“Stateless” is a term coined for ethnic groups (mostly in the Old World) that do not have official political control of a piece of territory that has historically belonged to the said ethnic group.
So, for example, the Kurds in Iraq, Iran and Turkey are considered a stateless society. Most stateless societies exercise de facto political control over their territories, but not de jure control. This can sometimes cause the stateless societies to come into direct conflict with the factions that do have de jure control over the stateless society’s territory.
