Liberalism Unrelinquished: Some Tactical Thoughts

Today is #LiberalismDay. My friend Dan Klein of George Mason University along with his colleague Kevin Frei have launched a project called “Liberalism Unrelinquished.” An impressive list of economists and others have signed their petition which declares that they “affirm the original arc of liberalism, and the intention not to relinquish the term liberal to the trends, semantic and institutional, toward the governmentalization of social affairs.”

Other bloggers will presumably rehearse the tale of how that storied term lost its original meaning, at least in the U.S., as it has been appropriated, since at least the 1930’s, by statists.  (Example: George Leef’s fine piece). I just offer a few thoughts on some tactics that may be appropriate to this battle.

  • We must stop using the word liberal to denote present-day statists. This should be easy since they themselves have largely abandoned the term in favor of “progressives.” (Note that modern progressives hate progress of the material sort more than anything. That’s an issue for another time.) I have nothing better than “progressives” to denote these folks except perhaps a qualified “so-called progressives.” I hope “governmentalists” doesn’t get started. That would be too big a mouthful.
  • Speaking of which, there must be a better term than “governmentalization,” another mouthful. Perhaps just “government takeover” which is more forceful and easier to say.
  • “Liberalism unrelinquished” doesn’t exactly roll off the tongue either. How about “liberalism restored?”
  • Our task will often be easier if we say “classical liberal” rather than just liberal.
  • The term libertarian has entered the mainstream of U.S. politics. We should take advantage of this progress. We can use phrases like “the libertarian position, or as I like to call it, the classical liberal position …”
  • We must understand the price we pay when we call ourselves or our positions “liberal” or “classical liberal.” The price consists in the time and energy required to make clear to our audience what we mean when we use the term. Whether the price is worth paying depends on circumstances.
  • In academic writing, speaking, or debating there is usually sufficient time to preface our arguments by explanations. Attention spans are long enough that the price paid for explaining why we say “liberal” will not be significant.
  • The last place to take this fight would be political campaigns or debates. Attention spans are minute, audiences are unsophisticated, and we will just confuse people by using the term in its classical meaning prematurely. We can, however, try to disavow the tired old “liberal-conservative” spectrum that is currently entrenched in the media. “I’m aTime permitting, we could say classical liberal, and that means I agree with conservatives on some issues and with progressives on others. All my positions are grounded in the notion of liberty.”
  • In letters to the editor where every word counts we can say “libertarian (or classical liberal)” or the other way around.

I congratulate Dan and Kevin on the response they’ve gotten so far and I hope the momentum continues.

Imperialism or Federalism: The Occupation of South Korea

A recent op-ed in Foreign Policy highlights South Korea’s very successful rent-seeking campaign in regard to US military services:

When it comes to taking charge of coalition forces here on the Korean Peninsula, South Korea has been a little gun shy. South Korea and the United States this week are celebrating the 60-year anniversary of an alliance forged after the Korean War; there were two parades, a big dinner, video retrospectives, and a lot of talk of katchi kapshida (“we stand together”). But after decades of confidence-building joint exercises and billions of dollars in military assistance, it’s time for the South Koreans to step up and assume what’s called “operational control” of all forces stationed here if war should break out. The problem is, the South Koreans aren’t quite ready.

This brings out two interrelated but distinct trains of thought in my mind. First, it destroys the arguments, found on the hard Left, about a brutal US imperialism in the region. Seoul has made a US military presence on its soil a top priority for sixty years now. This has been the case during the autocratic period and it is now the case for the democratic one as well. A state cannot have a brutal presence in another state’s territory if the latter state continues to make the former’s presence a top priority.

Second, this is not to say that the US is not imperialistic. Here is how Merriam-Webster online defines imperialism: “the policy, practice, or advocacy of extending the power and dominion of a nation especially by direct territorial acquisitions or by gaining indirect control over the political or economic life of other areas.” With this useful definition in mind, South Korea’s rent-seeking necessarily brings up anti-imperial arguments from the center and the Right; namely, that South Korea is taking US taxpayers for a ride (the Cato Institute has done some especially good work on this topic).

So here are the relevant circumstances: the US military is currently on the Korean peninsula, and it is fairly entrenched, and the South Koreans overwhelmingly want it there, and US citizens don’t seem to mind all that much the presence of their military along the 38th parallel. So what exactly is the problem? Why is Foreign Policy, a traditionally interventionist publication, highlighting South Korea’s rent-seeking now? The answer, I think you all know, is government gridlock. Notice first how gridlock is not necessarily a bad thing. It forces Americans to reassess their priorities and to make tough compromises.

Libertarians have long called for Washington to withdraw its troops from South Korea (and correctly so). Among their grievances are the aforementioned rent-seeking tactics of the South Koreans, the unnecessary expenses that accompany such arrangements, and the fact that a US military presence causes unnecessary problems with China and North Korea.

Given the costs and the unnecessary dangers associated with occupation, I am in full agreement with libertarians. However, given the four circumstances mentioned above, I think there is a better way to go about pursuing a more just situation: federate with each other. By federate I do not mean that Seoul should send two senators and X number of representatives. That would be extraordinarily unfair. However, if the 17 provinces in South Korea each sent two senators and X number of representatives, justice would be achieved.

The objections to such an idea are numerous. They include political, cultural and economic angles, and none of them ever hold up to scrutiny. But what exactly is wrong with the status quo? What’s wrong with a complete military withdrawal? My answer to the first question is simply that the status quo is unfair. The South Koreans are ripping the Americans off. My answer to the second question is a bit more complicated.

A complete withdrawal implies that South Korea is not paying its fair share. Indeed, that it is not paying its share at all. A complete withdrawal also implies that foreign occupation creates unnecessary dangers, and it is indeed difficult to imagine a nuclear-armed North Korea without the presence of the US military along the 38th parallel (would Beijing or Tokyo stand for that? Would there be two Koreas? Korea today, without the war, would look like Vietnam).

A withdrawal also implies that the US no longer cares about the South Korean people. Only the hard, fringe Korean Left wants the US out. It’s not the threat of China or North Korea I’m concerned about (only demagogues are concerned about that), but rather the lost opportunity to enhance liberty and equality under the law in both the US and South Korea.

A federation would go a long way toward tackling these problems. South Korean provinces would suddenly find themselves paying their fair share. Two armies would become one (that means soldiers from the province of Jeollanam would be fighting in Afghanistan and not just patrolling the 38th parallel). The propaganda about American imperialism coming from the socialist paradise of North Korea would be rendered obsolete. A new peace – based on consent and equality – would begin to arise. My inspiration for these thoughts comes from a segment of Adam Smith’s Wealth of Nations (pgs 681-682; bottom of 779-794 in the Bantam paperback edition), musings from Hayek’s The Road to Serfdom (223-236 in the definitive, paperback edition) and Mises’s fascinating argument in Liberalism (105-154 of the paperback edition from FEE; here is a pdf of the book from mises.org). I’d even go so far as to claim that it is a more libertarian position than the calls to withdraw from the region. At any rate, it would certainly address the problem of rent-seeking that the US now finds itself facing (which in turn proves that the libertarians were correct all along).

Pushing Back Against the State

A friend recently brought my attention to the Orwellian American Community Survey (ACS), a 48-question survey that is sent by the Census Bureau to a random sample of households and asks whether you have difficulty concentrating, how much you paid to heat your home last year, how many times you’ve been married, whether you have a toilet, and on and on.

In 2010 (and in the previous three decades) I sent in my regular census form with the first two questions filled in, those that respond to the Census Bureau’s Constitutional authority to conduct an enumeration every ten years.  I left the rest blank.  I got one visit from a census-taker and told her to get lost.  That was the end of it.  My friend, who is less interested in matters of constitutionality, tells me he simply threw his away and ignored the people who came knocking on his door until they gave up.  I think that’s what I would do with the ACS if I ever got one.

I got my driver’s license renewed last week and they took my thumb print.  I thought of resisting, but to what end?  The DMV drones would simply deny my license, and then what?  Mount some kind of campaign?  I have no time for such a thing, and a driver’s license is a necessity.

Last fall I was summoned for jury duty.  I called the specified phone number the night before and heard that I needn’t report.  But for some reason they decided I was a no-show.  The consequence?  I got a post card scolding me, no more.  (I was prepared to quote the 13th Amendment to the judge, the one that outlaws involuntary servitude.  I was also prepared to go ahead and serve, if the case were an interesting one where I might apply jury nullification.)  My friend just ignores jury summons.

I am about to begin remodeling work on my house, including re-doing a couple of bathrooms.  The building code has gotten quite a bit more intrusive since I built my house in 1978.  My neighbors are laughing at me since both did their bathrooms without permits.  But for various reasons I am going the permit route.  And in truth, some of the provisions that I bristled at first turned out, upon reflection, to be beneficial to me.

And to round out my list of sins, I never mounted the front license plate on my Thunderbird convertible.  I just thought that would spoil its looks, but it occurred to me that I probably can’t be caught by red-light cameras.  I’m amazed that I haven’t been stopped in eight years.

So the question I ask myself (and you) is: where to draw the line — when to push back and when to go along.  The aforementioned examples suggest that the consequences of resistance are likely to be far less than what we fear.  For that we can thank bureaucratic ineptitude.  Random citizens are almost as likely to fall prey to some bureaucratic outrage as are resistors.

I guess the answer is that each of us should do our own cost-benefit analysis.  How good will I feel about resisting and what is it likely to cost me?  Of course that’s often difficult to estimate, but I know one thing: I don’t want to be just a bystander to the slide into fascist dictatorship, if that’s where we’re headed.

While freedom of speech survives we should make the best of it, as in blogs like this.  But almost all the tools are in place for government agents to persecute people for their expressed opinions.  For example, the NSA is developing a capability to intercept and decrypt almost any sort of electronic communication such as emails, phone calls or Google searches. They may well be trolling the entire internet for posts like this.

Some Musings on China: Why We Need Not Fear Beijing

The recent ouster of Bo Xilai from the Communist Party can provide an interesting glimpse into the political mechanisms of the Chinese state. The fact that Mr. Bo was dismissed for “corruption” charges means that he was probably doing something right, or that he was too sloppy with his privileges and embarrassed the wrong people. We all know that socialism, in all its forms, leads to benefits for the few at the expense of the many (remember the bailouts of Western financial institutions?), but Mr. Bo’s ouster deserves a closer look, because he was a fairly prominent politician, and was actually slated as a possible successor to Hu Jintao, the Communist party’s current boss.

What I want to focus on is the fact that Mr. Bo was ousted at all. This move means that Beijing is becoming increasingly responsive to the demands of its citizens. Indeed, as China continues to liberalize its markets, democratic initiatives, whether real or appeasing, will continue to bubble up throughout the fascist state. This is because democracy is the natural political order that arises out of market-based institutions (private property, international trade, etc.). The world will have to be careful with China’s democratic transition though. Democracy is not a good thing in itself, especially democracy that is based upon an allegiance to a state. I am thinking of France in the 19th century and Germany in the 20th, although the democracies that sprung up during the post-colonial revolutions can also be good examples.

The main ideas behind the post-colonial revolutions were state sovereignty and democracy – not liberty – and the results, I think, speak for themselves. Continue reading

Colonialism: Myths and Realities

My only claim to fame in regards to colonial scholarship rests on a paper I wrote for an Honors course in Western Civilization as an undergraduate. The paper won a spot at an Honors consortium held at Stanford, so I was able to do even more research on the subject. The following post is a summation of my research in blog form.

The first task I have is to explain what colonialism is not. Colonialism is not a European invention or concept designed specifically to keep non-white people down. The myth of the evil white colonialist is one of the most pernicious myths espoused today, and for a couple of big reasons. The first reason is that colonialism has been around for a long time. Today, the Han practice colonialism through the fascist Chinese state. In the 19th century, the Ashanti practiced colonialism throughout their slave-trading empire. The Ottoman Turks practiced colonialism until their empire collapsed in 1923 (and with it a 600 year period of colonialism). The theocratic Javanese state of Mataram practiced colonialism until its demise in the 17th century. The Incan state was also well-versed in colonial practices.

It is important to remind readers of colonialism’s history because of a lack of criticality on society’s part. This lack of critical thinking skills stems from the condescending view of non-Western societies that the modern Western citizen has adopted. As co-blogger Jacques Delacroix so eloquently states:

Liberals profess to reject American military intervention abroad because of a strong myth of people of color’s virtuousness. According to this liberal myth, people of color, non-whites, seldom ever do anything wrong by any standard. When they do, as when they eat their neighbors, for example, it’s always somehow because of something or other that Westerners, Whites, usually Americans have done to them, or to someone else. Or something. And then, of course, you shouldn’t do anything to them or in connection with them.

The idea that Western civilization is somehow responsible for inventing and propagating colonialism is actually a condescending one, and, conveniently enough, permits me to segue into reason number two for combating the pernicious myth that White European society is to blame for all the world’s problems: the myth doesn’t allow for any intrigue or guile or cunning or Realpolitik on the part of colonized societies.

Bizarre Love Triangle: Towards a New Internationalism

Isolationist screeds in the United States are extremely rare these days, which, in my opinion, makes those who promote this noble doctrine to be individuals of exceptional character.  I am a regular reader of the blog Eunomia (authored by Dr. Daniel Larison), which explicates isolationist critiques of current foreign policy (among other things), and I always enjoy what Dr. Larison has to say.

I also happen to find it rather odd that I am often slandered by my sparring partners on both the Left and the Right as being an isolationist, for one reason or another.  I wouldn’t particularly mind being called such, except for the fact that, for reasons I hope to clarify shortly, my positions are hardly in line with those of the paleoconservative isolationists that I have grown to admire (if not disagree with more often than not).

The libertarian philosophy is one of individualism, internationalism, free trade, and the rule of law.  My sparring partners often accuse of me of being an isolationist because of my opposition to wars and “nation-building” abroad, yet this opposition does not stem from a prejudice of robust international diplomacy.  Rather, the war-weariness of libertarianism stems from the fact that war brings misery for the individual, it shatters international consensuses, it disrupts free trade, and it enables governments to ride roughshod over the rule of law in the name of security and of a centrally-planned war effort. Seeing the Forest for the Trees: Humanitarian War and the Omnipotent Expert

I have made an effort in my blogging escapades to continually point out the underlying reasons for military intervention in poorer (often former colonial) states. Two things that have stood out to me are (1) the condescending display of arrogance on the part of the interventionist in regards to both differing arguments and the people involved in a conflict and (2) the high levels of confidence that these advocates have in their ability to predict the future based, presumably, on past experiences.

If you haven’t made the connection yet, these two characteristics are often exuded in Leftist intellectual circles, in Leftist popular culture, and in the Leftist’s moral compass.

Oftentimes, when I come across an advocate for humanitarian war (the doublespeak alone is enough to make me wonder), I am presented with the example of the mass slaughter of civilians in Rwanda during the ongoing conflict there in 1994. The gist of the argument seems to be two-fold: (1) that the West was hypocritical in its treatment of Rwanda and (2) that the West could have prevented, or at least, stunted, the horrific massacre of over half a million people in three months time. Yes, Jacques Delacroix, Iran IS Surrounded

Over at his other blog, Jacques Delacroix has made it a habit of trying very, very hard to discredit the facts that Ron Paul spouts during the televised Presidential debates (I don’t think he has bothered to read any of the relevant literature that Ron Paul has put out over the years, especially on foreign policy).

This is fair enough, and, as a senior citizen (what else could it be?), Ron Paul is prone to sometimes babbling on out of turn about unrelated topics or topics that the media establishment deems unimportant (like free trade, sound money, and honest friendship).

Anyway, Dr. Delacroix wonders aloud in a recent piece about Ron Paul’s statement concerning the 45 U.S. military bases surrounding Iran.  He writes (in a tone none too condescending):

Reminder: I have said before that Ron Paul lives in an imaginary world as far as international policies are concerned.

The “imaginary world”, is, of course, referring to Paul’s argument that the U.S. is not a benevolent actor in international affairs but rather a bellicose, juvenile world power struggling to assert its primacy across the globe.  This could be accomplished if it were not for the constitutional restraints placed upon the executive branch, of course, but I am digressing.

Talking to the Left: the Sword and the Shield

I regularly read the Bleeding Heart Libertarians blog, and today’s post has not disappointed, as Matt Zwolinski points his readers in the direction of James Peron’s blog.  In a piece entitled “Why Libertarians Need to Talk to the Left and How to Do It,” Peron has to remind libertarians that they are neither of the Left or the Right:

Classical liberals found much to agree with socialists on and worked with them. There are risks in alliances, one of which is that you may be tempted to compromise principles to appease partners. Classical liberals started doing just that. Instead of liberalizing socialism, the alliance resulted in pushing liberalism in a socialist direction.

This alliance remained in place until the early 1900s. During this time, classical liberalism waned, losing its intellectual power and appeal. In the end, the progressives not only destroyed liberalism but made off with its name as well.
