I generally agree with the people-watching cafe criteria but want to point out that ‘good weather’ is subjective. I’m a fair-skinned redhead and have the same view of sunlight as Count Dracula. When I was teaching/researching in France I loved my time in Lille and hated Nice. My favorite city for people watching cafes is Amsterdam although Rotterdam was very good.
