From the Comments: Secession and Nationalism in the Middle East

My dear, brave friend Siamak took the time to craft a very insightful rebuttal to my argument on supporting decentralization in the Middle East. He writes:

You know that I have problems in English and maybe that’s the cause of some mis-understandings…

Look my friend. I did understand what you mean but the problem is sth else… As a libertarian I’m not completely against decentralization in the method you mentioned (I mean dealing with new nations)… USSR was a great example for this… My problem is that you can’t compare today’s med-east with USSR. Soviet Union was a country formed by some “nations”. Nation has a unique meaning. I think the best meaning for that is a set of people with close culture and common history which “want” to stay together as a nation. A country like Iran is formed of many ethnics including: Fars, Azeri (I’m Azeri), Kurd, Mazani, Gilani, Turkemen, Balooch, Sistani, Arab, etc. If you come and visit the whole part of this country you can see that all of them believe that they are Iranian. I don’t know that much about Arabian countries but I think that’s the same. Even all of them are Arabs and speak the same language but there are big cultural differences between for example Egypt and Saudi Arabia!

My reaction to your post has got a reason. 8 years of Ahmadinejad presidency, not only killed the economy, culture and any kind of freedom, But made us a weak country in mid-east. What I see today is that some little groups created and supported by Azerbaijan, Turkey, Qatar and Emirates are working so hard to make Arabian and Azeri groups to separate from Iran. They even do terrors for their aims. What I see is decentralization in mid-east not only doesn’t solve any problem but makes new problems! Makes new never-ending ethical wars.

You mentioned about US Imperialism. (I hate this word, Because when the leader speaks from three words he speaks two is “Enemy” and one is “Imperialism”! :D ) One of the biggest problems in mid-east is Al-Qaida, which everybody knows that without the support of the united states they couldn’t be this big. You in your post didn’t say that you think US should start the decentralization of mid-east, But you believe decentralization and Schism is good for the peace of mid-east. My objection is to this belief. Arabs are very nationalist. Iranians and Afghans are nationalists too. Changing the current map of mid-east will bring new problems. A big problem of mid-eastern countries is their governments. But Governments are not the only problem… The problem is not “just democracy”, It’s not even “Just modernism”! In some parts the problem is “Savagery”! The people are a big problem. If anybody wants peace for mid-east they should economic relationships more and more… We libertarians know the power of free business. Don’t be afraid of central powerful governments. Even sometimes their power is useful. We are in a Transient status between “Savagery & Civilization”, “Tradition & Modernism” and “Dictatorship (Even Totalitarianism) & Democracy”.

If the western countries want to help Democracy, Modernism, Civilization and peace they should make economical relations. Sanctions just gives the right to Islamic Radical groups and makes them stronger… As you mentioned Imperialism just gives them credit. Any decentralization makes new problems. The Communist Soviet Union was a block of different nations that their only common point was Communism. New Nations that are formed on the basis of ethnics just makes new dictator governments and new enemies. Mid-east is different from Soviet Union. I hope that this time I have less grammar mistakes! :)

Siamak, by the way, is a citizen of Iran and ethnically an Azeri. I always prize the views and arguments of foreigners in matters of philosophy, culture and policy. All individuals bring diversity to my world, but when the voice speaks with an accent and carries experience that I know nothing about, it – well – it makes my world and my life that much richer.

With that being said, I don’t buy Siamak’s argument. largely because I don’t see much of a difference between the Soviet Union and Iran ethnically-speaking. That is to say, I think Siamak’s argument falls flat because both the Soviet Union and Iran have numerous nations within their borders, so the distinction between the two states doesn’t quite add up.

I think the rest of Siamak’s argument stands up pretty well.

Rick Searle asks the following question after reading my argument with George Ayittey on secession in Africa:

The experience of Central Europe after the First World War seems to offer a telling example of what happens when you break-up multi-national states along ethnic lines. The collapse of the Austro-Hungarian Empire created a power vacuum which Hitler and Stalin were only too glad to fill. All of the thriving national states you have named exist under the implied or real security guarantee of the US.

Secondly, whatever the attraction of economic integration without political integration seems to be coming apart at the seams with the example of the European Union as we speak.

Breaking up Africa’s multi-ethnic states- unless they were replaced with a robust form of federalism- would, thus, seem to condemn that continent to perpetual interference by the big powers, and economic weakness.

As far as strong federalism goes, it is actually my preferred system of governance for the withering away of the state. Unfortunately, strong federal republics are few and far between in history. There are very hard to maintain and even harder to govern effectively. The best way to achieve a strong federal state is to start small and work your way up to a confederation, and if all sides want more political integration, then it would be wise to start putting together a federal state.

As far as small-state nationalism goes, I don’t want that. At all. What I am in favor of is smaller states without the nationalism. Remember, of all the small states I’ve listed most are fairly multi-ethnic. Denmark isn’t (I blame the crappy weather), but is still very open to immigration and international firms, while South Korea is currently trying to push an immigration reform bill through its parliament. Small states are good, nationalism is bad. More on this just below, but first:

Ah, great example Rick. Just to be clear: I don’t want to go around breaking states up. That would be both pompous and disastrous. Playing god is something only Leftists do! All I am saying is this: if a region within a state wants to secede from another state, then the international community should recognize this secession. There are a couple of caveats, of course. Doing this in China or Russia’s backyard would be a bad idea, but in the post-colonial world I think this is something that we should be looking at as a policy option to stunt the violence and poverty in these areas.

Recognizing the legitimacy of the secession would have three effects that would stop the violence for a time: 1) it would require that the new states prove their worth in the international community in the form of not persecuting minorities in their new state, 2) it would deter the state that just lost the region to secession from attacking another sovereign state for fear of reprisals and 3) the recognition of independence would inevitably lead to talks by both sides. Perhaps they could figure out a way to re-federate a few years on down the line, or perhaps they could come to some sort of agreement on trade. Whatever they do, they would at least be talking instead of fighting.

Failure to build an international consensus to recognize the independence of regions seeking independence will lead to more of the wars we have seen in much of the post-colonial world, as well as in the Caucasus and the Balkans.

Back to the nationalism you brought up earlier. A lot of states that try to secede are actually very multi-ethnic. Azawad, in Mali, for example, is a good example of a multi-ethnic region trying to break free from Bamako’s inept rule. With the advent of the market economy throughout the world (see my reply to NEO above), nationalism will continue to decline in prominence, and the areas of the world where nationalism is prevalent will be the hottest ones on the planet. States that thrive on nationalism are going to have to struggle to assert their authority over their people, and where there is nationalist promotion in government, there we will see most of the violence. I am thinking of China, Russia, Israel, Palestine, North Korea, and India-Pakistan.

In other cases, secession has taken place within a state that is largely homogenous ethnically. Somaliland, a democratic, relatively prosperous, but unrecognized state in the north of Somalia is a case in point. They want out of Somalia until all the violence and competition for the center of power dies down. They are open to re-federating, but in the meantime…

Yes, but isn’t this in itself a form of confederation, or loose federalism? I’m all for more integration between the US and other societies, by the way. If we could get these states to integrate further economically, and could make our political borders largely irrelevant within the confederation: then security costs would largely be paid for. My co-blogger Jacques Delacroix has actually written one of the most stimulating papers on the subject of integration between states: “If Mexicans and Americans Could Cross the Border Freely.” I highly recommend it. Remember, one of the pillars of individualism is internationalism. Hayek, among others, lamented that we had lost this fight to the Marxists in the 19th and 20th centuries.

Ah, but the problems of the EU don’t stem from economic integration, they stem from more political integration. The European Central Bank – a political creation if I’ve ever seen one – and proposed measures for a European parliament with more delegated powers is what has caused the strife in the Eurozone, not the ability of Greeks to work and vote in France, and vice versa.

Agreed! But again, I don’t want to go around breaking up states. One big hole I see in my support for secession theory so far is the question of what if: what if the new state’s neighbors don’t play ball economically? Won’t that new state be isolated? Co-blogger Fred Foldvary actually wrote an article on this subject using Turkey’s rejection from the EU as an example: “Let Turkey Join NAFTA.” Another highly recommended piece!

Does the New York Times read NOL?

Parag Khanna definitely reads Notes On Liberty. From his latest op-ed in the New York Times:

Devolution is even happening in China. Cities have been given a long leash to develop innovative economic models, and Beijing depends on their growth. One of the most popular adages among China watchers today is: “The hills are high, and the emperor is far away.” Our maps show a world of about 200 countries, but the number of effective authorities is hundreds more. [check out “Federalism, Chinese Style” by Gabriella Montinola, Yingyi Qian, and Barry R. Weingast for a fascinating look at the ongoing devolutionary trends in China – BC]

The broader consequence of these phenomena is that we should think beyond clearly defined nations and “nation building” toward integrating a rapidly urbanizing world population directly into regional and international markets. That, rather than going through the mediating level of central governments, is the surest path to improving access to basic goods and services, reducing poverty, stimulating growth and raising the overall quality of life.

Connected societies are better off than isolated ones. As the incidence of international conflict diminishes, ever more countries are building roads, railways, pipelines, bridges and Internet cables across borders, forging networks of urban centers that depend on one another for trade, investment and job creation.

I’ve been making this same argument here at NOL for quite some time now, but Dan Drezner disagrees. He has three bones to pick with my argument (as augmented by Dr Khanna in the NYT):

  1. People were writing about devolution all the way back in 1995, so Khanna’s insights aren’t particularly new or exciting. This is true; if you’ll remember my recent post on federalism as an alternative to imperialism you’ll recall that Adam Smith was making the same argument as Khanna in 1776.
  2. Contra Khanna, states have always been in competition with other forms of governance (not government). Khanna needs hard empirical evidence to prove that the devolution he writes about is as prominent and fast-moving as he claims it is.
  3. Other academics, mostly economists, have been claiming precisely the opposite of what Khanna is arguing; namely that states have been increasing in size and scope over the past few decades. Drezner hesitantly errs on the side of the economists, who at least bring data to the table, but claims that there is probably a middle ground between Khanna and the economists.

As far as throwing out ideas to back up the devolutionist argument, it might be a good idea to look at the nation-state’s loss of monetary sovereignty to supranational (or quasi-national) organizations in the West. Or the separatist tendencies of regions within supranational organizations like the EU that threaten to break up nation-states. Or the fragility of African and Islamic states, as evidenced by the dictatorships and wars often found in these regions. Or the multilateral trade agreements that are becoming more and more inclusive, and more and more complicated. There are probably many more, and if you can think of any feel free to leave them in the ‘comments’ section.

With all of this said, Drezner has a point. The state has found a number of ways to counteract the various effects of globalization, and proving that the state is in decline is, for the moment, extremely hard to do. Yet Drezner’s point says nothing about Khanna’s overall argument, which is merely that devolution is a good thing and ought to be embraced by more progressively-inclined people.

The interesting question here is not the current situation of the state itself, but rather if a consensus can be forged, among thinking people, around the idea that political decentralization and economic integration leads to freer societies. Until a consensus built around this idea can be reached among intellectuals, I fear despotism will reign in most parts of the world at most times.

Secession Within the US?

“Yeah, why not?” would be my answer to this question.

Apparently, it’s a question being asked more and more lately in some states. I wouldn’t mind seeing a federal republic with twice or even three times as many states as we have now.

Conceptually, this would be no different from secession within the EU or any other federal or confederal arrangement.

Can anybody answer my answer (which is actually a question)? That is to say: what are some objections you can think of to more decentralization of power within the US?

My dear, brave friend from Iran, Siamak, takes issue with my recent musings on the state of affairs in the Middle East:

I’m completely against this. Any changes in mid-east borders could start a Religious-Ethnic Oil war that brings years of savagery and massacre. The problem of middle-east can be solved with tolerance through diplomatic acts. I can’t believe that some libertarian agoras are supporting breakaways in mid-east. As a libertarian person living in mid-east, I’m telling that this political view is so dangerous and can demolish little advances for peace in mid-east completely. Instead of trying to make a new geopolitical order in mid-east (as neo-cons) tried to do, Isn’t it better to try to recognize the mid-eastern countries and try to deal with them? You think new states will bring new nations?! No! Nowadays discussions about creating new countries in mid-east are states predicated on Ethnic differences. Some Kurds want their states! Some Azeris, Some Ashouris, Some Arabs, Some Jews, etc… I’m pretty sure that any changes in the geopolitical order of mid-east will start a big and long long war.

I thought I’d pick this apart for a couple of reasons, but the main reason would be because so many people read the words ‘decentralization’ or ‘secession’ and simply go into autopilot. Rick Searle shares his eloquent thoughts here. Moussa Cidibe shares his pertinent critiques here. Wbwise shares his criticisms here (some of Dr Delacroix’s well-informed thoughts are here, and in the same thread). Dr George Ayittey dedicated quite a bit of energy to tackling my argument (that’s two academics in a row, in case you lost count). Neenergyobserver is skeptical as well.

Each of the objections listed above look very similar to the objections raised by Siamak. I figure now is as good a time as any to go through my argument again, and I’m going to break down Siamak’s pertinent protestations to do it. First up is a concern about changing borders in the Middle East:

This may have some merit to it, especially if one looks at the Balkans in Europe or the wars in the Horn of Africa. Yet one can also point to the velvet divorce in Czechoslovakia (and under the umbrage of the EU) or the dissolution of the Soviet Union as peaceful separatist movements. One thing that we can all agree on, I would hope, is that today the world is already witnessing years of savagery and massacre in the Middle East. Additionally, this savagery and massacre have only been dampened by American imperialism in the region, thus bringing my taxes into the picture.

If this last statement seems rather bold, think about the various balancing acts that occur in the Middle East (Iran v Iraq; Saudi Arabia v Iran; Israel v Egypt; etc., etc.) and how much more brutal these conflicts would be if the US were not pulling the strings behind them.

This observation should not be taken to imply that I support US imperialism. I do not. In fact I oppose it vigorously. Yet it goes without saying that the US arrived in the Middle East when the current borders were intact as they are, and that these current borders (created by Europeans) were recognized by some but by no means all. This struggle for legitimacy, in turn, is the major cause of political, economic and social strife in the region.

To reiterate: the Middle East is already a mess, and looking at alternatives is neither a crime nor a dangerous precedent (especially on a blog as humble as our own). I think some of these reactions to my argument for more decentralization can stem from a misreading of what has actually been written. For example, when Siamak writes:

Instead of trying to make a new geopolitical order in mid-east (as neo-cons) tried to do, Isn’t it better to try to recognize the mid-eastern countries and try to deal with them? You think new states will bring new nations?! No!

He is not grasping my argument. At all. Most of the criticisms of my argument have fallen into this camp, so Siamak the individual is not to be faulted. I think it goes back to those keywords identified earlier in this piece (decentralization and secession). Here is what I actually wrote:

the West should emphatically not go around breaking up the states of the Middle East into smaller ones, but it should recognize breakaway regions as soon as they, uh, break away. This’ll give these states a little bit of breathing room on the international scene and deter older states from trying to reclaim their old territory.

Can everybody see how this argument is very different from the one Siamak (and others) have attributed towards me? The article that I originally riffed off of argues no such thing, either. This is not to say that Siamak’s fears are unfounded. In fact, the original article argues that the Middle East needs to embrace decentralization as a way to protect itself from the West’s own plans to break up the states in the region in order to better play them off on each other. Both imperialists in the West and the anti-imperialist factions are now at a point where they recognize the states as they are in the Middle East need to be smaller to be effective.

I understand that when states break up there can be turmoil. This is why I believe it is best that states break up within free trade zones (like the Czech Republic and Slovakia in the EU, or – potentially – Scotland, Catalonia or even California doing the same). However, even without free trade zones in place, recognizing the independence of breakaway regions (away from Russia’s and China’s peripheries, of course) saves lives. Think of the amount of violence that Sudan and South Sudan have contributed to since the latter’s independence, and then think of the violence that occurred before South Sudan’s independence.

Siamak is right when he states that “the problems of Middle East can be solved with tolerance through diplomatic acts,” but is it not also true that secession and the creation of many smaller states out of a few large ones can be achieved through these very acts as well?

The Arab Crack-Up: Are New States on the Way?

Let us hope so, but I won’t hold my breath. Sharmine Narwani thinks otherwise. She argues that both Western states and “the locals” are now looking at more decentralization in the Middle East as a viable option:

The Mideast will one day need to make region-wide border corrections, but to be successful, it must do so entirely within an indigenously determined process. The battles heating up in Syria, Iraq, Lebanon, Yemen, Bahrain and elsewhere are a manifestation of a larger fight between two “blocs” that seek entirely different regional outcomes – one of these being the borders of a new Middle East.

The rest of the article is fairly atrocious, but it goes without saying that she should read (ha ha) my musings on how to go about decentralizing in a cool, calm and collected manner. Here is the shorter version of my argument: the West should emphatically not go around breaking up the states of the Middle East into smaller ones, but it should recognize breakaway regions as soon as they, uh, break away. This’ll give these states a little bit of breathing room on the international scene and deter older states from trying to reclaim their old territory.

Perhaps Schwarzenegger and Bellow divined what’s now painfully clear to everyone: Arnie’s California is Humpty-Dumpty, the Hindenburg and some kind of sociopolitical Holocaust all rolled up into one overstuffed exploding burrito. It’s an ungovernable, near criminally impotent and outdated mess. Remedying California’s woes requires draconian cutbacks to essential services and infrastructure. Anyway, that’s what we are told, grand allusions to Athens and Sparta notwithstanding. Others insist the fix lies with the Feds, that the U.S. Treasury need to bail California out at the begrudging consent of Congress. Scotland and Secession

From the New York Times:

Scotland would have to renegotiate membership in the European Union and other international organizations if it votes for independence in a referendum next year, according to legal advice expected to be published Monday by the British government.

A couple of thoughts:

  1. Wow, the British government published a report on the possibility of secession. Can you imagine Washington ever doing something so outside the box?
  2. The rest of the analysis falls in line nicely with my own arguments (if I do say so myself!) that secession/devolution will only succeed in Europe (or elsewhere) if the new states are allowed into the EU (or other regional and international bodies not named the UN).

Secession within the EU?

While I’m on the topic of secession, I thought I’d point readers to the upcoming vote in Catalonia to see if they want to secede from Spain. Central to my arguments for secession is the role that new states would have within a broader free trade zone (like the U.S. or the E.U.). For Catalonia, the British paper Telegraph reports:

Catalonia wants to collect its own taxes, to control how they are spent and it seems prepared to break away from Spain to do so.

But with a clear road map yet to be outlined the process of separating from Spain promises to be burdened with hurdles.

While Catalans prize their role as citizens of Europe, EU officials have warned that membership of the union won’t be automatic. Instead Catalonia would have to gain admission, joining the queue of a list of new European nations seeking membership, and the process would likely be blocked by a vengeful Spain.

This is key to not only Catalonia’s success, but also the success of secessionist movements everywhere. If regions within current states want independence, they have to be sure to not confuse political independence with economic independence. The latter will only lead to poverty. I highlight this point because new states formed during the beginning of the post-colonial revolution of the 60’s and 70s thought that economic independence was the key to liberty. The Case for More States in Africa? Anarchy, State or Utopia?

Yes please! There is an old article in the Atlantic arguing that more states are just what Africa needs, and I’d like to highlight why I think more states are a good thing, and at the same time pick up Dr. Delacroix’s argument on states and libertarianism from a little while back and explain why I think that more states are a good thing and why Dr. Delacroix doesn’t really understand libertarian thought.

Now, I know more states seems at first glance to be a counterintuitive position for a libertarian to take, but upon second glance I hope to show you why this isn’t true.

The idea that Africa suffers from too few secessionist campaigns, too few attempts to carve a few large nations into many smaller ones, flies in the face of conventional wisdom. One of the truisms of African politics is that traditional borders, even when bequeathed by colonizers without the least sympathy for African political justice, ought to be respected. The cult of colonial borders has been a cornerstone not only of diplomacy between African nations but of the assistance programs of foreign governments and multinational non-governmental organizations.

A European Union of More Nations?

Wouldn’t that be so bad ass? Or am I just a geek?

The New York Times picks up on concepts that libertarians have been talking about for years. From the article:

The great paradox of the European Union, which is built on the concept of shared sovereignty, is that it lowers the stakes for regions to push for independence.

Has the NYT been reading Notes On Liberty? That’s a tongue-in-cheek question, of course, but one that makes me feel smug and sexy at the same time!

I have largely addressed the crisis in Europe from a political standpoint on this blog, and I don’t see that changing much over the next few years. Fiscal responsibility and civil society can only flourish if political institutions are well-defined.

Separatism (Secession) in Spain, and the Rest of the World

Separatist agitations in Spain have prompted some observers to reconsider the concept of secession as a viable option in politics again. The BBC has a very good report here, and the Economist has an even better one here.

When I was taking an Honors course on Western civilization and we got to the European Union, a thought immediately came to my head and I shared it with the class: does the European Union mean the demise of the big nation-states of Europe?

My hope is that it will, but my Professor and my Left-leaning classmates either thought ‘no’ or had not thought about this question at all. One sexy girl did think it was possible, though I think she was just humoring me so that I would ask her out on a date (yes, I did, but she couldn’t get into UCLA, though, so she ended up at Berkeley!).

I thought about the confederation of states in Europe that the EuroZone has created, and remembered that many regions within the nation-states of Europe have harbored separatist sentiments since being absorbed into the nation-states of Europe (sometimes hundreds of years ago, sometimes decades ago), as well as the peaceful split-up of Czechoslovakia into two states within the EuroZone.

The purpose of the nation-states was to streamline trade between regions by standardizing trading policy and eliminating parochial tariffs that regions within the nation-states had erected over the course of centuries. So, in what is now Germany, for example, there were hundreds of small states that each had their own economic policies, and most of these states had erected protectionist tariffs, even on neighboring states. The German state standardized trading policy in what is now Germany so that a tariff-free zone of trade eventually emerged within Germany. The federal set-up of the United States accomplished the same thing.

Now, though, the European Union has essentially taken the place of the nation-state as the chief entity in charge of standardizing trading policies in Europe. My line of thought leads me to conclude that this political setup is a great opportunity for regions that have been absorbed into larger nation-states to assert more fiscal (local taxes) and political (local elections) independence because of these region’s new interdependence with a larger part of the European economy thanks to the elimination of tariffs between the larger nation-states currently in place. In short, the confederation has provided the opportunity for smaller states to emerge while at the same time eliminating the parochial and self-defeating aspects (trade policy) of small state polities that often accompanies “smallness.” The best of both worlds has the chance to flower: local governance and total participation in world trade.

I realize that the EuroZone shot itself in the foot with the creation of a central bank and the attempts to delegate to itself ever more political power, but with these two blemishes notwithstanding the European Union is a good thing for both peace and prosperity.

The question of secession in political science has recently emerged as a good one for many scholars, but unfortunately their focus has tilted heavily towards Europe and Canada (Quebec and Nunavut). If we apply this concept to other regions of the globe – especially China, Africa, the Middle East and India – then the notions of violence and despotism that Westerners largely harbor towards these regions disappears.

More on Secession

Secession is not just a means of creating new countries, but can become a central element in governance in general. The general principle is that at any level of government, lower-level governments or individual residents may secede in part or in whole.

This is from a paper by our own Dr. Foldvary. Do read the whole thing. One thing I get tired of dealing with is the “confederate!” slur that is inevitably hurled my way when I bring up secession as a legitimate political function. In other parts of the world, secession is just as hotly debated (if it is not a forbidden subject to talk about).

I think there is a good case to be made that secession would get better reception once a larger (and lighter) federal or confederal system is place, and then allowing for mechanism of decentralization to happen. This way the polities under each system are still bound to each other economically or in some small political way, and would thus likely keep the threat of violence to a minimum.

States and Secession: Lamenting the Failure of the Euro Zone

The Guardian has a so-so map on secessionist movements in Africa that’s worth checking out. I say it’s only so-so because it doesn’t really cover all the secessionist movements in the region, just the violent ones or the ones favored by Western diplomats.

I’m interested in secessionist movements because of the effects that they have on nationalism, one of the most dangerous ideologies to haunt mankind since the industrial revolution. Nationalism is probably worse than racism, or at least on par with it, when it comes to ideas gone horribly wrong.

That’s why I support free trade between states, and the deeper the better. The true tragedy of the EuroZone crisis is not the inevitable and predictable collapse of the euro but the fact that anti-liberal policies like the central bank and more political integration between states (and away from the people) are being misconstrued as liberal, in the classical sense.

The smaller the states the better, and the freer the trade the better. Mexicans should be able to travel and live in the US and Canada the same way that Nevadans are able to travel and live in California. The EuroZone could have been beautiful, but the pressure for a central bank and more control from a center, in Brussels, has probably ended it. It’s a good primer on how beautiful ideas often don’t pan out the way people would like them to.

Here’s how to fix the EuroZone crisis:

  1. Eliminate the monopoly of the central bank on creating money and credit.
  2. Open up the EuroZone market to more goods from the rest of the world (especially agricultural products from developing states).

I also think it’d be a good idea to keep Brussels as limited as it is. Doing so will not only allow more room for local policies to be experimented with and tested against other policies, but it will continue to erode the nation-state as well. What we were seeing prior to the crisis in the EuroZone is more calls for autonomy from state capitals throughout the EuroZone,  and a powerlessness on the part of states to do anything about it.

So instead of France and Spain, two states, the world may have seen up to five or six states in their stead, all interacting with each other economically while retaining nominal political independence from each other.

What a shame.
