Sound libertarian analysis, highly recommended!
Christmas went well. I’ve got four books I have to read before the three books I ordered from amazon.com (thanks to a gift card) arrive.
Below is my attempt to make sense of the world, especially that of the Middle East. It’s best viewed in tandem with two earlier posts on the subject, and deals with military intervention (as opposed to outright war).
This post concerns the issue of scholars, journalists, intelligent laymen, and activists continually evoking the nation-state as their point of reference for discussing and analyzing foreign affairs. Here are two general examples:

This is logical as far as it goes, and there is something to be said for using the nation-state as a tool for better understanding the world around us, but in the post-colonial, developing world there are no nations attached to the states there.
Let me see if I can explain. The nation-state is a rare and parochial political unit found only in Europe and in parts of East Asia. Notice the hyphenation of the words “nation” and “state.” These are two very different concepts, and yet they are applied – together – nonchalantly in nearly every study or report to be found on international relations.
The interwar economist and patron saint of the present-day libertarian movement, Ludwig von Mises, studied nations after World War I out of a desire to better understand why large-scale violence occurs and how it can be prevented. I appeal to the authority of Mises on this matter because of the attempt by some libertarians today to simply disparage understandings of collectivist concepts such as “nation” with a brusque “the world is composed of individuals and nothing else, so your argument is invalid as well as incoherent.” It is true that individuals should be at the forefront of any question asked about society, but attempting to do so with tabula rasas won’t get you anywhere.
Here is Mises on nations, in the first chapter of his excellent 1919 book Nation, State, and Economy (pdf; and one of only two books I’ve read by Mises), making my point for me much better than I could ever hope to do:
If we wish to gain insight into the essence of nationality, we must proceed not from the nation but from the individual. We must ask ourselves what the national aspect of the individual person is and what determines his belonging to a particular nation. (34)
When a libertarian points out that the world is composed of individuals he is correct, but when he brushes aside any and all attempts to understand collectivist ideas such as nationalism he puts himself at an intellectual disadvantage. Perhaps this is because many libertarians, especially the post-Ron Paul 2008 ones, don’t want to think things through anymore. Perhaps it’s power they crave, rather than liberty and truth.
At any rate, Mises continues his thoughts on nationality with this sentence: “We then recognize immediately that this national aspect can be neither where he lives nor his attachment to a state. (34)” Nationalism isn’t even a phenomenon that can be tied to a specific geographical location, much less a specific state. (It’s worth noting that this is still the rough understanding of “nation” that sociologists and anthropologists have today. Many other theories about the “nation” have been swept away into the dustbin of history. I point this out because classical liberals tend to produce works that stand the test of time, and this is because of their commitment to the individual.) How can a conception of “nationhood” not be directly tied to territorial or political attachment?
I don’t claim to know, but here is how I break this recognition down. The tie-in to US foreign policy is coming, I promise.
The New World (Canada, the US and Latin America) is home to a small number of large republics that broke away from an imperial center at some point in the past. This is a very different arrangement from the large number of small nation-states in Europe and Japan/Korea mentioned earlier. There is no Brazilian nation to speak of. No American nation or Colombian nation to brag about. Only Brazilian, or American, or Colombian citizens are found in the republics of the New World.
While there are arguments to be made about the seriousness of nationalism in the New World republics, I don’t pay them much heed because the distinction between ‘citizen’ and ‘nation’ explains well Europe’s and Japan’s inability to assimilate immigrants as successfully as the republics of the New World.
The chronic bouts of fascism afflicting Latin America (and FDR’s United States) are largely the result of attempts to create a nation out of citizens.
In the Old World not consisting of Europe and Japan/Korea (i.e. the developing, post-colonial world), there is a small number of Western-educated elites who have been attempting, like the caudillos of Latin America, to create nations where there are none. These nation-builders are, consistent with their conformist Western education, national socialists. They borrow from liberalism its secularism but not its other laissez-faire underpinnings.
The advocates of Western military intervention, including Dr van de Haar and Dr Delacroix here at NOL, firmly believe that replacing the “bad” national socialists, such as Saddam Hussein, Hosni Mubarak, and Bashar al-Assad, with “good” national socialists will bring about viable, meaningful change in the region. Just sprinkle some fairy dust and – poof! – the new batch of national socialists will behave differently.
When pressed on this inevitable scenario, libertarian-ish military interventionists will renege on removing a dictatorship and replacing it with an alternative (which, again, will itself inevitably become a dictatorship). They recognize the futility of such an enterprise. Instead, they change tact and argue that a protracted bombing campaign would be a better option. This option, of course, has the effect of prolonging a conflict, which is blatantly at odds with the supposed humanitarianism of a military intervention in the first place.
The military interventionist simply assumes that a nation actually exists in these post-colonial, developing states, but nationhood is a concept that is limited to a small elite. An elite, I might add, that is just as illiberal as its Islamist (and other conservative) enemies.
Historians have long attributed the rise of the nation-state in Europe to wars and the absence of a hegemonic power. The decentralized nature of Eurasia’s backwater western region created the nations and states of Europe. Wars forced states to harness the potential of their citizens through political, economic and social nation-building. The lack of a hegemon forced these same states to compromise in otherwise uncompromisable situations.
Prolonging the war in Syria through a protracted bombing and arming campaign against ISIS, as military interventionists advocate, will not only keep the blood flowing, it will prevent a clear winner from emerging. “Humanitarian” intervention will prevent dialogue about what it means to be a nation. Indeed, it will prevent dialogue period.
If military interventionists truly want freedom and a lasting peace for the Middle East (and it is not clear that this is what they want) they would do well to stop relying upon the logical inconsistencies that they have fed to themselves over the past century. No amount of fairy dust or unicorn shit will be able to compensate for their fatal conceit.
What is missing from the Middle East is a vibrant sense of nationhood. It is no accident that the peoples in the Middle East with a strong sense of nationhood – the Turks, the Palestinians, the Kurds, and the Israelis – have had to fight for survival over the last 100 years or so to create, to retain, and to promote the cause of their nations.
Preventing dialogue, preventing compromise, and preventing victory in Syria by inadvertently playing different sides off on each other is not a humanitarian option. It’s not even a good “smart power” option. The military power of the West has been overrated for about a hundred years now. Its true power rests in the international institutions – international governmental organizations (IGOs) – it has been creating piecemeal over the past five hundred years. I blogged about wielding this influence most recently here and here. (and here is an older one). Also, open borders is an option that is never entertained by the international relations community (which is probably because it can only be implemented with some sort of political integration).
After a few busy days at the office I finally have the time to take up Brandon’s challenge and write a few lines about interventions in Syria and Iraq. Indeed, as Brandon writes in some of the comments the basic classical liberal and liberal position is that interventions are a bad idea. They are a breach of the sovereignty of other states, and rarely achieve their goals. Military interventions upset the international order and the international and regional balances of power, and open the door to all kinds of counter-interventions. They are especially prone to failure when their goals are extensive, such as a desire to construct democracy in countries without democratic traditions. This is an act of rationalist constructivism, long associated with communism and socialism rather than liberalism.
Whether all interventions also weaken and possibly destabilize the intervening power, as some libertarians (and Brandon) claim is another matter. This surely depends on so many other variables that it is hard to take as a general rule. Indeed, to welcome a Chinese intervention to fight ISIS/ISIL in the expectation this would seriously weaken authoritarian China (again see Brandon’s thought provoking blog a few days ago) seems a few bridges too far.
Still, it is too simple to rule out all interventions, in all circumstances. While a duty to intervene cannot easily be defended, the right to intervention is a different matter altogether. For example, while generally opposed to military interventions for humanitarian purposes, David Hume and Adam Smith did allow prudent political leaders to intervene. Hardly ever for humanitarian reasons, but for reasons of state. Important principles they embraced, for example found in the work of Hugo Grotius, were the rights to punishment, retaliation, preventive action, the protection of property rights and the protection of subjects against other countries.
Applying the wisdom of the Scots to our current world does open the door for some military action by the West against ISIL in Syria and Iraq. For the US and Britain, the beheadings of their subjects are clear reasons for action. Also, ISIL clearly upsets the fragile regional balance of power, where the West has a clear stake given the recent intervention in Iraq (regardless what one thinks of that intervention, but that is all water under the bridge). Also, ISIL’s state formation is not a case of regular secession which libertarians may sympathize with. While it has its supporters, this is mainly a case of state formation at gun point, against the will of most people inhabiting the land controlled by ISIL.
Of course, this does not mean President Obama’s plan is going to succeed. While military action may kill many of the ISIL leaders and perhaps ultimately minimize its military capacity, it seems highly unlikely that foreign intervention is able to eradicate ISIL. After all, interventions do not change the mindsets of people. Surely, this ideology will remain with us, in one form or the other. That is no reason to abstain from intervention, yet it is a reason to set clear and limited goals, and to be honest and modest about its inevitably limited long term effects.
This is a further continuation of my explanation for how post-colonial societies operate and how Western military intervention makes bad situations worse in these areas of the world. Last time I wrote of the general factions that exist in the post-colonial world using the state of Syria as a case study. Again, the explanation put forth here can be applied to any poor country that was created from the ashes of European imperialism, and can be used as a stepping stone for understanding how politics works in rich, industrialized states.
Often, when one reads a tract advocating military intervention overseas, you will come across the ambiguous catchphrase “National Interest.” Social scientists and historians generally define a state’s “national interest” as _____ (fill in the blank with whatever pet policy you favor). A national interest can sometimes be used to override constitutional protections guaranteed to citizens of a state in the name of security. It can also be used to justify protectionist policies, or to justify free trade policies. In general, the national interest is an excuse for a policy or set of policies that should be taken in order to strengthen a state and its citizens (but not necessarily strengthen a state relative to other states; see Delacroix on American exceptionalism for more on this subject).
Proponents of Western military intervention in Syria seem to think that arming the weakest trifecta in the Syrian conflict – the anti-Assad national socialists – will help to stop the violence there. Thus they couch their calls for military intervention in the language of humanitarianism. Here is the rub, though: Proponents of Western military intervention in Syria believe it is also in the national interest of the United States. If the US does nothing militarily, then Russia and Iran will seize on Washington’s doting and become more powerful at the West’s expense.
Let me take a step back for moment.
Both – if you will notice – have not dared to elaborate upon their arguments on these two points. Both refuse to think or to talk about the implications of their policies. Both believe that their good intentions – and the good intentions of the Obama regime – are enough to stop the civil war.
In all fairness, many proponents of intervention – at least on the Right – have admitted to having at least one other motive for imperialism aside from humanitarianism: that of US national interest.
However, once the implications for a US national interest are drawn out, readers will see that these “national interests” are directly at odds with the humanitarianism hawks have been relying upon to justify their preferred policies. Here is the question I want you to keep in the back of your minds as I spell out the implications of the “national interest” argument: If the excuses for military intervention are indeed contradictory, and I think you will find them to be, is incompetence or dishonesty to blame?
The national interest angle has nothing to do with Americans or Syrians, and everything to do with Iran and, to a lesser extent, Russia. The latter two help fund the Assad regime. The Assad regime has virtually won the civil war. To the interventionist, this means that Iran and Russia have won the civil war, too, and at the expense of the West.
Therefore, the West should arm not the strongest contender (the Islamists) but the weakest of the trifecta (the anti-Assad national socialists), in order to prevent Assad’s total victory.
Makes sense, right?
Let me rephrase the goals of military interventionists who claim to be advocating policies in “our” interest in a way that is a bit more blunt: instead of letting the Assad regime win (which would stop the bloodshed), hawks want to arm the weakest rebel factions in order to keep the Assad regime from winning outright (which will guarantee more bloodshed). The implications of such a policy are squarely at odds with the supposed “humanitarian” intuition that interventionists shield their desires with.
How, exactly, does a prolonged conflict in Syria enhance US national interests?
And how, exactly, does a prolonged conflict square with the “humanitarian” desires of military interventionists?
Let me be clear: I think the contradictory arguments of military interventionists are entirely subconscious. They don’t think about the implications of their arguments because they believe that there is really no need to. When you are on the side of righteousness, of law, and of power, why think about implications? If none of those things will make the world a better place, then just sprinkle some fairy dust on every (oft-repeated) policy and watch as things turn out different this time.
I think the criticism of American libertarians and their lack of depth foreign policy-wise is a good one. This lack of sophistication is not brought up often enough. I think Dr van de Haar and Dr Delacroix are doing everybody an important service when they do bring it up (Delacroix’s penchant for strawmanning notwithstanding). And yet, a lack of depth or sophistication is not a bad problem to have; faced with whether their governments should support national socialists (such as Assad), Islamists (such as ISIS), or none of the above, American libertarians come out looking fairly good (so, too, does Syrian society). Libertarian hawks on the other hand, when presented with the same set of choices (national socialists, Islamists, or none of the above), tend to change the subject instead of giving a direct answer.
Fairy dust used in a good fairy tale is one thing. Fairy dust used as an excuse for real life policies is quite another.
Take this as you will. You know where the ‘comments’ section is, and we could probably learn more together by arguing than we could by reading my informal musings.
Humanitarian war, justified theoretically and morally by the Responsibility To Protect doctrine (R2P) , has become the go-to excuse for military action by hawks on both the Left and the Right in the West for the past 20 years or so. Humanitarianism as an excuse for war has been around for as long as humans have, and it has been going in and out of fashion for just as long, but since the end of the Cold War it has become prominent in all the right circles again.
The first thing careful readers will notice about R2P proponents is their seeming inability to consider the fact that their overtly political goal is couched in the language of humanitarianism rather than for the purely political purpose that it actually is. This is entirely subconscious, which makes it all the more dangerous because proponents of R2P truly believes that what they state is pure and noble.
Is it not true that, by definition, anything the government does is the essence of the political?
Perhaps I am being unkind to advocates of R2P. Perhaps I am simply knocking down a straw man. I hope advocates will lay down a better, preferably more concise, definition for me in the ‘comments’ threads. Yet when people have such strong beliefs in their own intuitions that they actually call for a government to enforce those intuitions at all costs, how can I not be unkind? My freedom is at stake whenever good intentions are used to empower others.
At any rate, it’s finally time to explain how factions in the post-colonial world operate. This explanation is geared toward both conservatives, Leftists, and uninitiated libertarians, and will use Syria as an informal case study. Once you grasp the principles behind my argument (and feel free to use the ‘comments’ section to flesh out any fuzziness) you can easily apply them to anywhere in the post-colonial world. You can also use these principles to better understand how politics in rich, industrialized states actually work.
I’m going to do this by quickly detailing the main factions involved in the Syrian conflict and then delving into the implications of arming one side and bombing the other, as the Obama administration has been doing.
First up is the Assad regime itself. Despite the violent protests that stared us in the face at the beginning of the upheavals in Syria, the Assad regime actually enjoys a fairly broad base of support. The regime is Ba’athist, like the Hussein regime in Iraq, and as such enjoys support from secularists, educated women, the business class, socialists, the military, religious minorities (Christian and non-Sunni Muslim) , labor unions, ethnic minorities and the professional class (lawyers, doctors, engineers and academics). These are the classes that believe that state can be wielded to further it noble ends (which includes secularizing all of Syrian society and raising the standards of living of all Syrians). The term used to describe such a conglomerate is ‘national socialist’.
Prior to the start of the civil war in Syria, the Assad regime faced a two-pronged attack from would-be reformers. As with everywhere else in the world – from Greece to Brazil to China to the United States* – Syria is facing social unrest.
One of these dissenting prongs – the weaker of the two – is composed of secularists, educated women, the business class, socialists, the military, labor unions, ethnic minorities and the professional class. You read that correctly: opposition to the Assad regime had, prior to the civil war, come from other national socialists dissatisfied with the status quo. It is this second group of national socialists that Leftists and conservatives wish to arm. Aside from the massive amounts of fairy dust such a program would require, what do R2P advocates think they would accomplish by replacing one batch of national socialists with another?
I am digressing. The second of the prongs (the more powerful one) is made up of various Islamist groups, including many branches of al-Qaeda. This faction is conservative and largely dominated by young, Arab and Sunni Muslims. Because of its religious flavor, this faction is dominated by actual peasants or the lumpenproletariat and is run by a parochial and decentralized leadership. It gets its funding from the brutal Arab Gulf regimes (which are, in turn, protected by the American state). Due to the very nature of the national socialist economy, a large population of very poor people dominates the demographic landscape of Syrian society today. GDP (PPP) per capita stood at about $5,101 in 2011.
Liberalism, the alternative to socialism and conservatism that advocates free trade, the rule of law and property rights, and individual liberty, does not exist in Syria today. It was murdered in its infancy by British and French imperialism.
When the shooting started – and we will, like the first Anglo-American War, never know who started the shooting – the national socialists opposing the Assad regime took one look at their potential allies (the Islamists) and either went crawling back to Damascus for protection or attempted to flee the country. Taking a long, slow look at the Islamists now fighting the Assad regime, it’s not hard to see why the national socialists marching against Assad took the routes that they did.
So, ideologically, there are only conservatives and socialists competing for hearts and minds in Syria. Liberals simply emigrate to the West. Letting the post-colonial world devolve into smaller and smaller political units would limit conflicts and casualties, but the road to a peaceful and prosperous Middle East is going to be a long, hard haul without way to re-introduce liberalism into the region (Jacques has put forth a doable proposal, as has Rick, but my own is too ambitious).
* I mention this only because there is a small faction in American politics trying to argue that the Arab Spring is a direct product of the illegal invasion and occupation of Iraq. It is not. The unrest around the world is due to the inherent failures of the post-war economic consensus (which was anything but laissez-faire).
Richard Epstein, the legal scholar and libertarian Republican known for his erudite wisdom in the fields of law and economics and tort law, has recently joined in the chorus of Right-wing critics attacking Senator Rand Paul (and President Obama) for arguing that the US government does not have enough information to carry out an attack or launch a military campaign against the Islamic State of Iraq and Syria (ISIS), and that further action on the part of Washington will only make things in the region worse rather than better.
Unfortunately, Epstein’s argument represents the best of what is essentially a quick-tempered fallacy that’s short on details and long on moral posturing. Epstein, for example, provides absolutely no outline for what action the US government should take against ISIS. Should the US bomb targets from afar as it has been doing in Pakistan? Should the US government put combat troops back on the ground in Iraq? Should the US invade Syria and strike ISIS from there? If you read carefully the arguments put forth by proponents of attacking ISIS, you’ll notice that none of them have an outline for what the US government should do about it (even the usually sharp Professor Epstein refrains from providing a coherent outline). Instead, readers are treated to ad hominem attacks that liken Senator Paul to the worst-possible person imaginable: the Big Government-loving Commander-in-Chief of the US Armed Forces, Barack Obama. Oh, the horror!
Epstein’s argument lays a great foundation for any starting point that discusses what a libertarian foreign policy should be. He writes:
Libertarian theory has always permitted the use and threat of force, including deadly force if need be, to defend one’s self, one’s property, and one’s friends. To be sure, no one is obligated to engage in humanitarian rescue of third persons, so that the decision to intervene is one that is necessarily governed by a mixture of moral and prudential principles. In addition, the justified use of force also raises hard questions of timing. In principle, even deadly force can be used in anticipation of an attack by others, lest any delayed response prove fatal. In all cases, it is necessary to balance the risks of moving too early or too late.
Of course, none of this provides any helpful hints for what the US government can or should do going forward to deal with ISIS. Libertarians, like everybody else in the West save for a few disgruntled young Muslims, think that ISIS is morally bad. It does not follow, though, that the use of military force is the best (or even fifth-best) option going forward.
Unfortunately, many libertarians (though not Senator Paul) erroneously fall back on the fallacy that because the US government is unable to coherently attack ISIS (much less define it), Washington should simply adhere to a policy of non-intervention. So what follows is a modest proposal to implement a more libertarian foreign policy toward ISIS.
The interwar Austro-Jewish economist and one of libertarianism’s patron saints, Ludwig von Mises, wrote in his 1927 book Liberalism that:
The right of self-determination in regard to the question of membership in a state thus means: whenever the inhabitants of a particular territory, whether it be a single village, a whole district, or a series of adjacent districts, make it known, by a freely conducted plebiscite, that they no longer wish to remain united to the state to which they belong at the time, but wish either to form an independent state or to attach themselves to some other state, their wishes are to be respected and complied with. This is the only feasible and effective way of preventing revolutions and civil and international wars (109).
This observation – a basic tenet of libertarian political theory – ties in quite well with one stated goal of Islamist political theory, which seeks to partition the Sykes-Picot states of Syria, Jordan, Iraq, and Lebanon into smaller states in order to destroy the influence of Western “imperialists” in the Middle East. Lest detractors start accusing Islamists of being closet libertarians, it is worth noting that Islamists also seek to break all economic ties with the non-Muslim world in favor of an inter-regional protectionist union (to say nothing of Islamism’s views about religion and society).
The words of Mises summarize nicely not only where libertarians and Islamists can agree intellectually, but also points – if ever so subtly – to a new leadership position for a benevolent liberal hegemon like the United States to take up in an increasingly Balkanized world.
Instead of blindly attacking ISIS with no real plan in place, the West should temper the prudence of President Obama and Senator Paul with the libertarian notion of self-determination by recognizing the existence of the Islamic State and swiftly incorporating it into the existing IGOs – such as the United Nations, the World Bank, and the IMF – that the West has built up and maintained since the end of World War 2.
This policy would do much more than strike directly at the legitimacy and power of the authoritarian Assad and Maliki regimes by carving up their territories without their permission; it would also place the burden of governance directly upon the Islamists who have proclaimed an Islamic State.
ISIS has obtained power only because of the vacuum left behind by the Bush administration’s fatally flawed decision to remove regional strongman (and secularist) Saddam Hussein from power. ISIS has therefore had no responsibilities to date – despite its claim to govern territory – save to plunder and murder in the name of religion. Placing the burden of governance directly on the shoulders of ISIS would necessarily alter its foundation of power, and when it becomes apparent that Islamism’s political and economic theories leads directly to despotism and poverty, the benevolent liberal hegemon will be waiting to recognize the independence of regions within the Islamic State that aspire to independence or union with another state.
This policy would also shift the ability to make and enforce international rules and norms back to Washington and would bring a semblance of order to the Middle East by placing a benevolent liberal hegemon into a position of leadership that is capable of recognizing and engaging with the Arab public’s desire for liberty. A liberal hegemon could achieve much of this peacefully and legally.
It is unfortunate that many libertarians – especially in the United States – have adopted the reactionary stance of non-intervention in foreign affairs. Aside from being impossible, non-intervention is also inimical to libertarianism’s social individualism. In the same vein, the calls for military action and the personal attacks against politicians unwilling to act blindly in the realm of foreign affairs does more harm than good as it distracts citizens from focusing on the issue at hand: namely, what is to be done about ISIS. Senator Paul and President Obama have so far made the right decision, but unless Islamism is tackled directly – intellectually – the woes and fears of the West will only continue to mount.
It is time for the West to adopt a more libertarian foreign policy.

The news from Syria seems to have dwindled to nothing in the last couple of months. The hawks have focused their continued, never ending ire on the peace process between Tehran and Washington that the Obama administration has courageously initiated. The lack of news is too bad, of course, since the (quite unintended) consequences of Western meddling in the region are now beginning to be felt by everyday Syrians. PRI (“you’re listening to The World”) reports on the misery Syrians are now forced to endure:
It’s been a trying week for Syria. The United States and Britain suspended providing even non-lethal aid to the country. A prominent Syrian opposition leader has gone missing. And now winter has brought snow and cold weather.
The cause of suspended aid? Why, the fact that the anti-Assad national socialists have lost out to the Islamists militarily, politically and economically, of course. Instead of letting the anti-Assad national socialists fight it out with the pro-Assad national socialists and the Islamists – which would have produced a quick winner and thus reduced the suffering of Syrians – the West remained content to heavily arm the least prominent faction involved in the fighting (the anti-Assad national socialists). The result, of course, has been the continued bleeding of Syrian society as a war that could have ended years ago continues to drag on.
In Iran, a mild brouhaha has emerged over the censorship of most of the World Cup draw in Brazil (Iran’s national soccer team made the World Cup, and the draw – a huge deal in most of the sporting world – was held in Brazil, which is hosting the event next year). According to PRI, the state-run media in Iran had to censor most of the draw’s coverage due to the lack of coverage on Brazilian supermodel Fernanda Lima’s big, beautiful breasts.
While the effects of the state-run media are fairly straightforward, I find the cultural implications of this episode to be most fascinating. PRI reports:
The Islamic Republic doesn’t allow women deemed to be dressed immodestly on television, so every time the camera focused on Lima, the picture was dropped on Iranian TV.
This made for terrible viewing for Iranian soccer fans waiting to find out who Iran was going to be playing at the World Cup.
So, who do Iranians blame for this debacle? Lima or FIFA? The many abusive messages left on Lima’s Facebook page seem to suggest they are blaming her.
Comments ranged from insults to suggestions she should have worn a hijab, so everybody around the globe could watch the draw.
The abuse got so bad Lima had to take down her Facebook page. But then, a lot of Iranians started to apologize for the abuse, saying Iranians are not really like this. This, in turn, triggered posts by Brazilians saying, not to worry, Iranians are still welcome in Brazil.
Nationalism is prevalent in Iranian society, but so is a yearning to open up to the world. In my anecdotal experiences, I have found this nationalism to be very common among all young men in the non-Arab Muslim world. I suspect this nationalism is also prevalent in places like the Balkans and Arab Mediterranean world as well. I have no reason for suspecting this, except for the fact that in each of these parts of the world, relatively young states exist but nations are still being defined.
In Western Europe and, to a lesser extent Japan and South Korea, states and nations have long ago melded together through wars, policy battles, trade and sophisticated diplomacy. Along the peripheries of these areas the narrative of nation and state has not occurred, and may never occur (this type of nationalism is altogether absent from the New World republics for a number of fascinating-but-digressing reasons). I think the factions that encourage this narrative, national socialists all of them, are just as bad for their respective societies as are the conservatives (Islamists in the Muslim world, monarchists in other parts, Confucianists-cum-communists in China, etc., etc.). Only liberalism can bring about peace and prosperity to these societies.
The people apologizing for the actions of their fellow Iranians are a natural fit for liberalism’s humble creed. Unfortunately, I think the national socialists and the conservatives know this, and therefore advocate for policies that will keep their societies insular (and apart from the world of ideas that only liberalism has produced).
This brings me to a final thought for the day: What can I do about this, if anything? The regimes that hawks wish to destroy are bad guys, to be sure, but I have yet to see a regime that has been destroyed by an outside power give way to a regime that is benevolent and just. In fact, often these new regimes are worse than those they have replaced. The battle for ideas can only be won with the pen, and wars will only ever be won by ideas.
This realization, I think, is why I continue to write and to blog. Thanks for reading and, more importantly, for adding your thoughts to my own in the ‘comments’ section.
On November 1st 2011 I got into an argument with Dr Delacroix about US foreign policy. During that time, if you’ll recall, a debate on the merits and demerits of bombing Libya was raging across the blogosphere and in the halls of power. Here is what I wrote in the heat of the moment two years ago today:
Time will tell, of course, which one of our predictions comes true. In two years time, Tunisia, which did not get any help from the West, will be a functioning democracy with a ruling coalition of moderate Islamists in power.
The Egyptian military will be promising the public that elections are just around the corner, and Libya will be in worse shape than it is today. Two years from today, Dr. J, you will be issuing an apology to me and making a donation to the charity of my choice.
Since you are very good at avoiding the facts on the ground in the name of democratic progress, I think we should establish a measurement rubric by which to measure the progress of Libya. How about GDP (PPP) per capita as measured by the IMF?
Not too shabby, eh? In case you haven’t been staying up to date on current events in the Middle East, Tunisia is a functioning democracy with a ruling coalition of moderate Islamists in power. It is not Switzerland or Iceland, but it is doing much better than the two states who were on the receiving end of US “help” during the Arab Spring.
Egypt, for example, is currently being run by the (US-funded) military, and the military is promising Egyptians that elections are just around the corner.
In Libya, GDP (PPP) per capita for 2013 started off the year at $11,936 (in international dollars). In 2011, prior to the uprisings and subsequent US bombing campaign, Libya’s GDP (PPP) per capita clocked in at $14,913 (you’d have to look at 2010 to see where Libya started off). That’s a nearly $3,000 drop in purchasing power parity. Here is the relevant IMF data (it starts off in 2010 and you can go from there).
Perfectly predicting the current mess in the Middle East has less to do with my genius than it does with applying a general libertarian framework to the situation. For example, I know that government is very bad at doing nearly everything. Government is a name we have given to an organization that has a monopoly on force. This monopoly on force is usually consented to because it is expected that it will provide an honest court system and a way to interact with other polities (“diplomacy”). When this monopoly on force is applied to anything other than these two functions, peace and prosperity give way to war and impoverishment. The trajectory that war and impoverishment take in a society depends on any number of variables, but the general libertarian framework I just outlined never fails to impress.
Now, my perfect prediction was made in the heat of the moment during an argument. If my argument was right, what did the other side of the debate have to say? Is it at all possible that Dr Delacroix had an argument that somewhat conformed to reality as well? Decide for yourself, and remember, this was written near the end of 2011:
There are several benefits to the Libyan/NATO victory for this country […] First, rogues and political murderers everywhere are given a chance to suppose that if you kill Americans, we will get you afterwards, even if it takes twenty years […] Two, Arabs and oppressed people everywhere are figuring that we mean it when we say we like democracy for everyone […] Three, this Obama international victory will cost him dearly in the next election. A fraction – I don’t know how large – of the people who voted for him the first time around oppose all American military interventions.
I don’t know about you, but it looks as if Dr Delacroix got Libya, the rest of the Arab world and American domestic politics horribly wrong, and on every level possible. If I am being disingenuous or unfair to Dr Delacroix’s argument, please point out to me where I go wrong in the ‘comments’ section.
Let’s take a second to reflect on something here. I was factually correct in my assessment of what would happen in the Middle East if the US intervened militarily. Dr Delacroix was factually incorrect. I think the drastic difference in outcomes occurred because our assumptions about how the Middle East works are informed by different history books. This is odd because we agree on nearly everything else.
Were I proved to be wrong, and shown how devastating the effects of my assumptions on societies could be, I know I would do some deep questioning about my prior assumptions of how the world works.
There are four assumptions Dr Delacroix makes, in recent blog posts, that I believe are unfounded. When these unfounded assumptions have gained traction policy-wise, the consequences have been devastating. When these unfounded assumptions have been defeated in open debate, the consequences have been minute. By pointing out these assumptions, and ruthlessly criticizing them, I hope to provide a framework for those who read this blog to use when thinking about foreign affairs.
Comparing leaders of authoritarian states to schoolyard bullies is a bad way to go about understanding international relations. I think this is done on purpose, of course, in order to obfuscate the reality of a given situation. Dictators in authoritarian states often enjoy broad coalitions of support from the populaces over which they rule. In Iraq, for example, Saddam Hussein enjoyed support from Sunni Muslims, Christians, secularists, socialists, trade unions, domestic corporations, women’s rights groups and the poor. Dictators often enjoy broad support from their populaces because of the fact that they bully, to use Dr Delacroix’s term, the bullies (see False Assumption #2 for more on this).
Here is another example: Bashar al-Assad has broad support in Syria because he protects religious and ethnic minorities from the passions of the vulgar mob. Dictators rarely care about the actions of dictators in other countries, unless it serves their own domestic purposes, and slaughtering people randomly is something I have never heard of a dictatorship doing. A dictator’s attacks are calculated, quite coldly I admit, so as to bolster support from the factions they are allied with. Dr Delacroix would like nothing more than to have the Middle East actually be a place where dictators take comfort in the actions of other dictators. Were this to be true, his argument would be right. His predictions would come to pass. Alas.
Attempting to sweep the violence and high death count associated with the US invasion of Iraq under the rug does nothing to inspire confidence in Dr Delacroix’s framework. The Iraqi-on-Iraqi violence occurred after the US military illegally removed the bully’s bully from his position of power. Prior to the US military’s illegal invasion, the Iraqi-on-Iraqi violence Dr Delacroix points to was kept in check by Saddam Hussein’s heavy-handed tactics. When Hussein gassed Kurds, for example, he did not do so simply because the Kurds “revolted” against his rule. He did so because the Kurds had been murdering Arabs and engaging in terrorist activities that targeted Iraqi infrastructure. The intrastate warfare in Iraq was quite negligible until the United States decided to break its own laws and illegally invade and occupy Iraq.
Of course, you can always choose to believe Dr Delacroix’s theory of events, but I think the results of our predictive power speak for themselves (on the inevitability of intrastate warfare in post-colonial states, see the discussions about “post-colonialism,” “secession” and “decentralization” here at NOL).
In 1939 France and the United Kingdom had worldwide empires. The Soviet Union was 25 years old. So were the small, independent states of Turkey, Hungary and Austria. Germany, despite its defeat in World War 1, was an industrial power. The was no such thing as cruise missiles. There was no such thing as jet airplanes. There was no such thing as satellites. Or the internet. The Jews that were slaughtered in Europe lived in places that could not be reached by the American military of 1939. Indeed, they lived in places in Europe that could not be reached by the American military of 1945. The Eastern Front in World War 2 was many things, but certainly I think you can see why it wasn’t a “reluctance to get involved” on the part of the American people that is partly responsible for the Holocaust. To assume that the American military could have marched into Eastern Europe during World War 2 and stopped, or even slowed, the Holocaust is delusional.
Since the end of World War 2, when the US assumed its place as the world’s most prominent polity, Washington has continually opted to support the socialists (Ba’athists, Nasserists, Ghaddafi, etc.) over the Islamists in the Arab world (liberal Arabs simply, and unfortunately, emigrate to the West). The most obvious reason for this support is that the socialists do not send their agents to fly planes filled with people into commercial buildings filled with people. Pretending that the US is putting its head in the sand is disingenuous. Washington is well-aware of the consequences of letting Assad fight it out with the Islamists. We have made our decision after weighing the costs and benefits of every option available. We did this through open debate. Socialists make better enemies (and allies) than Islamists.
Now, these are just some small examples of jingoism and delusions of grandeur I have picked out. There are many more examples, especially in the national press, but Dr Delacroix’s are much, much better reasoned than any of those. If you are reading the op-eds in the national press rather than Dr Delacroix you are going to be woefully misinformed about the nature of the world. Your brain will be slightly more malnourished than it otherwise would be (this is one of the reasons why I like blogging with him). His arguments are informed by a lifetime of prestigious scholarship; they are informed by somebody who has the benefit of understanding two distinct cultures in an intimate way.
And look how incredibly wrong he has been proven to be. Assumptions matter. So, too, does truth and falsehood.
One must not lose sight of the fact that, historically speaking, and contrary to prevalent belief, the Alawites wanted no part of the “Unitary Syria” that emerged out of Franco-British bickering in the Levant of the interwar period. Indeed, when the French inherited the Ottoman Vilayets (governorates) of Beirut, Damascus, Aleppo, and Alexandretta in 1918, they opted to turn them into six autonomous entities reflecting previous Ottoman administrative realities. Ergo, in 1920, those entities became the State of Greater Lebanon (which in 1926 gave birth to the Republic of Lebanon), the State of Damascus, the State of Aleppo, the State of the Druze Mountain, the State of the Alawite Mountain (corresponding roughly to what the Alawites are reconstituting today), and the Sanjak of Alexandretta (ceded to Turkey in 1938 to become the Province of Hatay.)
But when Arab nationalists began pressuring the British on the question of “Arab unity,” urging them to make good on pledges made to the Sharif of Mecca during the Great War, the Alawites demured. In fact, Bashar al-Assad’s own grandfather, Ali Sulayman al-Assad, was among leading Alawite notables who, until 1944, continued to lobby French Mandatory authorities to resist British and Arab designs aimed at stitching together the States of Aleppo, Damascus, Druze, and Alawite Mountains into a new republic to be christened Syria.
From this long-winded (but useful) article by Franck Salameh in the National Interest. What would be interesting to research is how long it took the Ottomans to figure out how to best govern such a diverse set of peoples. God forbid anybody let them govern themselves. Also interesting to note is the “Arab unity” canard that ultimately created the state of Syria. From what I recall, Arab nationalism was largely pushed by a hodgepodge of urban liberals with connections to British and French businesses and rural aristocrats hailing from the Gulf and promised land and power by the British for turning on the Turks.
What a mess. The liberals, by the way, are long gone. They were swept away by the military dictatorships of the 1960s and 1970s. The Islamists are largely a reaction to the military dictatorships. Islamism as we know it today only came into being in the late 1950s, when the leaders of the Middle East were all puppets that had been installed by the last vestiges of European colonialism. Arab nationalism was still strong in the late 1950s, so the Islamists lost out in popularity to the military dictatorships (which operated under the guise of “Arab socialism”). Twenty years of Arab socialism – guided by Generals and Colonels – paved the way for the Islamists and their internationalist rhetoric to become the voice of the Arab street.
I, for one, wouldn’t mind seeing Syria dissolve back into six independent states. If the international community could get them to bind their economies together in a free trade zone of sorts, the region would heal quickly and set an important precedent: political decentralization and economic integration work well no matter where they’re applied.

Не знаю как у вас там, а у нас, у большинства населения, вполне четая позиция по этому вопросу. Лично я считаю, что не надо вообще туда к ним лезть, в их закрытый мусульманский мир. Пусть живут по своим законам и сами решают свои проблемы.
Далеко за примерами ходить не надо. Достаточно вспомнить военные вмешательства во Вьетнам, в Ирак, в Чечню, в Афганистан. Попытки железной рукой пресечь конфликт вылились в многолетнюю затяжную войну с бандформированиями, в партизанское движение, в террористические акты по всему миру. Возникает вопрос: надо ли оно нам дальше? Я конечно понимаю Обаму, для которого Сирия – это как болячка на демократическом теле, которую постоянно расковыривают, и которая не дает покоя. И, казалось бы, если влезть туда “всем миром”, можно террористическую заразу подавить. Ха-ха-ха. На словах все получается гораздо радужнее, чем в реальности.
“Война это плохо. Поэтому мы вторгнемся в Сирию, как великие демократы и покажем им всем огнем и мечом, что убивать друг друга – это грех”. Окей. Если такая позиция кого-то устраивает – пусть так оно и будет. Только после того как очередные террористы взорвут очередные торговые центры – не надо плакать. Сами виноваты.
В России, повторюсь, позиция по Сирийскому конфликту весьма четкая, так как мы до сих пор пытаемся решить собственные конфликты с Чечней. И каждый год мы теряем солдат, которые подрываются на очередных минах, расстреливаются в засадах, погибают где-то в горных лесах, преследуя очередной бородатый отряд партизан-горцев.
У нас в России весьма двойственное отношение к нашему президенту. Его вроде как и любят и не любят одновременно. Однако его письмо в New York Times с разъяснением позиции России по поводу Сирии вызвало у нас в стране волну одобрения. Применять силу нужно лишь для самообороны, для отстаивания независимости СВОЕГО государства, и для охраны его границ. А вторгаться в другие страны и насаждать там свои порядки – это неправильно. Каждый живет как умеет.
Предвижу некоторое количество комментариев на тему того, как русские вторглись в Осетию в августе 2008 года и принудили Грузию к миру в коротком вооруженном конфликте. Так вот, там была слегка другая ситуация. Прочитайте статьи на Википедии об этом конфликте, прежде чем набрасываться меня с обвинениями в двойных стандартах.
It’s not the hypocrisy of (anti/pro) war (Republican/Democratic) party hacks that I mind. For at least that means they are on the right side 50% of the time, which is better than being on the wrong side 100% of the time. No, what I hate is when this hypocrisy goes unnoticed, unexposed, and unchallenged. During Obama’s first term, the hypocrisy was that of the suddenly pro-war Democrats. And for his second term, it is that of the suddenly anti-war Republicans. How hard is it to simply have a standard? One that does not depend on the context of what letter happens to be next to the name of the puppet pretending to wield power for a period of 4 to 8 years. I am personally grateful for the amount of people on both sides of the aisle who don’t think it necessary or just to waltz (whether to bombard or to occupy) into Syria on a moment’s notice. But watch most of these anti-anything-Obama-does Republicans turn on a dime when it’s Iran’s turn to face our wrath. Then watch the Democrats squirm as they try to figure out their own position.
What are your thoughts? Would it be better if people just stuck to their position, even if it was awful, or if they waffled and on occasion did something right? Both in general and as it relates to the two parties and military intervention.
I’ve written about how disastrous a war campaign in Syria would be before. You can check out the archives here. At this point I think my track record for predicting what will happen when the US attacks another country is pretty damned good.
Here’s how I’ve accomplished this: government is, at best, an arbitrator of last resort (“courts and diplomacy”). If societies begin to grant a government’s scope much more than this minimum, expect to see bad things happen. Bombing another country for ambiguously stated purposes will lead to bad things. These bad things will be much worse than the bad things currently in place.
Don’t believe me? Look at Iraq. And Libya. And Afghanistan. And Vietnam. Et cetera. Et cetera.
Mark my words: if the Obama administration bombs Syria we will have much more to worry about than “projecting weakness.” An onslaught of chemical weapons, horrific ethnic cleansing campaigns, and decades of civil war will be in the books. The war would have been over by now if the Obama administration had not armed Islamist rebels. I wrote at length about Syria and the US’s strategic blunders here. Feel free to check it out.
Islamists, by the way, are people that adhere to the same type of philosophy as al-Qaeda, the organization responsible for 9/11. These are the people the Obama administration and Republican hawks support, and have supported, on and off again for five decades.
President Obama, unlike his predecessor, is not promoting democracy in Syria. He is instead pretending to play the game of power balancing, hoping that neither side in the war there wins, and instead allowing both to lose.
Read the whole thing. There is not much new information in the piece, but then again hawks in the US have known about the situation in Middle East for decades and have still advocated stupid policies. Nevertheless, Hadar’s account contains some brilliant rhetoric that I think may be of use to readers and writers that fight for liberty.
