political interpretation of Friedrich Nietzsche (1844-1900) is a constantly fraught issue. Amongst other things he has been taken as an anti- or non-political thinker and as responsible for the worst aspects of German politics in the twentieth century. However, that latter view is not supported by any Nietzsche scholars.

The reasons for that include his opposition to the anti-Semites of his time (after a youthful leaning in that direction with regard to culture rather than race) and his opposition to the militarist-statist-nationalist aspects of Prussian and German politics in his time, again after early leanings towards culturally oriented nationalism. The tendency to put culture above the state and take it as something of a replacement for politics was constant.

The anti-politics is itself not incompatible with some kinds of libertarian and classical liberal thinking, though in Nietzsche’s case it goes along with a constant inclination to talk about power, the state, and other politically charged issues. He was stateless for most of adult life, as he had to renounce Prussian citizenship to take up a Professorship in Basel, Switzerland in 1869, not long before the King of Prussia became the Emperor of a newly unified Germany, dominated by Prussia. Nietzsche himself was in any case from a part of Saxony, annexed by Prussia early in the nineteenth century.

In any case, Nietzsche did not present himself as a Saxon or a Prussian after leaving Germany and only lived in Germany after 1889, when he was incapacitated by paralysis, now generally believed to the the result of a brain tumour, and was looked after by his mother and sister.  Nietzsche did not have any citizenship after moving to Basel and though it was easier to travel round Europe in those days  without a state issued passport, it is still a remarkable position.

Nietzsche was not completely free of racist assumptions, but hardly to a degree at all unusual for his time, and he did not see race as a suitable basis for analysing the Europe of his time, since he thought races had become completely mingled in antiquity. He was inclined towards various forms of elitism, sometimes in a quite extreme way as when he claimed admiration for the Indian caste system, though in a very brief provocative way.

On the whole his elitism was devoted towards the self-creation of an individuality of great strength, great plural possibilities and the capacity to unify those possibilities in creation and in a creatively lived life. He had anxieties about mass culture and the rise of democracy, but there is not much to separate his substantive concerns from the general concerns of liberals of the nineteenth century, as in Alexis de Tocqueville’s analysis of the ‘tyranny of the majority’ and democratic mediocrity in culture in Democracy in America.

Nietzsche is sometimes referred to as the definitive anti-liberal, but a lot of this rests on associating liberalism with egalitarian (i.e. left, progressivist) liberalism. If we look at the classical liberals from Locke to Mill (who is a bit transitional between the two broad liberal approaches), we of course see that egalitarianism at least with regard to distribution of income and property, is not a central goal. There is growing interest in expanding legal and political equality beyond an aristocratic elite to the population as a whole, and criticism of aristocratic, monarchical, guild, and merchant-financial wealth where linked to political-monopolistic-protectionist privileges.

Nietzsche regards threats to personal, intellectual and cultural excellence as a possible outcome of democracy, but is also critical of the traditional state, referring to it sometimes as monstrous, and allows for the possibility of it becoming much reduced through transferring functions to the private economy. He was concerned that liberalism might betray liberty by building institutions which constrain the original liberal ideas. So he was not a complete critic of liberalism, but rather sets out ideals of self-development and individual flouring which are likely to be constrained by the state.

Though he mentions the possibility of replacing state functions with private economic activity, he was critical of commercial spirit. He feared that commercial orientation tends to reduce individual capacities, because of the ways in which it leads to individuals concerning themselves with the wants of other individuals. For most pro-liberty people, this is Nietzsche accurately identifying something good about capitalism and then rejecting it, which does at least leave Nietzsche as a good analyst.

Beyond this though, Nietzsche who never advocates a socialist economy or a return to pre-capitalist economics, is doing something similar to his criticism of liberal political institutions. He is showing that liberal commercial society both sets up an ideal of strong individuality, which it needs and then undermines it through the constraints of economic life. So the reason for a critical attitude towards capitalism is recognition of the tension between the kind of individuality produced by earlier societies which revolves around struggling with nature for survival and often wars with other states, and the kind of individuality produced by working to provide more than the mere means of survival for others in societies based round rising economic prosperity.

This tension was recognised by classical liberal thinkers like Adam Smith and Wilhelm von Humboldt.  Nietzsche takes further the concern that individualism requires an individual self-directed struggle for increased physical and psychological capacities, and that the culture of commercial society produces an economic elite that seems hardly distinguished from the mass in its personal style and culture, so fails to provide any example of greatness and excellence in these respects.

A classical style liberal of the twentieth century, Joseph Schumpeter (most famous as author of Capitalism, Socialism and Democracy, 1942), argued that individualistic capitalism tends to undermine itself through the creation of corporate bureaucracies, where commercial constraints may become separate from much decision making, and where individual creativity is stifled. Many liberty oriented thinkers have noted the tendency of capitalists to undermine capitalism by seeking a privileged relation with the state, so accepting the mediocrity of state imposed uniformity.

Nietzsche was hyperbolic and expressive and little informed about economics, but the hyperbole has a precise aim in drawing our attention to problems, and Nietzsche’s cultural capacities (including a strong interest in natural sciences) made him sensitive to some features of capitalist and democratic societies, which need to be counteracted if excellence is to flourish.

If one thinks that liberty merely, only, and purely means lack of state constraint, Nietzsche’s thoughts may not seem so meaningful. However, if we see liberty as including not only restraints on state power, but the value of individual pursuit of excellence for its own sake and to produce individuals who are not conformist and state-centered, then Nietzsche must be one of the great thinkers about liberty.

As with Kierkegaard, it is difficult to recommend a single major Nietzsche text on political thought. On the Genealogy of Morality tends to be the starting point for discussion of his political ideas, but covers many other topics, and Human, All Too Human contains his thoughts on the possibility of a reduced state in a commercial society. Untimely MeditationsDawnThus Spoke Zarathustra, Beyond Good and Evil, Twilight of the IdolsThe Anti-Christ, Birth of Tragedy, Ecce Homo, and The Gay Science are the other books of Nietzsche, and all contain passages discussed by commentators on Nietzsche and politics.

A Liberal: To Be or Not To Be (Happy #LiberalismDay!)

What’s in a name?

Dan Klein and Kevin Frei recently decided to launch a campaign dedicated to spreading awareness about the original meaning of the word ‘liberal’. At first I was a bit ambivalent about the project because a) I don’t mind using the term ‘libertarian’ to describe myself or the policies I favor, and b) I am normally very careful about classifying Leftists as such, rather than referring to them as ‘liberals’. In my mind, I’m doing everything right so why on earth should I spend time on really driving home a semantic point?

As I was thinking about this issue, Dr Gibson sent me an email of an interview Dan Klein gave with the London-based Adam Smith Institute. Here is how Dr Klein debunked my thoughts on semantics:

The word liberal is powerful. It relates to liberty and toleration, reflected in to liberalize. Words have histories that a generation or two cannot undo. A word has cognates and connotations that make our language cohere, more than we know, more than dictionary definitions can tell.

We need a wider understanding of the semantic changes of the 1880-1940 period. In a way, semantic issues are the momentous issues of our times; semantics tell who and what we are, our selfhood; they condition how we justify our everyday activities.

I can’t argue with this, so instead I have been asking myself how I can go about identifying myself as a liberal rather than a libertarian, and what exactly is the difference between a liberal and a libertarian if the semantics fight is one that should occur between individualists and collectivists (Jesper answers this second question quite well, by the way).

In a way, #LiberalismDay makes Will Wilkinson’s old essay on “bleeding-heart libertarianism” much more pertinent than ever before. Maybe I’m just a plain ole’ liberal, especially if the definition of libertarian being put forth by some individuals in our quadrant continues to gain traction. Maybe most of us are just plain ole’ liberals.

At the end of the day, and after thinking about this for quite some time, I think I’ll try to refer to myself as a liberal for the next little while. After all, as Klein and Frei point out, the term ‘liberal’ has increasingly come to mean the continued “governmentalization”of society so referring to myself as a ‘liberal’ while advocating policies that don’t conform to American conceptions of the term is basically an affront to the theft of the word in the first place.

Calling myself a ‘liberal’ while advocating for more restriction upon the state sounds better and better as I talk myself into it.

I know, I know, I didn’t explain how or why the term ‘liberal’ morphed into what it has here in the States. I outsource to F.A. Hayek on this matter (pdf).

Here are some more thoughts on #LiberalismDay (many of them do a great job of explaining the ‘how’ and the ‘why’ as well):

Ultra-libéralisme – A French Tale

I am in frequent correspondence with a French retired businessman in his sixties. He is a thoughtful man with minimum formal education but who reads two newspapers a day and watches French news on television several times a day. My informal judgment (as a retired teacher) is that he possesses intelligence well above average. His interest in political matters is through the roof. My French friend is also strictly monolingual. That is, he gets all his information in French.

My friend sent me recently the following email I had trouble understanding, at first. (My own careful translation. My first language is French. I have published in that language.)

“The European Financial Markets Authority (EFMA) has downgraded the three main international credit agencies that, themselves, upgrade or downgrade European and other countries. It’s a just reward*… and a good defense against these agencies which possess no legitimacy at all except from the fact of their existence; agencies that seek to estimate the worth of those countries (and, perhaps, to play the stock market [on the basis of their own assessment]). No an easy issue. Perhaps this is going to calm down the yo-yo effect financial speculators have on the stock exchange…..I even thought a few years ago of sending a personal note to those credit agencies.”

Two salient points in this communication: First, the EFMA is a European Union “authority,” a government agency emanating from the individual EU countries’ national authorities. It’s a complete government body.

The second comment is related to the first, I believe. My friend states categorically that US-based credit agencies (Moody’s, S&P and Fitch Ratings ) have “no legitimacy” because they are not government agencies, precisely. This expresses a mental world whereas all legitimacy flows, can only flow, however indirectly, in however contorted a fashion, from the electoral process. He really thinks that the IFMA’s puerile tantrum is going to change the credit game decisively.

Within an American intellectual context, this sounds almost like the thinking of a madman. Yet, my friend is not mad. I have known him for dozens of year. He acts rationally in every aspect of his life. He is also decisively and loudly critical of French political life in general. The problem is simply that he is French, that he receives all his information from French sources, that his mind has been shaped by French economic thought (or un-thought).

His rage against the credit agencies is not based on a factual analysis of their performance either, which would certainly be a useful exercise after the 2008 world-wide financial crisis. His rage is based entirely on the violation of sovereignty by these non-legitimate bodies.

I often ask myself the rhetorical question, ” How much would I have to be paid to….?” In this case, I can’t come to a figure. I don’t know how I would begin to explain to my French friend the idea that credit agencies get most or all of their legitimacy the from the fact that they are precisely not government agencies. I could not tell him the obvious without being interrupted, I am sure: When economic actors begin doubting the credit ratings these agencies assign to organizations emitting bonds and to governments, they will swiftly collapse on their own. That is, this abstraction, the market grants them all of their legitimacy.**

The concept of markets, counter-intuitive in the best of times, has almost completely disappeared from the French consciousness. In 2012 I watched on French language television in horrified fascination the lively debates preceding the presidential election. That was after an ambitious New York District Attorney had disqualified the most likely winner who was both a qualified economist and a sex maniac. (I mean Strauss Khan, the then-current head of the International Monetary Fund and a very moderate nominal “Socialist.”)

French pre-election debates are both more lively and better staged than their US equivalents. In the first round of a two-round system, the candidates are grilled longer, more directly, more pitilessly than anything I have seen on American television. In this case, these animated and sometimes vicious discussions went on for weeks without the most serious economic questions obviously (to me) facing the country being addressed at all. I mean, of course, a large and fast-rising debt burden and the failure to grow the economy. The attendant permanent high unemployment often came up but I think that no candidate bothered to mention that strong economic growth melts unemployment .

There were ten candidates in the first rounds, including one each from: the New Anticapitalist Party and Workers’ Struggle (Wikipedia’s translation). There was not a single seat at the feast occupied by a conventional conservative party, a Tory party. There was no “liberal” chair at the dinner in the English sense of the word that would prevail in France if the term were used at all. (See below.). If the role of the market in both producing innovation and correcting wrong turns was ever mentioned during the whole campaign (first and second round,) it left no impression on anyone. There were plenty of arguments and proposals concerning taxes. They were all couched in terms of “fairness.” None was about the fundamental fact that taxes, even low taxes limit the virtuous work of the market and therefore shackle economic growth (which has practically ceased to exist in France).

The French candidates also kept their eyes averted from, or dismissed summarily the example of Germany next door which successfully reformed its welfare state in a more market direction ten years earlier.

It’s not that there are no “conservatives ” in France. So-called “cultural conservatives” abound. Large segments of the population become exercised about the right of homosexual couples to adopt and even about host womb fertilization. The puerile excesses of the post-1968 strange, make-believe revolution alone would ensure the existence of such conservatism if it did not have deep roots in the country (see below). Sex hounds like Strauss-Khan have always existed in France but 1968 gave them permission to act openly and more or less brazenly, thereby exciting the Catholic minority’s ire and disgust.

The absence of liberal economic thought in France is the result of a historical accident, a major one to be sure. At the end of World War II, the segments of French political society who had taken an active part in the resistance again the Nazi occupation took over. Soon, they constituted nearly the whole of the political class. The two main segments were the Communist Party and a shifting alliance of “Gaullist” parties, with the Socialist Party playing the role of permanent opposition until 1981. The Communists – nominally Marxist though few of their leaders had read any Marx – were obviously not believers either in the efficacy or in the morality of market mechanisms. The fairly large Socialist Party was kept in a permanent state of primitive vulgar Marxism by the necessity in which it found itself to compete with the Communists for its electorate.

The political right was occupied by Gaullists with serious ties to the progressive wing of the Catholic Church. General De Gaulle himself – a venerated figure and a mediocre politician – was thoroughly influenced by the social doctrine of the Church. To summarize it – but not abusively, I believe – the social doctrine views the state in the guise of absolute Ancien Regime kings. Good kings are both fair and powerful. They use the state apparatus unhesitatingly to distribute both justice and charity as needed.

In the post-World War II re-distribution of power, there was thus no room left for non-statist, or for “little- statist” organized opinion. The socialist victory of Mitterand in 1981, followed by a Socialist majority in parliament swept away any remaining free-market voices. It was not done through persecution in violation of democratic rule but largely through a natural swamping motion. Soon, the effect of this Socialist victory were seen in both the major mass media and, especially in French schools at all levels. All arguments about the economy heard were statist arguments: How much government action, where, for how long, whom and what to tax more, by how much, how can the government create more jobs? (The latter is taken literally: The government actually “creates ” jobs, within itself, inside the government bureaucracy.)

After thirty years, statist schooling has done the expectable: There is almost never any mention in public discourse or in private conversation of this simple idea:

Things that need to get done get done mostly well, mostly efficiently if government does not interfere.

This basic idea was never debated and beaten back; it was simply buried. It does not exist in the French consciousness. The fact that the French public is rather inferior in its ability to read other languages – notably English – helps maintain its insularity in this respect as it does in others. (Incidentally, the insularity runs so deep that the French political elite is incapable of seeing the success of the relatively liberal policies of the UK next door even as educated French youth flocks there by its tens of thousands in search of employment.)

If the French had any notion of the sentence above, they would use the word “liberal” in its English meaning. In fact, the word is practically never used in public discourse or in private discourse. When it is, it’s always accompanied by the qualifier “ultra.” The French live in a strange mental world where there are some “ultra-liberals” but no liberals. “Ultra liberal” is clearly an insulting term. It means “heartless, selfish and extremist.” No decent person is an ” ultra-liberal.” I don’t believe I know three French people who would not interrupt me in the middle of the sentence above in casual conversation. “But you are not an ultra-liberal,” they would break in with worry written all over their faces. If I retorted, “Yes, I am” not one of them would believe me.

Failing to possess conceptual language has concrete consequences. Two stand out.

In the absence of adequate terms, it is difficult to legislate regulations for normal economic activities. Many are swept under the rug. The result is that legitimate economic activities may no be performed above board, lobbying, for one. Les lobbys (in French) are illegitimate by definition. Much of what they do is borderline illegal because there is no relevant legislation or because the relevant legislation prevents them from doing their work. Since economic interests have to manifest themselves in connection with the state anyway, there follows a systematic criminalization of political life. With many of their ranking politicians pronounced criminals, ordinary French people have become deeply disaffected with normal politics. The recent (exaggerated) success of the rightist Front National in European elections is one manifestation of this distaste.

More seriously, it’s difficult to reform a polity if there is no word to designate the new direction it should take. (You need a North to navigate.) There is widespread informal agreement in France that the French welfare state is not sustainable: In 2013, half of French households received government cash for a mean of $600 plus/ month. Thus, in a country with a GDP per capita of $37,000 maximum (World Bank, for 2013), half the households receive $7,200 to $7500 annually in the form of government re-distribution (Le Figaro on-line 6/6/14) . In a society where the sentence above may not be used, or used intelligibly, it’s very difficult to state the obvious:

“We need to allow the market to spawn economic growth. We need to do it, if for no other reason, to continue to afford our munificent social (welfare) coverage.”

Instead, the political class disparages itself and destroys its own legitimacy in futile proposals and counter-proposals to cut this rather than that social program, to raise or lower such and such least favorite tax.

In my opinion, the French welfare state will not slowly grind to a halt or fall slowly apart. Rather, I think, it will come to a sudden full-stop, sink into bankruptcy because no one who counts in France is able to mouth the liberal alternative.

*This is a weak translation. The French phrase: “juste retour des choses” implies a morally valid return to some sort of previous equilibrium.

** None of this means that I think credit rating agencies perfect. I am sorry there are only three big ones of them. I regret that they exercise what I call the “tyranny of the written and of the counted.” I mean that their summary judgments tends – in the nature of things – to become substitutes for more sophisticated evaluations. They encourage laziness on the part of bond buyers, including me. Also, they have not lost enough credibility from their bad judgments on the eve of the 2008 crisis.

Liberalism Unrelinquished: Some Tactical Thoughts

Today is #LiberalismDay. My friend Dan Klein of George Mason University along with his colleague Kevin Frei have launched a project called “Liberalism Unrelinquished.” An impressive list of economists and others have signed their petition which declares that they “affirm the original arc of liberalism, and the intention not to relinquish the term liberal to the trends, semantic and institutional, toward the governmentalization of social affairs.”

Other bloggers will presumably rehearse the tale of how that storied term lost its original meaning, at least in the U.S., as it has been appropriated, since at least the 1930’s, by statists.  (Example: George Leef’s fine piece). I just offer a few thoughts on some tactics that may be appropriate to this battle.

  • We must stop using the word liberal to denote present-day statists. This should be easy since they themselves have largely abandoned the term in favor of “progressives.” (Note that modern progressives hate progress of the material sort more than anything. That’s an issue for another time.) I have nothing better than “progressives” to denote these folks except perhaps a qualified “so-called progressives.” I hope “governmentalists” doesn’t get started. That would be too big a mouthful.
  • Speaking of which, there must be a better term than “governmentalization,” another mouthful. Perhaps just “government takeover” which is more forceful and easier to say.
  • “Liberalism unrelinquished” doesn’t exactly roll off the tongue either. How about “liberalism restored?”
  • Our task will often be easier if we say “classical liberal” rather than just liberal.
  • The term libertarian has entered the mainstream of U.S. politics. We should take advantage of this progress. We can use phrases like “the libertarian position, or as I like to call it, the classical liberal position …”
  • We must understand the price we pay when we call ourselves or our positions “liberal” or “classical liberal.” The price consists in the time and energy required to make clear to our audience what we mean when we use the term. Whether the price is worth paying depends on circumstances.
  • In academic writing, speaking, or debating there is usually sufficient time to preface our arguments by explanations. Attention spans are long enough that the price paid for explaining why we say “liberal” will not be significant.
  • The last place to take this fight would be political campaigns or debates. Attention spans are minute, audiences are unsophisticated, and we will just confuse people by using the term in its classical meaning prematurely. We can, however, try to disavow the tired old “liberal-conservative” spectrum that is currently entrenched in the media. “I’m aTime permitting, we could say classical liberal, and that means I agree with conservatives on some issues and with progressives on others. All my positions are grounded in the notion of liberty.”
  • In letters to the editor where every word counts we can say “libertarian (or classical liberal)” or the other way around.

I congratulate Dan and Kevin on the response they’ve gotten so far and I hope the momentum continues.

#LiberalismDay: Calling all classical liberals and libertarians

Hello again! You were recently gracious enough to endorse Liberalism Unrelinquished, a project I’ve been working on with Dan Klein.

I wonder if you’d be willing to help keep the ball rolling by participating in related initiative, #LiberalismDay. Liberalism Day is an internet event aimed at amplifying a simple message: the word “liberal” used to mean something different than it does today.

To participate, all you have to do is write a blog post, tweet, or anything else on or around June 16th that contains the hashtag #LiberalismDay. (The hashtag is what ties everything together in search engines.)

You can add as much or as little nuance as you’d like. You can link to a favorite article (e.g. Milton Friedman’s essay “Liberalism, Old Style”), make a meme, write a blog, or even just tweet about the event to your audience.

From my vantage outside of academic circles, I’d guess that maybe 1% of the population has ever learned that the word “liberal” ever meant something else. I believe if we can boost that fraction a bit, it could spread organically. Merely knowing that 19th century liberalism was more akin to modern libertarianism will help correct a lot of false narratives, e.g. that Lincoln Republicans were really modern Democrats, or that libertarian ideas are a modern invention.
