Philosophical Research on Seasteading

The Seasteading Institute has recently published my philosophical dissertation on ‘Seasteading’. You can find it in the key research section of their Law and Policy page: http://www.seasteading.org/law-and-policy/.

Wayne Gramlich and Patri Friedman[1] founded the Seasteading Institute in 2008 in order to promote the seasteading movement, which has intellectually attracted mostly libertarian-minded individuals. The institute has also attracted funding from Paypal cofounder and early facebook investor Peter Thiel.[2]

A seastead is a permanent habitable dwelling on the ocean that preferably lies outside governmental waters. The Seasteading Institute believes that the creation of permanent societies on the seas can provide an experimentation space for innovative forms of socio-political organizations. The ultimate aim of seasteading is that newly emerging societies will inspire social changes around the world and contribute to human flourishing. First seasteads will be small-scale projects and they may even be constructed within existing governmental territories. However, seasteads could expand organically as technologies improve and innovative ideas of the functions of seasteads would emerge. One of the core ideas of seasteading is that an open experimentation space for social organizations will lead to progress in social rules and legislations, just as an experimentation space for new technologies leads to technological progress.

It is undeniable that social rules and legislations heavily influence all aspects of life, including technological progress and social well-being. One could for example compare North and South Korea, two countries that separated from each other in 1945. Both countries have had more or less the same culture and similar natural resources. However, what differs is their form of social organization; the North came under communist rule, whereas the South embraced western-style capitalism and democracy. Almost 70 years later, the differences in wealth, technological advancement, and social well-being are striking. South-Korea’s GDP per capita is for example 18 times larger, its internet penetration is more than 815 times greater, its life expectancy rate is 10 years longer, and the heights of South Korean pre-school boys are on average 4 centimeters longer. (Taylor, 2013, April 8).

The Seasteading Institute believes that, given that social progress and well-being heavily depend on how society is structured, mankind could make a huge step forward by letting social entrepreneurs start up seasteads to compete with governments in the industry of law-making and by letting millions engage in the experimentation with new forms of social organization.

In the paper, I provide a philosophical investigation of the concept of seasteading from a libertarian anarchist perspective. My investigation revolves around the following research question: “given that governments are resistant to structural changes of governance, how can mankind discover better forms of social organization?”

I argue that seasteading can fulfill that important role of moving mankind forward by experimenting with and finding new forms of social organizations that are best for human flourishing.

In the first chapter, I maintain that one core focus of political philosophy is to deal with the realities of value pluralism and political disagreements. I also contend that the most common form of social organization, representative democracy, does not satisfactorily deal with these realities. Hence, we should look for political possibilities beyond representative democracies. In order to discover these possibilities, we should experiment with new forms of social organization.

Chapter two discusses why there is currently little experimentation with social orders. I approach the issue from a meta-system level perspective and contend that all land on earth is more or less already claimed by states, which leaves little opportunity for people to start new societies on land. By applying the theory of monopoly economics, I maintain that the state’s monopoly on jurisdiction and coercion does not encourage them to provide good rules of law. It rather makes states extremely resistant to large-scale social changes. The obvious solution for finding better forms of governance then would be the introduction of competition into the industry of governments.

Chapter three deals with the epistemological attitude required for the experimentation space. I maintain that this attitude consists of having a sociological imagination, being epistemologically modest, realizing that social order can emerge spontaneously, and that the utopian dream of a single perfect society is impossible.

Chapter four discusses seasteading as the means by which the experimentation space could be realized. By homesteading the seas, a community can build and test new forms of social organization outside the scope of current governments’ control. It could generate new knowledge on social orders, thereby contributing to political philosophy and the social sciences. It could moreover also ease political tensions between citizens with different comprehensive doctrines.

Finally, I raise two objections to seasteading and address them accordingly.

[2] Peter Thiel, previously a student of Political Philosophy at Stanford University, is also founder of the libertarian-minded newspaper The Stanford Review. He is a venture capitalist who is very much influenced by the Austrian School of Economics. With this in mind, it may not be surprising that the early mission of PayPal was to give its users more control over their money by enabling them to switch currencies. The goal of PayPal was to make it, in Thiel’s words (1999), “nearly impossible for corrupt governments to steal wealth from their people through their old means [inflation and wholesale currency devaluations] because if they try the people will switch to dollars or Pounds or Yen, in effect dumping the worthless local currency for something more secure” (Jackson, 2004).

‘The Bitcoin Gospel’ and its Critiques

Last weekend, November 1st 2015, a Dutch television network broadcast a splendid documentary on Bitcoin entitled ‘The Bitcoin Gospel’ (Het Bitcoin Evangelie). It started off with Roger Ver, also known as Bitcoin Jesus in the Bitcoin community for his active promotions of the cryptocurrency, who is standing in his living room in Tokyo sending Bitcoins to the value of 100 Euros into the living rooms of the Dutch. The first person who scans the QR code of the ‘private key’ gets access to a Bitcoin wallet which holds 100 Euros worth of Bitcoins. At the moment of writing, that same amount of Bitcoin has more than doubled to 217.28 Euros. It is a powerful demonstration of how easy currency flows from one side of the planet to the other. If he would have made the transaction through the traditional way, it would have taken several days and it could have cost him up to 30 Euros. Using Bitcoins, he could send the money practically costless, and almost instantly without the need of any intermediaries.

If I could point out my two most favorite scenes, it would be the beginning scene (0:00 – 2:14) in which we can see Roger Ver’s impressive demonstration of Bitcoin transactions and the ending scene (43:43 – 48:24) where the myth making of its founder, Satoshi Nakamoto, is discussed and where an emotional and teary-eyed Roger Ver talks about the subversive nature of Bitcoins against political injustices.

The documentary however, also featured critics of the cryptocurrency – hence providing a balanced perspective of Bitcoins. Its main critic was Izabella Kaminska, a financial blogger at the Financial Times. She has offered several interesting critiques to which I would like to respond in this article.

1) The first critique that Kaminska offers is that Bitcoin prices are too volatile.
Kaminska reminds the viewers of the turbulent swings in Bitcoin prices. Indeed, if one would take a look at the price chart one would see that Bitcoin did rise 800 percent from $129.46 to $1,165.89 in the three month period from September to November 30 in 2013. Within the next four months, the price would plumb to $344.24. The value of Bitcoin is still extremely volatile – it has ranged between $184.32 and $481.51 in the year 2015.

In my opinion however, Bitcoin’s volatility is not necessarily deplorable. Its volatility is due to its small market and the experimental phase it is still in. The total market capital of Bitcoins currently stands at $5,676,100,709. It effectively means that only a small amount of money flows into or out of the market can already have huge implications for its price movements. It is therefore only natural that its price is still volatile. Volatility also offers prospects of possible gains, hence attracting more capital from investors. Total investments into Bitcoin related projects in 2015 is already more than double that for 2014. (Coindesk, 2015) The more investments are made into Bitcoin related projects, the greater the chance that Bitcoin will be widely accepted so that eventually in the long run products and services can be denominated in Bitcoins. Hopefully, this will make Bitcoins gain the same relatively low-volatility attribute of many fiat currencies.

2) Kaminska’s second critique is that buying Bitcoins does not benefit the economy as it is not loaned out to provide entrepreneurs with investment capital.
Kaminska contends that Bitcoins are simply sitting idly in people’s wallets – it has no interest, it has no yield, and she even claims that the persons who hold them believe that they have “a right to future income flows as if they are investing.” The statement that those who hold Bitcoins think that they have a right to future income flows is quite bold. Bitcoins are like any other investments in that they are always subjected to uncertainties. No serious investor believes that he has a right to profits. The Bitcoin investor is like an entrepreneur – he knows that he can only make a profit if he anticipates future conditions correctly. The notion that one should not hoard Bitcoins or cash or gold corresponds with the false notion that

“Unspent dollars means reduced sales, and as sales decline, profits drop, layoffs increase, and the total social income decreases, making less money available for consumption. Hoarding induces more hoarding as the economy sinks into a downward spiral.” (Smith, 2009)

What this notion does not take into account is that hoarding is an expression of people’s freedom to achieve personal goals or to deal with economic uncertainties. As George Ford Smith (2009) writes in ‘The Case for Hoarding’, the increased demand for money also makes prices fall. Those who are not hoarding are therefore actually benefitting from the decline in prices.

3) Kaminska’s third critique is that Bitcoin has transferred power from the existing elite to the new 1% of the Bitcoin economy, thereby going against the ‘democratization’ effects of Bitcoins that has been preached by its prononents.
In my view, it is only justified that those who have done the research into Bitcoins and who have taken the high risk to invest in new inventions also have a higher rate of return. Similarly, those who were pioneers by investing in Facebook or Microsoft during their inception period also deserve potentially higher rates of return as these companies were running higher risk of failures. If the first adopters of Bitcoins would not have had the opportunity to make enormous amounts of money, they would not have had investment incentives, it would not have got this successful and this critique of Kaminska would not even have been possible.

4) Kaminska had also argued that the Bitcoin community is extremely absolutist and driven by political ideology which is thrusted on everyone else.
She maintains that when she is paying for coffee she just wants the benefits of a working payment network and smooth transactions, not support for a certain political ideology. The idea that payment systems can be apolitical is an illusion. Governments have always had vested interests in the moneys of its citizens as its existence is entirely dependent on taxation and money creation. Any decision to meddle with the government’s schemes of taxation and manipulation of the money supply is hence always politically charged. It seems to me that she is holding an idealized view of our society if she believes that using USD does not support any political-economic system. Her statement that the Bitcoin community is thrusting their political ideology on everyone else is highly arguable as well. The government is an institution that holds the unjust power to determine which currency can serve as legal tender and which goods – including currencies – can be traded or should be outlawed. Unlike governments, the Bitcoin community does not hold the power to initiate force upon the people. It cannot thrust the adoption of the payment network on all citizens. Indeed, Bitcoin is a free market invention that allows, but not forces, anyone to join the payment network voluntarily.

Kaminska is right, when one uses Bitcoins one is supporting the libertarian political ideology. If one pays with Bitcoins, one is supporting a decentralized payment network through which transaction costs have virtually fallen to zero and through which it is much more difficult for governments and banks to track one’s financial transactions. The really relevant question however is not whether you are supporting a political ideology. The question that should be asked is: should we prefer to give our governments, and central banks the power to manipulate the value of our currency or should we prefer the separation of state and money?

How Can Crypto-currencies Democratize Society?

Yesterday, September 26th of 2015, I attended the Reinvent Money event in Rotterdam, the Netherlands, that was organized by Paul Buitink. The goal of the event was to bring people together for a grand discussion on the future of our monetary system. This discussion on monetary reforms is totally necessary if one considers the current problems with the euro and Greece, banking scandals, the rise of bitcoin and the blockchain technology, and peer-to-peer lending.

The speakers list consisted of many prominent thinkers and activists who could share with a crowd that was mostly in favor of crypto-currencies their thoughts about the current monetary system and whether money should be reinvented.

Willem Middelkoop was the first speaker and talked about the Big Reset of the monetary system that is currently orchestrated by high level officials. Jakob de Haan, head of the research department at the Dutch Central Bank, was the second speaker and stated that he does not believe in an upcoming Big Reset. While defending central banks, he argued that central banks are necessary in order to stabilize the currency and he sees five aspects that central banks should fulfill:

  1. central bank independence;
  2. central bank transparency;
  3. using monetary policy instruments to stabilize the economy;
  4. banking supervision of not only independent commercial banks, but of the whole economy. In his opinion, the central bank should supervise the entire economic system instead of primarily addressing individual institutions;
  5. macro-prudential policies to avoid crises.

Other speakers included Max Keiser, Stacy Herbert, Vit Jedlicka (president of Liberland), Stephan Antonopoulos, Simon Dixon, Joris Luyendijk, Prof. Antal Lekety and some others. Some wanted to go back to a gold-based monetary system, others truly wanted to reinvent money through crypto-currencies, and a few wanted the system to stay as it is structurally. As a voluntaryist, I was quite disappointed that the pro-crypto-currency speakers saw it as a means to democratize society. I don’t fully understand what they mean with the word ‘democratize’ and how crypto-currencies could do that, but I’ve noticed that those speakers saw it as a means to make our political system more democratic. Maybe, they mean ‘anti-authoritarian’ as crypto-currencies would indeed limit the monetary powers of the government and the central bank. However, I’ve always understood it as a de-political money system that is disruptive enough to do away with the myth that government is needed at all to stabilize our currency, and hence that it would bring us closer toward a voluntaryist society – not toward a more democratic system. A democratic system, in my opinion, means a system in which the majority rules. Crypto-currencies give every individual the full ownership of their money. Thus taking personal financial affairs entirely outside the scope of government meddling, also if that government is democratically chosen.

The Poverty Of Democracy

I have been a strong proponent of democracy until the Spring of 2012 when I picked up Hans-Hermann Hoppe’s Democracy: The God That Failed. Since then, I have never looked at democracy with the same warm feelings again. Now, in this post, I would like to explore why democratic political representation is an impossibility and why it deals poorly with value pluralism – the fact that society holds various fundamental values that are in conflict with each other. In addition, I would like to urge that we should look for other political possibilities and stop maintaining that democracy is the end of all forms of social organization.

What most people find attractive about democracy is its underlying idea that the electorate is an embodiment of the general will of the public as if the public has reached some kind of general agreement on public policies and legislation. It is believed that with regular elections, the rulers are in power for a limited time and they “will be compelled by the threat of dismissal to do what public opinion wants them to do” (Popper, 1963, p. 345). Gerard Casey writes in Libertarian Anarchy (2012) that “[T]he central characteristic of representation by agency is that the agent is responsible to his principal and is bound to act in the principal’s interest” (Casey, 2012, p. 125). It is however questionable to what extent the electorate can truly represent the constituency and to what extent the public voice can be considered univocal. We must also beware of attributing “to the voice of the people a kind of final authority and unlimited wisdom” (Popper, 1963, p. 347). When society holds a vox populi vox dei attitude, it can easily slip into a tyranny of the majority. A society ruled by public opinion by no means guarantees social justice.

It is important to realize that the notion of representation is highly questionable. According to public choice theory, political agents cannot possibly truly represent their constituencies when members of a society have different comprehensive doctrines, hold different values, and have different interests. Public choice theory applies economic methods in the field of political theory and provides some interesting insights that are relevant for political philosophy. It maintains that politics is ruled by clashing opinions among policy makers and clashing opinions among members of the constituency. One may for example desire to build new roads with public funds, another may want to use public funds for the modernization of the military and defense, a third may desire to spend more on social welfare, a fourth on education etc.

Given that we live in a world of value pluralism, it is difficult for policy makers to pursue and represent the ‘public interest’. Furthermore, special minority interest groups may have incentives to organize themselves in order to influence public policies through lobbying. When the expected gain of lobbying of such minority interest groups is greater than the cost of lobbying efforts, they have greater incentive to influence legislators. Large interest groups, such as taxpayers in general, have fewer incentives to campaign for particular legislations, because the benefits of their actions, if they are successful, are spread much more widely among each individual taxpayer.

When the principal believes that the cost of being politically active – keeping oneself up-to-date with political actualities and being involved with political campaigns – is not worth the benefits, the principal may become ‘rationally ignorant’ of politics. This gives representatives more incentives not to pay attention to the public interests. Rationally ignorant principals do not know who their representatives are or what they do. This consequently discourages the politicians’ feeling of accountability for their actions and it encourages the politicians to sell themselves to donors and to pursue personal agendas. Different interests, incentives, and ideologies among principals and political agents therefore result in unequal representation.

I believe that Casey is right when he asserts that there is

“no interest common to the constituency as a whole, or, if there is, it is so rare as to be practically non-existent. That being the case, there is nothing that can be represented” (Casey, 2012, p. 125).

Imagine that there is a piece of legislation that our representatives can either pass or not with 35 per cent of the public in favour of the legislation and 65 per cent who oppose it. If our representatives pass the legislation, they will represent the 35 per cent and ignore the interests of the 65 per cent. If they do not pass the legislation, they will represent the 65 per cent and cease to represent the interests of the 35 per cent.

“In this very normal political scenario, it is not that it is difficult to represent a constituency – it is rather that it is impossible” (Casey, 2012, p. 125).

A representative democracy is therefore actually quite inadequate in dealing with a pluralistic society as it cannot fulfill its promise: representing the will of the peoples. Democracy is moreover a system that is inherently violent, because it divides people along the lines of their comprehensive doctrines. People with similar political thoughts organize themselves into groups to campaign against people who hold conflicting ideas. In a democracy, these people then vote for their preferred ruler to rule over people who may have contrasting views or who may be indifferent to political issues at all. It has never happened that the turnout at elections is 100 per cent. According to Eurostat.com, the average turnout rate in Europe is around 43 per cent. Nonetheless, the 43 per cent are choosing political agents who are expected to represent the 57 per cent of the non-voting constituency. The violent nature of democracy is that with every vote the voter attempts to enforce their preferred rulers or legislation unto others. This basically makes it a system in which people lose their political autonomy to other voters.

I believe that in order to deal more adequately with value pluralism we have to look for political possibilities that lie beyond a representative democracy. Instead of considering democracy as the end of all forms of social organization, we should ask ourselves how we could discover better forms of social organization.

USA President Elections. View from Russia

Hello, NOL! Long time no blog. Now I want to share my thoughts on upcoming USA president elections in 2016. This event is very important for me, because I’m interested in American culture and history. I also think that this can be a trigger for reloading relationships between both our countries. So, I watch at pre-election race from position of a free thinker, who want to live in peaceful and secure world. It’s stupid to think about futurecoming President as about pro-Russian activist. It’s impossible, because, as we say in Russia, “your own shirt is closer to your body” which means “do good for yourself and your interests, and after all – for the rest of the world”. A kind of egoistic, but it works well. So I hope that President at least will not drag our relationships back in the times of Cold War.

Propaganda works well. A lot of people in Russia don’t even think about “spring” in relationships. More to say, some kind of russian patriots think that USA is a “territory of evil” and don’t want to have any relationships at all. Quite stupid position. Mono-polar world came to end with the Soviet Union and the truth is simple. We can’t develop without each other. It’s bright as day that we can’t affect on USA president elections, it’s USA business. It’s important for all russians to understand position of every single candidate and to have own opinion on this case: what can be done to improve our relationships and who can do that. Who will chose the path of collaboration and consolidation instead of self-destructive isolation?

Greece: Democracy in Action

The Greek people expressed themselves with utmost clarity. In response to an incomprehensible question posed to them by their fairly elected Prime Minister, the Greeks voted by a wide margin for the precipice instead of self-discipline. They also voted consciously for blackmail, because their government had explained to them that the “No” vote they gave would put pressure on Greece’s creditors (which include ordinary European Union taxpayers and, to a small extent, through the International Monetary Fund, US taxpayers as well.) The Greek government cynically campaigned for the same “No” vote.

Greece just joined Argentina to form a group of countries where the population deserves what’s coming to it because of its deliberate dishonesty, articulated through perfectly legitimate democratic channels.

As usual the urban poor in Greece – those who have no hens and no apple trees (like my parents in the fifties) – will be the ones to suffer the most as a result of irresponsible collective choices.

When was the last time anything good for the poor ever came out of an election won by any Left at all, anywhere, at any level? Please, remind me.

Flag Burning, the Bill of Rights, and Leaving America Behind: Fourth of July Special

Yes, the American Revolution was special. It’s not yet uncool to recognize facts. You are entitled to your mistaken and unsupported opinions, however; this is a free country. (Not thanks to you!)

First, there were no massacres. It may have been different if Britain had won, I don’t know. The Loyalists were treated harshly in many places. Many lost their property. Many became the English-speaking root of that milder version of ourselves, Canada. Americans were so generous-minded however that they even allowed Hessian (from Germany) mercenaries from the defeated British army to settle among them. Try to imagine any of the formerly occupied countries in Europe in 1945 allowing Russian SS from the German armed forces to stay behind and prosper! (Yes, there were Russian SS, thousands of them.)

Second, the US Constitution was and probably remains the most clear, exemplary embodiment of the healthy political idea of separating powers, a major step in uprooting the habit of despotism. (I may be wrong but I think the desirability of the separation of powers my have been enunciated earliest by the French philosopher Montesquieu. The French themselves mostly made a mess of the idea.)

Third, it took an embarrassingly long time but American constitution-builders eventually produced a wise list of specifically enunciated rights. A bill of rights is a necessity to protect political, intellectual, and religious minorities and, especially, individuals from the potential, and the very real, threat of tyranny of the majority.

The next to try a bill of rights, the French, did it only a few months later, also in 1789. With the privilege of having Ben Franklin right there in Paris to lend a hand, with Lafayette – who understood the idea well – involved, they also screwed up that one. Most of them don’t know it to this day, I think, but the insertion of one sentence in their Bill has the potential to nullify the whole: “Art. 6. La Loi est l’expression de la volonté générale.* “The Law, is the expression of the general will.” This general will, the will, the will of all, has the power to eradicate any of the individual rights carefully enunciated elsewhere in the same document. Correspondingly, today in France, there are concrete limitations on freedom of speech, for example, although freedom of speech is specifically guaranteed by the French Bill. These limitations were imposed in a carefully legal manner via acts of parliament, and signed by the president yet, they are still a form of despotism and a slippery slope. The little sentence above makes a constitutional challenge on these restrictions on speech difficult, if not impossible.

Incidentally, and going back to the US, there have been recent episodes of US flag burning by activists protesting – somehow – the Charleston church massacre. Go ahead, burn away, it’s your right so long as you don’t accidentally set afire a neighbor’s or public property! I feel forced to link this kind of petulant, childish behavior to a poll I saw recently that describes 50% of millennials as wishing to emigrate, to leave this country.** So, after voting massively for Mr Obama seven years ago, they want to escape the massive failures of his administration instead of staying put and contributing to reverse them. One the failures imputed to Mr Obama is wage stagnation. It has frozen many thirties-something in place, economically speaking. I am not sure it’s fair to blame Mr Obama but it’s done to every administration.

I know quite a bit about emigration/immigration as you might guess. So, I will presume to give potential emigrants advice: You may move to Australia, my friends. Australia will be glad to have you. The country is an admirably successful redneck project. You will enjoy the Australians’ great pubs. Of course, there is a good chance that the first night out to one of the pubs, you will open your mouths too wide. Then you may well end up beaten to a pulp in some dark alley. I don’t wish you such a fate; I disapprove of such rowdy behavior. If it comes to my attention, in the news or in the newspaper, I will not laugh openly. There will just be a little smirk on my face.  Have a good trip.

** Ordinarily, I am the first one to point out that fewer than two convergent polls from respected sources is nothing. So, take this with two grains of salt.

Myths of Sovereignty and British Isolation, VI. From the 1832 Reform Act to World War One

In this post, a look at comparative growth of democracy in Europe along with Britain’s role in World War One and subsequent European diplomacy.

Britain made some progress towards extending voting rights beyond a very tiny minority in the Reform Act of 1832, which was also a law to make constituency distribution relate to the population of the time, particularly the expansion of the urban population, abolish constituencies of a few voters where the MP was in practice appointed by the local dominant landlord and even out a very inconsistent voting system, reducing the number of people who could vote in at least one case. The overall right to vote was extended from about 5 per cent to about 20 per cent of the population, which did mark a genuine shift of power from the aristocracy and put Britain in a good place in terms of comparative voting rights by the standards of the time. Nevertheless, there was working class disappointment expressed in the Chartist movement which mobilised mass support, but was ignored.

The next major change came in the 1867 Reform Act, which did not introduce universal male suffrage, but did extend voting rights to a significant part of the urban working class. Universal male suffrage at the age of twenty-one did not come until after World War One, alongside suffrage at thirty for women, followed a few years later by voting rights at twenty-one for all women as well as all men. Denmark and Switzerland introduced universal male suffrage with meaningful pluralistic elections in 1848. France reverted to the lost revolutionary republican idea of universal male suffrage, though the meaning of elections was highly constrained by the rise of Louis-Napoleon Bonaparte to the presidency, which he transformed into the role of Emperor. Prussia, while reserving a powers to the monarchy and preserving the power of the aristocracy through a weighting of the electoral system to the highest tax payers, did introduce universal male suffrage in 1849.

The 1867 Reform Act in Britain still left it behind these countries, particularly as France became a pluralist democracy after 1870 and a unified Germany appeared in the same year (the events are linked by the Franco-Prussian war of 1870) with universal suffrage, but the same weighting towards the upper class within the Kingdom of Prussia, the largest and most powerful part of the new German Empire, which had a distinct and dominant status within the Empire. As we can see, discussion of the comparative growth of the suffrage and political pluralism soon gets into very complicated details, which also include questions of how much power elected bodies had in relation to hereditary monarchs, so that is the end of the examples.

Anyway, the general pattern is that though Britain was ahead of just about all of Europe outside Switzerland in giving power to elected institutions, there is nothing special or exemplary about the spread of voting rights in Britain. In the nineteenth century it was certainly republics, just Switzerland then France, which established the best situations, which certainly challenges any idea of a special virtue in the British combination of monarchy and parliament. The exemplary monarchical state was Denmark rather than Britain.

Moving onto the First World War, as has already been shown, British entry was not a re-entry into European politics after a complete absence after the Battle of Waterloo. Britain was constantly engaged in European affairs and would not have entered the Great War, if it had not been concerned enough with European politics to establish alliances and have a strong view about German armies invading France and neutral Belgium.

Who to blame for World War One and the question of whether Britain should have taken part are rather divisive questions across political distinctions, so it is difficult to talk about a unified sovereigntist Eurosceptic narrative here, or indeed any political tendency, however defined, having a unified narrative. So it can at least be said that World War One does not add to any claim to the innate superiority of Britain and if Britain was right to intervene, that cannot make it more morally admirable than France and Belgium. The intervention right or wrong certainly reflected British views of its own interests in keeping northwestern Europe, the land mass facing it across the seas, out of the control of a hegemonic European power

It can at least be said that even for those who think on balance Britain was right to come to the full aid of France and Belgium, the continuation of the naval blockade of Germany, part the armistice which ended the war into 1919 was a horrifying policy of suffering imposed on an already defeated and impoverished German population, depriving Britain of any claim to rise morally above the other European powers.  In any case there is no denying that Britain was involved in European politics during the War and after in the Paris peace treaties, the revision of the Treaty of Sèvres, signed with the Ottoman Empire, in the Treaty of Lausanne signed with the Republic of Turkey in 1926.

The Tyranny of Majoritarianism

Where did the concept of “majority rule” come from? Why should any majority rule over any minority?

Of course the idea of protecting minority rights also exists. It is accepted in the civilized world that minority religions, ethnicities, and cultures should be respected. So evidently the global belief in majoritarianism is not absolute. But overall, the prevailing global political culture in democratic societies is majoritarian. The party which has some majority in an election gets its leaders in the government, and it is able to impose its policies on everybody.

In a voluntary club, it seems natural that the leader be elected by the majority. Everyone in the club agrees about the mission of the club. Suppose it is a hiking club. It does not matter too much who the leader is, so a majority vote seems like the best option. Also, in deciding which location to hike in, majority rules seems sensible. Majority rule provides greater utility than minority rule, and there is general agreement that making more people happy is better than if fewer are happy.

But when it comes to government, majority rule is problematic. First of all, majority rule is based on the persons who may vote, not the whole population. Young children do not vote, and foreign residents do not vote. The adult citizens own the country, so they vote.

People believe in majority rule because they think of the alternative as either dictatorship or a rule by an elite minority. Why should one man or an aristocracy rule over the others? The global political culture now rejects monarchial rule as violating equality. What is not understood is that imposed majority rule also violates equality.

If we accept human equality, that all human beings have an equal moral worth, then the logical conclusion is equal self-governance. No person has a natural right to impose his will on another, because is it morally evil to coercively harm another person. Harm means an invasion into the domain of others, including the harm of restricting the other’s peaceful and honest actions.

When a person becomes employed, or enrolls in an institution such as a university, one does not usually expect democratic governance. The company is a non-democratic hierarchy, in which there is a top boss, lower bosses, and the ordinary workers who are directed. The workers has to comply with rules he may not favor, but the arrangement is voluntary because the worker chose to enter into employment or enrollment, and he may quit.

The equality of the employment situation is the ability of the worker to enter and exit, and the ability of the employer to equally contract with the employee and to terminate the employment. Free association is the basis of equal liberty.

The governance of territory is in accord with human equality when there is freedom of association among the members. Whether a territory is ruled by one man or by a majority does not matter so long as the individuals consent to be governed, so long as they can exit at will. After all, a traveler does not expect a voice in the rules of the places he visits. Whether the location is run by one person or the local majority does not matter to the traveler, so long as he may come and go, and so long as any unusual rules are presented in advance.

We need governing structures, but these can be contractual agreements among equals. We have today voluntary contractual communities such as homeowner associations, road associations, condominiums, cooperatives, and proprietary communities. All neighborhoods could be governed this way, and then the local organizations can form greater associations for public goods with a broader scope. An occasional hermit would not disturb the governing continuum.

Just as local communities would be able to associate, they would have the freedom to disassociate. The problem with imposed majoritarianism is that individuals and communities may not secede, and so they are forced to be dominated by the majority. Minorities are subjected to the law enforcement, schooling, drug laws, civic services, and taxes favored by the majority.

The reform that would establish deep equality would be a constitutional rule that would prohibit only coercive harm to others. Government would not impose costs and restrictions on peaceful and honest action. Contractual communities would be free to have restrictive rules among their own members. Contractual governance is best implemented bottom up, with secession where feasible.

The avoidance of imposed costs implies the absence of taxes on transactions and produced goods. There would be charges for trespass and invasions, such as pollution. In the absence of taxes on labor, capital, and trade, those who hold title to land would have to pay for civic services from the yield of their land, the rent. Ideally, people would understand the logic of equal benefits from the rent generated by nature and community. The deepest equality would consist of both equal self-governance and, as Henry George put it, standing “on equal terms with reference to the bounty of nature.”

Reply: Radical Democracy

I would have written this in reply to the blog post itself, but I must admit that I’m unsure if videos can be embedded in the comment section.

Despite the seeming radicalism of Fred’s proposal for a neighborhood-based democracy, it isn’t radical at all! It’s mainstream enough that it was the subject of an episode of Yes, Prime Minister and, as Fred himself reported, there was a serious ballot proposition in California a while back to implement something similar.

None of this should be taken to mean that Fred’s proposal is bad. To the contrary, it’s a fantastic idea that improves on democracy as is. By re-aligning districts to include only a few households, an individual’s vote matters sufficiently and there is an incentive to be knowledgeable about political affairs.

My concern is how legislation that was unpopular at the district level, but popular at the regional or national level, would get through. Take for example transportation issues, which oftentimes are unpopular at the local level despite popularity at the regional level.

In my native Los Angeles, attempts to build additional roads between the San Fernando Valley and the Los Angeles basin have been repeatedly thwarted by a few small ultra-rich enclaves that fear that people might be more easily able to visit their neighborhoods if the roads were built. Similarly, in the greater Washington DC area, the expansion of the light rail system was originally opposed in richer parts that feared the poor would gain access to their neighborhoods.

On a quick aside, if you haven’t watched Yes, Minister and its sequel Yes, Prime Minister, go watch it right now. It is several decades old now, but still holds up as a great political comedy.

Radical Democracy

Going to its roots, democracy is kratos, rule, by demos, the people. Pure democracy is the rule by all the people, not just some of the people. The only way to implement absolute democracy is for each participant to voluntarily agree to the governance structure, and be able to exit when one no longer agrees.

Democracy can be divided into mass democracy versus “cellular” or small-group democracy. Mass democracy occurs when the voting group is so large that the people cannot individually know the candidates. In a small-group democracy, the voters are able to join meetings with candidates in groups small enough so that every person is able to fully participate. In a small group, a candidate may distribute literature at a low cost. Although money can play a role in a small group, the influence of moneyed interests is limited by the ability of other candidates and promoters of propositions to counter large spending with personal contacts. A small voting group solves the problem of having both free speech and the will of the people.

The German sociologist Max Weber, writing in the late 1800s and early 1900s, wrote that “bureaucracy inevitably accompanies modern mass democracy in contrast to the democratic self-government of small homogenous units.” Mass democracy cannot be pure, radical, and absolute. “The demos itself, in the sense of an inarticulate mass, never ‘governs’ larger associations.”

A mass democracy is governed by how the leaders are elected. The politicians must use the mass media to send their messages to the public in order to curry their votes. These messages have to be condensed and simple, as most of the public will not pay attention to detailed issue analysis. The messages are often negative attacks on opponents. And the messages have to be paid for, which generates an inherent demand for large amounts of campaign funds. While individuals do send contributions to parties and candidates, much of the financing comes from special interests such as corporations, labor unions, lawyers, and the financial and real estate industries.

Economists use the odd term “rent seeking” for the seeking of subsidies, privileges, and protection from competition. The classical economists recognized that land rent is a surplus. They generalized the concept to “economic rent,” any payment beyond what is needed for production. Subsidies to special interests are economic rents.

Governments today practice imposed representative mass democracy. The implied ideology is the moral supremacy of the majority in each particular issue. The majority imposes its will by force on the minority. As Weber stated in his essay “Politics as a Vocation,” “He who lets himself in for politics, that is, for power and force as a means, contracts with diabolical powers.”

Many people think that democracy is based on equality, since each person has an equal vote. But Weber wrote, “The propertyless masses especially are not served by a formal ‘equality before the law.’” The poor believe that justice requires compensation for their economic deprivation. But the political process determines how this is done, and “under the conditions of mass democracy, public opinion is communal and born of irrational ‘sentiments.’” The sentiments of the poor tend to seek a forced redistribution of wealth in their favor, since that is the superficial solution.

The radical alternative to imposed mass democracy is voluntary small-group voting. The political body is divided into tiny neighborhood cells, just as the human body is composed of small cells. The population of a neighborhood cell should be about 1000, small enough to know the candidates and meet personally to discuss issues. Citizens vote only for a neighborhood council.

Then a group of neighborhood councils, say about 20 or 30, elect, from their members, representatives to the next higher or broader council. The second-level council elects the next higher level legislature, and so on, all the way to the highest level parliament or Congress. That legislative body then elects the president.

Such cellular democracy can replace the mass democracies that prevail today, and that would be a major improvement, in extricating money from politics. But radical democracy also requires another change: replacing imposed democracy with voluntary democracy. The neighborhood cells would be voluntary contractual organizations.

In law, the written contract is required for major decisions, such as the purchase of real estate. The American political philosopher Lysander Spooner wrote in The Constitution of No Authority:

“It is a general principle of law and reason, that a written instrument binds no one until he has signed it… The laws holds, and reason declares, that if a written instrument is not signed, the presumption must be that the party to be bound by it, did not choose to sign it, or to bind himself by it…. Neither law nor reason requires or expects a man to agree to an instrument, until it is written; for until it is written, he cannot know its precise legal meaning. And when it is written, and he has had the opportunity to satisfy himself of its precise legal meaning, he is then expected to decide, and not before, whether he will agree to it or not.”

If a signed contract is needed for real estate transactions, how much more important is the political transaction of governance? If one joins a residential or condominium association, the law requires a display of the laws governing that association, and the new member must sign if he is to join. How much more important, then, is this principle for general governance? Radical democracy requires the signed consent of each member to the written contract.

The rule of all the people begins with the recognition of individual sovereignty, a contract among equal sovereigns for governance, and then implements small-group multi-level governance to let the people govern and minimize transfer-seeking by special interests.

Of course, even radical democracy does not guarantee liberty. A free society must have a constitution that protects individual liberty from the tyranny of the majority. But without genuine democracy, a constitution is an unsigned document that becomes manipulated to provide the appearance of equality and freedom. Behind it is the reality of imposed “diabolical powers,” the tyranny of both majorities and minorities.

Harrington, Commonwealth of Oceana, and A System of Politics (Expanding the Liberty Canon): Second of Two Parts

Oceana is a long piece of ‘utopian’ political fiction writing, which does not really work as an exercise in literary fiction as far as I can see and barely keeps up the pretence. Oceana refers to a thinly disguised version of Britain and a lightly fictionalised account of its history, as a means for expounding Harrington’s thoughts about the best political system. A System of Politics is a more concise and economical account of Harrington’s thought than Oceana though its list form tells you something about Harrington’s limits as a writer.

Harrington is in a friendly dialogue with a major sixteenth century writer, the Florentine republican Niccoló Machiavelli and sometimes in the  earlier part of Oceana in a critical dialogue with a major English writer, Thomas Hobbes, from his own time. The idea that sometimes still circulates of a liberal England/Britain versus an absolutist continental Europe is rather challenged by this. One of the most influential advocates of liberty in British history was inspired by an Italian against an English writer. Though Harrington does refer favourably to Hobbes’ own mentor, Francis Bacon, philosopher, chief minister to the monarchy, jurist, and writer of utopian political fiction. Harrington does not mention the Hobbes-Bacon relation, and his his use of Bacon’s thought suggests a fascination with the kind of monarchism advocated by Bacon which mixes legalism with the application of scientific method to the prudential art of government. Harrington, it appears, wanted republicanism to incorporate such aspects, creating some distance from ancient republicanism in which law comes from tradition and wise individuals rather than the kind of centralised accumulation of new laws and a judicial apparatus to apply them which is what Bacon was dealing with and which also influenced Hobbes. Harrington’s interest in what well run monarchies with some respect for law can teach republics also expresses itself in remarks on the Ottoman Empire and on the famous chief minister of the French monarchy, Cardinal Richelieu, one of the key figures in the development of the modern state and modern statecraft. Harrington regrets lack of knowledge of the principles underlying Richelieu’s formidable achievements in promoting peace within France and taking France above Spain as the leading European power of the time.

When Harrington is focused on republics strictly speaking, he has two main concerns: land distribution, formation of the right kind of aristocracy. These concerns overlap as questions of concentration of land are also questions of what kind of aristocracy might exist. Harrington resists what he regards as the too extreme devotion of the Ancient Athenians to democracy, which did not allow an effective aristocracy to form. As with early modern attitudes to Plato, his preference for Sparta is rather against modern sensibility. However, that preference ran up to the American Revolution and the Constitution of the United States which was deliberately designed to prevent the ‘excesses’ of Athenian democracy and promote a ‘balanced’ republic like those of Rome or Sparta which had a long life based on reserving some powers for the aristocratic parts of the political system.

Harrington’s thoughts about aristocracy are directed towards forming a changing open class of people who provide political leadership and resist the wilder extremes and instability of popular opinion. This is more or less a project for the formation of an effective version of what is now generally referred to as a political class or a political elite. Harrington’s belief that the aristocracy should change in composition and exist in balance with the preferences of the common people lead him to oppose land distribution of a kind which created a rigid permanent oligarchy aristocracy of the richest landowners. Laws to prevent this are referred to by Harrington as ‘the agrarian’, with consideration of examples from antiquity and from his own time. He argues against primogeniture (land going to the eldest son) and in favour of equal division of land between the children of landowners which he suggests as well as having political benefits will reduce loveless marriages designed to get propertyless daughters of the aristocracy married to a major landowner. In a rather more general way, he seems sympathetic to schemes to prevent concentrations of landed property. Such apparent interference with property rights may look at odds with how ideas of liberty develop in the classical liberal and libertarian tradition, but Harrington was living at a time when it was very difficult to disassociate land ownership and political power, and more generally difficult to disassociate economic status and political rights.

It takes the continuous  greater development of commercial society which Locke reacts to at the end of the seventeenth century to see that property ownership should be seen in terms of transferable rights and the public benefits of land owned by whoever being part of a commercial system in which its products are traded to everyone’s benefit. The other side of Harrington’s assumption, highly normal for the time, that political power comes from land ownership, is that servants and the economically dependent cannot have full political rights and are not part of the democratic political system. The democratic system that elects an open changing aristocracy in some form of senate along with a a very complex series of other elections of public officials advocated by Harrington. This was enough to make Harrington seem like a fanatic for extreme democracy until democracy did begin to appear in the British political system, with the extension of the franchise in the late nineteenth century following on (but not immediately at all) from earlier agitation on the part of the new industrial working class. His writing is bit frustrating and can seem a bit remote from current ideas of liberty, but in historical context he made a major contribution to the growth of law and liberty in Britain. He deserves to be read by anyone who wishes for a really deep understanding of the development of ideas of government constrained by law and liberty.

Why Republican Libertarianism? IV

The most important advice Machiavelli gives with regard to maintaining the state, is to respect the lives and honour of subjects, refrain from harassing women, avoid bankrupting the state with lavish expenditures, uphold the rule of of law outside the most extreme situations,  and concentrate on military leadership, which is to turn monarchy into a hereditary command of the armies, a republican idea, if the monarch withdraws from other areas of state business and certainly from law making. That is certainly how John Locke, at the beginning of classical liberalism saw the role of kings.

It is true that unlike antique thinkers, Machiavelli does not see human nature as essentially ‘good’, at least when guided by reason and law. What those thinkers meant by good was a life of self-restraint difficult to make compatible with commercial society. Machiavelli understood the benefits of commercial society compared with feudalisms, and though there was an element of antique nostalgia in his thinking, he understood like the political economists of the eighteenth century that public goods come from self-interest, softened but not eliminated, by some sense of our connections and obligations to others.

Machiavelli’s longest book on political thought is The Discourses, a commentary on the Roman historian Livy’s account of the earlier periods of Roman history, covering the early kings and the republic. Here Machiavelli makes clear beyond any doubt that his model state was a republic and though it was Rome rather than Athens, he takes the original step of seeing Rome as great not because of Order, but because of the conflicts between plebeians and patricians (the poor or at least non-noble masses and the aristocracy), which resulted in a democratisation process where the plebeians learned to think about the common good and where everyone shared in a constructive competitiveness which developed individual character through civic conflict under law (well a large part of the time anyway). His view of the republic requires both a sphere of common political identity and action and a competitive non-conformist spirit.

Machaivelli’s republican hopes for Florence, and even the whole of Italy, were dashed by the Medici princes and a period of conservative-religious princely absolutism under foreign tutelage in Italy, but his ideas lived on and not just in the one sided stereotypes. He had an English follower in the seventeenth century, James Harrington, author of Oceana. Harrington hoped for republic in England, though a more aristocratic one that Machiavelli tended to advocate, and was too radical for his time, suffering imprisonment during the rule of Oliver Cromwell, the leader of a republican revolution who became a new king in all but name. There was a British republic, or commonwealth, after the Civil War between crown and parliament, lasting from 1649 to 1652, which was then not exactly absolved but became a less pure republic when Cromwell became Lord Protector.

Even so the republican poet, John Milton, served Cromwell as a head of translation of papers from foreign governments. Milton is more famous as a poet than as a political thinker, nevertheless he wrote important essays on liberty, drawing on antique liberty in Greece and Rome, as well his republican interpretation of the ancient Jewish state (important to Milton as a deep religious believer whose most famous poems are on Biblical stories). Milton helped change English literary language, almost overshadowing the ways that he furthered republican political ideas and did so on the basis of an Athenian model of law and free speech. His defence of freedom of printing, Areopagotica is named in honour of the central court of Athenian democracy (though with older roots) and draws on the idea of a republic based on freedom of speech and thought. Both Milton and Harrington were major influence on the Whig aristocratic-parliamentary liberalism of the eighteenth century and early nineteenth and so feed directly into classical liberalism in practice and the defence of liberty of speech and thought to be found in Mill’s On Liberty.

The development of classical liberalism and the libertarian thought of the present come out of the republicanism of antiquity and the early modern period. There is a strand of thought within libertarianism which is anti-politics or only minimally willing to engage with politics as a part of communal human life. However, the parts of the world where liberty is most flourishing, if far short of what we would wish for, are where there ‘republics’ in the original sense, that is political power is shared between all citizens, regardless of the issue of whether a royal family provides a symbolic head of state.

On the whole, historically commerce has been linked with the existence of republics, even within monarchist medieval and early modern England the City of London was a partly autonomous city republic focusing resistance to royal power as it protected its commercial gains from state destruction. Despotism, and the state that plunders civil society, wish for a depoliticised atomised society. Republican politics can go wrong, but the answer is republican reform, republics with less of the aspects of absolutist monarchy and traditionalist power structure, not an idealisation of states which exist to preserve and reinforce forms of authority obnoxious to open markets, individuality, equality before the law, and the growth of tolerance for forms of living not so well recognised by tradition.

Why Republican Libertarianism? II

We can confirm Arendt’s sense that ancient Athenian democracy was not concerned with collective confiscation of private economic goods, by looking at the most famous political speech of ancient Greece. That is the funeral oration delivered by Pericles in the midst of the Peloponnesian War between democratic Athens and oligarchic-militaristic Sparta. Pericles states that in Athens there is no shame in poverty, only in not struggling with poverty (clearly referring to an individual struggle), and that poverty is no barrier to a place in political life. Pericles also refers to the greater tolerance of the different characteristics of other citizens in Athens compared with Sparta, and that bravery of the Athenian soldiers he mourns, so though the Athenian society does not put the military life as much at the centre as Sparta, it can show just as much courage in war.

As we can see, republicanism is the most historically situated form of political theory, aiming for continue a way of thinking about political community that goes back to Aristotle in fourth century BCE Athens. It was the tradition that runs through Aristotle, Polybius and Cicero in antiquity which informed the understanding of liberty in the classical liberals, in Locke, Hume, Smith, Montesquieu, Tocqueville, Constant, de Stael, J.S. Mill, and so on.

Their understanding also included the idea that there were differences between ancient and modern societies, particularly the greater emphasis on commerce in modern societies, which modified the understanding of liberty so that the liberty pursed by the moderns would be and should be different from the liberty pursued by the ancients, as summarised by Benjamin Constant in his speech ‘The Liberty of the Ancients Compared with that of the Moderns’ (1816).

However, Constant did not argue for a complete opposition between the two. He noted the commercial life of ancient Athens and its greater cultural openness than many ancient states. So that though Athens still shared in the tendency of ancient states to  impose conformity to officially defined religion and manners, it was less extreme than many. The republic of Carthage, defeated by Rome in the Punic Wars of the third and second centuries BCE, has also been mentioned by some as an ancient republic in which sea trade was at the centre of life, and since ships were the best means of trade in antiquity, that meant it was one of the commercial republics of antiquity. Montesquieu in particular noted that Carthage shared republican political forms with Rome, in which a citizen assembly governed the city in co-operation with an oligarchic-aristocratic council (the Senate in the case of Rome), but had a different attitude to trade and commercial life.

So though the classical liberals emphasised the differences between ancient and modern liberty, they did not simply reject ancient liberty, and did not reject the republican tradition. They found the centrality of war to ancient life, the relatively static political economy and commercial life, and the attempts of the state to enforce virtue to be different from what they hoped for from modern liberty.  The classical liberals also saw liberty growing in ancient republics and thought there was some link between the conditions of liberty and a public culture of shared concerns between citizens.

The laws and institutions necessary to liberty require some support from a feeling of citizenship and joint political enterprise. The need to replicate the solidarity of ancient societies based on preparedness for war is one of the reasons that Smith gives for advocating some public role in promoting education, though with a preference for most education to be provided by private institutions rather than the state.

It is useful to look at the views of the apparent greatest classical liberal defender of monarchy, Montesquieu, to see the importance of the ancient republican tradition for modern liberalism. Montesquieu suggests that a monarchy of the kind that existed in France in the eighteenth century is good for commerce and liberty where it rests on institutions that have some independence of the monarchy such as law courts and a land owning aristocracy.

However, the legal tradition he though guaranteed such liberty in France, is something he traced back to the German invaders of ancient Gaul during the collapse of the Roman Empire in the west. They brought the customary laws of tribes in the German forests which where essentially republics as kings existed to lead in war and relied on popular support. Montesquieu is a bit more ambiguous than this in his description of the ancient Germans, as he is generally an ambiguous thinker with regard to his views on monarchies and republics, and which are the best for liberty.

He recognised both a law governed ‘moderate’ forms of government opposed to despotism. He recognises the commercial capacities of the Athenian and Carthaginian republics. For his own time, he recognises England as a disguised republic (in the eighteenth century, Great Britain was essentially an oligarchic-aristocratic republic with a very constrained monarchy) which has a leading role in the era with regard to liberty and commerce. Montesquieu’s main criticisms of England relate to missing some aspects of a culture or honour and aristocratic courtesy, rather than any criticism of substance.

Why Republican Libertarianism? I

(This text was written for the European Students for Liberty Regional Conference in Istanbul at Boğaziçi University. I did not deliver the paper, but used it to gather thoughts which I then presented in an improvised speech. As it was quite a long text, I am breaking it up for the purposes of blog presentation)

Republicanism has been on the rise as a term in political theory debates since the late 1990s, where it has joined egalitarian liberalism (that is a version of liberalism in which the state decides on income and wealth distribution, markedly more flat than the distribution achieved by the market, at least in intention), communitarianism, and libertarianism in the main recognised streams of political theory along with radical democracy, deliberative democracy, and Marxism.

The egalitarian liberal position emphasis rights, justice, and rational political procedures claiming that constituently employed they lead to a morally based economic pattern of distribution distinct from the relatively spontaneous activities of the market and civil society. Libertarianism (covering anything that might be regarded as classical liberal or libertarian) tends to have the same basis and argue that correct understanding leads to a more market based individualistic view of how economic goods should be distributed.

Communitarianism is most economically egalitarian but includes social conservatives as well as social liberals. It argues that views about justice have proper foundation in the rules according to which humans live in, form, and maintain communities, rather than individual rights. It tends to be anti-libertarian but a communitarianism based on voluntary communities below the level of the state, or independent of the state, can converge with form of libertarianism emphasising the freedom to create voluntary communities of those with shared visions of the good life, socialist, capitalist or anything else.

Marxism is, I presume, well known enough to need no introduction and radical democracy is the attempt to make Marxism, or something like it, compatible with liberalism in democracy and rights, and maybe even compatible with libertarianism in some social and moral issues. Deliberative democracy is the view that political institutions and laws should rest on a constant process of public discussion and negotiation, presumed to engage most of the population.

Simply explained, republicanism is the view that political institutions and laws rest on the tendency for human communities to have a political aspect, and liberty to have some aspect of rights of political participation, where there is some life is devoted to discussion of the best institutions, laws, and policies for maintaining liberty. If all this sounds rather libertarian, it has to be said that republican political theory in its current manifestation, which goes back to the late 90s, has used there same arguments as egalitarianism, but taking the understanding of liberty in a different direction.

In the egalitarian liberal understanding, liberty is just as much to do with state designed economic equality, or limitations on inequality, as individual rights to life, property, and freely chosen version of the individual good life. From the egalitarian liberal perspective, which theorises the views of new liberals, constructive liberals, social liberals, and progressives since the late nineteenth century, ‘liberty’ must include the idea of some equality in the distribution of economic goods as part of the fairness or equality of respect, which is part of those aspects of liberty concerned with individual rights under law.

The idea of republicanism as now discussed in academic circles, at least those largely concerned with a ‘normative theory’ approach to political theory emphasising conceptual analysis  was developed by the Irish philosopher Philip Pettit (long based between the US and Australia). Pettit rests his arguments on a mixture of a historical republican tradition going back to antiquity, and arguments about the meaning of liberty and what kinds of liberty there are. The arguments in Pettit, like many other discussions of liberty, refer back to a famous paper by the philosopher and historian of ideas Isaiah Berlin in ‘Two Concepts of Liberty’ (1958), which rest on a view of the history of political ideas, so again we come back to a historical argument.

Republicanism in recent political thought has another inspiration, (at least for those concerned with the more cultural, literary, historical, and interpretative aspects of political theory) from an a mid twentieth century writer on politics and philosophy, Hannah Arendt. Arendt is hard to situate politically, and has been taken up both by radical democrats and conservatives. She was rather evasive on the subject of socialism versus capitalism, however the basis in her thought for this was that political issues should be distinguished from social welfare issues, which certainly seems to exclude the possibility of socialist or even egalitarian liberal ideas entering into her basic political assumptions.

Arendt looked back to ancient Athens, in contrast with Pettit who takes Rome as his starting point, and to a culture of competition to prove excellence, which was aristocratic in origin. Athens at the the time it was home to Aristotle, as well as many other notable cultural and philosophical figures, was a democracy based on citizens meeting in the centre of the city to make laws and make the major decisions about state actions.

For Arendt, the political culture of the democracy took up the aristocratic tradition of competitiveness to produce a political life that itself cultivated excellence through contests, and a concern with the public good, at the same time as it was producing great culture, as part of the same pattern. She points to the largely political decision making of the assembly, which was not engaged in attempts to change shares of economic goods.
