As we approach the end of 2017, I remember this year’s sad passing of Christie Davies. Davies was a rare academic beast: a classical liberal sociologist. Despite representing a minority perspective in his discipline, he was able to thrive and leave a mark that will continue to influence scholars for generations.

From the Comments: Lenin knew what he was doing when he picked Stalin
Barry and William had an interesting discussion in the ‘comments’ threads of Dr Rosi‘s post about Lenin. At the heart of the dialogue is whether or not Lenin thought Stalin was an incompetent fool. Here is Dr Stocker’s final response:
This all depends on accepting that a text written by Krupskaya was Lenin’s own view. Leaving that aside, Kotkin is very against the idea that Stalin was stupid and I don’t think we should equate Stalin’s crassness with stupidity. Even leaving aside Kotkin, it is clear that Stalin did intellectually demanding things over many years, with regard to political organisation, political journalism and writing on Marxist doctrine (particularly the national question and this was before the Revolution long before issues of Stalin getting people to write things for him).
General Secretary of the Party was a very influential job, which meant selecting the people to run the party and therefore the country along with a complex range of other tasks which require some intellectual capacity. If Lenin appointed Stalin believing that Stalin was not very bright and could therefore be given an unimportant job, he was bizarrely mistaken about the demands and influence of the party secretary, the head of the Party in a party-state. Lenin did not need this title as he was the undoubted leader and instigator of the October Revolution. After he was off the scene, the party secretary would inevitably be the most powerful person in Russia. Stalin was at all times crude, brutal, cunning, calculating and dishonest in his behaviour, but this is not same as intellectual lack.
As Robert Service, amongst others, have pointed out Trotsky portrayed himself as the great intellectual with the right to inherit Lenin’s mantle and needed to portray Stalin as stupid and maybe needed to believe that someone lacking in his formal education, knowledge of foreign languages and manners associated with intelligentsia culture really was stupid. Well Stalin won the power struggle and I think it had something to do with intelligence behind the crassness.
Lenin and Trotsky themselves have been exaggerated as Great Thinkers by their followers. Clearly they had some scholarship and intellectual capacity, but what did they write which anyone would care about if they hadn’t come to power in 1917? Interest in Lenin’s writings has dropped off in a quite extreme way since Leninism stopped being the official ideology of what used to be the USSR, allied regimes and some large allied political parties outside the socialist bloc. Sort of equalises the intellectual legacy of Lenin, Trotsky and Stalin.
Myths of Sovereignty and British Isolation, VII.
This post continues from the last post‘s assessment of early twentieth century British military and foreign policy in Europe, in a series of criticisms of sovereigntist-Eurosceptic assumptions of Britain’s separateness and superiority in relation to mainland continental Europe, and is rather long because bad decisions of the 1930s had consequences in World War Two, making it difficult to split the periods into separate posts. After the Treaty of Lausanne of 1926, the most notable aspect of British foreign policy was appeasement of Nazi Germany from Hitler’s accession to power in 1933 to the German occupation of Czechoslovakia beyond the Sudetenland which Czechoslovakia had been forced to give Germany in autumn of 1938. Spring 1939 represents the point at which Britain (and France) abandoned the policy of Appeasement, which had left Germany rearmed, stronger, and larger, and mobilised for war.
There had been an associated appeasement of Fascist Italy, particularly with regard to its invasion of Ethiopia, the one African state which was fully recognised and fully independent at that time. Britain also acted to prevent aid to the Spanish Republic during the Civil War of 1936 to 1939 against the alliance of traditionalist conservatives and fascist Falangists led by Francisco Franco, though Franco received a high level of aid and military assistance from Germany and Italy. It would add too much to this long series of posts to get into the issues round the Spanish Civil War, but being as brief as possible it has to be said that the Civil War came about through extreme polarisation, sometimes violent, between left and right, and was not a simple case of a bunch of fascists overthrowing a model democracy. Nevertheless, the left was in power in 1936 due to elections, and was not in the process of abolishing democracy in Spain, which was abolished by Franco, including the destruction of autonomy of the most distinct regions of Spain, and associated cultural repression. This followed not only the use of military force, but many massacres of prisoners of wars and civilians. This is hardly a glorious moment for British influence in Europe, unless support for far-right dictatorship in preference for a highly stressed but real democracy is glorious, and does not really support any picture of a uniquely moral and beneficial Britain.
The policy in any case backfired in World War Two. Hitler was not willing to offer enough to Franco to tempt him to enter the war on Germany’s side, but in the earlier part of the war, Spain’s embassies and intelligence networks were used to subvert and undermine the British war effort, in addition to which, Franco sent a division of volunteers to fight under German command on the Soviet front. There were more than 150 divisions in the German invasion of the USSR, so this was a small contribution, but nevertheless a contribution to fighting a country then allied with Britain. There was just nothing glorious or admirable about British policy in Spain in the late thirties.
The less than admirable British (in partnership with France) policy towards Germany continued after the declaration of war on Germany, after the latter’s invasion of Poland in September 1939. No help was given to Poland and the only attack on Germany was a brief French assault on the Saarland which was not executed with any real energy, certainly not enough to detract from German aggression in Poland, and troops were withdrawn soon after the Fall of Poland. This was a shared failure of British and French policy, since it came under the Anglo-French Supreme War Council.
Germany was essentially unimpeded in invading Poland, with the USSR joining in after a few weeks. This was followed by the Phoney War, in which Britain and France failed to attack Germany at all though a state of war existed and Poland had been occupied. There was a passive policy of waiting for a German attack on France and other west European countries. The handing over to Germany of all initiative in the war of course had disastrous consequences. I will just mention one significant detail of the Fall of France, illustrating the failure of previous British (and French) policy: many of the better German tanks were in fact Czechoslovak tanks produced in what had become Germany after Britain (and France) abandoned Czechoslovakia in September 1938.
Winston Churchill’s refusal to negotiate with Hitler after the Fall of France was highly admirable and correct, but should not distract us from the reality of joint British and French failure and no sense of superiority over France is appropriate given that the German forces were faced by the natural barrier of the English Channel, and no one doubts that if the German forces could have got directly into southern England then the result would have been a military collapse at least as quick as that of France.
The British government’s refusal to negotiate did lead to the danger of invasion, which was averted by success in the Battle of Britain between the German and British airforces, on the basis of great bravery and determination from the aircrews and moral courage at the political level. The overwhelming majority of British people of all political inclinations take pride in that history and there is not criticism offered here of that attitude.
However, it is possible to take that attitude too far and inevitably the sovereigntist Eurosceptics do. Some individuals on that side might be a bit more careful and cautious about this, but certainly as a whole that attitude draws on the idea that British resistance to Hitler marks it as uniquely heroic and as somehow morally superior to those countries which were so morally weak as to become occupied, and which then collaborated with the Nazis in the sense that one way or another governments acceptable to the Nazis and willing to work with them appeared, and of course no other government could have survived in occupied territory.
The successful resistance of the British owes rather a lot to the seas separating Britain from the European mainland, the North Sea, English Channel, and the Atlantic Ocean. 1940 was probably too soon for Germany to organise a sea born invasion anyway, except though a total destruction of British naval and air forces which was not very likely. There was actually some demobilisation of German forces after the fall of France, and Britain was outproducing Germany in fighter planes, so Hitler was never really focused and committed with regard to an invasion of Britain. Had Hitler continued to concentrate on Britain after aborting a planned invasion in the autumn of 1941, when Herman Göring failed to deliver the promised quick and complete destruction of the Royal Air Force by the Luftwaffe, the situation could have been very different. The decision to invade the Soviet Union in summer 1941 meant that the vast overwhelming majority of armed forces were transferred to the east saved Britain.
Against the chauvinism of the sovereigntist-Eurosceptic approach, it should be noted that a part of Britain, or at least territory closely associated with Britain did fall to the Nazis without fighting and collaborated with German occupation until the general German surrender of May 1945. That is the Channel Islands, which are closer to Normandy in northwestern France than Britain and are not part of the UK, but which nevertheless are under the sovereign power of Britain and have no independence in defence and foreign relations. German forces landed in these islands and occupied them in 1940, because the British government decided they could not be defended and the King took on the duty of telling the islanders to offer no resistance. Local administration collaborated with the Nazis who used slave labour from eastern Europe in the islands. There was no provision land in the islands when the western Allies landed in Normandy in the summer of 1944 and the local collaboration with Nazi occupation went on until the final surrender of Germany.
We should not make light of the difficulties Britain had in defending or liberating small thinly populated islands of little strategic importance outside its coastal waters, but it has to be said that this little story does take some of the plausibility away from chauvinistic sovereigntist-Eurosceptic tendencies to turn World War Two into a story of British superiority over cowardly collaborationist Continentals. The very real suffering of Britain was small compared with the suffering of occupied countries, particularly in eastern Europe, and the courage of those who joined partisan and resistance movements in occupied Europe must command the highest respect, and surely even higher respect than that justly given to British leaders, ordinary people, and soldiers determined to carry on fighting the Nazis after the Fall of France.

Eurocraine and Russocraine
Elections are supposed to achieve social peace by providing a government that represents the people. But voting has not brought peace to Ukraine. Many people distrust the honesty of the elections, and many in Ukraine have disagreed with the policies of the government, both when policy favored association with Europe and when it favored association with Russia. The fact that many voters in the Crimea and eastern Ukraine favor union with Russia, or else independence, shows that many there do not feel well represented.
The election in Ukraine will not solve the governance problem, because it is just a continuation of the same system that some are rebelling against. Ukraine needs a new structure of government and democracy. The solution is to shift political power from the central government to the people as individuals. When a citizen of Ukraine holds power equal to that of all others, he will have nothing to rebel against.
Individual sovereignty can best be represented by a neighborhood council. The neighborhood should have a small population, such as a thousand residents. That is small enough for the people to personally know the candidates and for someone to be elected with little cost. The government of Ukraine can begin the decentralization by establishing neighborhood or village election districts. If the neighborhood population is a mixture of ethnic Ukrainians and Russians, and the people wish to have a council that is aligned with one of these groups, or other interests, then the residents may regroup their districts and have councils that best represent their individual interests. This is the level-one level of governance.
In the Russian language, “Soviet” means “council”. The Soviet Union was supposed to be a union of elected councils, and there was indeed a structure of bottom-up multi-level soviets, but in practice, the Communist Party ruled top-down. Ukraine should resurrect the old Soviet system, which actually derives from the 19th-century anarchist concept of associations of voluntary communities. The Bolshevik slogan was, “All power to the soviets!”, but instead they perpetuated the dictatorship of the proletariat, usurped by the party oligarchs.
The power of the neighborhoods has to be constrained by a constitution that recognizes and enforces natural rights. In most countries, constitutions that proclaimed liberty have failed to be implemented, mainly because the structure of mass voting facilitates plutocracy, with policies that transfer wealth from workers to the moneyed and landed interests, resulting in poverty that gets remedied by trickle-down government welfare.
But with the bottom-up system of genuine soviets, the government would much better represent the people, and constitutional rights would be more strongly protected. As the level-one councils elect level-two regional councils, and these elect the supreme soviet or national parliament, the structure would prevent the usurpation of power from the top. The president would be elected by the parliament and easily dismissed if the people are dissatisfied. Any council member could be recalled by the council that elected him.
Decentralized government gets hampered by centralized tax collection, such as an income tax or value-added tax imposed from the central government. Decentralized governance is suitable to decentralized public finance, and the source of public revenue best suited to local power is the tapping of the area’s land rent or land value. Taxing wealth and investment invites capital to flee, hide, or else it shrinks from the burden. But land cannot hide, and it does not run away, nor does land shrink when taxed. Revenue from land-value taxation can be applied by the level-two councils, with revenues sent to both the level-one and level-three governments.
Ukraine needs two things: better governance and strong economic growth. The replacement of the current complex of market-hampering taxes by taxes on land value and pollution would give the economy such a comparative advantage that investment would pour in, wages would rise, the government would be able to pay off its debts, and the economic misery that fuels much of the unrest would be replaced by an economic joy that would eliminate the economic motivation to join Russia.
With small-group voting, the residents of eastern Ukraine would have their own local Russian-speaking councils, and probably ethnic Russian level-two councils representing some 25 thousand persons. The constitution of Ukraine should devolve most government services to the level-two councils, including local security, education, and public works. The ethnic Russians would no longer feel alienated from the government, and the government of Russia would find it difficult to control the local governments, because the council members would come from the people.
As to the situation of takeovers of government buildings in eastern Ukraine, the national government should surround them with walls of troops while establishing new centers of administration in other guarded buildings. But a lasting solution needs to replace the current government with councils that people feel represents them. The one good thing about the old Soviet Union, the bottom-up multi-level system of soviets, was the element that was most discarded without any debate. Ukraine: bring back the soviets, only this time, make it “all power to the people” as individuals and their chosen councils.

“Cybernetics in the Service of Communism”
In October, 1961, just in time for the opening of the XXII Party Congress, a group of Soviet mathematicians, computer specialists, economists, linguists, and other scientists interested in mathematical model and computer simulation published a collection of papers called “Cybernetics in the Service of Communism”. In that collection they offered a wide variety of applications of computers to various problems in science and in the national economy.

The success of Kalashnikov? Still elusive
Before the New Year I asked why the recently-deceased inventor of the AK-47 was able to become so successful. There were a couple of good responses from Paul and Roman, but Jonathan Finegold’s response is worth highlighting:
Whatever I once knew about the process of military procurement in the Soviet Union, I’ve mostly now forgotten. But, the AK-47 is just one out of many Soviet military inventions that have become mainstays of global militaries: T-54 and T-72 tanks, MiG-29, et cetera. The USSR was generally head-to-head with the United States in military technology, although arguably the U.S. started to pull away during the late 1980s. This legacy of military technology follows back to the Second World War, and even before. It was the Soviets, under the leadership of Mikhail Tukhachevsky, who developed what is commonly known as “blitzkrieg” (typically associated with the Germans, who trained with the Soviets during the late 1920s and early 1930s). Their T-34 has become one of the emblem tanks of WWII.
But, rather than a success of the Soviet system, this should be interpreted as a failure. The criticism of socialism is not that it cannot achieve certain ends, or even that it cannot achieve these ends with success, in some sense of the word. The critique of socialism is that they cannot economize on the resources used towards achieving these ends, and that these ends are not representative of the general welfare of society. In other words, the capitalist system is the achievement of a plurality of ends; socialism is the opposite. The USSR put military success, especially in terms of “out-showing” their American rivals, over other ends, especially those of their people. Thus, despite the poverty of Soviet society, the USSR accomplished great military and scientific achievements. (This is why comments like “socialism works, because we were able to mobilize resources towards the war effort and mass produce more military equipment than any other country” is not a good response to the critique of socialism — it fails to grasp what the critique of socialism actually is.)
Contrast this with the United States, which achieved both great military and scientific achievements and improvements to the general welfare of society.
This helps to clarify a number of important concepts (including why socialism failed), but I’m still puzzled as to why Moscow allowed one of its products to be nicknamed after an individual at the height of the Cold War.
Kalashnikov, hero and inventor, is dead, but how did he do it?
Mikhail Kalashnikov is dead. From the LA Times:

Over six decades, Kalashnikov’s cheap, simple and rugged creation became the weapon of choice for more than 50 standing armies as well as drug lords, street gangs, revolutionaries, terrorists, pirates and thugs the world over.
Here is a great piece by CJ Maloney celebrating the AK-47. What I really want to know is this: How was such an invention able to be created in the Soviet Union?
The only option I can think of is that the military-industrial complex of the USSR was so powerful and influential that incentives actually drove innovation in that sector of the economy.
But even this doesn’t fully explain how Kalashnikov was able to invent the gun, patent it, put his name on it, and reap the benefits from creating it in the first place. How could any of this be possible in a command-and-control economy?

My dear, brave friend Siamak took the time to craft a very insightful rebuttal to my argument on supporting decentralization in the Middle East. He writes:

First of all thanks a lot for your attention to my comment…
You know that I have problems in English and maybe that’s the cause of some mis-understandings…
Look my friend. I did understand what you mean but the problem is sth else… As a libertarian I’m not completely against decentralization in the method you mentioned (I mean dealing with new nations)… USSR was a great example for this… My problem is that you can’t compare today’s med-east with USSR. Soviet Union was a country formed by some “nations”. Nation has a unique meaning. I think the best meaning for that is a set of people with close culture and common history which “want” to stay together as a nation. A country like Iran is formed of many ethnics including: Fars, Azeri (I’m Azeri), Kurd, Mazani, Gilani, Turkemen, Balooch, Sistani, Arab, etc. If you come and visit the whole part of this country you can see that all of them believe that they are Iranian. I don’t know that much about Arabian countries but I think that’s the same. Even all of them are Arabs and speak the same language but there are big cultural differences between for example Egypt and Saudi Arabia!
My reaction to your post has got a reason. 8 years of Ahmadinejad presidency, not only killed the economy, culture and any kind of freedom, But made us a weak country in mid-east. What I see today is that some little groups created and supported by Azerbaijan, Turkey, Qatar and Emirates are working so hard to make Arabian and Azeri groups to separate from Iran. They even do terrors for their aims. What I see is decentralization in mid-east not only doesn’t solve any problem but makes new problems! Makes new never-ending ethical wars.
You mentioned about US Imperialism. (I hate this word, Because when the leader speaks from three words he speaks two is “Enemy” and one is “Imperialism”!
) One of the biggest problems in mid-east is Al-Qaida, which everybody knows that without the support of the united states they couldn’t be this big. You in your post didn’t say that you think US should start the decentralization of mid-east, But you believe decentralization and Schism is good for the peace of mid-east. My objection is to this belief. Arabs are very nationalist. Iranians and Afghans are nationalists too. Changing the current map of mid-east will bring new problems. A big problem of mid-eastern countries is their governments. But Governments are not the only problem… The problem is not “just democracy”, It’s not even “Just modernism”! In some parts the problem is “Savagery”! The people are a big problem. If anybody wants peace for mid-east they should economic relationships more and more… We libertarians know the power of free business. Don’t be afraid of central powerful governments. Even sometimes their power is useful. We are in a Transient status between “Savagery & Civilization”, “Tradition & Modernism” and “Dictatorship (Even Totalitarianism) & Democracy”.
If the western countries want to help Democracy, Modernism, Civilization and peace they should make economical relations. Sanctions just gives the right to Islamic Radical groups and makes them stronger… As you mentioned Imperialism just gives them credit. Any decentralization makes new problems. The Communist Soviet Union was a block of different nations that their only common point was Communism. New Nations that are formed on the basis of ethnics just makes new dictator governments and new enemies. Mid-east is different from Soviet Union. I hope that this time I have less grammar mistakes!
Siamak, by the way, is a citizen of Iran and ethnically an Azeri. I always prize the views and arguments of foreigners in matters of philosophy, culture and policy. All individuals bring diversity to my world, but when the voice speaks with an accent and carries experience that I know nothing about, it – well – it makes my world and my life that much richer.
With that being said, I don’t buy Siamak’s argument. largely because I don’t see much of a difference between the Soviet Union and Iran ethnically-speaking. That is to say, I think Siamak’s argument falls flat because both the Soviet Union and Iran have numerous nations within their borders, so the distinction between the two states doesn’t quite add up.
I think the rest of Siamak’s argument stands up pretty well.

Environmentalism and Property Rights
The horrible air in Beijing has been making the news again, and for good reason. Check out these pictures for reasons why. The topic of environmentalism and its compatibility with liberty has been brought up before here at the consortium, but I’d like to briefly use this opportunity to point out something on property rights.
Conservatives and, lamentably, some libertarians often attribute environmental destruction to “the tragedy of the commons,” but this is short-sighted. Anthropologists have long pointed out that land and property held in common is actually governed quite well. Political scientists and economists have recently begun to come around to this point as well, with Elinor Ostrom (a political scientist by training) winning the 2009 Nobel Prize in Economics for her work on how some societies govern the commons.
Common land and its use often requires an informal set of rules for maintaining a harmonious balance between man and land, and is also a characteristic feature of societies that we would variously label, rightly or wrongly, as stateless, pastoral, foraging, tribal, or my personal favorite: undeveloped. In other words, common land is often exploited by poor people who do not have the resources to institute a regime based largely on private property. With this in mind, just think: would you want to be the party that is found guilty for violating an agreed-upon set of rules for a specific area of land? Even if there were no formal state apparatus charged with enforcing a society’s rules? Not only would you have to face justice, but you’d also be held responsible for the possible suffering of many other people depending on the land, which could lead to other forms of punishment besides fines or violence; punishments that could affect the lives of your loved ones and your loved ones’ loved ones. The Fiscal Cliff
The “fiscal cliff” is the economic plunge that will occur in the U.S.A. if Congress does not change the big tax hikes and spending reductions that will otherwise start on January 1, 2013. The income tax rate cuts enacted at the beginning of the ozo years (2000 to 2009), as well as the payroll tax cuts that followed the Crash of 2008, were temporary and are scheduled to expire at the close of 2012.
Congress enacted the Budget Control Act of 2011 to require “sequestration” – automatic sharp spending reductions in 2013 – unless it enacted the recommendations of a “supercommittee,” which then failed to achieve a consensus on raising revenues and cutting spending.
Now in mid November 2012 the economy is a train heading towards the cliff, and if Congress does not lay down a track to make the train veer off to the side, the economic train will plunge into another depression. Continue reading
How ’bout Communism?
Note: Most of my adult life and all of my childhood were dominated by the threat of Communism. People of my generation who wanted to know understood well the horrors of Communist societies. We knew of the slave-labor camps, of the mass executions, of the constant spying on ordinary citizens by the secret police, of the betrayals of friend by friend that were everyday life in Communist countries. We were well aware also of the grinding poverty in those countries.
I am concerned that thinking individuals who are in their twenties and even in their thirties now might know little about the reality of Communism as it was practiced. It seems to me that no one asked them to study the matter. A Russian friend of mine is going back to Russia this summer for a couple of months. If a few readers ask, I will request of my friend that he contribute to this blog from there, drawing on the memories of older friends and relatives who survived the Soviet period.
There was once a “Communist” movement whose followers were often motivated by generous impulses and by economic ignorance, in more or less equal parts. There has never been a Communist state, whatever that would be. Historically several Communist parties did achieve political power. None did so through democratic means, although the Czechoslovak Communists may have come close, in 1948. We will never know because the presence of a large contingent of the Soviet Red Army in the country forever mars the analysis. Continue reading
