Are libertarians more intelligent than conservatives and liberals?

The short answer is “yes.”

Jonathan Haidt, a moral psychologist at NYU’s Stern School of Business, published a paper in 2012 with three colleagues exploring libertarian morality. Dr Haidt is well-known for his work on studying morality among conservatives and liberals in the US, but has become increasingly interested in libertarians (or, at least, he can no longer ignore us).

Among the factors that Haidt and his colleagues explore and compare with liberals and conservatives is intelligence, or at least one common measure of it:

The Cognitive Reflection Task is a set of 3 logic questions that have correct and intuitive answers. Correct answers on these questions is said not just to measure intelligence, but also to measure a person’s ability to suppress an intuitive response in service of the cognitive reasoning required to solve these problems.

Results.

Table 3 shows that libertarians find the correct answers to these questions at a slightly higher rate than liberals and moderately higher rate compared to conservatives (also see Figure 4).

Interpretation.

The cognitive reflection task provides a behavioral validation of the hypothesis that libertarians have a more reasoned cognitive style. In our dataset, this measure inter-correlates with both Need for Cognition […] and Baron-Cohen Systemizer […] scores, with libertarians scoring higher than both liberals and conservatives on all three measures. Taken together, a convergent picture of the rational cognitive style of libertarians emerges.

Although the Cognitive Reflection Task is just one test among many that attempts to measure intelligence, and although I am not a big believer that intelligence tests are any good at detecting intelligence (they are, however, great for analyzing structural issues within a society or across different societies), it’s hard to argue with the results: Libertarians score higher on intelligence tests than either liberals or conservatives. Here is the paper. I’d be very interested in reading through more literature that deals with this, but libertarians are new to a lot of scholars (which is why Haidt’s “common-sense” approach is being considered groundbreaking for including libertarians).

You don’t really need to read the paper though. Dr Amburgey, the house liberal of this blog, explains well why liberals tend to score slightly lower on intelligence tests than libertarians. Here, for example, is Dr Amburgey trying to tell me that the CIA is not really arming rebels in Syria if it goes through proxies like Qatar and Saudi Arabia. It’s an intelligent response, to be sure, but a libertarian – slightly more superior in his cognitive abilities, according to science – knows better.

With the fact that libertarians are more intelligent than liberals and conservatives in mind, I’d like to take a moment to a) bask in the glory of it all, and b) go back to Rick’s question about the One Big Change that I’d like to make.

I think that there is a way to incorporate open borders into a One Big Change-style reform while also leaving room for other improvements such as financial competition in the markets (rather than between governments) and competing tax regimes. I’d dig deeper and go a little more structural. I’d federate the entire world, and I wouldn’t make the federation out of the current agglomeration of nation-states, either. I would destroy the states currently in place and federate the administrative units that currently operate underneath the nation-state.

This, I think, would do a great job of incorporating open borders (everyone is part of the same federal union now), financial competition (no more national banks), tax regimes (you can more easily vote with your feet), and a common legal system that protects individual rights such as private property and freedom of religion.

*Dr Delacroix is, of course, a libertarian. He just calls himself a conservative out of spite for liberals, and because he mistakenly thinks of himself as a paternalistic defender of the common man from Leftist condescension and aggression.

Eurocraine and Russocraine

Elections are supposed to achieve social peace by providing a government that represents the people. But voting has not brought peace to Ukraine. Many people distrust the honesty of the elections, and many in Ukraine have disagreed with the policies of the government, both when policy favored association with Europe and when it favored association with Russia. The fact that many voters in the Crimea and eastern Ukraine favor union with Russia, or else independence, shows that many there do not feel well represented.

The election in Ukraine will not solve the governance problem, because it is just a continuation of the same system that some are rebelling against. Ukraine needs a new structure of government and democracy. The solution is to shift political power from the central government to the people as individuals. When a citizen of Ukraine holds power equal to that of all others, he will have nothing to rebel against.

Individual sovereignty can best be represented by a neighborhood council. The neighborhood should have a small population, such as a thousand residents. That is small enough for the people to personally know the candidates and for someone to be elected with little cost. The government of Ukraine can begin the decentralization by establishing neighborhood or village election districts. If the neighborhood population is a mixture of ethnic Ukrainians and Russians, and the people wish to have a council that is aligned with one of these groups, or other interests, then the residents may regroup their districts and have councils that best represent their individual interests. This is the level-one level of governance.

In the Russian language, “Soviet” means “council”. The Soviet Union was supposed to be a union of elected councils, and there was indeed a structure of bottom-up multi-level soviets, but in practice, the Communist Party ruled top-down. Ukraine should resurrect the old Soviet system, which actually derives from the 19th-century anarchist concept of associations of voluntary communities. The Bolshevik slogan was, “All power to the soviets!”, but instead they perpetuated the dictatorship of the proletariat, usurped by the party oligarchs.

The power of the neighborhoods has to be constrained by a constitution that recognizes and enforces natural rights. In most countries, constitutions that proclaimed liberty have failed to be implemented, mainly because the structure of mass voting facilitates plutocracy, with policies that transfer wealth from workers to the moneyed and landed interests, resulting in poverty that gets remedied by trickle-down government welfare.

But with the bottom-up system of genuine soviets, the government would much better represent the people, and constitutional rights would be more strongly protected. As the level-one councils elect level-two regional councils, and these elect the supreme soviet or national parliament, the structure would prevent the usurpation of power from the top. The president would be elected by the parliament and easily dismissed if the people are dissatisfied. Any council member could be recalled by the council that elected him.

Decentralized government gets hampered by centralized tax collection, such as an income tax or value-added tax imposed from the central government. Decentralized governance is suitable to decentralized public finance, and the source of public revenue best suited to local power is the tapping of the area’s land rent or land value. Taxing wealth and investment invites capital to flee, hide, or else it shrinks from the burden. But land cannot hide, and it does not run away, nor does land shrink when taxed. Revenue from land-value taxation can be applied by the level-two councils, with revenues sent to both the level-one and level-three governments.

Ukraine needs two things: better governance and strong economic growth. The replacement of the current complex of market-hampering taxes by taxes on land value and pollution would give the economy such a comparative advantage that investment would pour in, wages would rise, the government would be able to pay off its debts, and the economic misery that fuels much of the unrest would be replaced by an economic joy that would eliminate the economic motivation to join Russia.

With small-group voting, the residents of eastern Ukraine would have their own local Russian-speaking councils, and probably ethnic Russian level-two councils representing some 25 thousand persons. The constitution of Ukraine should devolve most government services to the level-two councils, including local security, education, and public works. The ethnic Russians would no longer feel alienated from the government, and the government of Russia would find it difficult to control the local governments, because the council members would come from the people.

As to the situation of takeovers of government buildings in eastern Ukraine, the national government should surround them with walls of troops while establishing new centers of administration in other guarded buildings. But a lasting solution needs to replace the current government with councils that people feel represents them. The one good thing about the old Soviet Union, the bottom-up multi-level system of soviets, was the element that was most discarded without any debate. Ukraine: bring back the soviets, only this time, make it “all power to the people” as individuals and their chosen councils.

“The Economic Origins of Territorial States”

That’s the title for a paper by Scott Abramson in the Department of Politics at Princeton. Among the gems in this excellent paper:

[…[ before the French Revolution, before the era of the mass conscript army, wealth could not only purchase the technologies of violence, but also the manpower required to prosecute major wars. That is, rather than being an age when large states dominated militarily, this was a period where the population and natural resource advantages of territorial states provided little benefit in the production of violence. Leaders of states could, for a negotiated price, hire a Hessian colonel or an Italian condotierro and retain their men for a campaign season just as they could use these resources to purchase the most advanced technologies of coercion like siege artillery or rearms. It was by virtue of their economic capacity city-states like Genoa and Florence or groups of independent towns like the Swabian league could raise armies that matched or even exceeded those of territorial states like France or England

and

[…] the relationship between geographic scale and survival probability is the opposite of what war-making theories predict. Over this span small states were more likely to survive than their larger counterparts. In other words, rather than being an age of the territorial state” the period between 1500 and 1800 was one in which small political communities not only persisted but remained the typical form of political organization.

Read the rest of the paper here. So small territorial units dominated much of Europe during the initial phase of modernity and industrialization. What I’m trying to piece together is a way to incorporate the ability of small states to provide for themselves while at the same time maintaining ties with multiple neighbors in a way that binds them economically and politically, but without the coercive apparatus of a central government.

I think Madison was thinking about the same thing when he drafted the federal republic of the US, but it seems to me there is a right way to do federal republics (US) and a wrong way (Latin America). Does this make sense?

More regions contemplating independence?

The historically great city-state of Venice is contemplating independence from Italy. “Over two million residents,” nearly half of the total population, “of the Veneto region took part in the week-long survey, with 89 percent voting in favour of independence from Italy.” The  Indipendenza Veneta party believes that the centralized Italian government is unable “to stamp out corruption, protect its citizens from a damaging recession and plug waste in the poorer south.” Venice joins Catalonia and, for better or worse, Crimea this year in considering breaking away from it’s central government. Catalonia’s request for an independence referendum denied by the Spanish prime minister while we all know how long Crimean independence lasted.  All is not lost however.

These types of referendum must be celebrated by libertarians throughout the world. The further decentralization of governments is a goal that can directly lead to a freer, more libertarian society and will serve as a siphon weakening governments worldwide. To quote, as I do so often, the great Murray Rothbard:

“Once one concedes that a single world government is not necessary, then where does one logically stop at the permissibility of separate states? If Canada and the United States can be separate nations without being denounced as in a state of impermissible ‘anarchy’, why may not the South secede from the United States? New York State from the Union? New York City from the state? Why may not Manhattan secede? Each neighbourhood? Each block? Each house? Each person?”

Why not indeed.

Thoughts on climate change

Last week I heard a sermon on climate change (no, it was an actual sermon). I’m roughly agnostic on the existence and degree of climate change, but I err on the side of assuming it is a large problem of externalities with no obvious property rights solution and will have costs. And I think that under those assumptions there is an important moral element to it. With that in mind, below are some of my thoughts on the weak points of the sermon:

1) Authority is only a starting point; we cannot defer ultimate responsibility to authority. If an expert or someone I trust tells me something about X, and I don’t have any prior knowledge about X, then I believe them. In the case of global warming there are two basic sorts of information you will get from information: a) diagnosis (temperatures could rise X degrees in the coming century), and b) prescription.

The climatology involved in a) is well above my pay grade, and so rather than undergo the costs of informing myself on the existence or importance of climate change, I just figure the truth is somewhere in the middle of what reasonably informed people say and instead focus my effort on my areas of comparative advantage. Now the actions in b) are typically about reducing waste and that’s well within the realm of economic thinking, so I’ll comment on that!

1b) Blindly deferring to authority to assuage your guilt is wrong and bad. Someone says you should drive an electric care to save the environment? Don’t do it before thinking through the matter, this is a big decision for most people. Where’s the energy coming from to power that car? (Coal. That is burned hundreds of miles away from your car… that’s like having a car with a hundred mile long drive shaft.) How much energy and material does it take to make the car? (Hint: look at prices.)

2) It’s called climate change, not climate universal and uniform worsening. If climate change means a warmer climate for Canada and Russia, that will come with extended growing seasons and savings on winter heating costs. Burma? It’s probably going to suffer a lot. Climate change will surely have the biggest impact on the poorest people in the world, and this is where I see the real moral issue because…

3) We can respond to climate change in a way to reduce suffering. Specifically, we can open borders. First off, that would increase human well being, with an enormous benefit to the world’s poorest people. Second, the effects of climate change won’t harm the poor as much as they could. Is climate change still a bad thing if we do this? Sure, but if a building is burning, why not help people get out?

Loose ends:

Should I recycle everything? Only if it will actually help. Recycled aluminum is chemically identical to virgin aluminum and uses fewer resources to produce (which is why it’s cheaper!). Recycling paper creates a lower quality product, uses a lot of energy and creates pollution.

Paper bags are brown, that’s good, right? Plastic bags are almost ethereal; they use a fraction of the material per unit of carrying capacity resulting in big savings. Yes, there are offsetting costs to using plastic, but it isn’t as simple as “this brown, it must be natural and therefore good!” And while we’re on the topic, brown M&Ms are stupid. There’s a layer of white sugar between that brown outer layer and the actually brown chocolate. Brown M&Ms are as unnatural as any of the other colors.

Should I buy local? Maybe if you live in California, but not if you live in Massachusetts. The biggest environmental impact of food is growing it; plowing fields, planting, watering (outside where the water could just evaporate!), and harvesting use a lot more energy than transportation. So if you live in a place with poor growing conditions, then buying local only does more harm. That said, fresh food tastes better, so by all means pay the cost if you value the flavor, just don’t delude yourself into thinking you’re reducing energy usage by doing so.

Consider opportunity cost and present value! So you’ve got a solar panel and now electricity is free for the next 20-30 years! Or you’ve installed new modern insulation for your home. Or you bought a car that costs less to run (and you’ve promised not to increase your usage). But at what cost? If your solar panel used 40 years worth of energy to build and install, then you’ve done more harm than good. And you’ve done that harm upfront. Even if one of these investments has a positive return (it saves more resources than it uses), you should still consider whether it’s a good investment. We don’t have unlimited resources, and that means that if you spend $10,000 on insulation that will give you a 0.4% ROI then you’ve given up the chance to invest that money into something that will generate more good.

Such a laughable headline when government regulations are what caused the cable/telecom monopolies in the first place.

“This report admits that in the days when cable was challenging airwave broadcasters, regulators “did not hesitate to grant exclusive franchises to cable operators”4. It speaks specifically of a long history of successful regulatory lobbying by the cable industry. This report claims that lobbying of regulators resulted in a variety of tactics to deter competition (p. 35). It claims that regulators protected and favored cable incumbents for years. Licensing policies have directly or effectively barred competition in many local markets (p. 44). Such practices are no longer official, but cable companies still succeed in enlisting the help of regulators to bar direct competition (p. 44). Incumbent cable companies have also gotten regulators to use “level playing field laws” to increase the costs of entering the cable market (p. 45). Cable companies have also saddled new competitors with disproportionate shares of subsidies for public education and government programming (p. 45). The cable industry has also succeeded in getting the FCC to quash new competitors with prices for leased access no competitor “could pay and remain commercially viable” (p. 47).”

Much like the drug law argument I talked about last week this is another example of people lauding governments for solving problems that the government itself is responsible for.  We need to look beyond the double-speak and identify the underlying issues at hand.  In this case government privilege granted to favored corporations.

What’s up with decentralization (“Administrative Unit Proliferation”) in Uganda these days?

I just came across a fascinating new article on decentralization by two political scientists. Here is the abstract:

Numerous developing countries have substantially increased their number of sub-national administrative units in recent years. The literature on this phenomenon is, nonetheless, small and suffers from several theoretical and methodological shortcomings; in particular, a unit of analysis problem that causes past studies to mistakenly de-emphasize the importance of local actors. We posit that administrative unit proliferation occurs where and when there is a confluence of interests between the national executive and local citizens and elites from areas that are politically, economically and ethnically marginalized. We argue further that although the proliferation of administrative units often accompanies or follows far-reaching decentralization reforms, it likely results in a recentralization of power; the proliferation of new local governments fragments existing units into smaller ones with lower relative intergovernmental bargaining power and administrative capacity. We find support for these arguments using original data from Uganda.

The article is by Guy Grossman & Janet Lewis and it’s fascinating. Read the whole thing. I found one especially interesting argument that I’d like to mull over (the piece also produced a couple of off-topic questions in my mind). Grossman and Lewis argue that the process of decentralization first undertaken by rebels-turned-politicians has actually led to a recentralization of power in Uganda. From page 33:

Turning to political dependence, in recent years local government officials are increasingly appointed by the center, rather then [sic] being elected. Most dramatically, a 2008 amendment to the Local Government Act stripped from the directly elected District Chairperson the power to appoint the Chief Administrative Officer (CAO) and other senior level administrators. Instead the central government’s Public Service Commission was granted the power to appoint senior level administrators, who are assigned to districts by the Ministry of Local Government. The 2008 amendment has, in effect, put the entire technocratic arm of the district under the purview of the central government rather than the district’s elected political leadership.

So what is happening in Uganda (and, according to authors, elsewhere in the developing world) is that more and more administrative units (think counties or states in a US context) are being produced, but that this is actually making the executive branch stronger rather than weaker. Does this make sense? If not, you know where the comments section is.

I find this process of decentralization fascinating, largely because I think it is more conducive to freedom (in the broadest possible sense) and as a result produces more economic prosperity (see my pieces on secession within the US, EU). What I had not accounted for was the fact that decentralization could actually make it easier for a tyrant to control a swath of territory. So naturally I had to ask why this recentralization has come about.

The answer, I think, is on page 35 of the same article:

Since the late 1980s, key players in the international development community—such as the World Bank and USAID—have encouraged developing countries to implement far reaching decentralization reforms.

So foreign aid is probably the cause of loss of local power, but also the catalyst for such decentralization in the first place (by bribing post-colonial governments to decentralize; but what about ideology? From what I can tell, the rebels who set up Uganda’s new government were committed to decentralization in order to maintain peace between tribes and limit power of the center, rather than to get money from Western lending institutions).

Let me try again. Decentralization became all the buzz in development circles after the collapse of the Berlin Wall. Western lending institutions began paying governments when they decentralized. However, there may have been an indigenous drive for devolution that is overlooked here, and this drive may have been overpowered by the bribes given to governments by Western aid donors. This clash – between Western donors and indigenous attempts to assert sovereignty while integrating into the world economy – is what I think would be worth exploring further.

There is also the issue of economic prosperity. While decentralization may have led to a recentralization of power in the post-colonial world (I am not convinced that decentralization is to blame; I think foreign aid is largely responsible for the inability of developing states to fully decentralize), I am inclined to argue that decentralization has also led to a dramatic decline in poverty levels.

I mentioned the halving of global poverty a couple of days ago, and this decline, coupled with the increase in decentralization, suggests that the libertarian impulse to decentralize power structures does lead to wealthier, healthier societies. So with the dramatic increase of world prosperity in mind, I have to ask if the recentralization efforts of governments are given too much weight in the Grossman & Lewis paper.

I am sure that decentralization has not been perfect. I am sure that decentralization has left many people who supported it deeply unsatisfied. What I am less sure about is that supporting the status quo (that is to say, prohibiting decentralization by any means necessary) would have been a better option than the one post-colonial states have been pursuing for the last twenty years. It seems to me like the process of decentralization has been a good one, all things considered.

So, now that I have made it known that I think foreign aid is to blame for the (perceived) recentralization of power in Uganda, and now that I have made it known that I think decentralization has been more good than bad for people, what do I think needs to be done to address the problem of recentralization that Grossman & Lewis argue is occurring?

My quick, lazy answers are 1) create a Senate, and 2) keep liberalizing the economy.

There are other, supplemental prescriptions (such as ensuring property rights protections are strong; this is probably best handled by integrating indigenous property laws with generally agreed upon rules governing world trade; in this respect, African states that were a part of the British Empire generally do a great job, and the failures of these states can largely be attributed to protectionist policies after decolonization), but I think my lazy answers are more straightforward, and would get better results (at least in the context former British colonies). Imperialisms, Old and New: Sykes-Picot and the United Nations

Foreign policy expert (and Reason contributor) Michael Young had an op-ed out last week on nationalism and imperialism in the Middle East. Writing in The National, Young argues that Western imperialism should not be blamed for the problems of the Middle East today. Young argues that the power vacuum left by the collapse of the Ottoman Empire guaranteed that violence would play a prominent role in the region, regardless of where the lines of borders had been drawn, or who had drawn them.

Violence would play an important role, Young argues, because aspirant hegemons and various types of nationalisms (Arab, Iraqi, Lebanese, etc.) would be eager to expand their influence and power throughout the Middle East. This is an interesting hypothesis, but it strikes me as disingenuous largely because there is no way to prove such an assertion wrong. The fact that violence could have happened in the absence of European imperialism does not excuse the cartographic crimes of European states. The carving up of the post-Ottoman Arab world happened (interesting counterfactuals notwithstanding).

Young’s argument fails on another account as well. He writes, for example, that:

None of the protagonists in Syria’s conflict has cast doubt on its borders, or has called for a Sunni or Alawite state. Their rhetoric has almost entirely been couched in nationalistic terms, with their aim being the control over all of Syria. Even Mr Al Assad has never expressed interest in falling back on an Alawite mini-state, and if he does so that would only be because he can no longer hold Damascus.

There are two arguments worth scrutinizing here. One, there have been calls for a Sunni state. Two, the nationalist rhetoric is itself a product of Western imperialism. For example, these power struggles for the center occur because secessionist or federalist options are not available to factions in the region. The lack of options stems from the inherent inability of these post-imperial states to govern without a strong man. Strong men are required in the post-imperial Middle East because the states that were drawn up by European diplomats were arbitrary and ahistorical, and therefore lack legitimacy in the eyes of the people.

Post-imperial states are not considered legitimate by their citizens because they never had a say in how to go about structuring such a state (not even through the traditional channel of war). They had no say in where the borders should be, or who they could trade with, or how to best accommodate foreigners. Because post-colonial states are not legitimate, violent centripetal forces are constant. This pattern continues unabated because those who eventually end up controlling the center receive legitimacy from the international legal order, as exemplified by the United Nations and financial lending institutions such as the IMF.

By recognizing the legitimacy of Sykes-Picot’s arbitrary states and the sanctity of its borders, the UN and other Western institutions contribute directly to the bloodshed and impoverishment of the region. Because these states have been legitimized by the UN, violent factions can simply seize control of the center and they will automatically gain legitimacy from the very international order that has sustained this chaos. Why bother trying to gain the legitimacy of an impoverished populace when you can simply capture the rent associated with running a post-imperial state?

The West would do well to start working on a foreign policy that looks at recognizing devolutionist tendencies in the post-imperial world as a legitimate option. Recognizing the mistakes of Western imperialism would be a good start. Western recognition would also give these breakaway movements a sense of legitimacy when it comes to working with international organizations such as the IMF or WTO. Official recognition could open up diplomatic options that are currently unavailable to stateless societies in the post-imperial world.

By continuing to not view devolution as a legitimate option for Middle Eastern (and other) societies, the West is doubling down on its moral failure of a hundred years ago. Recognizing centrifugal forces as a legitimate political process would also bring the post-imperial world and the West to a more level standing with each other, as the West would welcome new states into their international orders rather than picking winners and losers through cartographic exercises. In an era where inequalities are shaping up to play prominent roles in policy debates, this last tweak in diplomacy could very well contribute (politically at least) to a more equitable world.

Creative Destruction in the Levant

Creative destruction ain’t just a place for the marketplace, baby! The National Interest has an article out by Mark Donig on “The Twilight of Sykes-Picot.” It’s a great piece that basically acknowledges the end of an era (European imperialism and cartographic arrogance), and what this will mean for the United States.

Sykes-Picot is an agreement between France and Great Britain that divided the Ottoman Empire up between the two after World War I (the article goes into a bit more detail if you’re interested). Russia was also a part of the negotiations for carving up Europe’s sick man, but after the Bolsheviks seized power all imperial pretenses associated with the West were abandoned in Moscow. European cartographers abandoned the Ottoman approach (learned over centuries of trial and error) to governing territories in the Levant and instead carved up the region as they saw fit. The end result was, of course, a number of states that could only be held together by a strong man. Today, these post-colonial states are collapsing and in their place are a greater number of pseudo-states.

In many of these pseudo-states, Islamists run the show. Donig, an international law student, is worried that if states like Syria and Iraq collapse, the chemical and biological weapons stockpiled in secret locations will fall into the wrong hands. Donig’s suggestion is that the US pay very close attention to what is happening in the Levant, but I think he is much too pessimistic.

The US should embrace political disintegration in Levant wholeheartedly. Doing so would mean recognizing sovereignty of nasty-looking regimes. Yet is would also end the power struggles for the “center” in Sykes-Picot states, which would in turn end the reign of strong men in the region for good (for a concise explanation on why strong men emerge in post-colonial states, see “Imperialism: The Illogical Nature of Humanitarian Wars“).

Were the US to embrace decentralization in the Levant, it would be wise for Washington to play an active role implementing trade agreements both between the new states  as well as with Washington. The separatist movements in Scotland and Catalonia illustrate my garbled point well. Scots and Catalonians don’t want independence without membership into the international trading confederation known as the EU, and membership in an international confederation requires relinquishing some sovereignty (Daniel Larison inadvertently makes this point here; people on both the Left and Right who point to evils of EU rarely acknowledge that many states and regions would love to be a part of this confederation, warts and all, and that they stake their very separatist claims on such a membership).

Trade agreements would play an integral role in making or breaking these new states within their newly decentralized region (see Becker or yours truly on the importance of trade in politically fragmented regions). Once recognizing sovereignty of new states, the US would gain some much-needed trust from the peoples of these new states, and then Washington could use that influence to push for more economic integration (between the new states and with the new states) while at the same time recognizing the reality of political fragmentation in the region.

At any rate, full-on American diplomacy in this area is a must, especially given the TNI report’s account of possible chemical weapons stockpiles. This is something the US could work with Russia on, thus building a measure of trust which could, in turn, be used to work with Moscow elsewhere (especially in Europe). It still surprises me that dovish policymakers in Washington and Moscow have not yet used their respective government’s mutual enemy (Islamism) to build much-needed bridges between the two countries.

I would think so, especially after reading this:

The movement toward free trade agreements and globalization during the past 60 years has enormously reduced the economic advantages of having a larger domestic market to sell goods ands services. Small countries can sell their goods to other countries, both large and small, almost as easily as large countries can sell in their own domestic markets. For example, during the past 30 years the small country of Chile has had the fastest growing economy of Latin America, larger than Brazil and Mexico, the two largest nations of this region. This would not have been possible without the access of Chilean companies to markets in other countries, both in South America and elsewhere. As a result, Chile now exports around 40% of its GDP, compared to a ratio of exports to GDP in the United States of about 13%.

Small countries can do well with small domestic markets by taking advantage of a globalized economy by selling large fractions of its production to consumers and companies in other countries. That is why smaller countries usually export a considerably larger fraction of its production, and import a much bigger share of its consumption, than do larger countries. Size of country was much more important in the past when many countries had high tariffs, and transportation costs were much more important.

Political interest groups tend to be less able in smaller countries in distorting political decision in their favor. This is partly because smaller countries are more homogeneous, so it is harder for one group to exploit another group since the groups are similar. In addition, since smaller nations have less monopoly power in world markets, it is less efficent for them to subsidize domestic companies in order to give these companies an advantage over imports. The greater profits to domestic companies from these subsidies come at the expense of much larger declines in consumer well being.

The growth in the competitiveness of small countries on the global market is in good part responsible at a deeper level for the remarkable growth in the number of countries since 1950 from a little over 100 to almost 200 countries now. And the number of independent countries is still growing.

Heck, if we’re writing about the same stuff as a Nobel Laureate, and you’re reading us, what does that tell you about you? About us?

I’m curious. I also know Dr Becker doesn’t really read us. However, does the fact that we write about the same concepts and events as a Nobel Laureate have more to do with intelligence or ideological bias? Do prominent Left-wing scholars write about secession and globalization in the same way that we do?

From what I can tell, the answer to my second question is ‘no’ (the answer to my first is further below). Generally speaking, libertarians view more countries, more decentralization and more economic integration as a great thing, and we’ve got the data (increases in income, and longevity of life, and literacy rates, and…) to back it up. We’re the optimists.

Leftists and conservatives argue that all the good libertarian things happening in the world are bad, and they have some data to back it up (like Gross National Happiness). Leftists and conservatives are the pessimists.

Is this disagreement over globalization really a matter of intelligence? Of ideology? I think it’s probably a mixture of both, and also that intelligence levels affect ideological bias. You don’t hear many stupid people advocating for a more globalized world, much less for decentralized power structures and economic integration. It’s also hard to find smart people that will shun internationalism at the cultural or political level. The fact that many smart people, especially on the Left, shun economic internationalism is not so much troubling as it is amusing.

Watching intelligent people attempt to squirm out of answering questions about economic internationalism (“globalization”) can be quite the treat.

I think facts are squarely on the libertarian’s side, and that the main obstacle to attaining a more globalized, a more economically integrated, and a more politically decentralized world is rhetoric (and sheer numbers, of course). The benefits of globalization are usually seen by intelligent people very quickly (though not always thanks to clever rhetoric), but there are simply not that many intelligent people in the world (if there were, wouldn’t intelligence be rendered useless or morph into something else?).

I guess what I’m trying to say is that working towards a more libertarian world (thousands of political units with one world market) should be easy, so why isn’t it? I think the answer is ‘factions’. Farm subsidies in the West, for example, are unnecessary and can actually lead to hunger in poorer parts of the world. Getting rid of such subsidies would be a great benefit to mankind, but these subsidies persist. Why? Because of the political power of farm lobbies. If a politician representing a farm district in the West votes to eliminate subsidies, he’s gone in the next election. So unless the representatives of Western farmers somehow band together in defiance of their own interests and vote to eliminate farm subsidies, poor people will go hungry and Western citizens will pay too much for food.

Here is the real conundrum, though. If some factions gain political leverage over other factions, it does not necessarily follow that arbitrarily ending the hard-won privileges of the rent-capturing factions is the best option to take. In fact, it is often the worst option to take because of the dangers associated with arbitrary rule.

Think about it this way: Suppose a bunch of farmers in a democratic state band together and form a lobby for the purpose of protecting their interests. They gain influence (“capturing the rent”) and eventually become a nuisance to their countrymen but not a problem. Unfortunately, they are more than a nuisance to people in poor countries, but these poor people are unable to form a lobby that counters the lobbying efforts of the farmers.

The farm lobby in the rich country has followed all the rules. It has achieved its status as rent-capturer fairly, democratically and legally. What gives the government the right to suddenly change the rules on the farm lobby? Absolutely nothing. Furthermore, if the democratic government starts to ban lobbies it deems to be nuisances, it relinquishes its democratic moniker (and, more importantly, introduces arbitrary rule). Do you see the problem of ‘factions’?

Unfortunately, factions are built in to the policy-making process itself. One of the strengths of democracies is that they tend to give factions more of a voice than autocracies. In the United States, for example, Madison sought to combat the problem of factions by restricting the scope of the state to certain duties, and his system has done an excellent job (all things considered).

So I’ve got two questions I hope to be able to think about in the near term: 1) how can we make the Madisonian system better here in the United States, and 2) how can we “export” (for lack of a better term) Madisonian democracy abroad in a non-coercive manner?

California’s Neighborhood Legislature Initiative

In California, the voters are able to put proposed laws on the ballot if they gather enough signatures. This process is called an “initiative.” The legislature may also place propositions on the ballot, a process called a “referendum”.

One of the ballot propositions for 2014 is “The Neighborhood Legislature Reform Act,” which would decentralize the election of representatives in order to reduce the political power of special interests such as corporations, labor unions, and trial lawyers. This reform would shift political power to the people of California. (For the text of the initiative, see this.)

Like the US Congress, the California legislature has two houses, a Senate with 40 members and an Assembly with 80 members. The population of California is 38 million. The districts for the California Senate now have 950,000 persons, a greater number than for Congressional districts, while about 475,000 people live in each assembly district. It now takes a million dollars to win a California Senate seat.

The Neighborhood initiative would instead create Senate districts of 10,000 persons and Assembly districts of 5000. These neighborhood districts would form a greater association of 100 neighborhood districts within the current districts. The association council would elect a representative to the state legislature, thus keeping the same number of representatives in the state legislature. However, the final approval of a law would require a vote by all the neighborhood district representatives. That vote could be done on an Internet web site, as corporations now do for their elections of board members and propositions.

The Neighborhood Legislature proposition was initiated by John H. Cox, who has been a lawyer, real-estate management executive, and local office holder. The aim is to have the measure on the November 2014 ballot. That will require over 800,000 valid signatures, 8 percent of the votes cast for governor in the last election, by May 19. That is a high hurtle, which usually requires several million dollars to pay for signature gatherers. This initiative has already made a splash, with articles in the Wall Street Journal, Washington Post, The Los Angeles Times, and other media.

I have been writing for years on reforming democracy with tiny voting districts in a bottom-up structure. Back in 2007, I wrote an article, “Democracy Needs Reforming”, proposing that the political body be divided into cells of 1000 persons, each with a neighborhood council. A group of these would then elect a broader-area council, and so on up to the national congress or parliament. The state legislature would then only need one house, rather than a bicameral legislature that mimics the US Congress and British parliament. This “cellular democracy” would eliminate the inherent demand for campaign funds of mass democracy.

The Neighborhood Legislature Reform Act would not be quite as thorough a reform as a cellular democracy based on tiny districts, but it has the same basic concepts: smaller voting groups, and bottom-up multi-level representation. This initiative would indeed greatly reduce the demand for campaign funds that are needed in today’s huge California electoral districts.

It will be a great challenge to obtain the needed signatures. It could happen if the media provide editorial support and coverage. At any rate, the fact that this initiative is taking place will go a long ways to publicizing the gross corruption of democracy that is taking place, and the only effective remedy to the inherent dysfunction of mass democracy. Many reforms are needed in today’s governments, reforms in taxation, pensions, environmental protection, transit, criminal law, and economic deprivation. The main reason that useful reforms are not taking place is the subsidy-seeking and reform-blocking induced by mass democracy. The initiative process in California and other states is a way to circumvent the corrupt legislature, but in a large state like California, that process itself requires big money.

It will be interesting to watch the progress of the Neighborhood Legislature initiative, and to watch the special interests jump in with misleading negative ads. If this goes on the ballot and wins, it will be a victory for the people and a defeat for the moneyed special interests.

Weekend Question: What to do about the violence in South Sudan?

As many of you may know, the recently-minted country of South Sudan has descended into civil war. I’m going to show you how this violence was actually predictable, but first I want to point out a couple of things.

  1. Why did South Sudan get international recognition and not Somaliland, which has been a functioning democracy for about twenty years now? I’ve got two theories: One of them has to do with Islam. The peoples in what is now South Sudan are Christians and animists and the Arabs they were fighting in Khartoum were Muslims. Theory 2 has to do with Western pseudo-guilt associated with its past, state-sponsored racism. The peoples of South Sudan are black and the people running Khartoum are not.  Neither of these theories makes sense, mind you, but I think this actually bolsters my thoughts on ‘why?‘.
  2. Where did the violence between South Sudan and Sudan go? These guys were duking it out over an oil-rich region just a few months ago and now I can’t find much about the conflict. I’ll bet Khartoum’s disappearance has to do with both Western threats and the realization that it could accomplish more behind the scenes, so to speak, by playing its former enemies (various black ethnic groups) off on each other.
  3. The violence between former allies in war against Khartoum is also worth musing about, if only for a moment. A bunch of different ethnic groups were former allies in the war against Arab Khartoum and now they are at each other’s throats. I don’t think ideology, specifically ethno-nationalism, is an issue here…yet. It won’t be for a long time. Ethno-nationalism seems to be something that shows up within a society after years and years of botched efforts by elites to mold a nation out of a post-colonial state.

Ok, back to the issue at hand. I’ve blogged a little bit about secession before, and one thing I like to remind readers of is that there is an underlying concept that is much more important than case studies. For instance, you can probably get a much better understanding of what is going on in South Sudan by reading this old piece by yours truly:

In fact, the West could help to turn this disaster into something quite worthwhile: Build an international consensus and recognize the independence of the fiefdoms.  If the West does this now, there is a good chance that local players will be more agreeable in their claims on territory.  To secure independence from a Leviathan like Libya would guarantee a period of time for the local fiefdoms to regroup and rebuild what Ghaddafi had destroyed.

A parallel can be drawn to the velvet divorce of the Czech Republic and Slovakia just after the collapse of the USSR.  What made the divorce “velvet” was international cooperation.  When the international community doesn’t play the game smart, however, divorces look more like Algeria, Indonesia, the Congo basin, the Balkans, and, of course, Somalia.

If the West is to “do something”, and I think it should in most cases, then pursuing diplomatic relations that focus on decentralized governance and international trade are a good way to start.

Can you see how this works? Just replace ‘Libya’ with ‘South Sudan’ and ‘Ghaddafi’ with ‘Khartoum’ and you have the right parameters in place for what needs to be done in regards to making secession in failed states work (I blogged a little bit more about these parameters in South Sudan here as well).

This is a map of South Sudan’s ethnic groups. It looks like Switzerland, to be honest, but unlike Switzerland South Sudan does not have the same institutional structures in place. Nor does this new country have the full support of the international community. There are plenty of condescending Leftists “monitoring” the country inside and out, but that’s about it.

If the West wants to play a role in helping to avert a violent downward spiral, then it would do well to quickly recognize the futility of South Sudan’s existence and start acknowledging the legitimacy of the fiefdoms. You know where the ‘comments’ section is!

You know that I have problems in English and maybe that’s the cause of some mis-understandings…

Look my friend. I did understand what you mean but the problem is sth else… As a libertarian I’m not completely against decentralization in the method you mentioned (I mean dealing with new nations)… USSR was a great example for this… My problem is that you can’t compare today’s med-east with USSR. Soviet Union was a country formed by some “nations”. Nation has a unique meaning. I think the best meaning for that is a set of people with close culture and common history which “want” to stay together as a nation. A country like Iran is formed of many ethnics including: Fars, Azeri (I’m Azeri), Kurd, Mazani, Gilani, Turkemen, Balooch, Sistani, Arab, etc. If you come and visit the whole part of this country you can see that all of them believe that they are Iranian. I don’t know that much about Arabian countries but I think that’s the same. Even all of them are Arabs and speak the same language but there are big cultural differences between for example Egypt and Saudi Arabia!

My reaction to your post has got a reason. 8 years of Ahmadinejad presidency, not only killed the economy, culture and any kind of freedom, But made us a weak country in mid-east. What I see today is that some little groups created and supported by Azerbaijan, Turkey, Qatar and Emirates are working so hard to make Arabian and Azeri groups to separate from Iran. They even do terrors for their aims. What I see is decentralization in mid-east not only doesn’t solve any problem but makes new problems! Makes new never-ending ethical wars.

You mentioned about US Imperialism. (I hate this word, Because when the leader speaks from three words he speaks two is “Enemy” and one is “Imperialism”! :D ) One of the biggest problems in mid-east is Al-Qaida, which everybody knows that without the support of the united states they couldn’t be this big. You in your post didn’t say that you think US should start the decentralization of mid-east, But you believe decentralization and Schism is good for the peace of mid-east. My objection is to this belief. Arabs are very nationalist. Iranians and Afghans are nationalists too. Changing the current map of mid-east will bring new problems. A big problem of mid-eastern countries is their governments. But Governments are not the only problem… The problem is not “just democracy”, It’s not even “Just modernism”! In some parts the problem is “Savagery”! The people are a big problem. If anybody wants peace for mid-east they should economic relationships more and more… We libertarians know the power of free business. Don’t be afraid of central powerful governments. Even sometimes their power is useful. We are in a Transient status between “Savagery & Civilization”, “Tradition & Modernism” and “Dictatorship (Even Totalitarianism) & Democracy”.

If the western countries want to help Democracy, Modernism, Civilization and peace they should make economical relations. Sanctions just gives the right to Islamic Radical groups and makes them stronger… As you mentioned Imperialism just gives them credit. Any decentralization makes new problems. The Communist Soviet Union was a block of different nations that their only common point was Communism. New Nations that are formed on the basis of ethnics just makes new dictator governments and new enemies. Mid-east is different from Soviet Union. I hope that this time I have less grammar mistakes! :)

Siamak, by the way, is a citizen of Iran and ethnically an Azeri. I always prize the views and arguments of foreigners in matters of philosophy, culture and policy. All individuals bring diversity to my world, but when the voice speaks with an accent and carries experience that I know nothing about, it – well – it makes my world and my life that much richer.

With that being said, I don’t buy Siamak’s argument. largely because I don’t see much of a difference between the Soviet Union and Iran ethnically-speaking. That is to say, I think Siamak’s argument falls flat because both the Soviet Union and Iran have numerous nations within their borders, so the distinction between the two states doesn’t quite add up.

I think the rest of Siamak’s argument stands up pretty well.

All of the thriving national states you have named exist under the implied or real security guarantee of the US.

Secondly, whatever the attraction of economic integration without political integration seems to be coming apart at the seams with the example of the European Union as we speak.

Breaking up Africa’s multi-ethnic states- unless they were replaced with a robust form of federalism- would, thus, seem to condemn that continent to perpetual interference by the big powers, and economic weakness.

As far as strong federalism goes, it is actually my preferred system of governance for the withering away of the state. Unfortunately, strong federal republics are few and far between in history. There are very hard to maintain and even harder to govern effectively. The best way to achieve a strong federal state is to start small and work your way up to a confederation, and if all sides want more political integration, then it would be wise to start putting together a federal state.

As far as small-state nationalism goes, I don’t want that. At all. What I am in favor of is smaller states without the nationalism. Remember, of all the small states I’ve listed most are fairly multi-ethnic. Denmark isn’t (I blame the crappy weather), but is still very open to immigration and international firms, while South Korea is currently trying to push an immigration reform bill through its parliament. Small states are good, nationalism is bad. More on this just below, but first:

Ah, great example Rick. Just to be clear: I don’t want to go around breaking states up. That would be both pompous and disastrous. Playing god is something only Leftists do! All I am saying is this: if a region within a state wants to secede from another state, then the international community should recognize this secession. There are a couple of caveats, of course. Doing this in China or Russia’s backyard would be a bad idea, but in the post-colonial world I think this is something that we should be looking at as a policy option to stunt the violence and poverty in these areas.

Recognizing the legitimacy of the secession would have three effects that would stop the violence for a time: 1) it would require that the new states prove their worth in the international community in the form of not persecuting minorities in their new state, 2) it would deter the state that just lost the region to secession from attacking another sovereign state for fear of reprisals and 3) the recognition of independence would inevitably lead to talks by both sides. Perhaps they could figure out a way to re-federate a few years on down the line, or perhaps they could come to some sort of agreement on trade. Whatever they do, they would at least be talking instead of fighting.

Failure to build an international consensus to recognize the independence of regions seeking independence will lead to more of the wars we have seen in much of the post-colonial world, as well as in the Caucasus and the Balkans.

Back to the nationalism you brought up earlier. A lot of states that try to secede are actually very multi-ethnic. Azawad, in Mali, for example, is a good example of a multi-ethnic region trying to break free from Bamako’s inept rule. With the advent of the market economy throughout the world (see my reply to NEO above), nationalism will continue to decline in prominence, and the areas of the world where nationalism is prevalent will be the hottest ones on the planet. States that thrive on nationalism are going to have to struggle to assert their authority over their people, and where there is nationalist promotion in government, there we will see most of the violence. I am thinking of China, Russia, Israel, Palestine, North Korea, and India-Pakistan.

In other cases, secession has taken place within a state that is largely homogenous ethnically. Somaliland, a democratic, relatively prosperous, but unrecognized state in the north of Somalia is a case in point. They want out of Somalia until all the violence and competition for the center of power dies down. They are open to re-federating, but in the meantime…

Yes, but isn’t this in itself a form of confederation, or loose federalism? I’m all for more integration between the US and other societies, by the way. If we could get these states to integrate further economically, and could make our political borders largely irrelevant within the confederation: then security costs would largely be paid for. My co-blogger Jacques Delacroix has actually written one of the most stimulating papers on the subject of integration between states: “If Mexicans and Americans Could Cross the Border Freely.” I highly recommend it. Remember, one of the pillars of individualism is internationalism. Hayek, among others, lamented that we had lost this fight to the Marxists in the 19th and 20th centuries.

Ah, but the problems of the EU don’t stem from economic integration, they stem from more political integration. The European Central Bank – a political creation if I’ve ever seen one – and proposed measures for a European parliament with more delegated powers is what has caused the strife in the Eurozone, not the ability of Greeks to work and vote in France, and vice versa.

Agreed! But again, I don’t want to go around breaking up states. One big hole I see in my support for secession theory so far is the question of what if: what if the new state’s neighbors don’t play ball economically? Won’t that new state be isolated? Co-blogger Fred Foldvary actually wrote an article on this subject using Turkey’s rejection from the EU as an example: “Let Turkey Join NAFTA.” Another highly recommended piece!

Gun control: Centralized vs. Dispersed

Hayek made the point that the debate of whether to have central planning was not over whether or not there would be planning, but over who would plan for whom. This point has an analog in the debate over gun control. The option is not between reason and chaos, but between centralized (and therefore bureaucratic) control and decentralized control.

Just because you (i.e. your ideals as embodied in the Democratic National Convention) aren’t in control, doesn’t mean that nobody is. A decentralized gun control regime is one where individual gun owners are responsible for securing their weapons and criminals are responsible for crimes they commit. Will mistakes be made? In the imperfect world we live in that’s almost a certainty. Will the results be worse than one with government gun control? That’s an empirical question. Political gun control will raise the cost of getting guns, but it will also raise the relative criminal effectiveness of guns. It will save some lives but will also cost some. There will probably be fewer accidental deaths and suicides, maybe fewer crime-of-passion murders, but likely more “kill the witness” murders. If the penalty for using a gun in a crime is high, then the relative cost of killing a witness is low (for example, adding a life sentence for murder on top of a 30 year sentence for armed robbery is like getting a 30-year off coupon on that life sentence).

With 3D printed guns on the horizon (to say nothing of the “dangerous” lack of regulation of machining tools!) an effective political gun control regime would have to expand to all manner of regulation. This regulation would cost a lot! But, one might object, mere money is not worth as much as the lives that might be saved. But it’s not embossed portraits of dead white men that’s at stake. I don’t think we should let economists play God, but I think there is something to economists’ activity of considering what we might be willing to give up for a life.

Money is a medium of exchange; it’s not the end, just a tool we use to make life easier. The cost of regulation is real human well-being, time, and effort foregone. Taking someone’s money prevents them from spending it on what they otherwise would have. It also discourages them from investing further effort into producing something valued by others. Regulation also takes people’s (irreplaceable!) time; saving someone’s (irreplaceable) life provides some moral justification for this, but the cost must be acknowledged.

If (if!) there is a benefit to political gun control (that is if we judge the lives lost under a decentralized regime as morally superior to those lost under a political regime), then we should still consider the cost. In any case, we should all stop using the term “gun control” when we mean “political gun control.” A problem defined is a problem half solved, and the blanket term “gun control” mis-defines the problem.
