A Public Torture-Killing

What directly prompted this essay (actually, several years in gestation) is a barbarous act that took place on May 25th 2020 in Minneapolis, that was thoroughly filmed by bystanders, and that triggered several weeks of peaceful protest nation-wide, but also of arson, of looting, and of other acts of rioting. Here is a brief account of the event.

A white police officer, wantonly and unnecessarily smothers with his knee over eight minutes a black suspect who is already handcuffed. Three other officers – including two members of racial minorities – stand by or lend a hand. The victim is a man with one conviction elsewhere for a violent crime. He has illegal drugs in his system when he is stopped by the police. (The family-ordered autopsy did not negate this information.)

The officer has accumulated seventeen or eighteen misconduct investigations, one of which gave rise to a notice of suspension. (I don’t know whether he was actually suspended.) One non-police source well situated to know describes him as habitually using questionable force (choke-holds) He has been married to an Asian woman. (“George Floyd’s Life and His Killer’s” by Jennifer Levitz, Erin Allworth, and Tawnell d. Hobbs – WSJ 6/22/20.)

The murdering officer’s supervisor is the black chief of police of the city. The chief’s own supervisor is the mayor of the city, a white leftist Democrat. The state governor is a Democrat.

Although, the employer denies they did, it’s difficult to believe that the police officer and the victim did not know each other because they both worked security part-time for the same nightclub for several years. (What often takes place in and outside nightclubs unavoidably rises to my mind, of course.) I am asserting here that it’s not obvious to me that the crime is racially motivated, just because the perpetrator is white and the victim black. It may well be but the fact has to be established separately.

Within days, the officer who did the killing is arrested and charged with second degree murder. The other three officers are also arrested shortly and charged as something like being accessories to the alleged crime. The state prosecutor is a black deputy state attorney general. The federal Justice Department is conducting its own investigation that may result in separate charges and in separate convictions.

Federally mandated rules are such a that in both state juries and in an eventual federal jury, racial representation will reflect the relevant city’s racial composition. For my overseas readers who are addicted to 1960s American movies about racism in America, it means that there is zero chance that the officers will be tried by all-white juries, either state or federal, zero.

Two weeks later, a white Atlanta police officer shoots in the back a black suspect originally stopped for drunkenness who is both fleeing and pointing a weapon at him. This event adds fuel to the nation-wide fire of popular indignation, of course.

There were immediately protest demonstration against the first killing in Minneapolis that quickly spread to the whole country. A leading rallying cry in all was a demand for “justice.” This can be interpreted in different ways. Since the police officers involved were quickly charged and arrested, it must not be justice for George Floyd, the Minneapolis victim, specifically, that was demanded because everything our justice system allows was done promptly. What else can anyone want, Chinese Communist justice? (Charged in the morning, tried in the afternoon, executed the same evening.)

A partial but solid answer to the question, “justice for whom?” is that many claim that Mr Floyd’s death is a symbol, also a sample, of widespread societal violence against African Americans in general. The underlying implication is that in many cases – unlike in the killing of Mr Floyd – this violence is inflicted by parties unknown and probably unknowable (hence, the “systemic” qualifier) but specifically on the basis of race. This is like treating this horrible incident as the tip of an iceberg. Such treatment of course calls for an answer to the question: How big is the rest of the iceberg?

I need to detour here to remind the reader of what this essay is not about. It’s not about police brutality but about the possible victimization of African Americans by all, including the police. The USA has a serious problem of police brutality. I don’t mean the federal government, I mean states, counties and cities. So, in this country and proportionately, about ten times more people are killed by police every year than in France, for example. And, the French police is not especially pacific (as compared to the exemplary English police, for instance), and it frequently faces well armed gangsters, as well as terrorists. (An in-depth investigation of unpunished French police brutality aired by Envoyé Spécial on TV5 5/25/20 indicates that a parlous situation exists in France in that respect.)

Incidentally, most of the police practice reforms proposed by Pres. Trump in June 2020 make sense to me although I don’t understand how any of this is constitutionally any of the federal government’s business. I would wish in addition for an experimental temporary moratorium on the police use of choke-holds and a partial elimination of the qualified immunity police enjoy in most places in the US. In brief, I think that even when police brutality is self-evident -as I think is the case with the Floyd killing – a racial dimension must be demonstrated separately. I will show below with figures how necessary this injunction is.

Historical Guilt

What could induce enough guilt in numerous enough Americans to lead to an acceptance of the belief of racism without racists? I have in mind here, specifically, white Americans. For this relative outsider (again, I am an immigrant), the answer is obvious: white America has never really digested, assimilated the true story of the two and half centuries of unrelenting atrocities that was slavery. (Many conservatives demonstrate daily on talk radio that they have not.)

Evidence in support lies in areas where interest should exist but does not. So, for example, outside of professional historians’ circles, there is no discussion of the interesting fact that most black Americans are considerably lighter skinned than the African populations whence they originate. There is no discussion either of the related fact that the freeing of slaves on the owner’s death was so common in the antebellum South that several southern states made laws seeking to restrict and contain the practice as a public danger. One major reason that manumission was common was that it was how white owners could protect their slave children from beyond the grave. Stop and ask yourself what simple behavior might explain both facts. (Incidentally, some fiction readings have led me to believe that there exists some consciousness of the same facts in small southern towns. There, white people kind of know who are their distant black cousins.) I am referring to a long history of rape, of course. (I assume that property cannot give sexual consent.) Many white Americans know of slavery without really knowing much about it. I only spent one year in an American high school, long ago, but I remember that the one American history class I took had little to say about slavery. It was like painted over.

American public opinion of the left has largely adopted the systemic racism narrative since about the nineteen-seventies. It has been taught in nearly all universities since that time. Much progress in racial integration has also meant that many more whites now than then actually know some African Americans personally. This may prevent them from treating blacks in general with the indifference reserved for abstractions. Be it as it may this adoption of the systemic racism idea by whites on the current left is surprising because the adopters mostly vote Democrat and, historically, the Democratic Party is the party of both slavery and legal segregation. (Even more surprising, of course is the fact that African Americans themselves overwhelmingly vote for the same party with a charged racial past.)

Finally, and subjectively, the word “systemic” has a nice ring to it. It sounds sort of technical, or even scientific. Its very use is vaguely status-enhancing (I suspect some liberals are proud that they don’t confuse it with the more common, low-brow “systematic” but, that’s just me.) In the end, the word is intended to convey the abstract concept that racist actions take place even if no one is explicitly acting racist. That’s a valuable idea politically because it spares those who use it the exacting burden of demonstrating the existence of a guilty party and also the burden of convicting him or it.

The Vanishing of Personalized Racism

Not long ago, in my lifetime, racism in America consisted of tangible actions against members of a given physically recognizable group motivated by their belonging to that group. The actions could be individual, such as slurs proffered by a stranger in the street, or variously collective like a company’s deliberate refusal to hire members of a race, or the informal exclusion of members of a race by labor unions, or democratically produced legislation barring members of a race from specified public places, or even from some occupations. One major expression of racism was the separation of children in different and unequal schools according to race.

All these situations have one thing in common: someone, or an identifiable corporate entity is doing the racist act they describe. (I am leaving out racist feelings and racist attitudes and ideas on purpose both because I believe they matter little in the end and because I can deal with only one controversy at a time. Yes, there are attitudinal racists in the USA.) This fact, the identifiable presence of racially motivated actors as consequences for remediation of racism: Any doer of a racist action may possibly be caused to desist, through punishment, intimidation, or even education. The doers of racism in all these cases constitute clear targets for attempted social change.

The USA spent much of the second half of the 20th century eradicating the familiar forms of racism I exemplify above. Then, and in the absence of the traditional and familiar causal evidence, ideologists devised the concept of “systemic” racism. I think it means racism without racists. The absence of a defined evildoer and the replacement of conventionally defined racism by “systemic racism” was bound to produce a bifurcated response. On the one hand, some would shrug and think that if there is no evildoer, there is probably no evil. On the other hand, others will equally say, evil is pervasive; it can’t be pinned down precisely because it’s everywhere. It seems to me that the second position requires a suspension of critical judgment. This suspension in turn is well served by poorly defined emotions, such as diffuse collective guilt, and by wholesale ignorance of facts. I mean deliberate, strategic ignorance as well as honest ignorance.

Systemic Racism: a Rationalist Take (Part 1 of 9)

Foreword

This is a freewheeling and personal essay on the term “systemic racism.” It’s not an empirical study but it’s mindful of facts. It blends my observations as a rationalist with my frankly conservative leanings. I am a religiously indifferent conservative of the constitutionalist, small government breed. I judge representative government the very best we can do right now. As a conservative, I believe that only individuals matter and that they all have equal rights. The most important phrase for me in the American founding documents is “…and the pursuit of happiness.” It means that everyone can do whatever he damn well please, including things that I dislike. I distrust all systems.

I am a white immigrant from Europe. I have lived in the US for fifty- seven years, longer than most of the native-born. Thus, I saw – briefly – the last vestiges of legal racial segregation. I was in this country during most of the Civil Rights movement but too new to become involved. Later, I was an active opponent to American participation in the Vietnam War. My immediate family is composed of people of color for some purposes but not for most, including with respect to federal minority protection. I live in a part of California where there are few African Americans. I am pretty sure there is no local tradition of oppression of African Americans, no heritage of either slavery or of black racial segregation. This fact may induce a degree of blindness. In my area, something like 30 to 40% of the population is of Mexican origin. I would guess that most of those are recognizable as such. The rarity of demeaning jokes about Hispanics tells me there is next to nothing locally by way of ethnic tensions between Anglos and Hispanic.

I am a sociologist by trade, with a doctorate from a good university. I have a decent scholarly track record, as a sociologist, precisely. (See vita. The vita linked there is unusually thorough.) In spite of such credentials, I find the concept of systemic racism difficult to comprehend. Or perhaps, it’s because of those good credentials. Yet, as I have said, this little essay is not a work of sociology. It’s a rational but personal attempt to frame an issue – systemic racism – that is both salient and recurrent. Sorry: I had to introduce myself at some length for the benefit of those who believe there is no such thing as objective truth.

A Rare Civilized Exchange with the Other Side

I had an unusual experience yesterday and today, a civilized exchange with a liberal. It was on Facebook. I think it’s worth sharing, maybe only as curiosity.


Jacques Delacroix to S.R.S.: I am reading you and your accomplices between the lines. Is it true that you have trouble imagining any Trump supporter as reasonably intelligent, reasonably well informed, and well aware of Mr Trump’s rather obvious shortfalls? Just asking.

S.R.S. to Jacques Delacroix: Speaking only for myself: I don’t have trouble imagining that at all. It helps that I have maintained FB friendships with a number of them, obviously including you, but also others, some of whom I know (or once knew) in real life and not just on FB. I certainly understand that there are those out there who like tax cuts for corporations and individuals (even when slanted toward the already wealthy), who generally want to repeal government regulations on business, and who want highly conservative judges and Justices–all standard Republican fare and key accomplishments of the Trump administration.

I assume many of these conservatives are well aware that Trump has a “room temperature IQ” (quoting you, I believe, but I’m not positive of that), that Trump talks before he thinks (let alone consults with actual experts), and that his rhetoric borders on xenophobic and authoritarian. The mantra is: “don’t worry; he’s not DOING those things, and his talk won’t hurt anything; or at least it will hurt less than if a Democrat were in the White House.”

I’m deeply opposed on the policy positions, and I’m sometimes baffled by some typical conservative positions (e.g., deficits are anathema except when it is a Republican President), but I know there are intelligent people on both sides.

As I said (earlier in this post or somewhere similar), I’m more concerned than those conservatives about the long-term damage being done by the authoritarian and arguably xenophobic rhetoric coming straight from the highest office in the land.

And in general, I’m very concerned about the demonization of political opponents (“Cheatin’ Obama” is one case in point, or calling his political opponents and the reporters in the press “evil” people). Trump didn’t invent it, and the Democrats do some of it too. But I believe the rhetoric has grown exponentially under Trump (after all, a constant refrain of his campaign was that he would imprison his opponent), and I think it is highly corrosive to the possibility of genuine democracy. I am saddened, and scared, by the fact that most conservatives in power and their supporters on the ground either don’t see this as a problem, or see it as less concerning than the possibility of a moderate Democrat in the White House.

Jacques Delacroix to S.R.S. Thanks for taking the trouble. I recognize most of what you are saying and I even agree with some. Certainly, this includes the deficit spending pre-dating the epidemic. Mr Trump is certainly not my idea of a good conservative. (More on this below.) I am baffled by your description of him as authoritarian. He has used executive orders much less than his predecessor. (“I have a pen and a phone.” Obama) He has not bragged about doing so. He has not tried to circumvent the constitutional order. (Whatever he has said, including recently, he has not tried.) I am open to instruction on authoritarianism. It really matters to me. There is nothing I detest more. But, please, limit yourself to deeds; I already know about the logorrhea. As for his being “xenophobic,” it’s one of those political correctness inspired statements I suspect is devoid of meaning. I am obviously a foreigner. “Yes but you are white.” My wife is a woman of color. She voted for him; she will again, without compunction. I feel (feel, don’t know to corroborate it) that your distaste and that of your tribe, and shared by some Republicans, is something else, something like caste rejection. I stated that Mr Trump is not my idea of a good conservative. In this connection, I, but also you, are faced with the following two quandaries about the functioning of our political institutions.

First, how could Mr Trump -with his obvious personal shortcomings – have so easily triumphed in a field of 18 other Rep. candidates, most of whom looked viable? In this connection, I think his ascendancy among blue-collar workers needs to be explained. The Dem Party should do the explaining.

Second, how could the Dem end up producing the enormously damaged good that is Mrs Clinton in 2016. (I know you don’t appreciate name calling, but she is obviously a major crook, in my book.) How could the higher ranks of the Dem Party openly scheme against Sen. Sander? (He is a man I know well because I used to be him, when we were both 25.) I think he is a little dumb but no doubt honest. Plus, his program was clear. He would have given Mr Trump a run for his money, including among people like me who are used to choosing between the lesser of two or more evils. Furthermore, how can the Dem Party, only three years later, come up for a candidate with the mental shipwreck that is Mr Biden? This is downright strange. Conventional explanations just won’t do. As I explained recently [hereBC] , I smell a rat, here again.

PS I don’t think I said that Mr Trump had a room temperature IQ because I don’t believe it for a second. Rather, I must have attributed this belief to liberals. PS2. There are different kinds of name calling. Mr Trump’s schoolyard variety is entertaining and rather innocent as compared to everything else. If it makes his adversaries lose their cool, that’s fine with me. In the 19th century, there was an inspired politician who claimed that his opponent’s sister was a “Thespian.” I like that. Thank for your attention.


S.R.S. declined to pursue this further. He mentioned two books.

The Biden Rat

I don’t like the crucifixion of poor old Joe Biden (who denied everything today – finally). This, for two unrelated reasons.

First, during the Kavanaugh hearings, I answered firmly the question, “Do women lie?” Yes, some women lie some of the time (as absolutely anyone, male or female, over six well knows.) Do some women lie about sexual harassment? My answer, based on intuition but fed by some experience is also, “Yes.”

I am not changing my mind because it would be convenient to do so. Mr Biden’s accuser deserves to be heard; Mr Biden deserves the civilized presumption of innocence.

Second, and much more importantly, I smell a big rat. I doubt that Republicans would under their own power, resuscitate the charge against Mr Biden because those who live in glass houses…. Rather, I suspect (without proof so far) that there is a concerted effort from the higher ranks of the Dem party to disqualify Mr Biden.

I imagine they have finally understood what a miserable, pathetic candidate Mr Biden is. (For one thing, it’s unthinkable that he could debate Mr Trump on TV.) I think they are engineering a coup, a way to get rid of him, and to replace him at the last minute with someone nobody selected in a primary process. A few names come to mind beginning with Mrs Clinton who is still owed a presidency, somehow.

Or, it was the plan all along and the Dem elite never meant for Mr Biden to be President. Does this sound paranoid? For sure but, do you remember what happened to the Sander candidacy in 2016. Anyone who would have predicted this sort of machination in 2015 would have been called paranoid. I would have joined in.

I am disturbed both by the sheer evilness of what I think is going on, and by the likely noxious consequence for the election. I don’t especially wish for Mr Trump, preoccupied by persecutions with an illegal and an immoral basis (we now know) throughout his administration to be forced to pivot at the last minute and have to face a more vigorous opponent for whom he is not prepared.

Those Republicans who gleefully join in the prosecution/persecution of Mr Biden are not thinking clearly.

The World Health Organization Revisited; Individual Rights

Two things today (4/17/20). First, there is a vast misunderstanding of the World Health Organization around the US. (WHO) It’s been promoted unwittingly by the President’s own seeming ignorance.

WHO operates on two different gears. In times of crisis, like now, it’s usually found wanting. That’s because the top of its hierarchy takes over at such times and the top is composed of political appointees. Their appointment is the object of backroom negotiations between various Third World tyrants, China, and others, included the US, who are usually distracted. The current head is an Ethiopian communist. How did that happen?

Most of the time, the work of WHO is performed by professionals with no strong or visible political inclinations. With them, WHO managed to practically eliminate the scourge of small-pox, to reduce greatly the reach and danger of malaria. WHO has also been the main force behind campaigns of vaccination, including in areas where strong resistance exists. (No, I don’t mean loopy Santa Cruz, where I live; I was thinking more of Pakistan.) The pennies WHO costs me personally each year are undoubtedly one of the best investments I have ever made, its recent missteps notwithstanding.

I think, and I hope, that the president’s suspension of the major American contributions to WHO is only a pleasantly devious way to get the head of its head.

Second topic. For what it’s worth, here are the two things that triggered me to make the C-virus second fiddle in the concert in my mind. First was, the prohibition on surfing in Santa Cruz. Now, I am a water man but I never surfed and my surfing days would be quite behind me anyway. That prohibition demonstrated the sheer irrationality presiding over such decisions. And the panic among officials. Alternatively, as several FB friends have pointed out, the prohibition might have been a hypocritical way to keep “outsiders” out of Santa Cruz. That would have been a gross abuse of power: Punish me for the evil others might do which the authorities probably don’t have the right to repress anyway. (Go ahead, speak it aloud.)

The other thing that turned my head around was the growing impression that governments at the state and local levels were demonstrating a royal contempt for civil rights. The prohibition of surfing in my town was a first signal. (See above.) Then I began to realize that denials of civil rights were happening all over this great country. This very morning, Rush Limbaugh played a recording of the governor of New Jersey declaring that questions about civil rights were “above his pay grade,” a governor of a large state. (And his political affiliation is…?)

What worked most into the deep recesses of my lazy mind were the mention of several prohibitions of religious gatherings in different parts of the country. Yes, they sounded reasonable, sort of, in health terms. And, yes I am an atheist (even though I actually am in a foxhole). But look, the First Amendment does not say, ” …except when there is a risk of sickness.” And, if you disagree you should openly ask for a suspension of the Constitution and let those who ask for and implement it eventually pay the political price.

There can be no unspoken exceptions to the constitutional democratic order. Can there be?

Last Time You Heard of “Flattening the Curve”?

We were told that many or most Americans workers had to be idled to “flatten the curve” of contaminations. This means simply that it was desirable to avoid having a sudden upsurge of people infected so that hospitals would not be overwhelmed. Officials – including the president and the Gov of California, Nancy’s nephew – never gave us any other reason for confinement.

Notably, limiting the total, final number of contaminations was not the reason. Instead, and since no vaccine is in our short sights – herd immunity will save us. But the slower the rate of contamination, the later we will enjoy herd immunity. Thus, a policy of confinement may cause more deaths that it avoids. I am not saying it’s the case; I don’t know. It’s just plausible based on the info I am given, including by my government(s).

Well, I am reasonably sure that to-date, C-virus patients have not overwhelmed American hospitals except in New York City. How do I know? The end-of-time loving, Trump-hating media would make sure I would know it if any American hospital were in a catastrophic situation caused by an unexpected influx of patients. That main danger seems past. It does not mean that individuals should not take common sense precautions, including social distancing. I know I do (but I am old).

In the meantime, the American economy is undergoing an unprecedented disaster; I mean, unprecedented in my lifetime. No mystery: When people don’t work, wealth is not being generated. The solution to this problem is as obvious as it seems: More people have to go back to work. In this connection, I think it’s time to discuss something that should also be obvious: Working at close quarters leads to contamination, and thus, for some categories of the population, to death. Economic contraction leads to sectorial poverty which also kills people. Panic also kills people: surgeries and other medical interventions are being re-scheduled all over the country. No doubt, patients are dying as a result, indirect victims of the pandemics. (And many doctors are complaining of loss of income.)

Who should go back to work? A is always the case, this issue must be resolved as close as possible to those most directly concerned. In this case, it’s the employees themselves and their employers. This principle does not necessarily lead to the wisest decisions; it makes bad decisions less consequential than would be the case for decisions taken by government at the federal level. It makes rolling back bad decisions more likely.

During all this confinement period, my fellow-citizens’ general submissiveness horrified me. (I had two postings on this.) It seems that submission is over. There is a mass automobile protest going on in Lansing, Michigan as I write. It’s directed at the governor of that state, an extreme example of schoolmarmism gone mad. (“Why do I have to do it?” “Because I say so!”)

By the way, if you fear the rise of America fascism, don’t look for guns, look for ballpoints.

Authoritarianism in Tiny Steps

All the power in both the County and the City of Santa Cruz (where I live) now resides in the hands of a County health official. Yesterday, she just closed all parks and all beaches in the county for at least a week. She had the courtesy to post a long letter explaining her reasons.

The letter contains this gem: “…too many of us were visiting the beach for leisure rather than recreation.”

I just can’t figure out the distinction. I am sure I don’t know when I am enjoying leisure from when I am recreating.

Now, I have been using the English language daily for about fifty-five years; it’s my working language; I write in it; I read at least a book a week in that language. Nevertheless, I don’t get the distinction. I even tried the old trick of translating the relevant phrase into my native language, French, like this:

Trop nombreux etaient ceux, entre nous qui se rendaient a la plage pour y jouir de leurs loisirs plutot que dans un but de recreation.

Still don’t know what the difference is!

The problem with George Orwell, the poor man’s libertarian theoretician, is that he keeps cropping up not matter how hard I try to shut him out of my mind. Way to go George! You were on to something.

Addendum the next day: I almost forgot. The county of Santa Cruz also explicitly forbade surfing (SURFING). Now, surfers hate even gliding past one another. They don’t congregate. They are sometimes suspected of attempting murder to get more space on the waves.

Two explanations come to mind for this strange interdiction. First, this is a devious way to stop many young people from nearby, very populated Silicon Valley to come over to Santa Cruz and enjoy their forced vacation on the waves. Or, second, this is an unconscious expression of the puritanism that always accompanies petty tyranny: Times are hard; you may not enjoy yourself, period!

Damned Models and Cutting off the Chinese

I have a good eye for what ought to be there but isn’t. Don’t congratulate me; it’s a natural talent. I am retired so, I usually spend hours listening to the radio, reading newspapers and, watching television and, (Oops) on the internet. Nowadays, I do more of the same.

Today’s lecture is going to be a little longer than usual, on the one hand. On the other hand, there will not be a test. Bear with me; it’s going to be worth it (if I say so myself).

The first thing that’s missing from the endless and frankly a little sickening commentary on the C-virus epidemic is a good explanation of what’s a “model.” I mean the kind of models that are being blamed a little bit everywhere and especially in the conservative media for seemingly wildly inflated predictions (of infections, of deaths, of anything connected to this illness). Just from listening to talk radio, I think that some, or many, believe that with “computer models,” computers actually do the thinking instead of people. It’s not so.

The second thing missing is a clear description of the downside of national economic self-sufficency that appears so tempting now that we are extra-sensitive to both the comparative incompetence of our China-based suppliers, and to the possible ill-will of the Chinese Communist authorities.

First, first: a model is logically pretty much the same thing as we do when we say, ” On the one hand, on the other hand.” That’s as in, “One the on hand, If have saved $20, I will buy a nice cake; on the other hand, if I manage to save $200, I will look for a good used bike.”

The problems are: 1 that we have only so many hands; if we had one hundred each, and remembered each, we could produce mental models that cover more possibilities; 2 that we are not agile at combining possibilities, like this: “If the third hand and the fortieth hand are combined with the fifty-first then, this will happen.”

Models – designed by humans working slowly – can be entered into computers with many values and many combinations of values to tell us what would (WOULD) happen if… That’s all, folks.

Don’t blame the models, don’t blame those who build the models, in this capacity, rather, blame those who don’t do the needful to explain to decision-makers what actual models do and don’t do. (It’s true that they are often the same as those who actually construct the models but in a different role.)

Also, blame American universities and colleges that should have been in the business of teaching this stuff to all students since the late sixties and that have only done it for a tiny elite minority. A big missed opportunity. Even high school students could learn, I believe.

Second undiscussed issue. Under normal circumstances, self-sufficiency has a certain intuitive appeal: Let’s not count on others because they might fail, or fail us and, at any rate, distance makes the best linkages vulnerable. Now that we worry about running out of essential medical supplies made in China, now that we fear a shortage of the raw materials that go into our medical drugs, our intuition seems broadly vindicated. It did not help that a highly placed Chinese Communist official actually threatened the US aloud, about a month ago, with withholding medications. (I am guessing he is not going to have a happy retirement.)

Much about our intuition is correct, of course. As I never tire of stating (wittily, if you ask me), we should not count on steel deliveries from China to build the naval ships we would use in a war with China. The steel deliveries might be too late.

That’s on the one hand. On the other hand, there is a downside to national self-sufficiency. It violates the general principle that specialization makes for efficiency. Just imagine that you had to grow all your own grain, harvest it, mill it, raise your own cattle, slaughter it, butcher it, skin it, preserve the meat, treat the skins (and cut and sew clothes out of them). You would do a bad job of some of these tasks, at least, possibly of all. You would have much less to consume than is true now. You would be poor.

And that’s the downside: National self sufficiency is a sure path to poverty. I am not speaking of small differences but of big ones. I remember clearly when the cheapest hammer at the hardware store cost $20, five years later, the cheapest hammer cost only $5. What happened in between was expanded imports from China. (Don’t even begin to talk about quality; the difference among the cheapest items of a kind is largely illusory anyway, or much exaggerated.) And if you think this is a special case, ask your self if the Canadians – who love bananas – should grow their own in the name of self-sufficiency.* (For an expanded view of international trade, see my series of articulated short essays beginning here: “Protectionism; Free Trade, Step-by-Step.”)

Here again, American colleges and universities deserve strong blame. First, many don’t even require a course in economics to graduate. One of the best undergraduates I have known personally, an honors students who is now very successful in her career, never heard a single lecture on anything pertaining to economics. Second, economics professors, by and large, do a piss-poor job of teaching international trade. Across 25 years of teaching in a business school, I have met a fair number of good MBA students who had taken three courses in international trade and still did not see the possible downside of self-sufficiency. So, this simple idea is not widespread among the educated populace. It’s not well anchored enough in the opinion media for many to push back intelligently against the wave of demands that the US minimize its dependency on what we obtain from abroad in general. (A national policy designed to induce American companies to source in Vietnam, for example, rather than in China is a different and defensible proposition.)

So, here you have it: Models are not to blame, confusion about them is; economic self-sufficiency is the road to poverty though it might be worth it. Knowing these two things does not prevent us from taking action collectively. It makes for more rational action in these irrational times.

* Those of you who received a decent education in economics might wonder here if I have just dealt improperly with the topic of Comparative Advantage. I haven’t, I have not even begun.

Coddle the Old, Spoil Them; Everybody Else, Back to Work!

I am more worried by the day about the economic consequences of the current isolation policy intended to change the shape (not the numbers) of the corona-virus epidemic in America. This, in spite of the a large infusion of (national debt) money, that I would approve regretfully if it were my sole decision. (Note: I am not an economist but I have been reading the Wall Street Journal daily for thirty years. I am also a scholar of organizations including businesses.) What inspires most of my fear is that the issue of small-scale entrepreneurship is seldom discussed, as if it did not exist.

I believe that the larger businesses, those that survive the current crisis, may well come back with a roar (as the president seems to predict for the whole US economy.) The problem is that small businesses, restaurants, but also dry cleaning establishments, hair dressers, bookstores, and the like, have short financial lifelines. Many must be dying like flies, right now. It will be difficult or impossible for them to make a comeback once the health emergency is gone. Also we can’t count on fast replacement of those failed business by new entrepreneurs. The collection of small business that accrued over many years at a particular location is not going to be replaced in the course of a few months, I think. (Yes, I know something about this topic. Ask me.)

All the above, in spite of large infusion of my granddaughter’s money by the federal department. (She is 11.) And, repeating myself, I would do it too if it were my decision, but regretfully.

The ruinous strategy of idling much of the workforce could have been avoided and could still be modified quickly, it seems to me. The alternative solution would be to confine all the sick and most of the aged, and to keep children out of school (because they are veritable cesspools, as everyone knows).

Everyone else would be invited to go back to work by agreement with his employer. Some financial dispositions should be offered at state’s expense to help parents who lose income because they must stay home to care for their children. Under such conditions, the economy would grow again and many irreplaceable small businesses would survive. Sweden is currently trying something like this policy. That country never ordered most people to stay home. I hope this experiment stays in the news. It may not because the liberal media are afraid of rational responses and of responses that don’t proceed from panic.

I only know two people who have consistently advocated for an American policy and a California policy of confining only the old and the sick. The two are myself and Jimmy Joe Lee, a singer composer musician from Boulder Creek, near Santa Cruz. Both of us are old dudes. We are both close to the center of virus’ target. I am 78 and Jimmy Joe may be even slightly older. (OK, let the whole truth come out: He is taller, straighter than I am and a much, much sharper dresser.) I am just pointing to the obvious: neither of us is speaking out of selfishness.

Now, let’s imagine the old are confined from, say, the age of 65, even 60. First, some of them wouldn’t even know anything has changed because they don’t go out much anyway. For the rest of us, all you would have to do is serve us promptly two hot meals a day. They would have to be of gourmet quality. That would be easy to achieve because so many expensive restaurants are idle and hurting. It would be a nice touch if the meals were brought and served by a youngish woman wearing a short skirt. We may not remember why we like it but we do. Yes, and speaking for myself and I am sure, for Jimmy Joe, don’t forget to send along each meal a couple of glasses of really, really good old wine. I assure you that however extravagant you went with that last component of our confinement regimen, it would be a lot cheaper than what you are currently doing. At least, promise to think about it.

The Vexing Libertarian Issue of Transition

I have appointed myself an old sage to the world. When your knees are creaky and every snotty eighteen-year-old treats you patronizingly, the least you can do to compensate is award yourself wisdom. Anyway, long story short, it’s a good excuse to spend much time on Facebook. I feel I am rendering a public service. I am continuing my teaching career there. It’s unpaid but the conditions are much better and all the students actually want to be in class.

Of course, it’s also true that Facebook is addictive. It’s not a bad addiction. For this old guy, it’s almost incredible to have frequent conversations with an MD in Pakistan, my niece in India, an old girlfriend in Panama, a young friend’s wife in Japan, and of course, many different kinds of French people. I even have a Facebook friend who lives in the mountains of Algeria; we have lively talks in French. Recently, a young woman who described herself as a Myanmar village girl reached out. (I know what you are thinking but if she is really one of those internet sex trolls, I salute the originality of her marketing strategy.) At all times a day and night, I have at least one Facebook friend who is not asleep. It’s pleasant in these days of confinement.

The same confinement, perhaps, slows me down and makes me more likely to tally up everything. As a result, a new impression has pierced my consciousness. Expressing contempt for democracy seems to be in vogue among people who identify as libertarians (with a small “l,” big “L” Libertarians have nearly vanished from my world. It could just be me.) This contempt reminds me that I have been asking the same question of libertarianism for now about fifty years, all with not much success.

I refer to the question of transition. I mean, what is it supposed to look like moving from wherever we are, in terms of governance, to a society with a drastically diminished government interference in individual lives? I have been receiving evasive answers, answers that don’t make even superficial sense, and swift escapes effected by changing the subject.

Let me say right away that I am not looking for a crushing reading assignment (a common punitive, passive-aggressive maneuver among intellectuals). Mine is a simple question. One should be able to sketch a rudimentary answer to it. Then, it would be up to me to follow through. Then, no excuse!

To my mind, there are only two extreme transition scenarios. One is the Somali scenario. The state falls apart under its own incapacity to limit internal aggression. It disappears or nearly so. When the point is reached where government authority extends only three blocks from the presidential palace to the north and east, and one block from the south and west, you pretty much have a stateless society. Goal reached!

The second scenario is a gradual change from the current “democratic” arrangements. I mean by this fair and reasonably honest elections followed by a peaceful transfer of power. I mean freedom of expression. And, disturbingly, this also includes courts of law. This is disturbing because courts without enforcement of their decisions are not really courts. This fact implies the threat of coercion, of course.

Now, I can imagine a situation like right now with the Corona Virus epidemic when governments (plural) demonstrate on a large scale their inability to do the obvious. The citizens often react to this sort of demonstration by asking for better and more government. However, it does not have to be that way. The combination of wide communication through the internet and – like now – of enforced leisure – may switch the dial. It’s conceivable that large numbers will get the idea that government that is at once heavy-handed, expensive, and incapable is not a good answer to much of anything. With that scenario one can imagine a collective demand for less government.

Strangely, this sort of scenario may be on display in France now, as I write. Well, this is not so strange after all. A deeply statist society where govt absorbs 55% of GDP and up may be exactly the best place to figure out that more government is not the answer. From this thought to the idea that less government may be the answer there is but one step. My intuition though is that it’s a big step. That’s because few people understand markets. No one but a handful of college professors seems to have read the moral philosopher Adam Smith. (Tell me that I am wrong.)

So, I would like for those who are more advanced than I am on this issue of transition (a low bar) to engage me. I am not interested in the same old ethical demonstrations though. Yes, the state is an instrument of coercion and therefore, evil. I already know this. In the meantime, the First Amendment to the Constitution of the United States does a fair job of protecting my freedom of speech, my freedom, of thought, my freedom of religion. I am not eager to leave this behind for the complete unknown. Are you? Why? How?

I stopped French kissing. (Coronavirus alert!)

About 40 US deaths so far. The French have double that with 1/5 the population. My skeptical fiber is on full. Still I am washing my hands. When I run out of rubbing alcohol, I will use cheap brandy – of which I have plenty, of course. Oh, I almost forgot: I have decided to stop French kissing completely if the occasion arises! Extraordinary times require extraordinary measures! Count on me. I am wondering what the libertarian response should be to this public crises (plural).

My Political Paranoia on Speed

I gave myself a little time to react to the Super Tuesday Democratic Party primary results (in the US). I wanted to examine my own head and my own heart first. Incidentally, I don’t feel shy about spouting off today. The professional pundits have proven again that they don’t know much of anything.

V.P. Joe Biden came up from behind in an astonishing sweep of several states. First, I don’t know how it happened. It’s credible that the heart of the Dem. Party was always sort of moderate although we were misled by the hype about socialist Sen. Sanders. Second, it’s possible that the Dem leadership, national and local, worked double time toward an unlikely Biden victory. All the same, it remains hard to believe.

I have two fears, a little one and a big one. The little one first: Should VP Biden actually get the nomination and should Pres. Trump agree to debate him, I am afraid he, Mr Trump, will not be able to restrain himself, that he will bully Mr Biden on stage, even make him cry. That would be a disaster big enough to guide tender-hearted undecided voters away from the president. In a close election it might just make the difference.

Now, about my second fear, but let me start with a reminder. Those who know me a little are aware of the fact that I don’t readily adopt conspiracy explanations (of anything). I also have a record of keeping paranoia at bay. Ordinary human folly and bad luck explain almost everything I don’t like. This time is different.

It’s almost impossible to not see what I see: Mr Biden is not capable of being president. He is too old to sustain the stress. He is too mentally fragile. The fact that he gave a decently coherent victory speech Tuesday night does not modify much my opinion. Mr Biden and I are the same age and I am well aware of the short term miracles that pharmacology can produce. (And by the way, I don’t make much of the fact that he briefly confused his wife for his sister. That may just have been a shout out to Rep. Ilhan Omar.) Moreover, Mr Biden is corrupt if not directly, for his relatives. Corruption and senility make an explosive mixture.

So, if the Dem apparat is aware, it may never have to worry about Mr Biden’s ability to govern, or not for long. If he obtains the nomination, the Dem elite will produce yet another Clinton miracle. Hillary Clinton will become the VP nominee. If they win, soon after President Biden’s inauguration, he will retire informally, or even formally. Ms. Clinton will then at last have the presidency that is owed to her.

Alternatively, the Dem elite is not cured of its identity obsession and confusion and it will choose as a V.P candidate, the low-achieving, snobbish, and anti-American Michelle Obama. Same scenario except that the occult Dems will exercise even more power.

Tell me I am crazy. Please.

One good thing has come out of this 2020 Dem. primary: The myth has been put away for a while that one can buy an election, at least as directly as Mr Bloomberg tried to do. He may yet try to buy if for Mr Biden, of course.

The Real Meaning of Christmas

…Jesus Christ matters a great deal for this atheist. For Christians, Easter, the Resurrection, is the big date. For us it’s Christmas. When someone wishes me “Good Holidays” in my simplistically minded libprog town, I respond with a cheery, “Merry Christmas.” I don’t do it just to be churlish (though I wouldn’t put this beyond me). No, I mean it.

What happened in Bethlehem is that God became a human, completely, with a conventional birth and all, and a regular upbringing.* This is not another small unimportant religious tale. In time, it’s a world-changing myth.

When God is man, we are only one step removed from Man becoming God. In the long run, it’s the beginning of the end of our collective submission to an often savage Bronze Age divinity. It took about 1500 years but it did happen and only in the parts of the world that had been Christian (plus, maybe, in Japan. Why in Japan? Beats me!).


* By the way, the doctrine of the Immaculate Conception is not what many people think it is. I keep hearing the mistake on the radio. (It takes an atheist to help with Christian theology, N.S.!)
