Towards a genuinely Inclusive, Liberal, and Open Global Agenda

The recent past has been witness to the increasing rise of ‘economic-nationalism’, anti-immigration policies, and increasing xenophobia. Countries which in the past have welcomed immigrants, and have been protagonists of Free Trade and open borders, while immensely benefiting from the same, are becoming more and more insular. While this point got strongly reiterated by the election of Donald Trump. Apart from the US and UK, many of the EU member states and Australia are also becoming more and more inward looking.

Germany and Canada have tried to develop an alternative narrative while being open to immigrants, and opening their doors to refugees. Justin Trudeau in Canada, like Angela Merkel, deserves immense credit for exhibiting courage and conviction and not capitulating before populist and ultra nationalist sentiments.

Both Trudeau and Merkel have opened their doors to refugees, with Trudeau opening his country’s doors to nearly 40,000 Syrian refugees. After the US imposed a ban on immigrants from certain Muslim countries, he tweeted:

“To those fleeing persecution, terror & war, Canadians will welcome you, regardless of your faith. Diversity is our strength #WelcomeToCanada.”

Angela Merkel, Chancellor of Germany, in spite of scathing criticism for her decision to admit over 1 Million refugees, since 2015, from Syria, Iran, and Afghanistan, has stuck to her guns. In an interview, the German Chancellor stated:

“It was an extraordinary situation and I made my decision based on what I thought was right from a political and humanitarian standpoint.”

The rise of the extreme right AfD, which emerged as the third largest political outfit, and which Merkel managed to beat by a lesser margin than usual, has been attributed to Merkel’s open door policy.

Along with Macron and Trudeau, one more leader who is trying to offer an alternative narrative is the Mayor of London, Sadiq Khan, who has started a campaign, ‘London is Open’. Said Khan in his message:

…Many people from all over the globe live and work here, contributing to every aspect of life in our city. We now need to make sure that people across London, and the globe, hear that #LondonIsOpen… 

Not restricted to any ideology or country

It would be pertinent to point out that while the rise of right-wing leaders like Trump and AFD in Germany is cited as one of the reasons for this growing insularity, even left leaning leaders have been equally inward looking, when it comes to economic and trade policies. One thing which was common between Trump and Bernie Sanders was their economic policies, which found resonance with the working class.

Not just Trump

While Trump has emerged as the mascot of ‘insularity’ and economic nationalism, it must be pointed out that not just the US, but other countries which have benefited from immigration, to have tended to look inwards on important issues.

Australia, which has opposed Trump’s withdrawal from the Trans Pacific Partnership TPP and has repeatedly spoken in favour of an ‘open’ Indo-Pacific, has brought in some tough laws to oppose immigration. This includes the abolition of the 457 Visa (for skilled migrants), replacing it with a new visa program which is far more stringent, and will make it tougher for workers from other countries.

Commenting on the abolition of the Visa, Australian Prime Minister Malcolm Turnbull stated:

“The migration program should only operate in our national interest. This is all about Australia’s interest.”

The second point to bear in mind is that some countries have spoken vociferously in favour of trade agreements, and open borders, but have played it safe on important human rights issues and immigration. This includes not just Syrian refugees, but more recently the Rohingya Issue. If one were to take the case of ASEAN for instance, a number of member states including the Chair for 2018, Singapore, have argued in favour of economic openness, and were critical of the US approach towards TPP. Yet, they have been cautious on the Rohingya Issue, not wanting to rub Aung San Suu Kyi the wrong way.

Conclusion

In conclusion, there can  not be a selective approach, countries which seek to benefit from globalization, need to be open to immigrants and at times shoulder onerous responsibilities. After all, it is not just immigrants who benefit economically, but countries which they have migrated too also benefit from their skills and productivity.

Secondly, an enlightened, liberal agenda cannot just be restricted to economic issues, important human rights issues, can not be obliterated and must get the attention they deserve.

Third, it is pointless, to blame any one country or ideology for insularity, everyone shares collective responsibility for the same.

SteemFest interview

The first ever international Steemit conference was held on November 11, 12 and 13. I loved the positive vibe that radiated from the community and I enjoyed meeting people I have had known only from the Steemit online platform.

Steemit is a social network that looks quite similar to Reddit and that rewards people with the cryptocurrency Steem for blogging and curating content. SteemFest, consisting of 206 attendees, had a remarkable mix of people from different nationalities. They joined the event from 32 different countries including Russia, China, India, Japan, Panama, Lithuania, Cambodia, Mexico, and the US. There were also many female attendees, something that you don’t see often in other cryptocommunities. 35% were female and 25% were developers. The event attracted famous writers like for example Neil Strauss, bitcoin artists like Tatiana Moroz, and Ned Scott who is the co-founder of Steemit. I loved listening to people’s stories and how they got involved with Steemit. I met someone who lived together with Vitalik Buterin (founder of Ethereum) in Barcelona, a homeless person who tries to get by by living on the cryptocurrency Steem, and so many other interesting people.

A short note on two types of political structures

I just came across an excellent review by Herman Belz of a book on American history recently published by Nicolas Barreyre, a French history professor. The main thrust of the book Belz is reviewing has to do with American Reconstruction, but the theoretical thrust of the book is all about state-building and political economy. The whole article is worth your time, but I wanted to hone in on a particular paragraph that caught my attention:

In the 20th century, Progressive “living-Constitutionalism” dedicated to constructing a centralized administrative state […] undermined the Founders’ establishment of a territorial federal republic as the constitutional ground of American liberty. Americans were the territorial people of the United States. Sovereignty resided in the people of the state in which they lived as well as in the states united as a national whole. In the 21st century, the aspirations of Progressive statism reach beyond national borders to the conceit of transnational global authority.

In this paragraph Dr Belz draws a distinction between two political structures:

  1. a centralized administrative state
  2. and a territorial federal republic

The centralized administrative state is a much worse option than a territorial federal republic in Belz’ view (and my own), mostly because in the federal republic sovereignty resides in both “the people” and in the various “states” that have federated to form a republic (Belz suggests this made the United states “a national whole,” but I don’t think that’s true, largely because of Belz’ own description of what Barreyre calls “sectional” politics at the time, but I digress; see Michelangelo for conceptions about “the nation”).

The territorial federal republic is thus a bottom-up approach to a more inclusive, more open society, whereas the centralized administrative state relies on experts, many of whom are unelected and unknown, to govern public affairs.

Belz is largely correct in his summaries of these two political structures, but I think his conclusion (“the aspirations of Progressive statism reach beyond national borders to the conceit of transnational global authority”) misses the mark. This is not because he is right to suspect the Left of wanting to create and sustain a centralized administrative state with a global reach (i.e. the UN), but because he leaves out the possibility that a territorial federal republic can also have a global reach while still avoiding the pitfalls of morphing into a centralized administrative state. Belz is probably more conservative than I am, and hence more pessimistic about the chances of a “transnational global authority” being republican in nature rather than administrative, but I still think my argument is better…

Were Confucians the first internationalists?

Sheng [Hong] uses the term in this broader sense, so that we can say that tianxia zhuyi is the idea of a global civilization that encompasses a diversity of cultures. In fact, this interpretation matches with the historical evolution of the Chinese empire, which was a multiethnic body politic based on certain universal civilizational principles and artifacts such as the Chinese script.

It is essential why Sheng makes that distinction. He claims that globalism, which he considers to be a Western term, is actually violating basic principles of economic liberalism in opting for trade liberalization but containing international migration.

That is from Carsten Herrmann-Pillath, a Professor of Business Economics at the Frankfurt School of Finance and Management, in a chapter titled “Smith, Confucius and the Rise of China.” The chapter is in Volume 8 of The Adam Smith Review, edited by Fonna Forman, which in turn was a gift from Edwin to me. There is no mention of Mises or Hayek (or NOL!) in the bibliography. Herrmann-Pillath continues:

So, globalism is a conceptual framework which still builds on the conception of the nation state and hence economic nationalism […] Ideas about the transition from the ‘nation state’ to a new political order based on culture and civilization continue to flourish among Chinese intellectuals until today. (88)

Unlike Chhay Lin and Matthew, I don’t know very much about ancient or medieval Chinese political thought,  but I can buy Sheng’s argument. In fact, I’m surprised it has taken this long for scholars anywhere in the world to realize that certain schools of thought in an empire would be internationalist. What is more curious to me, though, is this “new political order based on culture and civilization.” Why not base it on the individual? It seems to me that basing political orders on hard-to-define terms like “culture” and “civilization” will only lead to major problems, such as cultural chauvinism, down the road.

A Quick PSA: Putting “boots on the ground” in Syria is still a dumb idea

Readers might be mistaken into thinking that I am some kind of statist or rabid interventionist because I often put forth arguments that are nowhere to be found at the Cato Institute or the Mises Institute when it comes to American foreign policy.

I have argued that the federation of countries would be a good idea. I have argued that multilateralism is of the utmost importance when it comes to solving problems. I have no problem using IGOs like the UN or the IMF to bolster diplomacy. I have entertained the notion that the US should take a back seat in hot spots in order to better bait autocratic states into committing blood and treasure to the said hot spot, and then unleashing hell. Sanctions are dumb and never work, but building closer trading ties with an adversary’s enemies is a underdeveloped path.

Statist AF, right?

Wrong!

I am trying to put forth alternatives to “boots on the ground.” I understand that military interventions are a bad thing. I don’t want “boots on the ground.” I understand that the costs far outweigh the benefits. I understand that war is the health of the state. What I don’t understand is how “doing nothing” is a libertarian position. Dogmatic slogans made us lazy a century ago. We lost our claim to the title “liberal” because of it. Dogmatic slogans made us lazy a century and a half ago, and we lost our claim to the title “internationalist” because of it. What will our laziness cost us today?

Boots on the ground? We should be so lucky.

From the Comments: A libertarian solution to Daesh (ISIS/ISIL) and the civil war in Syria

I have 3 scenarios in mind, and multilateralism is a must for all of them. 1) I’m still a proponent of recognizing the separatist aspirations of Mideast factions and introducing new, smaller states into the international order (haphazard though it may be). This was done after WWI but in the wrong manner. There was an international element to it then (UK, France, etc. working together), but there were also representatives of various Mideast factions at the table and they were ignored (the reasons why are many and I won’t delve into them here). This time, placing those Mideast factions on an equal footing with Western players (and Russia) is a must for things to work out.

2) North America has to perform a delicate balancing act now that Ankara screwed up. NATO has to stand strong against Putin’s public condemnations and tough talk and back Turkey in all public and behind-the-scenes forums. At the same time I would use Turkey’s mistake to initiate a new state in the Kurdish region, one that is not explicitly Kurdish of course but one that encompasses most of the Kurds in Syria and Iraq. Use the UN Security Council to do it; exploit Putin’s anger and get him to renege on his policy of not recognizing separatist aspirations because of the sovereignty argument. Then get him to recognize that a new state in the Kurdish region (that doesn’t change Turkey’s current borders) is more than enough revenge for shooting down a plane.

3) North America should get out of France’s and Russia’s way in Syria for the time being (this should be done in tandem with the diplomacy I advocate above). Let them work together and let off some steam. The two of them, with Assad’s help, might be able to destroy ISIS (neither Russia nor France is as careful as the US when it comes to civilians, and in this scenario their ruthlessness might be a plus for long-term peace; the fact that the US won’t get blamed for the violence is a big plus, too). Assad would then be able to stay in power, but this is a big MAYBE and he will have lost the the Kurdish part of the state (remember Russia helps with Kurdistan becoming a reality because it angers the Turks). With hundreds of thousands of dead people from all over the world and millions of displaced people, Assad’s record of incompetency will most likely force the French and Russians to find a way to push him out of office and usher in a new strong man (only a strong man can govern a state like Syria). While Paris and Moscow search for a strong man, the West should continue its policy of recognizing regions that want out of Damascus’s orbit; keep Russia in the loop on this. By the time Paris and Moscow find a new strong man, what’s left of Syria might actually be able to hold elections and have a government that is constrained by a constitution and the strong man won’t be needed.

3b) ISIS in Iraq: Recognize ISIS’s territorial claims in Iraq (the ones that don’t overlap with Kurdistan’s, of course). That’ll force it to actually govern and will bind it to international law. We’ll see ISIS quickly collapse, and in its place will be a small country that is war-torn but with manageable problems (unlike in a large state like Iraq). This new country would be free to join up with Baghdad again or it could choose to go its own way. There would be at least three states in what is now Iraq, a big step forward in a world that is more interconnected economically and thus less in need of a big bad military to fight massive, bloody wars over territory.

(I’d be happy to argue with others about how libertarian my argument is, too.)

This is from yours truly, in response to a question from Professor Amburgey about libertarian foreign policy. Is this feasible? Absolutely. Is it likely? No, but when has that ever stopped libertarians from using logic and history to debunk statist fantasies?

Libertarians try to build off of the individual when it comes to policy, which means their policies are going to be both internationalist and skeptical of the state’s ability to accomplish an aim. I think my short answer in the threads does this in a mostly competent manner. It’s a multilateral approach which eliminates any ‘central planning’ aspect, and it acknowledges both the process of the rule of law (however haphazard it may be) and the inability of large states to govern populations competently (thus my argument for decentralization – through the legal process).

Myths of Sovereignty and British Isolation XVI, Britain’s Significant Others: France and Germany (2)

The French, or at least the dominant part of its elites, together with a more ambiguous but largely assenting public opinion, sees the chance to maintain a large European role and an accompanying global role through the EU, using the EU to maintain the importance of French as an administrative language and the influence of France on European affairs without war, and ideally without aggressive winner-takes-all attitudes to diplomacy. It is a matter of reasonable debate whether this has worked well, it is not reasonable to think that France has given up on being France.

There is a strong steak of grandiose French ambition and memories of the more universal moments of the French state, under Bourbon monarchs who tried to dominate Europe, the French Revolution, and the Bonapartist Empire. Despite what some sovereigntist-Euroseptics claim, France is not obviously less global than Britain in its history or current attitudes. France had the second biggest overseas empire after Britain, there are many French speakers outside France, even though some parts of what was the empire have lost the Francophone legacy. France is just as much of a country of immigration as Britain.

The residual overseas territories from the empire are more integrated into the French state then the British equivalents are integrated into the British state. Of course Britain had the bigger empire, English is the more global language, and a global financial role lacking for France, but none of this makes France less of a country to some degree tied to its non-European legacies, or that France is less integrated and less nationally-oriented than Britain. In fact France looks a lot less likely to break up between component parts than Britain. The devolution of power to Scotland, Wales, and Northern Ireland is not matched in even the most distinct French regions and there seems little chance of any part of France matching Scotland in the success of a separatist party and near success of a separatist referendum.

The same applies to Germany. Germany has a briefer history as an important country of self-image construction for Britain than France, but the sense that Britain is more liberal than the Prussian-German state tradition and more patriotic than current federal Germany is a major factor in Britain. The sense that Germany has a less strong sense of national identity combines for British Eurosceptics, or alternates, with the sense that it is trying to dominate Europe.

There is no doubt that Germany has a more traumatic relation with its recent history than Britain, and that it is the leading country in the EU. Nevertheless, there is no sign at all of bits of Germany seceding, while there is every sign that German state rebirth through democracy and European identity has been a great success. The relations of Germany with the rest of the EU is a rather large question, but it is worth remarking here that most of the supposed German dominance and domineering attitudes in the EU is a mask for the hopes of other EU countries, on the French model, to improve themselves through:

  • institutional influence on Germany;
  • importing German fiscal discipline and associated economic successes through a common currency;
  • a willingness to put the burden of blame on Germany for tough policies resulting from the imbalances that emerged as a result of excessively low interest rates in the less robust Eurozone economies;
  • a preference for related ‘externally imposed’ German influenced reforms over exit from the EU and a reassertion of strong national sovereignty.

At the heart of these choices is the belief that Germany is too big to ignore and that where states have had difficulty in economic reform, institutional constraints designed in the hope of importing German economic success, within a system of pooled sovereignty, offer more hope of economic success than supposedly pure national sovereignty. This may or may not work for the best in the long term, but it is not an example of German aggression; and given that no one state has genuinely pure and absolute sovereignty, no one state can exist unrestrained by the attitudes of other nations and the international consequences of its own policies, so pooling of sovereignty with Germany should not be seen as unpatriotic countries surrendering an unvalued national existence.

Anyway, the sovereigntist-Eurosceptics who put forward, or rely on, the dangerous German domination claim, are themselves generally oriented towards an Anglosphere conception of an alliance between the UK, the USA, Canada, New Zealand, and Australia. This can draw on the enhanced levels of intelligence and security co-operation between these countries, along with the ‘Special Relationship’ between the UK and the USA that developed during the Second World War. The obvious issue here from a sovereigntist point of view is that the USA is very dominant in this relationship, whether that of the Anglosphere or of the ‘special relationship’. The language of the ‘special relationship’ has declined anyway in the UK, particularly since the invasion and occupation of Iraq. The reality has always been in any case that the USA has pursued close relationships with countries outside the Anglosphere with little if any common decision making in the ‘Anglosphere’. The Anglsophere idea also refers to ideas about law, which will be discussed in the next post.

The Lowest Levels of Love (with apologies to Dr Amburgey)

The Different Types of Love scale is a 40-item measure of loving feelings toward four different groups. Participants indicate agreement with statements concerning friends […], family […], generic others […], and their romantic partner […]

Results.

Table 4 shows that libertarians showed the lowest levels of loving feelings toward others, across all four categories (although the difference with conservatives on love for friends was not significant).

Interpretation.

Consistent with the results on the Identification with All of Humanity scale, the libertarian independence from others is associated with weaker loving feelings toward friends, family, romantic partners, and generic others. It is noteworthy that differences between liberals and conservatives were generally small (except toward generic others). Libertarians were the outliers.

You’ll always be my bro, though. These results come from a paper by a bunch of moral psychologists, including Jonathan Haidt. I’ve blogged about the paper before, in regards to intelligence. (Libertarians are smarter than conservatives and liberals, remember? It turns out that we are bigger jerks, too.)

My intuition tells me that this is an incomplete analysis, though (the paper’s authors say as much, up front, in the paper itself). It’s not that libertarians are less loving than conservatives and liberals, it’s simply that we show our love in a different way, most likely in a way that isn’t represented in the sampling process. Libertarians could not, for example, be the ardent internationalists that we are without some measure of “love” for humanity.

Here is an example of what I mean. Suppose I am walking down the street and I see a bum with a cardboard sign and a tip jar (a paper cup from Carl’s Jr). The bum is drunk, and a little stoned. I say to myself, “Damn, that guy is in a crappy situation.” I reach into my pockets to see if I’ve got some change or, better yet, a couple of cigarettes. I am comfortable in claiming that most libertarians – sans those raised on the Atlantic coast of the US – go through the same thought process. If I put myself in that guy’s shoes, anything more than what I spare for him becomes a nuisance to me. Does this make sense? So if I’m panhandling, and somebody tries to do more than give me their change or spare me a couple of smokes, they become a pain in my ass. Why would I want to be a pain in our hypothetical bum’s ass?

This same thought process can be attributed to family, friends, and romantic partners. We’re not being jerks, we’re respecting your autonomy. I know for a fact that this can be a shallow admission of truth for some to hear, but it’s the truth nonetheless.

The libertarian’s outlier-ness in regards to conceptions about love may explain why we have such a tough time politically. (Our superior cognitive skills, which prompts us to be more open to getting at the truth of some matter, also goes some way toward explaining why we fail politically, as politics is emphatically about avoiding the truth.)

Morality (“love”) is simply one of a number of different spheres of conception about how the world works (including, say, economics, history, or sociology). However, morality is often the only sphere that people can afford to use to make judgments about this or that policy or social puzzle. This is because the training that is required to understand more complex topics like economics or sociology is expensive (“time”) and hard to come by. So, for example, there are a number of explanations for why foreign aid to Somalia is bad. You can use historical explanations or sociological ones or economic arguments, but the first – and often only – line of reasoning used by most people is moral in nature. Thus:

Giving money to poor countries is morally wrong.

Not exactly a game-winner, right? Look at what a jerk you are. Should we, as libertarians, be spending more time explaining to others why we think the way we do?

Evolution, moral sentiments, and the welfare state: Many now maintain that multilevel selection created a sympathetic species with yearnings for social solidarity. Several evolutionary authors on the political left suggest that collectivist politics is an appropriate way to meet that yearning. Harrison Searles agrees on evolution and human nature, but faults them for neglecting Hayek’s charge of atavism: The modern polity and the ancestral band are worlds apart, rendering collectivist politics inappropriate and misguided. My post on American Senator Rand Paul’s recent remarks on Kurdistan elicited the following response from fellow Notewriter Michelangelo:

If a neo-Ottoman federation arises I suspect it will begin as a political alliance between Turkey and Israel. Perhaps such a federation will arise from the Mediterranean Union, who can know really. The two countries are already relatively close in interests and are, alongside a few of the Gulf States, the closest things the region has to secular liberal powers. The Turks at this time would not favor an independent Kurdistan though and I fear they might withdraw support for a federation if that was part of the package.

I think it would be easier to first form an Ottoman federation and afterward grant Kurds their independence within the federation.

It is hard for me to imagine the Arabs joining said federation either way. The Egyptian-Syrian Arab republic went nowhere. Part of me (an infinitely small part!) kind of hopes ISIS manages to defeat the Iraqi and Syrian forces and creates the core of a Pan-Arab nation.

I’ll let him have the last word here (be sure to scroll though the entire dialogue), but I just want to take this opportunity to stress the importance of thinking about the world in terms we might not be used to. The standard unit of measurement – for lack of a better term – for thinking about international affairs is the nation-state, but this way of thinking about the world has, like all devices humans use to make sense of their world, weaknesses as well as strengths. To my mind, as the world becomes increasingly interconnected thanks to liberalization, the nation-state becomes less and less useful as a tool for understanding human action.

What Michelangelo is doing here is thinking ahead of the curve; he is applying the notions of suprastate and substate to international affairs. A suprastate is an organization or union that is composed of various nation-states, such as the ones Michelangelo uses in his argument (i.e. “Mediterranean Union”). A substate is a region within a nation-state, such as Kurdistan or Scotland or Somaliland.

Often, especially in debates here at NOL, the notions of suprastate and substate are used in conjunction with the developing, or post-colonial, regions of the world. This doesn’t mean these notions can’t be applied to places like the United States or Argentina. Indeed, the US itself was created as a supranational union in order to combat the strategies of the British, French, Spanish, and various Native nations. If you can entertain the notions of suprastate and substate when you think about human action, you will be that much closer to advocating clearly for the free and open society (see this piece on the informal economy by Dr Gibson, for example).

A few further remarks on foreign policy and libertarianism

Brandon’s and Fred’s blogs make me want to write a few further remarks on the relation between foreign policy and libertarianism.

1. One should be aware that ‘the libertarian argument’ does not equal ‘comments about US foreign policy’. Libertarianism should be a theory for all people everywhere. Much of the debate on foreign policy among libertarians is about American foreign policy. The US however is the exception, in terms of capacity, defense budget, possible reach of its military operations, the number of military alliances, et cetera. One cannot just say ‘smaller defence’ is better for all countries, as this would entail that many small countries would not be able to defend themselves, and indeed many are not. Even most (rich) West European countries are unable to defend themselves without NATO.

This is not to say one should not criticize US foreign policy decisions, or argue against particular military interventions abroad. It does call for further thinking among libertarians about the position of a great power in world politics. I think, particular in a globalized world, it is too simple to say such a power should retreat as much as possible from international affairs. A power vacuum will be filled, and there is no guarantee this will be beneficial to the US or the West. Indeed, I suspect it will not be.

2. Also, there is not one ‘libertarian idea about international relations’, here it is useful and needed to distinguish a separate classical liberal position, as I have argued in my book on classical liberalism and international relations theory (see the covers to the right) and will further elaborate in Degrees of Freedom, my next book that will be published next year with Transaction Publishers. There are many differences, but a main one in this context is that libertarians argue for defense as self-defense, while classical liberals accept that countries are part of international society of states, which demands a more active role in some areas. Not least a role in maintaining a regional or global balance of power. I think that is completely in line with Hayekian ideas about sponataneous order (pdf).

3. Libertarians lack meaningful thoughts about the dynamics of a world which would (partly) be characterized by libertarian ideas. Most will accept that a peaceful paradise is unlikely to unfold, yet do not think much about the alternative situations. This gap must be filled to make the basic argument more convincing (or not of course).
