A good question, Jack. My guess is that they’re playing hardball by creating countries like the West does (Montenegro, Kosovo, etc.). Moscow is bastardizing “self-determination,” which is smart and predictable.
The West would do well to recognize these new countries that Moscow creates via recognition. This would give the West a chance to pull these new countries into its orbit.
